BATON ROUGE, La. (AP) — Payments to Louisiana’s colleges from the TOPS free college tuition program were put on hold Thursday because of uncertainties about the state’s budget and questions about whether the popular program could be on the chopping block. The Louisiana Office of Student Financial Assistance, known as LOSFA, notified campuses that it was temporarily suspending TOPS payments. The email, according to agency Executive Director Sujuan Boutté, read: “Due to the possibility of state budget cuts, all TOPS payments are being suspended immediately until further notice. More details will be provided as information becomes available.” TOPS, formally called the Taylor Opportunity Program for Students, provides free tuition to students who meet certain See TOPS Page 5-A

Former longtime Lafourche Parish Councilman Lindel Toups is in a fight for his life right now as he continues to battle the cancer that’s now poisoned his body for nearly 18 months. Citizens of Lafourche Parish are invited to attend an upLindel Toups coming benefit in Toups’ honor that will seek to assist the well-known businessman and politician in his effort. A benefit for Toups will be held on Sunday, Feb. 21 at the Gheens Community Center – an entire day of family and fun that will raise money for Toups to help defray the cost of his medical bills and cancer treatments.
For many years, Lindel has answered the call for other benefits that were held throughout the community and beyond for other causes, either by donations of money or just his time. Many times he participated as an auctioneer. But rarely did he ever say no to anyone. Toups said the idea for the day wasn’t his, but he’s warmed by the support. The former 20plus-year councilman said he’s honored to know local people are willing to help him in his fight. An account has been set up on Toups’ behalf at United Community Bank, and all proceeds from the day will go into the account. “It feels good to know people are praying and supporting me during my fight,” Toups said. “I am grateful for all of the support, friends and family who have been by my side every step of the way.” See Benefit Page 5-A

And it’s the same landscape 28 years later, as Gov. John Bel Edwards, in office since January, readies for a special legislative session he called to try to repair the state’s seemingly never-ending financial morass. As Edwards and lawmakers try to solve the budget problems and stabilize state finances,

John Bel Edwards tried Thursday to persuade Louisianians that he and lawmakers need to raise their taxes to help pay for continuing government services. The Democratic governor, in office since January, described widespread, devastating closures of public college campuses and shuttering of health care services without the new money. “I want you to understand that, if left unresolved — if the Legislature does not choose a way to raise additional dollars to strengthen the budget, and very soon — we will face unimaginable cuts to vital state services,” he said. The governor said that, without tax hikes, safety net hospitals will close around Louisiana, the Pennington Biomedical Research Center will shut down in April and LSU’s flagship campus in Baton Rouge will run out of money by April 30. He said colleges will have to take reductions that would keep students from finishing classes and make student athletes ineligible to play. Edwards acknowledged that he didn’t run on a platform of raising taxes, but he said the budget gaps he inherited from former Gov. Bobby Jindal are so deep that Louisiana needs new dollars to pay for services. He’s asking lawmakers, who convene in a special session Sunday, to agree to boost taxes on most people and businesses. Cut Off Woman killed in Houma hit-and-run
A 46-year-old woman was killed in the early hours of Mardi Gras in a hitand-run accident in Houma, Chief of Police Dana Coleman told the Houma Rona Delatte Courier. (Hit & Run Victim) Rona Delatte, of Cut Off, was struck by a dark-colored Honda Accord shortly before 2 a.m. Tuesday on the 200 block of Howard Avenue. Police said the driver left the scene after Telisa Clarke the accident and (Hit & Run suspect) the car was headed south toward Tunnel Boulevard. An autopsy report revealed that Delatte died upon impact. Witnesses said she was crossing the street after leaving the Music Cove to retrieve her car. Officers later found the abandoned Honda Accord in a neighborhood near Sonny and Boudreaux Streets, Coleman told the Courier.

