THIBODAUX — Entergy New Orleans CEO Charles L. Rice Jr. will deliver the keynote address for Nicholls State University’s fall commencement. Nicholls will award more than 650 degrees during three ceremonies scheduled for Saturday, Dec. 12 in Stopher Gymnasium. Rice, who has overseen Entergy’s operations since 2010, is currently coordinating the largest natural gas rebuild effort in the utility industry’s history following pipe damages sustained during Hurricane Katrina. Following recordbreaking numbers of graduates over the past four years, Nicholls will hold three commencement ceremonies to accommodate graduates and their guests. Ceremonies each require a ticket for admission, and will begin at 9 a.m. for College of Arts and Sciences, at noon for College of Business Administration and College of Nursing and Allied Health, and at 3 p.m. for College of Education. Nicholls will livestream all three ceremonies at nicholls.edu. The full video of each ceremony will be posted on the Nicholls website the week following commencement.

Six-year old Parker Guidry, of Lockport, graciously accepts a gift from a float rider during the Town of Lockport’s 24th Annual Christmas Parade Saturday night. The parade featured Santa Claus and Frosty the Snowman, as well as a live nativity scene afterwards.

With the qualifying period completed as of Friday, three candidates signed up to fill the Greater Lafourche Port Commission Seat “D” position on the March 5 ballot. The slot became open when longtime commissioner Donald Vizier resigned earlier this year. According to the Secretary of State’s website, qualifying for the seat were Rodney Gisclair, Sr., R-Cut Off, Jimmy “T-Jim” Lafont, R-Cut Off, and Vhores “T-Voe” Trosclair, R-Galliano. Only registered voters in the 10th Ward of the parish are eligible to vote in this contest. Five candidates qualified Friday for the Lafourche Parish Council District 5 seat. On that ballot will be John Arnold, R-Gray, Mark Atzenhoffer, no party-Bayou Blue, Holly “Scooter” LeBouef, no party-Raceland, James Honore’ Bourgeois, R-Raceland, and Albert Louis Martin, Jr., no partyBayou Blue.

Local bands fare well against top competition Gazette staff reports

Two of the best prep marching bands in the state of Louisiana call Lafourche Parish home. Both South Lafourche and Central Lafourche fared well at the Louisiana Showcase of Marching Bands, which takes places annually on the campus of UL-Lafayette. This year’s event was on Nov. 7, and both local schools scored

high marks with the event’s panel of strict judges. The Pride of South Lafourche Marching Band won Best in Class Overall for Auxiliary and Band First Place for the competitions Small Class. The Central Lafourche High School Trojan Lancer Band took home Band Second Place for the Large Class. Both local marching bands fared well in the Finals with the Tarpons finishing eighth out of 32

Sounds of the season …

Detectives seek second suspect

Carl Savoy, 38, of Larose has been charged in an aluminum theft, which occurred last month at a marine transportation company in Cut Off. Detectives identified Savoy as one of two suspects involved following the investigation. Last month, the business owner discovered several pieces Carl Savoy of aluminum valued at several thousand dollars missing from the property. Upon reviewing surveillance video, detectives observed two male subjects arriving at the business at around noon on Saturday, November 7. The suspects placed multiple pieces of aluminum inside a vehicle and fled the scene. Through investigation, detectives identified one of the subjects as Carl Savoy and obtained a warrant for felony theft. Savoy was arrested on November 24 for outstanding warrants for contempt of court in both Lafourche and Terrebonne. See Arrest Page 7-A

