Police searching for driver

Shortly before 6 a.m. Saturday morning Louisiana State Police Troop C began investigating a hit and run fatality crash at the intersection of LA 1 and LA 3235 in Galliano involving a 48-year old pedestrian. The driver and vehicle involved in the crash are still wanted as of press time. The investigation revealed that an unknown vehicle was traveling north on LA 1, at the LA 3235 intersection, when it struck a pedestrian later identified as William Pugh (age 48) of Houma. The unknown vehicle then left the scene of the crash. It is unclear what time the crash occurred. Pugh was pronounced dead on the scene by the Lafourche Parish Coroner’s Office. Anyone with information regarding this hit and run fatality is asked to please contact either Louisiana State Police at (985) 857-3680, or Bayou Region Crime Stoppers at (800) 743-7433, or text “GIVEATIP plus your message” to 274637 (CRIMES). Leeville received good news recently when a proposed marsh creation and protection project to its east passed a major hurdle toward final review under the Coastal Wetlands Planning, Protection and Restoration Act (CWPPRA). CWPPRA is federal legislation signed into law in 1990 by President George H. W. Bush which provides funding for restoration projects in coastal states. Since its enactment, CWPPRA boasts that 204 coastal restoration or protection projects have been authorized in Louisiana, benefiting over 97,401 acres with cost-effective plans for creating, restoring, protecting, or enhancing coastal wetlands. Leeville’s benefit would come under the proposal titled the “East Leeville Marsh Creation and Nourishment Project”, which was recommended by CWPPRA’s Technical Committee at their Priority Project voting session in Baton Rouge. The project which has been under review and modification for about two years, now seeks to re-establish an arc of wetlands to the east of Leeville, along the north side of Southwestern Canal, Lake Jesse, and the west side of South Lake. Unemployment rates drop over the year in most Louisiana metro areas Houma-Thibodaux down 2800 jobs over 12 months

BATON ROUGE – Unemployment rates dropped from October 2014 to October 2015 in Louisiana and seven out of the state’s nine metropolitan statistical areas, according to not-seasonally-adjusted data released recently by the federal Bureau of Labor Statistics (BLS). The BLS report notes that Lake Charles showed the nation’s third best over-the-year percentage increase in jobs among the nation’s MSAs thanks to billions of dollars of industrial projects that are under construction. “The construction boom in the Southwest coupled with the continued growth of jobs in the hospitality sector are the bright spots in our state’s jobs picture this fall,” said LWC Executive Director Curt Eysink. “However, we continue to see low oil prices having a negative effect on jobs in the Lafayette, Houma and Shreveport areas.” The Lafayette and Houma-Thibodaux MSAs were the only two with over-the-year unemployment rate increases as they have taken the brunt of the impact of the low price of oil. According to the BLS report, oil-sensitive Lafayette led the nation’s MSAs in its over-theyear decline in jobs with a loss of 4,300. Houma showed the nation’s third-largest percent decrease of jobs with a decline of 2.7 percent, losing 2800 jobs over the 12 months ending Oct. 31, new state data show. The biggest job losses came in the oil and gas industry, the area’s biggest employer. The local jobless rate was still lower than the state’s 6.4 percent. The statewide rate was up from 6.2 percent in September but down from 6.8 percent in October 2014.

Lafourche’s jobless rate in October was 5.6 percent, Terrebonne’s was 6.4 percent. According to data, 6,100 people held local jobs directly involved in oil and gas production in October. That’s down 100 for the month and 1,000, or 14 percent, compared to a year ago. It’s the 10th consecutive month with a year-to-year decline. Data shows that 4,900 people held oilfield service jobs, excluding maritime, last month. That’s down 100 for the month and 900, or 15 percent, for the year. See Jobless Page 7-A

Dredge material from the Gulf of Mexico will be pumped into open-water areas which will create 300 acres of back barrier marsh and nourish 130 acres of emergent marsh behind 3.5 miles of the Caminada beach.

