Democrats celebrate victory in governor’s race MELINDA DESLATTE Associated Press

NEW ORLEANS (AP) — Democrats in Louisiana rejoiced as they reclaimed the governor’s mansion for the first time in eight years, while the state’s GOP leader insisted “our Republican brand is strong” even amid the defeat of a onetime political powerhouse, Republican U.S. Sen. David Vitter. John Bel Edwards’ victory in Saturday’s runoff election was once-unthinkable in the conservative state and a stunning turn of events for Vitter, who started his campaign nearly two years ago as the race’s front-runner. With his 12-percentage point loss, Vitter announced he wouldn’t seek re-election to the Senate in 2016. See Democrats Page 6-A

Cantrelle elected new parish president

Raceland businessman Jimmy Cantrelle will serve as Lafourche Parish president for the next four years, defeating incumbent Charlotte Randolph in local races held Saturday. Cantrelle took 55 percent of the 22,285 votes cast, according to unofficial results. Cantrelle won with 12,267 votes to Randolph’s 10,018 votes (45 percent). It was Cantrelle’s fourth attempt for the seat. In Lafourche, 39.1 percent of 56,926 registered voters cast ballots. Randolph, a Republican and the first woman parish president in Lafourche who has served in the office since 2004, was seeking an unprecedented fourth term. Cantrelle, no party, led the Oct. 24 primary with 7,413 votes (33 percent). Randolph followed closely behind with 7,270 votes (33 percent). Randolph out raised Cantrelle 99-to1 in campaign donations before the runoff, bringing in $118,450 in direct contributions, compared to $1,200 for Cantrelle. Cantrelle has said his two top priorities

will be implementing a vigorous maintenance system for outfall canals and pump stations and reorganizing the permit department. In local council races, newcomer Corey Perrillioux defeated incumbent Lindel Toups for District 6, and Jerry Lafont was re-elected to District 8. Perrillioux, a Raceland independent, won with 1,303 votes (52 percent). Toups, a Gheens independent, received 1,225 votes (48 percent). Lafont, an independent from Cut Off, won with 1,288 votes (54 percent). Champagne, a Democrat, also from Cut Off, received 1,101 votes (46 percent). South Lafourche voters in the Tenth Ward renewed a 3.34 mill tax for operations at Lady of the Sea hospital in Galliano. The tax passed easily by a vote of 3,009 (69 percent) to 1333 (31 percent). The tax costs a Tenth Ward resident with a $100,000 home $8.35 a year. It raises about $2.2 million annually and makes up 8 percent

of the hospital’s budget. The tax will be collected from 2016 to 2025. Tenth Ward voters also renewed another 3.1 mill tax for Lafourche Ambulance Dist. 1, passing it by a vote of 2,972 (69 percent) to 1366 (31 percent). The tax costs a resident with a $100,000 home Jimmy Cantrelle $7.75 a year. It’s expected to bring in about $2 annually, about 56 percent of the district’s budget. Voters in parts of central and south Lafourche renewed a 0.9 mill tax for drainage operations and maintenance. Drainage District #1’s tax passed by a vote of 4,772 (71 percent) to 1,977 (29 percent). The owner of a $100,000 pays $2.25 a year towards the tax. It is expected to raise almost half a million annually.

Republican Billy Nungesser will take over as Louisiana’s lieutenant governor in January, after defeating Democrat Kip Holden in Saturday’s runoff election. The lieutenant governor’s runoff was a quieter competition than the governor’s race, with the two men trying to build off grassroots support and name recognition. Holden, the Baton Rouge mayor, is a former city council member and state lawmaker. Nungesser is the former president of Plaquemines Parish. Besides being second in line to the governor, the

Sheriff’s Office deputies conduct a checkpoint recently, checking motorists for seat belt use as well as other violations. Deputies will be conducting multiple checkpoints this week in an effort to keep highways safe around the Thanksgiving holiday. A seat belt checkpoint will be conducted during the daylight hours of Wednesday, Nov. 25, as well as on Thanksgiving Day – Thursday, Nov. 26. Another seat belt checkpoint will be conducted during the evening of Friday, Nov. 27, and a DWI checkpoint will begin Friday night, and continue into the early morning hours of Saturday, Nov. 28. During the seat belt checkpoints, deputies will be checking motorists for seat belt and safety seat violations, as well as other violations such as expired inspection tags.

