BATON ROUGE, La. (AP) — After sifting through end-ofyear accounting figures, lawmakers agreed Friday that Louisiana is sitting on a pool of nearly $179 million in unspent cash that can help them with the state’s continuing budget problems. A vote of the joint House and Senate budget committee put to rest an ongoing dispute over whether Louisiana ended the last budget year with a surplus or deficit. The committee agreed that the state spent $167 million more than it took in during the fiscal year that ended June 30. But it also agreed that Gov. Bobby Jindal’s administration had found $346 million in unspent funds that hadn’t properly been accounted for over many years. The bottom line? The money helped close the deficit from last year, leaving $178.5 million remaining to steer toward next year’s $1.4 billion shortfall or other financial gaps that may appear before this fiscal year ends. (AP) — Louisiana’s perpetual budget problems are becoming the main focus of the governor’s race, with Republican front-runner David Vitter announcing Thursday he would immediately call a special legislative session centered on the budget and taxes if elected. As he revealed his intentions, Vitter also took a swipe at Gov. Bobby Jindal for not doing enough to end the cycle of deficits and shortfalls. See Vitter Page 9-A

Wendy Thibodeaux is sworn in as Lafourche Parish Tax Assessor by former assessor Leroy Martin on Friday as Thibodeaux’s son Ty, daughter Hailey, husband Jim and brother Ray Lauga look on at the Galliano Government Complex.

March. For the first time in 30 years, a Martin will not be in the Lafourche Parish assessor’s seat. Mike Martin’s father, Leroy Martin, held the seat for 16 years until his retirement. The office was then claimed by Mike, who served as assessor for 14 years. Thibodeaux worked for Martin for 15 years and in 2006 was named his deputy assessor. She beat out two others in the November race to claim the seat as her own. At her swearing in ceremony in Cut Off, Thibodeaux spoke highly of Mike Martin and thanked his parents Dot and Leroy Martin, as well as her friends and family, for their support. “Mike taught me to love Lafourche and to be the assessor that I’m going to be. Everyone was so proud to have Mike as the assessor and I will work tirelessly to make everyone just as proud of me,” she said. Thibodeaux will complete Martin’s term on Dec. 31. An election next fall will decide who will serve a new four-year term as assessor starting Jan. 1, 2016.

Pitre to reign over all-female Krewe of Nereids

The Krewe of Nereids recently announced and presented their queen at a member’s only dinner and party. Reigning as Queen Nereids XXXI is Kitty Pitre of Golden Meadow, daughter of Tom and Hope Pitre. Her fiancé is Eric Prudhomme of Galliano. The queen’s siblings are Roxxy Leger and Thomas Pitre IV. Attending the Queen as Pages will be Kami Jane Pitre, daughter of Thomas Pitre IV and Amber Rebstock; Russ Anthony Leger, son of Quinton and Roxxy Leger; Lucas John Sassoni, son of Korik and

Renee Sassoni; and Jake Ryan Plaisance, son of Jason and Angela Plaisance. The theme of this year’s parade is “Nereids Dazzle The Night”. The parade will roll on the traditional route through the town of Golden Meadow on Sunday, February 15, at 6 p.m. and will feature beautiful single and double decker illuminated floats that will light up the sky and excite parade goers. The riders atop these floats will be throwing thousands of beads, trinkets and the krewe’s signature throws. See Nereids Page 7-A

Queen Nereids XXXI Kitty Pitre

BATON ROUGE, La. (AP) — Lawmakers gave Louisiana’s state police a 20 percent pay raise Friday, siding with troopers who packed the state capitol and disregarding concerns about the state’s deep financial problems. The salary hike is estimated to cost $24 million a year and $10 million for the remaining months of the current budget year that ends June 30. Before approving the raise, the Joint Legislative Committee on the Budget scaled it back from an original proposal that had troopers getting an average 36 percent bump in salary. The House vote was 24-5, and the Senate vote was 13-3. The committee’s chairmen — Rep. Jim Fannin, RJonesboro, and Sen. Jack Donahue, RMandeville, both opposed the raise, expressing concern the state couldn’t afford the increase. Col. Mike Edmonson, superintendent of the Louisiana State Police, said the money was needed to keep trooper pay competitive with other law enforcement salaries. He said the pay grid for troopers — which gives the officers graduated pay increases over 22 years — hasn’t been adjusted since 2002. “To sit here and look for a good time, there’s simply not a good time. But I can promise you this with all my heart, it’s the right time. It’s the right time to take care of the men and women that we have asked to do so many different things,” Edmonson said. Treasury uncovers $31 million for insurance beneficiaries