Volunteers sought for Hospice team

Journey Hospice is seeking volunteers as they are a vital part of the hospice team. “All is calm and all is bright?â€? Few Americans are singing Silent Night this week in America.  If President Obama wants to shut down ISIS he must doing the following: First, let me say I do agree with Obama in that we must not send thousands of soldiers to Syria. This would end up costing us thousands of lives and another trillion dollars that we do not have. However we can do the following: Communication/Media must be shutdown. Americans are guaranteed freedom of speech but not ISIS. We must do everything we can to take out their ability to communicate. This means cell phones and Internet access. Can we not figure this out? Any social media corporation that has ties to America or any segment of the free world must help with this. ISIS promotes, taunts and recruits via online propaganda. We have to stop this. - All means of making money has to cease. Bomb oil refineries controlled by ISIS. Put them out of commission. ISIS has millions and millions of dollars at their disposal. - Shut down their travel means. Take out their major bridges, destroy their highways and airports. Take out all sources of food supply. - Work strategically with

Russia, France, England and Germany. However, the Middle East countries must get on board with manpower and cash to support this effort. Where is worthless Saudi Arabia? By the way, Saudi Arabia does not even want the Syrian refugees in their country. They would rather send them to Germany or America! We further need to get control of the Visas that are being issued to anybody and everybody. People from all over the world can get a Visa to America for almost any excuse. This must tighten up drastically. Guns are still not the problem. The San Bernardino couple had a bomb factory in their garage. They could eventually have killed dozens or hundreds with bombs! Does anybody remember April 19, 1995? Timothy McVeigh killed 168 people and injured over 600 in Oklahoma City with a truck bomb! The radical Muslims of September 11, 2001 took over airplanes that became catastrophic missiles killing almost 3000 people. Do you remember the Jonestown massacre? In 1978, 900 people were led to their deaths by the radical religious leader Jim Jones. Jones led some and forced many to drink the poisonous cyanide Kool-Aid. Jones’ henchmen guards did have guns. However, most of the 900 died from cyanide poisoning. Radical religion was at the forefront of this massacre. Groups such as Jones’ People’s Temple and Radical Muslim Mosques are a danger to our society and must be monitored.

US rig count declines by 7 this week to 737

HOUSTON (AP) — Oilfield services company Baker Hughes Inc. says the number of rigs exploring for oil and natural gas in the U.S. this week declined by seven to 737. Houston’s Baker Hughes said Friday that 545 rigs were seeking oil and 192 explored for natural gas. A year ago, with oil prices almost double the prices now, 1,920 rigs were active. Among major oil- and gas-producing states, Louisiana was down four rigs, Texas dropped three, North Dakota was off by two while Colorado and Utah each declined by one. Oklahoma and Wyoming gained two rigs apiece. The U.S. rig count peaked at 4,530 in 1981 and bottomed at 488 in 1999. ___

110-year-old WWII vet gets Washington trip

Senators seek plan to expand Louisiana’s Medicaid program

BATON ROUGE, La. (AP) — State senators asked Louisiana’s health department Monday to draw up a Medicaid expansion proposal within weeks, as they ready for a new governor who wants to tap into that provision of the federal health care law. Lawmakers have repeatedly rejected Medicaid expansion plans, siding with Republican Gov. Bobby Jindal, an expansion opponent. But Jindal is termlimited, and legislators are showing more openness to the idea as John Bel Edwards, a Democratic state representative and ardent expansion supporter, readies to take over as governor on Jan. 11. The Senate Finance Committee asked the Department of Health and Hospitals to devise an expansion plan before Jan. 1. Members also asked the Legislature’s financial analysts to study the different models used by other states to determine how they could apply to Louisiana. “I’d like to see how much it costs. I don’t think we’ve ever had a really good estimate of what it costs,” Finance Committee Chairman Jack Donahue, RMandeville, said after the

hearing. “It could be a benefit to Louisiana.” Expanding the Medicaid program to cover the working poor would bring billions of new federal dollars into the state and is estimated to have some possible savings for Louisiana. Any expansion, however, won’t help cover a $530 million Medicaid deficit that is looming in the current fiscal year. Without a fix, the health department estimates it would run out of money to pay doctors, hospitals and other Medicaid providers in May. “Once the money runs out, the payments to the providers stop. That’s just the stark reality,” said Jeff Reynolds, undersecretary for the department. To close the immediate Medicaid gap before the fiscal year ends June 30 would cost an estimated $191 million in state financing, to draw down the remaining portion in federal matching dollars. Jindal and lawmakers didn’t put enough money into this year’s Medicaid budget to cover increases in enrollment and in costs of items, like prescription drugs. An internal source of financing planned to fill the Medicaid gap was instead used by Jindal to cover another state budget deficit. Reynolds said the