Watching the Krewe of Apollo parade Saturday was disappointing in the Krewe’s failure to have a king or a queen, especially after fifty years of service to the community. However on the bright side Armand Autin, Lockport Fire Chief made the difference serving as Grand Marshall, more so that he elected not to ride, rather to greet the community on
foot! Hats off to the various float crews - great designs and application. The floats were spread out with sub crews marching between them. While we served concessions and played music, the Trojan Band members danced to the music we played, totally cool. Ellender pushes past Lady Tarpons in District Championship Playoff Gazette Sports Reports
When Ellender missed, they got the rebound and put it back up and in. When South Lafourche turned over the ball, Ellender swarmed the floor in transition and got quick and easy points off the mistake. When the Lady Tarpons made a run, the Lady Patriots had an answer – often a run bigger than the original. When the game got close late, South Lafourche’s core players fouled out, leaving the team with little-to-no answers in the quest for victory. Yup, that about sums up Thursday night’s District Championship Playoff game between the rival Lady Tarpons and Lady Patriots in a nutshell. Ellender beat South Lafourche 75-56 in Thursday’s neutral site game at Central Lafourche High School that aimed to decide which rival would enter the playoffs with an extra power point and more advantageous seeding. Lady Tarpons coach Rainie Terrebonne said the loss stings, but she’s not giving up on her team. She said the defeat isn’t overly big for South Lafourche in the grand scheme of things with the playoffs nearing. “We’re not going to panic. It didn’t matter that much to us in the long run,” Terrebonne said. “We missed out on that power point, but it’s OK. Now, we’re going to get ourselves ready for the playoffs, which is that next step for us.” It just wasn’t South Lafourche’s night on Thursday. Ellender dominated the energy on the floor from the opening tip, using an early surge to take a 148 lead at the end of the first eight minutes. Lady Patriots coach Kenneth Dixon said he talked to his team about a fast start during the entire bus ride to the gym. In Monday night’s game between the teams, Ellender had a nightmare start, falling behind by 27 points before rallying to tie the game in the second half. This time, they made it easier on themselves and led throughout. “I told them, ‘Look, those South Lafourche girls will be ready to play, so if you’re not going to be, let me know now so I can sit you on the side,’” Dixon said. “We jumped out hot, and we did a nice job setting the tone early.” The second quarter was even with Ellender going into halftime up 3226. The first few minutes of the second half were a nightmare for the Lady Tarpons. South Lafourche turned over the ball twice

in the first 30 seconds of the third quarter, which resulted in two easy baskets for Ellender – ballooning the lead to 10. From there, it never got much better, as the Lady Patriots expanded the advantage to 50-34 after the third quarter. South Lafourche fought until the end, cutting Ellender’s lead to single digits in the fourth quarter on multiple occasions, including to six with a few minutes to play. But right as the Lady Tarpons picked up steam, foul trouble served as the final nail in the team’s heart. Four Lady Tarpons fouled out of the game – all starters. That enabled Ellender to shoot countless free throws in crunch time and made South Lafourche too short staffed to finish the comeback win. “Foul trouble was a very big factor for us,” Terrebonne said. “We had a lot of people sitting down beside me that we could have used in the final minutes of the game.” Senior guard Carolina Guilbeau led South Lafourche with 19 points. Senior Brinkley Callais and sophomore Traya Bruce each had double figures, as well. The Lady Tarpons will return to the floor next week for an opening-round game in the Class 4A State Playoffs. The following edited suggestions have been collected from many seniors. In the spirit of St. Irenaeus, “The glory of God is a person fully alive.” That includes people in their senior years. 1. Use the money you saved. Use it and enjoy it. Don’t just keep it for those who may have no notion of the sacrifices you made to obtain it. Remember there is nothing more dangerous than a son or daughter with big ideas for your hard earned capital. 2. Stop worrying about the financial situation of your children and grandchildren, and don’t feel bad spending your money on yourself. You’ve taken care of them for many years,
and you’ve taught them what you could. You gave them an education, food, shelter and support. The responsibility is now theirs to earn their own money. 3. Keep a healthy life, without great physical effort. Do moderate exercise (like walking every day), eat well and get your sleep. It’s easy to become sick, and it gets harder to remain healthy. That is why you need to keep yourself in good shape and be aware of your medical and physical needs. Keep in touch with your doctor; get tested even when you’re feeling well. Stay informed. 4. Don’t get stressed over the little things. You’ve already overcome so much in your life. You have good memories and bad ones, but the important thing is the present. Don’t let the past drag you down or the future frighten you. Live in the now. 5. Regardless of age, always keep love alive. Love your God, your partner, love life, love your family, love your neighbor and remember: Intelligence and affection will keep a person young. 6. Have a healthy pride both inside and out. Don’t stop going to your hair salon

