BATON ROUGE, La. (AP) — Gov. Bobby Jindal said Wednesday that his legislative proposal to remove Common Core from state public schools would return Louisiana to its old education standards and testing until new benchmarks are developed. The Republican governor outlined the broad parameters of bills he’ll push to stop Louisiana from using the multistate standards and the associated testing, saying removal of Common Core will be one of his top legislative priorities. The proposals will be considered in the legislative session that begins April 13. The issue is certain to be contentious. Lawmakers refused to jettison Common Core from public school classrooms last year, but Jindal said he’s confident growing opposition to the standards could change some legislative minds this year. The Common Core standards are benchmarks of what students should learn at each grade level in English and math.

BATON ROUGE, La. (AP) — Louisiana’s financial adviser on Thursday warned that the state is edging closer to its debt ceiling and will need to tightly manage construction spending to stay under the cap. Renee Boicourt, with Lamont Financial Services Corp., gave an update to the State Bond Commission about the debt load and its implication on state-financed construction work. Gov. Bobby Jindal’s administration has committed to a billion dollars more in projects than the state currently has cash to spend, and Louisiana has a limited amount of space to borrow under its debt limit. “This is going to have to be well-planned and tightly-controlled,” Boicourt said.
At a special meeting in Galliano Wednesday, the Greater Lafourche Port Commission voted unanimously to lower basic rents for port tenants by 20 percent beginning April 1. The reduction is set to expire on March 31, 2016, or if the benchmark price for a barrel of crude oil reaches $70 for 60 consecutive days. Crude oil prices have been hovering in the mid $40 range for several weeks, part of a slump in prices that began after a triple digit peak in June of 2014. Port Commission Executive Director Chett Chiasson said that the rate reduction was due in part to a slowdown in the oil and gas sector due to falling oil prices. “We are taking this action to assist in the long tem sustainability of our tenant base. We watch the price of oil and its trends carefully and are aware that the lower prices are leading to budget cuts by tenants and other operators at Port Fourchon,” he said. “By taking this action, we are attempting to help minimize the impact of the falling prices on our community.” Chiasson also noted that the rental reductions apply only to basic rent and not rent paid on improvements. In addition, the reductions have no effect to tenants at the South Lafourche Leonard Miller, Jr. Airport, which the commission also oversees.
Treasurer John Kennedy, chairman of the Bond Commission, said it appears the next governor and Legislature will be left with a lengthy list of construction commitments, but not enough borrowing capacity to pay for them. “That’ll be a nice little present for the new governor,” Kennedy said. Jindal is term-limited, and the election to choose Louisiana’s next governor is in October. Commissioner of Administration Kristy Nichols, Jindal’s top financial adviser, questioned the borrowing assumptions in the data. She said Louisiana regularly manages its construction work to stay under the debt ceiling and will continue to follow the same approach. See Financial Page 4-A

Wallace Center volunteer encourages more to get involved in ‘Beyond the Bell’ Program
Mathews, LA – It seems only fitting that the Wallace Center’s most steadfast volunteer is Kellee Bell. The 20-year-old Nicholls State University junior said she never really thought about how her last name is Bell, which just so happens to be featured in the title of the center’s Beyond the Bell afterschool program for Raceland children and teens. “That’s funny,” Bell said laughing. “I will have to tell the kids about that one.” According to Bell, she received an email from center director Heather Benoit about Beyond the Bell and decided to sign up to Kellee Bell, who loves volunteering at the Wal- volunteer when the lace Center, has been doing so since early Feb- program kicked-off in ruary. early February.
