Council of Governments formed to help unite Lafourche Parish By Alise Falgout | Gazette Staff

Lafourche Parish’s former superintendent, who left the position last fall citing health concerns, started a new job earlier last month as the Iberville Parish School District’s chief academic officer. Louis Voiron led Lafourche schools for nearly seven months before taking medical leave for unspecified health reasons in July. In mid-November, the Lafourche Parish School Board announced after a series of special meetings that Voiron had decided not to return to the position in October. The board bought Voiron out of his contract for a lump sum of $220,000, paid in full Jan. 3, and restored all of his sick days. Board President Brooke Huddleston said in a letter that the deal saved the school district, and taxpayers, $48,000 compared to if Voiron stayed on the payroll. As the chief academic officer, Voiron stands to make at least $109,764 per year, according to the Iberville Parish School District’s salary schedule.

Louisiana seeking $150M grant to elevate major oil and gas highway
BATON ROUGE, La. (AP) — Louisiana is making a pitch for millions of dollars in federal financing it hopes will help elevate a state highway leading to a critical national oil and gas hub. Gov. John Bel Edwards and state lawmakers pledged $150 million in oil spill recovery money for improvements to LA Highway 1 in Lafourche Parish heading to Port Fourchon. Louisiana’s leaders want the federal government to match that with another $150 million. Jefferson Parish U.S. Rep. Steve Scalise, who is the No. 2 House Republican, said he met with Transportation Secretary Elaine Chao last Wednesday to talk of the state’s request. Chao’s department is overseeing a $900 million infrastructure grant program that Louisiana has targeted to provide the $150 million in federal financing, to help elevate an 8.3-mile stretch of Highway 1 from Golden Meadow to Leeville.
Scalise said he stressed not only the highway’s use as a key hurricane evacuation route, but also its importance to the national energy infrastructure at Port Fourchon. “It will be an aggressive competition, but I think we have an incredibly strong story,” he said. Applications for the federal grant dollars are due by Feb. 25, Scalise said, with awards announced by the end of summer.
Shortly after 6:00 p.m. Thursday evening, Troop C Troopers responded to a single-vehicle fatality crash involving a pedestrian on LA 1 near West 65th Street. The crash took the life of 71-year-old Bill Chabert Sr. of Cut Off. The preliminary investigation revealed 65-year-old Debra Cheramie was traveling north on LA 1 in a Volkswagen Atlas when Chabert failed to yield to her vehicle as it approached and began crossing LA 1 from west to east.
Chabert was struck in the northbound lane and suffered fatal injuries. Cheramie was properly restrained and was not injured. Impairment on the part of Chabert is not suspected and a toxicology report is pending. Cheramie provided a breath sample which showed no alcohol present. The crash remains under investigation. Troop C has investigated 2 fatal crashes resulting in 2 deaths this year.

On Monday, January 25th while most people were eating dinner and spending time with their family, the elected officials that represent Lafourche Parish and its people gathered for a “meeting and meal” and formed what will be known as “The Lafourche Parish Council of Governments.” The council is made up of elected officials ranging from city council members and mayors to Parish President Archie Chaisson III, and DA Kristen Russell all the way up to state representatives, Supreme Court Justice Weimer, and Senator Gary Smith. A total of approximately 54 government officials gathered at the Larose Civic Center to have dinner and do their part in creating an avenue of communication between sectors, cities, and offices. The purpose of the first quarterly meeting for the newly incorporated non-profit was to adopt their articles of incorporation and officially elect their first board of directors. Lafourche Parish Assessor and meeting sponsor, Wendy Thibodeaux, stood greeting her colleagues and guests as they entered. Once the mingling subsided and the tables were full, the meeting began. Supreme Court Justice Weimer opened up the meeting with a story about how St. Mary Parish has been doing a similar thing for years and how he had mentioned this idea to others to be told what a great idea and “we should do that!” See Officials Page 4-A