CCC opens new show room, posts hours

The Catholic Community Center has opened its

new show room that features a large assortment of clothing, shoes, a thrift store and Christmas items. The CCC is located at 9018 East Avenue A, Galliano, directly behind Renovations by the South Lafourche Tarpon Bridge. It is open on Mondays from 2 to 4 p.m., Wednesdays from 10 a.m. to 2 p.m. and Fridays from 10 a.m. to noon. The CCC will be closed on December 23, 25 and January 1.

Registration ongoing for Raceland auto show

Bass for the Cure, a custom car, truck and bike show and sound competition, will be held on Saturday, January 9 at the Lafourche Parish Tourist Center, 4484 Hwy. 1, Raceland, from 8 a.m. to 4 p.m. Early registration is $25 for cars, trucks and sound competition. SLHS JROTC continues to excel through competitions

The South Lafourche High School JROTC continues to excel through competitions. Result were: Drill and Color Guard On Saturday, December 5, the JROTC Tarpon Battalion travelled to Thibodaux High School to compete against seven other JROTC teams in the last of three matches held this year. The Tarpon Battalion Competition Color Guard, commanded by Cadet Captain Kimberly Perez, won 2nd place. The Armed Inspection Team, commanded by Cadet Command Sergeant Major Sierra Colson, won 3rd place. The Exhibition Drill Team, commanded by Cadet Major Kenneth Gordon, won 2nd place. The Regulation Drill Team, commanded by Cadet Captain Kimberly Perez, won 1st place. Overall competition scores resulted in the Tarpon Battalion teams winning 1st place overall for the competition. Quiz Bowl - Annually, all JROTC Programs compete in a Junior Leader and Academic Bowl (JLAB). This competition consists of three levels starting with level I in the fall. Thibodaux man receives life sentence for raping child

HOUMA, La. (AP) — A Thibodaux man convicted of raping and impregnating an 11-year-old girl was sentenced to life in prison without parole. WWL-TV reports that prosecutor Bud Barnes says 27-year-old Joseph Riney was sentenced Friday. Riney was convicted of

aggravated rape in November after a two-day trial in which a state police crime lab analyst testified that DNA evidence linked him to the crime and the baby. He was arrested in January 2014 following accusations he forced the child to have sex with him multiple times at her Houma home until she turned 11. The child was pregnant when Riney was arrested, officials said. The baby was given up for adoption. During the trial, Riney’s lawyer Heather Fairchild questioned the validity of the DNA evidence and the consistency of the girl’s statements. ___

Louisiana economic growth lags nation in second quarter

NEW ORLEANS (AP) — New figures show Louisiana’s economy grew at a 2.4 percent annual rate from April through June, slower than the nation’s economy. Gross domestic product numbers released Thursday by the federal Bureau of Economic Analysis try to measure all of the economic output of each state. Louisiana’s performance was an improvement from 2015’s first quarter, when the economy shrank 1.5 percent, and from 2014, when economic output grew by 1.5 percent. The 2014 figures have been lowered, originally showing Louisiana grew 1.9 percent. A decline in oil and gas mining offset strength in non-durable goods manufacturing, which includes

petrochemical refining. Transportation and warehouse and real estate leasing also grew. Nationwide, economic output rose 3.8 percent during 2015’s second quarter. Louisiana, with a $250 billion-plus economy, ranked 42nd for growth among states. ___

Utah community leaves fake packages on doorstep for thieves

SOUTH JORDAN, Utah (AP) — A man in one Utah community says his neighbors have begun placing

decoy packages on front porches in an effort to thwart holiday delivery thieves. Rocks, old clothes and junk televisions are among items that resident Kroger Menzer says residents in the Daybreak neighborhood of South Jordan have been putting in shipping boxes. People are also using surveillance video. “The goal isn’t to catch them in the act, that’s for the police,” Menzer told KSL-TV. “The goal is to make it confusing and frustrating. So they come and steal a box, and they get home and it’s a bunch

of rocks, there’s a good chance that they’re probably not going to come back to steal another box.” Menzer said one of his neighbors came up with the idea and posted it to the Daybreak community Facebook page. Lt. John Barker, of the Unified Police Department, said it can take just seconds for a thief to jump out of a car, grab a package and run. He said police don’t want residents putting themselves in danger by confronting thieves. They recommend using surveillance video instead.

