Government Complex hosts interactive display
The Lafourche Parish Government Complex houses a number of departments, while also serving as the site for regular council meetings. While these are the things people most closely associate with parish government, it isn’t the only thing happening at the Lafourche Parish Government Complex these days. In addition to housing departments ranging from Public Works to Head Start, the complex now boasts a traveling interactive library display called ‘On Land with Water’ in its main lobby. The display examines the past, present and future of coastal Louisiana with Bayou Lafourche serving as its main backdrop. Among other items, the display features iPads with time loops as well as photographs and water samples complete with log books detailing where these samples were taken from. According to Parish President Charlotte Randolph, displays such as the one currently occupying the front lobby in Mathews are another example of what makes this parish so special. “Whenever you have a display that further demonstrates just how vital and significant a waterway like See Display Page 7-A

“La Fete des Vieux Temps”, or Festival of Old Times, the newest festival in the area, made its debut last weekend on the grounds of the Lafourche Parish Tourist Center in Raceland. Gorgeous fall weather helped contribute to make the festival a huge success in its first year. Maria Pierre (left) and Rose Pierre are shown weaving, using strips of dried palmetto leaves as raw material. Maria is demonstrating a double weave while Rose is demonstrating a triple weave. The ladies weave hats, baskets, hand held fans and various other items. They were taught to weave by their grandmother, Marie Dean, who has some of her weaved items on display in the Smithsonian Institute. It was just one of a multitude of special events offered at the festival.

LAFAYETTE, La. (AP) — U.S. Sen. David Vitter says he “aggressively favors tolls” to pay part of the $3 billion needed for the completion of Interstate 49 between Lafayette and New Orleans. He told a meeting of the I-49 South Coalition in Lafayette Friday that people would accept tolls to build new roads if they have alternate routes to avoid the tolls if they want to. Vitter, a Republican who’s running for governor in 2015, made the statements Friday at a meeting of the I-49 South Coalition in Lafayette, drawing support from other attendees. “We have to consider any funding source to get this done,” said state Sen. Bret Allain, R-Franklin. “It’s not going to fall out of the sky. The feds are not going to write us a check.” A feasibility study released recently concludes that a toll of 18 cents per mile toll could pay for 30-40 percent of the project. The state has completed some overpasses, service roads and other projects to bring portions of U.S. 90 up to interstate standards between Lafayette and New Orleans, but highdollar hurdles remain, such as the esSee I-49 Page 7-A

JACKSON, Miss. (AP) — Officials approved plans Friday to spend $627 million on 44 projects meant to aid recovery from the 2010 oil spill in the Gulf of Mexico, but environmentalists are fuming that $58 million will go to an Alabama beachfront hotel they say will hurt rather than help the Gulf. BP PLC provided $1 billion in 2011 as a coastal restoration down payment following the Deepwater Horizon spill. The money is meant to restore the environment or improve public access to the Gulf. Trustees, including the five Gulf states and four federal agencies, had to reach consensus on the plan. Two earlier phases totaling $71 million were already approved, and BP will likely have to pay more after environmental fines are levied. The single biggest sum, $318 million, will go to restore land and marsh on four barrier islands off Louisiana’s rapidly eroding coast: Chenier Ronquille, North Breton Island, Shell Island and Whiskey Island. “When we rebuild barrier islands like North Breton, we’re also strengthening coastal resilience, making a smart long-term investment in the face of climate change and increasingly frequent storms,” U.S. Interior Secretary Sally Jewell said in a written statement. Letters and Opinions Proposal 11 on the November ballot is critical to Louisiana’s seniors
In Louisiana, if you are a bird, roadway, prisoner, pine tree or soybean, you have a professionally staffed department looking after your welfare. If you are aged over 60 years however, you are blended into the Governor’s Office along with matters pertaining to Renewal Communities, Press and the Governor’s schedule. While all of these are important, so are matters that affect Louisiana’s elder population, their families and the communities where they work and live. In fact, with Louisiana’s elder population now making up nearly 20% of Louisiana’s population, the need for a clear and singular focus is greater than ever and will increase as that proportion grows to 25% over the next decade. On the November 4 ballot, Louisiana voters will have the opportunity to vote in favor of a constitutional amendment that will pave the way for the creation of a 21st department, the Department of Elderly Affairs.  It’s Proposal 11 on the ballot. The new department is not an expansion of government but a realignment of existing resources and funding with a clear focus on Louisiana’s elderly. It does not redirect resources for any other class of citizens but will simply realign existing funding for a clearer purpose. In fact, the new department may well bring in net new dollars as a focus on elderly is elevated to priority in Louisiana. It’s no accident that states like Florida and Arizona that focus on elderly have such a concentration of retirees who bring with them significant wealth, talent and resources. Creating this department is morally, ethically and fiscally the responsible thing to do. Our elderly are net contributors to our state and have delivered to us a state that is rising economically, educationally and in its quality of life. Elder issues affect us all not just those over 60. Services to the elderly also provide the support to allow working age Louisianians to work, provide longer quality of life to keep our elder citizens in their homes, requiring fewer services for acute or long-term care and contribute to the overall health and welfare of our communities.
The time has come for a department solely dedicated to Louisiana’s seniors and we encourage all of Louisiana to consider what the creation of a Department of Elderly Affairs can mean for our state. Voters are urged to be informed before voting on upcoming constitutional amendments
When Louisianans’ go to the polls on November 4, they will be asked to vote for or against Constitutional Amendment No. 1. The amendment reads: “Do you support an amendment to authorize the legislature to create the Louisiana Medical Assistance Trust Fund for the payment of Medicaid Reimbursement to the health care provider groups paying fees into the fund?� Simply reading the text of this amendment tells the voter almost nothing about the consequences of a vote for or against the amendment. The amendment sounds good, right? But
what are the real consequences of its passage? If CA1 is passed it would provide rate protection for nursing homes and other institutions, leaving other critical services more vulnerable to cuts. The services at risk include: Home- and community-based waiver services that assist seniors and people with disabilities to remain in their own homes; individual and family support services for people with disabilities; mental health services; hospice; services provided by Councils on Aging; primary care; early intervention for infants and toddlers with disabilities and employment support for people with disabilities. Voting NO on Constitutional Amendment No. 1 is a vote in support of seniors and people with disabilities living in their own homes, not in nursing homes. I am a parent of a son with disabilities. He wants to always live in his own home, in his own community, rather than in an institution. Please take the time to understand what this amendment really means. Gwen Hebert Houma ________________