health department estimates Medicaid is enrolling about 2,000 new recipients a month. He said the boost is driven by private operators of the LSU hospital system working to put Medicaid-eligible patients on the program’s rolls and by federal law requiring people to get health insurance making more people aware of their Medicaid eligibility. If Louisiana decides to expand its Medicaid program as allowed under President Barack Obama’s signature health overhaul, as many as 500,000 more people would be eligible for the government-funded health insurance, according to data presented to the Senate committee. Medicaid expansion covers adults making up to 138 percent of the federal poverty level — about $33,400 for a family of four. Thirty states have agreed to expand their Medicaid programs. Edwards has said providing the health insurance to Louisiana’s working poor will be a top priority for his administration. But questions have been raised about the workability of legislation passed earlier this year to help cover the state’s cost-share of a Medicaid expansion and whether changes will have to be made to the financing tool.

Mrs. Jimmie Rodgers, Epilogue On Wednesday, March 15, 1950, I had lunch at Antoine’s in New Orleans with Mrs. Jimmie Rodgers and we were to have dinner at Arnaud’s, but my day was interrupted with a call to National Guard duty. We would meet again May 26, 1953 in Meridian, Mississippi, but this column is about my visit with her and her daughter Anita Rodgers Court and grandson Jimmie Dale Court in San Antonio, Texas, in 1961. In March of 1961, my employer, Lafourche Parish Assessor Hubert Robichaux, sent me to represent him in the Annual I.A.A.O., (assessor’s), convention in Phoenix, Ari-

zona. He couldn’t attend but allowed me to take a side trip providing any expenses beyond those allowed were to be paid by me. I boarded a plane in New Orleans and deplaned in San Antonio, Texas, where I rented a car. I had phoned Mrs. Jimmie “Carrie” Rodgers a few days earlier and she had insisted I stop for a visit. I arrived at her address and she met me at the door with a hug and introduced her daughter Anita Court and grandson Jimmie Court. Anita was about 40 and Jimmie about 10. Both ladies were charming but Carrie, at 60 years old, looked frail and weak. I

learned that Anita had moved in as caregiver so I knew she was sick. We sat, reminisced, laughed and viewed old pictures and Jimmie’s only movie, “The Signing Brakeman”. Carrie whispered something to Anita who returned with a guitar I recognized from hundreds of pictures of Jimmie and Ernest Tubb. “Would you like to strum it?” Carrie asked. “I’d be too nervous, I might drop it,” I answered. “Don’t worry, Ernest banged it up pretty good the years he used it and I had it re-finished,” she answered. I carefully cradled it and as I strummed it I sang two lines from a song Jimmie had recorded, “The Home Call”. “We’re just as happy, as happy could be, in the evening just Carrie, Anita and me.” As I sang their names I pointed the guitar to Carrie, then Anita, and on me I pointed it to Jimmie’s picture on the wall. There were tears in all our eyes and everyone was silent for awhile. It was a pleasant twohour visit and as I was leaving I asked for direc-

It was 60 miles north and on my route to Phoenix. “I’ll do better than that,” she said as she handed me a note. “This will introduce you to the owners, very nice folks who allow me this privilege which I use only a few times a year.” With that, we bid goodbye and I drove to Kerrville. Following Carrie’s direction, I found what I recognized as the “Blue Yodeler’s Paradise”, their dream home, built at the top of his career. The owners were nice and welcomed me in. They were proud of their home and its history and pointed out a picture of Jimmie and Carrie Rodgers hanging on the wall. They said they only did this for Carrie and asked me not to mention my visit since the state wanted it for a museum which they opposed. I kept that promise for many years. I declined a tour and after 20 minutes I old them how grateful I was to be able to say: “I’ve been here”! Little did I know I would be telling my readers all about it 55 years later! I boarded my rented car and drove to the Kerrville airport where I took the Phoenix flight. I remember little about the

