Parish, Leeville hosting world fishing championship
The Bayou Lafourche Area Convention & Visitors Bureau has announced that Lafourche Parish will host the 2016 Hobie® Fishing World Championship the week of December 4-11. The kayak fishing tournament will draw in 50 anglers from 25 countries around the world to Leeville. The Hobie® Fishing World Championship takes place in a different country each year and is only hosted in the United States every four years. Lafourche Parish was chosen for the sixth annual tournament for the abundance of fish and the unique inshore topography that is attractive to kayak fishermen. Hobie® Fishing Worlds Tournament Director, Keeton Eoff, says hosting the championship in Leeville is a great way to showcase the culture of Lafourche Parish and give anglers an opportunity to experience a place like no other in the world. The Town of Golden Meadow held its third annual Christmas Parade Saturday officially kicking off the holiday season in the area. The Town of Lockport will hold their 25th Annual Christmas Parade this Saturday, Dec. 3 beginning at 5:30 p.m. The Tree Lighting Festivities will start the holiday weekend off on Friday, Dec. 2 at 6:30 p.m. at the Lockport Bayouside Park. Every child 12 and under will receive a gift from Santa Claus and Frosty. Free hotdogs and popcorn will also be provided by the Lockport Volunteer Fire Department.

Lafourche Parish Councilman Daniel Lorraine, serving in his 33rd year, is doing his thing in typical fashion, despite the challenges of today’s economy or his fellow councilmen. After decades of representing his district, Lorraine knows how to get what he wants, especially now when the Parish is dealing with lower revenue streams or when he thinks he is being ignored. His latest actions at Tuesday’s public meeting in Mathews, successfully adding three drainage projects in District 9 to the proposed 2017 budget, are a perfect example of how he goes about the business of getting results. About his proposals, Lorraine clarified: “Let me explain this. It’s two years that I’m trying to get these projects. I sent it in to Mrs. Randolph, and what happened there, we weren’t able to make any amendments. When Mr. Cantrelle
took office in January, he asked every councilman to submit projects. These are my three projects I sent in on January 18th.” In his West 107th proposal, street drainage will be culverted across a resident’s property to an outfall canal ($250,000). On West 217th, culverting will improve poor drainage in a one-lane street which connects Hwy. 1 and Hwy. 3235 ($200,000). Standing water in the front of West 123-124th Streets that hinders foot traffic in that area will be eliminated with the proposed raising of a sidewalk connecting the two streets along Hwy. 1 ($125,000). Lorraine expresses displeasure that the projects were not included in the 2017 budget. “I submitted it to Jimmy thinking it was in the budget, but lo and behold when I got a hold of the budget, none of my projects was in there. So here I am asking you for the three projects,” he says. See Council Page 5-A
LPSO accepting donations for their annual Christmas bicycle giveaway
Donations are currently being accepted for the Lafourche Parish Sheriff’s Office annual Christmas bicycle giveaway. Donations are accepted yearround, but Sheriff Craig Webre asks that any bicycles donated at this time be either brand new or in need of only minor repairs due to the giveaway taking place in December. More than 3,800 bicycles have been distributed to needy children of Lafourche Parish and Grand Isle through the program, which is now in its 23rd year. In 2015 alone, deputies delivered
280 bicycles. “This past year has been tough for many area families, and we want to help ensure a gift for children who might otherwise not receive one,” said Sheriff Webre. “Likewise, for that reason, there are plenty of families looking to help their fellow citizens, and this program provides that opportunity. This giveaway is only possible thanks to the generosity of our own citizens, and we thank you on behalf of all the families that have benefited and will benefit from your selflessness.” See Bikes Page 5-A
BATON ROUGE, La. (AP) — Ed Orgeron, the burly, boisterous Cajun who energized LSU’s football program in the wake of coach Les Miles’ dismissal, briefly and uncharacteristically struggled to speak. The 55-year-old from the small bayou town of Larose, was trying to publicly thank his mother and late father when his distinctive, raspy, baritone voice fell Ed Orgeron silent and he paused to keep from sobbing. The significance of the moment had fully set in. On Saturday, LSU formally named Orgeron the permanent head coach of the flagship college football program in the state where he was raised before venturing out on a career that took him from coast-tocoast and back again. “Growing up in the state of Louisiana, watching the Tigers play, we get it,” said Orgeron, who is only the third Louisiana native to coach the Tigers since LSU joined the Southeastern Conference in 1933. Baton Rouge - In the ongoing attempt to better serve the citizens of Louisiana, beginning December 5th the Office of Motor Vehicles (OMV) will be accepting cash for certain transactions. Last month it was announced that the OMV would no longer accept cash for transactions. However, after reviewing current OMV policies it was decided that in the best interest of the public, and to protect the integrity of the OMV staff, the OMV would continue to accept cash for all transactions except for reinstatement services. Galliano bridge closed for 120 days
The Galliano Pontoon Bridge is closed for the demolition and reconstruction of its LA Highway 1 approach. The bridge will be closed for approximately 120 days. MINDEN, La. (AP) — Travelers along U.S. Highway 80 to and from Minden are greeted many mornings with a smile and a wave. The Press-Herald reports that 63-year-old Benny Moore stands by the roadside to spread cheer to people headed to work and school. The semi-retired logger says it’s a blessing to share some joy — and it takes more energy to frown than to smile. Moore is originally from Ringgold but moved to Minden in 2000. He has seven children and seven grandchildren. He says he likes to grill, cook and give away food. He says many people tell him that the roadside waving makes their day, and if they worry if they don’t see him for a while. ___

