Lockport Food Fest kicks off Thursday night Sneak-A-Peek rides only $1.00
The Lockport Food Festival will present La Fete Du Monde from Thursday, April 16, through Sunday, April 19 under the big tent located on Church Street. The Festival will offer a Sneak-a-Peak night on Thursday, April 16 where rides can be purchased for only $1.00. On Friday, April 17, festivities will begin with music by the Good Feelings Band from 6 until 9 p.m. An auction will take place from 9 to 10 p.m., followed with music by Supercharge, featuring classic rock, from 10 p.m. until 1 a.m. On Saturday the La Fete Du Monde 5K Walk/Run will begin at 10 a.m. with registration from 8 to 10 a.m. Pre-register for the race at www.itsyourrace.com. The festival crowd will be entertained earlier in the day with music by Southern Boyz, featuring swamp pop, from 10 a.m. until 1 p.m. Later, from 2 till 5 p.m. swamp pop favorite POT2LA will perform followed by an auction from 5 till 6 p.m. Entertainment Saturday night from 6 till 9 p.m. will be by country band Nashville South with an auction following from 9 till 10 p.m. See Food Fest Page 8-A

BATON ROUGE, La. (AP) — With a hefty budget shortfall in the middle of an election year, lawmakers returned Monday to the Louisiana Capitol to sift through difficult scenarios: slash spending to colleges and health care, or find ways to raise revenue. They’ll have to maneuver around the national political ambitions of term-limited Gov. Bobby Jindal, who is expected to announce a presidential bid after lawmakers wrap up their work in mid-June. The two-month legislative session is expected to focus heavily on Louisiana’s finances, with the state facing a $1.6 billion gap for the budget year that begins July 1. “I don’t think there’s any other issue as far as I’m concerned beside the budget, trying to get that in line,” said Senate President John Alario, R-Westwego. Legislative leaders, both Republican and Democrat, have been holding a series of closed-door meetings to discuss strategies. But they haven’t coalesced behind a plan yet, instead hoping that when everyone’s together in the Capitol, a package of ideas will come together. See Session Page 8-A
Armed robbery suspect apprehended, one sought
A Larose man was arrested Saturday after committing an armed robbery and aggravated battery at a residence in Larose on East 28th Street. Jude Cantrelle Jude Cantrelle, Jr., 22, was arrested after neighbors reported that they were awakened around 7 a.m. Saturday morning to find two males standing inside their residence, donned in ski masks, with one pointing a gun at the victims. The assailants were demanding money from the victims when a third victim entered the room and recognized one of the assailants to be Cantrelle. See Arrest Page 8-A

Free basketball camp to begin Thursday
The Cut Off Youth Center will host a free basketball camp beginning April 16. The Drill ‘Em camp will focus on fundamental drills and is being led by Greg Curole and Savannah Lerille. Poker run benefit slated for Sat.
A poker run will be held April 18 to benefit Jason Esponge, a local man who was diagnosed with Stage 4 Lymphoma. Important message FROM our community …
On Sunday, April 12th I was browsing through the newspaper, as I regularly do, when I came across an ad that I find to be quite disturbing. The ad that I am referring to, covered all of page 6A, titled “An Important Message to Our Community” (penned by Mr. Gary Chouest & Mr. Al Gonsoulin). In this ad, Mr. Chouest & Mr. Gonsoulin come to the aid of exploration megacompany British Petroleum (BP) stating that because BP chose to “stay and meet its requirements” they should not go “unnoticed”, “unreported” and “UNREWARDED”. In my opinion, the average Lafourche Parish resident cannot afford lavish vacations to exotic locations; therefore, we share with our children the activities that we grew up on, like a trip to the beach, fishing, crabbing and so on.