Since getting involved with the program, Bell has since switched her major from a non-school based curriculum to school psychology. Bell, a native of Zachary, describes the experience as one that “has warmed her heart.” “I had been just working a lot, but wanted to do something more this semester. My journey with a monster
Everyone thinks, “It can’t happen to me.” Surprise! Cancer does not discriminate. For some time I had been experiencing pain in my hip and feeling tired. I attributed the pain to arthritis and the tiredness to the stress of caring for my elderly mother. Dr. Birdsall suggested I have an MRI to determine exactly what was going on. By this time I could barely walk. I took the MRI on Thursday, May 23, 2002. The very next day, I was going to my mother’s to bring food. As I was going down the steps, my hip broke. My guardian angel was watching over me that day. My shirt sleeve caught on the handle of my door and prevented me from falling on my face and possibly injuring myself even more. I could not move. My angel helped again. Someone walked out of the church, which is across the street from my home. I called out, “Please help me!” He looked around, saw me, and called my son and sister for me. My husband was the hospital visiting with my mother. I was taken to the hospital where x-rays showed a broken hip. Surgery was performed and hip replacement was necessary. When the bone came back from the lab, cancer had been detected. I had Type B Lymphoma. It was in 10% of my
I had to take six chemo treatments. I prayed I would not become ill from the treatments. By the grace of God, I was able to take all six treatments with no ill efforts besides being very weak. Now, I am back to normal, taking part in many projects in my church and the Lafourche Volunteers for Family and Community. I thank God every day for my wonderful family, doctors, and nurses who were with me every step of the way. I can continue on life’s journey without the monster tagging along. I can be a viable part of my family and community. I am truly blessed. People in the South move more than those in other US regions
ORLANDO, Fla. (AP) — Southerners moved a bit more last year than people who lived in any other region of the United States. New figures released Wednesday by the U.S. Census Bureau show that 12.5 percent of people in the South moved from 2013 to 2014. They moved either within their county, from one home to another, or moved from elsewhere in the state, another state or abroad. By comparison, the rate for the entire nation was 11.5 percent.

Real estate agent Tammy Pratt of South Fallsburg in Sullivan County was introduced Wednesday as the sole winner of the $126 million Mega Millions jackpot drawn Feb. 27. Pratt was between real estate appointments when she stopped for gas. She bought $4 worth of tickets instead of her usual $1 when she noticed the jackpot for the upcoming drawing had topped $100 million. Lottery officials say the odds of hitting that jackpot were 1 in 258 million. In January, a retired school principal from Wurtsboro in Sullivan County was announced as the sole winner of a $326 million Mega Millions jackpot drawn in November. ___

every man, woman and child in the state at the end of 2014. That’s a 27 percent increase since 2008. If Louisiana’s revenues go up, the state will get more breathing room under the debt limit. But if they fall, the situation becomes more difficult. Kennedy said the next governor will have to grapple with a series of commitments made by his predecessor while balancing new requests and a limited borrowing capacity. “We made a bunch of promises we don’t have the money for,” the treasurer said. The situation isn’t new. Former Gov. Kathleen Blanco left a similar pile of over-commitments to Jindal, though she also left a billion-dollar surplus as well. Lt. Gov. Jay Dardenne, a member of the Bond Commission, said the construction budgeting process has been broken for years and needs to be changed. “We can’t keep making this a grab-bag for everybody to throw a project into,” said Dardenne, who is running for governor. Rep. Joel Robideaux, R-Lafayette, is seeking to keep new projects from being placed in the construction budget for next year. Robideaux is chairman of the House Ways and Means Committee, which shapes the budget bill.