Baton Rouge - Audits of life insurance company policies have uncovered more than $31 million in Unclaimed Property for beneficiaries in the past eight years, State Treasurer John Kennedy announced Tuesday. “We compared the outstanding policies of a dozen insurance companies with the Social Security Death Master File (DMF),” Treasurer Kennedy said. “By making these comparisons, we were able to return money to Louisianians who did not realize they were in line for money from insurance policies. We cannot bring back their loved ones, but we can make sure insurance proceeds are distributed as intended.” The Louisiana Department of the Treasury works with Versus Financial LLC to conduct the audits. The audits are necessary because families often are unaware that an insurance policy exists. Unless an insurance company makes an effort to locate beneficiaries or heirs, the benefit would not be paid without the audits. See Treasury Page 7-A

Ro-Duz Ranch, located at the end of W. 190th St. in Galliano in looking for volunteers on Saturday, January 24, from 2 to 5 p.m. Much work goes into running this farm. Lockport organization to collect old phones

The Lockport Son’s of the American Legion (SAL), Squadron 83, is participating in a “cell phone” gathering event that allows old, outdated or otherwise broken cell phones to be refurbished and provided to active duty personnel and senior citizens for emergency calling. The SAL will be paid a fee for these phones where the money earned will be designated for special projects such as providing a day of fun for a child who might be suffering from a severe or life threatening illness. Superman is not a fictional character, as we believe; he does have super hearing. South Lafourche Levee District and Terra Logistics have an employee, Marti Martin, who was operating a backhoe working in the vicinity on the north side of Eymard Shooting Academy on December 17, 2014, and heard a bullet whiz by him at 9:30 a.m. He called the Lafourche Parish Sheriff’s Office to file a complaint, and Sgt. Jeff Prevost and Deputy Cody Naquin took the statement. Capt. Dean Savoie instructed the Sgt. And Deputy to contact Mr. Monte Arabie, the Range Master, to confirm the complaint. Mr. Arabie stated the gun range does not open till 10:00 a.m., and it was not open, and no shooters were there at that time. He also stated property owners on both sides of the range shoot on their property toward the levee. This is verified by the report of Sgt. Jeff Prevost, Case l-22034-14 12-17-14. Eymard Shooting Range, has cooperated with South Lafourche Levee District and Terra Logistics on all of their concerns; but,

A new assessor and some old ones

Last Friday, January 16th, Wendy Thibodeaux gave me the honor of swearing her in as Assessor of Lafourche Parish, the office she won in the special election of November 4th, 2014. I hereby disclose that I endorsed and supported her and political issues were settled on that date. I was partial. This column is not. Upon administrating the oath I simultaneously felt honored, sad, glad, and nostalgic. Honored to be asked to officiate; sad that the reason for this ceremony was necessitated by the death of my son, Michael; glad because Wendy was for 12 years his trusted and valued employee and a very worthy successor; nostalgic because from May 20th, 1953 to May 4th, 2014, me or Mike had been employed by the Lafourche Parish Assessor’s office. It all ended May 4th, 2014 with Mike’s sudden and untimely death. At that moment, his Chief Deputy, Wendy Thibodeaux became

acting Assessor. The special election of November 4th that elected Wendy had three good candidates, Jerome “Deeâ€? Richard, a well-liked and effective State Representative, good family man and civic activist from Thibodaux; Jonathan “Jo Joâ€? Cheramie, an energetic young man with a wife and 4 children, (a good looking bunch), and a former member of the U.S. Navy who made a good showing in his first political attempt. He is originally from South Lafourche where the Cheramie name can be traced back to the founders of Golden Meadow ‌ there’s a lot of them; and Incumbent Wendy Thibodeaux, a resident of Lockport in Central Lafourche. Wendy was born in Chalmette and had worked in the St. Bernard Assessor’s Office for four years, married Jim Thibodeaux, a Lafourche Parish native, Nicholls State graduate and charter boat captain. The courses were at L.S.U., Tulane or S.L.I., and I remembered her because in one class there were two Wendys, and the instructor labeled them No. 1 and No. 2. He would call out “number one!� number 1�, which made the class laugh. Now you know a little

more about your new Assessor, a tedious job, sometimes boring dealing with calculations, fractions, millages, cost per square foot, acres, arpents and ratio studies, depreciation, appreciation and so on. Math was my worst subject at school, and I went and spent 47 years having to deal with it day by day. I never knocked it, because it kept me and my family fed for a long time, and I love to eat. Trojans get back on track Gazette Sports Reports

After losing a key district game to East St. John last Friday night, the Central Lafourche boys’ basketball team entered this week knowing it had a very small margin of error if it wanted to stay alive in the race for a district championship. Seven days later, that’s still the case, but the team is now hot – fresh off an undefeated week. The Trojans are now 15-4 on the season and 3-1 in district after beating South Lafourche last Tuesday and Destrehan last Friday.