While I do not support anyone filing claims against British Petroleum (BP) that are unjust, I can’t help but wonder when was the last time Mr. Chouest swam in our local waters? To call members of our community “narrow thinking and vindictive” is just an example of how truly out of touch Mr. Chouest has become with the community from which he lives and operates his business. When polluted marine life stops washing up in our back yard maybe those who depend on our (once plentiful) waters would be a little more receptive to BP’s presence in OUR community, or lack thereof. No one can positively confirm the longterm effects that the 2010 oil-spill catastrophe will have on our children, our community or our natural resources but before acting like a big fish in a little pond, Mr. Gary Chouest must first get in the water. “In a Small Pond� By Leroy Martin
“Songwriters II� In 1915, great songwriters Irvin Berlin, Jerome Kern, John Philip Sousa and others, formed the Association of Songwriters, Composers and Producers (ASCAP) to protect songwriters’ copyrights on recordings and live performances but excluded Jazz, Blues and Country Music (called Hillbilly then) which were not considered “professional�. Talking movies, radio, TV and the Internet were added when invented. In 1940, 600 radio stations created a competitor, Broadcast Music, Inc. (BMI) to license the excluded music which had become popular with Gene Autry, Ernest Tubb, Louis Armstrong and later Elvis. From the 1940’s on, BMI ate ASCAP’s lunch, and herein begins the local connection. By the 1960’s, ASCAP attempted to get BMI writ-
ers to switch and since Vin Bruce and I had built up a catalog of songs, they scheduled a meeting at Rebstock’s Dance Hall in Golden Meadow inviting us, Harry Anselmi, Ebdon Barrios and others to make their pitch. After discussions with our publishers, we declined. Right decision? I don’t know, but it’s all moot now. ASCAP believed signing multitudes of small timers like us would retrieve their losses. (ASCAP makes Vin and I an “offer we can’t refuseâ€? though ‌ in my next column.) The Eddie Powers affair: By 1962 I had a few successful record productions, two national hits, songs being published and recorded and was co-writing songs with Mac Rebenac (Dr. John) which were recorded by New Orleans artists Tommy Ridg-
ley (Heavenly) and Fats Domino (Cheating Traces). KTIB fellow announcer Jim Swiler had approached me about his cousin, Eddie Powers, a young New Orleans rocker seeking a recording contract and needed a demo record. By this time I was back playing country and Cajun music with and managing “Vin Bruce and the Acadians�. I had gotten him a recording contract with Floyd Soileau’s Jin/Swallow Records Company and he and I formed a great new touring band, our last one. I reformed my rock and roll band “The Vikings�, consisting of me on bass, Lloyd Toups and Don Stevens on sax, Pat Curole on trumpet, Lanny Boudeaux on piano and Sherill Rivet on drums. We were back at Cosimo’s Recording Studio! Record producers liked our South Louisiana sound (known today as Swamp Pop). In the 1960’s we backed dozens of recording artists like Mickey Gilley, Joey Long, Jimmy Donley and Phil Bo, resulting in three million selling hits, including my productions of Joe Barry’s I’m a Fool To Care, Barbara Lynn’s You’ll Lose a Good Thing and Jerry Raines’ Teen Age Love. For his demo, Eddie Powers recorded two of my compositions, I’ll Dream No More and No Cure for the Blues, and Jim began shopping it around. Meanwhile

Powers, without our knowledge, had signed a contract with another label and recorded a New Orleans hit called Gypsy Woman Told Me. Cosimo Matassa remembered our demo, called me and we made a deal to release Powers on his label. He reworked the recording; took out the horns; added a girl chorus, The Dixie Cups who had a national hit with Chapel of Love, got Earl Stanley to record two instrumentals to back the two songs and “voila�, we had two of Eddie Powers’ 45’s to release. Such was the recording business then, done with 3tract recording, then 8, 24 and 32, and with digital, innumerable tracks. Cosimo released I’ll Dream No More, which was
an instant hit in New Orleans, going to number 5 in one week, and major labels began knocking on his door to lease the record for national distribution. Then the fan got hit! Eddie Powers got an injunction and stopped the radio stations from playing the record. Although it had already sold over 10,000 copies, the radio plays and the record sales hit a brick wall. My lawyer and friend Charles Leblanc and I went to court and WE WON! The
