The North Lafourche Levee District (NLLD) Board of Commissioners approved a measure recently to place a quarter-cent sales tax dedicated to building critical levees and other priority flood protection projects on the May 2, 2015 ballot. The District also passed a resolution recently saying money from the proposed sales tax will not be used for salaries, legal judgments or new buildings. The sales tax is estimated to generate approximately $2.2 million per year for the District, which would be solely dedicated to construction of priority levee and flood protection projects in the District, from the northern end of the parish to the Intracoastal Waterway in Larose. The proposed sales tax revenue would also be leveraged to attract more state and federal money for the local levee projects. See Tax Money Page 6-A
Judge declares a mistrial
A Cut Off man charged in a fatal shooting near his home will get a new trial after a jury could not make a decision Saturday in his second-degree murder case. Robert Chouest, 31, is charged in the May 22, 2013, killing of Shawn Galjour, 41, of Larose. Galjour was found on his back in a driveway near Chouest’s home on ABC Lane. According to the Daily Comet, the jurors returned to the courtroom after two-and-a-half hours of deliberation to tell state District Judge John LeBlanc that they were deadlocked 9-3. The glory and the power of the life, death, and resurrection of Jesus Christ is coming to Lafourche this Easter. Victory Life Productions will put on their annual play, “My Redeemer
Lives,” at Central Lafourche High School Auditorium on Friday and Saturday, April 3 and 4 at 7 p.m. and on Easter Sunday, April 5 at 6 p.m. Admission is free to the public. The production is being sponsored by Victory Life Church, which
was first established in 1988 as a children’s ministry that evolved into a full church, as well as a children’s ministry. Danny Knight, the Senior Pastor at Victory Life Church for 21 years, is responsible for the production. “Basically the point of it is to take the message of the life of Jesus and His passions and what He went through for us and to bring it to life. Ultimately, I’m looking for an emotional response,” said Knight. Unlike most Easter productions, which focus on the passion and the resurrection, “My Redeemer Lives” also takes us on a journey through the life of Jesus Christ. The play begins with the announcement of Jesus’ birth and takes us through His ministry years and His miracles, before it shows us the passion,

death and resurrection of Jesus Christ. The play will last roughly two hours, to tell the full story, including a twenty-minute intermission. The presentation is full of choreography, color, and pageantry. Pastor Knight believes that “My Redeemer Lives” is a way to experience the love of Jesus

SLHS to host crawfish fundraiser April 10
South Lafourche High School will hold a crawfish boil on Friday, April 10. Cost will be $15 per plate, which includes 3 lbs. of crawfish, potato, and sauce. The Lafourche Parish Animal Shelter is asking the public to consider donating some much-needed items such as cat litter and cat food as they go thru litter quickly. Poker Run benefit set for April 18
A poker run will be held April 18 to benefit Jason Esponge, a local man who was diagnosed with Stage 4 Lymphoma. The event will begin with registration at 8 a.m. at Jackson’s Bar in Golden Meadow and continue to Da Bar, Blue Moon, Gators, Royal Daiquiri, TKs and end at Jackson’s Place. Cost is $15 per bike / vehicle and $10 for passengers. Free meals will be provided to the riders. Outside meals are $7 per plate. Music will be provided as well as a 50/50 raffle and a live auction. Prize winnings include $200 for the high hand and $100 for the low hand. Monetary donations are also accepted to help pay for medical Jason’s costs.
Lions Club taking applications for camp
Applications for a summer vacation full of fun for special needs youth in the South Lafourche/Grand Isle area are now being accepted by members of the Golden Meadow Lions Club. The Louisiana Lions Camp is located north of Leesville and will open Sunday, May 31. There is no cost to the parents for the campers’ stay. All requests for summer camp require Lion sponsorship. The nonprofit organization constructs wigs that are generously given to women or girls who, for medical reasons, have lost their own hair. Aaron’s most recent donation measured 11 inches long.

