BATON ROUGE, La. (AP) — Concerns that large numbers of Louisiana public school students would skip the Common Core standardized tests appear unfounded, with the state’s education superintendent saying 99 percent showed up Monday for the opening day of exams. Some parents who oppose the education standards have sought to keep their children from taking the tests, and education officials are watching closely to determine if an antiCommon Core “opt-out” movement skews exam results for schools and districts. But Superintendent of Education John White cited self-reported participation rates from school systems that showed only “a small number of isolated instances” where sizable numbers of students sat out the tests. “Today’s assessment gives preliminary indication that concerns about widespread non-participation did not bear out,” White said. The Common Core standards are benchmarks of what students should learn at each grade level in English and math. See Testing Page 5-A

The Greater Lafourche Port Commission recently released a 20 year master plan for growth that it believes will address needs of the port that will allow it to continue to grow as an economic hub for the region. The study, conducted over several months by CB&I Coastal, Inc. and Dr. Loren Scott & Associates of Baton Rouge, determined that the single greatest factor to address for port growth into the next two decades is the deepening of Belle Pass. To that end, the Port Commission is in the process of obtaining the approvals necessary to conduct the initial study of deepening the pass to a depth of 50 feet. Current depth authorization stands at 27 feet. “The feasibility study for deepening Belle Pass to a depth of 50 feet should take approximately two years,” said Greater Lafourche Port Commission Executive Director Chett Chiasson. “The 20 year plan identified this as the most pressing measure for growth and See Port Page 6-A

Mathews, LA – Among the 1000 or so volunteers who signed up to participate in the Barataria-Terrebonne National Estuary Program’s (BTNEP) annual Bayou Lafourche Cleanup was a Ph.D. student from a place located nearly 1400 miles away. According to Cornell student Melanie Sand, the opportunity to participate in a cleanup effort that benefits Lafourche Parish residents was one she couldn’t pass up. “Once I got to know what BTNEP and the Bayou Lafourche Water District does and attended some of their meetings, I just wanted to
come out and volunteer,” said the 29-year-old native of Kokomo, Indiana. Sand, who received her undergraduate degree from Ball State before earning her Master’s degree at New Orleans, is currently performing work for her dissertation related to city and regional planning at Cornell. Cornell is an Ivy League university based in Ithaca, NY. “I have been here since last fall and am working on a project where I am learning about how See Clean Up Page 6-A

Local groups to serve Lenten lunches Fri.
The KC Council #8898 of Larose will serve Lenten meals at the Council Home each Friday during Lent. The for Friday, March 20 is white beans, rice, shrimp boulettes and dessert. Donations are $7 per meal. Our Lady of Prompt Succor Church members will serve a seafood gumbo at the LaSalette Center in Golden Meadow on the Fridays of Lent with the exception of Good Friday. Cost is $7 each. Dine-in and take-outs will be served from 11 a.m. until 12:30 p.m. Delivery orders should be placed by calling 4755886 no later than 10:15 a.m. on Friday mornings. Lockport’s Holy Savior Catholic Church will serve Lenten Meals starting at 6 p.m. on Fridays during Lent. The meal will consist of white beans and rice, fried catfish, coleslaw and bread for a donation of $8.

Public invited to Green Head Club banquet
The Green Head Club will hold their annual banquet on Saturday, March 21 at the Cut Off Youth Center. Poker run benefit to roll out Saturday
The Bayou Travelers motorcycle club is sponsoring a poker run on Saturday, March 21. Registration and first stop will be at 8:30 a.m. at Mike Bruno’s Harley Davidson store in Houma. “In a Small Pond� By Leroy Martin
World War II –
I was still in grammar school when Arimise Cheramie, Jr., (Me Mis) was in high school. He often teased me, a sign that he liked you. He was the class clown that everybody loved, always wore a big smile and he would ruffle my hair when he saw me. (Yes, I remember when I had some). He was also kind and seeing me eating a sandwich without a drink, he would slip me a nickel to buy one. It was wartime and patriotically, he enlisted. His last words to me were: “Tee Roy, (my nickname then), I just joined the Air Force.� Proudly I shouted: “Shoot one down for me� as he waved goodbye. That was the last time I saw him. A tail gunner, his plane was shot down over Italy with no survivors. He was Nicholls State University Chef Randy Cheramie’s uncle. Unfortunately, this was not my last sorrow of WWII. Years later his brother Jimmy Cheramie became

