NEW ORLEANS (AP) — Louisiana Gov. Bobby Jindal declared a state of emergency Monday because of flooding and widespread power outages from storms that blew rail freight containers off the Huey P. Long Bridge and flooded streets and cut power across south Louisiana. The governor’s move makes Louisiana eligible for federal disaster aid and allows state agencies to respond to local governments’ requests for help. Assumption and Lafourche parishes declared emergencies to protect residents, respond to current floods and prepare for more, and other parishes are expected to declare emergencies, Jindal’s declaration said. The Lafourche Parish Sheriff’s Office conducted a seatbelt checkpoint last week in Larose. During the checkpoint, deputies checked motorists for seat belt and safety seat violations as well as other violations such as expired inspection tags. Checkpoints such as these are typically done on a regular basis throughout different areas of the parish.

A local family’s dreams come true when the Discovery Channel takes a visit to the bayou to make their idea of a perfect bar a reality. This May, families all over America will sit back and see the rich culture and hospitality of our little neck of the woods. It is not often that the north gets to revel in the experience of visiting down the bayou; however, we always make it a fun time worth having for them. Epic Bar Builds, which airs on Sunday afternoons at 2 p.m. on the Discovery Channel, follows the Heineman Bar Company and its team as they travel around the country building amazing custom bars for people. On the May 3 episode of Epic Bar Builds the team will be visiting none other than Golden Meadow as they transform one of the old rooms at local couple Kalika and Drake Rogers’ house into their own epic Rougarou Lounge. The Heineman Bar Company, located in Chicago, was first founded by bar designer Aaron Heineman. There he, his brother and lead builder, Ben Heineman, along with the rest of their team, have all of the woodworking tools necessary to create a truly one of a kind bar before shipping it across the country to the onsite construction. In the case of the Rougarou Lounge they made a sleek wooden bar full of custom carvings with alligator skin lining the top of the bar. In fact Aaron decided to carve in the face of the Rougarou man at the top and center of the bar leading to the room’s new name. The team came to the Rogers’ home from Sunday through Friday last July to do their construction. For the entire week the Rogers family waited in anticipation to see the finished product. “Drake gave them an idea of what we wanted, but he said surprise me with the rest. They had a real Cajun theme to it, especially with the Rougarou medallion at the top. Even though they’re from Chicago, I guess they did their homework before coming down here,” said Kalika. The result was beyond what they could have imagined. The builders were well rewarded for

their work each day. Every morning the Rogers made beignets for their guests and every afternoon there was some sort of seafood boil or other Cajun cooking. “Oh they went crazy for it. It was funny because we’re serving them gumbo and at first they were talking about how good the soup was and they didn’t know to put rice in it,” said Drake. Although the Rogers were unable to step inside their room or see its construction during that week it never stopped them or the Heineman team from partying together in their backyard every night after their hard day’s work. The Rogers say that their new bar will come very handy when the new Saints season kicks off. “I was blown out of my mind whenever I first saw it. I was like wow, I never could’ve imagined that it would be like this,” said Drake. See Bar Page 8-A

Lafourche Parish voters only have two decisions to make in this Saturday’s election, and not all parish voters will make both. Voters parishwide will decide on whether to rededicate 4 mils for Lafourche Parish Public Schools for a period of ten years. Voters will decide if the School District should be authorized to levy and collect the special tax of four (4) mills (an estimated $3,200,000 expected to be collected from the levy of the tax for an entire year), for a period of ten (10) years, beginning with the year 2015 and ending with the year 2024. The funds generated from the tax will be used to provide additional support to public elementary and secondary schools in the District, in particular to expand the District’s comprehensive safety and security program for students and staff (including, but not limited to, creating single-point entry at schools, additional security cameras, alarm systems, capital improvements and School Resource Officers, and staff to address bullying/cyberbullying and student/related services). Only voters in the central and northern part of the parish will decide on a sales tax proposal for the North Lafourche Levee District (NLLD) to increase funding for important levee and flooding and drainage projects. The sales tax is a quarter-cent tax that is estimated to generate approximately $2.2 million per year for the District, which would be solely dedicated to construction of priority levee and flood protection projects within the District, which includes the northern end of the parish to the Intracoastal Waterway in Larose. Scaled-back tobacco tax hike gets House committee backing MELINDA DESLATTE Associated Press

BATON ROUGE, La. (AP) — Louisiana’s cigarette tax would be raised to match the rate charged by neighboring Mississippi, under a proposal that won approval Monday from the House tax committee as part of broader budgetbalancing negotiations. The bill offered a much smaller tax hike than health advocates wanted. But Rep. Harold Ritchie, D-Bogalusa, agreed to shrink the increase, saying he thought that was the only way to get his legislation to the full House for debate. The proposal would raise Louisiana’s cigarette tax from 36 cents per pack to 68 cents, rather than the $1.54 national average Ritchie initially sought. The House Ways and Means Committee voted 11-5 for the reduced tax hike, which would generate an estimated $67 million in annual revenue for the state. See Tobacco Page 8-A

