Shortly after 11:30 p.m. Monday night, Troopers from Louisiana State Police Troop C began investigating a single vehicle fatality crash that claimed the life of a Larose man on LA 1 in Cut Off. The investigation revealed that a 1998 Chevrolet pick-up truck, driven by Chris Ougel, age 56, of Larose, was traveling south on LA 1 near West 56th Street in Cut Off. The truck, for unknown reasons, failed to negotiate a left hand curve and traveled off the right side of the roadway. The Chevrolet entered a ditch where it struck a con-

BATON ROUGE, La. (AP) — Embattled Democratic Sen. Mary Landrieu largely dumped her message of seniority and clout Monday in favor of direct attacks against Republican challenger Bill Cassidy, as she sought to use the last Senate race debate to overcome her long odds to winning a fourth term. Landrieu accused the GOP congressman of bilking taxpayers in his medical teaching work at the LSU hospital system, suggesting Cassidy collected a $20,000, taxpayer-funded annual salary for little or no work. Santa, Frosty and friends wave to the crowds during the first annual “Santa is Coming to Town” family parade that rolled Saturday in Golden Meadow. The Town of Lockport will host their annual Tree Lighting Festivities this Fri., Dec. 5th beginning at 6:30 p.m. at the Lockport Bayou Side Park. All Christmas decorations will be lit by parade Grand Marshal Kate Loupe. Santa Clause, Frosty and characters will then arrive and all children ages 12 and under will receive beautifully handmade toys. The town’s Christmas Parade is set for Sat., Dec. 6th, beginning at 5:30 p.m.

Voters head to the polls Saturday to decide three races not settled from November balloting. Topping the list is a heated U.S. Senate race where incumbent Mary Landrieu (D) faces off against U.S. Representative Bill Cassidy (R). As Republicans swept a number of seats across the country and took control of the U.S. Senate chamber beginning with the next Congress, which convenes in January, Landrieu faces an uphill battle to retain her seat against a surging Republican wave. Landrieu led in primary voting with 42 percent to Cassidy’s 40 percent. Also on the ballot, central and north Lafourche voters will choose a new Congressman for the Sixth Congressional District seat. Cassidy, who is running for U.S. Senate, is vacating the seat. Voters will choose from Garret Graves, a Republican who was the See Run-off Page 5-A

Local Fidelis and Fraternus chapters mentor teens Marc C. Kimball Contributing Writer

Teenagers are often referred to as a group of selfabsorbed, self-serving and apathetic youth aimlessly traversing through life. This generic, vague description of the future leaders of our country might not be fair or even accurate … especially if that teen is a member of Fidelis or Fraternus of South Lafourche. The mission of the three-year-old Fidelis of South Lafourche is to mentor girls into virtuous Catholic women. This Fidelis chapter is a community-based program for young women age 11-18 in grades 6-12. The local Fidelis chapter is coordinated by a team of volunteer women from the four Catholic parishes of South Lafourche who organize and implement the program and serve as mentors. The women mentors come from Larose, Cut Off, Galliano and Golden Meadow and mentor 40 young women in the chapter. Boys are mentored into virtuous Catholic men through Fraternus of South Lafourche. The Fraternus chapter started nearly five years ago and has approximately 25 male mentors guiding 40 young men enrolled in the program. South Lafourche High School Tarponettes hosted their first annual Princess Day this past weekend where over 30 girls, from Pre-K to fifth grade, arrived dressed in their favorite princess attire. The girls were treated to a tea party, arts and crafts sessions, nail painting and hair styling. Lafourche Parish officials celebrated the opening of the long-awaited Leeville Boat Launch at a ribbon-cutting ceremony Monday. The roughly $1.1 million project, built at the site of the old Leeville drawbridge, features two 30-foot boat launches, a fishing pier, a parking lot with room for around 60 trucks with boat trailers and a kayak launching area. A $487,000 federal Wallop-Breaux grant, $200,000 from the Greater Lafourche Port Commission and $413,000 from Lafourche Parish were used to pay for the launch. The launch opening on Nov. 21 marked the completion of the first phase of construction. Future phases are expected to include a handicap accessible fishing pier and artificial reef.

