Eddie Callais has been named Admiral for the 67th Annual Golden MeadowFourchon Tarpon Rodeo which will take place July 2, 3 and 4, at Moran’s Marina in Fourchon. A lifelong resident of South Lafourche, Callais serves on the board of directors for the rodeo, as well as several other local non-profit organizations including the Lafourche Chamber of Commerce, Lafourche Chamber Foundation, and the Fourchon Oilman’s Association. Fourchon Road construction continues

According to the Greater Lafourche Port Commission and Port Fourchon Harbor Police, road construction continues on N.J. Theriot Road in Fourchon. This construction project is causing traffic delays on and around the road as crews complete road base and shoulder work in preparation for asphalt paving. See Road Page 5-A

Although rain hampered the event for the second consecutive year, about 800 people attended and 13 boiling teams entered the contest. Over 7,800 pounds of crawfish were served raising about $20,000 for the COYC fundraiser. Dufrene and Hebert represented team Gulf Coast Tugs who, in their first year competing, took first place.

The North Lafourche Levee District has three projects currently underway to provide the central Lafourche area with greater flood protection. In February, construction began on the Lockport Company Canal South Bank Levee Lift Project that involves raising 2,600 feet of levee to a 7-footplus elevation. According to the Daily Comet, Parish Public Works Director Don Edwards said, “Typically, the elevations are lower in Lockport than other areas so it’s important for that reason.” Various enhancements, such as removing trees, adding a temporary silt fence and patching pavement, are included in the project. The project is about halfway finished, and according to Edwards, “is on track.” The project is being paid for with $1.25 million in federal Community Development Block Grand money awarded to the parish as part of the Hurricane Gustav/Ike Recovery Program. Jindal says he’d veto budget tied to tax break suspensions MELINDA DESLATTE Associated Press

BATON ROUGE, La. (AP) — Gov. Bobby Jindal said Thursday he won’t support a legislative effort to temporarily suspend tax breaks to drum up quick cash to patch together next year’s budget. The Republican governor, in a sit-down with reporters to recap the second week of the legislative session, said he’s told legislative leaders that he would consider the move a tax increase and he would veto a budget dependent on it. “I made it very clear to them that we’re not encouraging any kind of games or workarounds or loopholes,” he said. But he added: “I don’t think we’re going to get in that situation.” Jindal said he thinks lawmakers will find a longer-term solution to the state’s $1.6 billion

budget shortfall, with tax changes and spending reductions that he won’t consider a net increase in taxes. Lawmakers looking for ways to stop deep cuts to health care services and college campuses have filed an array of measures to make tax changes that would generate new money for the state. Two dozen proposals are temporary suspensions of tax credits, rebates, exemptions and deductions that could provide a short-term fix to balance the budget if lawmakers can’t reach a broader, long-term agreement on tax changes. Two horses seized, a third found dead on property

Acting on a tip last Sunday, April 19th, Lafourche Parish Sheriff’s deputies visited a pasture located at 698 Hwy. 307 and discovered the carcass of one horse and observed two horses in extremely poor shape, due to malnutrition and neglect. The owner of the horses, Ryan Paul Martin, was arrested and charged with one count of aggravated cruelty to animals, a felony, and two misdemeanor charges. Bond was set at $3,000. The sheriff’s department asked members of the Lafourche Chapter of the Humane Society of Louisiana to take custody of and provide care for the two remaining horses, a Paint black and a Leopard appaloosa. Both horses where seen by a local equine veterinarian who rated them a “2” out of 9 points on the Henneke Body Condition Scoring Chart. A score of “5” is considered an ideal body condition score. A score of “2” represents a very emaciated condition. The ribs and hip bones of the confiscated horses are clearly vis-

ible, often a sign of malnutrition. Unfortunately, due to the severe long-term neglect, the horses overall prognosis for a full recovery remains in doubt, according to Pamela George, President of the Lafourche Chapter and present custodian of the horses. “Unfortunately, these horses have gone so long without proper care and feed, it is often very difficult to bring a horse back. There is only a 50-50% chance these two horses will make it, because of the chronic malnutrition they suffered. They have virtually no body fat and it takes time to regain their weight and strength and sometimes they succumb to complications associated with the failure of their internal organs due to their weakened condition. They are both about 250 pounds underweight, and we have to monitor their feed in-take, so they don’t colic. We have to gradually increase their feed over time, so their body can properly absorb it. Ryan Boudreaux recently took part in the Crescent City Classic as a participant of Ainsley’s Angels - a non-profit organization that allows disabled people the opportunity to participate in races. He is the 10-year-old son of son of Al John and Jennica Boudreaux and a student at North Larose Elementary School. His teammates, Wendy Pierce, Nicol Kiff, Lauren Petty, Meagen Hebert, Nikki Naquin and Anna Rodrigue, took turns pushing his wagon. They finished the race in 58 minutes.

