Oil spill money targeted for La. colleges, under proposal

BATON ROUGE, La. (AP) — Higher education leaders are eyeing Gulf oil spill recovery money as a possible long-term financing source for Louisiana’s college campuses. The Board of Regents on Wednesday supported a proposal to be sponsored by Rep. Walt Leger, D-New Orleans, that could steer to public colleges some of the money Louisiana is expected to receive from BP to pay for economic damage caused by the 2010 spill. Those dollars are separate from other civil penalties from violations of environmental laws, money that’s required to be set aside for coastal restoration and protection projects. Lawmakers already have earmarked the first $1 billion in economic damages money to repay Louisiana’s “rainy day” fund and an elderly trust fund that have been used to plug budget gaps in recent years. Leger’s bill, according to the Board of Regents, would target oil spill money above that, place it into a fund and require the interest earnings be spent on higher education. The economic damages claims are the subject of ongoing federal litigation, and it’s unclear when any of the money might be available to the state. The money wouldn’t help colleges as they face the possibility of steep cuts in the upcoming budget year, but it could give the campuses a dedicated and stable stream of funding in future years. Lawmakers will consider the proposal in the legislative session that begins April 13.

Proposed bulkhead funding questioned by councilmen

An ordinance asking for additional money for the Industrial Park Road Bulkhead project, proposed at Tuesday’s Parish Council meeting, was deferred until April over some questions about the proposed funding source. Parish administration’s measure to provide an additional $1.5 million to add 500-ft. more bulkhead along the Intracoastal Waterway in Larose was met with grumbling by some councilmen. The original scope of the project called for 425-ft. of bulkhead at the intersection of Bayou Lafourche and the Intracoastal Waterway. Sealevel Construction Inc. of Thibodaux was awarded the project after a low bid of $1,235,551. On Tuesday, Councilman Jerry Lafont objected to the new request during a project update given to the Council by Design Engineer Heather Klingman of Duplantis Design Group. Lafont said that the source of funding for the project, Road Sales Tax District #2 Fund, is not the proper source. “We are misleading the public with RSTD2 money. It was passed for roads and drainage. Now we are using it for bulkheads and bridges,” he said. See Council Page 5-A

National WW2 Museum gets $20M donation from local businessman

NEW ORLEANS (AP) — A former board chairman has given the National World War II Museum $20 million, half of it for a 150-foot-tall canopy that will shade the courtyard and some buildings. It’s the museum’s biggest donation ever, officials said Tuesday. “I hope tomorrow we hear someone else is the largest Boysie Bollinger contributor to the National World War II Museum,” Boysie Bollinger, chairman and CEO of Bollinger Shipyards, said during a live-streamed news conference to announce his gift. The money includes $4.5 million for capital construction, $4 million for the museum’s endowment, $1 million for a gallery scheduled to open in December, and $500,000 for capital campaign and operating funds, museum spokeswoman Kacee Hill said. Officials said the infusion brings the endowment to $18 million. The sharply angled “Canopy of Peace,” 448

feet long and 126 feet wide, will be anchored at its long forward edge by two girders coming together in a giant V. It will symbolize the hope and promise of peace and “the enduring spirit of America’s wartime slogan, ‘We’re all in this together,’” said Gordon H. “Nick” Mueller, the museum’s president and CEO. It’s designed to withstand at least 130-milean-hour winds, with a likely safety factor of up to 200 mph, Bob Farnsworth, the museum’s senior vice president for capital programs, said in an interview. He said the canopy’s shade will help cut the air conditioning bill for the five buildings that sit across the street from the building that opened June 6, 2000, as the National D-Day Museum. It’s expected to be finished in 2017. The capital construction donation gave Bollinger naming rights to the Stage Door Canteen, the restaurant where musical productions accompany lunch and dinner. It is now BB’s Stage Door Canteen, after the name Bollinger’s grandchildren call him, according to a news release. See Museum Page 5-A

Jindal health care budget has gaps, cuts, unsure financing MELINDA DESLATTE Associated Press

BATON ROUGE, La. (AP) — Gov. Bobby Jindal’s hospital privatization deals that provide care for uninsured patients are precariously balanced in next year’s budget recommendations, with one-third of their financing reliant on tax changes uncertain to win passage from state lawmakers. The House Appropriations Committee was told Wednesday that the governor’s $9.5 billion health care spending plan for the fiscal year that begins July 1 relies on $407 million from Jindal’s proposal to shrink spending on certain tax breaks. Most of that uncertain money, $332 million, is plugged into payments for Jindal’s contracts that turned over the LSU-run hospitals and clinics to private managers. If those dollars don’t show up, hospital payments would be cut from more than $1.1 billion to $815 million under the governor’s budget.