World’s oldest living person celebrates 117th birthday
VERBANIA, Italy (AP) — Italy’s Emma Morano, the world’s oldest living person, marked her 117th birthday Tuesday, blowing out all the candles on her cake. Beaming at the attention, Morano took in the festivities for her milestone celebration sitting in an armchair in her one-room apartment in the northern town of Verbania, joined by her two elderly nieces, a pair of caregivers and her long-time physician. She happily accepted some gifts, including her favorite cookies, which she ate with some milk. Then she blew out the candles on her cake — not one for every year, but three numerals to show her age, 117 — and quipped: “I hope I don’t have to cut it!” Morano, who is believed to be the last surviving person in the world born in the 1800s, became the oldest living person in May. Italy is known for its centenarians — many of whom live on the Mediterranean island of Sardinia — and gerontologists are studying Morano, along with a handful of Italians over 105, to try to figure out their longevity. Bava has credited Morano’s long life to her genetic makeup, “and nothing else.” ___ fish species will be targets for the anglers including redfish, speckled trout, and flounder. All fish will be Catch Photo Release. The angler with the highest cumulative length over the three-day period of competition will be crowned the 2016 Hobie® Fishing World Champion. Hobie® will be airing the tournament on CBS Sports and Fox Sports networks in late February or early March of 2017. Lafourche Parish will be showcased on a national and international platform as the tournament is expected to garner significant media coverage. Raging wildfires force evacuations in Tennessee
ATLANTA (AP) — Raging wildfires fueled by high winds forced the evacuation of thousands of people and damaged hundreds of buildings in a popular resort town on the border of the Smoky Mountains National Park as National Guard troops arrived early Tuesday to help overwhelmed firefighters. Rain had begun to fall in some areas, but experts predicted it would not be enough to end the relentless drought that has spread across several Southern states and provided fuel for fires now burning for weeks in states including Tennessee, Georgia and North Carolina. The storms appeared to be taking aim at the nearly 28,000-acre Rough Ridge Fire in north Georgia and the nearly 25,000-acre Rock Mountain Fire that began in Georgia and then
spread deep into North Carolina. In Gatlinburg, Tennessee, officials said hundreds of homes and other buildings, including a 16story hotel, were damaged or destroyed by flames. And preliminary surveys indicated that Westgate Resorts, with more than 100 buildings, and Ober Gatlinburg were both likely destroyed, according to a news release Tuesday morning. Emergency officials ordered evacuations in downtown Gatlinburg and Pigeon Forge and in other areas of Sevier County near the Smoky Mountains while crews continue to battle the blaze, which also had crept to the edge of the Dollywood theme park. About 14,000 residents and visitors were evacuated from Gatlinburg alone, officials said. No deaths have been reported, though several people were hospitalized with burns.