Jimmie Rodgers—A New Beginning

“Jimmie Rodgers, ‘The Father of Country Music’, a heavy load for a scrawny, tubercular ex-railroader who set out only to prove to Meridian, Mississippi, that he wasn’t the shiftless no-count they all thought he was.� - Professor Nolan Porterfield. “His was the music of America. He sang the songs the people loved. We listened. We understood.� - H.B. Teeter. “Jimmie Rodgers is one of the guiding lights of the 20th Century, the man who started it all.� - Bob Dylan. “His voice reached a million hearts and dried a million tears.� - Mary Beth Faget. Great stuff, but he had died in 1933 at age 35 and was totally forgotten by 1940. I had been mesmerized by his records as a youth but all I knew about him was from his widow’s 1935 biography, “My Husband, Jimmie Rodgers�, which she had sent me in 1947 when we became friends. In the 1960s, I wrote a song that Vin Bruce recorded called “Forgotten�. It was a love song, but with three words taken out, it would reflect this

period of Jimmie’s postmortem career. Maybe I was sub-consciously writing about him. The lyrics: “Forgotten, I am so easily forgotten; every love I’ve ever gotten; has always forgotten me. Remember, I am so hard to remember; my flames leave never an ember; they never remember me. Someday, will I be remembered in some way; will I find somebody someday? To really love and adore, and be forgotten no more.� It was no “Crazy� but Vin and made a few bucks on it. In 1979 Professor Nolan Porterfield wrote his definitive biography, “Jimmie Rodgers, The Life and Times of America’s Blue Yodeler�. He wrote: “Jimmie couldn’t read a note, keep time, play the right chords or write lyrics that fit.� I cringed, but he continued: “All he could do was reach the hearts of millions of people around the world.� The book was impeccably researched and an award winning bestseller, a “must� read for any lover of country music. Porterfield pointed out

that Mrs. Rodgers’ 1935 biography idolized his life and left out important facts including his first marriage to Stella Kelly in 1917 and their daughter Kathryn. He wrote that “every one of his records featured yodels but ironically within a decade it was dead, on music history’s scrap heap, killed by the wretched excesses of a horde of imitators wailing and warbling from every phonograph and radio, an object of derision separating Jimmie from modern audiences.� A long quote, but I couldn’t express it as well as him. One of those imitators was a Texian named Ernest Tubb. Dr. Nolan Porterfield’s book has never been out of print since its release in 1979. It’s available on Amazon priced from $1.00 used to $15.00 new. To placate Mrs. Rodgers, Hank Snow and

Ernest Tubb, RCA, with little enthusiasm or expectation, released the “Jimmie Rodgers Memorial� LP in 1950. Amazingly, it sold over 60,000 copies. RCA suddenly realized that in their dusty vault lay a gold mine and they began re-issuing LPs until all 105 of his recordings were available. Then they issued LPs of Jimmie coupled with other artists and Jimmie’s voice tracts backed by Hank Snow’s band, all good sellers. That opened the flood-

gates for more biographies, books and tribute records from Hank Snow, Merle Haggard, Ernest Tubb, Bono, Bob Dylan (yes, Bono and Dylan), and Dolly Parton. In 1961, the Country Music Hall of Fame, in which he was the first inductee as the “Father of Country Music�, even re-issued his widow’s 1935 biography, “My Husband, Jimmie Rodgers�. (I have an autographed first edition.) He was inducted in two more Halls of Fame, the Rock and Roll for his 1930

