2015 state tax returns will be accepted starting Jan. 19

BATON ROUGE, La. (AP) — Louisiana taxpayers can start filing their 2015 individual income tax returns with the state on Jan. 19. But they can expect to wait a while for any refunds. The state revenue department said Wednesday it will begin accepting and processing returns on the same day the IRS starts processing for federal individual income tax returns. Louisiana’s revenue department has enhanced efforts to combat fraud in recent years, and the agency says it takes longer to process tax returns because of those initiatives.

New parish council members to be sworn in Sunday

The Lafourche Parish Council kicks off its meetings next week with five new members, one open position and a new administration. The official swearing in ceremony is set for noon Sunday, Jan. 10, at the Lockport Volunteer Fire Department’s Central Station, 806 Crescent Ave. The first council meeting will be two days later at 5 p.m. Jan. 12 at the Mathews Government Complex. As reported in the Daily Comet, some of their first decisions will be considering Lafourche Parish President Jimmy Cantrelle’s

nominees for department head positions and Lafourche Parish administrator. According to the parish’s Home Rule Charter, Cantrelle has 60 days from taking office to submit nominations for these positions, and the council then has 30 days to either confirm or reject each nomination. Another early decision for the council will be appointing an interim representative for District 5 who will serve until the elected council member from the upcoming March election takes office. The council has 30 days to appoint the in-

terim person, who cannot be a qualified candidate running in the March election. Council members said to prepare for their new role, they have been studying the Home Rule Charter, consulting former members, meeting with different boards in the parish and keeping in touch with some of the voters who put them in office. New members said they’re looking forward to getting started, but are expecting somewhat of a learning curve.

(AP) — Only days away from taking office, Gov.-elect John Bel Edwards said Monday that he will soon release a “menu of options” for digging Louisiana out of its continuing budget troubles, ideas that he hopes will help lawmakers reach a consensus ahead of a February special legislative session. Edwards said those proposals will include spending cuts, government efficiencies, the draw-down of more federal money, expanded flexibility to cut protected budget areas and the reduction of state tax breaks.

BATON ROUGE, La. (AP) — Gov.-elect John Bel Edwards has set an ambitious timeline for a Medicaid expansion, saying he wants to have government-funded health insurance cards in thousands more people’s hands by July 1. To make that happen, his new health care leader said Louisiana will have to hire nearly 250 new health department workers to handle the enrollment and find the dollars to pay them, in a state saddled with deep budget problems. Incoming Health and Hospitals Secretary Rebekah Gee also said the new administration will have to work with health care providers to ensure they’re willing to see the patients who will have those new Medicaid insurance cards. And that’s assuming the Republican-led Legislature doesn’t try to throw up any roadblocks seeking to slow down an expansion effort. Edwards, a Democrat who takes office Monday, said he would issue an executive order “within 24 hours from being sworn in” that starts the work required to expand Medicaid as allowed under the federal health care law. Health coverage for the people who would be eligible for the insurance under the expansion, he said, would begin July 1. “There is not a challenge there that we won’t meet and overcome, because it’s too important for the state,� Edwards said Tuesday as he announced Gee as his health secretary. Gee said she was confident the expanded Medicaid coverage could begin in six months. But she added: “I can’t promise you that every single person with a Medicaid card can get seen that day.� The incoming health secretary estimated that about 300,000 people, mainly the working poor, would be enrolled for Medicaid under an expansion, which covers adults making up to 138 percent of the federal poverty level — about $33,400 for a family of four. However, Gee said she doesn’t think all of those people would be signed up in time for the July 1 start date. Term-limited Gov. Bobby Jindal refused expansion, opposing it as too costly for the state and as an inappropriate growth of government spending. But Edwards wants to accept the billions of dollars in federal funding available to provide insurance coverage to Louisiana’s working poor, calling it both a proper moral and financial choice for the state. Although the federal government would cover the initial full cost of an expansion program, the state in later years would need to pay for 10 percent of the initiative. Louisiana doesn’t have a plan for fully paying that cost. There are also more immediate, short-term costs. Gee said the Jindal administration’s health department staff estimated the agency would need to hire around 248 people to determine people’s eligibility for the expanded coverage and to sign up enrollees. The cost for salaries, training and equipment is expected to be $2 million. The Edwards administration hasn’t said how it will pay for that as Louisiana grapples with hefty budget shortfalls. Handing out hundreds of thousands of new government-funded insurance cards also is expected to be

a large demand on the state’s health system. Many doctors won’t see Medicaid patients, saying payment rates are too low and government paperwork too cumbersome. “One of the big areas of focus is making the providers want to see the Medicaid patients, helping them want to see them by assisting them with better customer service, better communication, simplifying whenever possible how they’re able to deliver services for this population,� Gee said.