Seat belt checkpoint scheduled for Thursday

The Lafourche Parish Sheriff’s Office will conduct a seat belt checkpoint in Lafourche Parish during the daylight hours of Thursday, December 4. Deputies will check motorists for seat belt and safety seat violations, as well as other violations such as expired inspection tags. This checkpoint is part of the Lafourche Parish Sheriff’s Office’s year-long campaign designed to raise awareness for these types of violations and make the highways of the parish safer for all motorists.

Lockport Christmas events set for Fri., Sat.

The Town of Lockport is planning its popular Christmas Parade & Tree Lighting Festivities. The Tree Lighting is set for Fri., Dec. 5 beginning at 6:30 p.m. at the Lockport Bayou Side Park. Santa Clause, Frosty and characters will be at the event. All children ages 12 and younger will receive beautifully handmade toys. Refreshments will be provided by the Lockport Volunteer Fire Department. The Christmas Parade is set for Sat., Dec. 6, beginning at 5:30 p.m. Anyone

Bowl for Breath event to be held December 6

Bowl for Breath, the Louisiana Chapter of the Cystic Fibrosis Foundation’s annual fundraiser, will take place Saturday, December 6 at Creole Lanes (1317 Tunnel Blvd., Houma) from 11 a.m. to 2 p.m. All proceeds will benefit the Cystic Fibrosis Foundation as it seeks to find a cure for the leading genetic killer of children in the U.S. The annual event—now in its 25th year—will include a family friendly afternoon of bowling, food, door prizes, raffle prizes and themed “Caped Crusaders for a Cure� costume contest making sure no participant goes home empty handed. It’s a Small World, after all, By Leroy Martin Part II

Last week, the stories outlasted my column. Like this year, my months outlast my money. Now, more Small World ‌ In 1942, World War II was on and we soon learned the rules and regulations to abide by. (In a future column, I will, in detail, write about how we were informed of, prepared for, affected by, endured and survived the greatest struggle and heroic event in our nation’s history.) I was in seventh grade. My family had moved to New Orleans and I had stayed behind to finish the grade. My teacher was Miss Mary Ann Costanza from Napoleonville and our classroom was the furthest back in the Golden Meadow High School building. Beyond that were five arpents of wet marshland leading to a huge oil tank. (An arpent

is a French measure, 192 feet, used in Cajun Louisiana instead of acre.) Suddenly, the oil tank exploded, breaking windows and shattering glass. We saw the fire, felt the heat and shockwave and kids fell to the floor. Seeing no one was hurt, a startled teacher led a scared bunch out of the room like a routine fire drill and Principal Miller closed the school for the rest of the day. I still remember the sound. It was not a bang, but a very loud SCHUUUUUSH! It took us awhile to realize that it was real and not a movie. Since our country was at war, it was rumored to be sabotage, but back then the oil companies were not great environmentalists, and the oil fields were pretty sloppy and prone to such an event.

Exploding oil tank

Now flash forward twenty years. I had been employed in the Assessor’s office for several years. My boss had been re-elected a couple of times, and the job hopefully looked like it might be steady, not always so with political jobs in those days. In Assumption Parish, Mr. Nick Costanza had been elected Assessor. He was a nice guy, a bar owner who everybody knew and liked, but he knew little about the office he had been elected to. The Louisiana Tax Commission, the Assessors’ control board, called my boss, Hubert Robichaux and asked him to send a deputy to help Costanza set up the office and show him the process and the legal and mandated duties required. He chose me. I was happy to do so, and I spent two weeks with Mr. Costanza, his staff, and his wife Alma, who was also his Chief Deputy. A law later prohibited the hiring of family members, but she was grandfathered in. It was a pleasant time. They eat a lot of boiled crawfish in Napoleonville. One day, the Costanzas and I were at work when in walked a lovely lady and a “deju vuâ€? moment told me I had seen her before. She was my seventh grade teacher Mary Ann Costanza, who happened to be Nick’s sister, and my fellow victim of the oil tank explosion many, many years ago. We had a great time reminiscing over lunch and one evening, Mr. Costanza took us to a crawfish boil on Lake Verret. It was a lovely scene and a great evening. It sure is “a small world, after allâ€?. Another Small World, part three, next week. I left my chair for a moment and our cat, Smokey, jumped on my keyboard and starting banging like she’s seen me do many times. Cats are in charge ‌ accept it! Dogs have masters, cats have staff. When I returned and put her down, I looked at the monitor and realized ‌ hey, she writes better than I do! Youngsters, respect your elders! They graduated school without the Internet! Bye now.