Five face drug charges in three seperate investigations
Five individuals face drug charges as part of three separate investigations in what turned out to be a busy day for narcotics agents on January 30. Agents started in Cut Off on Thursday morning. Through investigation, they had obtained a search warrant for the residence of Vontrell Cleveland, 39, and Christie Soudelier, 32, in Cut Off. During a search of the residence, agents found over 65 grams of methamphetamine which was determined to belong to Cleveland. They also located approximately 24 grams of marijuana, 20 Xanax pills, and various drug paraphernalia. During the search, Soudelier arrived at the residence. Both were arrested and booked into the Lafourche Parish Correctional Complex in Thibodaux. Both were charged with Possession with Intent to Distribute Marijuana, Possession of Xanax, and Possession of Drug Paraphernalia. Cleveland was additionally charged with Possession with Intent to Distribute Methamphetamine. Cleveland and Soudelier were both released on Thursday night after posting bail amounts of $45,500 and $12,500, respectively. Around midday on Thursday, agents arrived in Galliano to locate Roxie Toups, 24, due to obtaining a warrant for Possession with
Intent to Distribute Methamphetamine as part of an investigation. Agents obtained a search warrant for her residence and found approximately 82 grams of methamphetamine and drug paraphernalia. There was also a juvenile present at the residence. Toups was arrested and booked into the Correctional Complex on charges including two counts of Possession with Intent to Dist r i b u t e Methamphetamine, Illegal Use of a Controlled Dangerous Substance in the Presence of Persons Under 17 Years Old, and Possession of Drug Paraphernalia. At the residence, agents made contact with Ryan Arceneaux, 41, and Brandy Ougel, 32, both of Lockport. They were both found in possession of drug paraphernalia, and Arceneaux also had cocaine in his possession. Arceneaux was arrested and booked into the Correctional Complex. He was charged with Possession of Cocaine and Drug Paraphernalia, and he was also booked on an outstanding contempt warrant due to failure to pay child support. His bail is set at $25,500. Ougel was issued a criminal summons for Possession of Drug Paraphernalia.
Convicted felon sentenced to 12 years
Lafourche Parish District Attorney Kristine Russell announced that a Raceland man pled guilty to Possession of a Firearm by a Convicted Felon and two (2) counts of Aggravated Criminal Damage to Property. Tony Hester, 36, was sentenced to twelve (12) years for the possession of a firearm by a convicted felon charge and five (5) years per count on the aggravated criminal damage to property charges by the Honorable Christopher Boudreaux. Hester fired a gun at an abandoned home in March of 2019. It was discovered that two of the rounds Hester fired
struck a h o m e on the opposite side of t h e abandoned home, where Hester someone was inside. Lafourche Parish Sheriff’s Office, who was called out to investigate, arrested Hester the same day. Tony Hester will serve his sentences concurrently with the Louisiana Department of Corrections without the benefit of probation, parole or suspension of sentence.

It was when he brought the idea to Wendy Thibodaux that the response shifted to “we are going to do that!” Thibodeaux then spent the next two years attending St. Mary’s meetings, doing research, and developing the council for Lafourche. In her welcoming speech, Wendy touched on the purpose of the council, their duties, and their responsibilities. A particularly notable purpose is, as Assessor, Thibodeaux said, “to form a fraternal order among governing bodies of Lafourche Parish to be one, cohesive union.” In his opening statements, Justice Weimer made the comment, “Our greatest assets are … the great people that make up this parish.” His pride for Lafourche became even more evident as he proudly mentioned “local boy” and LSU head coach, Ed Orgeron, and reveled in the recent win over Clem-
son. Justice Weimer quoted Coach O’s locker room motto “one heartbeat” comparing the coach’s assembly of the winning team to that of the council and calling on its members to “get together to make Lafourche Parish a better place to live and a better serve our community.” The Lafourche Parish Council of Governments will meet quarterly to keep all parts of our parish informed. The widespread geography of Lafourche has always caused a sort of divide, but thanks to the council, that divide can now be closed. The district accepted applications from Nov. 19 to Dec. 4, according to Arthur Joffrion, Iberville’s superintendent. Voiron hasn’t responded to The Courier and Daily Comet’s requests for comment. After the newspapers contacted all 15 School Board members about Voiron’s recent hiring, board attorney Pat Amedee said in an email that he advised all of the members to “withhold any public comment.” Amedee pointed to state law that declares “a school employee’s personnel file shall not be divulged to third parties.” “It creates an expectation of privacy to employment records of school board employees — both past and present,” said Amedee in an email. “In my opinion, any discussion risks disclosure of information from Dr. Voiron’s personnel file.” Asked why Voiron’s contract had to be bought out and the reason he couldn’t return to work, Amedee said he didn’t believe the board could comment beyond what was disclosed in November’s settlement and the board president’s letter or risk a “violation of Dr. Voiron’s right of privacy.” “We made every effort to disclose as much as we could, including making public the settlement agreement itself, along with a public statement,” Amedee said. That agreement aim ed to settle the superintendent’s contract and any existing claims, “both known and unknown,” against the board. In the letter,
Huddleston said, “Dr. Voiron agrees that his payment and other consideration contained in the agreement satisfies his rights under his contract with the board and he releases the board from any future liability.” Two of the 15 board members choose to respond to the Courier’s inquiry over email. Both board members Valerie Bourgeois and Tyler Dufrene offered their continued support of Voiron. “Dr. Voiron is a great person and leader. He was and is still respected in this district,” said Bourgeois. “Can’t we just wish him well and say thanks for all your years of dedication to Lafourche? He was an integral part of making us third in the state and an A-district.” Prior to his stint as superintendent, Voiron served as director of human resources, a principal, assistant principal and teacher in his 23 years with the Lafourche School District. Dufrene noted that Voiron “dedicated a significant portion of his life to the Lafourche Parish School District.” “His acceptance of another job indicates he is able to continue contributing to public education and that he is healthy, which is all one could ask for,” Dufrene added. “I continue to pray for him and wish