BATON ROUGE, La. (AP) — Gov. Bobby Jindal’s plan to rebalance the state’s budget and close a $487 million deficit received overwhelming support Friday from state lawmakers, who backed a stopgap approach that leaves hefty problems for Louisiana’s next governor. Members of the Joint Legislative Committee on the Budget said they expected to face budget troubles again in only a matter of months, but they set aside those worries and said the governor to take office in January will need to address the state’s larger financial woes. “This is not a perfect plan. This kicks some things down the road again,” Senate President John Alario, R-Westwego, said as he urged passage. “But at least it gets us through this crisis right now.” See Budget Plan Page 5-A

The Town of Golden Meadow will host its Christmas Parade on Saturday, November 28, beginning at 3:30 p.m. Participation in the parade will be free and open to the public. Participants may decorate floats, trailers, or golf carts. Participants in the parade must be at least 4 years old. Prior to the parade Santa and Friends will be at the pavilion at Oakridge Park from 1 to 3 p.m. Pictures will be allowed, but you must bring your own camera. There will also be entertainment for the kids along with treats. Anyone taking part in the parade should be at the park no later than 2:30 p.m. to line up to head to the parade starting point on the north end of town. The parade will travel south and end at the Town Hall where there will be a tree lighting ceremony and refreshments served. To enter the parade a registration form must be completed. The Bayou Playhouse celebrates this holiday season with a new twist on Charles Dickens’ old classic, A Christmas Carol. This holiday family favorite about the cranky old miser, Ebenszer Scrooge will open at the Bayou Playhouse on Friday November 27 and will run through Sunday December 20. “This highly inventive adaptation of the Dickens story will be performed in the classical clowning style of Commedia dell’ Arte. We have dancers, singers, jugglers, mimes, clowns & an English bell choir,� said Director Perry Martin. “It’s a Bayou Playhouse holiday Christmas gift of wonder, laughter, awe and imagination for children of all ages.� In this retelling of the family holiday classic, the audience encounters a company of traveling players about to perform A Christmas Carol. As the on-stage trunk of supplies opens, actors and clowns spill out and roll on stage. The troupe improvises by creating an unbelievable magical world of make-believe. The players soon discover that the actors playing Scrooge and Tiny Tim have abandoned the tour; but the show must go on! The prop girl eagerly volunteers for the part of Tim while the cynical gruff stage manager must be forcibly drafted to play the old miser. The troupe proceeds to make their way through the Christmas tale - creating fog, snow, fire and ghosts through mime, imagination and wonderful visual effects. The rag tag players quickly become the characters of this story, and we are then pulled into the life of Ebenezer Scrooge. The Christmas Spirits work their magic and warm the heart of Scrooge, as well as the entire audience. US rig count declines by 10 this week to 757

HOUSTON (AP) — Oilfield services company Baker Hughes Inc. says the number of rigs exploring for oil and natural gas in the U.S. this week declined by 10 to 757. Houston’s Baker Hughes said Friday that 564 rigs were seeking oil and 193 explored for natu-

ral gas. A year ago, with oil prices almost double the prices now, 1,929 rigs were active. Among major oil- and gas-producing states, Louisiana and Oklahoma each lost four rigs, Colorado and Wyoming each declined by three, West Virginia lost two and Ohio declined by one. Texas gained four rigs, Pennsylvania gained two and North Dakota increased by one. Alaska, Arkansas, California, Kansas, New Mexico and Utah were unchanged. The U.S. rig count peaked at 4,530 in 1981 and bottomed at 488 in 1999. ___

If you’ve read my columns you know I’m a sucker for famous quotes from famous folks and I use one whenever it fits my column. Examples: From movies: “Here’s looking at you, Kid”, “I’ll be back”, and “Run, Forrest, Run”; from world leaders: “Nothing to fear but fear, itself”, “I Shall Return”, “Mr. Gorbachev, tear down this wall”, and Paul Revere, who shouted, “Faster, you old nag, we got a nation to

save”, … I made that one up—-but here’s one that connects. In 1922, Egypt archaeologist Howard Carter, after searching for 31 years, discovered King Tut’s tomb. As he opened the vault he was asked: “Do you see anything?” “Yes”, he replied, “Wonderful things.” I had such a moment, not quit as monumentally, but on June 2, 1947, I opened a box mailed from