Now in its second year, Art Works features artwork by community-based artisans and Nicholls art students, who also offer demonstrations of techniques. NEW ORLEANS (AP) — The Louisiana Society for the Prevention of Cruelty to Animals says it is investigating New Orleans’ second goat beheading in two months — this one with a samurai-style sword. The SPCA received a 12-second cellphone video Tuesday showing at least five young men around a kiddie pool where a white goat with a brown head is pulled into the air with a rope and one man cuts off its head, SPCA Spokeswoman Alicia Haefele said Wednesday. “The other men cheer in the background and record the felony act� with their cellphones, she wrote in a news release. Investigators don’t know just when or where it happened, Haefele said, adding that the SPCA first received reports about such videos on Monday. This killing appears un-

DALLAS (AP) — More than 20 people have been arrested in a Texas and Louisiana prescription drug ring allegedly using the homeless to pose as patients. Federal prosecutors in North Texas on Wednesday announced the 23 suspects are from Houston, Austin and Dallas, plus Lafayette and Baton Rouge. An indictment unsealed Tuesday in Dallas says the scheme began in 2013 and often involved homeless or poor people being paid fees to pose as patients. The ringleaders then obtained the prescriptions and sold the drugs. Prosecutors say 21 suspects have been arrested. Each was charged with conspiracy to distribute a controlled substance.

Police: Dead man’s neck lodged between posts of iron fence

NEW ORLEANS (AP) — New Orleans police say they’re investigating the death of a man found with his neck lodged between posts of an iron fence around a shopping center. Police say the man was found Thursday morning. The fence is about chesthigh with bluntly pointed iron posts a few inches apart. Officer Garry Flot says the man was a 58-year-old local. He says the coroner will determine the cause of death. Flot says someone walking by saw the body about 7 a.m. and called police. ___

U.S. crude rose $2.22, or 4.5 percent, to close at $51.43 a barrel in New York. U.S. crude oil has jumped 17 percent since hitting a low of $43.96 a barrel a week ago. It was the first time the benchmark U.S. oil contract closed at $50 or higher since March 9. Brent crude, a benchmark for international oils used by many U.S. refineries, rose $2.71, or 4.8 percent, to close at $59.19 a barrel in London. The price of oil has

been bouncing back over the past week as concerns about tensions in the Middle East intensify. Phil Flynn, senior market analyst for the Price Futures Group, wrote in a note to clients that oil prices have “turned the corner� after the Saudi air strikes put 3.5 million barrels of oil exports at risk. The price of oil is still down sharply from June 2014, when it traded as high as $107 a barrel. Abundant supplies and diminishing global demand were blamed for the extended slide in the price of oil. Flynn said analysts at his group have been warning that oil was near a “major bottom� and was poised to turn higher as signs of improving demand emerge and as the number of rigs actively exploring oil and oil investment drops.

By: Rev. Wilmer L. Todd A Modern Parable: The Story of the Three Trees A reader sent me the following story entitled The Three Trees. I have edited it as we prepare for Holy Week. Three trees on a wooded hill were discussing their hopes and dreams. The first tree said, “Someday I hope to be a treasure chest. People could fill me with gold, silver and precious gems. They could decorate me with intricate carvings and everyone would see its beauty.� The second tree said, “Someday I will be a mighty ship. I will take kings and queens across the seas and sail to unknown places. Everyone will feel safe because of the strength of my hull.� Finally, the third tree

said, “I want to grow to be the tallest and straightest tree in the forest. People will see me on top of a hill, look up to my branches and think of the heavens and God. They will remember me as the greatest tree of all time.� After years of praying that their dreams would come true, a group of woodsmen came upon the trees. One came to the first tree and said, “This looks like a strong tree. I can sell the wood to a carpenter.� After being cut down, the tree was happy because he knew that the carpenter would make him into a treasure chest. At the second tree a woodsman said, “This looks like a strong tree. I can sell it to the shipyard.� The second tree was happy because he knew he was on his way to becoming a mighty ship. When the woodsmen came upon the third tree, the tree was frightened because he knew that if they cut him down, his dreams would not come true. A woodsman said, “I don’t need anything special from this tree so I’ll just take it back with me.� When the first tree ar-

rived at the carpenters, they made it into a feed box for animals. It was then placed in a barn and filled with hay. They cut the second tree and made a small fishing boat. They cut the third tree into large pieces and left it alone in the dark. The years went by, and the trees forgot their dreams. Then one day, a man and woman came to the barn. She gave birth and they placed the baby in the feed box made from the first tree. The tree could feel the importance of this event and knew that it had held the greatest treasure of all time. Years later, a group of men got in the fishing boat made from the second tree. One man went to sleep. A great storm arose and the tree didn’t think it was strong enough to keep the men safe. The men woke the sleeping man. He stood and said “Be calm� and the storm stopped. At this time, the tree knew that it had carried the King of Kings in its boat. Finally, someone came and got the third tree. It was carried through the streets as the people mocked the man who was carrying it. Later, they nailed the man to the tree and raised him up to die at the top of a hill. On the third day, the tree came to realize that it was strong

enough to stand at the top of the hill and be as close to God as was possible. Jesus had been crucified on it. The moral is: When

things are not going our way, know that God has a plan for us. God will do almost anything for us. Jesus reminded us through his

teachings and his stories how much God loves us. Place your trust in God and God will always give you what is best for you.

