BATON ROUGE, La. (AP) — The budget hole facing Gov. Bobby Jindal and lawmakers next year is a grim figure, topping $1.4 billion. But that may not even be the worst-case scenario. With oil prices continuing to plummet, state officials are readying for the possibility they haven’t yet hit rock bottom. They may have to deal with another deficit in the current $25 billion state budget before the fiscal year ends June 30, while next year’s shortfall could grow even larger. The price of oil has fallen by nearly half in just six months. That helps drivers at the gas pump, but it can wreak havoc on Louisiana’s budget. About 13 percent of this year’s state’s general fund is tied to severance taxes and mineral royalties from energy production. A barrel of oil cost more than $100 this summer and now hovers near the $50 range. Louisiana’s budget is built on a perbarrel price of $81.33 this year, so if oil prices don’t pick up, the state’s income forecasting panel will have to downgrade its energy income estimates. The forecasting panel is known as the Revenue Estimating Conference. For every dollar it drops the annual oil price in income projections, that’s about a $12 million hit to the state general fund. Thousands ‘like’ black mom’s story of kind white policeman
LAFAYETTE, La. (AP) — A black Lafayette woman wanted the world to know about a white policeman’s holiday-season kindness to her 2-year-old son. Casha Montgomery told the story on a television station’s Facebook site. It had nearly 4,000 “likes” by Thursday evening. “THIS shows that not all officers are bad and people NEED to see that!!!” Casha Montgomery wrote in a message posted with a photograph she took and posted Dec. 9 of her son, M.J., sitting on Lt. Monte Potier’s knee in a grocery store where Potier was working off-duty. Her message and the approval by others are especially touching at a time when police are being called racist because some white officers killed African-Americans, Potier told The Adver-
tiser. “It’s good to know there are people out there who don’t paint all officers with the same brush,” the 22-year police veteran said. Montgomery wrote that she and her husband have been working with M.J. on what to do if he ever gets lost — go up to a police officer and give his name, his parents’ names, and their address. When he saw Potier, she said, he ran up and recited them all. “The officer was so impressed and told me thank you for teaching him that AND making sure he doesn’t fear police,” she wrote. As Potier and Montgomery were saying goodbye, M.J. walked up, asking if he could have a “Toy Story” puzzle. See Kindness Page 5-A

Court revives Coast Guard suit
NEW ORLEANS (AP) — A federal appeals court has revived a federal lawsuit accusing Bollinger Shipyards of lying about the strength of eight patrol boats it lengthened for the Coast Guard. The 5th U.S. Circuit Court of Appeals ruled Tuesday that a district judge was wrong to dismiss the suit against the Lockport shipyard, a subcontractor on a project to lengthen eight patrol boats from 110 to 123 feet. Lawyers for Bollinger did not immediately respond to a request for comment Wednesday from The Associated Press. The government wants Bollinger to repay $78 million, NOLA.com, The Times-Picayune reports. See Coast Guard Page 5-A

LOCKPORT, La. (AP) — There’s a change in ownership at Bollinger Shipyards, a major builder of military and commercial vessels in the Gulf Coast with its 10 shipyards. Ben Bordelon The change was announced Tuesday. A company statement says Ben Bordelon, a grandson of the company’s founder, Donald G. Bollinger, and the family that owns Edison Chouest Offshore bought all of Bollinger’s assets and stock. The terms and value of the sale were not disclosed. Bordelon now becomes the chairman, president and chief executive officer of Bollinger Shipyards. Bordelon takes over from his uncle Donald “Boysie” Bollinger, chairman and CEO, and Bollinger’s son, Chris Bollinger, president and board member. See Bollinger Page 5-A

