Face painting, the Easter Bunny, crocheted Easter baskets, hair bows, plate lunches, and more, all at the first annual indoor American Legion Spring Craft Show held Saturday at the Legion Home in Lockport. And in case you didn’t get enough, the 18th Annual Main Street Market, sponsored by the Bayou Lafourche Folklife and Heritage Museum, is set for this Saturday, April 1, from 9 a.m. to 4 p.m. at the Lockport Bayou Side Park. The market features crafters, painters, artisans, paintings, clothing, jewelry, pottery, lawn ornaments, purses, woodcrafts, and a variety of other novelty items. The museum will also sell food and drinks. And while you’re at it, visit the Lockport KCs Ladies Auxiliary garage sale, also on Saturday beginning at 7 a.m. at the KC home on Seventh Street. Lots of items will be sold with proceeds benefitting charitable causes that the Ladies Auxiliary supports throughout the year.

Annual Leeville festival set for Saturday

This Saturday, April 1, at the 4th Annual Leeville Arts and Heritage Festival, locals and visitors alike are invited to celebrate the historic south Lafourche fishing village with food, arts and crafts and live entertainment. This year’s Festival won’t be held in the village that it’s named for, but instead will be held in nearby Golden Meadow. There isn’t enough physical land in Leeville to support the growing festival, said festival organizer Janet Rhodus, and because of the coastal erosion that continues to plague Leeville, the decision was made to move the festival to Golden Meadow. Rhodus, of Launch Leeville, said the festival’s main objective is

to raise awareness about Leeville and the toll land loss has taken on the community. Leeville precariously sits miles outside the parish’s levee system to the north, and only 10 miles of open water and marsh to the south separate it from Port Fourchon. Since the opening of the elevated LA 1 Highway, Leeville has seen a decline in the amount of visitors and fishers. Now, the population has shrunk to an estimated 30 people, said Rhodus. But the festival, going on its 4th year, has been successful at bringing more attention to the community and helping people reconnect with the area, Rhodus said.

Court dates have been set for a Houma man found guilty last year of the 2012 slayings of a Lockport woman and her two daughters. A jury on Oct. 30 unanimously convicted David Brown, 39, of three counts of first-degree murder in the deaths of 29-year-old Jacquelin, 7year-old Gabriela and 1-year-old Izabela Nieves. The jury found that

Court dates set in Lockport triple murder case By Bridget Mire, Daily Comet Staff Writer

Doctors will determine if a Golden Meadow man charged in two south Lafourche slayings is fit to stand trial after the defense raised the issue of mental illness. Dayton Duet, 20, was arrested Nov. 8 and is charged with two counts of second-degree murder in the deaths of Wayne Matherne, 64, of Golden Meadow, and Stanley Gisclair, 78, of Galliano. According to court records, Duet has pleaded not Dayton Duet guilty by reason of insanity. State District Judge Christopher Boudreaux ordered Gretna forensic psychologist Rafael Salcedo and New Orleans psychiatrist Richard Richoux to examine him. The doctors must file their reports by April 28, court records show. After the judge reviews those reports, a sanity hearing will be held. According to the Lafourche Parish Sheriff’s Office, a meal-delivery worker found Matherne unresponsive the morning of Nov. 4 at his home, and he was pronounced dead when emergency responders arrived.

Brown stabbed all three victims, sexually assaulted Jacquelin and Gabriela, and set the family’s apartment on fire. It’s still unknown when Brown will be formally sentenced to death. The jury decided Nov. 1 that was the appropriate penalty for his crimes. Brown’s case is set for a hearing Sept. 5, and state District Judge John LeBlanc of Thibodaux has ordered him to attend. Study: New Orleans tourism records: 10.45M tourists, $7.4B

NEW ORLEANS (AP) — A new study says New Orleans has broken a tourism record set before Hurricane Katrina, with nearly 10.5 million visitors in 2016. The record had stood at 10.1 million since 2004, the year before the hurricane struck. University of New Orleans’ Hospitality Research Center says last year’s visitors spent $7.41 billion dollars. US rig count increases 20 this week to 809; Texas up 8

HOUSTON (AP) — The number of rigs exploring for oil and natural gas in the U.S. increased by 20 this week to 809. A year ago, 464 rigs were active. Houston oilfield services company Baker Hughes Inc. said Friday that 652 rigs sought oil and 155 explored for natural gas this week. Two were listed as miscellaneous. Texas increased by eight rigs and Oklahoma added seven. New Mexico rose by three while Alaska, California, North Dakota, Pennsylvania and West Virginia gained one each. Louisiana declined by two and Wyoming by one. Arkansas, Colorado, Kansas, Ohio, and Utah were all unchanged. The U.S. rig count peaked at 4,530 in 1981. It bottomed out last May at 404. ___

Retired Louisiana police leader to get $128K annual pension

BATON ROUGE, La. (AP) — The former leader of the Louisiana State Police will take home more than