recording with Louis “Satchmoâ€? Armstrong (1986), and the Songwriters (1970). I was a personal friend of Mrs. Jimmie “Carrieâ€? Rodgers from 1947 until her death on November 29th 1961, when a phone call from Ernest Tubb, honoring her request, brought me the tragic news that she had passed away ‌ a sad day for me. Lafourche Parish project was also recommended— the Caminada Headlands Back Barrier Marsh Restoration, Increment #2 Project—nominated by the Greater Lafourche Port Commission. This project seeks to restore shoreline in the area south of LA Hwy. 1 between Belle Pass and Caminada Pass and includes the areas in and around Bay Champagne and to the east and west of Bayou Moreau along the coast. This area was ravaged by Hurricanes Katrina, Rita, Gustav, Ike, and Tropical Storm Fay when breaches in the shoreline, which remained open for an extended period of time, allowed sediment to run out into open water. The Back Barrier Project will cost about $30 million to complete and, like East Leeville, is subject to review by the full CWPPRA task force. According to Lafourche Parish Administrator Archie Chiasson, East Leeville and Back Barrier projects will now go to the design phase, but there are other hurdles. “They will have to compete again for actual construction funding in the next year or two. There are no guarantees that the project(s) will actually be built since it will depend on what the design work shows and the available funding when it comes back up for a vote,� Chaisson said. A final recommendation on the two projects could come as early as January 2016.

I am a Vietnam Veteran spending a year there while in the Army defending against communism. I am Commander of the American Legion Post 309 in Grand Isle and have held that honor for the past 10 years. I am involved in our community by giving scholarships to deserving students, sending kids to Boys State, helping our sick veterans, and many other activities. As a council member, we as a team, was instrumental in obtaining many projects such as: blacktopping of all streets in Grand Isle/Cheniere; a new children’s park on Chighizola Lane named the “Carl Santiny Memorial Park�; upgraded all other parks in Grand Isle/Cheniere with very nice equipment; new Multiplex Center with a digital sign posting all activities going on with time and place; a beautiful bridge over Caminada Bay with a breathtaking view, and also utilized as a walking tract; bicycle track on side of Highway 1 being done in phases until all will be completed. We have completed many more projects and some in progress to the tune of approximately $44 million without cost to you.

I’m so excited! I remember when he was just a little thumbkin and now he’s already three! It’s really hard to believe. He’s the most adorable thing you’ve ever seen! You know what? Hold on, I think I might have a picture on me,” she said. She then began digging through her purse all the while chattering away,

“Let’s see… yes, here it is. Just look at him, isn’t he adorable? Do you see his dimple on his left cheek? Simply adorable! I could stare at his picture all day. Oh my, and you should hear him on the phone! He is just the cutest, he says to me in the cutest voice ‘Hi Grandma!’ It just gets me all teary eyed.” After what seemed like an eternity for poor John, Gertrude seemed to realize that perhaps she was talking a bit too much. “You know, I feel terrible! Here I am just talking and talking without letting you get in a word edgewise! So tell me...What do you think about my Grandson?”

Don’t let the last-minute holiday rush crush your budget

For all the planning we do during the holidays, the last couple of weeks before the big parties and family gatherings can trip up the best of budgets. Perhaps what’s needed is some last-minute tricks to keep overspending to a minimum. Here are a few ideas to get you through. Track your spending. If you’re close to the upper end of your budget and you’re not quite sure what’s happened, go through those receipts. Maybe you and your partner or spouse are shopping independently, spending too much on gas, meals out or failing to coordinate on the items you need. Maybe the kids are adding items to their lists at the last minute. It’s toughest to say no to kids, so see if there are adult gifts, decorating items or seasonal specialty food you really don’t need to purchase. In other words, if your budget is tight, identify the expenses you can alter and adjust your spending plans. Don’t ignore the cost of returns. Some retailers are strict about return policies on a host of items, which makes it doubly important to save all your receipts. If you’re giving gift cards, make sure the recipient has the purchase receipt in case the card doesn’t work. If you’ve bought items online, make sure you keep critical return information and package return stickers in case you need them. However, take one additional step with shipped returns – see whether the seller is charging you more for their convenient shipping label option than shipping the item back locally in your own packaging. Finally, keep restocking fees in mind – some retailers charge in excess of 10 percent of the item’s cost to accept a return, particularly for electronic and mechanical purchases