judge ruled we retained ownership, but the record died and so did Eddie Powers’ career. Lesson learned ‌ always sign contracts! My friend Charles Leblanc (later a Thibodaux city judge and father of Lafourche Parish Judge John E. Leblanc) did this Pro Bono and all he earned was my eternal gratitude. 9 men cited by state for taking oysters from unapproved area
HOUMA, La. (AP) — State Department of Wildlife and Fisheries agents are accusing nine Terrebonne Parish men of harvesting oysters from an unapproved polluted area and taking them from a private lease without written permission. The department says agents patrolling in Hell Hole Bayou on Thursday spotted several boats harvesting oysters, seizing boats and dredges while returning 115 sacks of oysters to the water. Cited are four Houma men, 30-year-old Jolio Garcia, 28-year-old Omar Ever Aviles Gomez, 21-year-old
Daniel Sanchez and 34year-old Francisco Ruiz Maradiaga. Also cited are four Gray men, 25-year-old Hermilo Luria, 37-year-old Mario Lara, 30-year-old Carlos Gonzaga and 30year-old Francisco Tenoria. Finally, 27-year-old Eduardo Alejo of Theriot was also cited. The men face up to 240 days in jail and fines up to $1,900. _____________
Louisiana State Police holds graduation for 58 new troopers
BATON ROUGE, La. (AP) — Louisiana has 58 new state troopers. The Louisiana State Police academy held graduation ceremonies Friday in Baton Rouge for the cadets who completed a 19-week training course. Seventytwo entered the training, but 14 didn’t make it to graduation. Training includes crash investigation, emergency vehicle operations, impaired driving detection and traffic incident management. The new troopers get added to a force of about 1,000. They’ll be split among nine different troops in Baton Rouge, New Orleans, Houma, Lake Charles, Alexandria, Monroe, Shreveport, Lafayette and Mandeville. _____________
Public got its turn to outline budget concerns to lawmakers
BATON ROUGE, La. (AP) — People who rely on the state
for health care services and education programs got their turn to tell lawmakers their concerns about the threat of deep budget slashing next year. The House Appropriations Committee has done its department-by-department review of Gov. Bobby Jindal’s spending and cut recommendations. Tuesday was the start of public testimony, two days set aside for the state’s citizens to talk about their budget worries. The governor proposed a $24 billion budget for the fiscal year that begins July 1. To close a $1.6 billion budget gap, Jindal proposes cuts across state agencies. He also relies on more than $500 million in tax break changes that are uncertain to pass. Even then, higher education would take a more than $200 million reduction. _____________
Transgender man sues loan company over sex bias claim
NEW ORLEANS (AP) — A 21-year-old transgender man says in a sex discrimination lawsuit that he was forced to leave his job at a Mississippi-based loan company once officials there found out he was born a woman but dressed and acted like a man. Tristan Broussard filed suit on Monday against First Tower Loan LLC., a financial loan company based in Flowood, Mississippi, with offices in Louisiana, Mississippi, Alabama, Missouri and Illinois. Broussard charges he was forced to leave his job at its Lake Charles, Louisiana, offices in March 2013 after a company executive found out he was listed on his driver’s license as female. He charges that the executive demanded he dress and act like a woman, something he refused to do. _____________

HOUSTON (AP) — Oilfield services company Baker Hughes Inc. says the number of rigs exploring for oil and natural gas in the U.S. declined by 40 this week to 988 amid depressed oil prices. It was the first time the weekly count was below 1,000 since September 2009. Houston-based Baker Hughes said Friday 760 rigs were seeking oil and 225 explored for natural gas. Three were listed as miscellaneous. A year ago, 1,831 rigs were active. Among major oil- and gas-producing states, Texas plummeted by 29 rigs, Oklahoma was down