$128,000 annually in retirement benefits for life. Col. Mike Edmonson retired last week after coming under increasing criticism for his leadership of the agency. WWL-TV reports it got Edmonson’s pension information from the Louisiana State Police Retirement System. He’ll also get a lumpsum payout for some additional retirement contributions he set aside, but that figure wasn’t released. Edmonson was paid a $177,000 annual salary before retiring. His pension payments would have been thousands of dollars larger, under a last-minute retirement provision passed by lawmakers in 2014 that would have benefited Edmonson and one other trooper. After harsh criticism, Edmonson and the trooper said they wouldn’t accept the benefit. A judge later declared the pension hike unconstitutional. ___

13 states back Trump travel ban in appeals court

RICHMOND, Va. (AP) — A group of 12 state attorneys general and one governor is urging a federal appeals court to allow Donald Trump’s revised travel ban targeting six predominantly Muslim countries to take effect. In a brief filed in the 4th U.S. Circuit Court of Appeals on Monday, the states say the president’s executive order is not a

“pretext for religious discrimination.” They say the president acted lawfully in the interest of national security. The states are Alabama, Arizona, Arkansas, Florida, Kansas, Louisiana, Montana, Oklahoma, South Carolina, South Dakota, Texas and West Virginia. Gov. Phil Bryant of Mississippi also joined. The states are urging the Richmond-based appeals court to overturn a lower court ruling that blocked the ban from going into effect. A judge in Hawaii has issued a separate ruling blocking the executive order. The court will hear arguments in the case May 8. ___

Audit: $6.4M misspent on dental claims in Louisiana Medicaid

BATON ROUGE, La. (AP) — A new audit says Louisiana’s health department and its dental benefits program administrator paid $6.4 million for dental claims that violated the Medicaid program’s rules. The report from Legislative Auditor Daryl Purpera’s office says the improper payments occurred between July 1, 2012, and June 30, 2016. Auditors say more than 107,000 improper claims for dental benefits were paid. Examples included payments for exams for people who weren’t eligible and for claimants who didn’t get

prior authorization for services. Purpera’s office says another $3.4 million in dental services paid through Louisiana’s Medicaid program during the period were possibly improper. The health department says it’s updating its dental services handbook and working with its program administrator to ensure restrictions are clearly explained. The agency says it will seek payment recoupment “where appropriate.”

Teams of six must preregister prior to the event to ensure a spot in the competition. Register by April 1 and avoid a $25 late fee. Forms can be downloaded from the Larose Civic Center’s website, bayoucivicclub.org, or by calling the office at (985) 693-7355.

Suspect

From 1-A

He had cuts on his head, and Duet told detectives he’d hit the victim with a wooden statue. Deputies arrived at Gisclair’s home on the afternoon of Nov. 7 after a family member found him unresponsive, the Sheriff’s Office said. He had severe trauma to the face and was pronounced dead at the scene. According to the Sheriff’s Office, Duet told detectives he knocked at Gisclair’s home and struck him multiple times in the face with an ax after the victim opened the door. The two were acquaintances, but investigators believe Duet had no motive other than wanting to kill. Lafourche’s public defender’s office is representing Duet. In a motion for a sanity commission, the office said it had “reason to believe that the defendant is presently mentally incapacitated and was also mentally incapacitated at the time the alleged crime was committed, and is unable to understand the nature of the crime, and unable to assist counsel in his defense.” A second-degree murder conviction carries a mandatory penalty of life in prison without the benefit of probation, parole or suspension of sentence. Prosecutors have said they plan to try Duet on both counts at one time. — Staff Writer Bridget Mire can be reached at 448-7639 or bridget.mire@dailycomet.com. Follow her on Twitter @bridget_mire.

“I do it because I don’t want this French and Cajun culture to die,” said Rhodus. The family-oriented festival is free to the public and features arts and crafts, heritage exhibits, food, live entertainment and a shrimp boulette and cracklin’ cooking competition. Members of the Houma Indians will also present basket weaving demonstrations. The festival will be held from 10 a.m. to 5 p.m. at the Oak Ridge Community Park in Golden Meadow. Bring your lawn chairs and enjoy the sounds of Southern Cross as the band will perform from 2-5 p.m. This year, the festival is also holding its first charity fishing rodeo, Fishing for a Friend, at Top Water Marina, 24015 LA 1, in Leeville. The rodeo will raise money to go towards the medical expenses of 7year-old Brooklyn Verdin, of Bourg, who suffers from multiple physical conditions after she was born with placenta stuck to her brain. Gov. asks Louisianans to share how Medicaid Expansion has helped

Gov. John Bel Edwards is launching an initiative to collect the stories of Louisianans whose lives have been impacted by new health insurance coverage through Medicaid expansion in Louisiana. Citizens are encouraged to fill out the short survey and share their story on the governor’s w e b s i t e , http://gov.louisiana.gov/s hare-your-story. “I am asking Louisianans who have enrolled in Medicaid expansion to share their stories with my office so we can learn more about the very real effects the program is having on the lives of our citizens and share their success stories with members of Congress as they consider replacing the Affordable Care Act,” said Gov. Edwards. “I’ve often said Medicaid expansion is the easiest big decision I’ve made since taking office, and I’m excited to hear from those who are receiving lifesaving care, for the first time in some cases.”

