Voter registration for March 5 election ends Wednesday
The last day to register to vote in the March 5 Presidential Preference Primary and Municipal Primary is Wednesday, February 3. On the ballot will be the Democratic and Republican presidential nominee. Tenth Ward voters will also choose a new member to serve on the Greater Lafourche Port Commission board, a seat vacated last fall by Donald Vizier due to health reasons. Port Commissioners are elected to six-year terms and serve the community of the Tenth Ward at large. The Tenth Ward is comprised of the area of Lafourche Parish south of the Gulf Intracoastal Waterway to the Gulf of Mexico. Vizier served for 26 years as the member for Seat D, having been elected for five terms as Port Commissioner before his resignation last September. Ted Savoie has been serving as the interim commissioner until the election on March 5. See Voters Page 6-A

Parish President to open permit office in Golden Meadow Buster Avera Contributing Writer
A satellite permit office in Thibodaux, and one soon to be installed in Golden Meadow, may help Parish President Jimmy Cantrelle fulfill one of his campaign promises. “My dream (is) that we can do it better and quicker, and it won’t be as incumbent on people to come back and forth four or five times (for a permit)”, said Cantrelle.
His comments were in answer to Councilman Jerry Jones who thanked Cantrelle and his administration for a satellite permit office, opened recently and without fanfare in Thibodaux, that Jones says is “working great”. “I got three constituents who called and one who came to my house, who said the two people at the office are working real good,” said Jones. Cantrelle then directed his comments to Councilman Daniel
Lorraine in saying that “since the cat was out the bag,” he would have a similar office opened in Golden Meadow within two weeks. Further enlightening the Council on some of his plans for permitting, Cantrelle promised that it will be easier to get a permit in the future. “We’re going to do everything on-line—applying for a permit online, paying for it on-line,” he said.
Cantrelle said the delay in opening the Golden Meadow satellite permit office was due to a need to hire and train additional personnel. “It’s working out pretty good, and when we finalize it we’ll have a press release,” he said. Lorraine was happy with the announcement. “I want to thank Mr. Cantrelle. It only took two months and I’ve waited for twelve years,” said Lorraine.

Even in a small community like the south Lafourche area, we lose track of old friends. Such was the case with Alan Matherne, a guy who has worked for over 20 Alan Matherne years as the coastal extension agent serving the parishes of Lafourche, Terrebonne, Assumption and St. Bernard. He is a member of the Marine Extension Project of the LSU AgCenter and the Louisiana Sea Grant program, the same position Ted Falgout and Windell Curole had early in their careers.
This was the type of job that put Alan in close touch with coastal fishermen, landowners, crawfish farmers, businesses, local governments, and students. The work Alan has done with learning the needs and wants of local fishermen, farmers and coastal residents has resulted in improved benefits and legislation. Alan also wrote a monthly column for this and other area newspapers named Coastal Currents. It is a bit unfair to mention all these activities in the past tense as Alan still is our coastal extension agent and still writes his newspaper column each month - except now it’s from his home because he can’t do the field work from a wheelchair. Collins to reign over Galliano’s Krewe of Athena
The Galliano-based all-female Krewe of Athena, now in its fifth year, will roll on Friday, February 5 beginning at 7 p.m. along the traditional route through the town of Golden Meadow. Reigning as Krewe of Athena Queen V is Kathy Collins. Collins is the wife of Farrell Collins, Sr. and the mother of Farrell (F.J.) Collins, Jr. and Chasity Collins and Keegan Collins. Queen Kathy is
the grandmother of Shaylin, Jayven, and Bryce Collins. She is the daughter of the late Nolan (Brod) St. Pierre and the late Elma St. Pierre. Queen Kathy also has two sisters, Charlotte Lee and Sherry Edwards. The Krewe of Athena consists of about 260 members who will be riding on 16 floats. The parade will also feature three marching bands this year. See Athena Page 6-A