As I nervously opened it, I too saw “Wonderful Things” which I can better describe with the title of one of Jimmie Rodgers’ greatest hits, “Treasures Untold”. It contained a letter from Mrs. Jimmie Rodgers, her 1935 biography of Jimmie, 8 autographed pictures he had signed in 1932, (she wrote “only 12 left” now), an old ticket and poster from a concert, a fan club booklet from 1929, (my birth year), and a 78 rpm record with his picture laminated on it. I’ll tell you the amazing story of this record next time; why only 100 were pressed and sent to her but never marketed. She had presented one each to Ernest Tubb, Hank Snow and Roy Acuff, and with this one for me she would only have 5 left and only 10 known to exist in the world. The others were lost

or stolen. As late as 1972 even the Country Music Hall of Fame in Nashville, where Jimmie had been the first person inducted, did not have one. I’ll tell you how they got one. I carefully handled each article while tightly holding the box. To understand my emotions, just imagine your reaction had you received such a box from Pricilla after Elvis’ death. In his time Jimmie was as famous as Elvis, but unlike Elvis, he had been totally forgotten by 1947. That would change! Early next morning I got in touch with seven of my friends and had them pose by a phonograph holding an old Jimmie Rodgers record in one hand and his picture in the other. I boxed and mailed the pictures of our “Club”, pictures of Bayou Lafourche, and me, including one singing with the Dudley Bernard band. (I was not yet a member but told her I was singing a Jimmie Rodgers song although I really didn’t remember). I included other articles to fill the box, which of course paled in comparison with her gifts to me. Only the picture record, the biography and two of her letters survived the Hurricane Hilda flood of 1964. So began our correspondence that lasted for the rest of her life. In 1950, with little fanfare and not much expectation, RCA released an LP “Jimmie Rodgers Memorial” containing 12 of his greatest hits. To their

amazement it flew off the shelves, bought by old fans, new fans, fans who only knew the legend, and from fans from all over the world. His fame, legend and music was revived, but that would come later. The complete 105-song box set, 5 CD’s, is available on Amazon for under $25. Also in 1950, a new announcer, Jim Andrews, initiated a program on WBOK in New Orleans called “Hillbilly Jamboree”. To my delight he played a Jimmie Rodgers record on his program every day, most of which I had never heard since RCA

had not yet begun the reissues. Having worked in San Antonio he knew Mrs. Rodgers, (he called her Carrie), and one morning he called me, introduced himself and told me that Mrs. Rodgers was coming to visit him for an interview. She had given him my phone number for him to invite me to meet them at the radio station for lunch. I couldn’t believe my ears. What a way to start my day! Next week, I meet the great lady. Bye now!

Villere pointed to victories for lieutenant governor and attorney general and gains in the state Legislature. “Make no mistake, Louisiana is a deep red state and our Republican brand is strong,” Villere said in a statement lamenting a “disappointing result in the gubernatorial race.” The Democratic victory was as much about Vitter’s flaws as a candidate as it was about Edwards’ strengths. Edwards painted the race as a referendum on Vitter’s character and suggested the U.S. senator didn’t measure up in such a competition. Edwards, who started the campaign as a little-known lawmaker from a rural parish, focused on his West Point degree and military resume, and he pledged a bipartisan leadership style. “The people have chosen hope over scorn, over negativity and over distrust of others,” Edwards said in his victory speech, before leading a second-line parade with a jazz band through the French Quarter hotel ballroom.

In the final days, Vitter sought to rally Republican voters by drawing policy distinctions with Edwards and making Syrian refugee resettlement an issue in the state campaign. But it didn’t work. “I’ve lost one political campaign in my life, tonight and ironically it’s the campaign and the political effort I am most proud of,” Vitter told supporters. The rebuke from Louisiana voters will create an open Senate seat for the 2016 election, as Vitter announced he wouldn’t seek re-election to Congress. Several Republicans already have said they’re interested in running for the position, including U.S. Reps. Charles Boustany and John Fleming, among others. Democrats were ecstatic as Edwards defied expectations that only a Republican could win statewide in Louisiana. He thanked supporters who “believed we could confound the conventional wisdom that this victory just couldn’t happen.” “It did happen,” he said. Rather than a race about the state’s deep financial troubles, the contest for governor largely became about Vitter, who has been in elected office, first as a state lawmaker and then in Congress, for more than 20 years. Vitter began the election cycle nearly two years ago as the clear favorite. He stockpiled cash for the campaign, dwarfing all competitors. And with a campaign operation that has helped him and his allies to steamroll opponents over the years, he appeared nearly unbeatable. But Vitter was hit with repeated attacks for a 2007 prostitution scandal in which he apologized for a “serious sin” after he was linked through phone records to Washington’s “D.C. Madam.” He had trouble uniting Republicans after a blistering primary competition in which Vitter trashed two GOP rivals and received heavy criticism for his scorched-earth political style. And his campaign was accused of ethical improprieties after allegations it secretly recorded political opponents. Vitter’s negatives with voters shot up in the polls. The U.S. senator also was hampered by high disapproval ratings for his fellow Republican, outgoing Gov. Bobby Jindal, who is