Where are our Lafourche Leaders?

April 2015 makes 5 years since the BP Oil Spill disaster. On the 5th anniversary, I was watching the local news. The newscasters were talking to our neighboring parishes’ leaders about the recovery of the seafood industry and how funds are being used to help with the recovery of the marshes. They also brought up how tar balls are still showing up on he beaches of Grand Isle. Not surprisingly, none of Lafourche Parish leaders

went on air to talk about how Lafourche Parish is recovering. I thought we had a beach in Port Fourchon. I know we have marshes. I guess BP fixed everything in Lafourche Parish cause you sure don’t hear our parish leaders asking for things to get done. It makes a voter wonder what the heck is going on. Shane Pate Cut Off

LDWF agents arrest one, cite another for illegal oyster sales

Louisiana Department of Wildlife and Fisheries Enforcement Division agents arrested a Texas man and cited a Louisiana man for alleged illegal oyster sales in Terrebonne Parish on April 19. Agents received a public tip about a man selling sacks of oysters from an unrefrigerated truck in Houma. After investigating the tip, agents found Wally J. Bazar, 33, of New Orleans, selling green-tagged oysters to the public from an unrefrigerated truck.  Green tagged oysters are to only be sold to a certified dealer or to a postharvest treating facility.  Bazar also did not have a wholesale seafood license allowing him to sell oysters. questioning, During Bazar admitted to buying a total of 10 sacks of oysters from Randy Smith, 51, of Angleton, Texas, on April 18 and 19.   Agents found Smith and learned that he was a deckhand on a commercial oyster fishing vessel.  Agents learned that Smith stole the oysters from the vessel without the owner’s knowledge and put them in his car before selling them to Bazar. Agents also found that he was wanted in Texas for the past two years on parole violations in Calhoun County Texas. _____________

Ruling in lingering post-Katrina flooding suit expected soon

NEW ORLEANS (AP) — A decade-old lawsuit seeking damages from the U.S. government over flooding from Hurricane Katrina and other storms is moving closer to resolution, and a judge’s latest filing indicates that at least some damages will be ordered. Judge Susan Braden of the U.S. Court of Federal Claims in Washington said in a document filed Wednesday that she will issue an order on liability in the case by May 4. She didn’t say what her decision will be but set a May 6 settlement conference in New Orleans to discuss “a potential resolution of the damages in this case.� The 2005 lawsuit focuses on the now-closed Mississippi River Gulf Outlet — a federally built navigation canal blamed by many for flooding in St. Bernard Parish and New Orleans’ Lower 9th Ward. The suit says the construction, dredging and operation of the navigation canal, known in south Louisiana as “Mister Go,� contributed to conditions that led to catastrophic flooding during Hurricane Katrina in August 2005, Hurricane Rita weeks later and other storms. In effect, the suit argued, the damage caused by the flooding was an illegal “taking� of private property by the federal government without adequate compensation. The MRGO was authorized by Congress in 1956, built by the U.S. Army Corps of Engineers and closed in the years after Katrina. _____________

Smoking inside bars is officially off-limits in New Orleans

NEW ORLEANS (AP) — City Council members who led the push to ban smoking in bars and gambling venues in this notoriously libertine city hailed the start of the smoke-free ordinance Wednesday as a historic step in making the city healthier. At midnight Tuesday, smoking inside New Orleans’ more than 500 bars and gambling venues — including the major downtown Harrah’s New Orleans casino — became off-limits and smokers across the city’s bars lit up their last cigarettes with much fanfare. At the downtown casino, employees handed out lollipops to smoking gamblers at the stroke of midnight and removed ashtrays from the casino’s gambling floors. The ban was passed over the objections of bar owners and Harrah’s New Orleans. Last Friday, owners of the casino and dozens of other businesses asked a state judge to stop the ordinance from taking effect. But Civil District Court Judge Nakisha Ervin-Knott denied the request for a preliminary injunction and set a hearing on the matter for May 21. The ban on smoking also covers many other public places such as hotels, workplaces, private clubs and stores. The prohibition includes smoking electronic cigarettes indoors in public places. _____________