“In a Small Pond” By Leroy Martin
From “Bon Jour” to “Who Dat”
In May of 1942, I joined my family in New Orleans after surviving 7th grade, an oil tank explosion, viewing a Nazi-torpedoed oil tanker burning in the Gulf of Mexico, and the death of three close friends, Pvt. Nolta St. Pierre and airman Arimise Cheramie, Jr, both killed in action, and Pennington St. Pierre from leukemia. I was just 13 years old. My sister Betty was enrolled at Leo the Great Catholic School in second grade. She skipped first grade because Golden Meadow School Principal Leonard Miller verified by letter that he had given her an oral examination and that she was qualified to begin her schooling in second grade. She was 6 years old. I knew I had to enroll in high school but my Dad kept putting it off. On the last day to enroll he said, “Let’s go.” We boarded the Broad Street bus and Dad asked the driver: “Hey, Cap. Is there a high school around here?” I crawled under the seat. “There’s one thirty blocks on this street,” he said. And like talking to a
cab driver, Dad said: “OK Cap! Take us there.” He kept talking to the driver, enumerating the locations of the best fishing spots in Lafourche Parish. I crawled further under. The driver kept a blank stare, but in my mind I assumed he was thinking: “Of all the buses in all the cities in all the world, why did they walk into mine?” (Sorry Bogey!) The bus stopped and with a sigh of relief the driver said: “This is it”. So Dad tells me: “Go do what you have to do”, and took another bus back home. He got things done, no more or no less, but “his way”! (OK Frank?) In front of me stood an ominous three-story building with stone letters reading Samuel J. Peters High School. I entered and fortunately saw a sign “register here”. That was simple enough since I had my birth registration, report cards and other documents I knew was required. I was now a student of a New Orleans high school just for boys, no girls, just when I was beginning to notice the difference. I was assigned a homeroom and

I knew what that message meant at Golden Meadow High. BAD NEWS! What misdeed could I have done in such a short time? I found the office and was escorted to a stern looking man standing by his desk. “Have a seat, Mr. Martin, I’m Arthur Scott and I was the first principal of Golden Meadow Elementary School.” I heaved an audible sigh of relief. “How is everybody down there, especially Miss McCabe?” he asked. “She is now Assistant Principal Mrs. Menton Chouest and is the mother of three daughters,” I answered. For the next hour he asked me the status of

US oil and natural gas rig count drops by 21 to 1,048
HOUSTON (AP) — Oilfield services company Baker Hughes Inc. says the number of rigs exploring for oil and natural gas in the U.S. declined by 21 this week to 1,048 amid falling oil prices. Houston-based Baker Hughes said Friday 813 rigs were seeking oil and 233 exploring for natural gas. Two were listed as miscellaneous. A year ago, 1,809 rigs were active. Among major oil- and gas-producing states, Alaska, Louisiana, Oklahoma and Texas each lost three rigs while California, Colorado, New Mexico and North Dakota were down two apiece. Wyoming was off by one. The U.S. rig count peaked at 4,530 in 1981 and bottomed at 488 in 1999. ___
Jailed ex-New Orleans mayor gets more time for appeal briefs
NEW ORLEANS (AP) — Federal public defenders have been granted more time to work on the appeal for former New Orleans Mayor Ray Nagin, who is serving a 10year sentence for corruption. Briefs in Nagin’s appeal had been due Monday, but the 5th U.S. Circuit Court of Appeals pushed back the deadline to April 9. Federal prosecutors did not object to the delay, which was granted last week. Public defenders Claude Kelly and Jordan Mark Siverd were appointed to the case last year after Nagin’s previous attorney, Robert Jenkins, said the former mayor was unable to pay him. Nagin, a Democrat, had been elected as a reformer when he took office in 2002. But prosecutors said graft in his administration began before Hurricane Katrina hit in 2005 and flourished afterward. Bribes included money, free vacations and truckloads of free granite for his family business. He was convicted on 20

every person, place or thing he remembered and I gave him whatever information I knew. He was appreciative and it turned to be a better afternoon then I had anticipated. I had made my first friend and it was the highest one I could have imagined. I would never again be called to the Principal’s office, which was honky dory* with me, (*a 1940’s expres-
sion meaning OK). Many years later, I read in the paper that: “Arthur Scott, former principal of S.J. Peters High School was electrocuted using a drill to repair his roof after storm damage.” I felt a pang of sorrow since I knew him as a family man and a nice guy. It was not a memorable way to die, but what is?

