Property purchased, architect selected for new jail

Lafourche Parish Sheriff Craig Webre updated the progress on the new jail project Monday with the announcement that property has been purchased and an architectural firm has been selected to design the facility. The team of GraceHebert Architects/Duplantis Design Group has been tapped for the design of the Lafourche Parish Correctional Complex which will be located on property purchased right across the street from the existing Lafourche Parish Detention Center. “I am happy to announce that we’ve taken two major steps toward our goal of corrections reform in Lafourche Parish,” said Sheriff Webre. As of Thursday, October 1, those who are considered able-bodied adults without dependents must meet a minimum work requirement to qualify for Supplemental Nutrition Assistance Program (SNAP) benefits. They will be required to work no less than 20 hours per week or be enrolled in a federally-approved job training program. If an able-bodied adult without dependents does not meet the mandated requirement, they will only receive benefits for 3 months out of a 36-month period. This change comes as the Louisiana Department of Children and Family Services (DCFS) allows a federal waiver to expire effective October 1, 2015. See SNAP Page 5-A

According to a press release, Lafourche Parish Government will be delivering and spreading out new aggregate to the Lockport Boat Launch on Mon., Oct. 5th and Tues., Oct. 6th. Parish officials are asking anyone using the launch and needing to park to please position their vehicles out and away from the entire main parking area. The entire parking area needs to be cleared on Tuesday. Work should be completed by Wednesday afternoon, Oct. 7, if not sooner, depending on weather conditions.

Horse camp to be held Oct. 10

BRIEF Treasury finds $35M in unclaimed insurance benefits

BATON ROUGE, La. (AP) State Treasurer John Kennedy says routine audits of life insurance company policies have uncovered $35 million that should have been paid to Louisiana residents.

Kennedy, in a news release Wednesday, said the department recently paid $80,000 to a New Orleans widow who didn’t know her late husband had a life insurance policy. Working with Versus Financial LLC, Kennedy’s office compares outstanding policies to the Social Security Death Master File. Kennedy says insurance companies often don’t make concerted efforts to locate heirs, resulting in unpaid policies. The Louisiana Treasury has been conducting the audits since 2009. So far this year, Kennedy says claimants have received $2.6 million from the policy audits.

Five people were arrested as a result of an investigation into the recent theft of a personal watercraft. Tilden Billiot Jr., 46, of Cut Off, Amber Carter, 26, of Thibodaux, Kendall Hebert, 29, of Grand Isle, as well as Thomas Cedotal Jr., 40, and Christopher Doiron, 29, both of Galliano, all face charges stemming from the investigation.

In early September, detectives began investigating a case wherein a Sea-Doo personal watercraft and trailer were stolen in Galliano. In late September, they discovered the watercraft and trailer at a Galliano resident’s property. Through investigation, detectives learned Christopher Doiron had transported the stolen watercraft to the property after obtaining the items from Tilden Billiot after several parts of the watercraft were removed. Investigators obtained a search warrant for Billiot’s property on East 75th Street in Cut Off and, with the help of patrol deputies and narcotics agents, conducted the search on the afternoon of September 29. Several individuals were present at Billiot’s residence. During the search, investigators discovered parts from the stolen watercraft, counterfeit motor vehicle inspection stickers, methamphetamine, prescription drugs, and drug paraphernalia. They also discovered many various items believed to be stolen property. Detectives determined Cedatol and Billiot were directly involved with the watercraft theft, along with Doiron. Two others present, Hebert and Carter, were

CUT OFF, La. (AP) — A company in Cut Off has a one-year, $9.1 million extension to a Navy contract chartering the maritime support vessel MV CChampion. The contract with Offshore Service Vessels Inc. was among those in the Pentagon’s daily list of contracts on Wednesday.

It says the C-Champion is used worldwide as a platform for small boat launch and recovery, refueling and provisioning, and limited maintenance. The contract is with the Navy’s Military Sealift Command in Norfolk, Virginia. ___

found to be in possession of drugs, including methamphetamine and suboxone. All five were arrested and booked into the Lafourche Parish Detention Center in Thibodaux. Cedatol was ultimately charged with felony possession of stolen things, forgery, possession of Methamphetamine, Possession of a legend drug, and possession of drug paraphernalia. He was also found to have four outstanding warrants. His bond was set at $41,250, and he is also being held for Louisiana Probation and Parole. Billiot was charged with felony possession of stolen things and possession of drug paraphernalia, and his bond was set at $10,000. Doiron was charged with felony possession of stolen things, and his bond was also set at $10,000. Hebert was booked with possession with intent to distribute methamphetamine. His bond was set at $25,000, and he is also being held for the Jefferson Parish Sheriff’s Office. Carter was charged with possession with intent to distribute methamphetamine and possession of suboxone, and her bond was set at $12,500.

What a Life!

