Thousands more in Louisiana sign-up in federal marketplace
A solemn season …
Event to include dinner, conversation and a first look at the new Flood Risk and Resilience Viewer

BATON ROUGE, La. (AP) — More than 184,000 Louisiana residents enrolled for health insurance through the federal marketplace by the sign-up deadline, a growth of 82,000 people over last year, according to data released Wednesday from the U.S. Department of Health and Human Services. The three-month sign-up period ended last Sunday, the second year of the marketplaces created under President Barack Obama’s health care overhaul. About 11.4 million people nationwide will get health insurance through the marketplaces, both federal and state-run. The marketplaces offer health insurance options for people who don’t get insurance through their jobs or through programs such as Medicare and Medicaid. Subsidies are available to low- and middle-income families. Federal law requires most people to have insurance or face a financial penalty on their taxes. Louisiana didn’t create its own marketplace to shop for coverage, so state residents search for policies at the federal HealthCare.gov website. Five companies offered insurance options in the state. Virtual Academy of Lafourche provides a quality, free education with lots of options Virtual Academy has five locations to better assist students Jan Conrad Contributing Writer
The 2014-2015 school year marks the third year that The Virtual Academy of Lafourche has been operating in Lafourche Parish, providing quality, free education as a Type I Public Charter School. When the school first started in the 20122013 school year, 109 students were enrolled. Now, after just a short period of time, the five locations have a total attendance of 454 students,
with waiting lists in some locations. The vision of the Virtual Academy, under the umbrella of the Lafourche Parish School System, is to provide high quality education online for all students, whether they are gifted, average or have special needs. Children who have previously been home schooled, attended public or private schools are all represented at The Virtual Academy. Curriculum is rented through ELearning, with three different programs available. The education consultants, with an average of twenty-eight years of teaching experience, and site managers are able to customize learning programs to best suit each student. This flexibility allows for maximum learning efficiency, as each student works at their own pace, only able to continue on after seventy-five percent mastery score has been achieved when testing. Educators, as well as the Lafourche Parish School Board, realized the need for a charter school where students could find flexible learning options. Students are allowed to attend the Academy up to age twenty-two. Students are required to attend their Virtual Academy location at least twice a week, working online at home on other days. They must also make at least 10 percent progress in each subject per Abigail Trosclair is shown working with her educational con- month with a passing grade in order to sultant Louise Dykes at the Virtual Academy of Lafourche remain in the program. Jindal spends $1.5M from campaign, though no La. race to run MELINDA DESLATTE Associated Press
BATON ROUGE, La. (AP) — Gov. Bobby Jindal spent nearly $1.5 million from his state campaign account over the last year, though he isn’t up for re-election and doesn’t plan to run for any other Louisiana office. A finance report filed this week by the Republican governor’s campaign lists 200 pages of expenses throughout 2014, spending that could help the term-limited Jindal continue the political network needed for a possible 2016 presidential bid. Nearly $578,000 was spent on political consulting, digital advertising and polling, according to the report filed See Jindal Page 5-A

Mississippi man arrested for impeding traffic, resisting officers in Golden Meadow Lafourche Parish Sheriff Craig Webre and Golden Meadow Police Chief Reggie Pitre announced a Mississippi man was arrested after he was found impeding the flow of traffic on a state highway. Deangelo Terrell, 28, of Shubuta, Mississippi, faces multiple charges following the incident. Just before 3 p.m. on Wednesday, February 18, deputies were dispatched to assist with a male subject walking in the northbound lanes of LA Highway 3235 just inside the town limits of Golden Meadow. Upon arrival, deputies discovered the man talking on a cell phone and began to approach him. As deputies approached, the man continued walking in the lanes of travel and making erratic movements, avoiding deputies and failing to comply with deputies’ commands. Golden Meadow police officers arrived to assist, and as deputies attempted to escort the man off the roadway, he resisted and attempted to fight off deputies. Deputies utilized a Taser, and the man was taken into custody. He was identified as Deangelo Terrell of Mississippi and placed in the rear seat of a patrol unit. While sitting in the rear seat, he damaged the rear door of the unit. Terrell was transported to the Lafourche Parish Detention Center in Thibodaux where he was booked with