BATON ROUGE, La. (AP) — When he was a candidate, John Bel Edwards said Louisiana’s cabinet secretaries were paid too much by then-Gov. Bobby Jindal, calling the salaries “exorbitant.” But since he moved into the governor’s office, Edwards has kept most of those salaries in place and boosted them further in some instances. Edwards is paying the leaders of three executive branch agencies more than they received under his predecessor, according to payroll data and pay rate announcements reviewed by The Associated Press. And the governor has kept most other cabinet secretary salaries intact even though some were criticized as excessive when Jindal hired people at those rates. Top advisers in the governor’s office are getting higher paychecks as well, with more six-figure salaries for Edwards’ executive staff than Jindal paid. Decisions by Edwards to keep Jindal’s salary levels — and bump some paychecks higher — come as Louisiana grapples with its worst budget troubles in nearly 30 years. Public colleges and health services are threatened with deep cuts, and Edwards is asking lawmakers to raise taxes to fill gaps. And the pay rates don’t dovetail with Edwards’ rhetoric when he ran for office. BATON ROUGE, La. (AP) — At least $8 million in pay raises have been granted to thousands of state workers across Louisiana government agencies this budget year, despite the worst financial gaps the state has seen since 1988. The cost of those raises will grow to at least $15 million for the next budget year, when they are annualized, according to data gathered from departments by The Associated Press. Some pay hikes were given by former Gov. Bobby Jindal’s cabinet secretaries only days or weeks before they exited office, leaving Gov. John Bel Edwards’ administration to deal with the long-term financial implications. For example, Jindal’s transportation secretary gave out raises to 3,800 workers about a week before the Jindal administration’s tenure ended. See Raises Page 3-A

BRIEF Officials consider New Orleans to Orlando rail service
NEW ORLEANS (AP) — Amtrak and the Southern Rail Commission are conducting a tour along the Gulf Coast to consider the feasibility of bringing passenger rail back to the Gulf Coast, more than a decade after Hurricane Katrina damaged the tracks. The Southern Rail Commission announced recently that the so-called “Inspection Train” will include 14 stops in four states, beginning Feb. 18 in New Orleans and concluding the next day in Jacksonville, Florida. Other stops will include Gulfport and Biloxi, Mississippi; Mobile, Alabama; and Pensacola and Tallahassee, Florida. News outlets report that Amtrak President and CEO Joe Boardman will host elected officials and others on the trip, which is being taken to examine the existing railroad infrastructure. Southern Rail Commission Chairman Greg White says he’s urging Amtrak to re-establish daily, roundtrip service between New Orleans and Orlando. ___

state treasurer, on Tuesday became the latest Republican to enter the U.S. Senate race, playing up his outsider status and saying, “I want my country back.” Kennedy, a statewide elected official for 16 years, announced his campaign in a statement noting as a point of pride that he’s often been at odds with Louisiana’s elected officials, even those in his own party. Recently elected to his fifth term as Louisiana’s top money manager, Kennedy becomes a significant contender in the Nov. 8 election to fill the seat being vacated by GOP incumbent David Vitter. Kennedy has shown prodigious fundraising ability and has high approval ratings. The treasurer joins two announced Republican candidates, U.S. Reps. Charles Boustany and John Fleming. At least one other GOP contender, retired Air Force Col. Rob Maness, has filed his federal election paperwork for the race and is scheduled to make his announcement Wednesday. Maness ran unsuccessfully for the Senate last year. ___
Houma man arrested for tax evasion
BATON ROUGE, La. (AP) — A Houma man faces multiple felony charges for failing to report and pay state income taxes on hundreds of thousands of dollars of income. The state Department of Revenue, in a news release, says Vincent J. Malbrough Jr. is accused of failing to file Louisiana resident income tax returns for the tax years 2009 through 2013.
Officials say he failed to report $251,450 in income and owes the state an estimated $23,789 in taxes. Malbrough was booked into the East Baton Rouge Parish Prison on Wednesday on charges of criminal penalty for evasion of tax and penalty for failure to file. Bond information and whether he has an attorney who could comment on the case was not immediately available. ___
Hale Boggs Bridge work to begin in February
Starting in February, traffic on the Hale Boggs Bridge in St. Charles Parish (often referred to as the Luling Bridge) will be restricted to one side for six months. The work is likely to create significant traffic delays on several main arteries leading to Interstate 310, especially during peak travel times. The Louisiana Department of Transportation and Development is resurfacing the asphalt deck of the fourlane bridge, which will require closing half of the roadway. Traffic will be rerouted to the other half. Starting Feb. 1, southbound traffic from the east bank to the west bank will be reduced to one lane while work crews set up concrete barriers as a temporary median and stripe the roadway. On Feb. 15, all northbound traffic from the west bank to the east bank will be rerouted onto what is now the southbound side. The northbound side of the bridge will be closed to traffic. State officials project finishing the work by midJune, depending on the weather. Based on a 2012 traffic study, officials say congestion on the Hale Boggs Bridge will be at its heaviest weekdays from 6:30 a.m. to 9 a.m. and 3:30 p.m. to 6:30 p.m. ___

Secretary of State Tom Schedler said employee performance merited the increases as his agency cut staff in recent years amid budget cuts, asking workers to pick up more duties. “I’m constantly fighting losing people to much higher-paying jobs in the private sector,” Schedler said. “I felt that in order to keep some vital employees around here and for morale, it was imperative that I do something.” A price tag for the salary boosts likely is even higher than the AP tally suggests. Edwards’ Division of Administration said data it received showed as many as 9,200 employees across state agencies, boards and public colleges got raises. He lived for years in St. Bernard Parish, leaving there after Hurricane Katrina laid waste to his community.

