Cut Off woman’s death under investigation
Lafourche Parish Sheriff Craig Webre announced an investigation is continuing into the death of 56year-old Toni Pitre of Cut Off. Shortly after 7 p.m. on Tuesday, March 15, deputies responded to Pitre’s East 25th Street residence after she was found unresponsive. She was discovered to have a single bullet wound to the chest and was pronounced dead at the scene. A revolver was found in close proximity to the body. Detectives say there are no obvious signs of a struggle or forced entry, but they are still investigating the case. Anyone with any information that may help investigators is asked to call the Investigations Division at (985) 532-4326.

One dead, two injured following lightning strike at Larose Music Festival
One woman has died, and two others were hospitalized after a lightning strike Friday night at a Larose outdoor music festival. Jackie Stavis (age 28) of New Orleans was pronounced dead at a local hospital on Saturday. Two other females (ages 30 and 24), also of New Orleans, were also injured in the incident. Shortly after 10 p.m. on Friday, March 18, deputies received a call that three people were injured after a lightning strike at the T-Bois Blues Festival grounds. Deputies, volunteer firefighters, and EMTs responded to the scene to assist and found Stavis unresponsive, along with two other females who were injured.
All three were transported to the hospital for treatment. Stavis was later pronounced dead on Saturday. The 24-year-old victim was transported to University Medical Center in New Orleans while the 30-year-old victim remained at a local hospital. A large Labrador, which was with the females, also died in the incident. Investigators learned the three women had retreated into a small personal tent on the festival grounds during a period of severe weather. Following a lightning strike, Stavis was unresponsive, and the other two had injuries commonly associated with electric shock.
Golden Meadow man dies in bayou after attempted theft
BATON ROUGE, La. (AP) — After lawmakers raised more than $1.2 billion in taxes for next year, Louisiana government agencies still face “painful” cuts up to 30 percent of their state financing, the governor’s chief financial adviser told the House budget committee Monday. Commissioner of Administration Jay Dardenne said the cuts for the fiscal year that begins July 1 won’t be “absolutely catastrophic and shutdown government level” since the taxes were passed in a recentlyended special session. “But they’re still going to be significant. They’re going to be dramatic. They’re going to have an adverse impact on a lot of the delivery of services around the state,” Dardenne told the House Appropriations Committee as it opened its budget hearings. See House Page 6-A
State senators begin widespread tax break review
BATON ROUGE, La. (AP) — Looking for ways to lessen spending on tax breaks, state senators have embarked on a wide-ranging review of the tax exemptions, exclusions, rebates and refunds Louisiana gives to individuals and businesses. The Senate Revenue and Fiscal Affairs Committee started combing through the list Monday, trying to determine the costs and benefits of each tax break. Weeks of similar meetings are expected. The body of a Golden Meadow man was discovered in Bayou Lafourche after an attempted theft at a residence. Water Patrol deputies discovered the body of Michael Gonzales (age 37) of Golden Meadow last Friday morning following the incident. Through investigation, detectives learned a Golden Meadow resident exited his East Main Street home at around 5:40 a.m. Friday, March 18, and discovered a man, later identified as Gonzales, attempting to steal a small generator from a carport. Upon realizing he had been spotted, detectives learned, Gonzales began to flee with the generator. He eventually dropped it in the driveway and continued running toward Bayou Lafourche. Early voting begins March 26
Early voting for the April 9th Municipal General Election begins Saturday, March 26th and runs through Saturday, April 2. St. Anne to host egg hunt event Mar. 26

