State police security team travel expenses rise under Jindal
Counterfeiter out on bond arrested again with fake bills
Happy Easter! Wishing you and yours a very Blessed Easter!
MELINDA DESLATTE Associated Press
VOLUME 26 NUMBER 25
Lafourche Parish Drug Task Force agents recovered over $25,000 in counterfeit bills from a Cut Off residence Tuesday, arresting three people believed to be involved. Investigators say Terry Guidry, 46, of Galliano, who was out on bond from a previous counterfeit arrest, faces new charges following the investigation. Two other people, Adam Theriot III, 31, of Larose and Chrisy Rousse, 37, of Cut Off, were also arrested in connection to the case following a traffic stop on Tuesday. Terry Guidry was arrested on April 2 last year when he was found with cocaine and more than $3,300 in counterfeit bills, as well as printing materials for counterfeit bills and another $66,395 in fake bills in which the printing process had not yet been completed. Guidry spent nearly a year in jail before bonding out on March 4 of this year. This past week, the Lafourche Parish Drug Task Force began investigating Guidry after they learned through investigation that he was again printing counterfeit bills.
BATON ROUGE, La. (AP) — Expenses for the governor’s state police security detail have increased during Gov. Bobby Jindal’s tenure as he travels across the country raising his profile for a possible presidential campaign. Col. Mike Edmonson, head of the Louisiana State Police, told lawmakers Tuesday during a budget hearing that his agency spent $2.2 million on travel expenses related to Jindal’s protective detail this fiscal year. The spending has grown from $1.6 million when Jindal first took office in 2008, and it’s up from state police travel costs for Jindal’s two most recent predecessors, Edmonson told the House Appropriations Committee. Children attending the Lockport Bayouside Park’s Easter egg hunt last Sunday had to practice selfcontrol not to burst through the barricade to get to the eggs. Louisiana shrimpers: Time to enforce federal sea turtle laws CAIN BURDEAU Associated Press
NEW ORLEANS (AP) — A key industry panel wants Louisiana lawmakers to repeal a 1987 law that prohibits state fisheries agents from enforcing federal rules designed to protect sea turtles by outfitting shrimpers’ nets with special escape hatches for threatened and endangered turtles. On Wednesday, the Louisiana Shrimp Task Force voted 7-0 in favor of repealing the state law. The task force now wants the Louisiana Legislature to repeal the ban on state enforcement of the federal laws. Louisiana’s shrimp industry has long been criticized by environmental groups for refusing to enforce the federal rules requiring the use of turtle excluder devices, also known by their acronym
TEDs. But the federal rules have long been challenged by shrimpers who say they are costly and unnecessary. Mark Abraham, the task force’s chairman, said the panel has lined up support from state lawmakers willing to sponsor a bill repealing the enforcement ban in the upcoming legislative session. He said repealing the 1987 law will prove the Louisiana shrimp industry is interested in protecting threatened and endangered sea turtles. “It will send a message to the rest of the country that we are serious about sustainability,” Abraham said. The devices allow turtles caught in shrimp nets to swim out. See Sea Turtles Page 5-A

What a Life!
Sunday, April 5, 2015 THE LAFOURCHE GAZETTE
By: Rev. Wilmer L. Todd Do we share the good news of Jesus’ Resurrection with others?
Easter is the celebration of new life won for us by the death and resurrection of Jesus. The grave is not our final destination. God has saved us in Jesus. We rejoice and realize Jesus’ tremendous sacrifice. This following Easter story reminds us of the sacrifice God made for us in giving his only Son for our salvation. After the Sunday scripture readings, the pastor went to the pulpit and briefly introduced his childhood friend. An elderly man stepped up to the pulpit and began to speak. “A father, his son, and his son’s friend were sailing off the Gulf Coast when a fast approaching storm blocked any attempt to get back to shore. The waves were so high that even the father, an experienced sailor, could not keep the boat upright, and the three were swept into the gulf. The father managed to hang onto the capsized boat.” The old man hesitated for a moment, noticed two teenagers who were, for the first time since the service began, looking somewhat interested in his story. He continued: “Grabbing a rescue line, the father had to make the most excruciating decision of his life – to which boy he would throw the line. He had only seconds to decide. “The father knew that his son was a Christian, and he also knew that his son’s friend was not. The agony of his decision could only be matched by the torrent of waves. As the father yelled out, ‘I love you, son,’ he threw the line to his son’s friend. “By the time he pulled the friend back to the capsized boat, his son had disappeared beyond the raging swells into the black of night. They never found his body.” By this time, the two teenagers were sitting straighter in the pew, waiting for the next words to come out of the man’s mouth. “The father,” he continued, “knew his son would step into eternity with Jesus, and he could not bear the thought of his son’s friend stepping into an eternity without Jesus. Therefore, he sacrificed his son. How great is the love of God that he should do the same for us.” With that, the old man returned to his chair, as silence filled the room. Within minutes after the service ended, the two teenagers were at the old man’s side. “That was an interesting story,” politely started one boy, “but I don’t think it was very realistic for a father to give up his son’s life in hopes that the other boy would become a Christian.” “Well, you’ve got a point there,” the old man replied, glancing down at his worn Bible. A big smile broadened his narrow face, and he again looked up at the boys and said, “It sure isn’t very realistic, is it? However, that story gives me a glimpse of what it must have been like for God to give up His Son for you and me. You see, I was the son’s friend.” St. John tells us: “God so loved the world that he gave his only Son, so that