Under civil service guidelines, state workers are eligible to receive a “performance adjustment” up to 4 percent a year if they receive a positive annual job evaluation. Many state departments withheld those raises this year, deciding they couldn’t afford them. Insurance Commissioner Jim Donelon, who gave raises to 175 of his employees, said he had little choice, because he couldn’t sign a civil service form attesting he didn’t have enough money. His department brings in millions more than it spends from licensing fees and other revenue sources, sending much of it to the state general fund after covering expenses. But Donelon said that wasn’t his only reason for granting $171,000 in raises this year. “I don’t want to hide behind that. I think my staff is deserving ... I think they are very hard working and dedicated,” Donelon said.” Though pay increases for rank-and-file state workers typically take effect on Oct. 1, some Jindal administration agencies waited until late December
or early January — only weeks before Edwards took over Jan. 11 — to grant salary adjustments. Sherri LeBas gave 3,800 employees of the Department of Transportation and Development raises on Jan. 1, 10 days before her tenure as transportation secretary ended. The pay hikes cost $4.1 million this fiscal year and carry an $8.6 million price tag next year. “It’s fiscally irresponsible at the last minute to do this,” said Wilson, LeBas’ successor and her former chief of staff. Wilson said the department’s employees are hard-working and deserved the salary increases. But he said the raises, if done, should have taken effect on the traditional Oct. 1 date. He worried the last-minute raises that LeBas was no longer around to explain could harm public perception of the department.

THOMAS MESTAYER Thomas Francis Mestayer, 91, a native of Loreauville and a resident of Mathews, passed away on Tuesday, January 26, 2016. Visitation was held from 9:00 a.m. until 11:00 a.m. on Saturday, January 30, at St. Hilary Catholic Church in Mathews. A Mass of Christian Burial was celebrated at 11:00 a.m. Saturday with burial at St. Mary Cemetery in Raceland. He is survived by his wife, Del Monte Mary Arabie Mestayer; daughters, Patricia Mestayer McNeil, Mary Mestayer and Margaret Mestayer Foster; six grandchildren and 10 great grandchildren. He was preceded in death by his parents, Stanley Bernard Mestayer and Angelle Marie Dugas of Loreauville, LA and brothers, Charles Elkins Mestayer of Loreauville, LA and Lovere Lane Mestayer of Brazoria, TX. In World War II, he saw action as a Ships Officer in the South Pacific, North Atlantic and European Combat Theaters of operations. He spent 5 years in the Regular Army and Army Reserves, recalled for the Korean War. He then spent 33 years working all over the world in Seismic exploration, Submarines, Destroyers, Aircraft Carriers, New Ship Construction, Ariel Photography and Missile Range work. It was a wonderful, interesting life that just flew by! In lieu of flowers donations to Hospice of South Louisiana, 205 Bayou Gardens Blvd., Suite E. Houma, LA 70364. “We’re not going to pay the same salaries that Bobby Jindal’s been paying. They’re exorbitant. They’re too high. We’re going to reduce those costs right off the top,” Edwards said at the time. But since becoming governor, Edwards, who receives a $130,000 salary outlined in state law, appears to have changed his mind. His office didn’t immediately respond to requests for comment about why the governor decided to keep the salaries paid by his Republican predecessor. The highest-paid cabinet official in the Edwards administration is Revenue Secretary Kimberly Robinson, who is tasked with helping devise and shepherd through the Legislature a tax package aimed at raising new money to help stabilize the budget. Robinson kept the same pay Jindal gave his last revenue secretary, Tim Barfield: $250,000 a year. But when Jindal announced Barfield’s salary three years ago, it caused consternation in the Legislature because it was twice what the job paid previously. Barfield initially took a different title to get that pay rate, in a work-around until the Legislature agreed to raise the salary cap. Sen. Karen Carter Peterson, chair of the Louisiana Democratic Party, unsuccessfully tried to block Barfield’s appointment. While he kept the revenue secretary salary flat, Edwards boosted another of the top paychecks in his administration, to Commissioner of Administration Jay Dardenne, who serves as the governor’s chief financial adviser and is leading state budget-rebalancing efforts. A Republican former lieutenant governor, Dardenne is receiving a $237,500 annual salary, a more than $33,000 increase. Drawing the same
salary is Edwards’ pick for economic development secretary, Don Pierson. His $237,500 pay rate is less than the $320,000 Jindal gave Stephen Moret in the economic development job — a widely-disparaged salary. But Pierson is receiving the same salary as the man who filled the job after Moret left state government. Edwards bumped up the pay for his transportation secretary by nearly $7,000 to $176,900 annually. The governor also raised the salary for the state’s chief coastal adviser to $165,000 a year, a $30,000 increase. Salaries have been raised for Edwards’ executive staff as well. For example, the $180,000 salary allotted to Edwards’ executive counsel is $15,000 more than Jindal’s chief lawyer received, and the $110,000-a-year pay rate for Edwards’ communications director is $16,400 higher. Edwards dropped one cabinet-level salary. What a Life!

