Chevron makes major oil discovery in Gulf

La. improves but still near bottom in education rankings

Chevron Corporation announced a major oil discovery in deepwater Gulf of Mexico this week. The find marks the second major discovery in deepwater for the company in less than a year. In the fall, Chevron announced the discovery of Guadalupe, some 190 miles off the coast. “The Anchor discovery, along with the discovery announced earlier in the fall, are significant finds in the Gulf of Mexico,” said Jay Johnson, senor vice president, Upstream, Chevron Corporation. The Anchor discovery is located in Green Canyon Block 807 and was spudded in August of last year. It is located approximately 140 miles off the Louisiana coast in over 5,000 feet of water and was drilled to a depth of nearly 34,000 feet. See Chevron Page 3-A

BATON ROUGE, La. (AP) — A state lawmaker from the Houma area wants his colleagues to convene a special legislative session to tackle Louisiana’s continuing budget problems. Rep. Joe Harrison, R-Gray, sent a petition Tuesday to House and Senate members, asking for their support to call a 14-day special session starting March 30. Harrison wants lawmakers to consider removing special budget protections that leave public colleges and health services more vulnerable to cuts than other agencies. He also wants lawmakers to consider scaling back some of the state’s tax breaks for businesses, after a review to determine if they are job creators or just giveaways. Louisiana has grappled with repeated financial troubles since 2008, faces a $1.4 billion budget shortfall in the upcoming fiscal

NEW ORLEANS (AP) — Louisiana remained near the bottom in the annual “Quality Counts” survey released Thursday by the publication Education Week. But the state moved up from 49th last year to 44th in the rankings and outpaced most of the nation in measurements of early childhood education. The Quality Counts survey this year gives the state an overall grade of D-Plus. The scores are based on a variety of factors, including the income and education of students’ households, student achievement in grades K-12, and the financing of schools. In addition to the overall grade, the Quality Counts report grades each state in three broad categories One is “Chances for Success,” which encompasses analyses of 13 factors including the percentage of children from poor families; the number of children with at least one college-educated parent; percentage of children enrolled in pre-school and kindergarten; and graduation rates. Louisiana received a C-minus in the category. However, a subcategory under that heading was a bright spot for the state: Louisiana ranked fourth in the nation with a B-minus in early education. The national score was D-plus. In the School Finance category, Louisiana received a C and was ranked 19th. The category includes analyses of per-pupil spending and how education money is spread among affluent and low-income districts.

Convicted sex offender arrested for making contact with victim Lafourche Parish Sheriff Craig Webre announced a Raceland man convicted in December for having sex with a minor has been arrested after making contact with the victim. James Brown, 21, faces multiple new charges stemming from the incident. In late September, the parents of a Raceland teenager contacted the Sheriff’s Office after learning the teen allegedly had sexual relations with an older man. Through investigation, detectives learned James Brown allegedly had consensual sexual inter course with the teenager on

at least one occasion in late September. Detectives obtained a warrant for Brown’s arrest for felony carnal knowledge of a juvenile, and Brown also had two existing warrants for contempt of court. He was located and arrested on October 15, and later convicted for the crime. He was registered as a Tier I Sex Offender and ordered to have no further contact with the victim. Then during the early morning hours of Sunday, January 4, the victim’s parent contacted the Sheriff’s Office again after discovering Brown in the victim’s

Lafourche Parish Detention Center in Thibodaux. He was booked with unlawful presence or contact of a sex offender relative to a former victim and entering after being forbidden. He is being held in lieu of $6,000 bond as set by Judge Steven M. Miller, and he is also being held for Louisiana Probation and Parole.

Lafourche Parish Sheriff Craig Webre and Lafourche Parish Schools Superintendent Jo Ann Mathews announced that a former Thibodaux High School teacher has been criminally charged after she admitted to having engaged in sexual contact with a 17year-old student. Celeste Bergeron, 25, of Thibodaux was charged Wednesday, January 7, and is no longer employed by the Lafourche Parish School District. Detectives began their investigation on Mon-

day after learning of alleged sexual contact between Bergeron and a student. School officials placed Bergeron on leave pending the outcome of the investigation. Detectives learned Bergeron and a student had engaged in sexual activity on at least two occasions, and they had exchanged numerous private messages over social media. In meeting with detectives Wednesday morning, Bergeron admitted to having sexual contact with the student. She was issued a criminal

summons for prohibited sexual conduct between an educator and a student, a misdemeanor. Penalties for a first offense of this crime include a fine of not more than $1,000 or imprisonment for not more than six months, or both. Lafourche Parish Schools Superintendent Jo Ann Matthews said Bergeron is no longer employed by the Lafourche Parish School District. “This type of behavior will not be tolerated by any personnel in Lafourche Parish Schools and will be dealt with swiftly,” said Matthews.