Dow tops 18,000 as market reaches new highs
The Dow Jones industrial average broke through another milestone earlier in the week, closing above 18,000 points for the first time following more encouraging news on the U.S. economy. The government reported early Tuesday that the economy grew at a rapid annual rate of 5 percent in the third quarter of the year, the fastest pace in more than a decade. It was the fifth straight gain as the market shakes off the last of an early-December slump. The Dow and the Standard & Poor’s 500 index are at all-time highs. ___
Officer fatally shoots armed 18-year-old; unrest erupts
BERKELEY, Mo. (AP) — The mayor of the St. Louis suburb of Berkeley called for calm Wednesday after a white police officer killed a black 18-year-old who police said pointed a gun at him. The shooting reignited tensions that have lingered since the death of Michael Brown in neighboring Ferguson. St. Louis County Police Chief Jon Belmar said the officer was questioning two men — one later identified as 18-year-old Antonio Martin — late Tuesday about a theft at a Berkeley convenience store when Martin pulled a 9mm handgun on the officer. The officer stumbled backward but fired three shots, one of which struck Martin, Belmar said. No shots came from Martin’s loaded gun, the chief said. Martin died at the scene, though Belmar declined to specify where the fatal bullet hit Martin. Berkeley is near Fergu-
son, Missouri, where white police officer Darren Wilson shot and killed Michael Brown, an unarmed, black 18-year-old, on Aug. 9, sparking weeks of sometimes violent demonstrations. A grand jury’s decision to not charge Wilson last month in the shooting has spurred a nationwide movement to protest police brutality. ___

COLUMBIA, Miss. (AP) — Elizabeth Bordelon planned to go Christmas shopping until nasty weather blowing through southeastern Mississippi convinced her to hold off. By the time she returned Tuesday to her Columbia trailer park she had called home for only a short time, a neighbor’s mobile home had flipped onto her grandmother’s, trapping her and Bordelon’s aunt. She said her grandmother, 73-year-old Maryjean Sartin, was killed. She was one of four killed in Columbia and Laurel by likely tornadoes that tore through the communities. “I had left the house to go pick up a friend to go to Hattiesburg and do some Christmas shopping,� said Bordelon, whose sons are 6 and 4. “But the weather turned so bad that we decided to wait. By the time I got home, I’d rounded the corner and then saw all the damage.� Bordelon, 26, said the wind from the storm apparently blew under the neighbor’s trailer and flipped it. Bordelon said her aunt was hospitalized. ___

Christmas Eve shooting kills 1 at Gretna mall
GRETNA, La. (AP) — A man who was shopping at a suburban New Orleans mall on Christmas Eve was shot to death at close range and a suspect was in custody, police said. The incident happened around 4:20 p.m. Wednesday, less than two hours before the Oakwood Center mall in Gretna was scheduled to close for the holiday, said Jefferson Parish Sheriff
Newell Normand. The victim had just purchased something from Foot Locker and had turned from the cash register when a man walked within 3 or 4 feet of him and began shooting, Normand said. No one else was injured. “Obviously, based on witness accounts, he walked in with purpose of shooting this particular individual,� Normand said when asked if the person was targeted. Sheriff’s office spokesman Col. John N. Fortunato said in a statement Wednesday night that the incident was captured on surveillance video and that the victim had been identified as 24-year-old James Vaughn of Harvey. In the aftermath of the shooting, “there was bedlam in the mall,� Normand said. Mall security, deputies and Gretna police calmed everyone to make for an orderly evacuation, he said. Normand said the suspect was apprehended several blocks from the mall and is a 25-year-old man, according to Fortunato’s statement.

Bordelon, who once served as Bollinger’s executive vice president of repair, has sat on the company’s board of directors since 2002. Bollinger makes offshore vessels, rigs, push boats, barges and military patrol boats at its 10 shipyards along the Gulf Coast. It also runs 30 dry-docks. Bollinger Fourchon North at Port Fourchon, a new facility capable of accommodating all the company’s vessel at work in the Gulf, is scheduled to open in the second quarter of 2015.