Todd A Chauvin eighth grader reflects on Michelangelo’s Pieta At the end of the last school year, Ms. Summer Skarke, the Louisiana Teacher of the Year, presented her eighth grade students at Lacache Middle School with various art pieces. They were to choose an artwork and write a poem reflecting that work of art. One student chose a statue made famous by the Renaissance sculpturer, Michelangelo Buonarroti, housed in St. Peter’s Basilica, Vatican City. We know it as the Pieta. His poem reflects what could have been going through Mary’s mind and heart as she viewed his lifeless body when they took down from the cross and placed him in her arms. It’s always difficult for a mother to lose a child but this must have been extremely stressful for Mary to see what they did to the child she loved so much. When Ms. Summer introduced the Pieta at the Poetry Night and the student went on stage to explain and share his reflections on the Pieta, everyone was quiet. He read the following poem on stage in front of the entire eighth grade classes and their parents. There was not word spoken when he read this poem. It’s entitled “My Child I Remember.” “Some called him Messia. Some called him Son of God. Some called him King of the Jews. I called him my child. “I remember when Gabriel greeted me; I remember waiting for your cousin John; I remember having you; I remember placing you in a manger; I remember raising you; I remember feeding you; I remember clothing you; I remember meeting your friends; I remember kissing your booboos; I remember watching you grow up. “I remember you leaving

I remember seeing your moment of doubt. “I remember you giving your spirit to your father; I remember watching your body go motionless; I remember realizing your body was dead; I remember realizing your spirit was alive; I remember them taking you down from the cross; I remember them taking out the nails; I remember them placing you in my arms. “Now here we are: a mother and her child.” This gives me hope that we have some young people who can think and meditate about the deeper things of life. When we realize what Jesus and Mary went through at the crucifixion, it’s breathtaking. The most important thing, it was done for us. The late author Henri Nouwen once said, “Choices make the difference. Two people are in the same accident and severely wounded. They did not choose to be in the accident. It happened to them. But one of them chose to live the experience in bitterness, the other in gratitude. These choices radically influenced their lives and the lives of their families and friends. We have very little control over what happens in our lives. However, we have a lot of control over how we integrate and remember what happens. These spiritual choices determine whether we live our lives with dignity.” We have a choice to make: to accept Jesus’ death on the cross for us or turn away.

And, although the girls are a great help during this difficult period, there will be unexpected expenses that will surely come with this debilitating illness. A group of folks who have known and worked with Alan as marine and coastal agents all over Louisiana insisted they wanted to help. Alan Matherne was always very active physically. Under his carport is a four wheeler, a street legal dirt bike and a small aluminum fishing boat. One of the things he loved to do was hiking in national forests. He said he loved to walk and enjoy the outdoor life. But now that has all changed. It was about this time last year when Alan began experiencing an unexplained weakness in his legs. He began stumbling and falling often. Once he fell in his bathroom and broke several ribs. Alan had to resort to using a cane. After dozens of physical and neurological examinations, this past October Alan was diagnosed with Primary Lateral Sclerosis (PLS). This is a type of motor neuron disease that can rapidly cause muscle nerve cells to weaken and degenerate. Alan now can no longer use his lower limbs and is confined to a wheelchair. The disease is now beginning to affect his upper body and respiratory system. My friendship with Alan Matherne goes back 30 years or more when we were both involved with the South Lafourche Chamber of Commerce. Alan had always been active in community projects and very civic minded. He was always a source of energy and good ideas. Ever since I have known him, Alan has always been a dedicated public servant ready to serve in any way to help this community. Now, it may be time for this community to help Alan! PLS is a disease much like ALS (Lou Gehrig’s disease), however, primary lateral sclerosis progresses more slowly than ALS and in most cases is not fatal. It has been referred to as a “milder form of ALS”. Even as resourceful as Alan has always been, now he faces the challenge of

Voters in Lafourche Parish Council District 5 will also elect a new councilman. John Arnold, R-Gray, the man who held the seat through the end of 2015, withdrew recently from the race for re-election. Voters there will decide between Mark Atzenhoffer, James Honore’ Bourgeois, and Holly “Scooter” LeBouef. Early voting for the election will begin February 20 and run through February 27.
