Early voting continues through Tuesday
BATON ROUGE, La. (AP) — Early voting began last Tuesday around Louisiana, for people to cast their ballots in advance of the Nov. 4 election. The early voting period lasts one week, running through Tuesday, Oct. 28, from 8:30 a.m. to 6 p.m. People who want to vote early can do so at their parish registrar of voters’ office. The ballot is going to be a long one for voters. Louisiana’s hotly contested U.S. Senate race, six U.S. House races, Public Service Commission seats, judgeships, local mayor’s races, school board seats and 14 constitutional amendments await decisions. “The ballot is extremely long so voters should do their homework,” said Secretary of State Tom Schedler. The Secretary of State’s Office has a full list of early voting locations, a sample ballot and other details at: http://1.usa.gov/1Ft2b3V. The office also has a mobile phone app that can be downloaded, called GeauxVote.

Although not visible to the eyes, work does continue on completion of the elevated Louisiana Highway 1 roadway from Golden Meadow south to Leeville. Known as “Segment C”, the next portion to be constructed will run appr oximately 3,400 feet from near the Apache Dock off Louisiana Highway 3235 in Golden Meadow to just over the ring levee below Golden Meadow. According to Henri Boulet, director of the LA1 Coalition, construction bids are scheduled to be let in August or September of 2015 with construction commencing late next year. Work on that segment is tentatively planned for completion in late 2017. The cost for this segment is approximately $40 million with the bulk of the funds coming from state capital outlay and a smaller percentage from private industry. The segment to be built afterwards, known as “Segment A”, will run from the 90 degree curve on the current elevated highway in Leeville north towards Golden Meadow. This portion will include a small overpass that will cross over the Bollinger Canal and is expected to carry a price tag of approximately $60 million, with funding likely from both the state and industry. Once both ends are completed, work can begin on the longer middle connecting portion of roadway, known as “Segment B.” The middle section, designed to span approximately six miles, carries a See Highway Page 6-A

La. releases school performance scores Lafourche schools grade a B
Lafourche Parish is ranked 19th among the 78 school districts in the state’s accountability program, in a report released Tuesday by the Education Department. Lafourche’s school systems received a B with a performance score of 94.6, an improvement over last year. Four Lafourche schools received a higher letter grade, while six schools dropped a letter grade. Statewide, the number of A schools increased from 187 to 241, out of 1300 schools measured, while the number of B, C, D, and F schools decreased slightly. The climb was announced along with cautions from state Education Superintendent John White that higher standards are being implemented and that the road for public school teach-
ers and administrators is going to get tougher beginning in 2016 as the state raises the performance bar. “On the one hand, schools are responding to what they have been asked to achieve and the school report cards reflect that. That’s why there are increases,” White said in a telephone news conference. “On the other hand, we are transitioning to a much higher bar. And soon that bar is going to make it much more difficult for schools to maintain these high marks.” Performance scores and the accompanying letter grades for individual schools, school districts and the state itself are based on student test scores. In upper grades, high school credits earned and graduation rates also are factors.
Popular fishing spot to be preserved
Coastal Conservation Association of Louisiana, Apache Corporation, Fieldwood Energy and the Louisiana Department of Wildlife and Fisheries will begin construction this week on an artificial reef system at the site of the recently removed structures in Ship Shoal 26, known by many Louisiana anglers as “the Pickets.” This cooperative effort calls for the deployment of roughly 14,000 tons of 4-inch limestone over three specially engineered artificial reefs. The reefs will be designed to protect depressions in the seafloor that were created by the prevailing current flowing around and through the Pickets. In doing so, the reefs will maintain

