BATON ROUGE, La. (AP) — Gov. John Bel Edwards’ proposal to close Louisiana’s $304 million deficit relies heavily on using the state “rainy day” fund, cutting spending in the health department and tapping into millions in available fund balances to fill gaps. The Democratic governor released his budget-rebalancing plan Monday, the starting point for negotiations with lawmakers ahead of a 10day special session called by Edwards to begin Feb. 13. Edwards seeks to shield the K-12 public school financing formula, public colleges, state prisons and Louisiana’s child welfare agency from slashing. He suggests a 2.5 percent cut to the budgets that pay for the state Supreme Court and the Louisiana Legislature. He proposes reductions across a wide array of agencies, such as the Office of Juvenile Justice and state police. Offices led by the attorney general and the insurance commissioner would take reductions. About $100 million of the plan involves tapping into other available financing — in effect, using fund balances to fill gaps, rather than cuts.

During the Lafourche Parish Council’s 6-1 vote of no-confidence last Thursday, many issues and allegations were brought up by the council as reasoning for their vote against Parish President James Cantrelle. The most common complaint levied by multiple council members was perceived abuses of employees, especially last week’s firing of Reggie Bagala as parish administrator. Last week, Bagala was fired and escorted from his office by police. According to Councilman Jerry Jones and Council Vice Chairwoman Luci Sposito, this public display was over the line and may open up the parish to civil lawsuits. “We’ve had back-handed comments being made to the employees, we’ve had an abundance of civil service suits brought against this parish in the last year and enough is enough,” Council Chairman Corey Perrillioux said. “We’ve experienced the highest number of civil service complaints in one year than ever before.” The Courier and the Daily Comet has reached out to Cantrelle for comment multiple times over the past week, but he could not be reached or has said “no comment.” See Issues Page 7-A

Blaze destroys Lockport volunteer firefighter’s home By Bridget Mire Daily Comet Staff Writer
A Lockport volunteer firefighter, his fiancé and her grandmother lost almost everything, including three dogs, in a house fire Sunday night as they visited with family next door. The Lockport Volunteer Fire Department was dispatched about 6:45 p.m. to 8944 La. 1, where member Ted Punch lived, Fire Chief Armand Autin said. Another firefighter was next door and one of the first on the scene. “They walked outside, and the fire was just raging through the back window,” Autin said. “It was a fire that developed pretty quickly.” He said the blaze took a few hours to extinguish, but firefighters remained on scene until about 1 a.m. Monday putting out hot spots. A foolish young man heard that a fortune could be made by working as a lumberjack in Canada. So, off he goes. After some weeks, he arrives at a lumberjack-camp and asks the foreman for a job. Foreman: “Okay sonny, but you’ll have to do a test first. If you can chop down 100 trees tomorrow you’re hired.” So, next day, the young man gets his chainsaw and happily saws away all day. However, when trees are counted he only has 98. “Oh well,” says the foreman, “You’ll get another chance tomorrow.” So, next day, same story, this time 99 trees. “I don’t believe this,” says the foreman, “A big strong fella like yourself
should be able to cut down 200 trees in a day. You know what? You get one more chance, and I’ll join you to show you the trick of it”. So, next day, the young man and the foreman go into the forest. Upon arrival at a nice open spot the foreman puts the chainsaw on the ground, and starts the engine. “Why is your saw making all that noise?” exclaims the young man.