NEW ORLEANS (AP) — The founder of a Lockport shipyard and an Alexandria bank executive have bought a bit of one of New Orleans’ most famous restaurants. A news release says Galatoire’s majority owner John Georges sold 10 percent of his stake to Bollinger Shipyards founder Donald “Boysie” Bollinger and Red River Bank Chairman John Simpson. Georges owned 75 percent of the Bourbon Street restaurant and its two affiliates before the deal. The family that founded Galatoire’s owns 25 percent. The purchase includes interest in Galatoire’s 33

BATON ROUGE, La. (AP) — A lawsuit seeking to block Louisiana’s use of the Common Core education standards in public schools was dismissed Monday by a state district judge who said the legal challenge was filed too late. Seventeen state lawmakers sued the state Education Department and the Board of Elementary and Secondary Education in July, saying education leaders didn’t properly enact the multistate English and math standards. Gov. Bobby Jindal later joined the lawsuit. Superintendent of Education John White, a Common Core supporter, said the education board argued that the legal challenge had to be filed within two years of the standards’ adoption in 2010. District Court Judge Tim Kelley agreed and threw the case out. “It is my hope that the legislators and the governor will see the wisdom in allowing a sensible, responsible, professional path forward in the state,” White said. He said getting rid of Common Core “would throw the education system into chaos.” Jindal said he was disappointed Kelley didn’t rule

The Republican governor said he supports plans to appeal the judge’s decision and noted his separate federal lawsuit is still pending. “It’s important to note that we are also still fighting Common Core in federal court, where a judge has recently ruled that our case has standing and will be heard,” Jindal said in a statement. The Common Core standards are benchmarks of what students should learn at each grade level in English and math. They’ve been adopted by more than 40 states as a way to better prepare students for college and careers. Opponents say the standards are developmentally inappropriate and part of federal efforts to nationalize education. The lawsuit alleged the Board of Elementary and Secondary Education, or BESE, and the Education Department did not follow Louisiana’s Administrative Procedures Act when adopting the standards. The act requires public notice, a comment period and legislative oversight. The legislators said those provisions had been followed prior to other changes to education standards in Louisiana. The “My Redeemer Lives� has been in production for 25 years. In 1989 it began as a children’s production that did so well the church decided to adapt it to an adult presentation. Today the play averages around 2,500 visitors through the weekend. Knight believes that this play ultimately brings spiritual guidance to this community by pointing people to the Lord Jesus Christ. The church believes that it is the ultimate spiritual guidance they can offer. He says, as a nation we are in a time of great division, unrest, and concern; but in the presence of God’s grace there is peace. “I love to tell people that in Genesis 1:1, when God showed up, He brought light from darkness, order from chaos, and fullness from void, so anytime God shows up there’s going to be light, fullness and order. What greater thing can we bring than the presence of his grace,� said Knight. It takes around 150 members of the church who sacrifice every Sunday for eight weeks plus their entire Easter weekend to make this presentation available. Knight feels that an intense reward comes to them from their sacrifice and although Easter weekend is one of the busiest weekends of the year for them, they all still have smiles on their faces. Members helping to arrange the production come from every walk of life and range from elderly members to toddlers. All 150 people work towards a common, righteous goal. “I believe that Jesus Christ is the answer to every situation in life. I’ve found that in my life. I want to make that available in every life; and so the goal is very simple, to present the message of the life and love of Jesus Christ and hopefully bring every person to a point of decision of how to respond to the invitation He offers,� said Knight.

The District’s only current funding source is an ad valorem tax that provides approximately $3.5 million per year. The district, which serves about 65,000 residents north of the Gulf Intracoastal Waterway, has identified $250 million worth of projects that would be cost-effective. The work includes improving pump stations, levees and drainage canals from Gheens to Larose to Lockport. The resolution, which the board approved last week, says proceeds from the tax will not: - Increase the size of the district’s administrative staff or increase the current staff’s salaries. - Pay for legal judgments against the district. - Acquire or improve the district’s facilities. Voters in the district rejected the board’s last request for a new sales tax in 2012. The proposed onecent sales tax, which would have raised about $8 million a year, was defeated with 54 percent of voters against to 46 percent in favor. About 14 percent of the district’s voters cast ballots.

