Tax hikes, cuts, furloughs being weighed to balance budget

Refunds to be issued within 60 days of return being filed Tuesday, the Louisiana Department of Revenue began accepting and processing 2015 state individual income tax returns. The filing deadline is Monday, May 16. The department enters this tax season with a focus on safeguarding taxpayers against fraud. During the past two years, LDR has saved taxpayers more than $25 million through its anti-tax fraud initiatives. Additionally, more than 50 individuals have been arrested under a statewide initiative to crack down on tax fraud in Louisiana. The department has responded to increasing occurrences of tax fraud by implementing enhanced security measures to protect Louisiana taxpayers. This means it will take additional time to process refunds. The expected refund processing time for returns filed electronically is up to 60 days. For paper returns, taxpayers should expect to wait 12 to 14 weeks. Taxpayers can also experience delays in receiving their refund if they fail to keep their most current contact information on file, including their name, address, and telephone number. Area Girl Scouts held their Cookie Rally to kick-off the Girl Scout Cookie sale which began January 15. The event was held at the Lockport Central Fire Station where the girls enjoyed activities that included safety, marketing tools, money matters, as well as games, and cookie tasting, to name a few. The Scouts are currently taking pre-orders, followed by cookie booth sales beginning February 26, and continuing through March 13.

Local land dedicated to deer, skeet and exotic flare Gazette News Reports

Have you ever driven down La. Highway 308 and seen that zebra that lives in northern Larose? Or what about that clumsy camel or those beautiful exotic deer? They’re beautiful and they roam Larose’s plains with pride, sometimes easily able to be seen with the naked eye when passing down the road. Yes, we’re being serious! We promise that’s not a type-o. They’re actually there! They’re all part of Arceneaux Whitetails, which is spread among a massive 900-acre plot of land that’s above the Intracoastal Canal in North Larose on land that’s blocked off by a sturdy tall black picket fence. The idea for the project was a place to house the deer, which roam around by the dozen and can be seen feeding throughout the day. But land owner and the project’s innovator Bryan Arceneaux said the Whitetails Ranch also aims to nourish and preserve Louisiana’s rich culture and all every action taken when designing the Louisiana wonderland had the outdoors in mind.

“We’ve spent a lot of time on this place,” said Bryan, who spearheaded the project with his wife Sammy and other family members. “I love the outdoors. I love the trees. I wanted to protect our culture. We’ve planted so many trees here. And we’re going to plant even more. I love the Louisiana heritage and culture, and I wanted to make sure we protected that here as best we could.” The place is a sight to see. Arceneaux Whitetails has several intricacies that are pleasing to anyone who’s a lover of the outdoors. The deer are plentiful and there area several different exotic species of the animals roaming the land, some from Africa and other places around the globe. Arceneaux said he buys the bucks from vendors around the country. Some are wild, but others are tamer and human friendly. When passing on LA Hwy. 308, they’re often seen at night sleeping under the massive lights staked periodically throughout the facility. See Animals Page 3-A

BATON ROUGE, La. (AP) — State leaders are rummaging around for ideas to stop the flow of red ink in Louisiana’s budget, with a more than $700 million gap to close by June in the state’s worst financial crunch in nearly 30 years. Gov. John Bel Edwards is expected to start unveiling his “menu of options” within the next week, ahead of a planned mid-February special legislative session to address this year’s shortfall and to start chipping away at a gap estimated to reach up to $1.9 billion next year. Ahead of any specifics from the Democratic governor, proposals are emerging around the Louisiana Capitol as lawmakers returned to meetings with the start of their new term. Among the ideas being discussed: sales tax hikes, a state property tax, employee furloughs, tax break removals, a revisiting of the Stelly Plan income tax provisions and cuts to the money sent to local government. Cuts to state agencies are expected, both for the $25 billion budget that ends June 30 and the spending plan being crafted for next year. But tax increases also seem likely. “Most people understand cutting anywhere from $1.5 billion to almost $2 billion out of a state general fund is likely not feasible,” said new House Speaker Taylor Barras, R-New Iberia. “To raise that much in revenue is probably as far off on the horizon. Knowing the basic conservativeness of this body, I think it will be a blending of the two is my best guess,” he said. See Budget Page 3-A