that involve heavy packaging. Ultimately, the best time to check return policies is before you buy, but if you do have to return items, consolidate those trips to save time, gas and money. “Piggyback” the purchases of others. If you have a large gift list for loved ones or family, be a nosy shopper. Maybe your sister is finally giving her movie freak husband the room-sized flatscreen he’s always wanted. Maybe your nieces and nephews are getting expensive dolls, toys or technology items that require clothes or software of some sort. If you are trying to cut your holiday budget, check in with loved ones to see if you can supplement these expensive gifts with accessories that might be easier on your budget and appreciated just as much. Pitching in for a couple of outfits for the expensive doll – rather than having to buy the expensive doll itself – saves you money, gives your loved ones a break on the subsequent purchases they’ll need to make and the recipient gets more of what he or she wants. A win-win all around Watch out for theft. All the smart shopping in the world won’t lessen the headaches from thieves who target your packages, personal and online data or the contents of your wallet. Fast-approaching holidays and busy schedules can leave us tired and distracted, so keep a close watch on potential risk for identity theft, (www.identitytheft.gov) package theft from cars, homes and apartment vestibules. If you take public transportation, use extra caution to keep your money, purchases and personal technology hidden from thieves. Executive Director’s Report Northern Expansion – Engineer Ben Hodson reported Crosby Dredging is on site making the 5th pass for the Slip D Bucket Dredge. They are having some difficulty with hard sand slowing them down slightly. They do plan to make another pass. Wilbert Collins entered the meeting. Engineer Larry Picciola reported Shavers-Whittle has completed the access road and now working the waterfront access area for the Slip C 800 LF East Bulkhead project. One small crane is now on site and the larger crane is expected in 2 weeks to then start driving deadman piles. Engi-