“We understand what you gave to us and the accountability that we have to the people of the state of Louisiana, to LSU, and everybody that played here.� The announcement by athletic director Joe Alleva came two days after the No. 25 Tigers defeated No. 22 Texas A&M 54-39. Following Thursday night’s game, players’ raucous chants of “Keep coach O� could be heard from LSU’s locker room. “We’ve got our man. He’s been here all along,� Alleva said. “We know where Coach O’s heart is. We know where his love is. We know where his passion is. ... It’s part of his DNA.� Orgeron has gone 5-2 since taking over for Miles, who was fired Sept. 26 after LSU, which entered the season ranked No. 5 in the AP preseason poll, started 2-2. LSU’s two losses since Orgeron was promoted came against No. 1 Alabama and 13thranked Florida, the Southeastern Conference East Division champion — and the loss to the Gators came down to the final play. It was the second winning interim stint at a major program for Orgeron, who went 6-2 at USC after Lane Kiffin was fired in 2013. Now Orgeron has his second full-time head coaching job at the Division I, FBS level. The first also was in the SEC — at Mississippi from 2005 to 2007. But he never had a winning season with the Rebels, going 10-25. Alleva asserted that there is ample evidence that Orgeron has grown since then. “He is a mature, veteran coach that has learned over the course of time from numerous great mentors and has taken the good qualities from mentors and assembled them into what he wants to do,� Alleva said. “He knows now what his strengths are and he knows what his weaknesses are, and he high-
lights those strengths and he will fortify his weaknesses with people that he hires.� Alleva divulged that one of Orgeron’s mentors, current Seattle Seahawks coach Pete Carroll, called LSU to stump for his former USC assistant. Orgeron said he’d hit the recruiting trail immediately. After players take final exams, he’ll start preparing the team for a bowl game that has yet to be determined and then round his staff through the offseason. “My plan is to take my time and assemble the best staff in America,� Orgeron said, adding that defensive coordinator Dave Aranda has committed to remaining at LSU. “I just know this: I’m trained, ready to do this. ... I’ve learned from my mistakes. I’m ready to build a championship program.� Orgeron said he expects to lure an elite offensive coordinator who’ll be adept at running a spread offense, which he sees as a requirement in the modern game. He declined to mention candidates, even when specifically asked about Kiffin, an old friend who is currently the offensive coordinator at Alabama. With his Cajun accent, friendly disposition and what his sons describe as a prodigious appetite for gumbo, Orgeron is relatable to Louisiana football fans. His grass-roots support has been evident since his first walk into Tiger Stadium as interim coach. He’s been a household name in his home state for decades, having won a state championship at South Lafourche High School, where his teammates included quarterback Bobby Hebert, who would go on to an NFL career, notably with the New Orleans Saints. Orgeron was recruited by LSU and initially committed there, but later decided to follow Hebert to Northwestern State. He has coached with several major programs, including Miami, Syracuse and Tennessee, as an assistant — often serving as

I just don’t like the fact of putting culverts all over the place. Just because you (Lorraine) had it for two years and nobody wanted to fund your projects. I’ll support it this time, but ‌ ,â€? said Lafont. Armand Autin opposed the funding. “I’m not here to object strongly to any project, but the funding source is where my dilemma is. These road projects that we’re looking at, there’s going to be a shortfall. I’d be hesitant to vote for culverting a whole street, and not keeping that money in the roads. I don’t know why this wouldn’t be a project for Drainage District #1,â€? stated Autin. Lorraine admonished his opposition, one of his favorite tactics. “Mr. Autin, let me remind you, most of the tax money (RSTD2) is generated in mine and Mr. Lafont’s districts, but you get half the money,â€? he replied. “I want to go on record as saying I would go along

with a supplemental in the future, but until we find a way to get all these roads fixed that we have identified as problematic, and with a shortfall to fix them, I can’t support it,� Autin responded. Lorraine argued again using history, another of his favorite tactics. “We passed the tax in 1997 for RSTD2, and renewed it in 2008, and changed the wording to include roads, drainage and bridges. It comes in every month—a half-penny sales tax. If we are short, all we’ve got to do is bond some money. Don’t forget, RSTDA bonded $25 million. We (RSTD2) bonded $10 million and that’s almost paid for. The sales tax will continue to come in. Also, we have $200,000 from another unfinished project. We should be okay,� he said. Councilman Autin voted against the West 107th project, but it passed 7-1 with Bo Melvin absent. On Lorraine’s West 217th work, Autin and James Bourgeois voted “nay�, but the amendment still passed 6-2. And on the sidewalk improvement, the vote was unanimously in favor of Lorraine’s measure. It remains to be seen if Cantrelle will veto any of the amendments to his budget. But Lorraine is well aware that the Council can override a veto with a 2/3rds vote—it happened in December 2013 when former President Randolph attempted to veto 10 amendments to her 2014 budget.

