Early voting this week for Levee District property tax renewal

The South Lafourche Levee District is seeking to renew a 5-mill property tax in a March 25 election. The SLLD is requesting residents of the District to continue the assessment of 5 mills against their property “for the purpose of constructing and maintaining necessary levees, levee drainage, flood protection, hurricane flood protection and all other purposes incidental thereof.” The millage, a renewal, would begin in 2018 and run for another 10 years. SLLD estimates that the tax would generate an estimated $3,570,000 per year. The election would take place on Saturday, March 25, and all registered voters within the See Election Page 8-A

Area loses another 1,800 jobs in January By Jordon Legendre Daily Comet Staff Writer

Nearly 1,000 volunteers gathered Saturday to help pick up trash during the annual Bayou Lafourche Cleanup at 12 locations across 106 miles from Donaldsonville to Leeville, picking up items ranging from toilets, tires, ice chests, ladders, tarps, oil containers and garbage can lids. But volunteers didn’t just clean up the bayou, they spruced it up, too. Painting benches on the bayouside along Hwy. 308 in Galliano are volunteers Kloe Laundun and Ray Arabie, who works for Les Reflection du Bayou. Bayou Lafourche supplies drinking water to about 300,000 residents of Terrebonne, Lafourche, Assumption and Ascension parishes.

Clear out the garage … Household Hazardous Material Collection Day set for Saturday

Lafourche Parish Government will hold a household hazardous material collection day on Saturday, March 18, between the hours of 8 a.m. and noon in the Lafourche Parish Government complex parking lot, 4876 LA Hwy. 1, Mathews. This is a residential collection only. Residents will be required to show proof of residency. Accepted items include household products such as oven cleaners, corrosive cleaners, solvents, toilets and drain cleaners, bleach degreasers, disinfectants, polishes, aerosol cans, cooking oil, glue and pool chemicals. Paints, electronic equipment, automotive products such as tires (limit 5 per per-

son), used oil, antifreeze, brake fluid, diesel and fuel and oil filters will also be accepted. Lawn and garden products such as herbicides, pesticides and fertilizer and bug spray as well as batteries and flammables, such as propane tanks and lighter fluid, will also be accepted. Items not accepted include ammunition, explosives, fireworks, fire extinguishers, appliances, furniture, power tools and radioactive devices and liquids in containers larger than five gallons. Lady of the Sea General Hospital conducted a training exercise on Friday, March 10 in conjunction with the Lafourche Parish Sheriff’s Office and Lafourche Parish Homeland Security and Emergency Preparedness, as well as the Lafourche Ambulance District #1, LERN and ESF8. “The purpose was to put our employees and policies into a drill setting to identify areas for improvement in the safety of our facility and staff,” said Karen Collins, RN, CEO of Lady of the Sea General Hospital. The scenario for the mock drill included an active shooter posing a threat in a specific area of the hospital, causing staff throughout the facility to respond. Patient care was not affected during the drill, and the hospital remained open throughout the exercise.

Houma-Thibodaux lost 1,800 jobs in January and a total of 6,600 jobs over the past year, new figures show. The loss of jobs moved Houma-Thibodaux’s unemployment rate to 6.8 percent, up from 6.1 in December and 6.7 in January 2016, according to the latest figures released Monday by the Louisiana Workforce Commission. The number of unemployed people in the area increased by 600 during January to a total of 6,020. The numbers show an increase in people looking for work in the area, as a person has to be actively looking for work locally to be counted as unemployed. The Houma-Thibodaux metro area includes Lafourche and Terrebonne Parishes. Houma-Thibodaux’s workforce totaled 85,200 in January, down from 87,000 in December and 91,800 in January 2016. A global crude oil glut and resulting low prices sparked layoffs and work slowdowns in the Houma-Thibodaux region. Earlier LWC reports show the area has lost 11,000 jobs since September 2014. Louisiana’s jobless rate, not adjusted for seasonal variations, was 6.1 percent in January, up from 5.4 in December but down from 6.4 in January 2016. The U.S. unemployment rate was 5.1 percent for January, up from 4.5 percent in December and down from 5.3 percent in January 2016. See Jobs Page 8-A