Appraisal drilling will begin in the coming weeks and months. The company also has recent Gulf start ups at Jack-St. Malo and Tubular Bells in the central Gulf of Mexico. “This deepwater find means good jobs and continued economic promise for the area. It also bodes well for the future of deepwater activity in the Gulf which is good news for Port Fourchon and the entire region,” said Chett Chiasson, executive director of the Greater Lafourche Port Commission.

The state received a Dminus in K-12 achievement. The analysis is based on 2013 National Assessment of Education Progress scores measuring proficiency in 4th- and 8thgrade math and reading. The percentage of students regarded as proficient ranged from about 21 percent to 26 percent, depending on the grade level and subject. Gains over the previous 10 years were noted, but the state remained near the bottom — 49th — among the 50 states and the District of Columbia when the proficiency figures, improvement percentages and other factors, including the gap between low-income students and their higherincome counterparts, were factored in. In a statement issued Thursday afternoon, state Education Superintendent John White noted the progress demonstrated in the report. “However, it also encourages us to reaffirm our efforts to ensure all students are on the path to college or a career, starting with our youngest learners where the report ranks Louisiana fourth for Early Childhood education,” White said. “We’ve made great progress, but we will not stop until Louisiana has the best education system in the country.”

Mardi Gras countdown starts amid huge, bright parade floats

NEW ORLEANS (AP) — A brass band strolled through a riverside warehouse holding huge, colorful parade floats as New Orleans Mayor Mitch Landrieu and other city officials Tuesday kicked off the city’s official countdown to Mardi Gras. “Everybody knows that this is what we live for,” Landrieu said during the event at Mardi Gras World, where many of the floats used in the yearly Carnival season processions are stored. Officials took part in the ceremonial slicing of a King Cake, a traditional seasonal treat. It all took place amid tables laden with beads and trinkets that float riders toss to parade watchers. Later, a group of masked revelers called the Phorty Phunny Phellows took their annual “Twelfth Night” streetcar ride through town, a decades-old tradition marking the 12th night after Christmas and the official start of the season. Carnival is celebrated along the Gulf Coast with parties, balls and parades culminating on Mardi Gras, or Fat Tuesday, a final day of celebration before the solemnity of Ash Wednesday and Lent. Mardi Gras falls on Feb. 17 this year. _____________

Obama to reduce FHA mortgage premium rate to spur buying

WASHINGTON (AP) — Firsttime homebuyers whose home loans are guaranteed by the Federal Housing Administration would benefit from an Obama administration move to lower mortgage insurance premiums. Under the plan, the housing administration will reduce annual mortgage insurance premiums by 0.5 percentage points, to 0.85 percent. The White House said Wednesday the reduction means new home buyers would pay $900 less a year than they would without the change. Current homeowners who refinance into an FHA mortgage would also benefit from the change. Even with the reduction, the new 0.85 percent premium is higher than historic norms. The rate was initially increased to raise FHA capital reserves which took a hit during the housing crisis. _____________

Dad accused of throwing 5-year-old off bridge in Florida

ST. PETERSBURG, Fla. (AP) — The mother of a 5-yearold girl who police say was thrown over a bridge and into the Tampa Bay says she last saw her daughter on Christmas Eve. Michelle Kerr says she was woken by authorities early Thursday morning and informed that her daughter, Phoebe Jonchuck, was dead. St. Petersburg police say Phoebe’s dad, John Johnchuck, pulled the girl from the back seat of his car and tossed her over a bridge, 60 feet above the water. Kerr said Jonchuck had

a long history of domestic violence against her, which was corroborated by police reports released Thursday. Kerr said her daughter loved her father. He is currently in jail facing a murder charge. He had custody of Phoebe. _____________

La. state income tax filing begins Jan. 20

BATON ROUGE, La. (AP) — The Louisiana Department of Revenue will begin accepting 2014 state individual income tax returns on Jan. 20. The agency says they will begin processing returns on Feb. 3 and will start issuing refunds on Feb. 24. If filing an electronic return, refunds will take up to 21 day. For paper returns, taxpayers should expect to wait 8 to 10 weeks. _____________

Baton Rouge company among 10 getting federal contract

NEW ORLEANS (AP) — The Pentagon says a Baton Rouge company is among 10 around the country which will get work cleaning up toxic, hazardous and radioactive waste for the federal government. A news release Thursday says CB&I Federal Services LLC was also among 10 applying for the work over the Internet. The other companies are in California, Colorado, New Jersey, New York, Pennsylvania, Nebraska and Virginia. The work for the U.S. Army Corps of Engineers and Environmental Protection Agency will total up to $185 million. The cost and location will be decided with each order, and work is to be completed by Jan. 7, 2020. _____________