neer Picciola reported Slip C 950 LF West Bulkhead bid opening is scheduled on December 3rd at 2:00 PM. The pre-bid meeting is scheduled for next Thursday at 10 AM in Galliano. Melancon questioned how many bidders he expects, which Picciola replied it may be more than last bid which was 16. Airport Projects – Richard Osborne reported we received the clear lien certificate and a change order for the Glide Slope project which is later on the agenda. Materials are on site to replace the trash screens for the Pump Station upgrade. The crane is expected to mobilize today or tomorrow and work should begin this week. Other Projects – Engineer Plaisance reported Nerby Collins Commercial Marina Bulkhead is complete. There are two change orders later on the agenda Change Order No. 2 increase of $26,710 for additional pilings and Change Order No. 3 final quantities a decrease of ($19,730.90). Engineer Larry Picciola reported Dupre Bros is on site today for the Mooring Dolphins project. The subcontractor Dolphin Services will start driving all the piles and Dupre Bros will do all the welding. Hodson reported bids were received on September 1st for the Fourchon Helper Bent project. Since then, the lowest bidder Professional Construction Services of $331,255 has agreed to extend the award until December 15th. Chiasson stated the plan is to award at the December meeting before the deadline. Hodson reported the contractor for the Airport Road Paving project will start with the excavation of the ditch on the northern side and backfill then will start on the excavation of the roadway doing 500’ sections at a time. Hodson stated that the Steel Mooring Piles in Bayou Lafourche are being fabricated, painted, and welded. They should be on site in the next few weeks to drive the piles. Once driven, they will fill with concrete. Chiasson stated he is reviewing the final report of the Assumption of Maintenance Study and plans to submit to the ASA’s office before Thanksgiving holidays. This study is the 6,000’ section of Bayou Lafourche from C-Port 1 north to Flotation Canal. Chiasson stated we are still in the preliminary stages of the Section 203 Feasibility Study. This report has also been submitted to the ASA’s office. We are waiting the approval to be able to move forward with the agreement. Regarding LA 3090 Overlay project, Davie Breaux reported Huey Stockstill has moved out of Port for now but will return to do the final paving, striping, and shoulder work. Update on LA 1 Projects – Boulet reported on Segment C of the LA 1 Improvement Project remains scheduled to receive bids February 2016. The Coalition is continuing to work with state and federal government agencies in developing funding streams for Phase II’s segments A & B. On the federal level, we are grateful to the federal delegation for successfully placing measures in both the Senate and the House draft versions of the 2015 Federal Highway Bill, under which the nation’s largest highway grant program would include criteria to evaluate a highways’ contribution to national energy security. A conference committee of house and senate members will meet in the next two weeks to iron out their chambers differences. We are working with LA DOTD, CPRA and the State Treasurer’s Office on some state funding streams. Presentation from NSU Biology Department – Joni Tuck reported on the combined effort with Nicholls State University for the planting on the beach. The beach geotube project repaired over a mile of beach for $5 million. Some of the funding came from FEMA, Shell, Port, FRRI and Wisner did do a separate project adding sand. She then showed photos of the construction. Once the project was completed, we partnered with NSU to use plants that the Biology Department harvested. To date we planted over 16,500 plants since July 2014. She then showed photos of the planting. Chiasson stated that NSU is a key partner for the beach being recognized and the Port being one of the AAPA 2015 Environmental Improvements Award Winners. Dr. Murphy stated this is a great opportunity for NSU to work with a public agency, corporate entities, and researchers. Putting researchers and the students together allows students to learn about the plants on the farm then see the results of their actions. The before and after photos are incredible. We are proud of the award and work that was done. Quenton Fontenot and Allyse Ferrara also in attendance. Ferrara thanked the Port for the wonderful partnership. Chiasson recognized Lafourche Parish President Charlotte Randolph. Randolph complimented the board on recent efforts with NSU, along with the other projects that the Parish and Port work together on. Randolph then announced her candidacy for Parish President for the November 21st election. Gary Champagne announced his candidacy for Parish Councilman District 8. Chiasson stated that with Vizier’s resignation and Savoie’s appointment the election for Seat D is on March 5, 2016 with the qualifying dates December 2nd, 3rd, and 4th. Savoie stated he is not running for this position therefore the seat is open and all candidates are welcome to qualify. Committee Reports Executive Committee - The committee met on October 28th in Port Fourchon present was Gisclair, Cheramie, Melancon, and Griffin. They also met on November 9th in Galliano with all present. Upon motion by Griffin and second by Bruce, the board unanimously approved the amendment with Swire Oilfield Services to reduce site GLF192 by 6,684 sq. ft. to accommodate the connector road.