One vehicle parked at the home sustained major damage, and two others had minor to moderate damage. Firefighters salvaged some possessions, including guns and photo albums, Autin said. “For the most part, the structure itself is going to be a total loss,” he said. “Pieces of roof collapsed in the center of the house. ... We really had to focus on the adjacent homes because they both were fairly close. We paid really close attention to those two structures. Fortunately, we had no damage - not even heat damage - to the other houses.” Autin said Lockport had about 53 firefighters and 12 units on scene. Dollars from a drug company settlement, betterthan-expected fee collections and other money would be used. Money allocated to the legislative auditor’s office to pay for a new office building would instead fill budget holes. The health department would get $44 million in higherthan-anticipated tobacco tax collections. A large portion of the governor’s plan hinges on using more than $119 million from the rainy day fund, which requires support from two-thirds of the House and Senate. The proposal is running into pushback from some lawmakers, mainly Republicans, who say they don’t want to raid any more savings accounts to fill budget gaps. Edwards said in a statement that his administration “sat down with every agency to identify where budget adjustments could be made” while protecting state priorities. “We have gone line-byline in the state budget to identify cuts and other state general fund reductions, in-
cluding identifying funds that could be moved to other areas of the budget,” the governor said. “In our view, this is the most responsible approach to solve this shortfall until we can make structural budget changes in the regular session” that begins in April. Attorney General Jeff Landry, a Republican who regularly spars with Edwards, said the governor’s budget cut proposal would damage his office and “would reduce our ability to bring much needed funds to Louisiana by pursuing legitimate claims on behalf of the state.” “Our pursuit of child predators, fraudulent contractors and corrupt government officials would be significantly harmed,” Landry said in a statement. Beyond the rainy day fund, much of Edwards’ plan rests on cutting state financing in the Department of Health by $128 million, though $73 million of that would be offset by using other available fund balances and the tobacco tax money. Health Department spokesman Bob Johannessen said the remaining $55 million would involve

spending cuts. A payment to Medicaid providers for dental care would be delayed one month, to shift nearly $5 million in costs to next year. Private managers of the LSU charity hospitals, clinics and services for the poor would be cut 1 percent. Contracts would be cut, along with overtime, supply purchases and travel spending. In the parameters he set for the special session, Edwards isn’t allowing any talk of tax hikes to close the deficit. But if lawmakers want to propose raising fees to pay for government services, they can do so — though the governor doesn’t include any fee increases in his plan. The deficit opened up when Louisiana’s income forecasting panel downgraded state tax collection estimates to account for unemployment that is dragging income, business and sales taxes below expectations. US rig count increases 17 this week to 729; Oklahoma up 6
HOUSTON (AP) — The number of rigs exploring for oil and natural gas in the U.S. increased by 17 this week to 729. A year ago, 571 rigs were active. Houston oilfield services company Baker Hughes Inc. said Friday that 583 rigs sought oil and 145 explored for natural gas this week. One was listed as miscellaneous. Oklahoma increased by six rigs, New Mexico and Texas were each up by four and Alaska, Arkansas, Colorado and Wyoming each increased by one. Louisiana lost one rig. California, Kansas, North Dakota, Ohio, Pennsylvania, Utah and West Virginia were all unchanged. The U.S. rig count peaked at 4,530 in 1981. It bottomed out in May at 404.