“The one thing that I’m asking people to do is, if we propose something as a potential solution that they embrace, then they should let us know that. If they have heartburn, they should let us know that and then offer a better way to do it,� Edwards said. “What we have to try to do is find common ground.� Edwards plans a threeweek special legislative session, to begin the week after Mardi Gras, to work on stabilizing Louisiana’s finances. His incoming administration estimates the state faces a $750 million shortfall in the remaining six months of the $25 billion budget that ends June 30, and a gap more than twice that size next year. Lawmakers and Gov. Bobby Jindal’s administration didn’t include enough money in this year’s budget

to cover the projected costs of the Medicaid program that cares for the poor and disabled, the TOPS free college tuition program and prisoner costs. On top of that, the state is expected to bring in less tax income than projected when the budget was built, partially tied to the continuing decline of oil prices. The governor-elect said the financial woes are worse than he thought, saying the Jindal administration “for a while now has sugarcoated all of this.� Edwards’ first budget proposal is due for lawmakers’ review only days before the special session begins. He said he expects it will be a “very challenging and sobering document� because it will require deep cuts to match next year’s spending to projected state income. But with the budget proposal, Edwards said he’ll also offer suggestions for drumming up new dollars for the state treasury “so we don’t have to adopt that particular budget.� A final version of next year’s budget won’t need to be hashed out until the three-month regular legislative session that begins in March. Edwards hopes lawmakers will agree in the three-week special session to raise new money that not only will plug this year’s financial gap, but also will be available for spending in next year’s budget, to lessen cuts.

BRIEF Family: Hit-and-run victim in French Quarter from Nebraska

NEW ORLEANS (AP) — A tourist who died after he was apparently hit by a vehicle in the French Quarter and dragged more than 6 miles was a Harvard University graduate from Nebraska who worked for a California-based company, his family said. The New Orleans coroner’s office identified the victim Tuesday as 28-yearold Joshua Woodruff. It said his early morning death on New Year’s Day was caused by blunt force trauma. The World-Herald in Omaha, Nebraska reports Woodruff was the director of customer strategy for Los Angeles-based Soylent. Police said Woodruff was hit in the French Quarter at about 3:15 a.m. Friday and that his disfigured body was found at about 3:45 a.m. on a roadway leading from a bridge that crosses the Missis-

sippi River. Police are seeking the driver of the black sedan that hit Woodruff. Police told The New Orleans Advocate he was trying to hail down an Uber vehicle when he was struck by the sedan. Woodruff was in New Orleans with a friend to celebrate the New Year when he was hit, his sister Heather Grizzle told the World-Herald. Grizzle said she hopes the hit-and-run driver is found. ___

Barking dog leads police officer to trapped canine companion

ORANGE, Mass. (AP) It was a scene straight out of an episode of “Lassie.” Police in western Massachusetts say a dog approached an officer on Tuesday barking frantically and then led the officer across a field and down an icy, 30-foot embankment, where the dog’s canine companion had become entangled in the undergrowth. Firefighters in Orange used a ladder to free the trapped dog, which was taken to a veterinarian for a checkup. The two dogs had run off hours earlier when their owner suffered a medical emergency at her home and was taken to the hospital. Police tried to catch the dogs, but they kept running away. Orange police said on their Facebook page: “Apparently, any dog in the right circumstances can turn into Lassie.” ___

Jindal grants 21 pardons in final days in office

NEW ORLEANS (AP) — As he nears the end of his term, Gov. Bobby Jindal has issued pardons for 21 people convicted of crimes in Louisiana. Jindal’s office said the pardons announced Wednesday bring the total granted during his two terms in office to 83 — well below the hundreds granted by his two predecessors. Statistics released by the governor’s office

said former Gov. Kathleen Blanco granted 285, while former Gov. Mike Foster granted 455. A release from the governor’s office said there will be no comment from the administration on individual cases. Jindal said in an emailed statement that each pardon was granted after considering its effect on the convicted person, victims, police and local communities. Jindal leaves office Monday. ___

California issues 605,000 driver’s licenses to immigrants

SACRAMENTO, Calif. (AP) — California issued more than a half-million driver’s licenses under a new law granting the identifying documents to immigrants who may be in the country illegally. The Department of Motor Vehicles announced Wednesday that 605,000 licenses were issued since AB60 took effect last January. That’s out of 830,000 applications. AB60 allows people who can’t prove they’re in the country legally to obtain driver’s licenses using identification from their home countries. They also must prove California residency and pass written and driving tests. Supporters pushed for the law as a safety measure, arguing that many immigrants already get behind the wheel but lack the training and testing required of other drivers and may not carry insurance. ___

