LWF calls for more funding, management for Elmer’s Island
Louisiana Wildlife Federation (LWF) is calling for available restoration funding from the 2010 Deepwater Horizon oil spill to be used for enhanced management of Elmer’s Island Wildlife Refuge. A proposed $22 million W project has been officially removed from the Deepwater Horizon National Resources Damage Assessment (NRDA) Trustee Council’s early restoration plan for Louisiana. Removal of this project makes funding available for alternative projects designed to provide and enhance recreational opportunities. The Coastal Protection and Restoration Authority heard a presentation this week on three projects under consideration for reallocation of these funds. See Elmer’s Island Page 3-A

(AP) — Louisiana’s credit took a new dip Wednesday, as a national rating agency downgraded the state because of its continued financial uncertainty, making it more expensive to borrow money for roadwork and construction projects. S&P Global Ratings dropped Louisiana’s rating one notch, the third national rating agency to downgrade the state’s credit since February 2016, as Louisiana continues to struggle with financial gaps that have stretched over nine years. In its analysis, S&P also declared Louisiana’s financial outlook “negative.” The rating agency cited weak tax collections, declines in the oil and gas industry and use of patchwork fixes to fill recent deficits. The agency notes that $1.5 billion in temporary taxes and other revenue passed by state lawmakers expires in mid-2018, creating further instability.

Bridge updates Work should be concluded on the Galliano Bridge (near the St. Joseph Catholic Church) within a month, according to a spokesman with the Lafourche Parish Government Public Works Department, weather permitting. News on the Valentine Bridge, however, is not as encouraging. The antiquated structure is in major need of repair and Parish Government is in the process of getting estimates on the work needed to be done and finding the financing to do it. More closures coming The West Larose Vertical Lift Bridge on LA 1, crossing the Intracoastal Canal Waterway in Larose, will be closed continuously to vehicular traffic from 7:00 a.m. Monday, March 27 to 5:00 p.m. Friday, May 26. This is a 24-hour/day closure that is necessary for crews and equipment to remove and replace bridge machinery, structural steel members, electric motors, control center and switchboard. At first I had to take a little break because my great-niece was getting married and I told her momma that I would help cook and serve the food at the wedding and all that. Chère mon Dieu, what a radoter. Weddings aren’t simple like they used to be back when me and Clovis got married. We just got in the pirogue on Christmas Eve and rode across the bayou to the church in our nicest clothes and the priest married us right there. Then we rode back across the bayou and we had a big meal at his grom’s house while nonc T played the fiddle and everyone danced and sang. It was so nice. Now a days you got the big speakers with the boom boom boom that they call music and the kids doing all kinds of things looking like they having a seizure on the dance floor. I don’t think they could two-step if their life depended on it. Then they have to take pictures for two hours and nobody can eat or drink or nothing while they do all that. Talk about a pain in the fess. When I was finally rested up after all that work, the lady at the

Here’s a look at the issues being debated: CRITICISM OF LOUISIANA LAWS Supporters of the widely bipartisan effort said Louisiana has focused too heavily on locking up people for nonviolent and drug-related crimes, rather than on rehabilitation and treatment. The corrections system costs about $650 million a year, a hefty price tag that has drawn attention amid continuing state budget troubles. Corrections Secretary Jimmy LeBlanc said many prisoners are jailed for too long, out of step with other Southern states. And he said many have limited or no access to skills training and addiction programs to ready them for leaving, making them more likely to reoffend. The chief justice of the Louisiana Supreme Court, Bernette Johnson, told the story Thursday of a man arrested in 1994 for stealing shoes from a dollar store in the New Orleans area. Because he had prior drug convictions, Johnson said, the man was sentenced to 26 years and eight months in prison. “We have spent $665,000 to date to incarcerate (him) for a pair of cheap tennis shoes. I think we need to be smarter,” she said. “We can rehabilitate lives. We can send people home. And then they can take care of their families and they can pay taxes.” PROPOSALS FOR CHANGE The package of recommendations forwarded to state lawmakers would rewrite sentencing laws, expand probation and parole eligibility, invest more heavily in re-entry programs and lessen financial burdens on those convicted. The report proposes adopting a felony class system for crimes such as murder, robbery and burglary. Sentencing ranges would be clearly spelled out, along with eligibility criteria for prison alternatives. Supporters say that would end wide disparity in sentences. Other proposals would expand alternatives to prison, revise drug penal-
ties to target higher-level drug crimes and cut the window of time that certain prior convictions count toward classification as a habitual offender. The Justice Reinvestment Task Force — the 14member study group of judges, lawmakers, a sheriff, a district attorney and others — spent nearly a year working on the proposals, in close coordination with the Pew Charitable Trusts as an adviser. THE HURDLES FOR PASSAGE The push for a criminal justice overhaul has been embraced by a wide mix of political groups, from conservative and business organizations to liberal advocacy groups. But they’ll need to persuade lawmakers. “For all the work we’ve done, we’re just getting started,” said task force member and Sen. Dan Claitor, R-Baton Rouge. “We’ve got a triathlon to run from this point.” Disagreements already have emerged. District attorneys raised concerns about proposals that could lessen sentences for people convicted of violent crimes. The proposals were included in the recommendations despite a lack of unanimous support on the task force. Commission ready to fund highway safety proposals