“In a Small Pond” “THE INTERPRETER” By Leroy Martin
Every Cajun family had, for want of a more descriptive name, a “Don” … not a movie Godfather “an offer you can’t refuse Don”, but a respected and trusted elder from whom the family could seek advice on financial matters, property transactions and to arbitrate disputes. Our family’s “Don” was Felix Terrebonne, Grandfather Paul Callais’ brotherin-law. His advice was usually followed. Every community had a “good old boy” network, usually saloon, store or restaurant proprietors and barbers who everyone knew and liked and who could tell you how to get from here to there, who slept in jail last night, whom to buy a used car from, and who was seen with … well, ALMOST everything. I remember some of them … “Crip” Ledet, Victor Theriot, Joe Perrin, Beb Williams, Joe Callais, Emanuel Toups, Son Pitre and Philip George, among others. My mom by age 14 had only seen movies on a showboat that would dock periodically. I had a later picture of her, quiet pretty, with bobbed hair, a cloche hat and a flapper dress and I thought “go, Mom, go”, but we lost that picture and a lot more in Hurricane Hilda in 1964. Jefferson Rebstock built the first movie house in the twenties and Mom told me about a movie she saw there and vividly remembered. It was “Evangeline”, a silent movie with Dolores Del Rio, one of Hollywood’s top stars. The story was based on Longfellow’s poem about the Cajuns’ “Grand Derangement” from Canada when Evangeline was separated from her Gabriel, almost reunited in Louisiana under the Evangeline oak, but it was never meant to be. The narrative poem began “Here is the forest Primeval”. The movie, like the poem, contained many contradictions and errors but the poem was a literary treasure and the movie was just great entertainment. Mom remembered a young man standing by the screen, translating the titles as they appeared. Remember, few people could read or speak English then. At times, even when talking movies came, he translated the movies to French so everybody could understand it. Everyone knew him well. His name was Marco Picciola. Marco was born in 1898, received a business degree from Chenet Institute and in 1930 bought his father’s store. He married Viola Breaux in 1917 and they had four children, Joseph, Louella, Rodney, and Hewitt who died in infancy. Marco became the first Postmaster and Fire Chief of Golden Meadow and his clubs, commissions, boards, honors and offices he held are too many to list here. He was also a notary public and his bills of sale alone could fill many cabinets, or gigabits today. He became State Representation when Harvey Peltier was elected Senator in 1930 and served until 1948 when he retired. Several books state that he was one of the few who came

enjoyed them and he kept me enthralled the whole time. I cast my first vote in 1952. I voted Eisenhower for president, Bob Kennon
for governor and Dick Guidry for state representative (who won that seat by 17 votes), the office which Mr. Picciola had vacated in 1948. Paul Dufrene was elected to replace him in 1948 for one term. All three were elected, which did not occur often for me in the ensuing years. Marco was a good legislator, husband, father, business man and community leader. He was the best known citizen of Golden Meadow and I liked him. He
died in 1978. Remembering him reminds me of something the great sports writer Grantland Rice once wrote: “For when the one great scorer comes, to write against your name, He marks – not if you won or lost - but how you played the game”. Marco Picciola played it well. Bye now!