The male resident armed himself with a firearm and eventually located Duhe, and escorted him to another part of the house in order to call the Sheriff’s Office. Duhe then grabbed the firearm, and a struggle ensued. At one point, the firearm discharged and the round shattered a glass door. Duhe eventually separated himself from the resident and fled the scene on foot. Deputies began searching the area for the suspect, and located him walking along LA Highway 654 in Gheens. Tarpons move to second round of Class 5A Playoffs
Sunday, February 22, 2015 THE LAFOURCHE GAZETTE
Gazette Sports Report
The South Lafourche girls’ basketball team is going to the Second Round of the Class 5A State Playoffs. To get there, they had to endure 32 minutes of tough, hard-fought basketball against an incredibly competitive St. Joseph’s Academy squad. The Lady Tarpons and Red Stickers went toe-totoe like prized fighters for the duration of Thursday night’s game, which was played before a jam-packed crowd at South Lafourche’s gym in Galliano. Down 46-44 heading into the fourth quarter, South Lafourche finished with a bang, using a fourth quarter flurry to secure a 53-48 win. With the win, the No. 15 Lady Tarpons will move to the second round for a road date with No. 2 Walker. But all of the talk on Thursday night was about the opening round win – an exciting time for South

New computerized tests debut this week, starting in Ohio
STOCKPORT, Ohio (AP) — Sixth-grader Kayla Hunter considers herself pretty tech savvy. She has a computer at home unlike about half her classmates at her elementary school. And it matches up well with the one she’ll use this week to take a new test linked to the Common Core standards. Still, she worries. Her state on Tuesday was the first to administer one of two tests in English language arts and math based on the Common Core standards developed by two separate groups of states. By the end of the school year, about 12 million children in 29 states and the District of Columbia will take them, using computers or electronic tablets. The exams are expected to be more difficult than the traditional spring standardized state exams they replace. In some states, they’ll require hours of additional testing time because students will have to do more than just fill in the bubble. The goal is to test students on critical thinking skills, requiring them to describe their reasoning and solve problems. The tests have multimedia components, written essays and multi-step calculations needed to solve math problems that go beyond just using rote memory. Students in some states will take adaptive versions in which questions get harder or easier depending on their answers. But there’s been controversy. In some places, school administrators and state leaders are only grudgingly moving forward. In Louisiana, Gov. Bobby Jindal’s effort to stop the PARCC exam was derailed by a state judge who said the governor’s actions were harmful to parents, teachers and students. Jindal has said he took the action because he opposes what he views as federal intervention in the adoption of the standards. ___
Waiting for a La. tax refund? You’ll be waiting until March
BATON ROUGE, La. (AP) — Louisiana taxpayers who quickly filed their state taxes and are eagerly waiting for their tax refunds will have to keep waiting. The state Department of Revenue announced Wednesday that it won’t start issuing refunds until the week of March 2. The department said it was taking “extra precau-
Lafourche and its players. “That was a heck of a game,” South Lafourche coach Rainie Terrebonne said. “There were ups and downs and then more ups and then more downs. In the end, we finished on the top. I am so happy for our kids. I am so proud of our team for winning this first playoff game.” It wasn’t easy. From the get-go, St. Joseph’s proved to South Lafourche that they were a worthwhile adversary. The Red Stickers led 15-14 after the first quarter, using balanced scoring and timely, well-designed offensive sets to secure the lead. A total of five St. Joseph’s players scored in the opening eight minutes of play, an offensive balance that kept the Lady Tarpons’ defense out of rhythm. For South Lafourche, an unsung hero led the way, as junior center Breigh Cheramie pitched in 6 in the opening period to
tions to verify the filings” because of concerns about fraudulent tax returns that had been discovered around the country. Refunds were previously planned to start going out next week before the delay was announced. The revenue department says the week-long postponement will give it more time to use a verification process to identify individual taxpayers. Nearly 665,000 electronic returns have been filed with the state since Jan. 20, with no refunds issued so far. ___
Layoffs planned by secretary of state to cope with cut
BATON ROUGE, La. (AP) — Secretary of State Tom Schedler announced Wednesday that he will lay off 24 full-time employees and reduce hours at museums under his control to cope with the midyear budget cut assigned to his office by Gov. Bobby Jindal. Schedler said layoffs will begin in mid-April, if approved by civil service officials. The two largest museums operated by Schedler’s office — the Old State Capitol in Baton Rouge and the Louisiana State Exhibit Museum in Shreveport — will shrink operating hours to only three days a week. The remaining 12 smaller, largely rural museums will open one day a week once the cuts begin. Jindal has announced plans to cut $61 million in state spending before the fiscal year ends June 30 to help close a midyear deficit tied to declining oil prices. ___
La. gamblers lost more than $219 million in January
BATON ROUGE, La. (AP) — Gamblers lost more than $219.9 million at Louisiana’s 20 major gambling venues in January, 16.7 percent better than the nearly $188.5 million the gambling halls won the year before. State police figures show January’s numbers were helped by the opening of Golden Nugget Lake Charles in December. The Golden Nugget helped make Lake Charles the largest casino market in the state, with more than $78.2 million in winnings. Winnings at Baton Rouge’s three riverboat casinos rose in January, going up by 8.6 percent from what they brought in during January 2014. Winnings in the New Orleans casino market were up by 2.5 percent in January when compared with the year before. The Shreveport market showed a nearly 2 percent increase over last January’s winnings. ___ See News In Brief Page 4-A