The Larose Lasers Swim team is conducting registration through March 30 for the 2016 swim season with practice tentatively scheduled to begin April 4. In the hospital the relatives gathered in the waiting room where a family member lay gravely ill. Finally, the doctor came in looking tired and somber. “I’m afraid I’m the bearer of bad news,� he said as he surveyed the worried faces. “The only hope left for our loved one at this time is a brain transplant. It’s an experimental procedure, very risky, but it is the only hope. Insurance will cover the procedure, but you will have to pay for the brain.� The family members sat silent as they absorbed the news. After a time, someone asked, “How much will a brain cost?� The doctor quickly responded, “$5,000 for a male brain, $200 for a female brain.� The moment turned awkward. Some of the men actually had to ‘try’ not to smile, avoiding eye contact with the women.
A man unable to control his curiosity finally blurted out the question everyone wanted to ask, “Why is the male brain so much more than a female brain?� The doctor smiled at the childish innocence and explained to the entire group, “It’s just standard pricing procedure. We have to price the female brains a lot lower because they’ve been used.�

Police: Mall Easter bunny, father scuffle after child slips
JERSEY CITY, N.J. (AP) — The Easter bunny has been involved in a mall brawl. A mall Easter bunny and a father got into a scuffle Sunday after the man’s child slipped from a chair while getting her photo taken, Jersey City police said Monday. A video posted on Twitter on Sunday evening shows a chaotic scene at the Newport Centre in Jersey City, New Jersey, near an area set up to take photos with the Easter bunny. City spokeswoman Jennifer Morrill says the father of the 1-year-old verbally and physically attacked the 22-year-old who was playing the role of Easter bunny after the girl slipped. Morrill says both men were taken to a hospital with minor injuries. No charges have been filed as police continue investigating.
The video shows a man wearing the body suit of the bunny costume fighting and then being separated by security. A few seconds later, the man in the bunny costume appeared again, throws off his white bunny gloves and exchanges more punches. ___
Stealing from the dead: Cemetery wreaths, wind chimes, taken
DERIDDER, La. (AP) — Someone’s stealing from the dead in DeRidder. Rose Godfrey says memorials and other items worth more than $100 have been stolen from her son’s grave since he was buried in July. “My son liked wind chimes, so I put these big wind chimes up and they took them,” she said. “I had put some lights out there — and they were not cheap lights either — and they took those too.” Flagpoles and wreaths have been taken from other graves in Beauregard Cemetery, she said. “If it’s not cemented down, they’re going to take it,” she said. Godfrey told the City Council that she is raising Shannon Godfrey’s two children, ages 5 and 7, and the thefts make it even

He offered to put out cameras in hopes of catching the thieves. Godfrey said she was grateful for any help that could be offered. “I hope it makes whoever is doing this stop,” she said. “Let us grieve for our loved ones without having this added to it.” Unfortunately, it’s a problem that happens all too often at other cemeteries, also. ___
Fast-food restaurant applicant gets job after foiled robbery
NEW ORLEANS (AP) — A job interview was in progress when a thief grabbed cash from the till at a fast food restaurant. The manager conducting the interview then blocked the door, and the applicant grabbed the thief’s arms. Eighteen-year -old Devin Washington got the robber — and the job — at a Popeyes Famous Fried Chicken restaurant in eastern New Orleans. Manager Danyanna Metoyer said the robber asked the cashier to change a dollar Saturday afternoon, “and just reached over the counter and stuck his hand in the change drawer.” Police said in a news release that assistant manager Dominique Griffin grabbed the man’s arm, but he broke away from her and headed for the door. But Metoyer was there to block him. “My upperbody strength was stronger than his,” she said Sunday morning. Police said Pablo Ciscart, 50, was arrested on a simple robbery charge. ___

Among major oil- and gas-producing states, New Mexico lost two rigs and Kansas, North Dakota, Ohio and Oklahoma each lost one. Texas gained two rigs. Alaska, Arkansas, California, Colorado, Louisiana, Pennsylvania, Utah, West Virginia and Wyoming were unchanged. The U.S. rig count peaked at 4,530 in 1981. Library book overdue nearly 50 years returned to Ohio school
DAYTON, Ohio (AP) — A library book overdue by nearly 50 years has been returned to a university library in southwest Ohio. The University of Dayton says a former student who borrowed the “History of the Crusades” in 1967 has sent it back with an apology for the late return. The university says James Phillips, of Minnesota, apparently checked out the book as a freshman before leaving school to join the U.S. Marines. Phillips says the book and other belongings must have been gathered from his dormitory room and sent to his parents’ house where they remained until his parents’ died. Phillips recently found the book in a box of belongings forwarded to him by his brother. University officials say they won’t be charging Phillips the late fee that would have been about $350.