IRS strikes back as agents make big dent in identity theft By STEPHEN OHLEMACHER Associated Press

WASHINGTON (AP) — The IRS strikes back: The tax agency reports that the …meted last year after agents struggled for years to combat what has become a multibillion-dollar industry. The number of victims dropped by 46 percent, to 376,000, the IRS said. These taxpayers had their identities stolen by criminals who used their Social Security numbers and birthdates to obtain fraudulent tax refunds. The IRS stopped nearly 1 million fraudulent refunds from being issued last year. They totaled almost $6.6 billion, the agency said. “It’s a much more challenging time for the cybercrooks,” said Mark Ciaramitaro, vice president for retail tax products and services at H&R Block. CCC sale continues through March

The Catholic Community Center is having a halfprice clothing clearance sale. Most clothing items will be .25¢ each. It is anticipated that the sale will run through March. The CCC is located at 9018 East Avenue A in Galliano next to the South Lafourche Tarpon Bridge [directly behind Renovations]. The money raised is used to purchase food items for our food pantry to help those who are in great need. The store is open on Mondays from 2 to 4 p.m., Wednesdays from 10 a.m. to 2 p.m. and on Fridays from 10 a.m. to noon. The CCC offers a large assortment of on sale clothing, shoes, purses, bags, books, and many other items.

Widows in Christ to meet Thursday

Widows in Christ, a ministry that began at Hope Center in 2014, will meet Thursday, March 16 at 6 p.m. at Hope Center, 18100 East Main Street Galliano, the former Galliano State Bank. SLHS crawfish boil slated for Friday

South Lafourche High School will have a crawfish boil on Friday, March 17. $15 per plate will consist of

3 lbs. crawfish, potato and sauce. Pick up will be at the Stadium. Lunch will be from 11 a.m. to 2 p.m. and supper is from 3 to 6 p.m. Tickets can be purchased in the front office from 7 a.m. to 2:30 p.m. or from any faculty member.

Larose KC group to serve Lenten lunches

The KC Council #8898 of Larose will serve Lenten lunches every Friday from 11 a.m. to 1 p.m. for a donation of $7 per meal. The Friday, March 10 meal will consist of fried fish, white beans and rice, bread and dessert. Drinks will be available for $1. Dine in or take it to go! The Larose KC building is located in the Holy Rosary Catholic Church parking lot.

LaSalette Center to serve Lenten lunches

Parishioners of Our Lady of Prompt Succor Catholic Church will once again serve a meal on Fridays in Lent beginning on March 3 in the LaSalette Center, located next to the church on LA 1. Lunch each week will consist of shrimp gumbo, rice, potato salad and crackers for a donation of $7. Soft drinks and desserts will be available at an additional cost. Dine-ins and take-outs will begin at 11 a.m. and end at 12:30 p.m. Proceeds from this activity will benefit Our Lady Helps Ministry which was formed to help parishioners with emergency needs. Deliveries may be made to certain areas. To place an order on Friday morning, call the LaSalette Center at 4755886 by 9 a.m. Everyone is invited to share food and fellowship on Fridays at the center.

Holy Savior to serve Lenten suppers

Holy Savior Church is serving Lenten meals each Friday from 6 p.m. until they’re sold out. Meals consist of fried fish, white beans and rice, coleslaw and French bread for an $8 donation. Chili cook off slated for Saturday at LCC

St. Joseph Catholic Church in Galliano will host a St. Joseph Altar on Sunday, March 19, 2017 from 9 a.m. to 2 p.m. A shrimp spaghetti lunch will be served from 11 a.m. to 1:30 p.m. Donations to help the needy are appreciated. All are invited.

LFD1 to host parade, dinner Sunday

The South Lafourche Public Library will host a meeting every third Tuesday on the month from 3 to 5 p.m., focusing on “La Table Francaise”, a two-hour meeting held in French, dedicated to the preservation of the Cajun culture.