Louisiana borrows money through bond sales to investors to pay for road work, building repairs and economic development projects. The debt is paid off with interest over decades. Opponents say the standards are developmentally inappropriate and part of federal efforts to nationalize education. “What sounded like a great idea, voluntary stateled high standards — it’s a great concept. Unfortunately, that’s not what Common Core has become,� Jindal said. Jindal wants to establish a new process for developing Louisiana’s education standards. Under his proposal, the state’s public schools would use grade-level expectations developed 10 years ago and the LEAP and iLEAP standardized testing associated with them. Those would stay in place until new standards are approved, through a new process that would require the backing of lawmakers, rather than the current process of the education board setting the standards on its own. Superintendent of Education John White and Chas Roemer, president of the state Board of Elementary and Secondary Education, slammed the governor’s proposal as misguided and politically driven. Jindal is considering a 2016 presidential campaign. White said Louisiana educators have spent five years shifting to the Common Core standards, and he said Jindal’s plan would upend years of curriculum
changes and teacher training. He said the state education board is moving ahead with a plan to review the multistate standards and testing to determine if adjustments are needed. Jindal’s plan “literally takes us back in time, and Louisiana more than any other state needs to be pushing forward,� Roemer said. “This plan laid out by the governor is a disgrace, and it’s a political one.� The governor’s announcement about his legislative proposals comes the same week that more than 300,000 third-graders through eighth-graders, including Jindal’s three children, are taking standardized tests aligned with Common Core. In addition to revamping the standards, Jindal also proposes to put new limitations on the contracting authority of the Board of Elementary and Secondary Education, to keep it from entering into the types of contracts it has used for the Common Core tests. Jindal’s current approach is a more direct attack than last year, when the administration was largely absent from the legislative debate over Common Core. Whether the governor’s involvement changes the outcome remains unclear.

Bell is the first to tell people she doesn’t have much of a background in volunteer work, but has now fallen in love with it as a result of Beyond the Bell. At this point, the program averages better than 30 children and teens daily, according to Benoit. With such a large turnout comes the need for additional volunteers to step up. Currently, Benoit only has a handful of regulars who volunteer their time at the center. Bell said she can’t express enough how gratifying it is to be involved in such a well-intentioned program. “It is such a good way to give back to the community,â€? she said. “I would particularly tell college students in the education field to get involved because this really gives you a chance to work hands on with some amazing kids.â€? ‘What a Life!’ columns now in 550-page book I have been writing my What a Life! column for the past 16 years. Some people have been asking me, “When are you going to put your columns in a book?” Well, that day has finally arrived. The book is called, What a Life!: Daily Readings for a Holistic Spiritual Life. When I wrote my first weekly column in December 1998, I stated my intentions for the articles: “What a Life? is a weekly religious column intended to make people think about issues that are important to people today. I hope to give my readers material that will deepen their lives and make them more aware of the God of Life. I invite readers’ responses and participation.” People have responded with encouragement, ideas and materials that I have used in my columns. I now write for four newspapers in the Southeastern Louisiana Bayou area – The Times in Houma, the Lafourche Gazette in Larose, the Morgan City Daily Review and the Pierre Part Bayou Journal. At one time, I wrote for nine different newspapers before I started charging for the columns to obtain money for my foundation that helps church parishes develop new ministries. With suggestions from my readers, I have picked out 370 articles from the more than 800 articles I have written. The reason for 370 articles instead of 365 is because I included one for the leap day, and four for the Solemn days in Holy Week – Holy Thursday, Good Friday, Holy Saturday and Easter Sunday. I have tried to emphasize a spirituality for all Christians. What do I mean by a “Holistic Spiritual Life?” Jesus became one with us “in the flesh.” God has entered human life to redeem the whole person. In
Relay For Life 5K, cake bingo benefit planned for March 28