The reductions will come on top of more than $160 million in cuts already made across state government by the governor and lawmakers. BATON ROUGE, LA – Attorney General Jeff Landry Tuesday announced the arrests of four men for crimes that victimized children. “My office and I are committed to making our communities safer,� said Attorney General Jeff Landry. “We will aggressively pursue, arrest, and charge child predators.� Brandon Miller, 35 of Galliano, was arrested Friday, March 18, on 20 counts of Pornography Involving Juveniles and one count of Felony Carnal Knowledge of a Juvenile. Miller was booked into the Lafourche Parish Jail as a result of a three month investigation involving Attorney General Jeff Landry’s Cyber Crime Unit and the New Mexico Attorney General’s Office with the assistance of Homeland Security Investigations, the Louisiana State Police, the Lafourche Parish Sheriff’s Office, and the Terrebonne Parish

Robert Bruce Hathaway, 58 of Baton Rouge, was arrested Thursday March 17, on 100 counts of Possession of Pornography Involving Juveniles (under the age of 13). Hathaway was booked into the East Baton Rouge Parish Prison without incident as a result of a joint undercover investigation involving Attorney General Jeff Landry’s Cyber Crime Unit, the Baton Rouge Police Department, and Homeland Security Investigations. John Anthony Washington, 54 of New Orleans, was arrested Thursday, March 17, on 10 counts of Possession of Pornography Involving Juveniles. Washington was booked into the Orleans Parish Jail as a result of a joint investigation between Attorney General Jeff Landry’s Cyber Crime Unit, Homeland Security Investigations, the Louisiana State Police, and the New

Possession or distribution of pornography involving juveniles is punishable by up to 20 years in prison for each count. BATON ROUGE – The Louisiana Department of Revenue is warning taxpayers about scams from people attempting to steal their personal information. Criminals across the country are contacting people and identifying themselves as representatives of the Internal Revenue Service (IRS) or a state’s Department of Revenue. In some cases, the scam artists are threatening taxpayers with penalties and demanding bank account numbers, Social Security numbers and other personal information. These scams, known as “phishing,� often involve unsolicited emails with links to websites that pose as legitimate sites, but exist only to capture personal financial information. The Louisiana Department of Revenue will never initiate contact with a taxpayer to request personal financial information. When LDR initiates contact with a taxpayer, by mail or by phone, it is often to request documentation to support claims on a tax return. The taxpayer is asked to submit the documentation to the department by mail or by fax. Contact with taxpayers who are delinquent on their taxes is initiated through the mail. The correspondence explains in detail
what is owed, and provides contact information for the department if the taxpayer has questions or wishes to contest the assessment. Contact regarding delinquent taxes is never initiated with a phone call. When the department must verify a taxpayer’s identity to prevent fraud,
notification takes place through the mail and the taxpayer is directed to the Identity Verification Quiz on the LDR website; or they are asked to mail identification information to the department. For more information about phishing scams, visit IRS.gov.