Trojans gets huge win Gazette Sports Reports
With just a small halftime advantage and a large, rowdy crowd of Thibodaux fans giving life to the home team, the visiting Central Lafourche boys’ basketball team needed a spark on Friday night. In the second half, the Trojans got one – returning to the basics to get the energy and emotion the team needed to earn a hard-fought win. The Trojans picked up their defensive intensity in the second half and smothered Thibodaux, turning a three-point halftime lead into a dominating second half and 49-35 win over the Tigers. With the victory, the Trojans improved to 6-2 in District 7-5A play – one of the top teams in Louisiana for Class 5A. “We know that’s when we’re at our best – when we defend and don’t let the other team have anything easy on the offensive side of the ball,” Trojans coach Mark Sanders said. “I think in the second half, we were quick, we had energy and we were intense. We didn’t let them get comfortable or clean looks at the basket.” The Trojans defense was unbelievably good in the second half. But Central Lafourche struggled at times in the first half, battling the Tigers back and forth in a close contest that wowed the large, rowdy Thibodaux crowd. Thibodaux led 11-9 after the first quarter, and showed flashes that they were prime to avenge an early district loss in Mathews. But the Trojans used a late-half surge in the second quarter to go on top 25-22 at halftime in a game that was still very much in doubt. Until the third quarter, that is. The Trojans swarmed the Tigers in the third, limiting Thibodaux to just two points in eight minutes of basketball, which allowed Central Lafourche to grab firm control – a 40-24 advantage after the third. In the fourth, Thibodaux tried to battle back, but never could get close, thanks to clutch, efficient offense from the Trojans. Jamiree Williams led the Trojans with 15 points. Nelton Allen pitched in 11. Sanders said his team can play with anyone in Louisiana when they defend the way they did in the final stages of the game. “That’s crucial for us,” Sanders said. “I thought our guys did an excellent job. We’re proud of that effort.” The Trojans traveled on Tuesday night to play Destrehan. No score was available at press-time. When we take and make shots, we’re a different team.” That was widely evident against the Terriers. The Tarpons were a wreck early in the game, missing 13-straight shots to start the game, yielding an early advantage to the Terriers. But in the second quarter, Bellanger heated up, sinking several 3-pointers, which pushed the Tarpons
into a three-point halftime lead. In the second half, senior guard Seth Borne picked up where Bellanger left off, scoring 14 points in the final 16 minutes to give his team a huge cushion and an easy win. Bob Anthony Lee, Sr., 58, died on February 3, 2017. Visitation will be from 5 until 9 p.m. on Wednesday, February 8 at Falgout Funeral Home in Galliano and from 8 a.m. until service time on Thursday, February 9 at Our Lady of Prompt Succor Catholic Church. A compromise agreement was that Cantrelle would submit the same provider and agent, but employee contributions would increase by 5 percent. Cantrelle reportedly went to Bagala’s office the next day, said he wasn’t happy about “giving in and not getting anything in return” and asked Bagala to call the council members and tell them he would submit the current insurance with the 5 percent increase. In return, Cantrelle wanted council members to agree to a $5,000 raise for Deputy Communications Director Caroline Eschette, a $3,000 raise for Plans and Permits Director Tony Breaux and a position switch for Eschette and then Communications Director Doug Cheramie, who resigned Thursday. Bagala said he asked if Cantrelle was sure that’s what he wanted him to do, and Cantrelle said yes. But after speaking with Sposito and then Autin, he told Cantrelle he was uncomfortable making the calls and would not make any more. In his interview, which supports Bagala’s statement, parish Public Works Director James Barnes said he went to Bagala’s office and was invited in as the above conversations took place. He said Cantrelle used the term “bargaining chips” in making his request to Bagala and that Bagala asked at least twice if Cantrelle was sure that’s what he wanted him to do. According to a letter detailing District Attorney Cam Morvant’s investigation into the matter, Cantrelle said he was in the room at the time but didn’t tell Bagala to discuss raises when making the calls. Morvant said he could find no criminal wrongdoing but decided to ask the state Board of Ethics to review malfeasance, bribery and extortion allegations against Cantrelle. In prepared statements given out after the Morvant’s decision was read at the Jan. 10 Parish Council meeting, Cantrelle said he and his administration “did not violate any criminal statutes and no criminal charges were filed.”

The LDEQ, Office of Environmental Services, is accepting written comments on a draft Louisiana Pollutant Discharge Elimination System (LPDES) permit prepared for R360 Environmental Solutions of Louisiana, LLC, Bourg Exploration and Production Waste Treatment Facility, P.O. Box 1467, Jennings, LA 70546. The facility is located at at 843 Bourg Larose Highway in Bourg, Lafourche Parish. Upon the effective date of the final permit, the LPDES permit shall replace the previously issued LPDES permit. The principal discharge from this existing source is made into St. Louis Canal, thence into Gulf Intracoastal Waterway, waters of the state classified for primary contact recreation, secondary contact recreation, and propagation of fish and wildlife. Under the SIC Code 1389, the applicant proposes to discharge stormwater from inactive cells, cells that have met LDNR reuse material criteria, and reuse material stockpiles from a commercial oilfield exploration and production waste treatment and disposal facility. During the preparation of this permit, it has been determined that the discharge will have no adverse impact on the existing uses of the receiving waterbody. As with any discharge, however, some change in existing water quality may occur. Comments and requests for a public hearing or notification of the final decision can be submitted via personal delivery, U.S. mail, email, or fax. Comments and requests for public hearings must be received by 4:30 pm CST, Wednesday, March 15, 2017.