Shrimp boil fundraiser slated for May 6

A FIRST Steps Pistol Orientation will be presented by the Lafourche Parish Sheriff’s Office on Saturday, May 2 from 8 a.m. to noon at the Lafourche Parish Sheriff’s Office Shooting Range, 3451 Highway 182 in Raceland. Cost is $50 with advanced registration required. A shrimp boil will be held on Wednesday, May 6, from 8 a.m. to 1 p.m., to benefit the Center for Traditional Louisiana Boat Building in Lockport, located at 202 Main St. Pick up from 11 a.m. till 2 p.m. on Lafourche St., (side of building). The Golden Meadow United Methodist Church will host its annual barbecue event on Saturday, May 2 from 11 a.m. till 2 p.m. at the Golden Meadow Oakridge Park Pavilion, located off North Alex Plaisance Blvd., (Hwy. 3235). The Political War of 1951, Part I

The election of 1952, my first vote, was arguably the most bitterly fought Louisiana election of the 20th century, especially in South Lafourche, where, like the Civil War, it pitted brother against brother. After being elected Governor in 1928, Huey Long had dominated Lafourche Parish politics, and his death in 1935 was exploited by his followers to defeat their opposition. Thibodaux 3rd District Congressman Numa Monet was accused of running on the “Assassination Ticket” and although in office since 1929 he lost to Robert Mouton in 1937. After reconstruction, the Democratic Party was the only one still standing and they held every state

and parish office in Louisiana and most of the South, comparable to the Republicans today. Louisianans said that Republicans could hold their convention in a phone booth. (Superman used them too, but they are now obsolete.) Since 1928 the Democratic Party had split into Long and anti-Long factions so in primaries, Democrats fought Democrats. General elections were redundant since less than 100 Republicans were registered in Lafourche. Winning the primary was tantamount to winning the election but interparty rivalries were intense. It came to a head in Lafourche in 1951 with the followers of Huey/Earl Long, called “The Old Regulars”, motivated by former Senator Harvey Peltier, Sr., versus the remnants of the Sam Jones/Jimmy Davis faction which had won the governorships in 1940 and 1944. Their Lafourche supporters had elected Sheriff Dr. Charles Barker, Assessor Dave Robichaux and Senator Walter Lanier during that period. In 1948, Earl Long swept Louisiana and Lafourche and the Old Regulars regained the offices they had lost and prepared for the election of 1952. Forming an opposition slate were Thibodaux attor-

ney Bernard Knoblock, (later Judge), and David Barker, (later Police Juror), son of former Sheriff Barker who had been defeated by Frank Ducos. (I hope you’re taking notes because there will be a quiz.) The Old Regulars supported Judge Carlos Spaht from Lake Charles for governor with Earl Long, who could not seek re-election, as his Lt. Governor; incumbent Frank Ducos for sheriff; Leonard Toups for senator; Eugene Gouaux and Harvey Peltier, Jr., for state representative, incumbents Clerk of Court Raoul Legendre and Assessor Max Rizan, and a full slate of locals. Candidates ran as a team or “ticket” and voters were urged to, and most did, vote the “straight ticket”. The Jones/Davis faction entered the primary under their new name “The All Parish Ticket”. The Lafourche Comet had announced that Barker and Knoblock were forming a new political “All Parish” organization, and the name stuck. They supported Judge Robert Kennon from Minden for governor, and from Thibodaux, attorney Clyde Caillout for senator, insurance agent R.J. Signet for representative and longtime Clerk of Court employee Ms. Jeanne Coulon for that job. From South Lafourche was Richard “Dick” Guidry for state representative, Alvin Louviere for assessor and heading the ticket, former deputy Clinton Cheramie for sheriff opposing fellow South Lafourche native and incumbent Sheriff Frank Ducos. I now admit I was supporting the “All Parish” ticket because of my lifetime friendship with Dick Guidry. I was partisan, this column is not, just fair and balanced. (Sorry Bill O’.) A third ticket, the Robichaux-Landry ticket included Thibodaux businessmen Dave Robichaux, trying to regain his assessor job, attorney Bernard Knoblock for senator and Ambroise Landry trying to unseat incumbent Clerk of Court Raoul Legendre. Frank Ducos and Clinton Cheramie fought the political battle of the century.

duking it out. The “Old Regulars” wanted to keep the incumbents and the “All Parish” wanted to defeat them. Both sides played rough and used every political weapon available then … radio, newspapers, signs and public rallies. Television was not yet a major factor and was scarcely used. Television was not always here, my friends—we

used to watch radio. This election and the one it spawned shaped my future. Not many remember and that number is thinning fast. I’ll continue next week with Political Wars II, and as Bette Davis once said, “Fasten your seat belt—it’s going to be a bumpy ride”. BYE NOW!