my drummer and he too died prematurely leaving a young widow. Early in the war, across the bayou from us lived Mr. and Mrs. Valmont St. Pierre’s family. Valmont was the brother of Esmire St. Pierre, our neighbor, school bus driver, “maitre du balle� on Saturday night at Rebstock’s Dance Hall, and an honored WWI veteran. I met their son Nolta visiting his first cousin Pennington St. Pierre, my friend and playmate who was dying of leukemia, another painful childhood memory. “Penny� was Esmire’s son and was loved by the neighborhood kids, but he did not survive his teens. Nolta was draft age but still a kid at heart. I was about 12, he liked me, we bonded and I became his defacto kid brother. His brother Richard was more serious and sisters Viola and Glorina were, well, sisters.

He would often take me to the movies at the Star Theater in Galliano, two miles from where we lived. He’d cross the bayou in a flat boat, pick me up and we’d walk to the theater. Other kids followed him, but he was the big brother I never had and I jealously guarded that. Returning from the movies we’d cross the bayou again and he walk me back to my parents, who trusted him. This was our routine until, to my grief, he was drafted. He did his basic training and was immediately shipped overseas. I never heard from him again. One day we heard a chilling scream from across the bayou. It was Mrs. St. Pierre, who had just been informed that her son Nolta had been killed in action. Our neighborhood was stunned and I was devastated! I had lost three
friends in less than a year. The screams stopped and a weird and eerie silence fell. All I heard was someone crying. It was me. The war progressed and Gold Stars appeared in many other Cajun windows. Many came back, but Bertman Pitre had lost a leg, Tiges Martin had lost the use of the right side of his body, and Nolta and Aramise had lost it all. Over 35 South Lafourche boys died in that war, including American Legion Post 259 namesake, Anthony N. Griffin, one of the first. In other wars my family lost a relative, Leonce Terrebonne in WWI and I lost a cousin and classmate, class of ’46, Hubert Theriot, in

Korea. Allow me to embellish an old quotation: “Old men contrive wars, and young men pay the cost! That’s how wars are fought, and how they’re won or lost.� War is brutal and barbaric but inhuman monsters like Hitler always find ways to initiate and pursue it until they symbolically go down in flames. The cost of World War II? America: $288 billion, 1940 dollars; Armed Forces casualties: 407,000; worldwide fatalities: 75 million.
Result? Allied victory and peace ‌ for awhile! Moral? When will they ever learn? When will they ever learn? Conclusion: A few more Axis victories and a few more Allied defeats. Without the 407,000 who gave their lives, the outcome might have been different, and generations of Americans would now speak German or Japanese. Think about it! BYE NOW!

“I will be working hard to make sure this is the last year that we, or any other parents in the state, are forced to subject our children to this exam,� the governor said in a written statement. Central Community Superintendent Michael Faulk said he respects parents’ rights to make decisions about their children’s education. But he worried about the impact of the 153 student refusals in his small district, which was Louisiana’s third-highest performing public school district last year. “Under the state’s scoring system, there’s no way our district won’t see a significant drop in nearly every category,� Faulk said. White said he’s invited the superintendents of the Calcasieu, Central, Jackson and Red River school systems to meet with him and discuss how to handle the impact of students who sat out the exams. The Board of Elementary and Secondary Education refused to waive penalties for schools whose students refuse to take the standardized tests, instead waiting to see a report later this summer about how widespread opt-outs were. Louisiana is using testing material from a multistate consortium called the Partnership for Assessment of Readiness for College and Careers, known as PARCC. Eleven other states are in the consortium, so Louisiana students’ results can be compared against the performance of students in those states. A second set of end-ofyear assessments will be given to Louisiana’s public school third-graders through eighth-graders in May.