He was a hunter, Ledet said, and had no reason to believe anyone would be in a driveway on an isolated, family-owned street at 4 a.m. It was never determined why Galjour was on ABC Lane at that time but a coroner’s report showed that the victim was intoxicated. Chouest also testified that he didn’t realize Galjour was a man until after the shooting. Attorneys on both sides will have a conference with the judge May 13 to schedule a new trial.
Three students were charged in separate incidents at Lafourche Parish high schools in the last two weeks. Earlier this month, sheriff’s office deputies opened an investigation after learning a large number of computers had been damaged at Central Lafourche High School over the course of nearly two months. The total damages amounted to around $5,000. Through investigation, deputies learned two male students had inserted metal objects into USB ports on the computers to intentionally damage them. Both students admitted to damaging 10 computers each. They were charged with simple criminal damage to property. In a separate incident, a fire alarm sounded at around 11:45 a.m. on Thursday, March 26 at South Lafourche High School forcing a complete evacuation of the school. Through investigation, officials determined no fire was present and that a male student had falsely sounded the alarm. The juvenile was charged with criminal mischief in the incident. “Students need to understand there are serious consequences for criminal behavior at school,� said
Sheriff Craig Webre. “Not only is taxpayer money being wasted in cases such as these, but in the case of a false fire alarm, emergency services rush to scene resulting in these responders being tied up if a real emergency occurs elsewhere.� “Destroying school property and activating false alarms should not be considered pranks or jokes,� added Sheriff Webre. “These are crimes, and violators will face criminal charges.� In addition to criminal charges, students would also face disciplinary action from school officials. “We will consider the circumstances of each instance, but we have expelled students in the past for sounding a false alarm, for example,� said School Superintendent JoAnn Matthews. “We have zero tolerance for this sort of mischievous behavior which creates panic and wastes valuable resources.� Webre and Matthews urge parents to talk with their children to help them understand the serious consequences of criminal behavior, especially at school. Parents should especially ensure children know that sounding a false fire alarm is not a joke and could result in criminal charges and expulsion.
Applications for a summer vacation full of fun for special needs youth in the South Lafourche/Grand Isle area are now being accepted by members of the Golden Meadow Lions Club. The Louisiana Lions Camp is located north of Leesville and will open Sunday, May 31. There will be a one week session for youth with pulmonary diseases, two one week sessions for the mild mentally challenged ages 8-19, two one week sessions for youth with diabetes ages 6-14, two one week sessions for visual, hearing and orthopedically impaired youth ages 7-19. There is no cost to the parents for the campers’ stay. All requests for summer camp are handled by Lions, and each applicant requires Lion sponsorship. On February 10th, the Msgr. Carroll A. Badeaux Knights of Columbus Council #3054 of Lockport held their annual Catholic Youth Leadership Award (C.Y.L.A.) presentation to honor senior high school students attending Central Lafourche High School for 2014-2015. The award winners were Jessica Clement, Katelyn Stewart, and Chase Matherne. Jessica was the winner for the senior girls division
in the local C.Y.L.A. Contest. Jessica’s parents are Jimmy and Letia Clement. Also, Jessica’s sister, Logan was in attendance. Jessica received a beautiful plaque and a $50 check as the winner. Teach children to be charitable It is often during times of extreme devastation when children first see how communities can join together to help one another. Such efforts may be a child’s initial exposure to charity while highlighting the importance of putting another person’s needs before your own. But children need not be exposed charity solely during times of tragedy. Teaching children to be charitable is one of the ways to help them become good citizens of the world. By helping others, parents can instill early on lessons of kindness, empathy and compassion into their sons and daughters. Children who are ready and willing to lend a helping hand may grow up to be more appreciative of what they have in their own lives. What’s more, they may learn to be selfless while assigning less value to material things. Youngsters who repeatedly see their own parents and other role models doing good and lending a helping hand may be more inclined to repeat that behavior, and giving will be the norm for
them rather than the exception. To mold charitable children, families can employ the following techniques. * Start locally. There are people right in your own community or on the street where you live who can benefit from a helping hand. Ask an elderly neighbor if he or she needs assistance with shopping for groceries or could benefit from your child taking in the garbage
cans after pickup. Children can help shovel snow from sidewalks or do other ageappropriate tasks, such as place a carelessly strewn newspaper closer to a neighbor’s door. * Volunteer as a family. The entire family can get together and spend time working at a communitysponsored carnival or cleaning debris from an area beach. Volunteer work may be available at your child’s school, where families can

Encourage children to start their own fundraising efforts and match the funds they raise. Find companies that will also match the amount your children have raised. * Set up a giving policy. Children can learn the importance of giving at an early age by dividing their allowances and financial gifts into different categories. They can put onethird toward savings, one-third toward spending and one-third toward donations. If children do not have a lot of money in a piggy bank, they can donate their time, which many charities need as much as money.