One project that could be considered is the Elmer’s Island Access Enhancement project that would address increased vehicle parking, kayak launches, an elevated boardwalk and culvert installations to allow improved hydrology and fish passage. The management plan and the addendum with details can be found at www.wlf.louisiana.gov/ refuge/elmers-island. “Early NRDA funding initially slated for another project should be allocated to Elmer’s Island Wildlife Refuge because it clearly meets the requirement for impact from the oil spill. Elmer’s Island is a popular recreational area in a valuable coastal habitat that would benefit greatly from expanded management and resources,” said Rebecca Triche, executive director for LWF. LWF supports the Louisiana Department of Wildlife and Fisheries (LDWF) seeking additional funding from the Deepwater Horizon oil spill settlement and other sources to ensure adequate management of Elmer’s Island Refuge for both people and wildlife. LDWF is encouraged to develop a more robust comprehensive management plan that expands on enhanced recreational use coupled with habitat and wildlife protection. Specific recommendations to accommodate recreational users include developing a visitor center, providing adequate parking places for vehicles, and creating launches for kayaks. A management plan for Elmer’s Island Wildlife Refuge must include methods to balance recreation opportunities, such as the long history of successful fishing along the beach, and protection for nesting shorebird and turtle habitats. LWF also suggests adding a coyote control program to protect nesting bird species. LWF would support transferring regulatory authority from LDWF’s Marine Fisheries Division to the Division of Wildlife under the Wildlife Management Area program, with personnel collaborating with the Office of Fisheries when appropriate. “Frequent users of Elmer’s Island have noted a need to control trash and provide more enforcement of regulations that protect wildlife and preserve the beauty of Elmer’s Island Refuge,” said Triche. LWF is suggesting placement of garbage receptacles on the refuge with funding for adequate facility maintenance. “We are encouraged to hear the possibilities for greater enhancement projects at Elmer’s Island. The Louisiana trustees have an opportunity to improve an important coastal area when deciding how to reallocate these funds. We believe that Elmer’s Island Wildlife Refuge is a great candidate for additional funding,” said Triche.

PT boat that saw WWII combat restored, back in Louisiana
NEW ORLEANS (AP) — A U.S. Navy PT boat that sank three vessels and saw action in Europe in World War II is back in New Orleans where it was built, what historians describe as the nation’s only fully restored combat ship of that type from the era. The National World War II Museum said the 78-foot (24-meter) patrol torpedo boat — PT-305 — is the only fully restored and operational PT boat in the U.S. that took direct part in the conflict. Built in New Orleans where it was tested in 1943 and early 1944, the famed

Cammon, who was sentenced in October to 10 years for having sex with another teen. According to a report in The Advocate, St. James Parish prosecutors say Cammon intentionally exposed the boy to AIDS through carnal knowledge, never revealing his infection after they met through an online dating app. The earlier case involved a different teen in St. John the Baptist Parish. Cammon was a St. John sheriff’s deputy from 2007 to 2009, and a Gramercy police officer from 2009 to 2011.

State: Seat belt usage at record rate in Louisiana
BATON ROUGE, La. (AP) — Louisiana’s seat belt usage is at a record rate. According to a new study commissioned by the Louisiana Highway Safety Commission, Gov. John Bel Edwards said Thursday that the usage rate for drivers and front-seat passengers is at an all-time high of 87.8 percent. That’s nearly a 2-percentage point increase over the previous year. The report shows the usage rate for AfricanAmericans jumped from 78.9 percent to 82.6 percent and Hispanic usage rates rose from 81 percent to 91.6 percent. White drivers and passengers showed modest increases, from 88.9 percent to 89.7 percent.

TERRI CHIASSON
Terri Blanchard Chiasson, 54, a native and resident of Cut Off passed away on March 10, 2017. Visitation was held on March 16, 2017 at Sacred Heart Catholic Church from 10 a.m. until service time. A memorial mass began at noon and burial followed in the church cemetery. Ms. Terri is survived by her mother, Shirley Usey Blanchard; sons, Carlin J. Chiasson and Jon D. Chiasson; granddog, Freddie; brother, Dean Joseph Blanchard wife Bonnie; and sister, Theresa B. Pitre husband Anthony. Ms. Chiasson was preceded in death by her father, Royce J. Blanchard. She was an educator for 30 plus years with the Lafourche Parish School Board. The family would like to thank Lady of the Sea Home Health, St. Joseph Hospice and Ochsner Tom Benson Center staff for Ms. Terri’s care. He is survived by his companion, Donna Creal; sons, Richard (Dianne) Carlisle, Michael (Renee) Carlisle, Russell (Mykah) Carlisle; daughters, Debra Carlisle, Nita (Matt) Boudreaux; grandchildren, Evette Boudreaux, Max Carlisle; 6 other grandchildren, 12 great grandchildren; 1 great-great grandchild; and his dog, Capone. ACTION: Refused to change the time of the regular Lafourche Parish Council meetings from 5 p.m. to 6 p.m. Defeated 2-7 with Jones and Perrillioux supporting. ACTION: Provided for an increase to the 2017 budget to cover permit consulting services with Morris P. Hebert. The serpent convinces the woman not to pay attention to God’s words forbidding their eating from the tree of the knowledge of good and evil. God said, “You must not eat it, nor touch it, under pain of death.” Yet the serpent said, “No! You will not die! God knows in fact that on the day you eat it, your eyes will be opened and you will be like gods, knowing good and evil.” They chose to be like gods so they would not have to have a relationship with God. They wanted to do it “their” way and not God’s way. This is the success of temptation: convincing someone that they were not seeing clearly. “Lord, help us always to see clearly your truth and to follow it.”