The Krewe of Nereids hosted a member only dinner and party recently to present this year’s royalty. Reigning over this year’s krewe Queen Nereids XXXII will be Queen Desiree Bodin Nereids XXXII Desiree Bodin of Golden Meadow. Desiree is the fiancé of Stephen Banegas of New Orleans and the daughter of George and Sherry Bodin of Galliano. She is a graduate of South Lafourche High School, Nicholls State University and the Lafourche Parish Sheriff’s P.O.S.T. Academy. Desiree is currently employed by the St. Charles Parish Sheriff’s Office as a Field Training Officer in the Patrol Division. The Texas Troubadour Sunday morning, March 4, 1952, the Cajuns headed home from Nashville as I sipped a beer while sadly staring out the window. “Cheer up, Lee,” Dudley said. “You sang on key and on beat, just like I taught you,” he added with a broad smile. “Yeah, Dud,” I answered, “but nobody heard me. I had no time to call my friends and relatives back home.” When Vin Bruce sang on the Grand Ole Opry, Galliano’s Manuel Toups hired a sound truck to announce it throughout South Lafourche. The “Jamboree” was less important, but still a great showcase for country singers. Eventually five people admitted having heard the show. We got back from Nashville and Reilly Pitre returned to his father’s (Burke Pitre) oyster business, Harry Simoneaux, Sr. to his job as Golden Meadow’s Post Master, Leonce “Fee Ran” Duet to boat building and Dudley and I to Dudley’s “Southern Serenaders”. I met Ernest Tubb again in 1954 and 1955 at the Jimmie Rodgers Memorial days in Meridian, Mississippi. He had organized but missed the first one in 1953 due to an illness he got in Korea. He brought back hundreds of telephone numbers and personally called everyone’s family. The last time we met was on his bus, April 1, 1970, at the Stage Coach Lounge in Galliano. It was sad. He had emphysema from his cigarette habit and had to retreat every 20

The Barataria-Terrebonne National Estuary Program (BTNEP) is partnering with Daniel Kariko, East Carolina University Professor of Fine Art Photography, for the Documenting Louisiana’s Wetlands: Voice of the Community project. The project will involve up to 15 participants from the Terrebonne and Lafourche parish communities, who have access to mobile phones with integrated cameras. The purpose is to empower the community of Southeast Louisiana to record personal narratives in light of recent environmental and cultural changes in endangered wetlands of the BaratariaTerrebonne estuary and the Gulf of Mexico. Participants will use the method of Photo Voice to create a “visual diary” and draw attention to personal concerns regarding their culture and heritage. “The project offers learning experiences for schools, families, and community groups that speak to the need to preserve these habitats, and allows a broad promotion of this issue,” said Kariko. The participants will receive a short training in best photographic practices and will be provided with a broad list of subjects and questions they should photograph and comment on.

For example, participants may be asked to answer how their environment changed in the past 10 years. The anticipated data collected will be photographs with short captions provided by participants and short videos. Participants will be asked to email their photographs and short videos to Mr. Kariko for possible publication to the Documenting Louisiana’s Wetlands website. Anyone who is interested in participating needs to send at least 10 photographs or videos recorded by your cell phone to website manager, Kariko at KarikoD@ECU.edu. An initial meeting for the selected participants will take place in Thibodaux in February. The date, time and place will be announced at a later time. The project will take begin in early spring 2016 and last through early summer 2016. “First and foremost, my goal is the photographic documentation and preservation of the culture, landscape, and history of the estuary, through community’s participation,” said Kariko. I showed him a book. “Wow,” he said, “that’s a first edition of Carrie’s 1935 biography of Jimmie signed April 28, 1947.” I answered. “I also have the picture record.” (I later donated it to the Country Music Hall of Fame in 1973.) I asked him, “Would you please sign the face page under her?” “Gladly” he answered, “But I might just diminished its value.” “No sir, you will only enhance it,” I proudly answered. As I was leaving, he said, “You know, son, you, me and Carrie’s daughter are the only people in the world who own both that book and the picture record.” Just as I got back to the club an old family feud erupted into a fight, stopped the show and cleared the hall. After the fight Ernest insisted that the show resume. Later that night I was in club owner Harris Pitre’s office and he was apologizing while settling business. “Mr. Pitre,” Ernest said, “I’ve played Honky Tonks most of my life and things wouldn’t be normal without a fight now and then.” We all laughed and called it a night. What a guy! While writing this column, I wrote a poem about him. It’s not Longfellow, Yeats or Poe, and a bit corny, but it’s from the heart.

