Tenth Ward voters support levee district tax renewal
Tenth Ward voters overwhelmingly passed the millage renewal for the South Lafourche Levee District in the March 25 election by a vote of 688 for, or 90 percent, to only 74 against, or 10 percent W against. Only 762 votes were cast in the March 25 election, or 6.1 percent. The Levee District was seeking to renew a 5-mill property tax “for the purpose of constructing and maintaining necessary levees, levee drainage, flood protection, hurricane flood protection and all other purposes incidental thereof.” The millage, a renewal, will begin in 2018 and run for another 10 years. SLLD estimates that the tax will generate an estimated $3,570,000 per year. Only registered voters within the confines of the levee district were eligible to cast a vote.

Thibodaux Regional Medical Center announced Thursday its plans to construct Phase 2 of its state-of-the-art, innovative Wellness Center by adding outdoor facilities. A man whose actions prompted the lockdown of two Larose schools on Tuesday has been charged with domestic abuse. Dennis Wainwright Jr. (age 39) of Larose was arrested following an investigation Tuesday afternoon. Through investigation, deputies and detectives learned Wainwright was upset and, on Tuesday, he sent text messages to his children that caused his wife to be concerned. His wife went to the residence to check on him, and upon arrival, she found him holding a rifle. Detectives learned his wife attempted to deescalate the situation, but Wainwright became more agitated and committed a battery on her. He then stated he was going pick up his children

other security measures after the disappearance of three important cassette tapes from their vault in Thibodaux. The tapes in question were recordings of the 2004 Lafourche Parish Home Rule Charter Commission that revised the parish’s charter. When Lafourche District Attorney Cam Morvant’s office went to get tapes that would give context to the intent of a law, some of the tapes were found to be missing. The 2003 Lafourche Parish Home Rule Charter Committee meeting tapes were still there. “When we first noticed a tape was missing ... we thought it was just coincidence that the tape was missing,” Morvant said. “Then another issue came up regarding the administrator’s position, and when we went back to the archive, that tape was missing as well. On these two issues, both of the tapes were missing.” The first missing tape was noticed on Feb. 7 when Morvant was asked by the council to clarify the rules within the parish’s Home Rule Charter as to how much time Parish President Jimmy Cantrelle had to name a new parish administrator to be voted on by the council.

Once plans are developed, the LA SAFE team will use the balance of funds to
invest in proposed programs and projects within the 6-parish area. LA SAFE is a community-focused resilience and adaptation framework designed to complement the state’s Coastal Master Plan. Representatives will be present at the meeting to work with citizens to begin discussing how their communities can best adapt and develop in the future. The fields will further integrate services already located in the Wellness Center such as the Sports Medicine and Sports Performance Centers, Imaging Center, Rehabilitation Center, Aquatics Center and Fitness Center. “Phase 2 expansion will also allow Thibodaux Regional to work with potential community partners in utilizing the facilities,” Stock continued. “For example, we currently are exploring opportunities to further enhance our partnership with Nicholls State University.” Construction of Phase 2 is expected to begin this summer, and have an economic impact of $25M. Deputies were later informed he was actually not in possession of the firearm before leaving for the school. At 2:45 p.m., deputies made contact with Wainwright when he returned home, and he was detained for questioning. At that point, the lockdown was lifted at both schools. Following questioning and investigation, an arrest warrant was obtained for Wainwright for Domestic Abuse Battery. He was transported to the Lafourche Parish Detention Center and booked accordingly. His bond is set at $25,000.

