WASHINGTON (AP) — The share of Americans without health insurance dropped to its lowest level in seven years in 2014 as President Barack Obama’s overhaul took full effect, according to an extensive survey released Tuesday. The Gallup-Healthways Well-Being Index found that the trend appears likely to continue this year, since 55 percent of those who remained uninsured told the pollster they plan to get coverage rather than face escalating tax penalties. No state saw a statistically significant increase in the share of its residents uninsured. However, states that have embraced the health care law continued to outperform those where political opposition remains strong. Ten of the 11 states with the biggest declines in their uninsured rates accepted the health care law’s Medicaid expansion, which provides safety-net coverage for low-income residents, mainly adults with no children living at home. Topping the list were Arkansas and Kentucky, with double-digit decreases. Montana, in the midst of an oil boom, was the exception among the top-performing states. Its uninsured rate dropped by 4.9 percentage points from 2013 to 2014, although that state has not expanded Medicaid and is letting the federal government run its online insurance market. In addition to expanded Medicaid, Obama’s law offers subsidized private coverage for people who don’t have access to it on the job. The federal government is running the online insurance markets, or exchanges, in most states. The Gallup report comes at a time of continuing uncertainty over the health care law. BATON ROUGE, La. (AP) — State lawmakers on Friday criticized but did not reverse nearly $61 million in cuts that Gov. Bobby Jindal levied across state agencies to close a midyear deficit. More than 135 state workers will be laid off. Open hours at state museums and parks will shrink. Three state historic sites will close. Plans to expand a program that provides home-based aid to people with developmental disabilities will be scrapped. Fewer dollars will be spent on transportation supplies, drug abuse education and law enforcement training. Members of the Joint Legislative Committee on the Budget raised objections to several of the reductions over the five-hour discussion about rebalancing this year’s $25 billion budget to account for the impact of falling oil prices. But individual lawmakers couldn’t get enough support from their colleagues to derail any cuts amid warnings that smaller reductions now would only mean deeper slashing next year, when the state faces a $1.6 billion budget deficit. “Anything that you take off the table today simply exacerbates the cuts See Lawmakers Page 5-A

Barrios says State Farm more than just insurance

State Farm doesn’t deal in cash banking – it’s a virtual bank – but that’s why their rates are so great. Most agents are also bank certified. “Our car finance rates and mortgage rates are awesome!” she says. “We pay higher interest rates on checking, savings, money market accounts, etc. Since we don’t have to pay salaries or brick and mortar costs like banks do, we can give more back on interest to your accounts,” Ashley Barrios has been with State Farm for more than 26 years. In 2006 she became an independent contractor and opened an office in Lockport. In 2012 she moved to her current location, 192 Hwy. 3161 in Cut Off, to be closer to home and her clients. There are four fully licensed agents under her direction along with a very skilled office staff. Together, the group has more than 70 years of experience with State Farm.

“I come from a State Farm family. My mom, who is my office manager, has worked for State Farm for over 40 years,” Ashley said. Everyone who walks through the door has a favorite agent in the office and can find an agent to meet their Ashley Barrios needs. Each personality State Farm within the office differs Independent Contractor but all blend together to provide honesty, experience and a pleasurable atmosphere for customers. State Farm deals with everyone from low to high-income people to those who need education and direction in the field. The insurance market is changing. With pressure from FEMA and the Corps of Engineers regarding flood and wind zones, Louisiana residents are feeling the impact. “We’re in hurricane and wind prone areas and prices are through the roof so no one wants to write policies here because exposure is so bad,” Ashley said. There have been a lot of changes with hurricane deductibles as well as laws and legislation in the state that affect the insurance market in Louisiana. Market penetration, mainly south of the Intracoastal, is also changing the insurance game. Lafourche has seen an influx of uninsured and unlicensed drivers, which affects car insurance rates. Martin to appear on stage in prize-winning classic comedy, Harvey

The Bayou Playhouse presents Mary Chase’s classic comedy, Harvey, starring Bayou Playhouse Artistic Director Perry Martin. The Pulitzer Prize winning play made popular by the Oscar winning film starring James Stewart, will open on Friday, February 27 and run through Sunday, March 22 at the Bayou Playhouse in Lockport. “This is the last role I ever performed as an actor at the old Thibodaux Playhouse 27 years ago. I left acting and started directing the following year.” Martin said. “The production won Best Play and I walked away with the Best Actor Award in 1985. Now, I’m just trying not to fall off of the Bayou Playhouse stage and remember my lines,” Martin continued with a grin. Harvey is a heart warming comedy about Elwood P. “Mardi Gras II – High on Canal�

In the early fifties, television was in its infancy and only seen in barrooms, dealers’ window displays or in homes of the very affluent. Radio was still the dominate home entertainment medium since our area had only one TV station, WDSU, showing mostly test patterns and few programs. A Federal Communications Commission freeze did not allow others stations until after 1954. In our area we could hear 12 New Orleans radio stations clearly and Houma’s KCIL with static. At night the giant 50,000 watts clear channel stations, WWL New Orleans (5,000 day time), WLS Chicago, WLW Cincinnati, and WSM Nashville, went full power. Mexican border stations sold baby chicks and patent medicine with 500,000 watts and Hillbilly music. New Orleans radio stations WJBW and WWEZ each carried live programs with Gene Rodrigue’s Bayou Boys and Leroy Mar-

tin’s Southern Serenaders every Saturday. Although hard to believe today we received hundreds of cards and letters and dozens of telegrams even during the broadcast. Country music, (called “Hillbilly� then), was the preferred music of the bayou folks and Columbia Records (world’s largest) had signed 18-year old Ervin “Vin� Bruce from Cut Off. He soon became a south Louisiana superstar. Country music remained popular until Elvis Presley almost destroyed the industry. Rock and Roll was in and country music was out. Major artists lost their contracts and in 1956 Vin Bruce lost his. (My facebook friends, and anyone who wants to be, can scroll my facebook page to Leroy/Elvis for an interesting video.) In the 1960’s new artist like Willie Nelson, Patsy Cline, Dolly Parton and the movie “Urban Cowboy� revived the music and pressure from Ernest Tubb and Hank Snow renamed hill-

In 1962, as his manager, I got Vin Bruce a contract with Jin/Swallow records and organized a new “Acadians� band. With hit 45’s, (little records with a big hole), and hit albums, (big records with a little hole), a TV show (KHMA Houma), and a contract with the National Park Service (Smokey the Bear) to fly and play music at National Folk Festivals they sponsored in Washington D.C., St. Louis, MO, El Paso, TX and Atlanta, GA, among others, Vin Bruce and the Acadians were “in� again with better jobs and better contracts. In the 1960’s country music station, WSHO, opened in New Orleans. The owners made us their “go to� band for appearances at car dealerships, real estate home shows, bank branch openings, and even Pontchartrain Beach backing Grand Ole Opry stars. Around 1968 they built a high platform on the Canal Street neutral ground for Mardi Gras day where we broadcasted live as parades rolled on both sides of the street. It was hectic having to set up early in morning, but what an experience! A room with facilities, electric fans and food and drinks for musicians, wives and

A few years later when Paul Prudhomme burned a redfish, the city proudly reclaimed its Cajun and Cre-

Trojans win, roll to playoffs as district champions Gazette Sports Report

The monkey is off their backs. The Central Lafourche boys’ basketball teams are district champions. The Trojans earned the honor of being District 75A’s best in a tough, hardfought 66-58 road win over a game played at a sold out Thibodaux Tigers’ gymnasium on Friday night. The victory breaks a 40-year drought for the Trojans who haven’t won a boys’ basketball district championship since 1975. Until now, that is – a wonderful feeling for the Trojans’ players and coaches to say aloud.

“It feels so good man. You really have no idea,� Trojans’ standout Lionel Batiste said. “Our whole community has our backs. They came out here and supported us, and it’s just a total team effort. We are so happy right now. We are so proud to be able to be that team that finally gets it back for our school.� Friday night’s game was a must-win on both sides. For the Trojans, victory was needed to finish with a 12-2 district record – one game better than the 11-3 mark rival East St. John finished with on the season.

