Parish Councilman Lindel Toups is again taking up the battle to reopen the Company Canal near Gheens to public access. Hoping that the owner of the canal and the adjoining land, Arlen Cenac, will finally acquiesce to at least meeting with parish officials to discuss access, Toups is calling for the expropriation of the canal. His justification in doing so is for recreation, he says, and also for better water drainage if the parish is in control of the canal’s maintenance. “Our canals would drain better; they would have less salinity, less erosion, if they were open,” argued Toups at Tuesday night’s Parish Council public meeting in Mathews, The Company Canal was dug by the state of Louisiana in the 1800’s to improve transportation and commerce. It was a public waterway. The Gheens Family bought the property surrounding the canal in 1930 and did not prevent public access to the waterway. In April 2002 Cenac purchased the property from the Gheens Foundation and shortly thereafter blocked access to the Gheens boat launch and canal, prompting a group of residents to form an organ-

ing a public “thank you” and a gift from the SLLD board, Jimmy Badeaux has officially retired. Although Badeaux has been grooming his replacement, Drake Boudoin, for the last couple of months, his last actual work day was January 19. Badeaux served as Levee Board Operations Superintendant for the past 16-plus years, and was involved in overseeing levee district field employees as well as liaising between the board and landowners, the U.S. Army Corps of Engineers, and state agencies. In 2014, the Lafourche Chamber of Commerce awarded Badeaux “Employee of the Year” for an outstanding record of service at SLLD. Monday, March 10, SLLD President Ronald Callais expressed his board’s sentiment in congratulating Badeaux on his retirement, thanking him for “all the years of service and what you’ve done for us.” Badeaux was SLLD’s version of “MacGyver”, an 80’s/90’s TV show character based on a secret agent who worked as a troubleshooter. The North Lafourche Levee District (NLLD) Board of Commissioners approved a measure last week to place a quarter-cent sales tax dedicated to building critical levees and other priority flood protection projects on the May 2, 2015 ballot. The sales tax is estimated to generate approximately $2.2 million per year for the District, which would be solely dedicated to construction of priority levee and flood protection projects in the District, from the northern end of the parish to the Intracoastal Waterway in Larose. This local sales tax revenue would also be leveraged to attract more state and federal money for the local levee projects. The District’s only current funding source is an ad valorem tax that provides approximately $3.5 million per year. The NLLD has developed a plan of priority levee, flood protection and drainage improvement projects that would benefit residents throughout the District and would achieve a higher level of protection for people and businesses of north and central Lafourche. Revenue from the sales tax would allow the District to expedite completion of the projects in this plan and provide residents with additional levee and drainage projects more quickly than with current funding alone. “We have been able to complete several projects very cost-effectively in recent years with the dollars we have available, but when we consider our risk in the event of a storm or hurricane, we know that more needs to be done. Central Lafourche High School’s Performing Arts Club presented three one-act plays this week. Pictured performing ‘In Memoriam’, a play inspired by Agatha Christie’s Ten Little Indians, are Aaron Loupe, Bryce Ledet, Alyssa Guidry, Sarah Comeaux, Brennyn Galliano, and Alex Kraemer.

The play takes place in the pre-WWII years on an isolated island. Five people gather for a weekend house party that turns into a nightmare as one person after the other is first accused of being a murderer and then is murdered – each by a different method. BATON ROUGE, La. (AP) — New figures show that 186,277 Louisiana residents have enrolled in the federal health insurance marketplace. The numbers were released Tuesday by the Department of Health and Human Services. Of those enrolled through the federal marketplace, 89 percent, or 165,787, qualified for subsidies in the form of tax credits. The average tax

Aug. 1 opening date has been set for the new complex. It had hoped to open the $1.1 billion facility by early summer. Officials said the delay in the opening has been caused by the need to train staff. Construction of the University Medical Center began in the aftermath of Hurricane Katrina. The new complex will replace Charity Hospital, a 20-story Art Deco building shuttered after Katrina. Louisiana State Police redeploy troopers to New Orleans

BATON ROUGE, La. (AP) — Additional state troopers will redeploy this week to the City of New Orleans to support the New Orleans Police Department’s efforts to deter crime. Louisiana State Police Col. Mike Edmonson said Wednesday they’ve been planning the redeployment since the completion of this year’s Mardi Gras detail. Edmonson says troopers will be proactive, policing with an “all crimes� approach focusing on illegal guns, illegal weapons and fugitives. Enforcement efforts will use uniformed vehicle and foot patrol, plainclothes investigative operations and commercial vehicle enforcement. Upward of 60 uniformed troopers were expected in those areas beginning Thursday. ___

Louisiana Department of Wildlife and Fisheries said in a news release Wednesday 67-year-old Lloyd Badeaux was fined $560 for hunting with lead shot and sentenced to 30 days in jail for violating his probation. Wildlife and Fisheries officials say 76-year-old Bobby Chauvin, of Theriot, Badeaux’s hunting partner, was also fined $560 for using lead shot. In 2013, Badeaux was fined $5,010 and sentenced to a three-year hunting probation, which included a hunting ban, after he shot and killed more than 50 ducks — a number well over the legal limit — near Dularge in 2011.