Leroy Martin - (Thanks to Barry Mazor for dates and facts from his 2015 biography, “Ralph Peer and the making of Popular Roots Music”). By 1949, Ralph Peer’s agenda was finding the right people to grow his core country music. Record producers were moving to Nashville’s Castle Recording Company, located in the Tulane Hotel, and he needed someone to get new country artist to record Peer published songs. He found that person in Troy Martin, a good friend of Don Law, country music producer for Columbia records. In the early 1950’s, he established new country stars like Lefty Frizzel, Carl Smith, Ray Price, Marty Robbins and Flatt and Scruggs, who signed with or switched to the Columbia Record label. Through Martin’s handiwork, they recorded Peer published songs including “I Overlooked an Orchid”, “I Love You a Thousand Ways”, “If You’ve got the Money, I’ve Got the Time”, “El Paso”, and even “If You’re Ever Lonely Darling”, recorded by Ray Price and written by Troy Martin himself. One of the new artist discovered by Law and Martin was a young Cajun singer from Cut Off, Louisiana named Vin Bruce, which led to my association
with Troy Martin and Ralph Peer. Meeting Ralph Peer: The last day of our June 1952 Nashville visit I attended the B.M.I. awards night at the Tulane Hotel with Troy. The guest speaker was Ralph Peer, Troy’s employer and founding father of B.M.I. After his speech he approached Troy, who introduced me. “This is the singer I am pitching to Decca Records this week,” he said. Peer answered, “Yes, I remember approving it. Good looking young man. I wish you luck. I have a meeting soon with Dave Kapp (Decca executive) which may help,” and he walked away. I met him twice more, once at the reception for Mrs. Jimmie Rodgers on May 26, 1953, the first Jimmie Rodgers Memorial Day in Meridian, Mississippi, which I attended with friends Hal Benson, manager of Thibodaux’s K.T.I.B., Johnny Schouest, Vin Bruce’s manager and W.D.S.U. announcer Bill Stanley. She introduced me again to Ralph Peer. “Yes, I remember you with Troy Martin. How’s that Decca deal coming along?” He asked. “I spoke to Mr. Martin yesterday. He said it’s still pending and they renewed my option for 6 more months. He seemed encouraged,” I answered. “Good, Troy will keep me informed,” he said as he left. I saw him one last time, again at Mrs. Rodgers’s reception at the May 26, 1959, Jimmie Rodgers Memorial Day and again she introduced me. “Mr. Peer, you remember Leroy Martin?” she asked. He stared at me but didn’t answer. She tapped her head to indicate that he had
memory problems and I did not pursue it. Ralph Peer died in January of 1960 and Carrie Rodgers died on November 29, 1961. I saw her one last time at her home in San Antonio. After the 1952 demo sessions, I signed over the rights to 12 of my songs to Troy and Peer/Southern for which I received $50 per song advance. They were now Peer Publishers’ property with no obligation to
record them. Troy took the demos to Decca Records executive Dave Kapp in New York and he came back, not with a contract, but a check for $800 for me to sign a 12month option. I left Nashville with $1400 but no Decca contract. Troy assured me that they would execute the option within 6 months but that another demo session might be required. The last time I heard

Looking for the industry with the fastest growth and some of the best-paying jobs in coastal Louisiana?
Saving Louisiana’s vanishing coastline is now the fastest growing industry along Louisiana’s coast, driving economic expansion and eclipsing the oil and gas sector in creating new jobs. Coastal restoration and protection is not only the biggest jobs creator in coastal Louisiana – it has some of the highest-paying jobs, averaging $69,277 per year. This hot job market is expected to get even hotter as hundreds of millions of dollars from the Gulf oil disaster – funds solely dedicated to restoring and preserving the coast – flow into the state over the next 16 years. These findings and more can be found in a new economic analysis by the Restore the Mississippi River Delta Coalition, based on methodology by The Data Center. By the numbers: Southeast Louisiana: Jobs in water management – which includes coastal restoration, coastal protection and urban water management – have exploded in recent years, totaling more than 32,000 jobs in southeast Louisiana alone. By comparison, oil and gas provides 26,000 jobs to the region. As Louisiana emerged from the depths of the recession in 2010, the growth in the water management industry demonstrates that this sector will be a critical driver of prosperity for the state’s future. Coastal restoration has created more than 5,700 new jobs in the region since 2010 and is expected to continue to grow. Southwest Louisiana: Though oil and gas remains the largest economic driver in southwest Louisiana, coastal restoration has seen a significantly higher net gain of jobs since