five, New Mexico by four and North Dakota dropped two. Colorado, Ohio and Wyoming declined by one each. Arkansas and Kansas each rose by one. Alaska, California, Louisiana, Pennsylvania, Utah and West Virginia were all unchanged. LOS ANGELES (AP) — Living in an apartment? Expect your rent to go up again. Renting has gotten increasingly expensive over the last five years. The average U.S. rent has climbed 14 percent to $1,124 since 2010, according to commercial property tracker Reis Inc. That’s four percentage points faster than inflation, and more than double the rise in U.S. home prices over the same period. Now, even with a surge in apartment construction, rents are projected to rise yet another 3.3 percent this year, to an average $1,161, according to Reis. While that’s slower than last year’s 3.6 percent increase, the broader upward trend isn’t going away. “The only relief in sight is rents in the hottest markets are going to go up at a slower pace, but they’re still going to go up,” says Hessam Nadji, chief strategy officer at Marcus & Millichap, a commercial real estate services firm. The main reason: More people than ever are apartment hunting. Young people who have been living with their parents are increasingly finding jobs and moving out. Rising home prices are leading many long-time renters to stay put. In addition, most of the new apartments coming on the market are aimed at affluent tenants and carry higher-than-average rents. That’s especially true in cities where new buildings are going up in urban core areas, which means builders need to recoup higher land and development costs. Consider Denver, where rents have increased more than 5 percent a year since 2010 — 9.2 percent in 2014 — according to Marcus & Millichap. Of the 9,400 new apartment units added last year, 23 percent were in urban core areas. Competition for apartments means renters are less likely to be able to negotiate with landlords, or win concessions such as a free month’s rent. Here’s a closer look at
why apartment dwellers will probably see rents go up for a sixth straight year. — MORE JOBS, MORE COMPETITION During the last recession many workers who lost their jobs moved in with relatives or took on roommates. About 32 percent of U.S. adults were living with roommates or adult family members in 2012, up from 27.4 percent in 2006, according to Zillow, an online real estate firm. Stepped-up hiring has begun to reverse that trend. About 2.8 million more Americans have jobs than 12 months ago. “The share of young adults with jobs has climbed in the past year, and that will help many of them move out of their parents’ homes,” says Jed Kolko, chief economist at online real estate firm Trulia. “Most of them will be renters first.” More people vying for apartments helps drive rents higher. And metropolitan areas with faster job growth are generally seeing higherthan-average rent hikes as well. The three metro areas with the biggest annual increase in rent in January, according to Trulia: Denver (14.2 percent), Oakland, California (12.1 percent), and San Francisco (11.6 percent). Job growth in each of those cities also eclipsed the national growth rate of 2.3 percent over the 12 months ended in January. Employment grew 3.7 percent in Denver, 2.7 percent in Oak-
land and 4.5 percent in San Francisco. — HOMEBUYING DELAYED Traditionally, renting has been a stepping stone toward homeownership. When rents rise, tenants are motivated to buy sooner, especially when interest rates are near historic lows, as they are now. But these days, renters are taking longer to buy. The U.S. homeownership rate ended last year at a 19-year low of 64.4 percent. Between higher rents taking a bigger bite out of the bank account and sharply higher home prices, potential buyers are having more trouble saving for a down payment and qualifying for a mortgage. And many millennials, or 18- to 34-year-olds, simply prefer renting. That’s true for Alyssa Hankins, a marketing and social media strategist in Los Angeles. She moved in February to a newly opened complex where rents range from $2,325 for a studio to $5,920 for a two-bedroom unit. She wants to be able to move quickly if a job opportunity comes up. “It’s less about affordability and more about flexibility,” says Hankins, 29. When renters stay put, fewer apartments are available for new tenants, which in turn drives up rents. — NEW APARTMENTS ARE PRICEY Developers added 238,000 apartments nationwide last year, a 14-year high, with another 210,000

expected this year, according to Marcus & Millichap. In theory, more apartment construction should help bring down rents because landlords would compete for tenants. But 80 percent of new complexes, Nadji estimates, are highend projects aimed at renters willing to pay a premium for amenities like gourmet kitchens and concierge service. How much of a premium? The average rent for apartments completed last year was $1,721. That’s 46 percent higher than the average apartment rent for older units, according to Marcus & Millichap and data provider MPF Research. “There’s very little new supply being added anywhere else,” says Nadji, “so that’s why there’s so much pressure on rents and very little choice for the average renter.”