Woman charged in death of 6-year-old son

BOSSIER CITY, La. (AP) — A 25-year-old Shreveport mother has been charged with negligent homicide after she was involved in a car crash that killed her 6year-old son. Bossier City police say Quirtisha Allen was arrested Thursday in connection with a Sept. 20, 2014, crash that killed her son, Serdario Thomas Jr. Police say Thomas was in the front seat of his mother’s car and was not wearing a seat belt. Police say Allen collided with another vehicle. Police and prosecutors say they decided to charge the mother after determining she was driving at a high speed when she crashed. Allen was booked into the Bossier City Jail and later transferred to the Bossier Parish Maximum Security Facility. Her bond was set at $45,000. It was unknown if she has an attorney.

House GOP forcing 2016 debate on Social Security’s finances Stephen Ohlemacher, Associated Press

WASHINGTON (AP) — House Republicans want Congress to address the troubled finances of Social Security’s disability program, setting the stage for a contentious debate that could affect 11 million people in the middle of the next presidential campaign. The House has adopted a rule that could force lawmakers to tackle the issue by the end of 2016, when the program is projected to run out of reserves, triggering automatic benefit cuts. An easy fix was available. Congress could have redirected payroll tax revenue from Social Security’s much larger retirement program, as lawmakers have done before. But Tuesday’s new rule blocks such a move, unless as part of a larger plan to improve Social Security’s finances, by either cutting benefits or raising taxes. Tinkering with Social Security never has been easy, and factoring in election-year politics makes finding votes even harder for those alternatives. Rep. Tom Reed, R-N.Y., said he sponsored the provision to prevent Congress from “raiding” the retirement fund to prop up the disability program. Reed said lawmakers are working on proposals to bolster the disability program’s finances, but that taking tax money from the retirement program is “a short-term Band-Aid.” “We need to do better than that,” Reed said. Added the chairman of the House Ways and Means Committee, Rep. Paul Ryan, R-Wis.: “We just want to make sure we improve the integrity of the Social Security trust fund all across the board.” Advocates for older Americans say the rule could be used to help push through benefit cuts, especially because House Republicans have opposed raising taxes. “This is a blatant at-

tempt on the first day members take office to sneak a rule into the process that virtually guarantees devastating cuts for beneficiaries of the Social Security disability system,” said J. David Cox, president of the American Federation of Government Employees. David Certner of AARP said it would be a mistake to eliminate the option of redirecting money from the retirement fund. “Otherwise, we could be facing a deadline, and certainly over the last couple of years, we’ve seen Congress seemingly unable to pass bills, even with deadlines in front of them,” Certner said. New House rules will govern the chamber for the next two years. The 36-page set of rules passed by a vote of 234-172, with all Democrats opposed and almost every Republican in favor. On page 32 is a provision that allows any representative to raise a point of order if the House tries to pass a bill redirecting tax revenue from Social Security’s retirement fund to the disability fund. The House could vote to overcome the objection, but that could be difficult, with almost every Republican supporting the rules package. The number of workers, spouses and children receiving Social Security disability benefits has ballooned over the past decade. Members of Congress from both political parties say fraud has played a part, too. About 11 million people get disability benefits, nearly 40 percent more than a decade ago. By comparison, about 48 million people get Social Security retirement or survivor benefits. Unless Congress acts, the trust fund that supports the disability program will run dry sometime during the last three months of 2016, according to projections by the trustees who oversee Social Security. At that point, the program will collect only enough payroll

taxes to pay 81 percent of benefits. That would trigger an automatic 19 percent cut in benefit payments. The average monthly payment for a disabled worker is $1,146, or a little less than $14,000 a year. Social Security is supported by a 12.4 percent tax on wages up to $118,500. Half is paid by workers and half by employers. Most of the payroll tax — 10.6 percent of wages — goes to the retirement fund. The remaining 1.8 percent of wages goes to the disability fund. Social Security’s retirement trust fund is projected to run dry in 2034. At that point, it would only collect enough payroll taxes to pay about 75 percent of benefits. Social Security has more than $2.7 trillion in reserves, but the retirement program has been paying out more in benefits than it collects in payroll taxes since 2010. The disability program has been paying out more than it collects since 2005. If the retirement fund and the disability fund were combined, they would have enough money to pay full benefits until 2033, giving lawmakers more time to address their long-term finances.