For Thibodaux, the Tigers needed a win to have a chance to make the LHSAA Class 5A State Playoffs. The intensity showed. In front of a standing room only crowd at the jam-packed, sold out gym, Thibodaux controlled the action early, pleasing the home-standing fans by taking a 16-13 lead. That advantage held up into the second half, as the Tigers rolled into halftime with a 27-25 edge. “It was a wild crowd,� Tigers coach Tony Clark said. “It definitely was a great environment to play high school basketball in. We had to come out early and give ourselves a chance, and we did that. We just didn’t do enough at the end to hold on.� In the third quarter, the Trojans slowly started to take control of the action, even if the scoreboard didn’t yet show it. Central Lafourche did a better job maintaining tempo in the third quarter which led to the teams heading to the fourth quarter tied 39apiece. In the fourth quarter, it was all Central. In the opening minutes of the final quarter, the Trojans used a big run to jump ahead by 12, to a 53-41 margin. The Tigers fought until the end, but were never able to threaten, succumbing to the Trojans’ tough, hardfought defense and timely offense, which secured the win. Senior Quade Williams sparked the dominance in the final quarter, scoring nine points during the surge. Batiste led the Trojans with 20. As the final seconds ticked off the buzzer, the party was officially on, as the Trojans’ players got tshirts to commemorate their big-time, history making night. Coach Mark Sanders said he couldn’t be prouder of his team. “I’m so happy for the kids,� Sanders said. “They’ve worked so hard

and they wanted this so bad. It wasn’t easy. Thibodaux came out and played a pretty good ballgame. But we played a great fourth quarter defensively and were able to get it done. I’m so happy for the kids.� But the work isn’t yet done. Now that the regular season is complete, the Trojans can now turn their attention on the Class 5A State Playoffs. Central Lafourche is a lock to host a first-round game, but their exact seed was not available at press-time on Monday morning. Batiste said it doesn’t matter who the Trojans play, touting that the team can beat anyone if they play their best. “We got one of our goals down, now it’s on to the biggest ones,� he said. “We’re happy with what we’ve done, but we’re not satisfied. Now, we move on to the big goal – making a run at state.�

The No. 15 Lady Tarpons competed hard, but fell to No. 2 Walker on Monday night – a back and forth battle that was a fight to the finish with several lead changes and momentum shifts throughout the action.

When the final buzzer screamed, two points decided the outcome, as Walker walked away with a 55-53 win. The loss ends South Lafourche’s season with a 25-7 record. But while disappointed with the outcome, Lady Tarpons’ coach Rainie Terrebonne didn’t have a negative word to say about neither her team, nor the season – touting both as significant successes. The Greater Lafourche Port Commission (GLPC) is seeking a firm with the experience, capabilities, and qualified available staff to perform and provide a full and comprehensive vulnerability assessment report of the port system, which includes the Port Fourchon/LOOP Area. This assessment report is to include a complete review of existing assessments, and will identify

and define all critical infrastructure nodes, required individual security components, as well as all safety and compliance vulnerabilities. This assessment is to also consider the cybersecurity vulnerabilities of the information technology systems and infrastructure implemented by both the Port (and its tenants) where appropriate. The geographic area of consideration encompasses all infrastructure and facilities, public and private, in the Port Fourchon/LOOP Port Area. This assessment shall incorporate information contained in MSRAM III, and will cover all aspects of maritime security from the ability of developing a common operating picture for the area of operations to the capabilities of available response and recovery of assets. It is important to note that the GLPC also operates the South Lafourche Leonard Miller Jr Airport immediately adjacent to the LOOP land-based infrastructure, and as such, the Airport is to be given due consideration in this project. Meeting opened at noon by President Bob Sevin at the Port Commission Center located on Louisiana Highway 1. Commissioners present were Andy Galliano, Bob Sevin, Ambrose Besson and Perry Chighizola. Commissioner Terrill Pizani was absent. A motion was made by Commissioner Galliano, seconded by Commissioner Besson and unanimously agreed to approve the minutes from January 14, 2015 as read. A motion was made by Commissioner Galliano, seconded by Commissioner Chighizola and unanimously agreed to approve the minutes from January 22, 2015 minutes as read. A motion was made by Commissioner Galliano, seconded by Commissioner Besson and unanimously agreed