South Lafourche coach given prestigious honor By Casey Gisclair Gazette Staff
A South Lafourche High School coach and teacher was given a prestigious honor last week. Boys’ basketball assistant coach Brody Williams was named the Dairy Max and LHSAA Assistant Coach of the Month, an honor given each month to one assistant coach at an LHSAA member school. Williams is the head coach of the Tarpons’ freshman basketball team and also an assistant coach for the varsity team. He is a South Lafourche graduate and former player in the program. Dairy Max and the LHSAA give Assistant Coach of the Month honors to the assistant coach who is an assistant at a member school, has been a coach for at least two years and who is fully registered with the LHSAA. The coach must “show exemplary commitment to educationbased athletics on and off the playing surface.” Williams was nominated by boys’ basketball coach and Athletic Director Brian Callais. In the letter of nomination, Callais said he believed Williams was deserving of the award because of the hard work and dedication he put into his craft. Being the head coach of the freshman team and also an assistant coach on the varsity team often means that Williams is practicing until long after sundown - after teaching throughout the day. players and also is involved in varsity game planning and scouting. “He will be in the gym from 2:15 p.m. until 7:30 p.m. on all practice days,” the recommendation letter reads. “He attends all varsity games as well as all freshman games. Most weeks, he will be in a gym four days a week. This is not counting all freshman tournaments he attends. … He truly deserves the honor.” The LHSAA announced Williams as the award recipient on social media last Tuesday - just hours before the Tarpons beat Morgan City to win their 6thstraight game. Williams said he was honored to receive the award, also giving credit to Callais and the Tarpons’ other coaches for a team effort throughout the season. Williams is also an assistant football coach at the school. He was also recently named the school’s Teacher of the Week for his exceptional work in the classroom.

Louisiana reports 3rd vaping death
BATON ROUGE, La. (AP) — Louisiana has reported its third vaping death. It’s the state’s first death this year linked to e-cigarettes. The state Department of Health reported the first two deaths a week apart in November. The most recent death was of a person from Lafayette Parish. As of Friday, 35 people in Louisiana, including those who died, have had lung problems from vaping, according to the most recent online re-
port. The total is three more than in late November. Patients have ranged from 17 to 71 years old. An update made Tuesday in response to a query by The Associated Press said 24 patients were men and 11 were women, and their average age was 30. At least 2,711 people nationwide have been hospitalized for vaping-related illness and 60 of them had died as of Jan. 21, according to the U.S. Centers for Disease Control and Prevention. A thickening agent called vitamin E acetate has been strongly linked to the outbreak, the CDC has said. The chemical is an additive in some e-cigarettes