2 LSU students die after being found in apartment pool

BATON ROUGE, La. (AP) — Two LSU graduate students have died after police found them unresponsive at the bottom of a swimming pool in an apartment complex. The Baton Rouge Advocate reports 28-year-old Ishita Maity and 25-yearold Anton Joe died Sunday afternoon after being found in the pool in early that morning. Police say an officer went into the water and pulled them out. An LSU spokesman says Joe and Miaty were both graduate students in physics pursuing their doctorate degrees. Police say the pool was closed and the two apparently got inside by climbing over a fence around the pool. There are no obvious signs of foul play. ___

BATON ROUGE, La. (AP) — Police are still investigating an apartment shooting that left a pregnant Alabama woman dead.

The Advocate reports 29-year-old Brittney Mills was shot in her apartment Friday night. Police say they found Mills dead, but rushed her to a local hospital where her unborn child was delivered in unstable condition. A spokesman says it is believed Mills opened her door to someone who wanted to use her car and was shot multiple times when she refused. Investigators believe Mills knew the shooter. Police say the baby has been upgraded to stable condition and expected to survive. Mills is also mother to a 10-year-old daughter. ___

2 teens accused of killing Metairie man, 56, and son, 25

METAIRIE, La. (AP) — Two teens have been arrested in the shooting deaths of a Metairie man and his son, Jefferson Parish Sheriff Newell Normand announced Sunday. Dexter Allen, 17, is accused of shooting 56-yearold David Pence and 25-year-old Nicholas Pence, and Haraquon DeGruy, 18, allegedly drove the getaway car. Allen has been booked as an adult with two counts of first-degree murder and DeGruy was booked with accessory after the fact. Both were arrested Friday after a chase that began when they got into a white SUV matching one

Allen allegedly grabbed a shotgun and got out of the car intending to commit an armed robbery while DeGruy circled the block, the sheriff said. He allegedly walked in through an unlocked side door and stole various items from the house, but investigators don’t know why the Pences were killed, Normand said.

New Orleans’ international airport lost power, which wasn’t fully restored until early evening, spokeswoman Michelle Wilcut said. She said an alternate feed brought power back to the west side of the airport, but the east side, using a generator, had intermittent outages for much of the day. Southwest Airlines canceled flights in and out of the airport about 4:30 p.m., Wilcut said. She said that by 5:30 p.m., nearly 60 flights had been canceled and 65 delayed. High winds blew rail cars off the Huey P. Long Bridge, and the storm caused power failures at more than 200,000 homes and businesses from Leesville in the west to the

Five rail cars carrying 10 freight containers fell from the bridge outside New Orleans, Union Pacific Railroad spokesman Jeff DeGraff said. “They were all double-stacked,” he said. He said the train was moved Monday evening. “According to the crew, they were on the downslope of the bridge heading off the bridge and were working on pulling off onto a siding. Before they could get to that siding, ... the five cars were blown off of the back end,” DeGraff said. “They were moving very slowly because they were looking to pull into a siding and being cautious at the weather.” The National Weather Service reported a 70 mph wind gust at the New Orleans airport. A video by WGNO-TV, taken through a windshield into driving rain, shows a double-stacked freight container tilting, then apparently pulling over the cars just ahead of and behind it. The big, rectangular containers fall ponderously to the ground, followed by the flat, wheeled platforms that had carried them. There is a bright flash as one car lands, followed almost immediately by a shower of sparks from a nearby power pole. The flash was from a power line the containers or

cars brought down; it did not start a fire, DeGraff said. None of the containers held hazardous cargo, nobody was injured and the cars did not land on any vehicles or businesses, DeGraff said. Trees blew down across south Louisiana, the weather service reported. One hit a house but residents got out safely, Thibodaux police said. In New Orleans, a crew working to shore up a house got out just before it collapsed, WVUE-TV reported. Entergy Louisiana, the state’s largest power com-

pany, reported more than 174,300 customers without power at one point. Cleco reported nearly 24,400, Swepco 10,000 and the Washington-St. Tammany Electric Cooperative nearly 4,200. More than 140,000 were still without power at midafternoon. Only 100 or so customers at Washington-St. Tammany Electric Cooperative lost power during the rain, operations manager Michael Stafford said. “Once the rain passed, we started getting tremendous winds. There was no rain, but the ground was saturated, and trees started falling,” he said.