Renovations planned to modernize in-stadium fan experience

Officials said in a press release Tuesday that an agreement has been reached among the two teams, the Louisiana Stadium and Exposition District, and SMG, which manages the Superdome and the King Center, for renovations to modernize the properties. Plans will focus on improving the fan experience. Some upgrades include: state-of-the-art LED video boards, enhanced LED lighting and audio systems, remodeling of suites and concession stands areas, and energy efficient renovations. The estimated cost for the renovations is $40 million, most of which will be funded by Benson’s $25 million commitment to the project. Renovations for the multi-million dollar project will begin immediately and are expected to be completed for fall 2016. _____________

By: Rev. Wilmer L. Todd Pope Francis calls for a Holy Year emphasizing God’s Mercy

Pope Francis stood in front of the Holy Door of St. Peter’s Basilica on April 11 and handed copies of a document to Vatican officials proclaiming the 2015-2016 a Holy Year of Mercy. Mercy is what makes God perfect and all-powerful, Pope Francis said in his document called “The Face of Mercy.” “If God limited himself to only justice, he would cease to be God, and would instead be like human beings who ask merely that the law be respected.” The year will begin on December 8, 2015. In his homily for evening prayer in St. Peter’s Basilica on Divine Mercy Sunday, the pope said he proclaimed the Year of Mercy because “it is the favorable time to heal wounds. It’s a time not to be weary of meeting all those who are waiting to see and touch with their hands the signs of the closeness of God, a time to offer everyone the way of forgiveness and reconciliation.” The boundless mercy and forgiveness of God have been constant themes of Pope Francis’ preaching. The Old Testament stories show how God repeatedly offered mercy to his unfaithful people and the New Testament stories of Jesus’ compassion, healing and mercy demonstrate, “the mercy of God is not an abstract idea, but a concrete reality through which he reveals his love,” just like mothers and fathers love their children. The Pope urged all Catholics to spend more time practicing what traditionally have been called the corporal and spiritual works of mercy. The corporal works are: feeding the hungry, sheltering the homeless, clothing the naked, visiting the sick, visiting the imprisoned, giving drink to the thirsty and burying the dead. The spiritual works are: converting sinners, instructing the ignorant, advising the doubtful, comforting the sorrowful, bearing wrongs patiently, forgiving injuries and praying for the living and dead. Recognizing that they have been treated with mercy by God, he said, “Christians are obliged to treat others with mercy. In the Mathews area, crews are working on a roughly $1.4 million project to improve the Fantastic pump station down Fantastic Acres along LA 1. Two 36-inch pumps were recently installed and turned on. A third 48-inch pump is set to be put in, Edwards said. Behind the pump, parish crews have been reinforcing the levee that has had multiple failures. Edwards said the project involves temporary fixes on the levee’s dry side from the Twin Oaks pump station in Raceland to the Fantastic pump station. The plan is to continue improving the levee all the way to Larose, he said. Whether the district will get the extra revenue it needs to do all the projects it would like to in a timely manner will depend on the voters who will decide whether to approve a quarter-cent sales tax increase on the May 2 ballot. The tax is expected to raise about $2.2 million a year for the district, which includes more that 250 levees and drainage canals and 40 pump stations from Thibodaux to the Gulf Intracoastal Waterway in Larose.