At a previous meeting, Parish President Charlotte Randolph noted that RSTD2 will have a $4 million surplus in 2015, but Lafont said that money will not last if administration continues to use it for bridges and bulkheads. Lafont pointed out that one upcoming project to repair approaches to the Galliano Bridge across Bayou Lafourche will cost the parish $300,000. Councilman Daniel Lorraine said the parish has spent close to $2.5 million on bridges in the 10th Ward since 2008 when bridges were added to RSTD2’s responsibility. “I know the DA (District Attorney Cam Morvant) said drainage is part of roads. But let’s go and fix what needs to be fixed, not add an additional 500-ft. to this project. I could go and spend $1 million on drainage in my district in five minutes,” he stated. Klingman said the original design was limited by the amount of money available. “We know what needs to be done. We’re just asking for the money to finish the project,” she stated. Councilman Phillip Gouaux warned that the additional money is required to protect the roadway near the Intracoastal Waterway, which is heavily travelled by school buses and vehicles going to the shipyard nearby. “When we looked at the bulkhead with the Corps of Engineers in 2002, we felt the stretch along Bayou Lafourche was the worst. We weren’t aware that the Intracoastal side was that bad. The road is undercut and needs to be fixed,” he said. Gouaux said that parish councilmen need to stop looking at certain funds as “little dynasties that nobody wants touched.” Lorraine and Lafont believe the repair should be funded out of the parish’s Royalty fund which collected about $9.4 million in 2014 off of royalties paid from mineral leases in the parish. After discussion, Lafont offered to defer the measure until April, at which time more debate is likely over the measure.

ROSITA PLAISANCE Rosita C. Plaisance, 76, a native of Golden Meadow and resident of Cut Off passed away on Sunday, March 22, 2015. Visitation was held at Sacred Heart Catholic Church in Cut Off on Thursday, March 26, from 10:00 a.m. until funeral time. A Mass of Christian Burial was celebrated at 12:00 p.m. with burial in the church cemetery. She is survived by her son, Perry Plaisance; daughters, Carol Pitre, Diane Plaisance, Romanda Pitre, Cindy Istre; 6 grandchildren, 3 great grandchildren and 4 step great grandchildren. Detectives investigating equipment theft at Bollinger Shipyards Sunday, March 29, 2015 THE LAFOURCHE GAZETTE

A reward is being offered for information leading to the arrest of the person or persons who stole equipment from Bollinger Shipyard last month. When detectives responded to the shipyard location on LA Highway 308 in Lockport they learned a utility trailer and a custom drill press were stolen around the last week of February. Standoff ends peacefully in Lockport

Lafourche Parish Sheriff Craig Webre and Lockport Chief of Police Warren Vedros reported a standoff with a barricaded subject ended peacefully after more than three hours on Wednesday afternoon, March 25th. At 9:00 a.m., officers responded to a residence in the 400 Block of Lafourche Street in Lockport after learning a male subject was at the residence with a firearm and possibly contemplating suicide. attempted to make contact with the man, but he refused to exit the residence. At that time, the Lafourche Parish Interagency Crisis Management Unit was then called to the scene. The standoff ended peacefully at around 12:45 p.m. when negotiators convinced the man to exit the residence unarmed. He was then transported to a local hospital for evaluation. Several residential streets were blocked off during the incident. Sheriff Webre and Chief Vedros thank the residents of Lockport for their cooperation. Gone Overboard

An elderly couple were on a cruise and it was really stormy. They were standing on the back of the ship watching the moon when a wave came up and washed the old man overboard. They searched for days and couldn’t find him. So the captain sent the old woman back to shore with the promise that he would notify her as soon as they found something.

Nicholls culinary students master skills in Augusta The Chef John Folse Culinary Institute at Nicholls State University is sending 35 students to the annual U.S. Masters golf tournament in Augusta, Georgia, where the students will spend their spring break preparing meals for some of the country’s top golfers. The Nicholls culinary students are expected to leave the university’s campus on Thursday, April 2 and return on Monday, April 13. During their weeklong stint at the Masters, the students will work 1012-hour shifts preparing 1,200-1,500 meals daily at the 90,000-square-foot Berckmans Place hospitality facility. The experience will provide students with the highly coveted opportunity to work alongside respected professionals in the culinary industry. In April 2014, the Chef John Folse Culinary Institute sent 36 Nicholls students to the prestigious golf tournament. One student later completed a culinary externship in Augusta in preparation of the 2015 Masters tournament.