The Lafourche Fire District #1 Volunteers will host annual parade, dinner, auction and raffle on Sunday, March 19. Dinner consisting of baked chicken and rice dressing will be served from 10:30 a.m. to 1: 30 p.m. at the Raceland Ag Center for $8 a plate. Dine in or take out is available. Drinks and desserts will also be available Parade will start at 11 a.m. at the Central Market on La 1 and end on Bowie Road on La 308 in Raceland. The auction will begin at 1 p.m. at the Raceland Ag Center.

Resident voices concerns over CPRA’s elimination of Gheens community in Master Plan

It has come to my attention, by way of the 2017 Draft Coastal Master Plan put forth by the Coastal Protection and Restoration Authority, that the Structural Risk Reduction Levee will include and protect almost all of the cities, towns, and communities in the Parishes of Terrebonne, Lafourche and St. Charles. However, the plan leaves out the community of Gheens, the LaTour Country Club and areas surrounding LaTour. The proposed plan, as drawn up, “funnels” any storm surge directly into the community of Gheens, and it is for this reason that I believe that the 2017 Draft Coastal Master Plan presents itself as a risk to the community of Gheens, and the LaTour Country Club rather than a risk-reduction. Instead, if the levee turned somewhere behind Bollinger Shipyard in Lockport, and then headed north to its intersection with the Company Canal, then followed the existing Company Canal and tied in to the existing Gheens levee system, then left the existing Gheens levee system and headed north toward Highway 90 to tie in with the proposed levee, this system would now be capable of protecting the community of Gheens by stopping a surge of water from the “funnel effect”. I understand that the low lying areas of Terrebonne Parish are susceptible to flooding so they are within the Structural Risk Reduction Levee, and that Gheens lies on a ridge and has never flooded, but that is no reason to leave it out of the system. I assume that it was federal dollars that were spent in lower Terrebonne Parish lifting all of those homes that had previously flooded and now those same houses will be included in the Structural Risk Reduction System. The point that I am trying to make is that lower Terrebonne has received two forms of protection while the Gheens community has not yet received

one. Although Gheens has never flooded, I believe that will soon change if the community of Gheens is excluded from the system and bordered to the north, south and west by the flood side of the Structural Risk Reduction Levee System. Residents in Gheens are concerned and do not want to be left out. If anyone has any recommendations on what the residents of the community of Gheens can do to insure inclusion in the Structural Risk Reduction Levee System, please contact the Coastal Protection and Restoration Authority (CPRA), who will be taking comments and feedback through March 26. Mr. and Mrs. Wayne Guidroz of Hammond announce the engagement and approaching marriage of their daughter, Laurie Rene’e Guidroz to Dylan Paul Curole, son of Danny and Valerie Curole of Lockport. The ceremony will be celebrated on April 29, 2017 at Cedar Grove Tchoupitoulas Plantation in Waggaman, Louisiana. The future bride is a graduate of Hammond High School. She graduated from Louisiana Tech University, where she earned a mechanical engineering degree. She is employed by Shell Oil Company, Norco facility, as a reliability engineer. She is the granddaughter of the late Eamel and Eleanor Bankester of Hammond and the late Irvin and Clara Guidroz of Cut Off. Her fiancé is a graduate of Central Lafourche High School. He graduated from Louisiana Tech University, where he earned a degree in chemical engineering. He is employed by Chevron Oronite, Belle Chasse facility, as a process engineer. He is the grandson of Warren Robichaux, Sr. and the late Ruth Robichaux of Raceland, as well as Louis Sapia, Sr., Earline Savoie and the late Luke Curole, Jr. all of Lockport.

US rig count increases 12 this week to 768; Louisiana up 5

HOUSTON (AP) — The number of rigs exploring for oil and natural gas in the U.S. increased by 12 this week to 768. A year ago, 480 rigs were active. Houston oilfield serv-

ices company Baker Hughes Inc. said Friday that 617 rigs sought oil and 151 explored for natural gas this week. Louisiana increased by five rigs, Colorado and Oklahoma each were up three, Ohio and Wyoming rose by two and California gained one. Alaska declined by three and New Mexico dropped one. Arkansas, Kansas, North Dakota, Pennsylvania, Texas, Utah and West Virginia were all unchanged. The U.S. rig count

peaked at 4,530 in 1981. It bottomed out last May at 404. ___

Police: 12-year-old boys pull gun on couple in New Orleans

NEW ORLEANS (AP) — Two 12-year-old boys have been arrested after police say one of them pulled a gun on a man and woman in the Garden District of New Orleans. According to a report from New Orleans police, the boys approached the man and woman around 8:45 p.m. Saturday and asked them for a dollar. When the victims refused, one of the boys produced a gun and forced the man to get on his knees. Police say the man complied and the boys ran off. They were both apprehended shortly thereafter. ___

