NLLD to hold public informational project meetings

Voter registration deadline Monday for Nov. 4 election

Louisiana Secretary of State Tom Schedler is reminding Louisianians that the deadline to register to vote in the Nov. 4 Open Primary/Congressional election is Monday, Oct. 6. This deadline is for citizens who have never registered to vote as well as voters who would like to make changes to their registration. “Registration in Louisiana is robust with 85 percent of eligible citizens registered to vote,” said Secretary of State Tom Schedler. “I always encourage citizens to register, but I also want to stress the importance of checking your registration if you’re already registered to make sure your address is up to date and your status is active.” Citizens can easily and quickly register to vote online 24 hours a day, seven days a week at www.GeauxVote.com. North Lafourche Levee District representatives will hold two public informational meetings next week in regards to the Lockport to Larose Project area. District representatives will discuss improvements that have been made to the flood protection and drainage systems from Lockport to Larose, as well as the NLLD’s proposed plans for additional levee and drainage improvements in this area. The first meeting is set for Wednesday, October 8, at the Lockport Town Hall, 710 Church Street. The second meeting is set for Thursday, October 9 at the North Larose Fire Station, 12084 Hwy. 1, Lockport. The meetings will begin with an open house at 5:30 followed by a presentation at 6. The Lockport-to-Larose Project includes major maintenance and re-sectioning of the levees from Lockport to Larose along the 40 Arpent Canal and Bayou L’ Bleau. Ultimately, this project could provide a levee with a height of 7.5 feet above sea level throughout its length.

The NLLD contractor has recently wrapped up work on the Storm Surge Protection Levee at Allied Shipyard in the Larose area. This project included construction of approximately 700 linear feet of earthen levee and installation of two floodgates. The total project cost was $434,584. The NLLD will conduct two public meetings this week to discuss the Larose-to-Lockport Project area.

A collection of 30,000 clay tablets found in ancient Mesopotamia dated back approximately 5,000 years. Archeologists claim that this collection of written knowledge held in some sort of repository is a practice as old as civilization itself. “The name for the repository eventually became the library. Whether private or public, the library has been founded, built, destroyed and rebuilt. The library, often championed, has been a survivor throughout its long history and serves as a testament to the thirst for knowledge,” says the History magazine. The Lafourche Parish Public Library system has been providing knowledge through literacy to residents of Lafourche for nearly 70 years. Founded in 1947, the library system developed eight branches within two years. Currently, there Laura Sanders Laf. Parish Library Director are branches in

Golden Meadow, South Lafourche (Galliano), Larose, Lockport, Gheens, Raceland, Thibodaux, Choctaw and Bayou Blue. Laura Sanders was appointed as Director of the Lafourche Parish Public Library system in May of 2013. She has worked in her position to modernize and reimage the parish’s library system so that patrons will realize it’s more than just books. “Libraries have evolved a great deal since we opened 67 years ago. Our libraries started out as repositories for books but today we are so much more! We still have books in print but also as electronic books and we strive to keep our collections up to date as well as provide historical and genealogy materials that are important to our heritage. “We now have computers (PC and Mac) and iPad’s for patron use, as well as Lego tables, XBox gaming systems, and programs for all ages. Our extensive DVD collection remains popular at all of our branches. We focus on the individual experiences in our libraries not just the transaction,” Sanders said. See Libraries Page 5-A

Some flood insurance policyholders will begin receiving refund checks

The Federal Emergency Management Agency (FEMA) is being praised for moving quickly and ahead of schedule to get $100 million in flood insurance premium refunds into the hands of the one million policyholders who “overpaid” under the Biggert-Waters Act that hiked premiums for many last year. Teacher accused of having sex with student

DESTREHAN, La. (AP) — St. Charles Parish sheriff’s deputies say a 34-year-old teacher at Destrehan High School has been arrested for allegedly having sexual contact with a 16-year-old student. Capt. Patrick Yoes said in a written statement that Shelley Dufresne, of Montz, was arrested about 5:30 p.m. Tuesday on a warrant on one count of carnal knowledge of a juvenile. Deputies say school officials reported the incident to the sheriff’s office on Friday after the alleged victim reportedly bragged to other students that he was having sexual relationships with teachers. Authorities say the incident with Dufresne allegedly occurred in early September at a home in Montz. It was unclear whether Dufresne has an attorney. ___