MARK LAFONT Mark Anthony Lafont, 54, a native of Golden Meadow and resident of Houma passed away on Sunday, March 20, 2016. Visitation was held at St. Hilary of Poitiers Catholic Church on Monday, March 21st from 9:00 a.m. until funeral time. A Mass of Christian Burial was celebrated at 11:00 a.m. with burial followed in Cheramie Cemetery. He is survived by his daughters, Andrea Lafont, Crystal Lafont; brothers, Kirk Lafont (Scarlet), Roland Lafont, Jr., Audie Lafont; sister, Robin Lafont Adams (Joey); grandchildren, Destiny Foret, Robert Landeche, Timothy Landeche, Madison Chouest, Christian Carskadon, Gracie Carskadon, Leland Kolic, Kendra Kolic. He was preceded in death by his parents, Ronald, Sr. and Nettie Lafont. Mark loved everybody. BTNEP encouraging volunteers / landowners to clean up Bayou Lafourche Clean-up encouraged ahead of paddle event
THIBODAUX, LA – Due to the recent cancellation of the Barataria-Terrebonne National Estuary Program’s (BTNEP) Bayou Lafourche Cleanup, BTNEP would like to encourage all volunteers, land owners and business owners to clean up the bayou in preparation for BTNEP’s Paddle Bayou Lafourche event beginning March 31. The cleanup event, which was scheduled for March 12, was cancelled due to the threat of inclement weather. The event was projected to clean up 106 miles of the bayou from Donaldsonville to Leeville. According to Ben Malbrough, Bayou Lafourche Freshwater District Director, “The purpose of the cleanup is to raise awareness about marine debris and clean the body of water that provides the drinking water for over 300,000 people.� Since the event will not be rescheduled, volunteers who had registered for the event and who are still interested in cleaning up upon their own time, are asked to contact their site captain or BTNEP for data