Body of Houma man recovered in Intracoastal Waterway
MORGAN CITY, La. (AP) — The body of a Houma man has been recovered from the Intracoastal Waterway in St. Mary Parish. Louisiana Department of Wildlife and Fisheries spokesman Adam Einck says agents found the body of 38-year-old Wallace Bailey Jr. around 6:30 a.m. Monday. Einck says Bailey and his father, 64-year-old Wallace Bailey Sr., were ejected from their small aluminum skiff Sunday morning. Einck says witnesses were able to pull Bailey Sr. from the water and Bailey Jr. sank below the water and didn’t resurface. ___
Child thinks heroin is candy, shares at day care
SELBYVILLE, Del. (AP) — Authorities say a 4-year-old girl in Delaware passed out packets of heroin she found in her mother’s backpack to her day care mates, thinking they contained candy. The Delaware State Police said in a news release that the girl found the bags Monday in a backpack her mom gave her to use after hers was ruined by a family pet. The pack contained 249 bags of heroin weighing 3.7 grams. Day care providers at the Hickory Tree Child Care Center in Selbyville called police when they noticed some children with the bags. The girl’s mother is 30year-old Ashley Tull of Selbyville. She faces charges of maintaining a drug property and endangering the welfare of a child. A woman who answered a telephone number listed to Tull said she wasn’t in and hung up. ___

US predicts lower heating bills this winter
NEW YORK (AP) — Milder temperatures should cut heating bills this winter, as few expect a return of the deep freeze that chilled much of the nation last year. Most residents will save money because they won’t crank up the heat as much. Users of heating oil and propane will get an extra discount from lower fuel prices, according to the Energy Department’s annual prediction of winter heating costs. “Temperatures are forecast to be warmer than last winter and that means less demand for heat,” said Adam Sieminski, administrator of the Energy Department’s Energy Information Administration in a statement. Last year persistently low temperatures across the Midwest, South and East forced people to use more heat. The price of some fuels, such as propane, soared because of shortages. This year everyone is likely to get at least a little break on their bills from the weather, and some residents will see substantial price declines too. Heating oil prices are the lowest they’ve been in four years, and propane prices have fallen far from their peaks last winter. Prices for natural gas and electricity should be higher this winter. But the combined 88 percent of U.S. households that rely on them for heat should still see lower bills because of lower demand — assuming the weather cooperates. ___

They wrote that the “project represents a significant step toward replacing the substantial recreational services lost during the oil spill.” They also asserted it would not need a separate environmental impact statement, despite concerns that its construction might harm endangered beach mice and sea turtles. Jordan Macha, a policy analyst for the New Orleans-based Gulf Restoration Network, said the environmental group is considering options to further oppose the hotel. “We are disappointed,” she said. “We don’t think they fully addressed all the environmental concerns we

South Lafourche head football coach Dennis Skains has said all season that he wants to see his young, inexperienced defense improve to become a unit on par with some of the top-notch units he’s coached in his career. Though still a work in progress, the Tarpons’ defensive progression was apparent in Friday night’s 29-14 win against Terrebonne. The South Lafourche defense forced five turnovers in Friday night’s win, which thrust the Tarpons to 2-3 on the season, including 1-1 in district play. In addition to the turnovers, South Lafourche was also clutch in key situations, holding the Tigers out of the end zone on a pair of key goal line situations to secure the win – Skains’ third-straight against Terrebonne. “I’m proud of our defense,� Skains said. “We had some good end zone stands, but we’re the ones who let them get down there in the first place, so we’d better buckle down and keep them out of there. They had three trips in the red zone, and they only got in once, and it was on a