They’ve been adopted by more than 40 states as a way to better prepare students for college and careers. Opponents say the standards are developmentally inappropriate and part of federal efforts to nationalize education. Attempts by critics to derail the exams failed, and 320,000 students in third grade through eighth grade are expected to take the tests over five days. Even the children of Gov. Bobby Jindal, a vocal opponent of Common Core, are participating. Of those who missed the first day of exams, White said roughly half were from Calcasieu Parish, one of the state’s centers of opposition to Common Core. The school district was listed at an 88 percent test-taking rate Monday, according to data from the education department. Three other school districts had test-taking rates that White listed as a concern: Jackson Parish, at 87 percent participation; Red River Parish at 94 percent; and Central Community School District at 92 percent, according to department numbers. School leaders worry about the implications of the testing refusals because students who skip the test will produce zeros in calculations of school performance scores that can determine school takeovers and other penalties. Jindal said he and his wife decided their children would take the exams because of concerns the education department “would penalize our children’s school as a result of us choosing to opt them out of the test.�

Crawfish and oil
Crawfish and oil ‌ no, not the ingredients to a fresh new seafood recipe, but rather, the topics of two upcoming meetings that may be of interest to area farmers and other residents. We’re about midway into this year’s crawfish season. And with nearly four million pounds of farm raised crawfish produced annually from the tri-parish area of Assumption, Lafourche, and Terrebonne, there is always interest in maximizing the efficiency of current operations and also expanding and starting new ones. To that end, the LSU AgCenter and Louisiana Sea Grant produce, bi-annually, a workshop for area crawfish producers and others interested in crawfish production techniques and technologies. Producing Crawfish 2015 will be held Tuesday, March 24 at the LSU AgCenter building located at 115 Texas Street in Raceland. This educational workshop for crawfish producers will begin at 6:00 p.m. and is open to all persons interested in crawfish farming. Topics to be covered will include: crawfish production & management practices, water quality &
aerations systems, forages & forage management, and crawfish biology. This meeting is also a great opportunity for crawfish producers and others to network and exchange ideas. The meeting is free and open to the public. Now for the oily part of this article: Following the 2010 Gulf of Mexico oil spill, much money and research effort has been dedicated to determining the effects of the spill to the area’s natural environments. LSU AgCenter and Louisiana Sea Grant researchers will be conducting a public outreach meeting for local residents to discuss oil spill toxicology, surfactants, and other relevant topics. This meeting will be held at the Houma Main Library (151 Library Drive) on Thursday, March 26, beginning at 6:00 p.m. This meeting is also free and open to the public. construction of an elevated highway to the port that will eventually reach northward to Golden Meadow and the available land issue will eventually be addressed with the development of land using material from current and future dredging work. “The single most transformative goal for Port Fourchon’s future is increasing terminal access and capacity and to achieve that, the deepening of Belle Pass to a 50 foot depth is the most critical element in achieving this objective,� said Dustin Malbrough, an engineer with CB&I Coastal. According to economist Dr. Loren Scott, deepwater exploration and development wells in the Gulf of Mexico likely to be serviced by Port Fourchon will nearly double in the next 20 years and production (barrels of oil) will increase over the next 20 years, producing between 767 million and 931 million barrels by 2035. “With increased offshore activity being projected well into the future, the port needed a long term plan to help us identify what needed to be improved so we can meet the economic challenges of the coming decades. We believe this 20 year master plan helps us to clarify and understand those needs so we can begin to address them now which will hopefully lead to more jobs and economic activity for our area as we move down the road,� Chiasson said. Babin, who has served as a Bayou Lafourche Cleanup site captain for several years, helped organize the successful launching of several boats to pickup trash along Bayou Lafourche on Saturday morning. Babin said he enjoys volunteering in the yearly effort, which coincides with the annual Household Hazardous Materials Collection Day held at the Mathews Government Complex. Having grown up Indiana, Sand said the biggest differences she’s noticed between the Midwest and south are environmental in nature. “Our economy is driven by farming things like corn and soybeans, whereas down here things are more driven around the water and the oil and gas industry. I must say I have had a great experience in Lafourche and Terrebonne parishes.� In all, about 20 people rode on the various boats to collect an assortment of trash ranging from plastic bottles to full-sized tires and light bulbs. Although more than 1,000 volunteered to pick up trash along Bayou Lafourche from Napoleonville to Golden Meadow, either walking along the banks or using pirogues to scan the waters.
Officials with BTNEP and the Bayou Lafourche Water District deemed the fourth-annual cleanup effort a success thanks to the large outpouring of volunteer help that worked up and down the entire 106mile stretch of Bayou Lafourche on Saturday. Each year, about 25 tons of trash and recyclables are picked up during the event.