When Jesus was asked, “Teacher, which commandment in the law is the greatest?” He replied, “You shall love the Lord, your God with all your heart, with all your soul and with all your mind. This is the greatest and the first commandment. The second is like it. You shall love your neighbor as yourself.” (Matt. 22:36-39) Jesus then said that everything hinged on these two commandments. What he did was take two commandments from two different books of the Bible and put them together. Notice there are three elements presented here:

Raceland American Legion Aux. reports on recent activities

The regular meeting of the Raceland American Legion Auxiliary, Unit 349 was held at the post home with President Betty Cavalier presiding. The Unit draped its charter in memory of Martha Grabert, a member who died recently. The officers read prayers and the members prayed for her. The Unit is collecting dues for the year. Members are encouraged to pay them as soon as possible. A bingo game for the residents at Raceland Manor was sponsored by the Unit who donated $30 for the prizes. Members brought their favorite food recipe to be sent and published in a fund raising project of the American Legion Auxiliary State Department. Unit members Rosalie Knobloch and Jackie Cromwell attended the American Legion National Convention held in Baltimore, Maryland. Rosalie served as a page for the Department of Louisiana at the convention. She gave an interesting report on the happenings at the convention. Jackie Cromwell, VAVS Chairman, reported on the Stand Down Project that will be held in New Orleans on October 24th. At this time homeless veterans of the area will be given clothing, non-perishable food and health services. Immediately after the surgery on Tuesday, the young man’s parents posted on Facebook that they were told by doctors that the next 48 hours were key to the young man’s recovery. To curb Trevor’s brain swelling and to stop the blooding, doctors were forced to remove a piece of his skull, while keeping the freshman heavily sedated and under intensive medical care. But since Tuesday, Toups has shown some progress in his recovery, according to Facebook updates from his parents. On Wednesday, Trevor began responding to doctor’s tests. On Thursday, he first attempted to and then successfully opened an eye. He then resumed breathing on his own without a ventilator for the first time since the accident and was squeezing his parents’ fingers. Taylor said Trevor was also attempting to speak throughout the day. She added that he had urged her to attend Thursday’s game. “He wanted me to be here with you guys – his teammates; his brothers,” she told the team. The injured Tarpon isn’t out of the woods yet, and he has many weeks and months of recovery to go. “We have chosen a site within walking distance of our existing facility, and we have selected an architectural team that we believe truly understands our vision for the future facility.” The property is located on Veterans Boulevard directly across from the Lafourche Parish Detention Center and spans more than 42 acres. Prior to the sales tax proposal, Webre said consideration was given to locating the new jail in other areas of the parish. Transportation of inmates for court appearances, however, made constructing the new jail in the Thibodaux area the most cost-effective and logisticallyfeasible option. “With all factors considered, we determined this to be the ideal site to locate the new facility,” said Sheriff Webre. “The unintended benefit it will serve is to allow corrections officers to see the construction progress first-hand. Each day, as these officers

arrive for work at the existing jail, they will see the construction progress as a reminder that positive change is on the horizon.” A contract is expected to be finalized this week to hire the GraceHebert Architects/Duplantis Design Group Team to design the complex. Together, the team brings national justice expertise paired with local experience. GraceHebert, based in Baton Rouge, has designed over 200 justice projects over the past 45 years, including the Lafayette Public Safety Complex, Livingston Parish Detention Center, Elayn Hunt Medical & Mental Health Facility, and the Louisiana State Penitentiary Death Row Complex to name a few. Their most recent project is the new prison in Orleans Parish. Duplantis Design Group and GraceHebert Architects partnered together to complete the new Terrebonne Parish Juvenile Detention Center. Duplantis Design Group, headquartered in Thibodaux, will be the local partner on the project. Duplantis Design Group has completed hundreds of engineering and architecture projects across South Louisiana. “We were privileged to have some remarkable firms from which to make

our selection, but in the end, we feel we have chosen the best team for this project in GraceHebert Architects and Duplantis Design Group,” said Sheriff Webre. “It’s clear they share our passion for corrections, and I have no doubt they will design a first-class facility for Lafourche Parish.” Applications are currently being accepted for Construction Manager AtRisk services for the project and are due Monday, October 12. The Construction Manager At-Risk will work with the architect to ensure the design fulfills the needs of the Sheriff’s Office while remaining within budget. The Complex is slated to open in late 2017 or early 2018.