To get around his self-imposed restrictions, the governor describes caps on refundable tax credits as reductions in state spending. If lawmakers don’t like Jindal’s ideas, they’ll need to work within his parameters against tax increases to avoid his veto. Louisiana’s Legislature traditionally refuses to override a governor’s vetoes. That has everyone looking for loopholes to raise revenue without the method being considered a tax hike. “It does tie our hands quite a bit,” said Rep. Jay Morris, R-Monroe. “It appears to be in the present situation difficult, because the governor is running for a higher office and he believes there are certain things he has to do in order to maintain his viability as a candidate.” Several lawmakers are trying to frame debate over Louisiana’s generous tax credit programs — like for the film and solar industries — as direct subsidies to business. Shrinking those, they argue, is a reduction in state spending

rather than a tax hike. “The way I look at some of these tax credits, they’re government expenses. So in my mind, I’m looking at doing some cuts,” said Rep. Lance Harris, R-Alexandria, chairman of the Republican Legislative Delegation. Adley said Louisiana’s tax breaks have grown too large, topping $7 billion a year. “You cannot give away everything that you have,” he said. Businesses targeted in the wide-ranging tax debate are gearing up for a fight, while higher education leaders and health care service providers are describing dire situations without additional funding. The chair of the Louisiana Democratic Party, state Sen. Karen Carter Peterson, is pushing measures to expand the state’s Medicaid program and to require paid sick leave for many full-time workers around the state. “I’m determined to help lift folks into the middle class by reducing financial hurdles to their success,” Peterson said in a statement. But in a majority Republican Legislature, the ideas appear to be longshots. While finances are lawmakers’ central focus, other contentious issues will mix into the session, including a debate over the Common Core education standards. Jindal wants to get Common Core and its testing removed from Louisiana’s public school classrooms, a push that faces resistance from the chairmen of the House and Senate education committees and business organizations. A similar proposal failed last year, but the multistate standards have grown more unpopular since then and Jindal has made the repeal the centerpiece of his legislative agenda.
Arrest From 1-A
At this point, both the armed and unarmed white male left the residence. A survey of the property revealed that a large sum of cash and an alleged estimated $15,000 in property had been taken by the assailants. The victims then made contact with a neighbor
who reported that Cantrelle had gone to his residence on Friday evening, uninvited. This victim immediately began checking his own home and learned that a cell phone and clothing were missing. Sometime mid-morning, all of the victims then reportedly went over to the Cantrelle residence to confront him. Upon being accused of the theft and the burglary by the victims, Cantrelle went into a rage throwing items about the residence. The victims subsequently departed the residence and upon doing so, two of the victims were struck by Cantrelle with what was described as a “black pipe”. It was then that the victims called 911. It was at this point that Lafourche Parish deputies responded to the Cantrelle home after receiving a report of a fight in progress. When arriving, deputies made contact with Cantrelle who was irate and screaming that he had been beaten up. He refused to cooperate with the deputies and was eventually restrained and transported to the hospital for medical treatment. He later twice attempted to leave the Substation. Jude Cantrelle, Jr. is presently incarcerated at the Lafourche Parish Detention Center on charges of simple burglary, 2 counts of aggravated battery, simple escape, armed robbery (felony), resisting an officer and disturbing the peace, as well as for outstanding warrants on the charges of cyber bullying and contributing to the delinquency of a juvenile. He is being held on bonds totaling $161,750.00 as set by Judge Christopher J. Boudreaux. Sheriff Webre reports that efforts to identify and locate the second, masked assailant are ongoing. VIRGIE LEBOUEF Virgie Ordoyne LeBouef, 70, a native of New Hope Plantation and a resident of Des Allemands, passed away on Friday, April 10, 2015. Visitation was held from 6:00 p.m. until 9:00 p.m. on Sunday, April 12, and from 8:00 a.m. until 10:30 a.m. Monday, April 13, at Falgout Funeral Homes in Raceland. A Mass of Christian Burial was celebrated at 11:00 a.m. Monday at St. Gertrude Catholic Church in Des Allemands, with burial in Sunset Cemetery, Bayou Gauche. Saturday hours offer additional opportunity for animal adoptions Wednesday, April 15, 2015 THE LAFOURCHE GAZETTE
Having participated in three months’ worth of Saturday hours, there’s no denying the weekend openings at the Lafourche Parish Animal Shelter (LPAS) continue to make a difference. Since beginning the Saturday hours program in February, the shelter has adopted out 12 dogs and cats, while signing up another 10 people for the spay/neuter program. The next Saturday opening is scheduled for May 2 at LPAS, located at 934 Highway 3185, Thibodaux. Residents are reminded about the new adoption fee schedule reflecting the cost of spay/neutering PRIOR to adoption of any animal. The adoption fee for any cat or kitten will be $50, which in-
cludes all age appropriate vaccines, combo test, microchip, and spay/neuter. For dogs or puppies, the fee will be $100, which includes all the same things as listed above.