Actually, I was referring to myself, me, Leroy. Fortunately for the sake of humanity, there was never another “Me�. Joyous Sounds to once again light up the Christmas season

Joyous Sounds, a musical singing group, will perform its Christmas Concert on Sunday, December 14, at 2:30 p.m. at Holy Savior Church in Lockport. The 14-member group, under the direction of Kevin Gaubert, was founded in 1992 when they sang for the Central Lafourche AARP. Since then they have performed for audiences in Lafourche Parish, Terrebonne Parish and New Orleans. The singers are accompanied by three guitarists, a piano and a drummer. This year’s selection of songs will feature religious as well as secular songs. There is no admission but please bring a nonperishable food item to be donated to the Holy Savior

Parishwide, voters will also select a new district judge for the Division “B� seat in the 17th Judicial District. Steve Miller, who currently serves as an assistant district attorney in Lafourche Parish and who led the balloting in November, will square off against John Erny, III, an attorney in private practice. Voters parishwide will also be asked to consider a number of millage renewals that affect various operations throughout the area. Proposition number one is a ten-year renewal for public health units in the parish. The renewal would span ten years at the rate of 0.82 mills. The tax at current rates would bring in some $845,000 annually for the maintenance and operation of public health facilities parishwide. Proposition number two would renew a 1.65 millage rate for ten years for recreation facilities in the parish. At current rates, it would bring in some $1.7 million annually for maintenance and operations parishwide. Proposition number three would renew 2.49 mills for the maintenance, operation and construction of public buildings in the parish for a period of ten years. At current figures, this millage would bring in some $2.5 million annually. Proposition number four would renew a millage of 3.34 mills for the operation and maintenance of drainage facilities throughout the parish for a period of ten years. The rate would collect some $3.4 million annually. Also up for voter consideration is a renewal of 3.57 mills for maintenance and operations of Lafourche Parish Water District No. 1. The millage would bring in some $2.9 million annually.

Payton sees promise in Saints’ defense BRETT MARTEL AP Sports Writer

METAIRIE, La. (AP) — Sean Payton stresses that statistics — and sideline spats, for that matter — can be deceiving. New Orleans’ defense ranks 31st, or second-tolast, in the NFL, having plummeted from a ranking of fourth last season under coordinator Rob Ryan. Payton and Ryan have been caught on camera arguing on the sideline during a number of games, giving the impression that Payton is unsatisfied not only with the results Ryan is getting, but with Ryan himself. The latest pointed exchange came after New Orleans was flagged for having 12 men on the field in the third quarter on Sunday. On Monday, however, Payton sounded encouraged by the progress New Orleans’ defense demonstrated in a 35-32 victory over Pittsburgh on Sunday. “That was a really wellplayed game,� Payton said, referring specifically to the defense, which is allowing an average of 390.5 yards per game. Only Atlanta, which is tied with New Orleans for first place in the NFC South at 5-7, ranks worse defensively, giving up 403.2 yards per game Pittsburgh finished with 538 yards, but Payton

didn’t sound overly concerned by yardage Pittsburgh piled up during two late touchdown drives, which came after New Orleans built a three-score lead. For Payton, two interceptions of Ben Roethlisberger, sturdiness against a running game led by Le’Veon Bell and an ability to keep the Steelers out of the end zone until less than 5 minutes remained in the third quarter were good signs heading into the regular season’s final four games. “The turnovers were huge,� Payton said, referring to interceptions by safety Kenny Vaccaro and defensive end Cam Jordan. “We did a better job of containing the quarterback. ... We were kind of able to keep him from climbing freely up in the pocket.� Payton also hoped New Orleans’ ability to prevent Roethlisberger from stepping up in the pocket or extending plays by rolling out bodes well for Sunday’s home game against Carolina and Cam Newton. “There are similarities in the styles of difficulty, big arms, hard to sack, extends plays,� Payton said. “I’ve heard others make that comparison.� Payton also noted that, “one big goal for us was keeping the running back under 100 yards.� Bell wound up with 95 yards,