Backyard barbecues may be synonymous with burgers and hot dogs, but grillmasters needn’t feel beholden to such traditional fare when firing up their grills. While salad and grilling might seem like strange bedfellows to many grilling enthusiasts, the following recipe for “Grilled Radicchio and Brussels Spouts With Hot Bacon Dressing” from Karen Adler and Judith Fertig’s “The Gardener & The Grill” (Running Press) combines salad and grilling for a memorable, delicious and unique dish. Grilled Radicchio and Brussels Sprouts With Hot Bacon Dressing Serves 4 Hot Bacon Dressing 4 slices thick-cut bacon, chopped 1/2 cup apple cider vinegar 3 tablespoons balsamic vinegar 3 tablespoons water 11/2 teaspoons sugar 1 teaspoon salt 1/2 teaspoon white pepper 1/2 teaspoon celery seed Radicchio and Brussels Sprouts 1 pound (about 20 sprouts) Brussels sprouts, halved, rinsed and patted dry Olive oil, for brushing 2 heads radicchio, halved, rinsed and patted dry 1 red onion, cut into 1/4-inch thick slivers 2 ounces crumbled cheese, such as feta, blue or goat cheese Prepare a hot fire on
one side of your grill for indirect cooking. For the dressing, fry the chopped bacon in a medium skillet until crisp. Add the vinegars and water and heat until boiling. Lower the heat to medium and add the sugar, salt, white pepper, and celery seed, stirring well for about 2 or 3 minutes until the sugar dissolves. Set the pan aside and keep warm. Place the Brussels sprouts in a large bowl and lightly drizzle with olive oil and toss. Place the Brussels sprouts in an oiled grill basket or grill wok. Set it on a baking tray. Lightly brush the cut sides of the radicchio with olive oil and set on the baking tray, too, and take out to the grill. Set the grill basket filled with Brussels sprouts

Toss the sprouts every few minutes and grill until they are tender when pierced with a fork, about 10 to 15 minutes, then move the basket of sprouts to the indirect side of the grill. Place the radicchio, cut-side down, over direct heat and grill until you have good grill marks, about 4 minutes. To serve, arrange the radicchio and Brussels sprouts on a platter. Sprinkle with the onion and spoon the Hot Bacon Dressing over all. Serve at once.

DONNA EYMARD Donna Evers Eymard, born July 3, 1955, in Magnolia, Arkansas and resident of Larose, passed away on Thursday, March 26, 2015. A visitation was held on Monday, March 30, at Samart-Mothe Funeral Home in Cut Off from 5:00 p.m. until 9:00 p.m. and on Tuesday, March 31, at Our Lady of the Rosary Catholic Church in Larose from 10:00 a.m. till service time. Funeral Mass began at 12 noon with burial in the church cemetery. Debt and the Deceased: How should spouses and heirs proceed?

If your loved one died leaving significant debt behind, would you know what to do? It’s a worrisome question for everyone. Young or old, based on particular debt circumstances or geographic location, death with debt can provide significant problems for surviving family members. Depending on state law and the specific credit relationships involved, they might be shocked to learn that they could be legally liable for a deceased relative’s outstanding debt – anything from unpaid mortgage balances and medical debt to unpaid credit card balances. Spouses (http://www.practicalmoneyskills.com/unexpecteddeath) who may share any kind of debt jointly, particularly credit cards in dual name, could face greater challenges. It also may spell problems for co-signers of any kind of loan. As with all financial planning, the best time to act is before an issue arises. Watching any family deal with extensive debt problems after a spouse or relative passes on illustrates the need for financial transparency while all parties are alive. No matter how difficult a family member’s credit circumstances are, spouses and adult children should face those circumstances while options are available to deal with any problems. Spouses can begin by requesting and sharing their three free annual credit reports (https://www.annualcreditreport.com/index.action) from TransUnion, Experian and Equifax to confirm debt status. Once that information is out in the open, it’s time for the couple or family members to deal with specific circumstances related to that debt. For example, a young couple may have different debt issues than an older, retired couple, but both should consider how they would handle the debts of a spouse or legal partner after death. It can be helpful to meet with a qualified financial or estate expert about ways to extinguish or manage debt issues as part of current financial and estate planning. It is particularly important for borrowers and their executors to know what categories of the deceased’s debts will likely need to be repaid after their death and other debts that might be canceled or forgiven. Generally, certain forms of unsecured debt held in the deceased’s name alone – like credit cards or federal student loans – may likely be discharged, but check with qualified experts first. Any kind of debt held in joint name should be evaluated. Spouses, legal partners and
family members who have cosigned loans or joint credit accounts of any kind risk payoff responsibility for that debt if their co-borrower dies. Experts can advise how to deal with individual situations. Experts also may suggest that co-borrowers without credit in their own names apply for a credit card in separate names while their spouse is still alive. A separate credit account, if responsibly managed, can help the survivor qualify for additional credit in their name after a spouse or legal partner dies. Keep in mind that all debt situations are unique to the individual. For example, a senior who qualifies for nursing home care under Medicaid (public aid) may have family members