In an effort to improve the water quality of the resource that provides 300,000 citizens with drinking water, the Barataria-Terrebonne National Estuary Program (BTNEP) held its 4th Annual Bayou Lafourche Cleanup on March 14th. The event covered areas along the bayou from Donaldsonville to Leeville and was BTNEP’s largest volunteer effort to remove trash from Bayou Lafourche. Over 1000 resident volunteers took part in the

event, picking up trash for three hours and collecting over 30,309 pieces of trash. Unusual items included four microwaves, six televisions, a bird feeder, an aquarium, typewriter, two riding lawn mowers, toothbrushes, two boats, a credit card, $1 bill and a kitchen sink. The proposed sales tax revenue would also be leveraged to attract more state and federal money for the local levee projects. The District’s only current funding source is an ad valorem tax that provides approximately $3.5 million per year. The district, which serves about 65,000 residents north of the Intracoastal Waterway, has identified $250 million worth of projects that would be cost-effective. The Board of Commissioners of the Greater Lafourche Port Commission met in regular session on Wednesday, March 11, 2015 at 10:30 AM at the Administration Building 16829 East Main Street, Galliano, LA. President Gisclair called the meeting to order and Secretary Cheramie called roll. ATTENDED: Chuckie Cheramie, Perry Gisclair, Kris Gaudet, Donald Vizier, Wilbert Collins, Larry Griffin, John Melancon Jr., Jimmy Guidry, and Ervin Bruce ABSENT: None Upon motion by Gaudet and second by Bruce, with no public comment, the board unanimously approved the minutes for February 11, 2015 regular meeting. Executive Director’s Report Northern Expansion – Engineer John Plaisance reported on Slip C East Bulkhead of 1600’ that the contractor is complete in driving all steel sheets and concrete deadman. They are currently hauling in limestone and finishing up with the last few tie rods. We expect substantial completion within the next 2 to 3 weeks. Plaisance stated on the agenda today is the partial substantial completion certificate for the southernmost 600’ which will allow the lessee’s contractor to start building their facility. Engineer Plaisance reported on the Sweep Dredging project stating the contractor has completed Slip A alternate and should be complete with Slip C dredge in 2 weeks. Engineer Plaisance reported that the Slip C East Dredge is currently being advertised and scheduled to open bids on April 2nd. Airport Projects – Airport Manager Joe Wheeler reported that we did receive the FCC license for the Glide Slope project. We have also scheduled the ground inspection on March 17th. The Apron Expansion project continues ahead of schedule. Byron E. Talbot Contractors are currently working on the apron in front of the FBO. The Pump Station Pipe Replacement project is currently in the lien period. Wheeler then reported that the aircraft operations for February was 3,114 with a passenger count of 7,352 which are astonishing figures. He also asked the public pray for the 11 military personnel that were in the crash over the coast of Florida. Port Security and Grant Projects – Davie Breaux reported that we continue to configure systems for the Cybersecurity and Resiliency project. The Airport Cameras are expected to be complete March 20th weather permitting. We continue to process paperwork for the video