Weekly unemployment insurance claims increase
BATON ROUGE, La. (AP) — First-time claims for unemployment insurance in Louisiana for the week ending March 7 increased from the previous week’s total. The state labor department figures released Friday show the initial claims increased to 2,782 from the previous week’s total of 2,559. For the comparable week a year earlier, there were 1,857. Manufacturing had the highest over-the-week increase in initial claims, followed by healthcare and social assistance. Initial claims for mining, which employs oil and gas exploration and extraction workers, showed the third-highest increase over the week. The four-week moving average, which is a less volatile measure of claims, decreased to 2,502 from the previous week’s total of 2,541. Continued unemployment claims claimed for the week ending March 7 decreased to 21,113 compared to 21,273 the previous week. The four-week moving average for such claims decreased to 21,190 from the previous week’s average of 21,243.

NEW YORK (AP) — Facebook is trying to clarify what posts, images and other content it allows on its site and why. On Monday, the world’s largest online social network explained its thinking in an update to its community standards page. Facebook is giving users more guidance on why, for example, it might take down a post that featured sexual violence and exploitation, hate speech, criminal activity or bullying. It also explains why it not only bans terrorist and organized crime groups, but it also removes content supporting them. The Menlo Park, California-based company says it isn’t changing how it regulates the content of posts, and that while some of the guidance for users is new, “it is consistent with how we’ve applied our standards in the past.” Online: https://www.facebook.com/communitystandards
Improper payments by federal agencies reach a record $125B ___
WASHINGTON (AP) — Federal agencies set a new record for improper payments last year, shelling out $125 billion in questionable benefits after years of declines. The payments included tax credits for families that didn’t qualify, Medicare payments for treatments that might not have been necessary, and unemployment benefits for people who were actually working. Improper payments increased by $19 billion over the previous year, according to a report by the Government Accountability Office, the investigative arm of Congress. In addition to fraud, the errors included overpayments and underpayments, as well as payments made without proper documentation. While the errors were spread among 22 federal agencies, three programs stood out: Medicare, Medicaid and the Earned Income Tax Credit. Together, the three programs accounted for more than $93 billion in improper payments. Other programs with improper payments: — Medicaid, the health insurance program for the poor: $17.5 billion. — Medicare Advantage, which allows older Ameri-
cans to get their Medicare benefits through private health plans: $12.2 billion. — Unemployment insurance: $5.6 billion. — Supplemental Security Income, a disability program for the poor: $5 billion. — Social Security: $3 billion. ___
Legislative hearings open on Jindal’s $24.6B budget proposal
BATON ROUGE, La. (AP) — The House budget committee is starting its hearings on Gov. Bobby Jindal’s $24.6 billion spending plan recommended for next year. Lawmakers are looking for ways to close a $1.6 billion budget gap in the fiscal year that begins July 1 and avoid deep cuts to colleges and health services. Meth lab discovered at Wal-Mart restroom in Indiana
MUNCIE, Ind. (AP) — A restroom at a Wal-Mart in eastern Indiana has been closed indefinitely after an employee discovered a working meth lab inside.

State police say a WalMart employee alerted police after seeing a man he described as suspicious enter the restroom about 11:30 p.m. Thursday with a backpack and leave without it. The Star Press reports that members of a state police meth suppression team removed the dangerous chemicals. Delaware County Health Department inspectors closed the restroom and a nearby women’s restroom until they could be “decontaminated” by a professional cleaning company. State police say people who make methamphetamine are leaving “the deadly explosive chemicals in public places to return later to get the finished product,” rather than risk explosions and contamination at their own homes.