The Firefighters for Life 5K walk / run will be held on Saturday, March 28 at the Golden Meadow Oakridge Park. The event is open to the public and includes lunch, a cake bingo, children’s half-mile race (for youth 10 and younger) and a bounce house. The cost for late registration is $40 for adults and $30 for youth. Those registered early will receive a t-shirt. All registered participants will receive lunch and bottled water at the end of the race. Race day registration will take place from 8 a.m. to 10 a.m. with the children’s race starting at 10 a.m. with the 5K to follow immediately. Cake Bingo is $5 per card and will continue until all cakes run out. Cake donations will be accepted on race day. Anyone not wanting to participate in the 5K can still attend the festivities. All funds raised will be donated to Relay for Life benefitting the American Cancer Society. John’s gospel Jesus says, “I have come that they may have life, and have to the full” (John 10:10). Jesus was not talking about life only after we die. He was talking about life now, which continues, into eternity. Sometimes we divorce religion and life. In John’s first letter it says, “How does God’s love abide in anyone who has the world’s goods and sees a brother or sister in need and yet refuses help? Little children, let us love, not in word or speech, but in truth and action” (1 John 3:17-18). We need to apply the gospel principles to all of life and act on them. Our spirituality should involve our everyday life. We do not have two lives – a
religious one and a secular one. We are one-entity – body, soul and spirit. We do not try to shed our humanity so we can become divine. In the second chapter of Philippines Paul tells us that Jesus emptied himself of his divinity so we can learn to be human, just like Jesus. The advantage of having these writings in a book form is that you can use it as a meditation book and talk about the daily message with others who have purchased the book. For many teens, there’s nothing more exciting than receiving the first paycheck from a summer job – a surefire ticket to fun and freedom. It’s also a great opportunity for parents to encourage proper money management. Parents or guardians need to do some necessary paperwork first. Working teens will need his or her own Social Security Number (SSN) to legally apply for a job. They will also need a SSN to open a bank account to deposit their paychecks. Depending on state law, children under 18 may have to open bank accounts in their custodial name with their parents or guardians. It is also important for parents to check in with qualified tax or financial advisors about their teen’s earned income, particularly if it may affect any investments under the child’s name. After that, it’s about encouraging teens to get a jump on their job search. The recent job market for American teens has been tough and investigating particular kinds of openings should start months in advance of summer hire. Networking is also important – teens can reach out to friends, neighbors and other trusted adults about potential jobs in the community. Also, it is never too early for teens to learn resume writing and job interviewing skills. The Practical Money Skills website’s Landing a Job, (www.practicalmoneyskills.com/personalfinance/lifeevents/wor k/landingjob.php), page offers useful background to help teens get started. Parents can also assist by monitoring job categories their kids are interested in, encouraging them to meet application deadlines and being aware of federal, state and local child labor laws (www.youthrules.dol.gov/k now-the-limits/index.htm) to steer them from unscrupulous employers. Technology changes quickly, so tech-savvy teens may be ahead of the game when it comes to searching for work online. Leading job search engines are a destination for seasonal job openings, and many allow users to customize searches for specific positions and employers. However, teens may need to be reminded about their social media activity before they begin any job search – anything a teen posts publicly on the Internet may be seen by a potential employer. Banking is another major step in the life of the working teen, though they don’t need to wait for that first job to get started. Many parents open bank accounts for their children as early as their first allowance – after all, digital banking makes it easier to monitor and transfer money without a trip to the branch or ATM. Paychecks – on paper or via digital deposit – make familiarity with the banking system an even greater necessity. Check with their bank to see what types of accounts are offered for children and teens – some banks offer a wide variety of custodial accounts where parents can track and assist their child’s spending

and saving activity. A teen’s first job is a great opportunity to introduce budgeting, saving and long-term investment skills. Your child may be working over the summer to save for a particular desired item – a cellphone or a trip – or more extensive goals like future college expenses. When the job offer comes, there’s one more thing parents can do. Getting hired means a flurry of paperwork that can be confusing; parents can help their children review those documents before signature. Most will apply to tax withholding, but such documents might also include special workplace agreements that might not always be clear to young workers. When that first paycheck arrives, consider sit-