blamed for the state’s financial problems. “John Bel Edwards’ victory shows that Louisiana has turned the page on David Vitter’s scandals and eight years of Bobby Jindal’s failed economic policies,” the Democratic National Committee said in a statement. New Orleans has passed for 313.2 yards per game, which ranks third in the NFL. The running game hasn’t done as well, ranking 21st (101.3 yards per game), but running back Mark Ingram is having a solid season because of his ability to supplement the ground game by receiving short passes out of the backfield. He has gained 998 yards from scrimmage and scored five TDs. But even the Saints’ offense has endured untimely stints of stagnation, which has haunted New Orleans in several close losses. “I do not think that I

would say that there is a sense that everything’s OK. I think guys are smart enough to understand the situation and the expectations,” said right tackle Zach Strief, an offensive captain. “It’s like one week we show up and one week we don’t. Upon motion by Griffin and second by Melancon, with no public comment, the board unanimously approved the minutes for September 10, 2015 regular meeting, September 14, 2015 special meeting and September 23, 2015 special meeting. Executive Director’s Report Northern Expansion – Engineer Joe Picciola reported Crosby Dredging is on site making the 4th pass for the Slip D Bucket Dredge. The berm is at elevation for 70% of the length. They will be doing cross sections now so we can meet to see where they are and how much more is needed. Davie Breaux reported that Shavers-Whittle was on site yesterday for the Slip C 800 LF East Bulkhead. They will start building the access road to the project site. Airport Projects – Richard Osborne reported the Glide Slope lien period will end October 31st. The Apron Expansion clear lien and retainage is later on the agenda. Breaux stated that Plaisance Dragline has the pumps on order for the Pump Station. Other materials are being delivered to the site. Executive Director Chiasson stated the Chevron facility at the airport is now in operation. Port Security and Grant Projects April Danos reported we continue to process contracts for the Sustain & Maintain project. Joni Tuck stated that the Risk Mitigation Plan is complete. We had the presentation on Monday night. She thanked the partners in this project which are our tenants, Parish Government, Fire Dept., and the Ambulance Dist. for their participation in learning what priorities are needed which will drive our port security investments for the next five years. Melancon questioned how long it took to develop this plan, which Tuck responded 4 months. Other Projects – Engineer John Plaisance reported the Nerby Collins Commercial Marina Bulkhead is close to completion. The items remaining are to trim the sheet piles and do some electrical work. The Port maintenance department will install the top cap. Engineer Larry Picciola reported the N. J. Theriot Road Improvements project is complete with the clear lien and retainage later for approval. Engineer Picciola reported the dolphins are being fabricated and will start painting in the next few days for the Mooring Dolphins Phase 4 project. Engineer Joe Picciola reported the FEMA Breakwaters project is complete with the clear lien and retainage later on the agenda. Engineer Joe Picciola reported