but much of his yardage came during first-half drives that ended with field goals. On Sunday, Payton dismissed speculative reports that he was expected to let go of Ryan after the season, calling his relationship with his defensive coordinator “outstanding� and praising Ryan’s work ethic by noting that he stays at Saints headquarters “until the crickets are gone.� “Yeah, I get upset when there’s 12 guys on the field,� Payton added. “That doesn’t mean I’m looking for another defensive coach.� Cameron Jordan said players aren’t all that surprised to see two intense members of the same coaching staff argue when things go wrong during a game. “Things can be heated just like teammates can be heated with each other. The most important thing is they communicate, discuss things and move on,� Jordan said. “Coach Payton is very passionate about the game and so is Rob, so when you get two passionate people, I’m sure they’re bound to have words.� More important to Jordan was the discipline New Orleans’ defense maintained for most of its victory over Pittsburgh. It paid off not only in the form of two turnovers, but three other plays in which Saints defenders were in position to intercept passes, but couldn’t quite corral the ball. New Orleans also allowed Pittsburgh to convert only six of 14 third downs (43 percent), an improvement from the 47.4 percent of third downs opponents have converted against New Orleans all season — a category in which the Saints also rank last. “This whole week we really put an emphasis on the defense stepping up, everybody just doing their job not doing anything more than what we needed to,� Jordan said. “There have been a lot of plays we tried to create that ended up going in the opposite way. Really it was just about staying home, focusing on every minute detail. “We did a decent enough job to come out with the win, but there’s still a lot more room for improvement,� he added.

Cassidy, a liver specialist, said he did nothing wrong and shot back with renewed criticism for Landrieu’s improper billing of charter flights to taxpayers when she was attending campaign events, $43,000 in charter costs that have been reimbursed by Landrieu’s campaign. “I truly have been trying to help the uninsured and the poor for the last 25 years,” Cassidy said of his medical work. Of Landrieu, he said: “When she takes chartered jets on the taxpayer dime to campaign events, who is it that benefits?” The event was the only debate in advance of Saturday’s runoff election. Cassidy refused additional debates, as he holds the lead in the race and seeks to avoid any possible missteps in an unscripted event. Landrieu is the last Democratic statewide elected official standing in a state trending more Republican each election cycle. National Democrats have largely abandoned her in campaign advertising, leaving her to fend for herself while national Republican and conservative organizations continue to slam her and support Cassidy on the airwaves. Republicans will maintain control of the Senate, even if Landrieu wins. The Democratic incumbent from New Orleans needs strong turnout from black voters and improved support from white voters to turn the tide in her favor. But if early voting is a strong indication, black voter interest in the race has dropped. More white and Republican voters cast ballots early for the runoff election than in advance of the Nov. 4 primary, when Landrieu ended up with only 42 percent support. Thirty-two percent of the voters who cast ballots early in November were black. But in the latest weeklong early voting period, only 28 percent of the voters were black, though they make up 31 percent of the state’s registered voters.

In Monday night’s statewide TV debate, Cassidy stuck to his message of tying Landrieu to President Barack Obama, who remains unpopular in Louisiana. Cassidy said the Democratic senator’s support for Obama’s agenda and appointees was damaging to the state. “Families are struggling, and they’re struggling because of the Landrieu/Obama agenda,” he said. Landrieu repeatedly circled back to her criticism of Cassidy’s LSU work. She described gaps in Cassidy’s timesheets and questionable billings, calling it a “sweetheart deal.” Cassidy worked a little more than five years for LSU after being elected to Congress and before taking a leave of absence for the campaign. The university has provided only 16 timesheets for the period, and they show him working fewer than 14 hours per month on average. Landrieu also questioned how Cassidy could be doing medical work on days when he also took votes in Congress or attended committee hearings in Washington. LSU hasn’t provided Cassidy’s contract or any information about how many hours he was required to work. University spokesman Ernie Ballard issued a statement saying: “Based on concerns that have surfaced in the news media, we will review any information we have regarding Dr. Bill Cassidy’s employment with LSU, just as we would any other employee.” Both candidates used talk of the timesheet criticism to discuss Obama’s signature health care revamp. Cassidy said while he was doing medical work for the poor and uninsured, Landrieu was supporting a federal health overhaul that worsened care, damaged businesses and needed to be repealed. Landrieu replied by saying her Republican challenger claimed to be a doctor for the poor, but wanted to strip a law that helps the poor gain greater access to health care. “This law is not perfect. It needs to be fixed. It needs to be improved. But it is better than the system we had,” she said.