Survey responses will be used to help Gov. Edwards advocate for the continuation of Medicaid expansion as Congress debates the possible repeal and replacement of the Affordable Care Act. Since coverage began in July 2016 through Medicaid expansion, over more than 408,000 working Louisianans have gained access to health care, and the state is projected to save nearly $200 million, funds that are being used to fund education, TOPS and our partner hospitals around the state. Under Medicaid expansion: - More than 62,000 patients have received preventive care treatments. - More than 5,700 patients have been screened for breast cancer, with 74 diagnosed with breast cancer. - 5,900 patients have received colon cancer screenings. - More than 1,300 patients have been diagnosed with diabetes.

18-wheeler driver arrested after Leeville fatality crash

Shortly before 7:00 Friday morning, Troopers from Troop C were advised of a two-vehicle fatality crash on the Leeville Bridge section of LA 1. The crash resulted in the death of 69-year old Kenneth Ancar of Harvey, LA. The preliminary investigation revealed 27-year old Brandon Bonvillain of Houma was traveling south on LA 1 near milepost 20 in a 1985 Volvo tractor-trailer when he crossed the centerline and struck a northbound 1998 Acura Integra being driven by Ancar head-on. After the impact, Bonvillain attempted to flee the scene on foot but was located by a deputy with the Lafourche Parish Sheriff’s Office. Bonvillain was not injured in the crash. Ancar sustained fatal

New Orleans attorney Kerry Cuccia and his Capital Defense Project of Southeast Louisiana represented Brown during the guilt phase of the trial, but Brown decided to represent himself in the penalty phase. The New Orleansbased Capital Appeals Project is now working on the case. Project attorneys had been meeting monthly with prosecutors from the Lafourche Parish District Attorney’s Office and the judge. Those conferences will cease now that they have all the transcripts from Brown’s trial. LeBlanc ordered Capital Appeals Project attorneys to file post-trial motions by July 7, and prosecutors have until Aug. 4 to respond. Project attorneys then have until Aug. 28 to file their response. District Attorney Cam Morvant II said he doesn’t yet know what motions will be filed. “The trial took a lot of testimony, a lot of technical testimony, and they have to go back and read all of this,” he said. “You have a new group that’s in now. They weren’t part of the trial.” He said he also doesn’t know how long it will take for Brown to be sentenced. “That’s going to depend on where the motions go on (Sept. 5),” he said. “There’s no timetable for that.” — Staff Writer Bridget Mire can be reached at 448-7639 or bridget.mire@dailycomet.com. injuries as a result of the crash and was pronounced deceased by the Lafourche Parish Coroner’s Office. Both were properly restrained at the time of the crash. Impairment is not suspected on the part of Ancar; however, toxicology tests are pending. Bonvillain showed signs of impairment and was arrested for Vehicular Homicide, Hit and Run Driving involving a Fatality, and Driving Left of Center. Bonvillain submitted a blood sample for toxicology tests and the results are pending. He was booked into the Lafourche Parish Detention Center.

LA SAFE planning session Apr. 4 in Mathews

Louisiana’s Strategic Adaptations for Future Environments (LA SAFE) is launching a planning process to develop a common vision with coastal residents intended to guide parish-specific decisionmaking in coming decades relative to projected future flood risks throughout the region. The process is kicking off with six parish-specific meetings hosted by the Louisiana Office of Community Development’s Disaster Recovery Unit, in partnership with the Foundation for Louisiana’s Coastal Resilience Leverage Fund and the elected leadership of the parish. The planning process is a key step in the imple-

Citizens invited to plan for changing coastlines

mentation of LA SAFE, a $40 million initiative funded by the U.S. Department of Housing and Urban Development. Once plans are developed, the LA SAFE team will use the balance of funds to invest in proposed programs and projects within the 6-parish area. LA SAFE is a communityfocused resilience and adaptation framework designed to complement the state’s Coastal Master Plan. Representatives will be present at these meetings to work with citizens to begin discussing how their communities can best adapt and develop in the future. The LA SAFE team will

give a pair of brief presentations alongside residentfacilitated activities and discussions during the meetings. Each meeting offers similar content with additional parish specific information. Learn more about this initiative at LASAFE.la.gov.

The meeting in Lafourche Parish is set for Tuesday, April 4, from 6 to 8 p.m. at the Mathews Government Complex, 4876 Hwy. 1, Mathews. The LA SAFE team encourages all interested parties to attend.