DCFS is partnering with the Louisiana Workforce Commission (LWC) so that able-bodied adults without dependents can utilize LWC’s tools and available resources to connect them with jobs and skills training. “One of the LWC’s goals is to grow our workforce with well-trained people to keep pace with the growth in jobs that so much of our state is experiencing,” said Curt Eysink, executive director of the LWC. “Our partnership with DCFS is an important step in connecting more people who want to work and be financially independent with training opportunities that will prepare them for great careers and a lifetime of opportunity.” Able-bodied adults without dependents received a letter from DCFS notifying them of these requirements. WHEREAS, Grand Isle, Louisiana was and continues to be ground zero for the Deep Water Horizon Oil Spill; and WHEREAS, Grand Isle has suffered with oil from the Deep Water Horizon since the explosion and spill which began in April of 2010, over five years ago, and Grand isle and the surrounding areas of beach and marsh continue to be polluted on a regular basis with oil from the spill; and WHEREAS, the United States Coast Guard has been instrumental and has provided immeasurable help and assistance in response to the oil spill to the town and citizens of Grand Isle and said help and assistance is still needed as the oil continues to foul the shores of Grand Isle and neighboring beaches and marsh; and WHEREAS, the United States Coast Guard is considering the reduction in the reserve forces stationed on Grand Isle that assist in the detection, monitoring and removal of the oil from the beach’s and marsh. The reduction by the United States Coast Guard of the forces on Grand Isle will adversely affect the ability of all parties to monitor and respond to oil as it continues to come ashore. NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND TOWN COUNCIL of the Town of Grand Isle, Louisiana, Jefferson Parish, Louisiana that the Town of Grand Isle strongly opposes any reduction in the United States Coast Guard personnel station on Grand Isle and respectively request that the Coast Guard maintain their forces at current levels to assist with the monitoring, detection and removal of oil from the Deep Water Horizon Oil Spill from the shores and marshes in and around Grand Isle, Louisiana. How much time do you spend reviewing your benefits before open enrollment each year? If your answer is “not much,” you’re not alone. A recent survey by insurer Aflac (http://workforces. aflac.com/about-thestudy.php) says that 90 percent of Americans choose the same benefits year after year and that 42 percent forego up to $750 annually by making poor choices. Rushing through annual benefits updates or making such uninformed decisions in insurance, retirement or other workplace-based benefits are actually part of a bigger story. Open enrollment is just one part of an overall financial plan: Unfortunately, too many employees see it as the only financial planning they have to do all year. In reality, a safe financial future depends mostly on the savings, investing and spending decisions you make outside the workplace. As many employers are looking to shrink or discontinue the retirement and health benefits they offer, it’s time to take a fresh look at open enrollment. Here are 10 benefits mistakes you might want to avoid. Not having an overall financial plan. Your company may offer excellent benefits now. However, the Labor Department reports that av-

erage worker tenure at U.S. companies is only 4.6 years, so the biggest open enrollment mistake might be assuming your current benefits assure your financial future. It’s important to work alone or with qualified advisors to determine the right work-based benefits as part of overall spending, savings and investment activities throughout your lifetime. Making choices at the last minute. Your benefits are important and deserve time for consideration. Put your open enrollment dates on your personal calendar with a reminder a few weeks ahead of time to coordinate with qualified advisors if you have them. Forgetting to coordinate with your spouse or partner. Many employers are planning big changes to spouse/partner benefits. While the Patient Protection and Affordable Care Act (ACA) lets parents keep children on their health plans until age 26, more employers are instituting “spousal surcharges” or excluding spousal coverage altogether if they already have access to employer health insurance. Class of ‘77 to offer scholarships to celebrate 30th reunion For their 30th class reunion, the South Lafourche High School Class of ‘77 didn’t just want to party; they wanted to express their gratitude for the bayou community in which they grew up and for the school that provided a solid personal and academic foundation that allowed them to enter the work force with confidence and competence. The class looked at two key educators in their schooling whose daughters - Kelly Rabb and Suzanne Hebert - were both members of the class. They decided to start two $500 scholarships - one in honor of John Rabb that would go to someone planning to pursue social services in college and one in honor of South Lafourche’s founding principal, George Hebert, to be given to someone who is a “Quiet Hero,” as determined by the faculty at South Lafourche. For the past 8 years, the Class of ‘77 has met its commitment to give back to

Lockport man arrested for armed robbery and aggravated battery The Lafourche Parish Sheriff’s Office announced the arrest of Michael Boykin, 38, of Lockport on September 28. At around 6:30 p.m. on Sunday, September 20, deputies responded to a housing unit on Bollinger Road in Lockport. They learned the man assigned to the unit was there with another man, Michael Boykin, earlier that day. Boykin asked the man to borrow $200, but the man declined. At that point, Boykin allegedly retrieved a canned food item, placed the can inside a sock, and repeatedly struck the man on the head. After the can had busted open, Boykin allegedly retrieved a fire extinguisher and began striking the man with it. At one point, the victim dropped his wallet, and Boykin picked it up and fled the scene. Several hundred dollars were reportedly inside the wallet. Deputies were unable to

Her Diary: Tonight, I thought my husband was acting weird. We had made plans to meet at a nice restaurant for dinner. I was shopping with my friends all day long, so I thought he was upset at the fact that I was a bit late, but he made no comment on it. Conversation wasn’t flowing, so I suggested that we go somewhere quiet so we could talk. He agreed, but he didn’t say much. I asked him what was wrong and he said nothing. I asked him if it was my fault that he was upset. He said he wasn’t upset, that it had nothing to do with me, and not to worry about it. On the way home, I told him that I loved him. He smiled slightly, and kept driving. I can’t explain his behavior. I don’t know why he didn’t say, “I love you too.” When we got home, I felt as if I had lost him completely, as if he wanted nothing to do with me anymore. He just sat there qui-

etly, and watched TV. He continued to seem distant and absent. Finally, with silence all around us, I decided to go to bed. About 15 minutes later, he came to bed. But, I still felt that he was distracted, and his thoughts were somewhere else. He fell asleep - I cried. I don’t know what to do. I am almost sure that his thoughts are with someone else.