ting down to inspect a teen’s first paper or electronic pay stub. Many people don’t understand their withholding even as adults, so children can benefit greatly from this lesson at the start of their

Greg McBride, chief financial analyst at Bankrate.com, thinks homeowners ought to lock in mortgage rates as long as they remain below 4 percent. If you haven’t refinanced already, in other words, consider it soon. Home loans won’t hinge on the Fed’s next move, though. Mortgage rates are closely tied to long-term interest rates, specifically the 10-year Treasury note. These rates are tethered to the Fed’s benchmark yet have plenty of wiggle room. The 10-year yield has actually been falling over the past year. The reason? The Treasury market is dominated by global players. So when Europe’s economy runs into trouble, for example, traders around the world look for safety in the Treasury market, buying U.S. government bonds and pushing yields down. Another factor: The Fed is keeping a lid on yields by sitting on trillions of dollars of Treasurys following a huge bond-buying program that ended last year. SAVINGS It’s been a tough time for people socking away money in savings. On average, savings accounts pay an annual percentage yield of 0.09 percent, according to Bankrate.com. A oneyear certificate of deposit pays a paltry 0.28 percent. For every $1,000 saved, in other words, the bank will give you $2.80. Ka-ching! “Savings rates are nearly at zero and, unfortunately, I think depositors aren’t going to see much of a difference,” says Casey Bond, managing editor at GoBankingRates. The Fed has signaled that it will raise rates slowly and carefully. A series of hikes large enough to lift yields on savings accounts, however, could put the economic recovery at risk by curbing lending and business spending. “Anything that would give savers a real boost would be too disruptive,” Bond says.
NEW YORK (AP) — Nobody knows when exactly, but the day will eventually come when the Federal Reserve nudges its benchmark lending rate from next to zero to something slightly higher. When that happens, it will put upward pressure on borrowing rates throughout the economy — for credit cards, mortgages and student loans. But that doesn’t mean the era of incredibly low interest rates will soon be over. The Fed’s chair, Janet Yellen, has taken pains to be cautious. On Wednesday, the central bank gave more signals that it will move slowly toward its first interest-rate increase in nearly a decade. By the end of the year, Fed officials expect the benchmark rate will reach 0.625 percent. It was a different world the last time the Fed began a series of hikes. Rates were already much higher than today. In June 2004, the Fed lifted its benchmark rate from 1 percent to 1.25 percent. By the time the Fed was finished in 2006, the rate had reached 5.25 percent. Nobody expects anything like that now. With the economy still growing slowly and inflation minuscule, rates will likely hover near historic lows. The Fed doesn’t want to ratchet up the monthly payments on your credit card. It’s in no rush. “You’re going to see rates remain low for quite some time,” says Patrick Maldari, senior fixed-income specialist at Aberdeen Asset Management. HOUSING Many expect mortgage rates to creep higher this year. The average 30-year mortgage carries a rate of 3.7 percent, according to Freddie Mac. “I think people need to be focused on other things, like avoiding bank fees,” Bond says. “Fees can wipe out your earnings because savings rates are so low.” CREDIT CARDS Credit card rates could start to inch up once the Fed raises its benchmark federal funds rate — especially the low teaser rates credit card issuers use to entice people to sign up or shift credit card balances. McBride advises that borrowers “grab those zerointerest balance transfers and introductory credit card rates. As the Fed moves away from zero interest rates later this year, credit card issuers will too. Chip away at your variable-rate debt now before interest rates start to climb.” Credit card rates remain high — variable credit card rates average nearly 15.8 percent, according to Bankrate.com. But they could head higher if the fed funds rate goes up. That’s because credit card rates are based on the prime rate that banks charge their best customers, and the prime rate is based on the Fed funds rate. INVESTMENTS To judge by the stock market’s daily swings, investors fear the Fed’s first rate increase. Speculation that the Fed is preparing to move usually knocks stocks down. But the market has actually performed well in the face of rising interest rates. A recent report from UBS looked at the Fed’s initial rate hikes going back to 1954. It showed that the Standard & Poor’s 500 index rallied an average of 7.6 percent in the next six months. Many investors are confident that as long as the Fed moves gradually, the stock market should be fine. That’s what happened in the last round of Fed hikes, in 2004. The S&P 500 finished the year with a 9 percent gain. ___