convention, but as I was flying back a tune lingered gentle on my mind … “In the evening, just Carrie, Anita, and me.” Sadly, I never saw or heard from Carrie again. But on November 29, 1961, I got a phone call which even today is still hard to believe. “Is this Leroy Martin? This is Ernest Tubb and your name and phone number is on a list given to me by Carrie Rodgers.” I felt sick! Next week the phone call and aftermath. BYE NOW!

“For me as a band director, I’d been to the showcase many times, but for the kids and especially our seniors, it was great to see them place in the Top 10 – that’s something we’d done before, but hadn’t done in a while.” To be among the elite in Louisiana is tough. At the Louisiana Showcase of Marching Bands, several judges are tasked with grading multiple pieces of each halftime routine. At the end of the performance, the judges collaborate and yield a final tally. “They are judging your music, your ability to march and be in rhythm as a group and just the whole, overall performance,” Chi-

asson said. “It’s tough. You’re judged for how you make the audience feel – how you set the mood and paint the picture for the audience.” Both the Tarpons and Trojans did exactly that, earning good scores in just about every phase. The marching bands competed in separate classifications with the Tarpons in Class AA and Central Lafourche in Class AAA. Bands are separated by school size, and the Trojans have a greater enrollment than South Lafourche. In Class AA, South Lafourche’s band scored the aforementioned titles in auxiliary and band first place. They were also second in percussion behind Vandebilt. In Class AAA, the Trojans were first in percus-

Carver Meet Ricky Buras

Ricky Buras of Bayou Blue has been carving for more than 40 years. His preferred methods are working and old styles. Ricky’s favorite species to create is a Blue Winged Teal. He does sell some his carvings to collectors but really enjoys the hobby of carving as a way to honor his grandfathers. “I want to carry on the tradition of carving that my grandfather once did. Both of my grandfathers hunted, fished and trapped for a living and were really good men. They took great pride in their Cajun heritage and lifestyle. I strive to do the same,” said Ricky. He is part of a group of carvers that promotes Cajun heritage, decoys, carving and keeping the age-old tradition thriving.

“I really like meeting and talking with other decoy carvers, young and old. I’ve never met anyone I didn’t like in the group. They are truly wonderful and down to earth people,” said Ricky. One of his proudest carving moments was when the club honored him at the 36th annual Cajun Heritage Festival. For Ricky, carving is a very relaxing hobby. He believes that the art form needs to continue with the younger generation so that this part of our Cajun heritage isn’t forgotten. The Cajun Heritage Club sponsors the Cajun Heritage Festival, which is entering its 40th year.

Jay Dardenne chosen as new governor’s chief budget adviser

BATON ROUGE, La. (AP) — Gov.-elect John Bel Edwards named his new budget chief Monday, selecting Lt. Gov. Jay Dardenne, the Republican who crossed party lines to lend critical support to Edwards in the runoff, for the highprofile job. Dardenne, who failed in his own bid for governor earlier this year, will be the Democratic governorelect’s commissioner of administration when Edwards takes office next month. The commissioner works as the governor’s top budget adviser, the public face of an administration’s financial negotiations and the overseer of the day-today operations of state government. Dardenne’s “an honest man. He’s balanced budgets before. He knows what they look like when they’re in balance and they’re responsible and honest, but more importantly he knows what it takes to get one passed as well,” Edwards said. Edwards selected Kimberly Robinson, a tax lawyer who once worked in state government, as his revenue secretary. She’ll be working closely with Dardenne, tasked with developing a tax rewrite that will be aimed at helping to lessen the state’s continuing budget woes. “Kimberly is exactly the right person at the right time to lead the Department of Revenue, to help me simplify our tax structure for Louisiana’s businesses and working families,” Edwards said. Both positions will be on the front lines for tackling the deep budget problems facing Louisiana, problems Edwards has pledged to address after taking office Jan. 11. The state faces a more than $1 billion budget shortfall in the upcoming fiscal year that begins July 1, a multimillion-dollar gap in the state’s Medicaid program this year and unstable revenue sources to piece together solutions. Edwards plans a February special session to make tax changes in the hopes of drumming up new money for the state treasury, and his first budget