to accept the financial report as read. President Sevin stated that the state has to approve the bids that were opened at the January 22, 2015 meeting. Once the port has the approval from the state, then a special meeting will be called to award the bid to start construction on the Commercial Dock on Oak Lane. Board Attorney, William Watkins, gave the following report: 1.Working on property lease to Jeff Smith and 2. Working on getting a legal opinion to have the Louisiana Department of Wildlife and Fisheries Agents enforce no mooring to Channel Markers. A motion was made by Commissioner Galliano, seconded by Commissioner Chighizola and unanimously agreed to award the lowest bid to Tidewater Dock, In. to install 3 – 4 pile clusters in Caminada Pass. The port attorney will work on drawing up a contract that the President can sign. The motion also gives a deadline of March 15, 2015 for this work to be performed. A motion was introduced by Commissioner Galliano to accept the bid of Blake Terrebonne to do some minor wharf repairs. A discussion took place and it was decided to get more quotes to compare for the repairs. Commissioner Galliano withdrew his motion. A motion was made by Commissioner Galliano, seconded by Commissioner Chighizola and unanimously agreed to publicize in the next issue of the Island Beacon looking for contractors to do minor dock repairs. President Sevin stated that he had an employee meeting and discussed the perception of the community. Director Keller will work of a tri-fold showing the ports accomplishments within the community. Mr. Keller will also update the website showing more pictures such as the ADA dock and the oyster farming and other accomplishments. President Sevin and Director Keller will work on the updates. Commissioner Chighizola stated that Mr. Supan might have pictures and ideas for the website also. Commissioner Besson stated that one boat at the Commercial Dock is backing up and his wheel wash is causing the bulkhead to erode. Commissioner Besson stated that he spoke with the owner and boats cannot back up to the dock to prevent any more erosion to the dock. Commissioner Chighizola stated that the board would like to congratulate Martha Ham for being the 2015 Senior Queen for the Grand Isle Mardi Gras parade. Mr. Dustin Malbrough from CBI gave the following report: 1. The Corps permit for Fifi Island should be received by the end of next week. Once the permit is received the levee board and CPRA will get the plans and specs for review to go out to bid. 2. The Bayside Breakwater Protection Project has gone through the public notice and adjustments were made to accommodate the reviews. The alignment had to be moved slightly due to existing pipelines in the area. 3. The quarterly levee inspection is due at the end of March. This inspection will help the levee board with FEMA if the need arises and will help keep the existing levees and rocks maintained to help with severe tidal and weather conditions. Strikers picket outside 2 Louisiana oil refineries

NEW ORLEANS (AP) — Union workers have been picketing outside two southeast Louisiana oil refineries as part of a national strike by the United Steelworkers union. The strike began at 12:01 a.m. Sunday. NOLA.com/The TimesPicayune reports that strikers marched Sunday outside the Motiva plants in Norco and Convent. A half-dozen steelworkers carrying picket signs stood at the entrance to the plant in Norco, drawing some honks of support from passing motorists. Steelworkers Local 750 spokesman Brent Petit says union workers at the two Louisiana plants had “overwhelmingly” voted to authorize a strike late last year. ___

American Cruise Lines to base new boat in New Orleans

NEW ORLEANS (AP) — American Cruise Lines later this month plans to introduce its second riverboat to be home-ported in New Orleans. Timothy Beebe, the company’s vice president, said Thursday the new boat will help meet the growth in demand for river cruises. Construction of the 150-passenger American Eagle was recently finished at Chesapeake Shipbuilding in Maryland. It’s now repositioning to New Orleans and is scheduled to arrive at the end of February. American Eagle, like the company’s Queen of the Mississippi, will offer various eight-day itineraries on the Lower Mississippi River between New Orleans and Memphis, Tennessee. It will have 84 staterooms and offer the “elegance of classic late 1800s riverboats.” The company also has announced a number of other journeys, including a 22-day complete Mississippi River cruise. ___

NC man charged with making false BP oil spill relief claims

WILMINGTON, N.C. (AP) — A North Carolina man has been charged with filing $2.3 million in false compensation claims following the 2010 Deepwater Horizon oil spill. Michael R. Rosella of Wilmington was arrested by federal authorities Monday and charged with one count of mail fraud, three counts of wire fraud and two counts of money laundering. Prosecutors say the 45year-old Rosella lived in Washington, D.C., in 2010 when he filed a reimbursement claim on behalf of a fake Louisiana business called Bayou Barataria Sportsmen’s Resort. Rosella claimed the fictitious hotel and sport fishing business was devastated by the impact of the oil spill on the Gulf of Mexico.