NEW ORLEANS – Four Louisiana National Guardsmen from the 1st Assault Helicopter Battalion, 244th Aviation Regiment who died in a training accident, March 10, have been identified. Chief Warrant Officer 4 George Wayne Griffin Jr, 37; Chief Warrant Officer 4 George David Strother, 44; Staff Sgt. Lance Bergeron, 40; and Staff Sgt. Thomas Florich, 26; died when a UH-60M Black Hawk they were riding on crashed into the Santa Rosa Sound, Florida. “These Guardsmen represent the best of us,� said Maj. Gen. Glenn H. Curtis, the adjutant general of the Louisiana National Guard. “These are brave men, true men. These Heroes’ names will forever be etched on our hearts and in our minds.� Griffin, of Delhi, joined the Louisiana National Guard in 1994. He deployed to Iraq in 2004-2005 and again in 2008-2009. He also served during state deployments during Hurricanes Katrina, Rita and Isaac as well as in support of Operations River Guardian and Deepwater Horizon. Griffin commissioned as a warrant officer in 1999 before going on to become the battalion standardization pilot with over 6,000 flight hours, including more than 1,000 combat hours. “G Wayne Griffin was born to be an Army Aviator,� said Chief Warrant Officer 5 Reggie Lane, commander of Detachment 38, Operational Support Airlift Command. “As one of the most talented and respected Warrant Officers in

Strother, of Alexandria, served in the Louisiana National Guard from 19882007, and again from 2009 until his death. He deployed to Iraq in 20042005, Afghanistan in 2011 and Kosovo in 2014. He also served during state deployments for Hurricanes Katrina, Rita and Isaac. Strother commissioned as a warrant officer in 1994 before going on to become an instructor pilot with over 2,400 flight hours, including more than 700 combat hours. “To describe Dave Strother as a big personality would not be accurate. He was more like a force of nature that could best be observed and marveled at, never opposed or altered,� said Maj. Andre Jeansonne, commander, F Co., 2nd Battalion, 135th Aviation Regiment. “His huge heart touched the lives of all he met.� Strother is survived by his wife, son and stepdaughter, and mother. Louisiana Governor Bobby Jindal has proclaimed the month of April “Safe Digging Month� in Louisiana as part of a nationwide safety awareness campaign to draw attention to the thousands of miles of buried infrastructure throughout the state and the importance of safe excavation. It is extremely important that everyone dial 811 before they dig so that operators of underground utilities and pipelines can mark the location of buried lines to make them easier to avoid. Louisiana One Call answers these calls and notifies member operators of nearby underground facilities free of charge. The issue is so important that state law requires all excavators and demolishes to notify Louisiana One Call before they begin

The Black Hawk carrying the four aircrew and seven Marines crashed into the Santa Rosa Sound in Navarre, Florida, March 10.

Men and women who want to lose weight or just eat healthier need look no further than foods native to the Mediterranean. Dubbed “the Mediterranean diet,” this lifestyle choice involves enjoying an abundance of vegetables, grains, legumes, and seafood, while dairy, poultry and red meat are consumed sparingly. Mediterranean foods are high in monounsaturated fats, fiber and antioxidants. Dishes that make up a Mediterranean diet feature similar ingredients. Those ready to dip their toes into Mediterranean cooking can try the following recipe for “Dolmades” from “The Mediterranean Diet Cookbook” (Rockridge Press). Dolmades (Makes 20) Dolmades are stuffed grape leaves, a popular appetizer in Greece, where they are usually served with tzatziki, a cucumber yogurt sauce. This complex vegetarian version features rice, herbs, buttery pine nuts, sweet raisins, and tangy lemon. 1 tablespoon olive oil 3 shallots 2 cloves garlic, minced 3/4 cup short-grain rice 1/4 cup golden raisins 1/4 cup pine nuts, toasted Juice of one lemon Sea salt and freshly ground pepper, to taste 2/3 cup water 4 green onions, chopped 1 small bunch mint leaves, finely chopped 1 small bunch flat-leaf parsley, chopped 20 preserved grape leaves Heat the olive oil in a large skillet over medium heat. Add the shallots and garlic and sauté for 5 minutes. Add the rice, golden raisins, pine nuts, and lemon juice. Season with sea salt and freshly ground pepper. Add water, bring to a boil, and cover. Reduce heat and simmer for 20 minutes. Turn off heat and allow rice to cool. Add the green onions and herbs to the rice filling and mix well. Rinse the grape leaves in water and stuff each leaf with about 1 tablespoon of the filling. Roll tightly and place each in a steamer, seam-side down. Steam for about 10 minutes, until leaves are tender. Serve warm. Tzatziki 1 cup Greek yogurt 1/2 cucumber, grated 2 tablespoons fresh dill, chopped 1 clove garlic, minced 1 jalapeño, chopped Sea salt and freshly ground pepper, to taste Mix yogurt, cucumber, dill, garlic and jalapeño. Season with salt and pepper.

