Presidential nominee, local seats to be decided Saturday

The Louisiana presidential preference primary for Republicans and Democrats is this Saturday, March 5. Only voters who are registered to one of the two political parties will be able to vote for their party’s nominee, because, unlike most elections in Louisiana, the presidential primary is a closed primary. The Democratic Party and the GOP will also have closed state central committee and parish executive committee elections.

Watercraft tax deleted from legislation Bill would have jeopardized a huge revenue source for local governments

Gazette Staff Reports

Legislation that would have put in jeopardy a revenue source for local governments was pulled from consideration late last week as local officials presented a united front against the legislation. The bills, introduced by State Senator Bret Allain (R- Franklin), would have repealed a series of taxes and credits paid to local governments by offshore service vessel (OSV) operators and replaced the funding with a newly created state fund to take the place of the tax payments. However, members of the

Senate Committee on Revenue and Fiscal Affairs, after hearing from a chorus of local officials, decided that the legislation needed further consideration, at which point Senator Allain pulled the bills in return for a study committee to look deeper into the issue. The tax and subsequent rebate means as much as $85 million annually in ad valorem taxes to both Lafourche and Terrebonne parishes, a figure that would decimate local governing bodies if it were lost. At a Sunday night hearing on the House version of the legislation last week, Lafourche Parish

Assessor Wendy Thibodeaux testified against the legislation as both Lafourche Parish President Jimmy Cantrelle and Terrebonne Parish President Gordon Dove worked legislators behind the scenes. The method apparently worked on the House side as the OSV language was subsequently amended out of the House bills, and, this time with Lafourche Parish Sheriff Craig Webre testifying against Allain’s Senate version late last week, the Senate versions were pulled from consideration. “Lafourche and Terrebonne presented a united front against

The fifth-annual Shooting Da Crap clay-shooting event was held Saturday amid gorgeous weather and abundant sunshine. Proceeds from the event go toward the Give Kids the World organization and also the Center for Pediatric Therapy Scholarship Fund. One always-popular item is the pooper shooter where attendees pay a small fee to shoot a potato gun at targets. The catch is that you have to do so while sitting atop a toilet. Cyrus Guilbeau tries his hand at it.

this legislation and with the great assistance from our assessor and our sheriff and their respective associations, the proposed bill was defeated, Cantrelle said. Allain noted that he would keep the issue alive through the study committee until a resolution to the issue was found. The special session must end no later than March 9. Legislators are seeking ways to fill an approximate $950 million shortfall in this year’s budget and the regular legislative session set to begin in a couple of weeks must address a $2 billion shortfall in next year’s state budget.

BATON ROUGE, La. (AP) — Louisiana senators Sunday reworked the state sales tax increase that is the linchpin of rebalancing this year’s budget, deciding to keep the tax on the books for five years, rather than the 18 months sought by the House. The Senate Revenue and Fiscal Affairs Committee quickly changed the sales tax expiration date before voting 10-1 to advance the proposal to the full Senate for consideration.

grandchildren. He recently sold his practice to doctors Chris and Alex Baudy, a husband and wife couple from New Orleans who each have five years under their belt caring for animals. “The opportunity to become the new owners presented itself when Dr. Perry decided to retire. My husband Chris and I are very excited to get to know and serve the people and their pets in this wonderful community, said Dr. Alex Baudy. All of the records and information from Dr. Perry have been passed along to the new owners, who are now treating former and new clients. Both doctors treat typical pets such as dogs and cats and Dr. Alex also treats exotic animals including small birds, small mammals, reptiles, wildlife and more. In the future, the doctor duo plans to update the practice and improve veterinary care by offering advanced diagnostics and imaging as well as boarding and grooming options. See Vet Clinic Page 6-A

“In a Small Pond” By Leroy Martin A seafood banquet and recording sessions

The Cajun seafood banquet prepared by Raleigh Pitre and Leonce “Ferin” Duet for the Troy Martin family was a feast fit for a king with shrimp cocktail, crab salad, gumbo, skillet fried redfish, fried shrimp and oysters, shrimp creole, and Cajun bread pudding. Everything was devoured, although the kids passed on the gumbo because a crab claw was sticking out. “Yuck!” I believe they said. The redfish was especially delicious and I asked Ferin about it. “Dip in melted butter, dredge through herbs and spices and cook in a hot cast iron skillet,” He said. Looking back I realize this sounded pretty much like the Blackened Redfish dish that Paul Prudhomme “invented” decades later. Way to go Ferin! Back at the hotel we chatted and church keyed cans of Jax and Dixie beer. There were no pop-a-tops yet … remember this was 1952. Not a word of English was spoken, but lots of modee, (darn); dee mon pas?, (don’t tell me); va ton la bas, (get out of here); mee-sair (misery); say-la-vie, (that’s