management and maintenance of cameras as part of the Port Wide Sustain & Maintain project. Joni Tuck reported the RFP for the Risk Mitigation Plan was opened on Monday. We did receive 6 proposals which we will be processing and should be ready to award in April. Other Port Projects – Joe Berlin with URS reported that the Assumption of Maintenance Study has been submitted to the Corp of Engineers for final approval. Engineer John Plaisance reported that the Storm Harbor Marina project is currently in the lien period. The contractor has completed all punch list items beside some minor drainage work. There is a change order on the agenda to adjust final quantities an increase of $669.00 and 17 calendar days. The contractor did finish 21 days behind schedule which is being considered for liquidated damages. Engineer Plaisance reported that bids were received last month for the Nerby Collins Commercial Marina Bulkhead which is ready for award today. Engineer Larry Picciola reported that the N. J. Theriot Road Improvements project is ongoing with Barriere currently doing the drainage work. There were a few issues of elevating a culvert and working with Vision Communications for phone lines which have been resolved. They currently have some delays due to the weather. Engineer Joe Picciola reported that Bertucci was issued a notice to proceed on March 2nd for the FEMA Breakwaters project. They do plan to be on site in April and be complete before hurricane season. Update from LA 1 Coalition – Henri Boulet reported DOTD continues to progress with the final design of Segment C of the LA 1 Project. A revised letting date has been set for October 14th. The state is preferring to take bids after the bond commission meeting in September which approves the state’s portion of financing for the project. There are some significant new challenges facing the Capital Outlay Program which could impact the $40 million of funds we have been working to secure for this fall. Most recently, $272 million in funding for current projects is now being delayed. I will be meeting with the Secretary of Transportation tomorrow to gain a better understanding of how this might affect the LA 1 Project’s Segment C bid date scheduled in October. As well, the U.S. Corps of Engineers should receive the state’s permit for the levee crossing later this week. I have already reached out to both Congressman Scalise and Congressman Graves offices to update them on this permit in case their help is needed. The Coalition is submitting public comments on several federal issues facing our community which could impact the project. Also, in recognizing the industry’s current fiscal environment, I continue to work on membership retention and growth daily. CB&I Presentation on the Seaport Master Plan – Dustin Malbrough presented a brief overview of the contents that are in the master plan. We looked at the Port as it exists today and then prioritized projects into the future forecasting the next 5, 10, and 20 years out. This will be a dual presentation with Dr. Loren Scott emphasizing the economic portion of the plan. First how does this master plan benefit the Port, which he replied that the plan provides a framework for the Port Commission for development and expansion through the next decade and beyond. It builds upon previous planning documents that established the foundation for Port Fourchon and the South Lafourche Leonard Miller Jr. Airport and identifies the needs and potential opportunities to expand operations and generate regional economic benefits. The economics identifies and projects the changing business trends and adjustments of the maritime port industry over the next 5, 10 and 20 year periods. The mission statement: “The Greater Lafourche Port Commission, a political subdivision of the state of Louisiana, facilitates regional economic growth by maximizing the flow of trade and commerce and fosters the local economy while preserving our community’s environment and heritage.” Malbrough then presented the overview of each chapter. Chapter 1 is the geographic location of the Port, the history of the Port, and the significance of the Port to the local community, the Houma-Thibodaux MSA, the State of Louisiana, and the United States. We also highlight important characteristics of the Port we have today the exclusive land base for LOOP - the nation’s only offshore Deepwater import facility, the ongoing northern expansion project that will double the Port in size, the strong tenant base and high demand for additional leasable lands, and the economic engine for Southeast Louisiana. He then showed satellite views of the Port from 1978 compared to today. Chapter 2 of the plan covers the vision statement. “Port Fourchon in 2035 will be the premier portal to the commercial maritime and environmental/fisheries industries in the GOM. With its world-class seaport facilities, including the Greater Lafourche Port Commission owned South Lafourche Airport, Port Fourchon will offer a secure and seamless transportation system that effectively connects company goods and services with customers throughout the region and nation. Port Fourchon will continue to drive economic growth and embrace its role as an integral environmental steward to achieve sustainable and long-lasting prosperity. Commerce related to shallow-water exploration is a mainstay at Port Fourchon and will remain so in the future. However, the Port will also expand its cargo diversity through an expansion of deep water exploration services. Deep water drilling production and commodity services and deep water rig repair will be emphasized. Building on its foundation as the peak deep water services port, Port Fourchon is the leading oil and gas port in the nation through innovation, efficiency, and resiliency - including diversification of its business model to enhance the Port’s resilience to economic shifts.” The planning goals are as follows: Goal 1: increase terminal access and capacity; Goal 2: optimize land use in a manner that acknowledges the limited availability of land and the need to protect environmentally sensitive resources; Goal 3: accommodate diverse cargoes and diversification through an expansion of deep water exploration services; Goal 4: develop a policy for Port leasing that aligns with the 20-Year vision for the Port and supports growth that is orderly; Goal 5: maintain a safe and secure operating environment for employees and visiting operators; Goal 6: protect natural and cultural resources; Goal 7: facilitate recreational opportunities for the public while retaining the integrity of Port security and safety; Goal 8: maintain and expand airport services that complement Port activities related to shallow and deep water exploration. Chapter 3 covers the existing conditions of transportation, infrastructure, facilities, and resources the Port utilizes for its daily operation. Transportation Networks reviews navigation, airport, highway system, and rail system. Infrastructure details the local roads, utilities, and Fourchon Bridge. Facilities review