nities. Callais said the crowd powered her performance, touting that, “it’s hard not to play with intensity when the fans are that loud.” Whatever it was, Stelly said Callais was a difference maker. “She was everywhere,” Stelly said. “She disrupted everything we were doing.” With the win, South Lafourche will now get its shot at redemption. The Lady Tarpons will travel to take on No. 2 Walker on Monday night – the same team that ended South Lafourche’s season in the opening round of the playoffs one year ago. Terrebonne was coy
when asked about Walker, touting that she hadn’t seen any film yet on her next foe. Callais was a little more talkative on the subject, touting that the Lady Tarpons remember last year’s game and want to flip the scoreboard around this time. “We didn’t like losing to them last year,” Callais said. “We know we have to work hard to get ready for Monday, but we definitely are aiming for a better outcome this time, for sure.” Walker’s address is 12646 Burgess Avenue, Walker, LA 70785 for those who are looking to make the trip Monday night.

the aisle in search of his manager. In a few moments, both the usher and the manager returned and stood over the man. Together the two of them tried repeatedly to make him move, but with no success. Finally, they summoned the police. The cop surveyed the situation briefly then asked, “All right buddy, what’s your name?” “Sam,” the man moaned. “Where ya from, Sam?” With pain in his voice Sam replied, “The balcony.”

keep her team close. She came off the bench played the lion’s share of the minutes in the first half after freshmen Victorianna Nelson picked up two quick fouls and had to sit down. “Breigh came off the bench and she did exceptionally well,” Terrebonne said. “She’s coming around and doing a great job. When Vic got in foul trouble, she came up big tonight.” In the second quarter, South Lafourche seemed to be poised to run away with it, using a couple steals and transition buckets to take a six-point lead with a few minutes to play in the first half. But just when South Lafourche started to take control, St. Joseph’s snatched it right back, using a couple 3-pointers to push the game to halftime tied 30-all. Red Stickers coach DeLynn Stelly said she told her team before the game to prepare for chaos, as the Lady Tarpons are known for a fast-paced, frenetic type of play. She said she was “thrilled” with the effort that she got from her players early-on, while playing in an atmosphere she described as college-like. “They’re a scrappy little team. That’s the word everyone kept using to describe them,” Stelly said. “I was worried it would take us a while to adjust to that, but we did a really good job coming out and playing well from the get-go to put us in a good position.” In the second half, St. Joseph’s struck first, roaring to four-point third quarter lead thanks to a couple buckets from dynamic post player Caroline Olivier, who led the Red Stickers with 16 points. But South Lafourche
fought back, using 10 combined points in the quarter from Nelson and fellow freshman Traya Bruce to head to the fourth quarter down 46-44. Bruce led all scorers with 17, while Nelson pitched in 8 in limited minutes. The fourth quarter was ugly and physical, as the officials called the action a tad more loosely than they did in the first three. The Lady Tarpons thrived in the physicality, holding the Red Stickers without a field goal for the entire final eight minutes of play – a smothering defensive attack that allowed South Lafourche to both take the lead and keep it. Junior guard Brinkley Callais was huge in the final surge, using hustle on both offense and defense to secure both possessions and points for the Lady Tarpons. Callais had four of the Lady Tarpons’ nine points in the final quarter. She had 13 points for the game, and countless other steals, rebounds and hustle plays that led to jump balls and/or transition opportu-

What a Life!