the bid of $331,255.00 from Professional Construction Services was extended until November for the Fourchon Bridge Helper Bent project in order to discuss with landowners and stakeholders. Chiasson stated it looks like it is all coming together with some funding from all stakeholders to help pay for this project. Picciola reported we received bids on September 22nd for the Steel Mooring Piles in Bayou Lafourche and the recommendation is to award to Plaisance Dragline & Dredging for $146,000. Chiasson stated the team is updating the Assumption of Maintenance Study which will be delivered for our review the first week in November then we will submit it to the Asst. Secretary of the Army. Chiasson plans to meet with ASA next week in DC. Chiasson stated that the Section 203 Feasibility Study package has been at Corps headquarters and is expected to be submitted to the ASA office soon. He also plans to meet with them during his trip to DC next week. Breaux reported Huey Stockstill plans to start paving LA 3090 on Monday. We expect 15 minute traffic delays for the next 2-3 weeks. Update on LA 1 Projects – Boulet reported Segment C’s final plans are now 99% complete and are being updated to reflect the final specification requirements by the Corps relative to construction of the T-Wall in the levee in Golden Meadow. DOTD says the project remains on schedule for the February letting. In addition, LA DOTD is finishing up final plans for Phase 2E. The structural design is mostly complete, and DOTD is working on the electrical design. This is the segment which would be bid out after segment C bids are taken, if bids of Segment C are far enough lower than the $46 million that has been allotted for to allow the state to fund Segment E. In looking beyond Segment C in Golden Meadow, Boulet is continuing to meet with significant LA 1 stakeholders to request their participation in a Segment A industry match. The state will be receiving an updated construction cost estimate on all remaining segments, and the final report regarding the proposed design alternatives from the Value Engineer Study. Once received, they can decide how they would like to move forward with the final design of Phases 2A and 2B. Cheramie stated he has been getting feedback from oil companies that had enough with giving money for the project, which Boulet replied that he did contact stakeholders that participated in the first match if they would participate in a second match however he is looking at all options. Chiasson then recognized several candidates in the audience. Daniel Lorraine announced his candidacy for District #9 Parish Councilman. Joe Fertita announced his candidacy for Lafourche Parish President. Mike Fesi announced his candidacy for State Senate District#20. Committee Reports Executive Committee – The committee met on September 23rd in Port Fourchon present was Gisclair, Cheramie, Melancon, and Griffin. They also met on October 12th in Galliano with all present. Upon motion by Collins and second by Savoie, with no public comment, the board unanimously approved the request from Complex Drilling, LLC to lease 7.316 acres of property on site GLF190. ond by Melancon, with no public comment, the board unanimously approved the request from Port Fourchon Marina to allow the mooring of 2 supply vessels the M/V Kristin Fagan of 186’ and the M/V Grady Fagan of 193’ along Flotation Canal from November 1, 2015 through May 31, 2016. The vessels will be stacked/moored at this location with no work being performed during this specified time. Upon motion by Griffin and second by Bruce, with no public comment, the board unanimously approved the Right of First Refusal request from OMNI Energy Services Corp for site GLF625. Upon motion by Cheramie and second by Gaudet, with no public comment, the board unanimously adopted a resolution deeming it necessary for the Department of Transportation and Development to consider correcting the timing of the caution light system which warns drivers of the red light approaching at the intersection of Louisiana Highway 3235 and Louisiana Highway 3162 in order to ensure the safety of the citizens of this community approaching the red light. Upon motion by Cheramie and second by Guidry, with no public comment, the board unanimously approved the accredited delegate Chett Chiasson to attend the 2015 AAPA Annual Convention with alternates being John Melancon and Kris Gaudet. Permits & Waterways Committee - The committee met on September 23rd in Fourchon present was Cheramie, Gisclair, and Griffin. Collins absent. Chairman Cheramie presented for the board’s review the permit application from Gulf Island Contractors, Carrizo Oil & Gas, and South Lafourche Levee District. Upon motion by Griffin and second by Bruce, with no public comment, the board unanimously approved the lowest quote from SBL Construction of $83,830.00 for the 2015 Bayou Cleanup project. Chiasson stated that this is to remove the 16 wharves and 2 sunken vessels in Bayou Lafourche. He stated Item#7 on the list was repaired and removed from this project. Construction & Development Committee - The committee met on September 23rd in Fourchon present was Bruce, Gisclair, Griffin, with vacant seat by Vizier. They also met on October 12th in Galliano with all present including new member Savoie. Upon motion by Melancon and second by Savoie, with no public comment, the board unanimously approved the out of state travel requests from Chett Chiasson and up to 2 board members to attend meetings in Washington, DC on January 19, 2016. President Gisclair opened floor for any other business. Gisclair then recognized this month as breast cancer awareness month. Cheramie replied that his family was affected with this and stated prayers are needed for these families dealing with breast cancer or any cancer. Pray for them. Cut Off man convicted of fourth DWI offense Wednesday, November 25, 2015 THE LAFOURCHE GAZETTE

A Cut Off man was convicted Thursday, November 19th for three offenses arising out of an April 2013 disturbance in South Lafourche. Anthony Lebouef, 36, was found guilty of fourth offense driving while intoxicated, public intimidation and aggravated flight from an officer after a three-day jury trial. “I thank the jury for their attention, their service and their verdict,� said Assistant District Attorney Heather Hendrix, who prosecuted the case. “Considering the facts of this case, it was fortunate that no one was injured.� A Lafourche Parish Sheriff’s Office deputy initially made contact with Lebouef on West 21st Street in Larose as the officer responded to a complaint of a disturbance. When approached by the deputy, Lebouef refused to exit his vehicle and instead fled the scene, nearly striking the officer. The defendant then led the deputy on a highspeed pursuit through residential neighborhoods. During the pursuit, several other vehicles were forced from the roadway before Lebouef was eventually forced to stop. While the deputy processed the scene, Lebouef made comments