The Barataria-Terrebonne National Estuary Program and its Foundation are still accepting registration for the 2015 Paddle Bayou Lafourche. The 52-mile, four-day paddling trip down the bayou begins Thursday, April 9th, in Donaldsonville and ends in Lockport on Sunday, April 12th. Paddlers can participate anywhere from one day to all four days of the trip. They will be treated not only to scenic natural vistas, but also to a fascinating backyard view of the bayou from the water’s perspective while enjoying camaraderie, food, music, and fun. Paddlers will also get a firsthand look at the restoration work being conducted along the bayou. They will get a taste of local cuisine and entertainment every night in a campsite setting. Participants will also receive a souvenir t-shirt, water and healthy snacks throughout the day. Canoe rentals are available in a limited supply. The trip is $40 per day, or $150 for all four days without a canoe rental. The cost for paddlers renting a canoe is $60 per day, or $225 for all four days. Reg-

istration is required beforehand. The registration deadline to guarantee a paddle tshirt is Wednesday, March 18, at 4 p.m. Registrations will still be accepted after March 18, but shirts are not guaranteed. During the trip, paddlers may choose to camp out at Madewood Plantation, on the Nicholls State University campus, and at Dr. Mike and Brenda Dardar Robichaux’s home with the United Houma Nation, Thursday, Friday and Saturday nights respectively. Local residents can also join in the experience by supporting the paddlers from the banks of Bayou Lafourche. Locals are invited to decorate their bayou side and provide signs of encouragement and welcome to our bayou visitors. In the past, visitors have been greeted with local music and cheers as the paddlers coasted down the bayou. The Bible tells us that God asked Abraham to sacrifice his only son Isaac as a sign of his love. That sounds horrible to our ears. Even if it is “just a test” on God’s part, it seems like a very mean one. Yet, this was very common at this time for people to sacrifice their first-born sons to the pagan gods. In this story, the author rejects the traditional practice of human sacrifice in favor of animal sacrifice used by the Jews. Despite its vividness, the drama of Isaac’s nearsacrifice takes a backseat to the main point: Abraham’s faith in God and his utter trust in God’s promises. Abraham with a heavy heart climbed the mountain with his son Isaac only to return with the realization that he would be blessed abundantly. During Lent, we might feel that we are approaching a spiritual mountaintop. Perhaps, we are feeling a little better about ourselves as we use our Lenten prayer, fasting, and almsgiving to get closer to God. We need to be cautious because going to the mountaintop means we will be tested there. Wherever we find ourselves, we can never be satisfied with where we are in our relationship with God. Trusting in God means that we do not follow through on our feelings. When Abraham raised the knife to kill his only son, he was not acting out of feelings. In fact, he was going against his deepest feelings – feelings of love and tenderness for his only child. He was acting out of trust – trust in a God, who is love and compassion and who wants only what is good for us. Father Ron Rolheiser tells this story: Several years ago, I sat with a friend who was trying to explain to me the reasons for his impending divorce. He was thirty-five years old, the father of three children, and had been married for nearly 10 years. By all indications his marriage had not been a bad one; in fact, it had generally exhibited signs of considerable health. Moreover, he was a good-hearted and sincere person who would have been horrified to hear himself described as a womanizer, as unfaithful, or as irresponsible. So, what happened? Quite simply he fell in love with someone else and now this new relationship was nullifying his marriage. He said, “This new love is more important than everything else in my life, including my wife and kids. Not embracing it would be inhuman. I did not ask for this. It just happened! I know there are some awful consequences but this is what I have to do. I have no real choice now. I’m in love!” If we buy that crazy kind of logic, we will lead lives filled with contradictions and confusion. Eventually, such living leads to nothing but chaos. Sometimes being true to yourself and your commitments means going against every emotion in your heart. So, whether we are feeling despair at what is happening in our world, or “on cloud nine” at having fallen in

“An additional funding source is needed to aggressively tackle this project list and build these critical levee projects as soon as possible. Additional funds will also provide the District with greater leveraging for state and federal dollars,� explains Executive Director Dwayne Bourgeois. “After a thorough evaluation of our district, we have been able to determine the volume and amount of projects that need to be addressed relative to flood protection. Our current source of monetary resources does not adequately address those issues in a timely or sensible manner,� said NLLD President Cory Kief. Even with a quartercent sales tax increase, total sales tax in north Lafourche and Thibodaux would remain lower here than in neighboring south Lafourche and Terrebonne Parish. Established in 1992, the NLLD provides drainage and flood protection services for the northern portion of Lafourche Parish, including the entire parish north of the Intracoastal Canal. The District includes over 250 miles of levees and drainage canals, and over 40 pump stations.