Upon motion by Collins and second by Savoie, with no public comment, the board unanimously approved the amendment for Grand Isle Shipyard to reduce site GLF193 by 2,016 sq. ft. to accommodate the connector road. Upon motion by Melancon and second by Bruce, with no public comment, the board unanimously approved the request from Martin Holdings to combine the GLF307-Main and GLF307-Slip#1 into one lease. Upon motion by Guidry and second by Griffin, with no public comment, the board unanimously approved the request from Joe’s Septic Contractors to sublease a portion of their site to R&D Enterprises a tank cleaning company. Upon motion by Gaudet and second by Collins, with no public comment, the board unanimously approved the request from Complex Drilling to amend the lease relative to the requirement of environmental impairment liability coverage on site GLF190. Chiasson stated they do take on any responsibility if any hazardous materials are found on site. Upon motion by Bruce and second by Gaudet, with no public comment, the board unanimously approved the amendment of lease with American Air Service regarding gate maintenance on site SLA105. Upon motion by Collins and second by Melancon, with no public comment, the board unanimously approved the Cooperative Endeavor Agreement with the Lafourche Parish Government for the Fourchon Helper Bent project. Upon motion by Melancon and second by Savoie, with no public comment, the board unanimously approved the Master Services Agreement with AIRSIS for the Pipeline Safety Grant/C.A.M.O. Permits & Waterways Committee - The committee met on October 28th in Fourchon present was Cheramie, Gisclair, Collins, and Griffin. They also met on November 9th in Galliano with all present. Gaudet presented for the board’s review the permit applications from the Lafourche Parish Water District No. 1, Plains Pipeline LP, Discovery Producer Services, DOTD, and Jambon Marine. Construction & Development Committee - The committee met on October 28th in Fourchon present was Bruce, Gisclair, Griffin, and Savoie. They also met on November 9th in Galliano with all present. Upon motion by Bruce and second by Collins, with no public comment, the board unanimously approved Change Order No. 2 a deduct of ($5,000) from Ernest P. Breaux Electrical for the Glide Slope project. Upon motion by Savoie and second by Griffin, with no public comment, the board unanimously accepted the Clear Lien Certificate from Ernest P. Breaux Electrical for the Glide Slope. Upon motion by Melancon and second by Guidry, with no public comment, the board unanimously approved Change Order No. 2 an increase of $26,710.00 with 7 additional calendar days from Dolphin Services, LLC for the Nerby Collins Marina project. Upon motion by Gaudet and second by Griffin, with no public comment, the board unanimously approved Change Order No. 3 a deduct of ($19,730.90) from Dolphin Services, LLC for the Nerby Collins Marina project. Upon motion by Bruce and second by Savoie, with no public comment, the board unanimously approved the Substantial Completion Certificate dated October 21, 2015 from Dolphin Services, LLC for the Nerby Collins Marina project. Cheramie presented awarding the lowest responsive bid for the Fourchon Helper Bent project which no action was taken. Upon motion by Guidry and second by Savoie, with no public comment, the board unanimously approved Change Order No. 1 an increase of $29,956.61 from Huey P. Stockstill, LLC for the LA 3090 Culvert project. Upon motion by Griffin and second by Collins, with no public comment, the board unanimously approved the Substantial Completion Certificate dated September 21, 2015 from Huey P. Stockstill, LLC for the LA 3090 Culvert project. Finance Committee - The committee met on October 28th in Fourchon present was Melancon, Gaudet, Gisclair, and Guidry. They also met November 9th in Galliano with all present. Upon motion by Melancon and second by Griffin, with no public comment, the board unanimously approved payment of October invoices and recognized expenditures over $10,000 which total $822,947.02. Upon motion by Melancon and second by Collins, with no public comment, the board unanimously approved the October 2015 Financial Statements. Upon motion by Melancon and second by Gaudet, with no public comment, the board unanimously approved the 2015 Budget Amendment reduction of ($1,723,083) due to the 20% discount on rentals for seaport tenants from April 2015 to December 2015 a lease revenue decrease of ($2,314,971) and a savings of landowner expenses of $591,888. Upon motion by Melancon and second by Collins, with no public comment, the board unanimously approved the out of state travel requests for Chett Chiasson, Kris Gaudet, John Melancon, Ted Savoie and Chuckie Cheramie to attend the meetings in Washington, DC on January 21, 2016. Golden Meadow Chief of Police Reggie Pitre announced the arrest of Charles Joseph Verda, 41, of Golden Meadow. Around 7:30 p.m. on Friday, December 11, an officer initiated a traffic stop on a vehicle traveling south on LA Highway 3235 in Golden Meadow. The driver was identified as Charles Verda, a registered sex offender. He did not have a license or identification card in his possession. Through questioning, the officer discovered Verda

was working and living in Lafourche Parish. The officer found Verda had not registered the residence or occupation, nor the vehicle he was driving, with the sex offender registry – all of which are required. Verda was placed under arrest and transported to the Lafourche Parish Detention Center in Thibodaux where he was booked with three counts of failure to register as a sex offender and failure to carry his sex offender identification card. His bond is set at $65,000.