The LDEQ, Office of Environmental Services, is accepting written comments on a draft Louisiana Pollutant Discharge Elimination System (LPDES) permit prepared for Savoie’s Alligator Farm, LLC, 16124 Hwy 3235, Cut Off, La 70345. The facility is located at 486 West 107th Street in Cut Off, Lafourche Parish. Upon the effective date of the final permit, the LPDES permit shall replace the previously issued LPDES permit. The principal discharge from this existing source is made into 40 Arpent Canal, waters of the state classified for primary contact recreation, secondary contact recreation, and propagation of fish and wildlife. Under the SIC Codes 0279 and 5159, the applicant proposes to discharge alligator house washwater/recirculating water, skinning area washdown, treated sanitary wastewater, condensation from ice machines, floor washwater and non-industrial stormwater from an existing alligator farm and processing facility. During the preparation of this permit, it has been determined that the discharge will have no adverse impact on the existing uses of the receiving waterbody. As with any discharge, however, some change in existing water quality may occur. Comments and requests for a public hearing or notification of the final decision can be submitted via personal delivery, U.S. mail, email, or fax. Beyond the scale: What you need to know about diabetes risk factors (StatePoint) When it comes to Type II diabetes, many only consider weight when examining their risk. Diabetes is complicated however, and risk factors are numerous. Some of the confusion is potentially reflected in statistics. From 1980 through 2011, the number of Americans with diagnosed diabetes more than tripled, from 5.6 million to 20.9 million, according to the Centers for Disease Control and Prevention, and millions more have prediabetes or are undiagnosed. On the bright side, cutting-edge research has uncovered strategies for avoiding, controlling and even reversing diabetes. “It’s tempting to think that there’s not much you can do except take medication and hope for the best,” says George L. King, M.D., Chief Scientific Officer at Joslin Diabetes Center, Professor of Medicine at Harvard Medical School and author of the new book, “The Diabetes Reset.” “However, anyone can improve their body’s response to insulin and its ability to metabolize glucose in the blood.” Each individual’s glucose control problems are unique, which is why King offers a range of evidencebased, diabetes-fighting strategies in his book. Here he shares a few: Diet A recent study by Dr. King and his Joslin colleagues has shown that insulin sensitivity, glucose metabolism and type 2 diabetes risk can all be significantly improved by switching to a low-fat, highfiber diet consisting of 70 percent carbohydrates, 15 percent fat and 15 percent protein, including 15 grams of dietary fiber for every 1,000 calories consumed. This dietary approach, known as the Rural Asian Diet, is easy to maintain, as it doesn’t call for restricting calories or totally avoiding any particular food group. While many diabetes experts promote restricting carbohydrates, this diet distinguishes between re-
fined carbohydrates and complex carbohydrates, which are high in fiber, and will be converted into blood glucose much more slowly. Weight Loss If your BMI is above 25 and you’re able to reduce your body weight by 5 to 7 percent, you can reduce your insulin resistance and improve your glucose metabolism. Be advised, many doctors feel that BMI is of limited value in determining a diabetes risk because it doesn’t distinguish between fat and lean tissue or between different types of body fat. Abdominal fat is the most dangerous type of fat in terms of diabetes risk, so many doctors use waist circumference as an additional measurement. Exercise Your muscles can lose insulin sensitivity due to inactivity. This can be largely reversed through a combination of 150 minutes of aerobic activity per week plus weekly strength training sessions. Together, these activities can increase your muscles’ ability to oxidize fats, glucose and other fuels, while also helping you lose weight. Sleep