Lorraine’s amendments are part of a package of 34 budget changes that were considered on Tuesday. He has learned his lesson when previous administrations did not act on his proposals. Amending them into the capital budget will assure they get done, he says. His only opposition is the vote of the other councilmen, not the whim of the administration. Allen convicted of simple burglary on inhabited dwelling
A Cut Off man was convicted of Simple Burglary of an Inhabited Dwelling after a bench trial Monday in Judge Christopher Boudreaux’s courtroom. Leeroy Allen, 36, was accused of entering a Cut Off residence with Robert Bourgeois and Blake Hernandez in mid-May, 2015, when the homeowner was offshore at work. Several tools, some jewelry, and a pistol were taken from the victim’s home. Hernandez, who confessed to the crime in a statement to Lafourche Parish detectives, pled

Prosecutors Rene Gautreaux and Shaun George played a recording of the confession, in which Hernandez told how he was doing carpentry work for the victim and disconnected her security cameras days before he, Bourgeois, and Allen went to her home at night when she was offshore. Hernandez testified at trial that he was truthful when he made the statement. Lafourche Parish Sheriff’s Detective Joseph An-
derson testified that in the course of his investigation he viewed videos of Hernandez and Allen at various retail stores attempting to use the victim’s credit cards. He also recovered most of the victim’s property from various pawn shops in Lafourche and Terrebonne, which records showed Hernandez had pawned. “The fact that these perpetrators took advantage of the victim’s trust in them makes this crime particularly troubling” said District Attorney Camille A. Morvant, II. “We are very
satisfied with the verdict. It means that this defendant won’t be in the position to prey on other victims for some time.” Sentencing is set for December 14, 2016 before the Judge Christopher Boudreaux. Simple Burglary of an Inhabited Dwelling carries a maximum sentence of twelve years; however, Gautreaux said that due to Allen’s criminal history, the DA’s office will file a habitual offender bill of information, exposing the defendant to double the maximum sentence.

All bids shall be accompanied by bid security in an amount of five percent (5.0%) of the sum of the base bid and all alternates. The form of this security shall be as stated in the Instructions to Bidders included in the Bid Documents for this project. The successful Bidder shall be required to furnish a Performance and Payment Bond written as described in the Instructions to Bidders included in the Bid Documents for this project. A NON-MANDATORY PRE-BID CONFERENCE WILL BE HELD at 10:00 am on Thursday, December 1, 2016 at CPRA, 1440 Tiger Drive, Suite B, Thibodaux, Louisiana 70301.
It is the responsibility of all potential bidders to visit the job site to assess the location, logistics, and site conditions prior to bidding.
Bids shall be accepted from Contractors who are licensed under LA. R.S. 37:2150-2192 for the classification of Heavy Construction, Subclassification: Landscaping, Grading & Beautification or Specialty, Subclassification: Coastal Restoration & Habitat Enhancement or Specialty, Subclassification: Seeding, Sodding, Load & Soil Stabilization, Erosion Control, Sheet Piling. In accordance with LA. R.S. 37:2163(D), anyone objecting to the classification must send a certified letter to both the Louisiana State Licensing Board for Contractors and the CPRA at the address listed above. The letter must be received no later than ten (10) working days prior to the day on which bids are to be opened.
Bidder is required to comply with provisions and requirements of LA R.S.38:2212(B)(5). No bid may be withdrawn for a period of forty-five (45) calendar days after receipt of bids, except under the provisions of LA. R.S. 38:2214. The Owner reserves the right to reject any and all bids for just cause. In accordance with La. R.S. 38:2212(B)(1), the provisions and requirements of this Section; and those stated in the bidding documents shall not be waived by any entity.
When this project is financed either partially or entirely with State Bonds or financed in whole or in part by federal or other funds which are not readily available at the time bids are received, the award of this Contract is contingent upon the granting of lines of credit, or the sale of bonds by the Bond Commission or the availability of federal or other funds. The State shall incur no obligation to the Contractor until the Contract between Owner and Contractor is fully executed.

LOUISIANA DEPARTMENT OF ENVIRONMENTAL QUALITY (LDEQ) North American Shipbuilding, LLC Larose Shipyard DRAFT WATER DISCHARGE PERMIT
The LDEQ, Office of Environmental Services, is accepting written comments on a draft Louisiana Pollutant Discharge Elimination System (LPDES) permit prepared for North American Shipbuilding, LLC, Larose Shipyard, 16201 East Main, Cut Off, Louisiana 70345. The facility is located at 800 Industrial Park Road, Larose, Lafourche Parish. Upon the effective date of the final permit, the LPDES permit shall replace the previously issued LPDES permit. The principal discharge from this existing source is made into the Intracoastal Waterway via an effluent pipe or via local drainage, waters of the state classified for primary contact recreation, secondary contact recreation and propagation of fish and wildlife. Under the SIC Code 3731, the applicant proposes to discharge treated sanitary wastewater, facility ballast and/or void water and stormwater runoff from an existing shipbuilding and repair facility. During the preparation of this permit, it has been determined that the discharge will have no adverse impact on the existing uses of the receiving waterbody. As with any discharge, however, some change in existing water quality may occur. Comments and requests for a public hearing or notification of the final decision can be submitted via personal delivery, U.S. mail, email, or fax.