everyone who believes in him may not perish but may have eternal life. Indeed, God did not send the Son into the world to condemn the world, but so the world might be saved through him.” (John 3:1617) Do we share our faith, share the good news of Jesus’ Resurrection with family, friends, and coworkers, or do we keep the news to ourselves out of fear of rejection, misunderstanding, or ridicule? The world needs to be told about the risen Lord. If we don’t do it, the message may never be delivered. Christ is alive today to those who accept him. May you have a blessed and life-giving Easter.

During a traffic stop on Tuesday, March 31, Adam Theriot III and Chrisy Rousse were found to have crack cocaine, drug paraphernalia, and $280 in counterfeit bills in their possession. Task Force agents were able to trace the bills to Guidry and were able to obtain a search warrant for a residence on East 75th Street where they believed Guidry was manufacturing the phony bills. Upon searching the residence, they located more than $25,000 in counterfeit bills, as well as equipment and materials commonly used in the manufacture of fake money, but Guidry was not at the residence at that time. After learning of Guidry’s possible whereabouts, agents contacted the Golden Meadow Police Department for assistance, and officers located Guidry at a family member’s residence on West 215th Street. There, Guidry was found to have psilocybin mushrooms and amphetamine pills in his possession. Guidry was arrested and transported to the Lafourche Parish Detention Center in Thibodaux where he was booked on charges of monetary instrument abuse, possession of psilo-

Carole Allen, the Turtle Island Restoration Network’s Gulf director, welcomed the announcement but cautioned that a previ-
ous effort to repeal the law last year failed. She said the lack of enforcement in Louisiana endangers turtles that routinely cross through the state’s waters. “It’s a huge missing link in the protection of turtles, she said. “The turtles drown without TEDs. Shrimpers see it differently. Abraham said Louisiana shrimpers abide by the turtle excluder laws and that repealing the law would be symbolic. The shrimp task force is made up of shrimp processors, dock owners, fishermen and government officials. It makes recommendations to government agencies. In its resolution, the panel said it supports repealing the law for two years and then reviewing whether to re-instate the enforcement ban or not.

I was appointed to serve on the Lafourche Parish Steering Committee from 2012 to 2014, helping to create the Lafourche Parish Comprehensive Resiliency Plan for the next 20 years. I also serve as President of the Lafourche Parish Youth Council, where I have been serving since 2005. I worked as a page in the Louisiana State House of Representatives during the 2007 regular session and as a member of the Senate President’s staff for the 2008 regular session. I envision a Lafourche Parish that is not afraid to make a change for the better. I see a parish implementing the goals crafted with public input in the Lafourche Parish 20 year Comprehensive Resiliency Plan. I also envision a united parish government, working together in a financially responsible manner, to improve roads, drainage, pump stations and levees in a professional and equitable manner. The parish council should not be about vying for tax dollars to support one area of the parish over another. The council that I envision will work toward unity for the greater good of all the people of Lafourche Parish. I look forward to using my education, experience, qualifications and vision for Lafourche Parish as a councilmember from District 7. I humbly ask for your support and your vote on Saturday, October 24, 2015.

of $1.6 billion next year. “It seems like this is one of the areas in state government that has not been cut at all or restricted. Have we restricted the governor’s travel at all? asked Rep. Katrina Jackson, DMonroe. Edmonson replied: “No, we don’t control that. He said his office is required under state law to protect Jindal and his family wherever they go, no matter the purpose of the trip. In 2014, the governor spent about 40 percent of his days outside of Louisiana, according to an Associated Press review of his announced trips. Since January, Jindal has traveled to eight states and Washington, D.C., including trips to the key presidential campaign states of Iowa and South Carolina. He also traveled to Europe for an economic development mission that doubled as a chance for Jindal to talk about U.S. foreign policy. The Appropriations Committee is doing a department-by-department review of the governor’s budget proposal for the fiscal year that begins July 1, which includes reductions across nearly every agency. As they combed through the state police’s budget of more than $400 million, committee members were divided on the increased presence of troopers in New Orleans to help local police. The New Orleans Convention and Visitors Bureau is paying $2.5 million to cover the costs through the end of the fiscal year in June, Edmonson said. Committee Chairman Jim Fannin, R-Jonesboro, questioned whether that took needed troopers away from other parts of the state. But New Orleans Rep. Helena Moreno, a Democrat, praised the state police help for the city, saying it protects residents and a valuable tourism industry for Louisiana. ____