The Grand Isle Independent Levee District met on Monday, April 6, 2015, at 11:00 a.m. in a regular meeting at the Grand Isle Multiplex Center with the following commissioners: Present: 3 Commissioners – David Camardelle, Kelly Besson, Sr. and Arthur Bellanger Absent: 0 President Camardelle called the meeting to order and then led with the Pledge of Allegiance, followed by a prayer. A motion was made by Commissioner Besson, seconded by Commissioner Bellanger and unanimously agreed to approve the minutes of the meeting held on March 13, 2015 as read. Mr. Joe Chauvin from CBI gave the following report: 1. The FiFi Island Rock and Restoration Project bids have went out. Several contractors have enquired about the project and picked up bid packets. A pre-bid conference meeting is set for Wednesday, April 8, 2015 at the Grand Isle Multiplex at 10:00 a.m. Bids are scheduled to be accepted April 21, 2015 at the Grand Isle Town Hall by 2:00 p.m. 2.The permit for the Bayside Breakwater Protection Project should be received within the next few days. This project will continue the breakwaters from Rosethorne Lane to Santiny Lane. 3. CB&I have completed the quarterly levee inspection and will submit a copy of the report to the levee district. 4. CB&I are continuing to meet with the Corps for the CAP project in order to help restore Fifi Island in accordance with the levee district’s master plan. President Camardelle stated the levee district attended the Annual Lower Mississippi Valley Association Meetings held in Washington DC in March. The levee board met with Senator Cassidy, Senator Vitter, Representative Scalise, and Representative Graves and showed them the master plan for the levee district, spoke about dredging of Bayou Rigaud and adding more rock breakwaters on the north side of Grand Isle. President Camardelle thanked the Governor’s, his staff, CPRA, Senator Alario, Representative Gisclair, Parish Officials, Town Elected Officials and the Grand Isle Port Commission for working with the levee district to achieve more rock breakwaters to help protect Grand Isle from severe tidal condition and storm surges. Mr. Camardelle also thanked the workers for the Town of Grand Isle for helping out the levee district when called upon. President Camardelle stated that he attended Mr. Joe Gautreaux’s funeral and wanted everyone to know that Mr. Joe was instrumental in helping Grand Isle receive the first tax money to operate the levee district and helped to mentor Mr. Camardelle with daily duties as President and was a friend to Grand Isle. Mr. Gautreaux will be truly missed. A motion was made by Commissioner Bellanger, seconded by Commissioner Besson and unanimously agreed to approve the expenses associated with operating the levee board. Police Chief Euris Dubois was recognized and gave the following police report: For the period of March 24 thru April 14, 2015 there were 7 arrest, 4 accidents and 11 traffic citations issued; call outs handled totaled 569; major calls included 18 medical calls and 2 fire drills; fines collected totaled $2,202.00. Motion by Council Member Clifford Santiny, Jr., seconded by Council Member Resweber and unanimously agreed to appropriate $1,200.00 to repair the street department Polaris. Janet Rhodus, founder of Launch Leeville, non-profit, was recognized for her advocating and coastal restoration efforts on behalf of Leeville.  She received the distinguished Coastal Stewardship Award, along with Terrebonne Parish resident, Captain Wendy Billiot.  Captain Billiot was recognized for her restoration efforts and the children’s book, “Before the Saltwater Came.� Also pictured is Dr. Oliver Houck, professor, prolific author, and coastal champion since the 1970’s. Marshall N. Cox, 55, a resident of Lockport, passed away on Sunday, April 5, 2015. Visitation will be held on Tuesday, April 28 from 9 a.m. to 11 a.m. at Holy Savior Catholic Church in Lockport. A memorial mass will be celebrated at 11 a.m with burial to follow in Holy Savior Cemetary. He is survived by his wife Mary Cox, mother Ilamae, brother John, sisters Becky, Susie, and Bobbi, daughter Shawn Danos and granddaughter Celeste Danos. He was preceded in death by his father John Cox and stillborn baby boy. A memorial fund has been set up at Capital One bank in Marshall Cox’s name. Visitation was held from 9:00 a.m. until 10:45 a.m., Wednesday, April 22, at Falgout Funeral Home in Lockport. A Mass of Christian Burial was celebrated at 11:00 a.m. Wednesday at Holy Savior Catholic Church in Lockport with burial in the church cemetery. She is survived by her husband of 67 years, Joseph “J.C.” Plaisance; daughters, Louise Guidry and husband Thomas, Loretta Plaisance; son, Eric Plaisance and wife Pat; brother, Ridley “Buck” Chauvin; sisters, Nola Lee Breaux, Agnes Cheramie, Theresa Roundtree, Janette Eiland, Eva McKee; grandchildren, Toby Guidry and wife Sheila, Joey Guidry, Justin Plaisance and Laura Plaisance and fiancé Kevin Cortez; great grandchildren, Daisy Guidry, Maddox and Tristen Plaisance, Sydaleigh Plaisance and K.J. Cortez. She was preceded in death by her son, Donald Plaisance; parents, Simon and Enola Robichaux Chauvin; brothers, Simon Chauvin Jr., Ralph Chauvin; sisters Inez Cheramie, Mary Francis Jeandron and Louise Chauvin. Lorraine was Past President of American Legion Auxiliary Post 83 of Lockport, was first person in charge of the Lockport Day Care Center when Lafourche ARC started. Her work career also included switchboard operator at St. Anne Hospital, Paraprofessional at Holy Savior School and she loved to sew and crochet for her family.