Co-chairmen are Tim Breaux of Lafayette and Wayne Ryan of Alexandria. Ryan Lambert is the Trump campaign’s state director. He has worked on the 2012 campaign for Republican U.S. Rep. (AP) — Louisiana’s most recent governor’s race appears to be the most expensive in state history as unfettered spending from outside political groups boosted total campaign spending to $50 million, according to campaign finance reports filed this week. The reports, filed with the state ethics administration office, document dollars poured into the November runoff competition won by Democrat John Bel Edwards, who will be sworn into office Monday, and the wrap up of the campaign cycle. David Vitter — spent a combined $29.7 million on their campaign efforts. They accounted for about 59 percent of the total campaign spending, with Edwards and his runoff opponent Vitter each spending more than $11 million in their election bids, according to campaign finance reports. Angelle spent nearly $4 million for the primary, and Dardenne $3.3 million. While Vitter and Edwards mirrored spending levels overall, Edwards’ money largely was poured into the runoff competition. Vitter was outspent in the runoff, as he used millions earlier in his campaign to fend off his GOP opponents and secure a spot on the Nov. 21 ballot. Political action committees, newly freed from previous donor contribution limits, pumped another $20.3 million into activities aimed at supporting or opposing the gubernatorial contenders, or about 41 percent of the total. The previous highwater mark in Louisiana

governor’s race spending came in 2007, when the four major candidates spent a combined $32 million on their campaigns. Term-limited Gov. Bobby Jindal, a Republican who Edwards will follow into office, won that election. Two wealthy businessmen, John Georges and Walter Boasso, pumped millions of their personal wealth into their unsuccessful campaigns. PACs played a limited role in that 2007 election cycle — but that was before a state law that had capped contributions to political action committees at $100,000 for each fouryear election cycle was thrown out by a federal judge. The ruling allowed newly-created super PACs to raise and spend unlimited sums and they proliferated in the 2015 governor’s race. A half-dozen groups spent millions on TV advertising and mail pieces to

influence the election’s outcome, supporting or opposing a particular candidate. Super PACs are barred from coordinating with a candidate, however. The highest-spending super PAC was the pro-Vitter Fund for Louisiana’s Future, which paid $7.5 million on its campaign efforts according to campaign finance documents, mainly attacks on Angelle and Dardenne in the primary and Edwards in the runoff. Two groups that formed to oppose Vitter’s candidacy devoted more than $5 million to their efforts. The Louisiana Water Coalition PAC, which had one law firm as its donor, spent nearly $2 million. Gumbo PAC, which was primarily financed by the Democratic Governors Association, spent $3.5 million. The Republican Governors Association used its PAC to attack Edwards, a $3 million endeavor. Three men are sitting on a beach in Jamaica talking about how they all ended up there. The first man says, “I ran a superstore out in California. But business got bad so one day there was a bad fire and I collected the insurance money and moved out here.” The next man says, “I had a Jewelry store in the Midwest. What a Life!

By: Rev. Wilmer L. Todd Pope Francis holds up 24 practical virtues for us to follow Pope Francis, in his address to the Vatican administration, delineated 24 practical virtues he wanted to see incorporated into their daily practices and protocol. Since these virtues can apply to anyone, I have listed a summary of Pope Francis’ practical guide to these virtues. The parentheses are my own commentary. 1. Missionary and pastoral spirit: Faith is a gift, yet the measure of our faith is also seen by the extent to which we communicate it. All baptized persons are missionaries of the Good News, above all by their lives, their work and their witness of joy and conviction. 2. Appropriate and wise: Work hard, be creative and smart to be good at what you do; don’t rely

on “connections” and “bribes” to get ahead or face situations. 3. Spiritual and human: Let the Spirit protect you from human frailty, but don’t become a robot. If you can no longer laugh or cry with sincerity, you have begun to decline. Show tenderness, kindness and courtesy to everyone. 4. Good example and faithfulness: Avoid scandals that harm souls and hurt the church’s credibility. “Woe to the world because of things that cause sin.” (Lead by example.) 5. Reasonable and gentle: Avoid being too bureaucratic or too lenient. Find balance between rationality and kindness. (An old Latin proverb says, “In the middle stands virtue.”) 6. Harmless and determined: Don’t be hasty or impulsive; be cautious in your judgments; act carefully, but with determination and clear vision; be obedient to God and for the spiritual welfare of the faithful. 7. Charitable and truthful: Speak the truth with charity and practice charity in truth, otherwise charity without truth is a destructive ideology of dogoodism and truth without charity becomes blind legalism.

8. Open, honest and mature: Don’t be good only when you know people are watching. Don’t lord over people, never deceive. Honesty is the foundation on which all other qualities rest. 9. Respectful and humble: Show respect to everyone as well as for documents, dossiers, confidentiality and privacy. Listen carefully, speak politely. You are and can do nothing without God and his grace. 10. Be generous and stand guard: What good is it to open all the Holy Doors around the world if our hearts, homes and hands are closed to others? Do your best and never let your guard down with vices and weaknesses. (We can never give or receive with fists closed.) 11. Fearless and ready: Be proactive; face troubles boldly with determination and resolve. Don’t get bogged down by ambition and material things; be ready and free to pick up and go where God calls. 12. Accountable, trustworthy and sober: Honor your commitments, renounce the superfluous. Practice prudence, simplicity, balance, temperance, and live the essentials. Put God and others first; cut back, salvage, recycle, re-

pair, and live a life of moderation. Pope Francis concluded by reading a prayer by Cardinal John Dearden, former archbishop of Detroit.