the Ops Center, EOC, Support Tower, and Communications Center. Resources detail the in-house Harbor Police, Lafourche Parish Fire Department, and Our Lady of the Sea Medical personnel, and a series of Federal Agencies. This chapter also provides context on the environment, parish demographics, existing tenants, and historic cargo movements at the Port. The top 3 constraints to Port growth are limited access to land based transportation beyond that provided by LA1, limited available lands ready for development today, and limited water depths to accommodate greater deep water activities. Dr. Loren Scott will skip Chapter 4 since it covers the economic impacts that was just presented to the board. Dr. Scott discussed Chapter 5 the economic analysis and forecasts of what will happen in the future which is tough to determine with the oil and gas industry. In general, the forecast is optimistic and encouraged by the fact of the number Deep water wells that have come back since the oil spill. In the Gulf of Mexico, taxes and regulations are more stable and lower than other countries. In the report there is a discussion of what is going on in Mexico due to a decision at the end of 2013 to allow private oil companies to drill in the Gulf of Mexico (GOM) and in Mexico itself. These are areas of the gulf that were not open before which will be good for the Port. We have an enormous pipeline infrastructure in place whereas West Africa, Brazil, and others do not. We have a lot of advantages that drive these forecasts. Deep water exploration and development wells will nearly double in the next 20 years in the GOM. Production (barrels of oil) will increase over the next 20 years as well. Basically what the forecasts predicts is that you have a very good future ahead in the GOM which will be significant growth for Port Fourchon. Gisclair stated that he hopes this forecast proves to be true for the Port and industry. Malbrough presented Chapter 6 which details the historic growth as well as the projected growth in oil & gas and its related subsectors. Markets we explored include the following: oil and gas leasing in the GOM, deep water drilling, production, & commodity services, deep water rig fabrication, boat and ship fabrication & maintenance, production platform decommissioning, LNG import, export, storage & fueling facilities, transshipment of deep draft cargo, and commercial and recreational boating. In Chapter 7, we list details on the Port objectives and action items necessary to fulfill the vision statement & planning goals of the Port such as the deepening of Belle Pass. This would allow the Port to support much larger & deeper drafting vessels and drilling rigs that are integral to the deep water oil & gas industry. These vessels are not currently accommodated by Port facilities due to the channel depth restrictions. Chapter 8 list the proposed projects that are reflective of the objectives of the Port and are aligned with the economic analysis and forecasts. Chapter 9 details a series of steps by which the proposed projects could be undertaken. This plan is a living document, meaning that, short-term objectives and goals may need adjustment due to some industry change or trend, therefore, we define a process by which the Port’s Master Plan should be updated to ensure the Port’s actions continue to align with the plan through the 2035 planning horizon and beyond. The final Chapter 10 lists references utilized for the development of this 2035 Master Plan. Also, included are useful links to websites for relevant information related to our seaports operations, cargo movement, and energy sector. Fletcher IPT Program and Marine & Safety Center – Earl Meador Chancellor of Fletcher Technical Community College and Director of SCL Technical College addressed the board. There are 8 different sites we serve a 5 parish region. These are 2 separate colleges but since he is in charge of both it allows for them to share resources. One local site is the SCL Technical College located in Galliano that has had major renovations recently. For several years students from South Lafourche have been attending for welding, nursing, and the GED program. Fletcher now has the Integrated Production Technology program based in Schriever to train deep water offshore production workers. The IPT program provides specialized academic & technical skills training to prepare students for careers as technicians (production operators) in the oil & gas production industry. This program started from a large donation from BP actually before the oil spill. The BP IPT Building was funded through a $4 million generous donation from BP America & matched with another $4 million from the State of Louisiana. Inside there is a massive training facility lab and we are just finishing up a production training skid for students to use. In the next year, students will work off a salvaged platform put in the air 20-30 ft. We are constantly changing our programs as the communities we are involved in change. We promote our program as $60K is 2 years away by getting this degree from the IPT program. Fletcher was recently designated as the Deepwater Center for Workforce Excellence by the State Board of Regions that recognizes the IPT program as the top program training production workers. The biggest challenge is hiring instructors. We hire out of the industry and business people that have had real life experience. The Marine and Petroleum Safety Training Center is another partnership between the 2 colleges. There is a new building in Houma recently opened which is a Fletcher building run by SCL staff. Fletcher runs about 1,000 students a year whereas the SCL in Morgan City has approximate 6,000 students a year. At the new location in Houma, they will also have a HUET instructor for water survival course. SCL is also constructing a new building in Morgan City sponsored by Hugh & Byrnes Young for marine and petroleum safety courses. As we go forth, the training we do is about your community and making our courses fit what is going on in the workforce. Taking care of our community to make sure that the investment stays here. Melancon questioned getting information to sign up and attend these programs, which Meador replied through job fairs and working with high schools. Crystal Chiasson stated that there is a job fair on March 25th at their Schriever campus and on March 26th at the Houma campus for businesses to come in and hire students. There are other outreach programs that we go to all the high schools giving out information. We are also working with businesses to develop an internship program for students to gain experience. Chiasson stated that you can apply online at fletcher.edu. Meador stated that we continue to recruit students and actually do summer camps to inform students as young as 6th graders so they know what is out there. Gisclair questioned after recruit and train do you take part in placing students with jobs, which Meador replied that is where the job