Against both the Tarpons and Wildcats, the Trojans led throughout, trumping their cross-parish rivals 70-60 and besting Destrehan 56-47. “We didn’t play our best against East St. John,� Trojans coach Mark Sanders said. “We refocused ourselves and knew that we needed to get back to the basics, and I think we did a pretty good job of that.� For the Trojans, the Destrehan game was probably a more decisive win than the scoreboard indicated.

The South Lafourche girls’ basketball’s team defense has been pretty solid throughout the season. In the past week, it was maybe as good as it has ever been. The Lady Tarpons steamrolled past Central Lafourche last Tuesday night before thumping H.L. Bourgeois by 28 on Friday – a 54-26 win. In the two games this past week, South Lafourche allowed just 40 points combined, and in Friday’s win over the Lady Braves, all nine varsity players scored. “Our defense has been a strong suit for us pretty much all season,� South Lafourche girls’ basketball

coach Rainie Terrebonne said earlier this season. “I think that we do a good job playing defense as a team and challenging the other team to take bad shots. When we get the rebound, we’re able to push the ball down the floor and turn our defense into offense.� Against the Lady Braves, the scoreboard got ugly early. The Lady Tarpons led 14-7 after the first quarter. But the game exploded out of control in the second and third quarters, as South Lafourche surrendered just seven points combined in those 16 minutes of action to take a 4014 lead into the fourth quarter. In the final eight minutes, Terrebonne played her bench with the game on ice. Freshman Traya Bruce led the Lady Tarpons with 12 points. Freshman Victorianna Nelson pitched in 11. The wins improved South Lafourche to 18-4 and 4-2 in District 7-5A. The Lady Tarpons’ next mission will be redemption. South Lafourche played district powerhouse Destrehan last Tuesday night and will take on Thibodaux on Friday – both games on the road. The Lady Tarpons lost twice to both teams last season. They also lost a heartbreaking one-point game to Thibodaux earlier this season to start district play. While the South Lafourche girls look for revenge, the Tarpons’ boys are doing their best to play the hand they’ve been dealt. Depleted by injuries, South Lafourche played H.L. Bourgeois to the limit on Friday night, falling to the Braves 58-51. Just three nights earlier, they did the same to Central Lafourche, battling the powerful Trojans for the full 32 minutes. Against the Braves, it was a fourth quarter spurt that cost the Tarpons. South Lafourche trailed 2017 at halftime, thanks to a

Central Lafourche led by four after the first quarter and nine at halftime, using balanced scoring to keep the Wildcats in check. Lionel Batiste led the Trojans in offense in the win on Friday night, scoring 19 points. In the second quarter, the Trojans continued to plug away, stretching the lead to double digits with a 39-27 lead at the end of the third quarter. The Wildcats made a run in the fourth, but couldn’t take the lead. With two wins under their belts, the Trojans will now aim to take their momentum on the road. LCO Middle School’s 4-H Club was awarded 1st place in the parish middle school division 4-H Display Contest in October 2014. This contest happened during National 4H Week. Through these clubs, they have fun, make friends, explore new adventures, and develop skills for future success. Louisiana has more than 175,000 4-H members in more than 1,700 local clubs. Opponents questioned if the financing source earmarked for the raise would be sufficient to cover the costs in later years. They also said it was inappropriate to give raises when struggling to balance the budget, which has a $1.4 billion hole next year, threatening higher education and health care services. But even critics repeatedly praised the state troopers. “I do think y’all deserve it. I hope at some point you get it. I’m not sure that this is the right time,” said Rep. Lance Harris, R-Alexandria, who voted against the pay boost. Raise supporters pointed to a study circulated by Edmonson that showed 10 other law enforcement agencies in Louisiana offer higher starting salaries than the state police. It also showed only seven states offer a lower salary for troopers who have completed their first year. Lawmakers described heavy lobbying efforts from troopers, their family members and Gov. Bobby Jindal’s office for the pay hike — and several objected to the pressure tactics. “I don’t like the tone of some of the messages I got. I don’t like that a wife called yelling at my legislative assistant,” said Rep. John Schroder, R-Covington, who voted for the raise. Current starting salary for a trooper is $35,609. Before the pay hike, salaries on the pay grid topped out from $59,229 to $97,760 depending on the rank an officer achieves. Those salaries will be bumped up by 20 percent on average with Friday’s approval. Dollars for the trooper pay raise will come from a fee hike on uninsured motorists that lawmakers passed on the final day of the last legislative session. The penalties and fines have fallen short of estimates, however. Legislative Fiscal Officer John Carpenter advised lawmakers that he felt comfortable the fees could cover the cost of a 20 percent pay raise.