who will need to sell the senior’s home to address certain expenses after he or she has died. It is best to prepare relatives for that possibility in advance. Separately, a healthy senior relative may leave a home to heirs still under mortgage, or there could be a significant tax debt. Airing and reviewing these issues in advance can either prepare relatives for certain realities or enable them to solve problems while the relative is still alive. Bottom line: Dealing with a deceased relative’s debt can add stress at a particularly worrisome time for spouses and relatives. The best option is transparency while relatives are alive so debt issues can be addressed as part of overall estate planning.

Meeting opened at noon by President Bob Sevin at the Port Commission Center located on Louisiana Highway 1. Commissioners present were Andy Galliano, Bob Sevin and Ambrose Besson. Commissioners Terrill Pizani and Perry Chighizola were absent. A motion was made by Commissioner Galliano, seconded by Commissioner Besson and unanimously agreed to approve the minutes from February 11, 2015 as read. A joint motion was made by the commissioners of the port commission to cash in a certificate of deposit to cover the additional cost associated with the Commercial Dock Repairs. The bids are being reviewed by the state and the cost is more than Capital Outlay request so the port will put up the difference to see the repairs take place on the Commercial Dock. The state should have their response soon to be able to let the project proceed. President Sevin stated that he has requested that PEEC do a 5 year review and a long range plan to assist the port commission and to review the path that the port should take. Mr. Sevin also stated the Director is receiving a lot of telephone calls on the weekends and to alleviate the work load on weekends the Commissioners could take the calls on weekends. Mr. Sevin would like to have the calls log in on weekends to see the type of calls received. Mr. Sevin stated that the Director will have a tri-fold of the port commission activities ready by April 15, 2015. Mr. Sevin also stated that he is getting quotes on revamping the port commission website. Box 1240 Larose, LA 70373 for the Larose Facility. The facility is located at 310 Ledet Lane, on the West Bank of the Intracoastal Canal ICW 36 in Larose, Lafourche Parish. Upon the effective date of the final permit, the LPDES permit shall replace the previously issued LPDES permit. The Board of Commissioners of the Greater Lafourche Port Commission met in regular session on Wednesday, February 11, 2015 at 10:30 AM at the Administration Building 16829 East Main Street, Galliano, LA. President Gisclair called the meeting to order and Secretary Cheramie called roll. Executive Director’s Report – Davie Breaux, Deputy Port Director will be conducting the meeting since Chett Chiasson is in Washington, DC today. Breaux reported that the Port Commission received the Bayou Industrial Group Award in recognition of growing and strengthening the Bayou Region which shows our leadership as well as good employees we have working here. Northern Expansion – Engineer John Plaisance reported that the contractor is complete in driving all concrete piles for the Slip C East Bulkhead project. The work remaining to install are deadmen, tie roads, and aggregate which should be complete within a month. The contract end date is February 21st however there will be some rain days to add to the time. Engineer John Plaisance reported that the contractor completed Slip A dredge and should be complete with Slip C Sweep Dredge in 2 weeks. Airport Projects – Joe Wheeler reported that we are still working to set up the final inspection for the Glide Slope project. For the Apron Expansion project, there is a change order later on the agenda for the extra fabric needed due to soil conditions. There is also the DOTD Sponsorship Agreement to approve for funding of $750,000. Engineer Larry Picciola reported that the Pump Station project is substantially complete and we are currently in the lien period. There is a change order later on the agenda for the additional stone and balancing quantities. Wheeler reported that the aircraft operations for January was 1990 with a passenger count of 4173. Port Security and Grant Projects – April Danos reported that we continue to install the hardware and configure systems for the Cybersecurity and Resiliency project. The request for proposals for the Risk Mitigation Plan are due by March 9th at 2 pm. Other Port Projects – Joe Berlin with URS stated that today he delivered the final draft of the Assumption of Maintenance Study to the Port for review. Once the Port staff submits any comments, he will finalize the report and then submit to the Corps New Orleans District office for final approval. Engineer John Plaisance stated