fairs come in and continue to deal with local businesses to know what openings are out there. As a college, we have looked at the placement issue and developed a workforce team to promote and better the efforts of placing students in the community. Gaudet stated impressed with the programs offered. Meador stated that we are part of the community and we change and adapt as the community changes by continuously updating our programs we offer. If anyone has recommendations for new courses, we want to hear from you. Committee Reports Executive Committee - The committee met on February 25th in Port Fourchon. Present was Gisclair, Cheramie, and Melancon, with Griffin absent. They also met on March 9th in Galliano with all present. Upon motion by Collins and second by Melancon, with no public comment, the board unanimously approved the request from Entergy Louisiana to amend their lease at the South Lafourche Industrial Park with respect to a portion of the lease premises being extended for 3 months. Upon motion by Gaudet and second by Griffin, with no public comment, the board unanimously approved the request from NRCS to extend their lease for 25 additional years at the South Lafourche Industrial Park. Upon motion by Bruce and second by Guidry, with no public comment, the board unanimously approved the request from Rotorcraft to lease 11.62 acres of property adjacent to their existing site at the South Lafourche Industrial Park. Upon motion by Griffin and second by Bruce, with no public comment, the board unanimously approved advertising for summer employees to hire 5 roustabouts and 1 clerical. Construction & Development Committee - The committee met on February 25th in Port Fourchon. Present was Gisclair, Vizier, with Bruce and Griffin absent. They also met on March 9th in Galliano with all present. Upon motion by Collins and second by Cheramie, with no public comment, the board unanimously approved the Partial Substantial Completion Certificate dated March 3, 2015 by Johnson Bros. Corporation for the southernmost 600’ on the east side of Slip C Bulkhead project. Upon motion by Bruce and second by Guidry, with no public comment, the board unanimously adopted the DOTD Resolution to advertise the east side of Slip C Sweep Dredge project. Upon motion by Vizier and second by Collins, with no public comment, the board unanimously approved Change Order No. 2 an increase of $669.18 and 17 contract days for the Storm Harbor Marina project. Upon motion by Vizier and second by Gaudet, with no public comment, the board unanimously approved the lowest responsive bid of $371,745.00 from Dolphin Services, LLC for the Nerby Collins Commercial Marina Bulkhead project. Finance Committee - The committee met on February 25th in Port Fourchon. Present was Chairman Melancon, Gisclair, Gaudet, and Guidry. They also met on March 9th in Galliano with all present. Upon motion by Melancon and second by Guidry, with no public comment, the board unanimously approved the payment of February invoices and recognized expenditures over $10,000 totaling $3,233,461.46. The Board of Commissioners of the Greater Lafourche Port Commission met in special session on Wednesday, March 18, 2015 at 4:00 PM at the Administration Building 16829 East Main Street, Galliano, LA. President Gisclair called the meeting to order and Secretary Cheramie called roll. ATTENDED: Chuckie Cheramie, Perry Gisclair, Kris Gaudet, Donald Vizier, Wilbert Collins, Larry Griffin, John Melancon Jr., Jimmy Guidry, and Ervin Bruce ABSENT: None President Gisclair presented for the board to consider approving a rental discount for Fourchon land leases. Executive Director Chett Chiasson stated that there has been a considerable amount of discussions with the board regarding the several requests received from the tenants due to the low oil prices and the trickling affects from the oil companies to the operators and down to the Port leases. The administration is recommending the motion to have a 20% discount to the scheduled Basic Rent calculation for all current Port Fourchon land leases will be effective April 1, 2015 to March 31, 2016 or until the price of a Barrel of West Texas Intermediate (WTI) reaches $70/barrel for 60 days consecutively, whichever comes first. The only exception to the discount is to the portion of the 500AB Halliburton lease which is owned by Caillouet Land, LLC. Again, this is for just basic rent not improvement rent on solely Port Fourchon land leases. It does not include mooring dolphins or the airport leases. The intent of this action is to assist in the long term sustainability of our tenant base which has an immense economic impact on our community. Upon motion by Cheramie to approve the recommendation stated above which was second by Gaudet, the floor was open to discussion. Vizier requested explanation of the difference between basic and improvement rent, which Chiasson replied many tenants have leases with improvements which is the bulkhead cost that the Port built as well as basic land rental. This rental discount will only affect the basic rental. Chiasson stated that this does not impact the 5% annual escalation which is dictated by the landowners. The only thing we can address is the actual rental amount. Gaudet stated if the oil prices go to $70 a barrel for 60 days the rent will return to normal the 1st of the following month, which Chiasson stated that we will give time to notify the tenants. With no public comment, the board then voted which resulted in 8 yeas and 1 abstain by Gisclair, motion passed. President Gisclair opened the floor for public comment. James Rome updated the board on the advalorem millage. He stated that after consulting with the Assessor which clarified that this is the last year for the board to roll forward from 6.83 mills to 6.84 mills which is a difference of approximately $6,000. The roll forward process changed a lot with additional notices, publications, and contacting local delegation. Please inform us if would like to consider rolling forward. Upon motion by Cheramie and second by Melancon, with no public comment the board adjourned the special meeting at 4:10 PM. Your Credit Score: Updates You Should Know