weren’t far away from beating one of the best teams in the state. South Lafourche and Walker were neck-and-neck throughout the game, which was never comfortably led on either side. Walker enjoyed a 16-10 advantage after the first quarter, using a 6-0 run to close out the quarter. Freshmen Traya Bruce and Victorianna Nelson showed right away that they weren’t fearful of the big moment. Together, the duo scored seven of the team’s 10 points in the period. Junior Brinkley Callais added the rest with a 3-pointer. The second quarter was mostly a stalemate with the teams trading buckets for most of the way. When it was all said and done, Walker headed to the lockers with a 27-21 lead. Terrebonne said the Lady Tarpons shifted their offensive scheme before the game to counter the pressure defense Walker presents. Those adjustments really started to work in the second half. Out of the lockers, the Lady Tarpons surged forward and used balanced scoring to take a 34-32 lead into the final quarter. Balanced scoring was critical to the run, as five players scored in the surge, including junior post Breigh Cheramie, who had four of her six points in the period. “I thought we played well tonight,� Terrebonne said. “We changed some things up on the offensive side of the ball to break their press and to find holes in their defense.� In the end, they just didn’t make enough shots – close, easy shots. Terrebonne said that just about every time South Lafourche had a chance to make a run to take a decent-sized lead, they’d miss a layup or open shot – possessions the team has cashed in on throughout the season. That offensive inefficiency allowed Walker to regain control of the game in

the final minutes to secure the win. South Lafourche had its chances late, but they were never able to retake the lead in the final minutes, sealing the deal for the No. 2 team in Class 5A. When it was all over, junior guard Caroline Guilbeau paced South Lafourche with 15 points, while Bruce and Callais pitched in 12 and 11, respectively. But they’d all trade just about anything to have two more points to their tally, as that one, big bucket eluded the Lady Tarpons throughout the flow of the game. “We missed layups and shots around the goal that usually go in,� Terrebonne said when asked what allowed the outcome of the game to swing Walker’s way. “A few times on defense, we lost the top shooter, and that kind of hurt us a little bit, as well.� But fortunately for the Lady Tarpons, the future still looks pretty bright. With the 2014-15 season now put to bed, Terrebonne said she is already focused on the future. The coach said on the ride back to Galliano on Monday night that she would get a good night’s rest on Monday to reset her mind and flush away the painful loss to end the season. But once that’s done,

she said she’s full steam ahead on 2015-16 – a year that looks to be pretty good for the Lady Tarpons. South Lafourche will return five of their seven primary contributors from this past season, including Guilbeau and Callais, who will now shift into the role of senior leaders. They will also have back Bruce and Nelson, who will be sophomores with a full season of starting under their belts. Combine that with a

dominant junior varsity and freshman squad coming up, and Terrebonne thinks everything looks pretty good from here onin. Of course, that doesn’t mean much right now for anyone involved with the program who is still stuck on the fact that it was just two stinkin’ points that stood in the team’s way. “We will be back strong next year,� Terrebonne said.

VILMA PITRE Vilma Fuselier Pitre, 84, a native of Buras, and resident of Galliano, passed away February 3, 2015. Visitation was held on February 9, at Our Lady of Prompt Succor Catholic Church in Golden Meadow from 1:00 p.m. till service time. Funeral mass began at 3:00 p.m. with burial in Hebert Cemetery. She is survived by her daughter, Nadine Pitre Cheramie; son, Michael L. Pitre; grandchildren, Yon M. Cheramie and Adrienne M. Cheramie; great grandchildren, Tommy Hickok Jr. and Damien Provost; brother, William J. Fuselier Jr. and sister Deloris “Tiny” Fuselier Savoie, and friend of the family Danny Arceneaux. She was preceded in death by her husband, Landry G. Pitre; parents, William J. Fuselier Sr. and Nettie Tullier Fuselier and brother Jules E. Fuselier and father of her grandchildren Farrel T. Cheramie. Mrs. Vilma was a beautician and hairdresser for many years, who enjoyed going to the camp with her family and crocheting for her family and friends. A Memorial mass of Christian Burial was celebrated at 11:00 Saturday, at St. Hilary Catholic Church with burial in the church cemetery. She is survived by her husband of 19 years, Charles J.