Four of the boats were delivered in 2004. The hull of the first, the Matagorda, began to buckle at sea in September 2004. The Coast Guard accepted the other four after modifications to boost their hull strength, but it wasn’t enough, ac-

U.S. District Judge Sarah Vance dismissed the suit last year, saying the suit “does not allege facts indicating that Bollinger’s initial representation of the hull strength was knowingly false or made in deliberate ignorance or disregard for the truth.� A three-judge panel said the allegations are enough to warrant trial. The Coast Guard asked whether the extended vessels would be strong enough, the judges said. The government alleges that Bollinger said they would exceed industry standards, even though shipyard officials knew this was untrue. “Based on the facts set out in the complaint, one may reasonably infer that Bollinger acted ‘in reckless disregard of the truth or falsity’ of the measurements,� Judge W. The conference dropped its oil and gas income forecast by $93 million last month because of oil prices. Combined with weaker-than-expected personal income taxes, that blew a $170 million hole in the budget that the Jindal administration filled with patchwork financing, a freeze on nonessential spending and modest cuts across agencies. The state lessened spending on school testing contracts and mentor programs for at-risk youth and won’t fill some vacant jobs. But Commissioner of Administration Kristy Nichols, the governor’s chief budget adviser, is bracing for more bad news when the Revenue Estimating Conference meets again in January because of oil. “We’re tracking that number very closely but anticipating another adjustment,� she said. Greg Albrecht, the Legislature’s chief economist, said the oil price nosedive may not cause as much damage to the budget as is feared.
Louisiana’s general fund is a mix of about 40 revenue sources, with about 60 percent of it tied to sales and income taxes, Albrecht said. The state’s running ahead of forecast on sales tax revenue and a bit behind on income tax. “Mineral can go down if we can get some traction on these other two,� he said. “We’re going to look at all of them, not just oil prices. So, you can’t just say it’s all bad. There will be pluses and minuses.� The Jindal administration has started working on contingency plans in case the state faces another deficit this fiscal year and has to find places to slash spending. “We’re still looking at making reductions in professional services and contracts, for this year even as we speak,� Nichols said. In addition, she said agencies are using a consultant’s recommendations for ways to save the state money or find other available revenue sources to chip away at any gaps. Meanwhile, Nichols’ office also is trying to piece together a spending proposal for the new budget year that begins July 1. The governor’s budget recommendations are due to lawmakers by Feb. 27. Lawmakers will work on a final version of that 201516 budget during their next regular legislative session, which runs from April until mid-June.

MELBA HEBERT Melba C. Hebert, 100, a native and resident of Mathews passed away on Thursday, December 25, 2014. Visitation will be held at St. Hilary of Poitiers Catholic Church on Monday, December 29, from 9:00 a.m. until funeral time. A Mass of Christian Burial will be celebrated at 11:00 a.m. with burial to follow in St. Mary’s Nativity Cemetery. She is survived by her daughter, Barbara Hebert; sister, Adrine Lee; 7 grandchildren, 9 great grandchildren and 6 great great grandchildren. She was preceded in death by her husband, Henry Hebert; parents, Robert and Helena Chauvin; son, Bobby Hebert; sisters, Elsie Bourg, Enole Mire, Rena Matherne, Velma McNutt, infant sister; brother, infant brother; grandson, James Pellegrin. ROBERT FRANZ Robert Joseph Franz entered eternity Saturday, December 21, 2014 at the age of 88. He was born on April 1, 1926 in New Orleans, to Fredrick and Alice (Jones) Franz. He attended Holy Cross High School and enlisted in the U.S. Navy to serve his country during WWII. He served as an Aircraft Electrician from 1943-1946 and received the Victory Ribbon and the Asiatic Pacific Campaign Ribbon. He retired from Exxon in 1984 after a 37-year career as a Production Superintendent. He was long time resident of Lockport, an avid golfer, a member of Sugarland Country Club, a member of the Holy Savoir Athletic Club. He also coached numerous youth football and baseball teams. He was survived by his wife of 63 years, Mary Richard Franz of Opelousas; his children Cyndy
Franz Sanchez (Jerry) of Lafayette, Daniel Patrick Franz (Caroline) of Houma, and Robert J. Franz, Jr. of Castroville, TX. His legacy includes 6 grandchildren, 4 great-grandchildren, and 1 great-great-grandchild. He was preceded in death by his 3 siblings, Audrey Harris of Metairie, Lotis Brumfield of New Orleans, and Fredrick Franz, Jr. of Gretna. Bob never met a stranger and was loved by all he encountered. Funeral services were held on Saturday, December 27, at Samart Funeral Home in Raceland. The family will greet friends from 9:00 to 10:30 a.m. followed by a military memorial and prayer service. Afterwards, the burial was held at Holy Savoir Mausoleum in Lockport. In lieu of flowers, donations in Coach Bob’s honor may be made to Lafourche Parish Recreation District 1, P.O. Box 385, Lockport, LA 70374. The family would like to thank the staff at Southwest Louisiana War Veterans Home, Jennings American Legion Hospital, and Heart of Hospice in Jennings, LA for the care and love they provided to Mr. Franz. __________________