Credit scoring has evolved over the last three decades and this fall, FICO made one more important change. Borrowers who have struggled with medical debt and those with a limited credit history might see better FICO numbers in the future. Even if these situations don’t apply to you, understanding how credit scoring is changing can help you better manage your credit over time. FICO Score 9, rolled out last fall, is described as a more “nuanced” version of the original FICO Score that the leading credit scoring company introduced in 1989. It is offered by three major credit bureaus – Equifax (www.equifax.com), Experian (www.experian .com) and TransUnion. (www.transunion.com). It now bypasses collection agency accounts and weighs medical debt differently than non-medical debt on a person’s credit record. Borrowers with a median score of 711 whose only negative credit data comes from medical collections will see their credit score go up 25 points under the new system. As for consumers with limited credit histories – what the industry calls “thin files” – FICO says the new system will better determine the ability of someone in that situation to repay a debt. What doesn’t FICO 9 address? At this point, the latest credit-scoring model really doesn’t loosen or change requirements for mortgage and refinancing opportunities. Even so, there are many things ordinary borrowers can do to improve their credit scores and overall financial health over time. The first step is for borrowers to review each of their credit reports once a year. Credit reports and credit scores are two different things. Consider credit scores are a three-digit summary of creditworthiness; credit reports are the detailed record of a borrower’s credit history. Consumers can view each of their credit reports from Equifax, Experian and TransUnion once a year for free (www.annualcreditreport.com). Stagger receipt of each agency’s credit reports throughout the year to weed out any inconsistencies, inaccuracies, or worse, indications of fraudulent credit applications or identity theft. Borrowers are seeing something else that’s new – some lenders are making the credit scores they apply to existing borrowers available for free. A few major lenders have taken part in the industry-only FICO Score Open Access Program, which lets current customers see the exact credit scoring data applied to them at no charge. FICO’s site doesn’t offer the names of participating lenders, but a customer should ask their lender if they are offering free scores through that program. Consumers should know how credit scores are compiled. FICO uses five key ingredients: - Payment history (35 percent) - Amounts owed (30 percent) - Length of credit history (15 percent) - New credit (10 percent) - Types of credit used (10 percent). Visit www.myfico.com for a list of tips for borrowers to improve their scores. Base FICO scores have a 300 to 850 score range, and though FICO doesn’t release what it considers good or bad scores, borrowers with excellent credit typically have scores in the mid-700s and up. There are ways to preserve and raise existing credit scores. It might be

wise for borrowers to ask if they can increase the credit limit on individual accounts while paying down existing balances on those accounts. Smart borrowers generally

keep their outstanding balances at 30 percent or less of their available credit limit. Bottom line: Smart credit management starts

DONALD BARRIOS Donald Patrick Barrios, 76, a native and resident of Lockport, died at 7:45 p.m on Thursday, April 23, 2015. Visitation was held from 9:00 a.m. until 11:00 a.m. on Monday, April 27, at Holy Savior Catholic Church in Lockport. A Mass of Christian Burial was celebrated at 11:00 a.m. Monday at the church with burial in the church cemetery. He is survived by his loving children, Aaron Barrios (Dena), Brian Barrios (Brenda), Letia Clement (Jimmy), Monica Barrios, Nanette Barrios and Chad Barrios (Heather); grandchildren, Josh, Megan, Brooke, Jeremy, Jace, Justin, Jessica, Julie, Grant, Jada, Hayden, Logan, Elise and Jimmy; foster grandchildren, Preston and Brooklyn; great grandchildren, Peyton and Jayce; siblings, Ronald Barrios, Katie Landry and Mary Ledet. He was preceded in death by his loving wife Audrey Allemand Barrios; parents, Lawrence and Ada (Chiasson) Barrios and brother, Ray Joseph Barrios. He was a devoted Catholic, a member of the K.C. May is a busy month at the Lafourche Parish Public Library. Be on the lookout for many special programs at your library celebrating

Mother’s Day, National Physical Fitness and Sports Month, and more. It’s all free at the library. HONOR MOM AT THE LIBRARY Several library branches will host special programs for children to honor their mothers in observance of Mother’s Day. Here are a few examples. The South Lafourche Branch Library, 16241 E. Main Street in Cut Off, will host its annual Mother’s Day Tea Party for children and their mothers, grandmothers, aunts, or any other special woman in their life at 5:30 p.m. on

May 6. It’s free and open to the public. Children can make personalized Mother’s Day cards for Mom at a Mother’s Day Storytime at 11 a.m. on May 7 at the Larose Branch, 305 E. Fifth Street. Children ages 4 to 12 can create a vintage book page butterfly flowerpot for Mom at 4 p.m. on May 7 at the Lockport Branch, 720 Crescent Avenue. Registration is required to attend, so sign up at the library. People of all ages can create a special Mother’s Day painting for Mom or the special woman in their life at 5 p.m. on May 7 at the Raceland Library, 177 Recreation Drive. The Golden Meadow Branch, 1403 N. Bayou Drive, will host a Mother’s Day Storytime Book Club at 5 p.m. on May 12, featuring P.D. Eastman’s Are You My Mother? Register your child in advance to receive a free copy of the book, while supplies last, thanks to a grant from Target. One book per household. GET FIT AT THE LIBRARY May is National Physical Fitness and Sports Month. Get some exercise and fresh air at these library programs. Taxi Driver

A taxi passenger tapped the driver on the shoulder to ask him a question. The driver screamed, lost control of the car, nearly hit a bus, went up on the footpath, and stopped centimeters from a shop window. For a second everything went quiet in the cab, then the driver said, “Look mate,

don’t ever do that again. You scared the daylights out of me!” The passenger apologized and said, “I didn’t realize that a little tap would scare you so much.” The driver replied, “Sorry, it’s not really your fault. Today is my first day as a cab driver – I’ve been driving a funeral van for the last 25 years.”