life); and when the right card was turned, boo-ray, (I won the pot). A pure Cajun gab fest. The Sessions When my friend Vin Bruce recorded for Columbia Records over a year earlier, his musicians were known as the “A” team, Chet Atkins, Owen Bradly, Tommy Jackson and Jerry Byrd. They had invented the Chart system and monopolized recording sessions. Other musicians just as good waited their turn for an A team member to die or move on. Such was their society. As country music flourished in the 50’s and 60’s, more sessions were booked, more musicians migrated in and the monopoly dissolved. I got the “B” team, but after hearing how good they were, I wondered “how good must the A team be?” The musicians were handpicked by Troy who winked and said, “Demo session musicians are less expensive, but just as good.” It suddenly dawned on me that I was recording a Nashville session, with Nashville musicians, to audition for a major record

label and I thought to myself, (also with a Cajun accent), “Cher Bet! It don get no better dan dat! (Sic).” It didn’t, but that comes later. The sessions went well with two of my Cajun songs, “Valse Du Bayou” and “Vieux Hobo”, and a Gene Autry song, “Only One Love”, all published by Peer International, (naturally, since I had signed over my two songs). The last song of the sessions was T. Texas Tyler’s “You’ll Still Be In My Heart”, a Peer published song written by Ted West in 1943. Hearing it, Troy said, “That sounds familiar.” “It should,” I said. “It’s a song Peer published and Hank Williams used the melody to write “Cold, Cold Heart”, his greatest hit.” “You’re sure? Hold the session, I got to call Mr. Peer in New York,” He said and left. While Troy was on the phone, I listened to the playback of my voice with those great musicians and I asked myself, “What am I doing here? Am I good enough for this?” A bottle was passed around and after a swig I reassured myself, “Sure I am! Go for it! As Yogi Berra once said, ‘The future is all ahead of us’.” Troy came back and said, “Mr. Peer knows about it and his staff of lawyers will research it. You’ll meet him Saturday at the B.M.I. awards presentation so wear a suit. (I had to rent one). I also scheduled an interview with a popular young announcer, Ralph Emery, on W.S.M. and then your appearance of the Ernest Tubb Show. Tomorrow I’m taking my family and your gang to a Nashville style fried chicken picnic in the park. The rest of your week will be busy.” It sure was! Next week I’ll write about Ralph Peer, how we met, the Decca Records episode, the radio shows, the picnic in the park and the journey back home.

BRIEF DNA match leads to arrest in 20-year-old rape investigation

BATON ROUGE, La. (AP) — Police have arrested a man after a DNA match linked him to a 20-year-old rape case. News outlets report that authorities arrested 59-year-old Jerry Williams on Feb. 27 on a second-degree rape charge after DNA from an unrelated arrest matched a Baton Rouge teenage girl’s rape kit taken 20 years ago. Williams had been questioned by detectives in Feb. 1996 after a 17-year-

old accused him of rape. Baton Rouge Police Department spokesman Sgt. Don Coppola says detectives couldn’t get in touch with the victim, so the case sat mostly dormant for 20 years. In December 2015, Williams was swabbed for DNA after police arrested him on a domestic abuse battery count. His DNA matched the DNA collected during the teenager’s sexual assault exam. Williams was booked at East Baton Rouge Parish Prison. ______________

Saints formally release receiver Colston

NEW ORLEANS (AP) — The New Orleans Saints have formally released the franchise’s career receiving leader Marques Colston. The move appeared on the NFL’s official transactions list Monday and indicates that Colston’s contract was terminated with a “failed physical designation. The 32-year-old Colston missed the last two games of the season with a chest injury. The Associated Press reported last week that Colston had been informed he was being released. A seventh-round draft choice out of Hofstra in 2006, the 6-foot-4 Colston owns Saints receiving records for catches with 711, yards with 9,759 and touchdowns with 72.