PSC OKs refunds for some Entergy customers

NEW ORLEANS (AP) — The Louisiana Public Service Commission has approved a one-time refund for customers of Entergy Louisiana and Entergy Gulf States Louisiana. The commission Wednesday authorized the refunds which will show on customers’ bills starting at the end of October. The LPSC estimates the credit to the average residential customer will be about $16.75 for an Entergy Gulf States Louisiana customer and $7.50 for an Entergy Louisiana customer. sponse to a lawsuit brought by the commission against Entergy over how the company spreads the cost of electric generation over its subsidiaries in Louisiana, Mississippi, Arkansas and Texas. The LPSC asked FERC to correct flawed refund calculations made by Entergy for 2007, 2008 and 2009. Entergy Louisiana and Entergy Gulf States Louisiana has about 900,000 customers combined. ___

US jobless rate falls to 6-year low of 5.9 pct.

WASHINGTON (AP) — U.S. employers added 248,000 jobs in September, a burst of hiring that helped drive down the unemployment rate to 5.9 percent, the lowest since July 2008. The Labor Department report Friday also showed that employers added a combined 69,000 more jobs in July and August than the government had previously estimated. The unemployment rate fell from 6.1 percent in August and is now close to 5.5 percent, which many economists consider a healthy level. The lower rate, combined with the surge in hiring, could ratchet up pressure on the Federal Reserve to raise its benchmark interest rate earlier than expected. Most economists have predicted that the Fed would start raising rates in mid-2015. ___

GM Mayor installed as LMA President

David Camardelle, mayor of the Town of Grand Isle, was installed as president of the Louisiana Municipal Association (LMA) on August 2, at the conclusion of the 77th LMA Annual Convention at the Baton Rouge River Center. Mayor Camardelle succeeds Vern Breland, mayor of the City of Sterlington, as LMA’s highest-ranking officer. Camardelle has served as mayor of the Town of Grand Isle for the past eighteen years and eight years of those included serving on the LMA Executive Board. Prior to becoming Mayor, he served as council member for nine years. As the mayor for Grand Isle for the past four consecutive terms, now serving his 5th term, he was elected as the District “J� Vice President for six consecutive terms representing 20 municipalities.

What a Life!

By: Rev. Wilmer L. Todd The morality of removing life-supporting machinery from the dying

One of the most difficult moral issues a family has to deal with is whether to remove life-supporting machinery from someone who is dying. The death of Terri Schiavo followed by the autopsy report in 2005 helped to clear up some confusion that has arisen from cases like this. We should all have a written living will to instruct relatives and friends about the kind of medical treatment that we want or do not want if we find ourselves in an unconscious state. A thorough autopsy found that Terri Schiavo’s brain had withered to half the normal size since her downfall in 1990. No treatment could have remotely improved her condition. The

report generally supported the contention of her husband, Michael, that she was incapable of recovering and had no possibility of having a normal life. This is the same conclusion that judges in six courts over a period of time embraced after five court-appointed doctors examined her. The fifth Commandment forbids the intentional killing of a person or anything designed indirectly to cause another’s death. However, allowing nature to take its course is not considered “killing”. So, to what extent are we obliged to keep a person alive? The Church’s teaching on this matter began with two 16th-century Dominican theologians, de Victoria and Banez. Banez explained the distinction between “ordinary” and “extraordinary” means to avoid death. Today, “common practice” can still be considered “extraordinary.” Using machines to keep a person alive is still considered “extraordinary.” Over time, theologians and the teaching authority of the church fine-tuned this principle. statement: “One cannot impose on anyone the obligation to have recourse to a technique that is already in use but carries a risk or is burdensome. When inevitable death is imminent, it is permitted in conscience to take the decision to refuse forms of treatment that would only secure a precarious and burdensome prolongation of life.” The Catechism of the Catholic Church reaffirms that position when it says, “Discontinuing medical procedures that are burdensome, dangerous, extraordinary, or disproportionate to the expected outcome can be legitimate; it is the refusal of “over-zealous” treatment. The Catechism carries significant importance because the worldwide college of bishops approved its contents. On March 20, 2004, Pope John Paul II delivered an address to a visiting group of doctors in which he maintained that hydration and nutrition for patients in the persistent vegetative state is not a medical act and, therefore, is mandatory. The term “not a medical act” is confusing since inserting tubes and needles that bypass the natural digestive system can only be done by a medically trained person. Besides, all countries are not able to do such procedures. Consequently, the pope’s statement merits a lower rung on the ladder of authority. When the body is in a dying state, it wants to shut down. Often, by giving a person hydration and nutrition artificially, the treatment may do more harm and cause more pain than not dispensing it. Medical experts advise, “Giving patients small amounts of food, or using mouth swabs, sips of water, ice chips and lubrication of lips, may be sufficient to alleviate hunger and thirst.”