The House got a crash course in state finances over two days of briefings. The picture was grim, as noted by Rep. Greg Miller, R-Norco. “Just turning down the thermostat isn’t going to get us there� to balance the budget, he said. Hefty state income tax cuts in 2007 and 2008, combined with the national recession, ballooning price tags for tax break programs and plummeting oil prices have stripped billions from Louisiana’s treasury in recent years. Seeking to maintain a no-tax-increase pledge, former Gov. Bobby Jindal cut spending and cobbled together budgets with money from savings accounts, property sales and other one-time fixes. Many of those accounts are now drained, and the budget gaps remain. “We are not facing a belt-tightening exercise. At the core of all of our state’s challenges is a structural budget problem,� Edwards told a gathering of business leaders Thursday. “We have to negotiate shared sacrifice in order to bring about shared prosperity. It’s the right thing to do. And it’s the only thing to do if we don’t want to find ourselves back here next year and the year after and the year after that,� he said. Crafting a fix will require the Democratic governor to work with a

majority Republican Legislature on proposals that in some instances require a two-thirds vote to pass. That’s not a simple task. Outside groups, economists and others have offered a litany of proposals for consideration to generate new dollars for the budget. One idea being widely discussed at the Capitol involves a re-enactment of provisions of the Stelly Plan, a 2002 tax rewrite that eliminated sales taxes on groceries and residential utilities in exchange for increased income taxes on middle- and upper-income earners. The tax increases were rolled back in 2007 and 2008, and the sales taxes were never put back in place by lawmakers. Estimates are that Louisiana has lost $800 million to $1 billion in yearly revenue from undoing the Stelly Plan. The governor and lawmakers also are looking at scrapping laws that steer millions of dollars to earmarked items and away from general government. The treasurer’s office estimates those “statutory dedications� that aren’t locked into the state constitution or tied to fees for specific services total at least $440 million a year. At a recent budget forum held by the Louisiana Association of Business and Industry, Mark Drennen, the top budget adviser to former Gov. Mike Foster, said the state needs to stop sending

The local businessman said the desire to have the deer in Larose stemmed from his family’s love for the outdoors. Arceneaux started with just one small plot of land in Northern Larose five years ago and slowly worked deals with countless sellers to buy the entire 900 acres. The facility features a treatment center where Arceneaux and others can station the deer and treat them when they are sick or injured, before releasing them back into the wild. “It’s so beautiful back here,� Arceneaux said. “My family has always loved the outdoors, but we never en-

visioned we’d be able to do this. We needed a lot of things to happen to get all of the land needed. It was kind of crazy how it all fell into place, but since then, we’ve worked so hard. It’s been a challenge. It’s almost hard to believe that we’ve done as much as we have so far.� In addition to the deer, the lands also house a camel, a llama, a couple zebra and other exotic animals. The space features several stocked ponds and lazy rivers, as well as a relaxation lodge/cabin that has an outdoor stereo system, an outdoor kitchen and a cozy living space. “This is where I can come when I have some things going on,� Arceneaux said. “It lets me run away and hide for a little while and get away from the things that might be bad.� Almost all of the facility’s amenities are private with just friends and family of the Arceneauxs getting access on an invitation-only basis. But one wing of the land will soon be public, as well. Tucked away on one corner of the property is a state of the art skeet shooting range, which can hold a huge number of shooters at a time, allowing marksmen to shoot at various angles and levels. The shoot has been opened to the public a few times for various tournaments, including one last year by South Lafourche. In 2016, the facility is also open for public shooting; something that Arceneaux said he hopes will spark big-time tournaments and fundraisings. “It’d be nice if we could have events that raise money for the community. That’s what we’d want,� he said. “We have the space, and it’s a beautiful set-up. We’d love to see some big events come through here.�

Trial date set for companies, workers charged in Gulf blast Wednesday, January 20, 2016 THE LAFOURCHE GAZETTE

NEW ORLEANS (AP) — A federal judge has set a January 2017 trial date for the Justice Department’s criminal case against several companies and workers involved in a deadly 2012 explosion on an oil platform in the Gulf of Mexico. A court filing Thursday says the jury trial in New Orleans is scheduled to start Jan. 17, 2017, and last approximately four weeks. In November, a grand jury indicted Houstonbased Black Elk Energy Offshore Operations LLC and one of its contractors, Grand Isle Shipyards Inc., on involuntary manslaughter charges. Another contractor, Wood Group PSN Inc., and three men who worked on the Black Elk Energyowned platform also were indicted on charges they violated the Outer Continental Shelf Lands Act and the Clean Water Act. The November 2012 platform explosion killed

three workers: Ellroy Corporal, Jerome Malagapo and Avelino Tajonera. The workers charged in the indictment are Don Moss, 46, of Groves, Texas; Curtis Dantin, 50, of Cut Off, Louisiana; and Christopher Srubar, 40, of Destrehan, Louisiana. A 2013 report by federal regulators identified a string of safety lapses that led to the blast. Black Elk Energy’s platform was located about 17 miles from Grand Isle, Louisiana, in about 52 feet of water. It had been “shut in� for several weeks and wasn’t producing oil at the time of the explosion, but workers were on the platform preparing to resume production. On the morning of Nov. 16, 2012, a worker ignited oil vapors while welding pipe, triggering a chain reaction that caused oil tanks to explode. Black Elk is currently in Chapter 11 bankruptcy proceedings.

Tarpons roll in boys’ opener

A dominant senior forward and a couple of littleknown sophomores each helped play the role of hero for South Lafourche on Friday night against Morgan City – the district opening game for both teams. The Tarpons and Tigers battled it out for 32 minutes – a game that never was lopsided with both teams trading leads throughout the second half. Morgan City led by 1 going into the fourth quarter after the Tarpons led by four at halftime. But in that final frame, South Lafourche rallied, using a huge quarter from senior Trevor Rebstock (28 points total) and a pair of clutch 3-pointers from sophomore reserves Matt Bellanger and Luke Chiasson to score a 58-54 comeback win. With the victory, the Tarpons are now 7-10 overall and 1-0 in district play. Morgan City dropped to 1110 and 0-1. “Our kids competed and played about as hard as they possibly could,” South Lafourche boys’ basketball coach Brian Callais said. “We had a lot of people step up and play big, and it was all-in-all, a good team effort and an all-around good win.” Friday night’s game was a good one throughout. The first half was slowpaced with the Tarpons’ motion offense aggravating an overly aggressive Tigers team that got shackled by foul trouble. Morgan City led 10-9 after the first quarter, but South Lafourche feasted on the Tigers’ foul situation to storm out to a 20-16 halftime advantage. The Tarpons expanded that lead to as many as seven points in the third quarter before the Tigers quickly took back control, using a brilliant spurt from junior standout Mayke Richard (20 points) to take a 33-32 lead through three. Callais said Richard was troublesome to defend, but the coach credited Nikali Lombas, Jaydon Cheramie, Shak Dillon and others for keeping him in line as best as possible. “He’s an outstanding high school basketball player,” Callais said of

Richard. “It takes team defense to keep him out of a rhythm. We worked hard to keep him under control as best we could.” In the fourth quarter, the teams traded blows with Richard and Rebstock each making bucket after bucket in a back and forth battle. But a combination of the Bellanger and Chiasson three-pointers, clutch free throws and defense helped the Tarpons land the final blow and the win. South Lafourche returned to the floor on Monday night against Vandebilt with no score available at press-time. The Tarpons travel to Ellender on Friday night. ___

Lady Tarpons roar

The Lady Tarpons didn’t have much of a struggle on Friday night, scoring a 77-20 victory over Morgan City. South Lafourche pressured the basketball and dominated the Lady Tigers from start-to-finish, owning a 45-7 lead at halftime and then a 59-7 edge through three quarters before pulling back and playing reserves in the final frame. Brinkley Callais led South Lafourche with 16 points on Friday, but South Lafourche got balanced scoring throughout, also receiving 13 from Traya Bruce and 11 from both Caroline Guilbeau and Victorianna Nelson. With the win, South Lafourche is 18-5 overall and 3-0 in district. Like the boys, the South Lafourche ladies played Vandebilt on Monday and will travel to battle Ellender on Friday night in Houma. ___