The second, according to a memo sent to the Parish Council and Cantrelle on March 23, was discovered missing about five weeks later while Morvant’s office looked into the order of succession if there was a vacancy for parish president with only an interim parish administrator in office. Council Clerk Carleen Babin keeps a sign out log for all the tapes in the vault and said she has no record of the tapes being checked out. According to the memo, an inventory of the tapes was taken and the two tapes, along with the last commission meeting tape, were missing. Morvant also recommended in the memo that the council make digital copies of all the remaining tapes, submit either the original or digital copies to be held in the archives section at Nicholls State University’s Ellender Memorial Library, take extra security measures and contact the Thibodaux Police Department if it is believed the tapes were stolen. Babin said the council has not decided whether to contact the police on this matter. Babin also said the council is looking into digitizing the tapes and is in talks with Nicholls to have one copy stored in the library archives.
Edwards unveils long-awaited tax plan for upcoming session By MELINDA DESLATTE Associated Press
BATON ROUGE, La. (AP) — Gov. John Bel Edwards released his proposal Wednesday to rewrite Louisiana’s tax laws, pushing significant changes that would shift more of the state tax burden to businesses, lessen sales taxes and raise hundreds of millions for next year’s budget. The tax package — released fewer than two weeks before the legislative session opens April 10 — would replace $1.3 million in temporary taxes set to expire in mid-2018, while also raising another $400 million for next year’s budget, according to the Democratic governor. Edwards said the effort is aimed at stabilizing state finances and ending continued cycles of budget deficits that have kept lawmakers and governors scrambling for nearly a decade to patch together money to pay for government programs and services. The tax changes also would drum up new money that Edwards wants to spend on the TOPS college tuition program, K-12 education and other items. “We’re operating under a broken, outdated structure that simply doesn’t work for Louisiana any longer,” he said. “This is a fiscally responsible approach to bring our system into the 21st Century.” Many parts of the package would require hefty, two-thirds votes from lawmakers, including the centerpiece proposal, a new tax on gross receipts called a Commercial Activity Tax, estimated to raise up to $900 million a year from businesses. Businesses making more than $1.5 million annually would pay the tax, which is a tax on sales without looking at expenses or profit margins. Those companies making less than $1.5 million annually — about 94 percent of those in Louisiana, according to the revenue department — would be assessed a flat tax ranging from $250 to $750. Stephen Waguespack, president of the powerful Louisiana Association of Business and Industry said the idea of a tax rewrite aimed at raising more money for state coffers was “tone deaf to economic reality” amid a state recession.
The proposal attempts to get at businesses that use existing tax laws to avoid paying state taxes. Edwards says of 149,000 corporate tax filers in the state, revenue department data shows that more than 129,000 didn’t pay taxes in 2015. Edwards said he’s trying to make sure businesses pay “their fair share,” so that the funding of government services doesn’t rest disproportionately on individual taxpayers, like middle-class households. “It simply asks our businesses to do their part,” he said. In a slight trade-off, the governor is proposing to phase out the corporate franchise tax over 10 years. On sales taxes, he wants to let a temporary, 1-cent sales tax increase expire as planned in mid2018. But he wants to extend the state sales tax to the purchase of some services, like telephone services, cable and satellite television, home repairs and landscaping. For personal income tax, Edwards proposes to do away with a tax break that allows people to deduct the federal income taxes they pay from their state tax liability, swapped out for lower overall tax rates. The governor said that would lower taxes paid by 90 percent of taxpayers. The governor also wants to rework the myriad of state tax breaks. Most of the attention has centered on the gross receipts tax, because it’s unfamiliar in Louisiana. A handful of states have some variation on the tax. Critics say businesses pass the taxes along to consumers, disproportionately hitting the poor, just like a sales tax, but with less transparency. They say the tax harms companies struggling to stay afloat or startup businesses by not accounting for profit margin and can have a pyramiding effect by applying to every transaction in a production chain. “This is the wrong approach for states,” the right-leaning, Washingtonbased Tax Foundation wrote in an analysis this week that said gross receipts taxes “have a negative impact on the economy.” ___