MOIRA STEIN
Moira MacLeod Stein, a native of Glasgow, Scotland and resident of Galliano, LA, was born on August 2, 1951. She passed away peacefully in her sleep on the morning of January 23, 2020. She was 68 years old. She was a passionate member of her community serving in programs such as Celebrate Recovery, Alcoholics Anonymous and CASA. Moira is survived by her five daughters, Catherine Stein, Victoria Stein, Jennifer Stein, Kay Stein Dardar, Mary Stein; and her son, Paul Stein III (Heather Cantrelle). Moira was the epitome of a grandmother to her sixteen grandchildren and six great-grandchildren. Moira was preceded in death by her husband, Paul Stein Jr.; her son, James David; her parents, Kay and Catherine MacLeod; her brothers, Donald MacLeod and Jim MacLeod; her fatherin-law, Paul Stein Sr.; and her mother-in-law, Bernice Tregle Stein. Family and friends are invited to celebrate Moira’s life at the Community Bible Church (14757 E. JAMES “JIM” FAULK JR
James “Jim” Conrad Faulk, Jr., 72, passed away on Thursday, January 30, 2020 at his home after a courageous battle with cancer. Jim was born January 28, 1948. Visitation was from 9:00 a.m. until 11:00 a.m. on Tuesday, February 4, at Community Bible Church, Cut Off, LA. Religious services was held at 11:00 a.m. with burial followed in Community Bible Cemetery. Jim leaves behind his wife of 33 years, Susan Adams Faulk; daughter, Margo Faulk Giardina (Casey); mother, Hazel Chouest Faulk; sisters, Dian Richoux (Jimmy), Faye Matherne (Pat); brother, Bob Faulk and godchild, Scotty Trosclair. Jim had many close friends and family who loved him dearly. Jim was preceded in death by his father, James C. Faulk, Sr.; brother, Richard Faulk; sister-in-law, Deanna Faulk; godchild, Scott Faulk and niece, Suzette Richoux Daniell. Jim enjoyed the outdoors, hunting, fishing and living the Cajun life. He had a great work ethic and retired from Chevron after 37 years, 7 months and 1 day as he would say. Jim kept a smile on his face, a dance in his step and the best attitude with everything he did in life. The meeting was called to order by Mayor David Camardelle who led the Pledge of Allegiance to the American Flag. Council Member Leoda Bladsacker then followed with a prayer. Roll call was as follows: PRESENT: Council Members – Ray Santiny, Kelly Besson, Jr., Mona Santiny, Brian Barthelemy, Leoda Bladsacker; Police Chief Laine Landry ABSENT: 0 Motion by Council Member Leoda Bladsacker seconded by Council Member Kelly Besson, Jr. and unanimously agreed to amend the agenda to add Lan Tivet to address the Council. Motion by Council Member Kelly Besson, Jr. seconded by Council Member Mona Santiny and unanimously agreed to close the agenda as amended. Lan Tivet was recognized and requested the Town contact business owners who have signs on the curb along LA 1 coming off of the Caminada Bridge to voluntary remove the signs by March 1st in order that they do some landscaping which will include plants and shrubs that will help absorb excess water that tends to accumulate in the area and to beautify the area . She then presented a proposal for golf cart signage for the levee crossovers. She then stated that the Mardi Gras Club is reinstating the Mardi Gras Ball on Feb. 21 and invited all to come. A joint motion was unanimously agreed upon to allow the use of the Community Center for the ball. She also stated that there will be another movie night on the Beach on March 7th and requested the Council to waive any and all permits which was unanimously approved. Police Chief Laine Landry was recognized and gave the following police report: For the period of January 14 – 28, 2020 there were 0 arrest, 12 traffic stops, 9 traffic citations issued and a total of 49 calls. Traffic/Court fines paid totaled $6,999.00 for a year to date total collections of $72,156.00. Golf cart tags total collected $7,275.00, sold - 97. The Mayor reported on Levee Board activities. The south side of the Hurricane Protection Levee rocks are too small. Bigger rocks are coming. They are working on breakwaters for the west side of the Island and dredging Bayou Rigaud from Rosethorne Lane to the Bridge and on Police and First Responder Grants on the Federal Level. They are also attempting to have Grand Isle classified into one flood zone for insurance purposes. Town Supervisor Chris Hernandez reported that the baseball field work was nearly complete and the scoreboard and concession stand was completed. Employees are now working on the drainage ditches. He needs $5,500 to complete the cement work on the basketball court. Motion by Council Member Brian Barthelemy seconded by Council Member Leoda Bladsacker and unanimously agreed to table the project. Wednesday, February 5, 2020 THE LAFOURCHE GAZETTE and unanimously agreed to accept the estimate of $3,235.28 of Taylor Power Systems to repair the generator at the Multiplex Center. A joint motion was unanimously agreed upon to allow the Friends of Grand Isle the use of the Community Center on April 4, 2020 for their annual meeting. Council Member Brian Barthelemy requests/reports: 1. Asked if an estimate was received to install pilings at the Hurricane Protection Levee crossovers identifying them so people can locate where to cross. It was reported that an estimate of $6,000 was received to install 20 pilings. A motion was made by Council Member Brian Barthelemy, seconded by Council Member Kelly Besson, Jr. and unanimously agreed to appropriate the $6,000 for Townsend Construction to install the pilings. 2. The construction of the boat for the raffling at the Blessing of the Fleet is completed and now waiting for the motor. Council Member Leoda Bladsacker requests/reports: 1. Reported that she got with Mrs. Jean Landry in an attempt to improve the drainage between Nacarri Lane and Sureway Supermarket and that there is no drainage on Minnich Lane before the Luent Home. Also on Cott Lane, the water stays in the canal at the Medical Lane intersection. 2. She would like more cement on the basketball court on Chighizola Lane. Mayor’s reports: 1. Thanked the Board and the Chief and Engineers for the Washington, D.C. trip and for putting together a great booklet explaining the various Town Projects that assistance is being asked for. This makes it easy for the Congressmen and their staff to understand the problems and remedies. 2. Reported that the Governor is coming to Grand Isle on Monday February 3, 2020 for the dedication of the Queen Bess Restoration Project. 3. He will be attending LMA Conferences on Tuesday and Wednesday of next week. We all experience life and reality from our own advantage point
The following is a great story that happened a while back in Dublin. Although it might sound like an Alfred Hitchcock story, it’s supposed to be true! John Bradford, a Dublin University student, was on the side of the road hitchhiking on a very dark night and in the midst of a violent storm. The night was eerie and no cars were on the road. The storm was so strong he could hardly see a few feet ahead of him. Suddenly, he saw a car slowly coming toward him and stopped. In desperation John hurried into the car and closed the door only to realize there was nobody behind the wheel and the engine was not running. The car started moving slowly. John looked at the road ahead and saw a bend approaching. He was afraid and started to pray asking God to spare his life. Then, just before the car hit the bend, a hand appeared out of nowhere through the window and turned the wheel. John, paralyzed with terror, watched as the hand came through the window, but never touched