Playing through various injuries in recent years, Colston had his least productive season in 2015, with 520 yards and four TDs. Cutting Colston will provide New Orleans more than $3 million in salarycap relief. AP NFL website: www.pro32.ap.org and www.twitter.com/AP_NFL ______________

Orleans Parish suspends deputy for role in inmate escape

NEW ORLEANS (AP) — An Orleans Parish sheriff's deputy has been suspended for a procedural failure that allowed an inmate to escape while leaving court. Sheriff Marlin Gusman on Monday suspended the deputy without pay. The name of the deputy is being withheld pending completion of an administrative review. According to a sheriff's office news release, 38year-old Lionel Trumble, charged with multiple counts of possession of stolen property, was transported to the court for a hearing on Monday and somehow managed to walk away afterward. 106 Burmese pythons captured in Florida, including 15-footer

DAVIE, Fla. (AP) — The 106 Burmese pythons captured over a monthlong hunt won’t help control Florida’s invasive snake population, but wildlife officials said Saturday that doesn’t matter as much as the aware-

ness they bring to the state’s environmental concerns. Thousands of pythons, far from their natural habitat in Southeast Asia, are believed to be stalking Florida wildlife in the beleaguered Everglades. The tan, splotchy snakes can be elusive in the wetlands, but Florida Fish and Wildlife Conservation Commission officials say volunteer python removal programs and two state-sanctioned hunts since 2009 are focusing more eyes to the problem. The longest python caught during the hunt that ran between Jan. 16 and Feb. 14 was 15 feet long. ______________

Police: Fugitive bids to hide identity, chews off fingertips

TALLMADGE, Ohio (AP) — Police say a fugitive from Tampa, Florida, who didn’t want to be identified by his fingerprints during a traffic stop in northeast Ohio chewed off his fingertips. Kirk Kelly has been jailed on felony counts of evidence tampering and obstructing official business and misdemeanor charges of falsification and resisting arrest. A message left for his attorney after business hours Friday hasn’t been returned. Police in Tallmadge, Ohio, say Kelly and several other people were put into a cruiser without handcuffs after their vehicle was stopped last weekend and officers thought they smelled drugs. Police say Kelly gave false names as they tried to identify him. They say they figured out who he is after photos of his tattoos were provided by police in Florida, where he’s wanted on firearms and drug charges.

Those who aren’t party affiliated may still have local elections to vote in. Such as in the Tenth Ward, voters will choose a new member to serve on the Greater Lafourche Port Commission board, a seat vacated last fall by Donald Vizier. Those candidates running for the seat are Rodney Gisclair, Sr., R-Cut Off,

Jimmy “T-Jim” Lafont, RCut Off, and Vhores “TVoe” Trosclair, R-Galliano. Also, voters in Lafourche Parish Council District 5 will elect a new councilman. Voters there will decide between Mark Atzenhoffer, no party affiliation, James Honore’ Bourgeois, a Republican, and Holly “Scooter” LeBouef, no party.

Cook-Off From 1-A

bringing out the tables and chairs at around 6 a.m. and the craft artists who come to set up their booths. Between 10 a.m. and 3 p.m. the public is welcomed to shop around the craft booths and watch the cracklin cooks do their work before buying themselves a plate lunch. D’Lynn Boudreaux of the COYC, who is in charge of setting up the cook-off, says that many of the visitors like to watch the cooks and get tips from them so that they can try it at home. She says the cooks are always happy to share their knowledge to the interested visitors. “They all have their own way of doing it. Some of them say that you have to wait until the grease gets hot enough to light a match. Others say no that’s not how you do it; they all have a different technique,” said Boudreaux. “The people who are out there cooking the cracklins love doing that. It’s a tradition!” The craft show consists of a large variety of works from local craft artists such as wooden toys, specialized candles and outdoor decorations like wishing wells and ashtrays. For the cook-off there are usually anywhere between 10-15 contestants cooking their own version on cracklins. There are three anonymous judges for the contest. The winner of the contest will receive a prize, which is usually a new cooking pot or something else that is associ-

ated with cooking, such as a new apron or paddle. To register as a contestant call the Cut Off Youth Center at 985-632-7616. “They all know each other and they’re all trying to beat each other,” said Boudreaux. Another, similar event the COYC will be hosting soon will be Boilin’ on the Bayou. On April 16, cooks will take part in another tasty competition – a crawfish boil-off. For $20, attendees can enjoy all you can eat crawfish.

The contestants in this particular event are various teams of four, each sponsored by a different company or group of friends. Each team is required to boil at least two sacks of crawfish, however they are often happy to boil more because of the high attendance rate. “Every event we put on at the Youth Center helps to fund the COYC. Our goal is to create programs that benefit the kids in our community,” said Boudreaux.