By: Rev. Wilmer L. Todd
Lent is a time to become more Christlike Many Christians misinterpret the true purpose of the Lenten season. Lent is more than giving up candy, alcohol or smoking. Lent is a time to go into the desert with Christ to reflect on our lives. Lent is a time for change and conversion. It’s a time to move our center of gravity from selfishness to selflessness, from self-love to love of neighbor, from lust to love, from greed to sharing. Lent gives us an opportunity to confront the demons within us – to ask the question, “Who are we really worshiping in life?” It’s a time to name those obstacles that keep us from being the loving persons that God wants us to be. Lent can help us believe that the real power in the world is love. Lent is an opportunity to look at our priorities in life to see whether they are Jesus’ priorities. It’s an opportunity to examine our
attitudes and see if we have “the mind of Christ.” In the Christian life as with all life, attitude is everything. Our actions follow from our attitudes. If we have a bad attitude, we will do bad things. If we have a Christlike attitude, we will do Christlike things. So it is very important that we develop a Christian attitude based on Jesus’ teachings. Developing our faith and trust are the essential elements of our Lenten journey. John Foppe, a young man born without arms, expressed this kind of faith when he said, “You don’t need a lot of resources in life. You need a positive attitude. Our only real disabilities are those emotional and mental ones that prevent us from participating fully in life.” The ashes we receive on Ash Wednesday are our pledge to change and become more Christlike. That is why we need to read more Sacred Scripture and other good spiritual writings during Lent so we can know the mind of Christ. We need to spend more time in prayer and works of mercy. We need to make sure that we are real disciples of Christ. Sometimes we are afraid to make changes and

let go of hatred, revenge, and vengeance. Yet if we take the time to listen to the voice within us, it will be saying, “Let go, let go, trust me, believe in my way, let go.” The voice will be also saying, “Fear not. I have overcome the world.” Here are some practical suggestions to help us turn our lives around. Instead of giving up things that may not change our lives – like candy, foods or drink – try the following: - Abstain from judging others; look for Christ living in them. - Abstain from emphasizing differences; celebrate the unity of all life. - Abstain from dwelling on apparent darkness; center on the reality of God’s light. - Abstain from concentrating on our illnesses; focus on God’s healing power. - Abstain from being discontented; graciously count your blessings. - Abstain from words that tear down; use only words that build up. - Abstain from concentrating on problems that overwhelm; turn to prayer that encourages. - Abstain from dwelling in clouds of sorrow; experience the joy of the presence of God. - Abstain from anger; learn the art of patience. - Abstain from procrastination; be enthusiastic about life. - Abstain from pessimism; look at the positive side of life. - Abstain from worry; experience God’s care. - Abstain from complaining; be appreciative for all God’s blessings. - Abstain from bitterness; learn how to forgive and let go. - Abstain from self-concerns; learn compassion for others. - Abstain from discouragement; be a source of hope for others. - Abstain from suspicion; search out the truth. - Abstain from thoughts that weaken; feed on promises that inspire. - Abstain from idle gossip; learn the art of meditative silence. May God inspirit you to have a wonderful Lenten journey!