Executive Director’s Report Director Chett Chiasson congratulated all officers and looks forward to working with them to move the Port forward. Chiasson then reminded the public the election for Port Commission Seat D is March 5th with early voting February 20th thru February 27th. Northern Expansion – Engineer Larry Picciola reported Shavers Whittle completed driving concrete piles for deadman#9 to #12 for the Slip C 800 LF Bulkhead project. Tension piles #5 to #9 have been driven. The sheets are on site and they should start driving next week. Engineer Picciola reported Blanchard Contractors is on site building the access road for the Slip C 950 LF West Bulkhead. There is one spot holding water which they are working to get that filled. They will then place limestone for access to the dock. Engineer Joe Picciola reported Crosby Dredging is complete for the Slip D Bucket Dredge. There is a balancing change order deduct of $353,051.25 and substantial completion certificate later on agenda for approval. Picciola reported the Flotation Canal Hydraulic Dredge project is being advertised with bid opening scheduled for March 1st at 10AM. Airport Projects – Engineer Joe Picciola reported that Plaisance Dragline has installed both pumps for the Pump Station project. The pumps are now in operation and running well. There is a change order increase of $3,500 later on agenda for the removal of the existing platform and piles. Chiasson stated the old pumps that were removed were donated to the Parish. Davie Breaux reported SBL Construction is on site at the Airport for the Obstruction Removal tree clearing project. SBL completed approximately 3,500 ft. of the 10,000 ft. of trees along the east side of the runway. This project is DOTD funded. Melancon questioned the largest tree scenario, which Breaux replied a couple of hackberry trees of 24” diameter. Other Projects – Engineer Larry Picciola reported Dupre Bros has completed the Mooring Dolphins Phase 4 project. There is a balancing change order deduct of $14,400 and substantial completion certificate later on the agenda for approval. Engineer Joe Picciola issued notice to proceed to PSC on February 15th for the Fourchon Bridge Helper Bent project. They are in the process of coating the beams and pipe piles and should move on site March 1st with completion within 3 to 4 weeks. Picciola reported Huey Stockstill has been working on the Airport Road Paving proj-
ect with some weather delays. We are meeting with them today to determine their upcoming work schedule since the time ends early March. They do plan to start removing trees this week. Gisclair questioned the removal of trees, which Picciola replied they will be hauled off and disposed of. They will also remove and replace the cattle fence. Engineer Joe Picciola reported that the Steel Mooring Pile project in Bayou Lafourche is complete and in the lien period. Chiasson reported the Assumption of Maintenance Study is still under review by the ASA Corps office. Chiasson reported we did get approval from the ASA Corps office to enter into an agreement with the Corps District Office for the Section 203 Feasibility Study. This study will look at deeper draft capabilities in Port Fourchon. We are moving forward and will plan to meet with the Corps soon to work on the scope of work and what assistance they can provide. Davie Breaux reported the LA 3090 Overlay is approximately 99% complete. The remaining work is striping and shoulder work. President opened the floor for any public comment. Henri Boulet updated the board on the LA project. The Coalition has been meeting with relative Cabinet Secretaries of Governor Edwards Administration, including new LA DOTD Secretary Shawn Wilson and new CPRA Chairman Johnny Bradberry. He will be meeting with Secretary Wilson again soon to discuss the status of funding opportunities for all segments of Phase II. Segment C in Golden Meadow is waiting on the Corps to issue a 408 permit on the T-Wall to be constructed in the levee. The new Corps processing steps for 408 permits is taking additional time, and a revised earliest date for bidding out this segment is in June. LA DOTD and the State Joint Transportation Committee did recently hold their Annual Public Hearing to receive comments on the proposed highway funding program for Fiscal Year 2016-2017. Boulet thanked DOTD and the committee for the state’s proposed investment in the LA 1 Project’s Segment A in both this fiscal year and next fiscal year. He also concurred with Lafourche Parish Government’s comments that both lower LA 1 and the Airport Corridor Road project were the most critically needed highway projects to our parish. Vhores “T-Voe” Trosclair addressed the board and announced his candidacy for Port Commission Seat D in the upcoming March election. Jimmy “T-Jim” Lafont addressed the board and announced his candidacy for Port Commission Seat D. Parish Councilman Danial Lorraine stated that with the new Parish Administration he looks forward to continuing the good working relationship the Parish has with the Port. Committee Reports Executive Committee - The committee met on January 27th in Fourchon present was Gisclair, Cheramie, Griffin, and Melancon. They also met on February 15th in Galliano present with all present. Upon motion by Cheramie second by Collins, with no public comment, the board unanimously approved the request from Production Management Industries to extend the lease terms on site GLF405 up to our landowner lease but with no changes to rental provisions as requested. Upon motion by Griffin second by Melancon, with no public comment, the board approved the request from In Hot Water, LLC to sublease a 9’ x 400’ portion of property along the fence line to Tiger Offshore Rentals. The vote resulted in 7 yeas, 1 absent and 1 abstain by Gisclair. Upon motion by Cheramie second by Savoie, with no public comment, the board unanimously approved the request from ERA to sublease a portion of property to Intermoor for parking vehicles subject to Port Attorney’s review. Upon motion by Melancon second by Bruce, with no public comment, the board unanimously approved the request from AIC to extend the office lease at the Port Complex. WHEREAS, the Governor of the State of Louisiana has declared that an emergency exists and has amended Proclamation No. 30 JBE 2016 which as amended declares and emergency for all parishes in the State of Louisiana; and
WHEREAS, the Mayor of the Town of Grand Isle hereby states that severe damage to the Hurricane Protection Levee resulted from a strong upper level storm system that moved through Louisiana and Grand Isle and began causing damage in Grand Isle on March 10, 2016. NOW, THEREFORE BE IT RESOLVED BY THE MAYOR AND TOWN COUNCIL OF THE TOWN OF GRAND ISLE, JEFFERSON PARISH, LOUISIANA THAT: The Mayor and Town Council of the Town of Grand Isle hereby proclaim that a state of Emergency is hereby declared for the Town of Grand Isle so that quick and timely action may be taken by the Town of Grand Isle to make sure that the Hurricane Protection Levee is protected and rebuilt prior to the upcoming hurricane season.