Trojans roll into Round 2 with big win over Southwood

Tarpons’ season ends at Karr

Gazette Sports Reports

Last year, the Central Lafourche boys’ basketball team got beat on their home floor in the opening round of the Class 5A State Playoffs. This year, the Trojans did the same thing to someone else. Central Lafourche entered the playoffs as the No. 21 seed, which meant that the Trojans had to travel to Shreveport on Friday to take on No. 12 Southwood. But one could hardly tell who the higher seeded team was on Friday, as the Trojans waxed the homestanding Southwood team from start-to-finish, rolling to a 69-54 win. With the victory, the Trojans now move onto the Sweet 16, where they will take on No. 5 Ruston at home on Tuesday night.

(Final score was not available as of press time. Check the Gazette’s website Wednesday for results). But Trojans coach Mark Sanders didn’t want to talk about that game on Friday. He wanted to celebrate his team’s hardfought road win. “I’m proud of our guys. We did an excellent job getting out to a lead and staying on top throughout the game. The kids remembered the emotion of last year’s first-round game, and they were determined to walk off the court with a win tonight.” There was never a doubt that the Trojans were going to roll through Southwood. Central Lafourche controlled every minute of Friday night’s action,

storming out of the gates to take a 22-6 lead after the first quarter of play. The surge took Southwood’s crowd out of the game, and got the Trojans in rhythm. Central Lafourche smothered Southwood’s offense in the first half, which allowed the Trojans to storm out to a 36-16 halftime lead. “We defended them well,” Sanders said. “We took advantage of our opportunities on both ends tonight. That was something that we struggled with at times this season, but we did a really nice job of that in this one.” In the third quarter, Southwood’s hole grew deeper, and the Trojans fired out to a 54-30 advantage through three. Southwood drew closer in the fourth quarter, but never could threaten victory, which allowed the Trojans to coast into the next round. Quindon Charles led the Trojans with 19 points. Calvin Bentley pitched in 10. The Trojans will be at home on Tuesday because of LHSAA rules, which mandate that teams who win on the road get a home game in the next playoff rotation. Ruston is one of the best teams in Louisiana, owning a 24-8 mark on the season. They made it to the Sweet 16 after beating Parkway 66-38 in the opening round of the playoffs on Friday. Looking at common opponents shows the difficulty of the matchup for Central. Ruston beat H.L. Bourgeois on Nov. 23 by a 67-62 tally. The Trojans played Bourgeois twice and lost both times. ___

South Lafourche played No. 3 Karr evenly for the final 28 minutes of Friday night’s game. The problem was that the first four minutes were absolutely rotten for the No. 30 Tarpons. And that’s all the help that Karr needed to move onto the next round of the Class 4A State Playoffs. The Cougars jumped out to a 13-0 lead, then a 22-3 edge over the Tarpons in the first quarter of Friday night’s Class 4A Playoff Game, which was played in Algiers. The Tarpons eventually settled in and battled back, cutting Karr’s 20point lead down to 11 in the fourth quarter before running out of gas, sealing the Cougars’ 61-45 win. The loss ends South Lafourche’s season with a 13-14 record. But coach Brian Callais said he’s proud of the fight and moxie his team showed throughout the season. “I love this basketball team,” Callais said.

“They’ve fought adversity throughout the year, and we always gave our best effort. This group is special to me. They did an excellent job all season.” Friday night’s start was a disaster for the Tarpons. Karr beat South Lafourche out of the gates with ease in the first quarter, using swarming defense and red-hot shooting to soar to a huge lead. Junior guard John Maxmillion’s shot looked like a million bucks in the first half. The Cougar standout stroked fourstraight 3-pointers to keep Karr’s offense rolling in the early minutes. When Maxmillion wasn’t scoring, it was Tyree Thompson, Diamante Woolridge or Bowie Marc making things happen for the Cougars, who led 22-6 after the first quarter and then 36-17 at halftime. But in the second half, South Lafourche started to find a few things that worked. After falling behind by 24 in the third quarter, the Tarpons made a late thirdquarter and early fourthquarter surge, which cut the Karr lead to 11 with more than four minutes to play. But the Cougars made free throws down the stretch, which slammed the door on the Tarpons upset bid, despite a bigtime effort. Senior Trevor Rebstock led the Tarpons with 14 points. Thomas Rousse added 10. The game is the final in the careers of Rebstock, Rousse, Nikali Lombas, Shak Dillon and Brandon Whitney – the team’s five-member senior class. Callais said those guys will be missed in the Tarpons’ locker room. “They did things the right way – all of them,” Callais said. “I know they will all go on from here and be successful in life. They’re all great kids.”