When you are well maintained on the outside, it makes you feel proud and strong on the inside. 7. Don’t lose sight of fashion trends for your age, but keep your own sense of style. There’s nothing worse than an older person trying to wear the current fashion among youngsters. Develop your own sense of what looks good on you. Be proud of it; it’s part of who you are. 8. Always stay up-todate. Read newspapers, watch the news. Make sure you have an active email network. You’ll be surprised which old friends you’ll meet. Keeping in touch with what is going on and with the people you know is important at any age. 9. Respect the younger generation and their opinions. They may not have the same ideals as you, but they are the future, and will take the world in their direction. Give advice, not criticism, and try to remind them of yesterday’s wisdom that still applies today. 10. Your time is now. If you are alive, you are part of this time. You may have been younger, but you are still you now, have fun and enjoy life. 11. Some people embrace their golden years, while others become bitter and contentious. Life is too short to waste your days on the latter. Spend your time with positive, cheerful people; it’ll rub off on you and your days will seem that much better. If you spend your time with bitter people, they will make you older and harder to be around. 12. Don’t abandon your hobbies. If you don’t have any, make new ones. You can travel, hike, cook, read, or dance. You can adopt a cat or a dog, grow a garden, play cards, checkers, chess, dominoes, and golf. You can paint, volunteer at a hospital or just collect certain items. Find something you like and spend some real time having fun with it. Continued next week.

ROMAN GUIDRY A Mass of Christian Burial will be held on Saturday, February 13, at 11:00 a.m. at Sacred Heart Catholic Church in Cut Off for Roman Antoine Guidry, 89, born May 26, 1926, a native and resident of Cut Off, who died at 9:35 p.m. on Sunday, February 7, 2016. Visitation will be held from 6:00 to 9:00 p.m. at Falgout Funeral Home in Galliano on Friday, February 12, and from 9:00 until 11:00 a.m. at Sacred Heart Church on Saturday. Burial will be held in the church cemetery. Roman is survived by his wife of 66 years, Mabel Autin Guidry; son, Chris (Debra) Guidry; daughters, Donna (Richard) LeBlanc, Mary Breaux, Jenny (Barry) Halbert, and Carol (Ron) Miller; 10 grandchildren; 1 step-grandchild; 5 great grandchildren; and 3 step-great grandchildren. He was preceded in death by his parents, Ellis and Julie Guidry, and two brothers, Joseph and Roosevelt “Shorty” Guidry. Roman graduated from Cut Off High School in 1943, then went on to serve in the Army Air Force as a belly gunner in a B-17 for 2 years. He was a parishioner of Sacred Heart Church and was a member of the Knights of Columbus and the American Legion for over 60 years. Roman was the owner of RAG Hardware for 60 plus years. He was one of the first members of the Cut Off Volunteer Fire Department; worked with the Boy Scouts of our area; first president of the Cut Off Youth Center, serving as president for 7 years. One of the founding members of the Cut Off Fishing Club, he served as treasurer for at least 25 years. He was very involved in community affairs at the local, state, and national levels. He served as the Chairperson for the Lafourche Parish Red Cross for a number of years then was named as Chairperson for the Southeast Louisiana Red Cross in New Orleans for 2 years— the only one ever to hold this position from Lafourche or Terrebonne Parishes. He served on the Louisiana State Democratic Committee for a number of years, attending many presidential nomination conventions. Roman was named “Outstanding Member of the Year” in 1966 from the Young Men’s Business Club and also received the “1980 Pioneer Award for Community Service” from the South Lafourche Chamber of Commerce for his outstanding service and achievement in the field of community service along with numerous awards and commendations from various state and local organizations. He was most proud of his children and grandchildren’s college degrees. Roman was always ready to give someone in need a helping hand and was a great asset to the South Lafourche Community. He will be greatly missed. Special thanks and deep grati-
tude to St. Joseph’s Hospice, especially Cathy, Angel, Michelle, Dori, and Shona, and his wonderful, devoted caretakers, Belinda, Gail, Vivian, Shirlene, and Desi, who took such loving care of Roman during his final days. Leonard, 82, a native and resident of Galliano, who passed away on February 10, 2016. seated and to keep the doors closed, stating that in emergency situations, the aircraft is designed to stay afloat for 30 minutes, giving rescuers time to get to them. Just then a man gets out of his seat and runs over to open the door. The pilots scream at him, “Didn’t you hear what I said, the aircraft is designed to stay afloat as long as the doors remain closed?” “Of course I heard you,” the man replied, “but it’s also designed to fly, and look how good that one worked out!”