that the Storm Harbor Marina project is substantially complete and the contractor is currently working on the punch list items which include dredging in slips, welding, and recoating. Melancon questioned the completion time, which Plaisance replied a week. In regards to the N. J. Theriot Road Elevation & Improvements, Engineer Larry Picciola reported that Barriere is on site working on drainage of the cross culverts under the highway and side drains. Once the drainage is complete, they will bring in stone and then asphalt. Gisclair questioned if there are any traffic delays, which Picciola replied there are no issues now. The delays will come when they start bringing in stone. We will keep the tenants updated. Engineer John Plaisance reported that we received bids on January 29th for the Nerby Collins Commercial Marina Bulkhead project. The low bidder was Dolphins Services for $371,745 which we are waiting the approval from CDBG to award. Engineer Joe Picciola reported that the contracts have been processed with Bertucci for the FEMA Breakwaters project. A preconstruction meeting is scheduled for next Thursday. Bertucci did say that they are having trouble getting the big boulders however they will get that delivered to Fourchon sometime in April so this project should be complete before hurricane season. Update from Restore or Retreat (ROR) – Simone Maloz updated the board on what is going on that affects the Port. The CPRA is having its annual plan meeting in Houma tonight. This plan is a guide that they use every year to implement restoration and protection projects for LA. South LA particularly Lafourche and Terrebonne have $200 million of projects in the plan. Some of the Lafourche projects are: Larose to Golden Meadow, Caminada project which starts phase 2 this spring, long distance sediment pipeline starting from the river in Plaquemines and coming to Lafourche. A few Terrebonne projects are the Morganza to the Gulf and some Barrier Island projects. We will be at the meeting tonight making some supportive comments as well as Joni will be there representing the Port. Every 5 years, the State updates their master plan and their path forward. ROR does have a seat at that table along with 35 other representatives from across the state. We have seen some previews of the 2017 plan and there are some significant marsh creation projects on both sides of LA 1. Maloz then updated the board on the Caminada project stating that Weeks Marine was awarded the Phase II contract of $147 million. This is the largest contract that the CPRA has let so far. Weeks Marine will start 7 to 8 miles of work up to Caminada Pass near Elmer’s Island access road using the same template as before. It is expected to create 489 acres and 39,000 linear feet by using 5.3 million cubic yards of material from Ship Shoal. Maloz stated that ROR has teamed up with the Port to host a field trip for stakeholders on March 13th. The Caminada Back Barrier Marsh which is a smaller project to compliment the larger project. They are currently doing the surveys and field work and expect to be at 30% design by March. They are close to the point to request funding. Maloz then updated the board on the oil spill money and funds. The Restore Council that controls the federal money does have a listening session planned for this month. The National Fish and Wildlife Foundation is part of this post spill council and the organization that is paying for this Caminada project from some oil spill money that we are seeing in the ground. ROR has also been working with Joni Tuck on the EPA Ground Level Ozone comments. Ms. Tuck has teamed up with the Port of New Orleans and PAL on this issue. Basically the EPA is trying to lower the average rate of ozone emissions for our area and if it goes below a certain level it would put us in a level called non-attainment which is not where we want to be. Baton Rouge is in this level of nonattainment and there are very strict restrictions for their factories and industrial groups there. We are trying to avoid that and working with PAL, LA Chemical Association, LAMOGA, OMSA, and SCIA to put together comments for the proposed rule and how this will effect this area. ROR is hosting a meeting in Larose on February 24th at the Larose Civic Center to discuss Flood Risk. CPRA has developed a new website that has many different data layers such as GIS, Flood Risk, Restoration projects, and Economic Assets. She stated that this website allows you to drill down to an address block that can provide estimated flood depths, economic damages, land loss in 10 year increments, master plan projects, infrastructure, transportation and roadway, and some social economic information. Computers will be available at this meeting to go thru this website. Vizier questioned what time it starts, which Maloz replied open house