fourth down, so we made them earn it. We’ve talked all season about getting better and continuing to work. I think some of the strides that we’ve made were on display tonight.� Friday night’s game was a hard-hitting defensive battle. South Lafourche got on the scoreboard first late in the first quarter when junior Harvey Allen scored the first of his three rushing touchdowns to give the Tarpons a 7-0 lead. The Tigers fought back and tied the game up early in the second quarter when senior receiver Devon Madison scampered 38 yards through the defense and into the end zone. But that was just about all of the luck Terrebonne would have offensively in Friday night’s game, as the Tarpons’ defense bent, but didn’t break throughout. Allen scored his second touchdown of the game just before halftime, also taking in the 2-point conversion to put South Lafourche ahead 15-7. After a turnover-filled third quarter, South Lafourche ballooned that lead to 22-7 late in the third quarter on a 10-yard scamper from junior halfback Jacob Jackson. Normally a defensive lineman, Jackson played primarily on offense in the win, adding a new dimension to the team’s hurry-up rushing attack. The Tarpons drove the dagger in during the last minute of the third quarter after Daniel Griffin returned an interception to the Tigers’ 1-yard-line, setting up Allen’s third score of the night to make the game 29-7. Terrebonne fought back and scored a touchdown in the fourth quarter to cut the deficit to its final margin. But the Tigers squandered chances to cut

the lead late, sealing the win for South Lafourche. Unfortunately, the physical tone of Friday night’s game meant injuries were had on both sides. Terrebonne quarterback Brett Bergeron went down early in the game after taking a hard hit on a pass play, breaking his arm. On the same play, Tarpons’ safety Dominick Fillinich suffered a shoulder injury that kept him out for the remainder of the game. During handshakes, Terrebonne coach Gary Hill shouted an expletive slur toward Skains because he said the Tarpons played “dirty� football in the win and the team’s hit on Bergeron was done “purposely – I know it was.� After the game, Hill’s rant continued. “To get a broken arm on a late hit isn’t a misfortunate event – it’s just something that shouldn’t happen,� Hill said. “I can’t repeat in the press what I told him (during handshakes). You heard what I said. I didn’t tell him anything too bad. I fought for my kids. It was something that he needed to hear. It wasn’t to set up a fight. It wasn’t to do anything except let him know something that he needed to hear. I’ve got a kid with a broken arm and I’ve been to the clinic. I’ve heard him speak. I know how he coaches. I don’t think there’s any place for guys like him in football.� Skains fired back on Saturday morning and said he’ll let Hill handle Terrebonne’s football program, and he’ll keep his focus on South Lafourche. A view of the replay from Friday’s game shows no intent to injure on the play Hill questioned from South Lafourche, and the play was nothing more than an unfortunate freak accident. “They kept putting (Bergeron) in shotgun without a back and watching him get hit over and over without doing anything to help protect him,� Skains said. “We teach our kids to play hard. We teach our kids to be physical. We’re never wanting anyone to get injured. We’re going to let Gary Hill run Gary Hill’s program, and we’re going to focus on ours. We played better and got a muchneeded win. Now, we’re ready to keep working and get ready for a tough game with Central Lafourche.�
Trojans fall to East St. John in overtime
There was no postgame drama in Central Lafourche’s game with East St. John on Friday night. But 48 minutes of football wasn’t enough to decide a
winner on the field. The Trojans and Wildcats played an overtime thriller in Mathews – easily the game of the night in our area. Unfortunately for the Trojans, the Wildcats had the ball last and scored the final blow on a one-yard touchdown run from quarterback Xavier Lewis to secure a 21-18 win for East St. John. The Trojans got the ball first in overtime and drilled a short field goal to take a 18-15 lead. “It was a great football game,� Trojans coach Keith Menard said. “In the end, their great athlete just made the last play. It’s a game we wanted to win, but I think we became a better football team tonight. We learned some lessons that we can take with us for the rest of the season.� To get to overtime, Central Lafourche had to make a fierce rally. The Wildcats took a 156 lead midway through the third quarter after Lewis punched in a 16-yard touchdown run on a fourth down play. Down nine points, the Trojans showed some courage rallying to tie the game and send it to overtime. Central cut the lead to 15-12 late in the third quarter when halfback Thomas Wesley scampered in for a 5-yard touchdown run. The Trojans missed the extra point. After stopping the Wildcats on their next drive,