Budget Woes From 1-A
lion — in a budget that totaled only about $7.5 billion. To top it off, the state had so little money in the bank, it had trouble paying its bills. Companies started requiring Louisiana to pay when supplies were delivered. The state defaulted on lease payments and agencies were forced out of office space. Paychecks to state workers were slowed. “There were meetings going on quite frequently about what bills can be paid when,” said Legislative Fiscal Officer John Carpenter, who led the House’s financial staff at the time. Today’s financial difficulties haven’t reached those cash-flow troubles, but Treasurer John Kennedy has warned such problems loom if the budget isn’t stabilized. What They Did in 1988 To steady the finances, Roemer and lawmakers unlocked protections given to some budget areas and transferred the money to the state general fund. Millions in new user fees were charged for services. Some taxes were boosted. Cuts were levied across agencies. Motor vehicles offices, tourist centers and parks closed, according to a 1988 recap from the nonpartisan Public Affairs Research Council of Louisiana. Beds were reduced in the charity hospital system. Prisoners began doing janitorial work at the Louisiana Capitol. “We had to do some very draconian things. I think we reduced headcount by about 7,000 people,” said Dennis Stine, a state lawmaker who became Roemer’s commissioner of administration. To get money flowing to vendors and workers, Louisiana took out a $1 billion loan, repaid over eight years with existing state sales tax revenue. The Louisiana Recovery District
was created as a shell taxing authority to get around a constitutional provision that bars the state from borrowing money to pay operating expenses. How’d This Happen? Roemer, who was elected as a Democrat and later switched to the GOP, inherited troubles tied to the boom-and-bust oil cycles. Republican Dave Treen pushed tax cuts when Louisiana was flush with oil money in the early 1980s. Oil prices collapsed, and Stine said Treen didn’t balance his last budgets, leaving those problems to his successor, Democrat Edwin Edwards, who successfully pushed tax increases but still struggled to close the gaps. He rolled deficits from year to year and inflated revenue forecasts, Stine said, leaving Roemer stuck with the massive gap. During the Roemer era, a new system for forecasting state income projections was enacted. Budgets balanced all four years, Stine said, and Louisiana got credit rating upgrades after being at nearly junk bond status. Legalized gambling was introduced — and taxed — for new revenue, and the state became less reliant on oil and gas. Repeating The Cycle In 2002, Louisiana eliminated sales taxes on groceries and residential utilities in exchange for increased income taxes on middle- and upper-income earners, a tax swap recommended by economists to let Louisiana’s revenue grow with the economy. “It helped up until the period of time when we started reversing it,” Carpenter said. In the post-Hurricane Katrina recovery boom, governors and lawmakers rolled back the tax increases, costing Louisiana about $1 billion in lost yearly revenue. Meanwhile, tax-break spending ballooned by hundreds of millions in Republican Bobby Jindal’s
eight-year tenure alone, amid a national economic downturn. Jindal used piecemeal financing to balance Louisiana’s budget, rather than raise taxes or cut government enough to match recurring tax revenue. An oil price slump worsened the problems. And Louisiana finds itself again in the holes of 1988. “History has repeated itself,” Stine said. “Maybe this is the year the Legislature and the governor will get its house in order. That’s the hope.”

Coroner’s Office Chief Investigator Mark Bone says 14-year-old Jalen Daniel died Monday from injuries caused by head trauma. Col. John Fortunato said Daniel was severely beaten last week.