Louisiana inmates sue over solitary confinement on death row
BATON ROUGE, La. (AP) — Inmates on Louisiana’s death row are confined in inhumane isolation for 23 hours a day in windowless cells “the size of an average home bathroom,” according to a lawsuit challenging
the practice. Attorneys for three death row prisoners at Louisiana State Penitentiary at Angola filed a class action lawsuit Wednesday against prison officials, claiming the solitary confinement conditions violate the inmates’ constitutional rights. The federal lawsuit claims the conditions on death row are inhumane and jeopardize prisoners’ physical and mental health. The suit asks the court to order prison officials to alleviate the conditions for all prisoners on death row at Angola. The suit says inmates can leave their cells — one at a time, for one hour each day — to shower, use a phone and walk on their death row tier. They can go outside three times a week,
but they’re isolated in a “small outdoor cage resembling a dog pen,” the suit adds. The three plaintiffs — Marcus Hamilton, 56; Winthrop Eaton, 52; and Michael Perry, 63 — are convicted murderers who have been in solitary confinement on death row for between 25 and 31 years. Over three-quarters of the more than 70 prisoners on death row have been in solitary confinement for at least a decade, the suit says. In 2013, a different group of inmates sued over dangerous heat levels on Louisiana’s death row. Raymond Joseph Melancon, 85, a native and resident of Cut Off, passed away on Monday, March 27, 2017. Visitation was from 10 a.m. until 12 p.m. on Friday, March 31, 2017 at Sacred Heart Catholic Church in Cut Off. A Mass of Christian Burial was celebrated at noon on Friday and burial followed in the church cemetery. He is survived by his wife, Betty Lefort Melancon; son, Tommy (Ann) Melancon; daughters, Carla Melancon, Lorna (Tony) Eymard; grandchildren, Misty, Braeli, Braden, Natalie; great granddaughter, Aaliyah and brothers, Chester and Loyman Melancon. He was preceded in death by his son, Glenn Melancon; parents, Jules and Odile Blanchard Melancon and sisters, Linda Thibodaux and Doris Casbon. Raymond was a former Police Jury member. Member of the Lafourche Parish Cattleman’s Association; Knights of Columbus, Holy Name Society; member Levy District, Lafourche Parish Drainage District #1. In either case, if you’re required to pay more tax, the bill may get passed on to you. Don’t let fear cost you. Some taxpayers shy away from claiming legitimate credits and deductions because they fear an audit. That could be a costly choice. There’s only a small chance you’ll get audited, and it could be quick and relatively painless — especially if you keep good records. Fear also leads thousands of people to fall victim to tax-related scams. Thieves may impersonate an IRS agent, but the IRS will never call or email you
requesting a specific type of payment. The IRS only initiates contact with taxpayers by mail, and you can choose among several methods of payment when you owe money. Bottom line: While there’s no way to guarantee the IRS won’t ask questions about your tax return, don’t let fear of an audit keep you from using the credits or deductions you can rightfully claim. Filing a complete and accurate return could help minimize your chances of an audit, and if you do receive a notice, you may be able to quickly resolve the issue by following the instructions.

By: Rev. Wilmer L. Todd Temptations are always with us but so is God’s help to overcome them
Temptations are part of everyone’s life. How we deal with temptations is so important. The following are quotes on temptations from some great spiritual writers. St. Anthony of the Desert (251-356) lived to be 104 years old. He warns that temptations never go away. “This is the great work of human beings: always to take the blame for their own sins before God and to expect temptation to their last breath.” St. Francis de Sales (1567-1622) distinguished temptation and sin. “Temptation to a certain sin, to any sin whatever, might last throughout our life, yet it can never make us displeasing to God’s Majesty provided we do not take pleasure in it and consent to it. You must have great courage in the midst of temptation. Never think yourself overcome if they are displeasing to you, keeping clearly in mind the difference between feeling temptation and consenting to it.” St. Alphonsus Liguori (1696-1787) tells us what to do when we are tempted. “When an evil thought is presented to the mind, we must immediately try to turn our thoughts to God, or to something that is indifferent. Yet the first rule is, instantly to invoke the names of Jesus and Mary and to continue to invoke them until the temptation ceases. Those who trust in themselves are lost. Those who trust in God can do all things.” Fr. Ignatius of the Side of Jesus (1801-1844) tells us how pride can get in the way of virtue. “It usually happens that interior sentiments of pride precede the commission of serious sins. Peter was not aware of his own weakness. He preferred himself before others; he trusted in him-

The devil is a carrier of dust and dirt and he uses every opportunity to throw what he has at us. Yet a joyful heart protects us from this dirt. That is because Jesus is there in our joy. Jesus takes full possession of our soul when we surrender to him joyfully. St. Francis de Sales said, ‘A sad saint is a bad saint.’ St. Teresa of Avila worried about her sisters only when she saw them lose their joy. Joy is a source of power for us.” Finally Pope Francis tells us, “We are invited to follow in Jesus’ footsteps and face the spiritual battle with the Evil One with the strength of the Word of God. Not with our words: they are worthless. The Word of God: this has the strength to defeat Satan. Therefore, being familiar with the Bible is important: read it often, meditate on it, assimilate it. The Bible contains the Word of God, which is always timely and effective. “If we had God’s Word always in our heart, no temptation could separate us from God, and no obstacle could divert us from the path of good; we would know how to defeat the daily temptations of the evil that is within us and outside us; we could live a life renewed according to the Spirit, welcoming and loving our brothers and sisters, especially the weakest and neediest, and also our enemies.”