Visitation was held from 9:00 a.m. until 11:00 a.m., Wednesday, January 7, at St. Hilary Catholic Church in Mathews. A Mass of Christian Burial was celebrated at 11:00 a.m. Wednesday at St. Hilary Catholic Church with burial in St. Mary Cemetery in Raceland. He is survived by his sons, Larry Chauvin and wife Randy, Donald Chauvin and wife Sandra, Thomas Chauvin and wife Vickie, Gary Chauvin and wife Theresa, Kevin Chauvin and fiancé LeAnn Barron; daughters, Ramona Chauvin and husband Stephen Head, Phyllis Champagne and husband Gary; grandchildren, Chris, Mandi, Tiffanie, Matthew, Jennifer, Jeffrey, Drew, Travis, Derek, Joshua and Brandi; great grandchildren, Christopher, Brianna, Brooke, Taylor, Isabella, Abigail, Tristan, Harlee, Asher, Ava, Addisyn, Alivia, Amelia, Addyson, Miya, Zoie, Gage, Bennett, Emma, Kaleb and Jordan; godchild, Lora; brother, Henry Wilton Chauvin and sisters, Earline Arabie, Theresa Dufrene, Marylouise Walker. The other day my neighbor, who is blonde, came running up to me in the driveway just jumping for joy! She said, “I have some really great news! I’m pregnant!!!” I knew that she had been trying for a while so I told her, “That’s great! I couldn’t be happier for you!” Then she said, “There’s more.” I asked, “What do you mean ‘more’?” She said, “Well, we are not having just one baby. We are going to have TWINS!” Amazed at how she could know so soon after getting pregnant, I asked her how she knew.

She said “Well, I went to Walmart and they actually had a home pregnancy kit in a twin-pack. Both tests came out positive!”

NOLAN LEFORT Nolan Joseph Lefort, 68, a native of Galliano and resident of Slidell, passed away on December 31, 2014. What a Life!

By: Rev. Wilmer L. Todd How well do we live with the time we have?

This very day a child is born who will probably live for 150 years or more. Impossible? Not really. Consider that the average human life span at the beginning of the 20th century was 49 years. Back then, people 61 years old would have been considered old codgers, and would have been respected for their age. At the beginning of the 21st century in the United States, the average human life span is fast approaching eighty years. These days, people in their 80’s are fit enough to run marathons. We have an enormous length of time on earth to learn, to grow, to love, to live. Suppose this newborn child lives to the year 2165, making him or her 150 years old. Is 150 years long enough to learn to love God? Is there ever enough time? Will there ever be? What would this child do with a lifetime that is twice as long as ours? Take more vacations? Spend more time at the office? Get busier? Plant a bigger garden? Plan for a longer retirement? Plant trees instead of gardens? Love more, give more, hope more? No matter how much time we, humans, have, we remain essentially the same. Morally, we are similar to those born a century ago. Would doubling our current 80 years make that much difference spiritually or ethically, personally, or nationally? Would people choose to love more, to give more? Would we choose to dedicate a larger part of our lives to God? The real question is, “How well do we live with the time we have?” as individuals and as a nation. We should be concerned for eternal life, rather than mere physical life. We should care more about the state of our souls than the number of our years. We have been made in God’s image and likeness, and have been adopted as God’s children. However, like all children growing up, we need to learn how to be good children, members of a family, brothers and sisters to one another. It takes time and it takes effort. We need the loving experience of our elders, the straight word and the occasional rebuke. When we were adopted as God’s children, we were given the Holy Spirit to dwell in us. It is this Spirit that inspires us to say “Our Father.” The same Spirit will teach us how to treat others as brothers and sisters. We are heirs to God’s promises, and we must help one another to live our life as Jesus did. However long we live, our spiritual goal ought to remain the same – to be the best person we can possibly be. A garden is measured by its produce, not its size. A life is measured by its deeds and its love, not by its length. What good would a vegetable garden be that brought forth no edible fruit? What good would a life of any length be, if it gave forth no love, no delight, no joy? The measure of a life is found not in quantity, but in quality. We look at the life of Mary, the humble peasant woman from Nazareth who changed the world by her saying “yes” to God.

Jesus only lived 33 years and he changed the world. At the beginning of this new year, we might look at our lives as God sees them. God will not judge us by the length of our years, but by our deeds in the years we have. Our deeds, whether they were the wounds we inflected on others, or spiritual and physical blessings and healing we gave to others in love, are the true measure of lives. Jesus and Mary gave us a great example of how to use our years. As we go forward into this new year, it is less important to worry about how long we are going to live, as it is how well we are living. Let us use wisely the time that God has given us.