and enhance these scour holes, while providing additional habitat for marine life. “This area has served as a trout fishing haven for many years, and we are extremely pleased that we are able to preserve this angling hot spot,” said LDWF Assistant Secretary Randy Pausina. “Speckled trout and redfish are typically associated with low- to mid-relief structures which provide a refuge from currents, where they can remain without expending energy while preying on food as it is carried across the structure. This makes this area a particularly important fisheries habitat.” “There are many trout fishermen in this state who have fond memories of the Pickets,” said David Cresson, executive director of Coastal Conservation Association of Louisiana (CCA Louisiana.) “It’s unfortunate that we have to say goodbye to those structures, but we are grateful to have partners here who were committed to doing everything they could to maintain the area for future generations. Audit questions $13 million in Tulane Katrina aid
NEW ORLEANS (AP) — The inspector general for the U.S. Department of Homeland Security says federal emergency officials should recover nearly $13 million in Hurricane Katrina recovery aid awarded to Tulane University. The report also says Louisiana officials should review more than $290 million in recovery aid given to Tulane after the 2005 storm.
An Oct. 8 audit report says a contractor working on a Tulane project either overbilled or could not document $13 million in costs. The report noted nearly $7 million in unsupported fuel, equipment and labor costs and another $3.8 million in excessively high equipment costs. It also cited more than $1 million in volume discounts the university should have received, which would have reduced costs. A Tulane spokesman said the university would comment later Wednesday. ___
Jindal: report any state travel to Ebola countries
BATON ROUGE, La. (AP) — Gov. Bobby Jindal has ordered every part of state
government under his control to start reporting any travel to countries where people might catch the Ebola virus. He also ordered restrictions or advisories on such travelers’ use of commercial transportation and going to gathering places including restaurants, groceries and theaters for 21 days after their return. Jindal’s executive order Monday covers public college and university students, faculty and staff as well as all executive branch employees. Jindal says his order is needed because the federal government hasn’t set up national precautions to keep the virus out of the country. Jindal says “all departments, budget units, agencies, offices, entities, and officers of the executive branch” must have policies and reporting mechanisms ready within five business days. ___
Justices won’t revive Louisiana parish claims
WASHINGTON (AP) — The Supreme Court rejected an appeal Monday from 11 Louisiana parishes that wanted to revive their lawsuits over wildlife damage from the BP oil spill in the Gulf of Mexico in 2010. The justices did not comment in leaving in place lower court rulings that dismissed the lawsuits against BP and other companies involved in the worst U.S. offshore oil spill. A rupture of BP’s Macondo well and the explosion on the Deepwater Horizon drilling rig killed 11 workers. BP says it has paid more than $27 billion to restore the coast and settle damage claims. It also faces a federal lawsuit under the Clean Water Act. The lawsuits were filed by Plaquemines, Orleans, St. Bernard, Lafourche, Terrebonne, St. Charles, Jefferson, Iberia, St. Mary,
St. Tammany and Cameron parishes. The district attorneys for the parishes who were pursuing the lawsuits said the federal courts were wrong to ignore the Louisiana Wildlife Statute. The parishes said the law gives the state power to impose penalties for harm to wildlife from offshore oil spills beyond what is authorized under federal law. The case is Louisiana v. BP Exploration and Production, 13-1424. ___
DEQ sends reminder about open burning regulations
Burning waste causes air pollution and the open burning of certain materials is prohibited in Louisiana. There are also local ordinances pertaining to what can and can’t be burned. If you have a trash pile and burn household waste, construction debris or anything other than vegetative matter, you are violating the law. Under Title 33, section 1109 of the Louisiana Administrative Code, “no person shall cause or allow the burning of waste or other combustible material on any property owned by him or under his control.” Some materials that should NEVER be burned are: • Plastic and other synthetic materials • Tires and other rubber products • Paints, household and agricultural chemicals • Asphalt shingles, heavy oils, wire • Newspaper, cardboard and other paper products • Buildings and mobile homes Outdoor fires pollute the air, can be toxic and can make it difficult to breathe. I want to share with you one of the most amazing experiences of my life. I was driving home from a meeting this evening about 5:00 p.m. and I got stuck in traffic on Colorado Blvd. Suddenly, the car started to choke and splutter and die. I barely managed to coast into a gas station, cursing, yet glad that I would not be blocking traffic and would have a warm spot to wait for the tow truck. I tried repeatedly, but the car wouldn’t start. Before I could make the call, I saw a woman walking out of the service station mart. Apparently she slipped on some ice and fell into a gas pump. I got out to see if she were okay. When I got there, I realized that she was overwhelmed with crying rather than with an injury from the fall. She was a young woman who looked really haggard with dark circles under her eyes. She dropped something as I helped her up. I picked it up and gave it to her. It was a nickel. Then everything came into focus for me: the crying woman, the ancient Subur-
ban crammed full of stuff with three kids in the back (one in a car seat), and the gas pump reading $4.95 a gallon. I asked her if she needed any help. She kept saying, “I don’t want my kids to see me crying,” so we stood on the other side of the pump. She said she was driving to California and that things were very hard for her right now. So I asked, “And you were praying?” That made her back away from me a little, but I assured her I was not a crazy person and said, “Jesus heard you, and he sent me.” I took out my card and swiped it through the card reader on the pump so she could fill her car completely. While she was pumping the gas, I walked next door to McDonald’s and bought two big bags of food, some gift certificates, and a big cup of coffee. She gave the food to the kids in the car, who attacked it like wolves. We stood by the pump eating fries and talking a little. She told me her name; she lived in Kansas City. Her boyfriend left two months ago and she could not make ends meet. She knew she would not have enough money to pay the rent. On October 10, Msgr. Carroll A. Badeaux Knights of Columbus Council #3054 of Lockport held their annual Intellectual Disabilities Campaign (tootsie roll drive) for the mentally handicapped individuals for 2014. Members collected donations in the Lockport area from 2:30-5:30 p.m. Members who participated were: Earl Uzee, Rodney Hartman, Doyle Rogers, Milton Folse, Sr., Jerome Cantrelle and Dennis Savoie. A special thanks to these members who participated for a successful drive and a special thanks to all of the citizens who supported and donated money for this cause.