Sunday evenings from 6 p.m. to 8 p.m. during the course of the school year behind the St. Joseph Catholic Church at the Recreation Center in Galliano. It’s part religion class, part church youth group and part classroom, but you wouldn’t recognize the two-hour gathering as such. Nikki Pitre is a volunteer mentor with the Fidelis chapter and explains the Sunday meeting components. “We have a half-hour of social time where the kids mingle and interact. They enjoy the social time both the boys and girls together,” she said. After the social interaction, the boys and girls separate. “We then play some type of game. We then usually watch a movie clip that pertains to the week’s lesson. We break out into smaller groups and talk about the week’s lesson and how it pertains to us,” she said. “This doesn’t replace religion class or a church youth group,” she noted. “We are a mentoring group and our obligation is seeking holiness.” The Fidelis and Fraternus programs are administered through the Catholic churches and originated in Pensacola, Florida, but has quickly began to spread throughout the United States. The program has set weekly lessons that the women and men administer to the youth. Also included is a weekly challenge … homework of sorts. “This week’s challenge was to identify something good that we could be doing that we currently don’t do,” says Pitre. “It helps put things into perspective. We try not to answer the questions for them but mentor and guide them based upon what God tells us.” “We are a resource to help kids to do things for the right reasons,” she says. “We as mentors don’t know more or know better, we just want to help our kids do the right things for the right reasons. It’s not easy for kids to go through high school.” Addie Duet is a mentor with the South Lafourche Fidelis chapter. Her daughter has been involved with the group for nearly three years now. “After my daughter was with the Fidelis chapter for a year, I knew I had to get involved,” said Duet. “It’s such a wonderful group that helps to guide kids in the right direction. It’s such a great program, and I wanted to be a part of it.” Last week the Fidelis and Fraternus chapters were giving back to the

community in the form of service. The group was assisting with bagging, carrying and loading groceries for patrons at the Frank’s Supermarket in Larose on the Tuesday and Wednesday afternoons before Thanksgiving. “It’s a busy time for the supermarkets and we were happy to be there to assist people with their groceries for the Thanksgiving holiday,” said Duet. “The staff, management and customers at Frank’s were so grateful. The kids that were there were happy to do it and loved the opportunity to show that small act of kindness.” As members of the Fidelis and Fraternus groups finished loading the groceries into the cars for each customer, they presented them with a cookie. When asked how much they owed for the grocery carrying and the cookie, each teen replied the same, “Nothing is owed. It’s just a small blessing.” “These kids are mentored to rely on God’s teachings, especially in today’s world,” added Duet. “It was evident and apparent that they were listening! They had such an enjoyable time helping others selflessly all afternoon.” The Fidelis and Fraternus chapters of South Lafourche plan on doing

THIBODAUX, La. (AP) — Nicholls State campus recreation director Mike Matherne says a new program offers free use of bicycles to students and other recreation center members. The bikes may be used on campus. But Matherne tells The Daily Comet that they’re meant to let people explore surrounding areas, such as the farmer’s market, museums, and Jean Lafitte National Park. He says that, with help from student government, the recreation center bought one tricycle, two tandem bicycles and nine cruisers. He says that they’ll buy more if the demand warrants it. Bicycles rented during the week must be returned by the end of the day. But those checked out Friday can be returned Sunday. Audit: Companies overpaid $22.6M by revenue dept. MELINDA DESLATTE Associated Press

BATON ROUGE, La. (AP) — The state Department of Revenue overpaid $22.6 million in refunds to two companies, and the only reason the mistake was caught was because the businesses returned the money, according to an audit released Monday. Legislative Auditor Daryl Purpera’s Office said the overpayments during the last budget year went through five levels of state review before they were sent. One company received an improper refund of $20.8 million and the other $1.8 million, according to the auditors. “In both cases, the department was unaware of the errors until the taxpay-

ers recognized the mistakes and returned the overpayments,” the audit says. The revenue department said the complicated refunds were from legal settlements involving multiple tax periods and tax types. In a written statement, the department said the mistake was corrected, no money was lost to the state treasury and greater controls have been put in place for handling these “extremely rare types of settlements.” Purpera’s office also criticized the agency as having lax controls over state-

issued credit cards and said it lacked a proper internal audit structure to detect errors and fraud. The audit recommended ways to beef up its oversight. Revenue Secretary Tim Barfield said he agrees with most of the auditor’s recommendations. But he added: “It is also important to note that none of the findings resulted in any loss of revenue for the state or agency and prior to the (auditor’s) findings, the Department had already proactively begun taking actions to address the matters.”