CAMARILLO, Calif. (AP) — The average price of a gallon of regular-grade gasoline rose 2 cents nationally during the past two weeks, to $2.35. Industry analyst Trilby Lundberg said Sunday that despite the rise, gas prices are poised to dip slightly because crude oil costs are falling and refinery production is strong. The national average is up 51 cents per gallon over the price a year ago. Gas in San Francisco was the highest in the contiguous United States at an average of $3.03 a gallon Friday. The lowest was in Baton Rouge, Louisiana, at $2.03 per gallon. The U.S. average diesel price is $2.58, up half a cent from two weeks ago. ___

New option for Louisiana parents to pay their child support

BATON ROUGE, La. (AP) — Louisiana parents who pay child support through the state’s social services department have a new tool for payment: MoneyGram, a money transfer company located at Walmart, CVS and 780 other locations in the state. The Louisiana Department of Children and Family Services announced Thursday that the company will allow parents to send electronic payments to the agency to transfer to custodial parents. The parents will be able to use the MoneyGram locations at retail stores, its online site or a smartphone app. MoneyGram will charge a $3.99 fee for each child support payment transfer. The Department of Children and Family Services oversees about 290,000 child support cases in Louisiana. ___

Oops, wrong numbers: Louisiana Lottery says TV show erred

BATON ROUGE, La. (AP) — The Louisiana Lottery Corp. says wrong numbers were broadcast as the winners in two weekend games. The games were “Pick 3” and “Pick 4,” which have Louisiana’s lowest payouts. A news release Monday said the statewide broadcast Saturday night gave the numbers as all ones for Pick 3 and all twos for Pick 4. It says the actual winners were 0-4-7 (zero, four, seven) for Pick 3 and 3-18-4 (three, one, eight, four) for Pick 4. Louisiana Public Broadcasting produces the

show and sends it to a station in each of Louisiana’s seven major markets. LPB president and CEO Beth Courtney says there apparently was some kind of technical problem, and the station is working to make sure it never happens again. ___

Patriots CB Butler schedules visit with Saints

Patriots restricted free agent cornerback Malcolm Butler has scheduled a visit with the Saints at the team’s headquarters on Thursday. New Orleans coach Sean Payton confirmed the visit, telling The Associated Press he holds Butler in high regard and is eager to meet with him. If the Saints sign the 27-year-old Butler to an offer, New England has the option to match it. The Patriots could also let Butler go and then receive the Saints’ 11th overall draft pick this year in return. That deal opens the possibility that Butler could be persuaded to sign his restricted free-agent tender with the Patriots and then be traded to New Orleans for assets other than the Saints’ 11th overall choice. New Orleans entered the offseason looking to bolster the cornerback position of a defense that ranked 27th in the NFL last season. LDWF taking registrations for the Spring Women’s Fishing Workshops

The Louisiana Department of Wildlife and Fisheries (LDWF), CCA Louisiana, Cabela’s Outdoor Fund, National Wildlife Federation and the Louisiana Department of Wildlife and Fisheries Foundation are teaming up to present two Women’s Fishing Workshops this spring at Cabela’s Gonzales location. The workshops, held on Saturday, April 22nd and Saturday, May 20th, are open to women over the age of 18. Whether you’ve never fished, or you’re a more advanced angler looking to sharpen your knowledge, these workshops cover a variety of skills to help make fishing more enjoyable. LDWF biologists and aquatic volunteer instructors will instruct 30 women per event in fish identification, best fish handling practices, preparing fishing equipment, basic fishing skills, as well as catching, cleaning, storing, and cooking fish. Fifteen participants will be randomly selected from each course and will get the chance to apply their newly learned skills on an overnight fishing trip to Grand Isle under the direction of LDWF biologists and volunteer instructors. Participants will stay at the LDWF Fisheries Research lab where they will get a chance to go fishing in