The Grand Isle Levee District constructed this project with assistance from the Governor’s Office, CPRA, Bertucci Contracting Co., CB&I, Senator Alario, Rep. This project is located on the south side of Fifi Island and will contain future dredge material to help build up Fifi Island and help Grand Isle by protecting it from the north winds. Painting the porch

A blond teenager in Springfield, Ohio, wanting to earn some extra money for the summer, decided to hire herself out as a “handy-woman” and started canvassing a nearby well-to-do neighborhood. She went to the front door of the first house and asked the owner if he had any odd jobs for her to do. “Well, I guess I could use somebody to paint my porch,” he said, “How

much will you charge me?” Delighted, the girl quickly responded, “How about $50?” The man agreed and told her that the paintbrushes and everything she would need was in the garage. The man’s wife, hearing the conversation said to her husband, “Does she realize that our porch goes all the way around the house?” He responded, “That’s a bit cynical, isn’t it?” The wife replied,

“You’re right. I guess I’m starting to believe all those dumb blonde jokes we’ve been getting by email lately.” Later that day, the blonde came to the door to collect her money. “You’re finished already?” the startled husband asked. “Yes, the blonde replied, “and I even had paint left over, so I gave it two coats.” Impressed, the man reached into his pocket for the $50 and handed it to her along with a $10 tip. “And by the way,” the blond added, “it’s not a Porch, it’s a Lexus.”

10-A

Wednesday, March 2, 2016 THE LAFOURCHE GAZETTE

Senators From 1-A

The state sales tax would grow from 4 cents on the dollar to 5 cents, starting April 1. That would boost Louisiana’s average combined state and local sales tax rate, which currently sits at more than 9 percent, to the highest in the nation, according to the Tax Foundation. It also would generate money quickly — and in large amounts — to help fill gaps in the state’s budget, which must be rebalanced by June 30. Estimates are that the sales tax would raise more than $210 million for this year’s budget and nearly $880 million for a full year. House Republicans who are resistant to tax increases pushed for the 18month expiration date on the sales tax. But Senate leaders said the money generated by the tax can’t be used in the state operating budget unless it’s available for three years or more. “If it were to pass in its current posture, we cannot use it to balance the budget at all,” said Revenue and Fiscal Affairs

Chairman J.P. Morrell, DNew Orleans. With a narrow 6-5 vote, the panel also voted to send the full Senate a proposal that would change the payment schedule for businesses to turn over sales taxes they collect. The House-backed measure would raise $75 million in one-time cash for this year’s budget, but some businesses have argued it would be a more onerous tax collection method for them. As the tax committee worked, the Senate Finance Committee reviewed budget reductions passed by the House, hearing grim scenarios of cuts that could hit services over the next four months. Senate leaders say the House hasn’t done enough to raise money to help bail out the budget, and they’ll be looking to boost revenue-raising bills higher. Senate President John Alario, R-Westwego, said the House’s package of tax hikes and cuts still leaves this year’s budget short anywhere from $150 million to $200 million. Senators say the cuts that would have to be made to fill the gap could damage

services. LSU’s medical school leaders — Larry Hollier from the New Orleans school and G.E. Ghali from the Shreveport school — say the campuses are threatened with slashing that would decimate graduate medical education. Nearly $52 million in reductions proposed for the health department, if taxes aren’t raised beyond what the House has passed so far, would fall on the LSU hospital privatization deals. But Hollier said those would be passed onto the medical schools, because the schools’ training programs and faculty are paid through contracts for services they provide at the hospitals. The reductions, he said, would have forced him to eliminate 120 resident positions in New Orleans for doctors-in-training. “That’s not enough for us to maintain our health care workforce,” Hollier said. Ghali described the possible cuts as “catastrophic,” saying he’d have to cut faculty by 53 percent and residents by 63 percent. He read a letter from a “highly-recruited individual” who decided to attend an out-of-state program rather than LSU’s medical school because of the budget uncertainty. “It is unacceptable that we are losing some of the best and brightest people out of state, unacceptable. We need to stop this,” Ghali said. The House intends to consider additional tax proposals Monday, while the Senate will continue to review the tax hike ideas it’s already received.