Credit cards were used to make unauthorized purchases, and employees didn’t file the proper documentation to verify they had approval for the purchases, according to the audit, which raised concerns about $164,508 in credit card charges. Auditors reviewed 33 monthly credit card statements for 21 different cardholders across the department. The revenue department said none of the questioned charges involved improper spending, but it said it has added a monthly

She is survived by her daughter, Helen Ann Bouzigard; sons, Lorris “LJ” Bouzigard, Jr., Clifton Bouzigard and Timothy Bouzigard and his wife Lisa Theriot Bouzigard and extended family Ed Patterson and Ace Toups and Pamela Duke. She is also survived by five grandchildren, Todd Garvin, Billie-Jo Griffin, CheraKee Bouzigard Epperly and husband Thomas Epperly, Jamie Griffin and Timothy Bouzigard, Jr. and eleven great grandchildren. She is preceded in death by parents, John Dardar and Bridgette Williams, her husband Danny Gindrat, her daughter Bridgette Bouzigard Griffin, her sister Rita Dardar Crosby, and her six brothers, Louis, Walter, Frank, Philip, Raymond and Hanna Dardar. A memorial service will be held on Saturday, December 6 at 2 p.m. at the Christian Family Center, located at 18119 E. Main (Hwy. 308), Galliano. Interment is to follow at Cheramie Cemetery. She was an elected tribal chairperson, Houma Tribe-19721979, executive director, Governor’s Commission on Indian Affairs, State of Louisiana. Expertise in programs for aging, community services, housing, education, Lafourche Parish School Board, Advisory Committee for Indian Affairs 1974. EUNA ARCEMENT Euna Mae Bourgeois Arcement, 88, a native of Raceland, and a resident of Lockport, passed away on Friday, November 28, 2014 at 1:27 a.m. Visitation will be from 9:00 a.m. until 11:00 a.m. Thursday, December 4, at Holy Savior Catholic Church in Lockport. A Memorial Mass will be celebrated at 11:00 a.m. Thursday at Holy Savior Catholic Church with burial in the church cemetery. She is survived by one son, Roland A. Arcement, Jr. and wife Evelyn; five daughters, Patricia Scott, Julie Matherne and husband Buddy, Mary Frances Louviere and husband Pete, Mary Margaret Blanchard and husband Neil and Theresa Knight and husband Dee Dee; two sisters-in-law, Audrey Bourgeois Turner and Rosemary LeBlanc Arcement; 14 grandchildren and 27 great grandchildren. She was preceded in death by her husband of 70 years, Roland A. Arcement, Sr.; her father, Raymond J. Scott and John Wayne Bergeron, Sr. and one great daughter-in-law, Dianna Scott. Euna was a devoted Catholic. She enjoyed working under the guidance of Msgr. James Songy as secretary of Holy Savior Catholic Church for nine years. She and her husband, Roland, enjoyed many years of camping with the Bayou Retirees Camping Club. She was a devoted wife, mother, grandmother and great grandmother. Her six children are thankful to God for giving them such a loving and wonderful mother. She taught her children merely through example of a giving heart and was always the “rock” that her family could count on. The family extends their heartfelt thanks to Stat Home Health, Houma, St. Joseph Hospice, sitters, Mary Evans, Ethel Lirette and Pearl Aysen and her friend and caregiver, Birdie Barber. A man realized he needed to purchase a hearing aid, but he felt unwilling to spend much money. “How much do they run?” he asked the clerk. “That depends,” said the salesman. “They run from $2 to $2,000.” “Let’s see the $2 model,” he said.

The clerk put the device around the man’s neck. “You just stick this button in your ear and run this little string down to your pocket,” he instructed. “How does it work?” the customer asked. “For $2, it doesn’t work,” the salesman replied. “But when people see it on you, they’ll talk louder!”