kicker Logan Maronge drilled a short field goal to tie the game at 15 – a score that held through the completion of regulation. In overtime, Maronge struck first and sunk another field goal to give Central an 18-15 lead. But on a night where the Trojans’ defense was
dynamite, Central Lafourche couldn’t get that one, last stop, surrendering a touchdown and victory to East St. John. The Trojans are now 32 on the season. They will travel to South Lafourche to take on the Tarpons Friday night in Galliano.
LAKE CHARLES, La. (AP) — Quarterback Daniel Sams ran for 135 yards and threw two touchdown passes, helping McNeese State win its Southland Conference opener with a 45-3 rout of Nicholls on Saturday night. Ryan Ross added 94 yards on 14 carries with a touchdown for the Cowboys (3-1, 1-0). Sams threw a 33-yard strike to Khalil Thomas to open the scoring and later found R.J. Walters for a 2yard touchdown to make it 31-0 in the third quarter.
Kelvin Bennett and Dylan Long also had rushing touchdowns for McNeese State. Tyler Bolfing split time at quarterback with Sams, going 10 of 15 for 166 yards and a 4-yard touchdown pass to Derrick Milton. METAIRIE, La. (AP) — When Saints players gathered at team headquarters Monday for a film review session before getting the rest of their bye week off, coach Sean Payton had a request. While his team was relieved to head into the break coming off a victory over Tampa Bay, Payton wanted to be sure his players were able to still harness the same analytical focus they had a week earlier, when they watched video of their blowout loss at Dallas. “We try to look at where we’ve got to be better and one of the messages today was, ‘Hey, make sure when we’re looking at the tape, we’re looking at it with the same fine eye we looked at it with last Monday,’� Payton said. “In other words, a very critical perspective as to how we can be better, not only players but coaches as well. How can we correct these things that we’re seeing.� Throughout the locker room, players agreed there have been plenty of mistakes from which to learn during the first five games of the regular season, three of which ended in losses. On one hand, a 2-3 start is disappointing for a club that went 11-5 last season, made the playoffs, and expected to be even better in 2014. Still, the Saints were
not that far from being 4-1. They lost leads in the final 10 seconds of each of their first two games. “We can’t get back games that are already gone. All we can do is learn from those mistakes that were made in those games and hopefully prevent them from happening once we get off the bye,� center Jonathan Goodwin said. “The record is 2-3. Do I think we’re better than that? Yes. But that’s what our record is and we can’t change that. But I’ve still got a lot of confidence in this team, still think we can get some things done this year.� For Goodwin and several other players, the bye is coming at a good time. Goodwin played on a sore ankle in Dallas and then bruised his right knee in the Superdome on Sunday, leaving the game for the second half. Goodwin said he expected to be ready to return at Detroit after the bye week. Jimmy Graham left Sunday’s game with a sore shoulder. The injury did not appear serious, as Graham briefly tried to play through it, but Payton declined to give any specifics on his condition Monday. For the most part, the Saints have performed well on offense, ranking first in yards per game (442.8) and 10th in points per game (26.4) after Sunday’s

games. The defense, however, has struggled to meet expectations after ranking fourth in the first year under coordinator Rob Ryan one season ago. The Saints are allowing nearly 380 yards per game, which ranks 25th, and 28.2 points per game, which ranks 28th. New Orleans has been unsatisfied with its pass rush. The Saints have six sacks. A season ago, defensive end Cameron Jordan and outside linebacker Junior Galatte, combined for 24 1/2. So far, Galette has three sacks and Jordan one. “Quarterbacks are just getting the ball off a little faster these days,� Jordan said. “It’s frustrating.� Jordan said the Saints have still been unsettling quarterbacks with pressure, but that is not the ultimate goal. “Sacks truly affect quarterbacks’ mindsets,� Jordan said. “If you put pressure on him, he’s uncomfortable. If you sack him, it can change games.� The defense also had a setback last week when
three-time Pro Bowl safety Jairus Byrd damaged knee cartilage in practice, requiring what Payton said was season-ending surgery. Fellow safety Kenny Vaccaro said the Saints still have the talent to improve dramatically on defense. He saw proof of progress in Sunday’s 37-31 overtime victory over the Buccaneers. The Saints shut down Tampa Bay nearly all of the fourth quarter, even getting a safety on a sack by Galette. The defense also got its first interception, by defensive back Patrick Robinson. “We played fast,� Vaccaro said, recalling recent conversations he had with Ryan about the game plan. “I just told Rob ... ‘Just let us play, man, let us fly around. You don’t have to overthink it.’ We’ve got so many talented players, there’s no reason for us to be where we’re at right now as far as on defense,� Vaccaro added. “So let us loose, man. It’s like dogs on a chain, really.� ___
NEW ORLEANS (AP) — Drew Brees has eclipsed 40,000 yards passing for the New Orleans Saints, becoming the fastest in NFL history to hit that mark with a single team. Brees went over the mark with an 8-yard pass to running back Travaris Cadet in the first quarter of his 132nd game with the Saints, a club he joined as a free agent in 2006.
The mark Brees surpassed was held by Hall of Famer Dan Marino, who reached 40,000 yards in his 153rd game with the Miami Dolphins. Brees entered Sunday’s game against Tampa Bay with 39,936 yards passing as a Saint, and 52,284 yards passing for his career, which includes five seasons with San Diego.