On Thursday, October 2, students and staff welcomed 2nd grader Makinley Matherne and her mother to an afternoon of prayer to restore Makinley to good health as she battles cancer. They were both presented with t-shirts made with some of Makinley’s drawings. Students and staff also wore Makinley t-shirts and offered a very solemn and heartfelt rosary for Makinley’s recovery. Mak received a special handmade rosary from Mr. Bouzigard then she received the Sacrament of Healing from Fr. Roni Villamor. Both Makinley and her mom Stephanie expressed their thanks and appreciation for the support and prayers of her school family and ask that everyone continue to keep her in their thoughts and prayers.

Fieldwood acquired Apacheâ&#x20AC;&#x2122;s Gulf of Mexico shelf assets in 2013, including the Pickets structures and pilings located at Ship Shoal 26. As part of the acquisition, Fieldwood entered into a decommissioning agreement with Apache and is responsible for making sure the removal work at Ship Shoal 26, which is required by the federal government, is completed. From the outset, both companies understood the significance of the iconic structures and were committed to mitigating the impact of the removals on the fishery and the recreational angling community. Obie Oâ&#x20AC;&#x2122;Brien, vice president of Governmental Affairs for Apache Corporation, said, â&#x20AC;&#x153;Apache has operated in South Louisiana and in the Gulf of Mexico for decades. Hundreds of our employees and former employees live, work and raise their families along the coast. We were happy to be part of this effort to preserve, protect and enhance one of the iconic fishing spots in Louisiana. We understand the need for a strong and diverse environment because we live it every day.â&#x20AC;?  John Seeger, Fieldwoodâ&#x20AC;&#x2122;s vice president of Decommissioning, noted, â&#x20AC;&#x153;The Pickets is an area that residents of Louisiana and Texasâ&#x20AC;&#x201D;including many of our employees at Fieldwoodâ&#x20AC;&#x201D;have fished for decades. Since the accountability system was put in place in 1999, the state has sought a “basic” level of achievement, reflecting fundamental skills in subjects like reading and math. Now, as the state adopts “Common Core” standards, the move is toward “mastery” — a level considered college- or career-ready. By 2025, an A school will be one in which most students are achieving “mastery” of subject matter. Tests are already getting tougher. To ease the transition, the department implemented a program approved by the state Board of Elementary and Secondary Education, adjusting scores this year and next, to reflect no overall drop in performance at any grade level. Still, White said, schools had the opportunity to improve their grades, and some did, as reflected in the higher number of A schools. But, he added 195 individual schools dropped in grades. In 2016, he said, the going will get much more difficult. In the figures released Tuesday, the state system earned a B, with an 89.2 performance score. Ten districts earned an A; 30, a B; 21, a C and 11 a D, with no Fs. As for overall school performance, the total number of failing schools numbered 104 this year, down from 109 the previous year; B schools dropped from 388 to 366; C schools dropped from 382 to 350. The num-
ber of D schools was about the same, dropping slightly from 270 last year to 268. ___