ror.rsvp@gmail.com to aid in planning/preparations for the event. “We are pleased to be partners with CPRA and Shell to host the community conversation to discuss what people believe are their flood risks, and to debut the tool that can help them better understand their risk and provide tools to reduce that risk,” said Simone Maloz, Executive Director of Restore or Retreat. The event will feature the following: Resources: During the open house-portion of the event, representatives from Restore or Retreat, LSU Ag Center, LA Sea Grant, UNO CHART, Governor’s Office of Homeland Security and CPRA will be on-hand to share resources for flood protection. Attendees will be able to get information on their flood insurance maps, building in coastal areas and available funding sources for elevating homes. In addition, attendees will get to see a presentation and live demo of a new interactive flood risk viewer that offers the state’s most detailed information about flood risk and how it may change in the future. Discussion: Tabletop discussions over dinner will focus on questions of vulnerability to storms and flooding, options for protection and available resources. Dinner and door prizes. Dinner will be provided by Restore or Retreat along with door prizes for a few lucky participants. This initiative is made possible through a grant from Shell. Consumers can claim a refund of the Citizens fee they pay. But taxpayers have a limited time to file for their rebates. More than $300 million from 2006 through 2010 has expired and gone unclaimed. Healthcare From 1-A
The state’s numbers have spiked 81 percent from last year, with preliminary figures showing 184,532 Louisiana residents selected an insurance plan or were automatically re-enrolled in the coverage they chose last year. In the 2014 enrollment period, about 102,000 Louisianians signed up for health care coverage. The final figures may go up slightly. People who were stuck in line and unable to finish their application by the midnight deadline will have until Feb. 22 to complete their insurance enrollment. No specifics were available about the age or gender of the enrollees, with federal officials saying those types of details will be released within weeks. Most people who signed up for coverage qualified for federal subsidies to help cover the cost, the health department said. “In the 37 states using HealthCare.gov, nearly 8 in 10 consumers had the option of getting covered for as little as $100 a month or less with financial assistance that lowered the cost of their monthly premium, HHS Secretary Sylvia Burwell said in a statement.
Of the people enrolled in Louisiana this year, onethird of them — 62,872 people — live in the metropolitan New Orleans area. Another 20 percent, or 37,154 people, live in the Baton Rouge area. It remains unclear how many will actually pay their premiums and receive the coverage for which they’ve signed up. Kevin Counihan, HealthCare.gov CEO, said federal officials estimate about 87 percent of those enrolled nationwide will make the payments required to keep their insurance.

with the state Board of Ethics. Another $132,000 was paid to a fundraising expert. Office space was rented. Campaign employees were paid. And $157,000 covered plane tickets, hotels, meals, cabs and other expenses as Jindal traveled the country for speeches and political appearances that raise his national profile. Jindal has said he’s considering a presidential campaign and would announce his decision later this year. The governor’s office referred questions about the report to Jindal’s chief political adviser, Timmy Teepell. He said the spending
was allowable under the restrictions governing the state campaign account and was not tied to a possible White House candidacy. “You can’t use it to run for a federal office, and he’s not a candidate for a federal office, Teepell said Thursday. The expenses listed in Jindal’s latest campaign finance report go well beyond Louisiana. While a small portion of last year’s $157,000 in travel expenses involved the governor’s economic development trip to Asia, much of the spending covered the costs of Jindal’s speeches and appearances to Republican groups and at GOP events around the country. More than one-third of the spending, nearly $578,000, was sent to OnMessage Inc., the Washington, D.C.-area political consulting firm where Teepell works. The firm was paid a monthly retainer that began the year at $28,000 and grew to $30,000 for its services, plus additional sums for polling, research and advertising on social media sites. Teepell said the monthly retainer “covers my time, providing advice and counsel on all sorts of issues dealing with state government issues. That may be policy issues or

budget issues or legislative issues or communications issues. Paid $11,000 per month was the Bautsch Group LLC, the company owned by Jindal’s longtime fundraiser Alexandra Bautsch, even though the governor appeared to do little fundraising. Jindal listed less than $21,000 in campaign donations over 2014. Teepell said Bautsch’s work involved continuing “to handle the relationships with previous donors. “You’ve got a number of folks who have given to the governor over the last six or seven years and Allee is the person who’s built the relationships, so when they want to talk to the governor, she’s the one they call, he said. Much of the nearly $202,000 in payroll costs Teepell described as covering the salary of a scheduler who sorts through the many invitations and speaking requests Jindal receives and the pay for interns who do data entry of all the spending receipts. He said the spending was tapering off this year, with no fundraising planned and about $604,000 remaining in the campaign account. “All the campaign activity on the state side is coming to a halt, Teepell said.

PRAYERS
THE MIRACULOUS PRAYER Dear heart of Jesus, in the past I have asked for many favors. This time I ask you this very special one (mention here). Take it dear Jesus and place it within your own broken heart where your Father sees it, then in your own merciful eyes. It will become your favor not mine. Amen Say this prayer for 3 days. Promise publication and favor will be granted. Never known to fail. LDC _________________________