Visitation was held from 6:00 p.m. until 9:00 p.m. on Friday, December 26, at Falgout Funeral Home in Raceland, and at St. Mary’s Nativity Church on Saturday, December 27 from 9:00 a.m. until service time. A Mass of Christian burial was held at 11:00 a.m. on Saturday at St. Mary’s Nativity Church with burial to follow in the church cemetery. Stella is survived by her husband, William “Billy” Orgeron Sr.; sons, Henry Orgeron his wife Gay and Billy Orgeron, Jr.; daughter, Rachel Rushing and husband Christopher; 6 grandchildren, Heath and Hailey Orgeron, Jeramie, Zachary, Kaleb and Bethany Rushing. She is preceded in death by her parents, Henry and Stella Bourgeois; brother, Henry Bourgeois, Jr.; sisters, Alice Mae Folse, Ella Mae Cunningham and Judy Bourgeois. MAZIE SAVOIE Mazie Charpentier Savoie, 79, a native of Cut Off, and a resident of Lockport, passed away on Tuesday, December 23, 2014. Visitation will be from 9:00 a.m. until 11:00 a.m. Monday, December 29, at Holy Savior Catholic Church in Lockport. A Mass of Christian Burial will be celebrated at 11:00 a.m. Monday at Holy Savior Catholic Church with burial to follow in the church cemetery. She is survived by her sons Oray Savoie, Jr. and wife Teala, Robby Savoie and wife Sheila; daughters, Deborah Boudreaux and husband Glenn “Cookie”, Cherie Arceneaux and husband Scott; brothers, Larry, Jeffery and Jerry Charpentier; 6 grandchildren and 3 great grandchildren. She was preceded in death by her husband, Oray Savoie, Sr.; son, Daniel Savoie; parents, Alcess and Alceda Danos Charpentier; brother, Alexie “Pete” Charpentier and sister, Rosemary Charpentier. WERLIN LEBOUEF Werlin John LeBouef, 82, a native of Bourg and resident of Cut Off, died at 3:30 a.m. Thursday, Dec. 18, 2014. Visitation was held from 6:00 to 9:00 p.m. Friday, December 26, at Falgout Funeral Home in Galliano and from 9 a.m. until funeral time Saturday, December 27, at Sacred Heart Catholic Church in Cut Off. A Mass of Christian Burial was held at 11 a.m. Saturday at the church, with burial in Cheramie Cemetery in Galliano. He is survived by his wife, Mary LeBouef; son, Raymond LeBouef and wife, Annette; daughter, Linda Callais and husband, Mike; grandchildren, Eddie Callais and wife, Juliette, Jace Callais and wife, Celeste, Heather Dodson and husband, Mitchell, and Ryan Freudenburg and wife, Missy; grandchildren, Hayden Callais, Carter Callais, Sidney Dodson, and Lorelai Dodson. He was preceded in death by his parents, Joseph and Victoria LeBouef; brothers, Magnus, Alvin, and Melvin LeBouef; sisters, Hazel Blanchard and Doris Neil; and grandchild, Craig Callais. With the passing of our father, so passes a culture from the past. A culture of French heritage with deep roots. He was a simple but hard working man who enjoyed the outdoors. He was a shrimper who spent most of his life hard at work on the water, but that is the way he chose it to be. Falgout Funeral Home in Raceland is in charge of arrangements. __________________