proposal for the 2016-17 year is due to lawmakers Feb. 12. Dardenne and Robinson will be at the forefront of developing those plans and selling them to state lawmakers. “I don’t come to this job purporting to have all the answers or knowing exactly what the solutions need to be, but I do commit to you, governor, and to the people of Louisiana that I will work as hard as I can to make sure that we act responsibly,” Dardenne said. A former state senator, Dardenne walks into the position leading the Division of Administration with experience in helping to craft state budgets. He once worked as chairman of the Senate Finance Committee, and as lieutenant governor, he was head of the state Department of Culture,

Dardenne had been rumored for the job even before the runoff election was over when he threw his support to Edwards instead of Republican U.S. Sen. David Vitter for governor. Both Edwards and Dardenne said no position was tied to the endorsement and no deal was struck until the election was won, however. Robinson is a partner at a Baton Rouge law firm, focusing mainly on state and local tax issues. Before that she worked for Democratic former Gov. Kathleen Blanco on economic development and revenue policy issues and spent six years in the revenue department.

CARMELITE BROWN Carmelite Brown, 84, a native of White Castle and a resident of Raceland, passed away peacefully on Friday, December 4, 2015, surrounded by loved ones. Visitation was from 5:00 – 9:00 Tuesday, December 8, at Falgout Funeral Home in Raceland. Also, 9:00 - 11:00 Wednesday morning, December 9 at St. Mary’s Nativity Church in Raceland. A Mass of Christian burial was celebrated at 11:00 a.m. with burial in the church cemetery. She is survived by her children, Donna Migues; fiancé, Ronnie Theriot; Mike, Lori Jean Brown, Gary (Sonda Croker) Barbara Schexnayder (Dwayne) and Valerie Folse (David); daughter in law, Livea Brown; 10 grand-children, Michelle Davis, Monica (fiancé Jeremy), E.J., III (Patience), Chelsea, Dylan, Ashlyn; (fiancé, Jacob Badeaux), Jordan, Sarah, Seth, and Alexis; 5 great grandchildren; and sister, Rosie Pfister. One dead, 3 wounded after shooting at Raceland party 10-A

One man is dead, another is hospitalized, and two others were wounded after a shooting, which occurred during a house party in Raceland over the weekend. Tra’von Folse, 20, of Raceland died as a result of his injuries sustained in the incident. At around 12:45 a.m. Sunday, deputies received calls about multiple people being shot at a house party at a Market Street residence in Raceland. Deputies learned 20-yearold Tra’von Folse was shot in the abdomen, and was transported to a local hospital where he succumbed to his injuries. Unexpected money from a friend or relative can be a great surprise or a potentially difficult money lesson. How you plan for unexpected money issues overall can be a key to how well you’ll handle a sudden windfall. Many people don’t do so well. 5. Don’t go on a spending spree. If you’re lucky enough to receive an inheritance of significant size, planning doesn’t mean quitting your job, buying a car or moving out of your current place, at least not immediately. Involve members of your financial team in your planning. After any tax or estate issues are settled and money is free for use, extinguish long-standing expenses, build an emergency fund and then establish savings and investments that are appropriate for you and your loved ones. Once details are complete, do have some fun, but try to keep the cost below 10 percent of the total inheritance amount. Bottom line: Inherited money can help build a financial future. Get some advice, plan thoughtfully for taxes and investments and save a little bit for fun or luxury. Without proper planning, windfalls don’t always last as long as you think.