During the subsequent investigation it was determined that Lebouef’s blood alcohol content was above the legal limit, and several open cans of beer were located in the vehicle. “Our office has always targeted repeat DWI offenders, and for a reason,� said District Attorney Camille A. Morvant, II. “They have historically posed an increasing risk of harm to the public, and this man’s reckless behavior while drunk illustrates that danger.� The defendant had previously been convicted of DWI for offenses arising in May and December of 2003, as well as December, 2009. Lebouef faces up to thirty years in prison for the DWI conviction, up to five years in prison on both the aggravated flight and public intimidation charges. Sentencing is set for December 10 at 1:30 before the Hon. John E. LeBlanc. Lebouef’s vehicle is also subject to seizure as a result of the DWI conviction, and he may also be charged as an habitual offender under Louisiana law because of other prior felony convictions.

Louisiana’s labor market slipped in October, as the unemployment rate rose and payroll employment fell. Payrolls fell 6,000 from September and, crucially, also dipped below last October’s level. That’s a warning that the state’s economy may be sliding into recession. It was the first time since November 2010 that year-over-year job totals fell. Both sets of figures, adjusted to cancel out seasonal changes, were released Friday by the U.S. Labor Department. A separate survey shows the jobless rate rose to 6.2 percent in October from 6 percent into September, remaining below October 2014’s 7 percent rate. The number of people reporting having a job fell for the fifth straight month, as the labor force continued shrinking. Much of the payroll decrease is being driven by a decrease in oil-and-gas jobs. Employment in the mining and logging sector, which is dominated by oil-and-gas jobs, has fallen by 8,900 since October 2014, a 17 percent decline. “If low oil prices continue, then we can expect to see greater impact on the state’s workforce, especially in areas dependent on the oil industry,” Curt Eysink, executive director of the

Two inmates charged after investigators thwart escape plot

Lafourche Parish prison Inmates Troy Benner, 49, and Treiston Pierron, 32, face new charges after investigators thwarted a plan to attempt an escape from the Lafourche Parish Detention Center On Tuesday, November 10, correction officers learned a handgun and a handcuff key were hidden inside a cellblock at the Lafourche Parish Detention Center in Thibodaux. During a subsequent search of the block, officers discovered the handcuff key as well as an object shaped like a handgun. The object was determined to be handcrafted to appear to be a handgun, but was composed of soap, toilet paper, and other materials, most of which are made available to inmates. Detectives opened an investigation and learned Inmate Benner was allegedly responsible for hand-crafting the object made to give the appearance of a firearm. They also learned he had obtained the handcuff key after a correction officer unknowingly dropped it. Investigators obtained evidence of an escape plot and learned Benner allegedly intended to use the object, as well as the handcuff key, to attempt to escape from the facility. They also learned Inmate Pierron allegedly had knowledge of Benner’s activities and assisted him in planning the escape attempt. Inmate Benner was arrested in July for armed robbery stemming from a February 2015 incident in Lockport. He was charged with attempted simple escape in this incident, and his bond has increased to $400,000. Inmate Pierron was arrested in August for simple arson stemming from a July 2015 incident, as well as numerous outstanding warrants for contempt of court. He is charged with assisting escape, and his bond has increased to $300,000.

Louisiana payrolls rose in construction and were flat in professional and business services from September to October, but fell across other employment sectors. Many economists use payrolls as their top labor market indicator. The unemployment rate is calculated by a second survey asking how many people are looking for a job. Unemployment rates fell in 32 states in October,

rose in three, and were flat in 15. West Virginia, at 6.9 percent, had the highest unemployment rate among the states, while Louisiana’s rate was fifth-highest. North Dakota had the lowest, at 2.8 percent. The national unemployment rate fell to 5 percent in October from 5.1 percent in September. It was down from 5.7 percent a year ago. The number of unemployed Louisianans rose to 132,000, up more than 3,000 from September, but below October 2014’s level of 154,000. The state’s labor

force has been falling after peaking in May, meaning the number of people reporting jobs has been decreasing even as the unemployment rate and the total number of unemployed people have fallen. The broadest measure of those who are unemployed averaged 11.6 percent in Louisiana for the year ending in September, the most recent figures released. That includes people who look for work only sporadically, who have given up looking, or who work part time because they can’t find

a full-time job. Nationwide, that broad measure averaged 10.8 percent during the same period. ___