After winning his court battles, Cenac closed the launch and acquired a Corps of Engineers permit to block the canal with pilings, eliminating water access to Bayou Des Allemands and Lake Salvador from Gheens. Many Lafourche residents who have camps along Bayou Des Allemands were unable to access their sites from the Gheens launch and were forced to launch elsewhere. “This started 15 to 20 years ago. We tried to meet with the man (Cenac) but he would not meet with us. Closing the Company Canal affected all of Lafourche Parish,� said Toups. In 2011, Toups attempted to pass an ordinance rescinding an agreement the council made with Cenac that removed two roads from the parish’s purview and gave

them to Cenac in exchange for access to his property to perform drainage work for Gheens and Lockport. But Lafourche Parish District Attorney Cam Morvant advised the Council not to proceed with the proposed ordinance, saying Toups’ measure “would not only shut down the levee and drainage projects already under way in the area but may also subject the parish to costly litigation.� The proposal was shelved. Those people seeking the reopening of the canal then asked the state’s Attorney General Buddy Caldwell to reinvestigate the case. In a letter to Morvant on Oct. 20, 2011, Caldwell responded that: “The courts of this state have ruled that the state historically divested itself of any public title and claim to the Company Canal,� adding that his office would be officially closing its file on the

Treasurer opposes Jindal tobacco settlement sale proposal BATON ROUGE, La. (AP) — Treasurer John Kennedy balked Wednesday at Gov. Bobby Jindal’s proposal to sell the last piece of Louisiana’s tobacco settlement for upfront cash to pay for Louisiana’s free college tuition program called TOPS. Kennedy said the governor has used too many quick fixes to patch each year’s budget together, and he said a tobacco settlement sale would be more of the same as the state faces a $1.6 billion shortfall next year. The Republican treasurer called the idea the equivalent of “hocking the family silver to pay the rent.� Commissioner of Administration Kristy Nichols, the governor’s chief budget adviser, said the idea being considered would bring in $50 million in new revenue annually for up to eight years to pay for TOPS — not just a one-year infusion of cash. “That’s not even on the table for us,� Nichols said. “We are not considering a sale where all of the proceeds would be used in year one.� The sale would need legislative and other approvals. The Tobacco Settlement Financing Corp. board will consider the idea first, at its meeting next week. Louisiana is one of many states that settled lawsuits for claims of smokers’ deaths and health costs against tobacco companies in 1998 in return for installments of money each year. Lafourche Parish Sheriff Craig Webre and Lockport Chief of Police Warren Vedros announced two more suspects from a Lockport armed robbery in February are now in custody. James Bailey Jr., 55, and Troy Benner, 48, both of Kenner, have both been arrested by a U.S. Marshals Task Force. Jacky Manasco, 45, also of Kenner, was arrested in connection to the robbery on February 24, leaving Tommy Manasco of

Gulfport, Mississippi, as the only suspect who remains at large. Through investigation, detectives learned Jacky Manasco transported his brothers, Tommy Manasco and Troy Benner, and James Bailey Jr. to a Lockport bar on the morning of February 2 and left the scene. The three men who remained at the bar held up another man at gunpoint and stole an undetermined amount of cash and a 2013 Ford Taurus. The three men met up with

A Minister And a Cabbie

A minister dies and, resplendent in his clerical collar and colorful robes, waits in line at the Pearly Gates. Just ahead of him is a guy dressed in sunglasses, a loud shirt, leather jacket, and jeans. Saint Peter addresses this guy, “Who are you, so that I may know whether or not to admit you to the Kingdom of Heaven?” The guy replies, “I’m Joe Green, taxi-driver, of Noo Yawk City.” Saint Peter consults his list, smiles and says to the taxi-driver, “Take this silken robe and golden staff, and enter into the Kingdom.” So the taxi-driver enters

Without being asked, he proclaims, “I am Michael O’Connor, head pastor of Saint Mary’s for the last forty-three years.” Saint Peter consults his list and says, “Take this cotton robe and wooden staff and enter the Kingdom of Heaven.” “Just a minute,” says the preacher, “that man was a taxi-driver, and you issued him a silken robe and golden staff. But I get wood and cotton. How can this be?” “Up here, we go by results,” says Saint Peter. “While you preached, people slept — while he drove, people prayed.”