starts at 5:00 p.m. and the meeting will start at 6:00 p.m. Committee Reports Executive Committee - The committee met on January 28th in Galliano. Present was Gisclair, Cheramie, Melancon, and Griffin. They also met on February 9th in Galliano with all present. Chairman Gisclair presented for the board’s consideration approving the request from Nabors Offshore regarding site GLF347. Port Attorney Autin stated that no action needed at this time. Nabors is requesting to give 90 day notice to terminate lease and continue on a month to month basis. The impression from the committee is not to agree to a month to month but to inform Nabors that they have a 90 day cancellation clause whenever they wish to exercise it. No action taken. Upon motion by Collins and second by Cheramie, with no public comment, the board unanimously approved the amendment of lease with Terrebonne Concrete for site GLF110-1. Upon motion by Melancon and second by Bruce, with no public comment, the board unanimously approved the request from American Integration Contractors to extend lease term at the Port Complex. Upon motion by Cheramie and second by Collins, with no public comment, the board unanimously approved the request from SURF Subsea to assign lease GLF620 to an adjacent lessee. Permits & Waterways Committee - The committee met on January 28th in Galliano. Present was Chairman
Cheramie, Gisclair, Griffin, and Collins. They also met on February 9th in Galliano with all present. Chairman Cheramie presented for the board’s review the permit applications from Louisiana Land and Exploration Company and Energy Resource Technology GOM, LLC. Construction & Development Committee - The committee met on January 28th in Galliano. Present was Chairman Bruce, Gisclair, Griffin, and Vizier. They also met on February 9th in Galliano with all present. Upon motion by Bruce and second by Gaudet, with no public comment, the board unanimously approved the DOTD Sponsorship Agreement of $750,000 for the Apron Expansion project. Upon motion by Collins and second by Guidry, with no public comment, the board unanimously approved Change Order No. 1 an increase of $29,965.10 from Byron E. Talbot Contractors for the Apron Expansion project. Upon motion by Griffin and second by Bruce, with no public comment, the board unanimously approved Change Order No. 1 an increase of $17,941.04 from Low Land Construction Co. for the Pump Station Upgrade project. Finance Committee - The committee met on January 28th in Galliano. Present was Chairman Melancon, Gisclair, Gaudet, and Guidry. They also met on February 9th in Galliano with Guidry absent. Upon motion by Melancon and second by Guidry, with no public comment, the board unanimously approved payment of January invoices and recognized expenditures over $10,000 totaling $4,398,029.97. Upon motion by Melancon and second by Collins, with no public comment, the board unanimously approved the out of state travel requests from Chett Chiasson and board members to attend the 2015 NOIA annual meeting on April 15th in DC, Chett Chiasson and board members to attend the AAPA 2015 Spring meetings on April 20th in DC, and April Danos to attend the USCG Cyber Symposium on March 25th in Connecticut. President Gisclair opened the floor for any other business. Breaux reported that during Director Chiasson’s trip to DC this week he will be thanking our congressional delegation for the additional $3 million of funding that the Corps will have for the Port Fourchon Bayou Lafourche/Belle Pass dredging and jetty work this year. Upon motion by Cheramie and second by Gaudet, with no public comment, a two-third roll call vote was taken which resulted in 9 yeas by Cheramie, Gisclair, Gaudet, Vizier, Collins, Griffin, Melancon, Guidry, and Bruce to enter into Executive Session to discuss the pending litigation defined as “Richard and Marion Griffin vs. Greater Lafourche Port Commission, Civil Action 141364”L” (4) U.S. District Court, Eastern District”. Joint motion to waive Community Center rental fees for the Migratory Bird Celebration. Council Member Stephen Resweber request/reports: Requested that the council members look at the tree on Chighizola Lane by the Santiny Playground. Motion to cut the tree by Stephen Resweber seconded by Clifford Santiny, Jr. to cut the tree down. Council Member Leoda Bladsacker request/report: Speed bump on Grand Isle Parkway. Christopher Hernandez stated that the speed bump was in place. Christopher Hernandez informed the council that the Cleanest City Contest was still being held on Friday, March 13, 2015. DOTD has contacted him and said the bridge work should be done within 6-7 weeks. Alice Thomas addressed the council concerning the drainage on Cemetery Lane. Mayor David Camardelle is in Washington DC with the NLC Conference working on funding for the different projects in Grand Isle.