The North Lafourche Conservation, Levee, and Drainage District was formed in 1992 to provide drainage and flood protection services for the central and northern portion of Lafourche Parish, including the entire parish north of the Intracoastal Canal in Larose. The District includes over 250 miles of levees and drainage canals, and over 40 pump stations.

Flood insurance policyholders, up to one million, who overpaid their flood insurance premiums, will begin receiving refunds that average $100. All checks are anticipated to be written by the end of the year. The refunds are required under the Homeowners Flood Insurance Affordability Act (HFIAA), which Congress passed in March in response to complaints about Biggert-Wa-

ters reforms. HFIAA backtracks on the fiscal reforms of Biggert-Waters and stops many of the increases, restores the subsidies and mandates refunds for about one million policyholders. FEMA said the refunds will range from a few dollars to a high of $10,000 or more but the average refund will be $100. There are several groups of flood insurance policyholders that should see refunds as a result of changes voted by Congress to the 2012 Biggert-Waters Act: - Those who purchased or reinstated coverage after 2012 and lost subsidies under Biggert-Waters; - Those policies that increased by more than 18 percent at renewal on or after Oct. 1, 2013; - Those non-residential building owners in flood zones who saw hikes of 25 percent on or after Oct 1, 2013. There will be one-time refunds for all those who received hikes over 18 percent. The overwhelming ma-

jority of policyholders did not receive increases over 18 percent, and won’t be getting refunds, according to FEMA. Still, Louisiana congressional members estimate that as many as 1 million of the 5.5 million policyholders should expect a refund check.

Cut Off’s Cote Blanche Bridge to temporarily close for repairs

Lafourche Parish Public Works has announced the scheduled closure of the Cote Blanche Bridge near Sacred Heart Catholic Church in Cut Off from Oct. 7 through Oct. 17. In addition to motorists, the bridge will also be closed to marine traffic periodically during construction. The repairs stem from a previous vehicle accident, which caused damage to the bridge. Furthermore, outside contractors as well as employees from the Galliano Field Office will be working on the repairs.

BATON ROUGE, La. (AP) — The field of candidates in the Louisiana governor’s race grew to four Thursday, with the addition of Republican Scott Angelle, a member of Louisiana’s utility regulatory agency, the Public Service Commission. Angelle, a long-time government official from Breaux Bridge, announced he would be a candidate on the October 2015 ballot, when Gov. Bobby Jindal is term-limited and can’t run for re-election. Angelle served more than eight years as secretary of the Department of Natural Resources, working in the position for both Republican Gov. Bobby Jindal and Democratic former Gov. Kathleen Blanco. Before that, he was president of St. Martin Parish. He spent several years as part of Jindal’s inner cir-

cle of advisers, working as the governor’s chief legislative lobbyist. Jindal appointed Angelle as a temporary lieutenant governor when the office was vacant for six months in 2010. In that job, Angelle oversaw a multimillion-dollar tourism promotion effort after the massive BP oil spill in the Gulf of Mexico. A long-time Democrat, Angelle switched to the GOP four years ago while working for the Jindal administration. He has been on the PSC since 2013 and won’t lose that elected post if his bid for governor is unsuccessful. Three other candidates had previously announced for the race: Lt. Gov. Jay Dardenne and U.S. Sen. David Vitter, both Republicans, and state Rep. John Bel Edwards, a Democrat.

RUBELLA GUIDRY Rubella Eymard Guidry, 71, a native and resident of Galliano passed away September 27, 2014. Visitation was held at St. Joseph Catholic Church on Thursday, October 2, from 9:00 a.m. till service time. A memorial mass began at 10:00 a.m. with burial in Cheramie Cemetery. She is survived by her daughters, Rebecca Guidry Roussell and husband Anthony of Raceland, Monica Guidry of Kentucky, and Jessica Guidry Dorcas and husband Andrew of Kentucky; grandchildren, Elizabeth Roussell Naquin, Andrew Roussell, and Adriana Guidry, and great-grandchild Madison Naquin, and sister Virgis Eymard Vegas. She was preceded in death by her parents, Uyless Eymard and Agonlia Henry Eymard; brothers, Floyd Eymard, Tillman Eymard, and Mark Eymard; and sisters, Bernice Doucet, Hilda Guilbeau, and Beatrice Gisclair. She was an avid Hornets and Pelican basketball fan and enjoyed animal especially dogs and horses.