Lafourche Parish Government recently submitted a comprehensive plan to the state of Louisiana, helping pave the way for a portion of Clean Water Act penalty money to make its way to the parish. Stemming from the 2010 BP Deepwater Horizon oil spill, the Lafourche Parish Planning Department enacted a comprehensive plan in April. The plan, which was received by the state on August 28, was approved and certified by the governor’s office as meeting the requirements for the federal RESTORE Act. According to a letter dated September 26 from the State of Louisiana’s Office of the Governor, the plan put forth by the parish was “consistent with and complementary to Louisiana’s 2012 Master Plan.” The state’s Coastal Mas-
ter Plan is based on a twoyear analysis taking into account the opinions of top scientists and specialists to formulate a strategy for pinpointing 109 projects that could deliver sustainable benefits to affected communities moving forward. With that said, Lafourche Parish is one of 20 “coastal zone” parishes in the state poised to receive a share of $13.2 million of the money currently available in the trust fund. Based on a weighted formula that takes into account factors ranging from the amount of shoreline oiled to general population, Lafourche Parish should expect to see a 7.9 percent share or about $1 million this year plus another $300,000 in March, which will be used towards a multi-year implementation plan.

Parish meets requirements for Clean Water Act oil spill penalty money
On Friday, Oct 10, Lockport’s Crescent Dental’s doctors, Bobbie Morris and Gabi Prejean, along with their entire dental team, and multiple volunteers, including 3 additional doctors, 1 oral surgeon, 1 LPN, 3 Crescent Dental’s hygienists and 3 local hygienists, spent their day offering free dental care to the under-privileged from our area. Patients were treated to cleanings, fillings and extractions. Crescent Dental’s staff was able to see 105 patients that day, from 7:30 to 4:30. Patients were asked to bring canned goods to be donated to the local food bank. A special ‘thanks’ extended to those who donated items that were used for Dentistry From The Heart and to photographer, Cindy Morris.

Lockport Chief of Police Warren Vedros reported the arrest of a Lockport man who was found in possession of crack cocaine. Officers arrested Chris Lasserre, 39, of 508 Barrilleaux Street in Lockport on Sunday, October 19. At around 7:30 p.m. officers traveling on Barrilleaux Street spotted Lasserre walking along the roadside and made contact with him. Officers noticed him to be acting nervously

and asked whether he had anything illegal on his p e r s o n . Lasserre told the officers he did not and emptied his pockets revealing a pack of cigarettes. Lasserre agreed to allow officers to look inside the cigarette pack where they discovered two small portions of a white, rock-like substance suspected to be crack cocaine, which Lasserre later admitted to having purchased. Lasserre was placed under arrest and transported to the Lafourche Parish Detention Center in Thibodaux where he was booked with possession of crack cocaine. He is currently being held in lieu of $1,000 bond as set by Judge Jerome J. Barbera III, and he is also being held for Louisiana Probation and Parole.

Picciola, II, Surveyor, dated August 22, 2014. Police Chief Dubois was recognized and gave the following police report: For the period of September 23, 2014 thru October 13, 2014 there were 6 arrests, 5 accidents and 25 traffic citations issued; call outs handled totaled 619; major calls consisted of 25 medical calls and 4 grass fires; fines collected for the period totaled $2,407.50. Mayor Camardelle thanked David Michel & Gerald Torres for their donated time in demolishing a condemned house on Santiny Lane. A joint motion by the Council was unanimously agreed upon to waive permits and fees for the Grand Isle Christmas Club to use the Community Center for the annual Christmas Party for the youth of Grand Isle and to approve the purchase of the nuts and fruits to fill the Christmas stockings. Motion by Council Member Ray Santiny seconded by Council Member Clifford Santiny, Jr. and unanimously agreed to approve the request of Wesley Bland to cut some tree limbs at 208 Ludwig Lane to allow the construction of a house with the stipulation that the tree limb cutting is allowed when the building permit for the house is approved. Council Member Jay Lafont requests/reports: 1. Requested the Council approve his attendance to the National League of Cities Convention on November 18-23, 2014 â&#x20AC;&#x201C; Council approved. Mayorâ&#x20AC;&#x2122;s report: 1. Met with Kevin Keiser (T. Baker Smith) and Jefferson Parish Official concerning remaining funds for the Grand Isle Roads Project. 2. Announced that the State was working on resurfacing Minnich Lane and the Humble Road and he was addressing repairs to the street damaged by Water Department repair work. 3. Thanked the Ladies Rodeo for a great showing for their annual event which was a huge success.