Vitter’s campaign said the special session would focus on: removing budget protections that leave public colleges and health services more vulnerable to cuts; reviewing tax breaks to determine if they benefit the state; and cutting other tax rates “to spur economic growth.” “Gov. Jindal should be doing this now. I’ll do it the minute I’m sworn in. We need to break out of this never-ending cycle of budget chaos and cuts to vital areas like higher (education),” Vitter said in the statement. Jindal is term-limited in 2016. Besides Vitter, three other candidates have announced they’re running in the Oct. 24 election: Republican Public Service Commissioner Scott Angelle, Republican Lt. Gov. Jay Dardenne and Democratic state Rep. John Bel Edwards.

While Vitter’s ideas were sweeping in scope, his announcement was short on details. No specifics were given about the tax proposals, including whether the tax break review would be done with an eye toward scaling back the giveaways to generate more money for the budget or what tax cuts he’d like to see. Vitter campaign spokesman Luke Bolar didn’t immediately respond to questions. Louisiana has struggled through repeated financial gaps since 2008, Jindal’s first year in office. The state treasury has taken hefty hits from the national recession combined with sizable tax cuts approved by Jindal and his predecessor when the state’s finances were flush. Jindal has refused to raise taxes — or to scale back tax breaks if the changes will bring new dollars into state coffers. But rather than match state expenses to annual revenue,

Jindal and lawmakers have turned to property sales, legal settlements, tax amnesty programs and other one-time sources of cash to fill gaps. That leaves new shortfalls to fill every year, and the plunge in oil prices has

WASHINGTON (AP) — Cheap oil doesn’t only mean cheaper gas in the tank. It means that a car dealer in Illinois is shuffling the inventory of models he’ll be selling, that more students in Wisconsin may get school-provided iPads, that some planned projects in a Southern California city will get delayed, and that some expected oilfield hiring in North Dakota and Texas may not happen. In ways large and small, plummeting oil prices are now reverberating through businesses, towns, schools and family budgets, causing confusion and changing plans. With prices having fallen by nearly half in just six months, the potential impact has been sudden and wide ranging. “I’m always chasing my tail,” said Ron Hicks, who has sold cars for 10 years in Galesburg, Illinois, and overall for 38 years, and suddenly finds himself with too many smaller fuel-efficient cars on his City Select lot when trucks and sports cars might sell better. “I need to be smarter even than I’ve been in the past. I need to find the balance.” Fuel is a major cost item for many businesses and local governments, and the recent changes are upending budgets that were drafted month ago and used to plan hiring and authorize projects for 2015. For a medium-sized city with police cars and garbage trucks to fuel, gasoline costs can amount to several hundred thousand dollars annually. But oil is also a revenue

Bill Walker has ordered agency heads to start identifying spending cuts. “This pullback caught most everyone by surprise,” Brian M. WASHINGTON (AP) — The U.S. Postal Service on Thursday proposed slight increases for mailing postcards and international letters — but wants to leave first-class “Forever” stamps at their present 49 cents. US teen sweethearts who blazed trail of crime across South captured in Florida

Two teenage Kentucky sweethearts suspected in a crime spree of stolen vehicles and pilfered checks across the U.S. South have been taken into custody in Florida, authorities said Sunday. Eighteen-year-old Dalton Hayes and his 13-yearold girlfriend, Cheyenne Phillips, were arrested without incident about 12:10 a.m. Sunday in Panama City Beach, according to authorities in both states. The two had eluded police in multiple states while raising concern about their increasingly bold behavior. “I spoke to Dalton and he was very scared, and he wanted to come home,” said Norman Chaffins, the sheriff of Grayson County, Kentucky, where the teens live. “He wanted me to come bring him home.” Chaffins said the teens were getting by on some cash found in a truck stolen in Georgia. Man claims Louisiana’s 1st $1M Powerball prize of 2015

BATON ROUGE, La. (AP) — A Mississippi man is Louisiana’s first $1 million Powerball prize winner of 2015. Louisiana Lottery officials say 42-year-old Derick “Pete” Blakeney, of Laurel, claimed the prize from the Jan. 14 drawing. His Quick Pick ticket matched all five white-ball numbers, but missed the red Powerball number. The numbers drawn were: 2, 4, 10, 41, 53 and 22. Blakeney said he bought the ticket at Riverside Travel Center in Pearl River on his way home from New Orleans. The store will get a one-time selling bonus of $10,000 or 1 percent of the prize. Blakeney received $700,000 after federal and state taxes were withheld. Still working for the six million dollar Fifi Island Rock Project. 4. Has scheduled meetings with Senator Cassidy, Congressman Scalise, Senator Vitter and Garret Graves on the next Washington, D.C. trip for lobbying Grand Isle projects.