or harmed him. Shortly after that John saw the lights of a pub appear down the road. He gathered his strength and jumped out of the car and ran inside. Wet and out of breath, he started telling everybody about the horrible experience he had just had. A silence enveloped the pub when everybody realized that he was crying and not drunk. Suddenly, the door opened and two men came in from the dark and stormy night. Like John, they were soaked and out of breath. Looking around, and seeing John sobbing at the bar, one said to the other, “Look Paddy, there’s that idiot that got in the car while we were pushing it!” Every person experiences the world differently from their own advantage point. While most people are aware of this fact, they still are confused because they do not know exactly why others see the world differently. The reason is “they have not walked in others’ moccasins.” Our beliefs come from our experiences. If we experience life in a positive way, we will probably have a positive outlook on life. Our belief system governs the way we see reality. If for example, a person grows up in an abusive family, they may believe that all people are mean and may interpret their actions in a way that proves this fact is true. If we believe that rich people are uncaring and self-centered, then we may see them that

way not because all of them are uncaring and self-centered but because our beliefs will prejudice our perception of reality. Beliefs come from our experiences. That’s why the environment we grew up in, usually determines how we see the world today and how our past affects our present. How can we change? Author Kamand Kojouri said, “We all can make someone’s life better with our love.” We can all give and receive love. We can make somebody’s life easier by filling it with love. Love does not have to be a big gesture. It can simply be a compliment to someone who is feeling down or opening the door for someone. That is what Jesus urged us to do. We must stop separating people into categories of nationalities and political parties. These categories only divide us and cause us to speak and socialize only with those who hold our same beliefs. We have to broaden our outlook and accept everyone even if they are different. Understanding each other and realizing what is in the best interest of the group instead of “what’s in it for me” is a path way to peace. Peace is never about the individual; peace is about everyone as a whole. We must stop thinking about “I” and start thinking in terms of “We.” Jesus said, “This is my commandment, that you love one another as I have loved you.” (Jn 15:12)