Nerline Callais Landry a native and resident of Golden Meadow, Louisiana died March 8, 2017 at 3:30 p.m. at the age of 85. Her service was held on Friday, March 10, 2017 at Our Lady of Prompt Succor Catholic Church in Golden Meadow. She was laid to rest in Cheramie Cemetery. She is survived by her sons, Al Landry, Keith Landry, and Kim Landry (Susan); 18 Grandchildren; 40 Great-Grandchildren; 10 Great Great-Grandchildren; and 2 brothers. Nerline was preceded in death by her husband, Wilson Landry; son, Steven Landry; grandchild, Chad Landry; great-grandchild, Lynette Landry; parents, Dedier and Clarcia Callais; and her brother Morris Callais. She was very active in the Shrimping community. When she retired from the Shrimp Factories, she became a “Granny” at Golden Meadow Lower Elementary. She loved working with the little children. She constantly talked about how she loved being their Granny. They were her World. She was an avid crocheter and made different things from crosses to slippers. The Lafourche Parish Sheriff’s Office will conduct a seat belt checkpoint and a DWI checkpoint this Friday, March 17, in Lafourche Parish. for services and enforcement. At the IRS, it peaked in 2014, when the agency identified more than 766,000 victims. That same year, the IRS blocked 1.8 million in fraudulent refunds from being issued. They totaled $10.8 billion. “We’ve driven a lot of the fraud out of the system,” Dalrymple said. The IRS is a popular target for sophisticated identity thieves because the agency issues more than $300 billion in tax refunds each year. Several years ago, it was as simple as using another person’s Social Security number and birthdate to fill out a fake tax return claiming a big refund. If thieves filed the return early in the tax filing season — before the legitimate taxpayer — they could get refunds before the IRS received verifying financial information from employers, banks and brokers. To make it easier, thieves can get fraudulent refunds on prepaid debit cards that are not linked to bank accounts. “I think everybody got caught by surprise by how inventive the criminals were here,” Dalrymple said. “I don’t think it was just the IRS. I think in general, the whole idea of identity theft caught everybody by surprise.” Criminals can steal victims’ personal information from hospitals, doctor’s offices, universities, prisons — any entity that collects Social Security numbers and birthdates. In 2015, federal authorities broke up a massive identity theft ring in Alabama and Georgia that netted $10 million in fraudulent refunds. Among the victims: Soldiers injured in Afghanistan who were being treated at Fort Benning’s hospital. Last year, authorities broke up a ring in the District of Columbia that tried to obtain more than $20 million in fraudulent tax refunds. Among the victims: people in assisted living facilities, drug addicts and prison inmates. In recent years, the IRS has beefed up its computer filters to identity potential fake tax returns. If there are dramatic differ-

ences in a taxpayer’s return from year to year, it might get flagged for additional review. Two years ago, the IRS also teamed up with major tax preparers and state tax agencies to share information and improve security. Identity theft is “the No. 1 issue that the IRS talks to us about,” said Brian Ashcraft, director of tax compliance at Liberty Tax. “It’s been a huge focus.” Online tax preparers are working to better confirm the identity of their customers through stronger passwords and by using more than one way to verify them, said Julie Miller of Intuit Inc., which owns Turbo Tax. For example, after online customers enter a password, they might receive a text from the company with an additional code to enter. Congress has also given the IRS more tools to prevent criminals from getting fraudulent tax refunds. This year, employers are required to report wage information to the IRS by Jan. 31. In the past, most employers had until the end of March to report wage information, often long after refunds had been issued. Also, the IRS is now required to hold refunds until Feb. 15 for families claiming the earned income tax credit or the additional child tax credit. These credits are available in the form of payments to people who don’t make enough money to owe any federal income taxes, which makes them attractive to identity thieves. The provision, however, delays tax refunds for millions of low-income families. Tax preparers and the IRS said identity theft is still a major threat as criminals become more sophisticated.