The Trojans have a twogame homestand this week. The team hosted Hahnville last night and will also host Terrebonne on Friday. ___

The rebuilding season for the Central Lafourche girls’ basketball team continued on Friday in a 71-21 loss at Destrehan. The Lady Trojans couldn’t muster anything against the Wildcats’ pressure defense, falling behind 20-0 after the first quarter and then 37-11 at halftime.

Trojans win to stay surging in 5A

Like South Lafourche, the Central Lafourche boys were forced to grind out a gutsy district win on Friday night. The Trojans trumped Destrehan 72-60 – a win that moves the Trojans to 13-5 on the season and 2-1 in the brutally tough District 7-5A. Central Lafourche boys’

NEW ORLEANS (AP) — New Orleans native and critically-acclaimed actor Anthony Mackie will reign as Bacchus XLVIII in the glitzy parade held the weekend before Fat Tuesday. The Krewe of Bacchus captain, Clark Brennan, announced Mackie as king on Friday. He says Mackie is a “local success story and a great representative of the rich art, culture and music talent” found in New Orleans. Mackie is known for his roles in the Marvel franchise films Captain America: The Winter Soldier, The Avengers: Age of Ultron and Antman. Bacchus’ parade theme is “Flights of Delight.” More than 1,400 riders will board 31 floats that will roll Sunday, Feb. 7. Bacchus will also carry out its theme through custom throws including special doubloons and foam creations. Previous kings include Will Ferrell, Jim Belushi and Drew Brees. ___

Walmart plans to shut 8 stores in Louisiana

NEW ORLEANS (AP) — Eight Walmart stores in Louisiana are closing as part of the company’s plan to shutter 269 stores worldwide. More than 100 of the closures will affect the smallest format stores, Walmart Express, which has been in the pilot stage since 2011. The Louisiana stores affected are in Kentwood, Independence, Mamou, Colfax, Lake Arthur, Iowa, Clinton and Zwolle. They will be closed to the public beginning Jan. 28. Walmart is also closing 23 neighborhood markets, 12 Supercenters, seven stores in Puerto Rico, six discount centers and four Sam’s Clubs. Walmart operates nearly 11,600 stores worldwide. ___

Initial unemployment claims in Louisiana rise

BATON ROUGE, La. (AP) — First-time claims for unemployment insurance in Louisiana for the week ending Jan. 9 increased from the previous week’s total. The state labor department figures released Friday show the initial claims increased to 4,203 from the previous week’s total of 2,459. The week ending Jan. 9 marked the start of a new quarter for new claims, when some claimants regain their eligibility for benefits, typically resulting in an increase in initial claims. For the comparable week a year earlier, there were 3,601. The four-week moving average, which is a less volatile measure of claims, increased to 2,934 from the previous week’s total of 2,494. Continued unemployment claims claimed for the week ending Jan. 9 decreased to 23,331 compared to 24,659 the previous week. The four-week moving average for such claims increased to 23,115 from the previous week’s average of 22,665. ___

Third Destrehan teacher accused of having sex with student

NEW ORLEANS (AP) — A third St. Charles Parish teacher has been arrested on multiple charges of having sex with a student at school and at the teacher’s home in Destrehan, just

west of New Orleans. It’s the same school system where two teachers were arrested on similar charges in 2014. Kimberly Naquin, 26, a teacher at Destrehan High School, was booked with carnal knowledge of a juvenile and prohibited sexual conduct between a teacher and student. Naquin also faces multiple counts of felony carnal knowledge of a juvenile in Kenner. Deputies learned Thursday morning from a relative of the female student about allegations regarding a sexual

relationship between the student and a female teacher. Apparently the student told authorities the relationship began in September 2014 when she was 16 and continued to August 2015. Naquin lived in Kenner when the relationship began and later moved to Destrehan. Naquin’s bond has been set at $75,000. Jail records do not list an attorney for her.