cybin (mushrooms), and possession of amphetamine. He is being held in lieu of $70,000 bond as set by Judge Walter I Lanier III. Meanwhile, Theriot and Rousse were arrested following the traffic stop, and were both transported to the Detention Center as well. Theriot was charged with possession with intent to distribute crack cocaine, possession of drug paraphernalia, and careless operation. He is being held in lieu of $11,100 bond as set by Judge Lanier. Rousse was charged with monetary instrument abuse, possession of crack cocaine and possession of drug paraphernalia. She is being held in lieu of $31,000 bond as set by Judge Lanier. Guidry has 21 prior arrests, mostly for similar charges, in Lafourche, Terrebonne and St. Charles Parishes. He was set to go to trial on April 27 for his arrest last April. In addition to the charges from that arrest, he also has pending drug and counterfeit charges stemming from prior arrests in 2012 and 2013.

Travel expenses for the governor’s state police detail cost $609,000 when Mike Foster took office in 1996 and rose to $1 million when he left eight years later, according to Edmonson’s data. State police paid $1.5 million in the last year of Kathleen Blanco’s term, about 47 percent less than they spent this year on travel expenses for Jindal’s security detail. Several lawmakers, particularly Democrats, have questioned why the state is paying costs related to Jindal’s extensive travel if the trips aren’t tied to his work as governor. Criticism of Jindal’s travel has grown as the state faces repeated budget gaps, including a shortfall

the Taylor Opportunity Program for Students. Phyllis Taylor said she wanted a way to sustain the program despite the state’s ongoing financial constraints. “We believe that this is the answer, she said. Jindal’s support of this measure appears to hinge on whether he considers the restrictions a “cap. “TOPS is an excellent program that helps our kids get a great education. We will oppose any bill that caps TOPS or limits the ability of qualified Louisiana families to utilize this program. We will review this bill as it goes through the process to determine if it will have a negative impact on the program, Jindal spokeswoman Shannon Dirmann said in a statement.

Sheriff Craig Webre, Judge John LeBlanc and other members of the P.A.C.T. Place Advisory Committee pose for a photo with Bea Hanson and Michelle Brickley from the OVW. (From left to right): Debbie Triggs (South Central Louisiana Human Services Authority), Geralyn Pitre (Lafourche Parish District Attorney’s Office), Tamara Joseph (LPSO Police Social Services), Bea Hanson (OVW), Felicia Hill (The Haven), Judge John LeBlanc (17th Judicial District Court), Michelle Brickley (OVW), Sheriff Craig Webre, and Pam Guedry (LPSO P.A.C.T. Place).
National Director visits LPSO’s P.A.C.T. Place On Wednesday, Lafourche Parish Sheriff Craig Webre welcomed Bea Hanson, the Principle Deputy Director of the U.S. Department of Justice Office on Violence Against Women, for a visit to the P.A.C.T. Place Supervised Visitation and Exchange Center in Lockport. Judge John LeBlanc and other members of the P.A.C.T. Place advisory committee and staff were on hand as well to speak with Hanson. The visit took place following Hanson’s address to community leaders in New Orleans Wednesday morning, part of the OVW’s nationwide tour in honor of the 20th anniversary of the Violence Against Women Act. “I was excited to be able to add this stop to the OVW’s national tour, said Hanson. “The P.A.C.T. Place is a perfect example for the nation of how law enforcement can take a leadership role to address the need for safety for victims of violence and their children. Supervised visitation and exchange centers are not typically operated by law enforcement agencies. The P.A.C.T. Place is an exception, and may be the only such center operated by a law enforcement agency. The Lafourche Parish Sheriff’s Office funded the creation of the center through an OVW Safe Havens Grant awarded in 2007, and a subsequent continuation grant in 2011 kept the center open through the Fall of 2014. The OVW recently awarded a grant through its Justice for Families Program to fund the P.A.C.T. Place’s operation through February 2017. “On behalf of our agency and the community, I would like to thank Mrs. Hanson and the Office on Violence Against Women for the opportunity to utilize this grant funding, said Sheriff Webre. “It takes passion, drive and commitment to sustain a program of this nature, and we are privileged to have a staff and advisory committee who truly embody all those qualities. P.A.C.T. stands for Parents and Children Together. The mission of the P.A.C.T. Place is to provide a safe, secure and supportive environment for supervised visitation and monitored exchanges to occur in an ef-
fort to prevent further impact of domestic violence on children and their abused parent. The center is designed to ensure that both parents remain separate, so that contact between them never occurs. The P.A.C.T. Place provides a child-friendly atmosphere for children to visit with their non-custodial parent. P.A.C.T. Place Director Pam Guedry said ensuring that victims of violence and their children are safe is the staff’s highest priority. “The P.A.C.T. Place visitation program provides an opportunity for children to safely visit with and maintain a relationship with their non-custodial parent, said Guedry. “As a visitation program, we are able to interact with each member of the family - mother, father, and child. This gives us a unique opportunity to identify needs and gaps in services to ensure safety of victims in our community. Lafourche Parish has great resources and we are fortunate to be able to collaborate with many of them on this project. Since opening its doors in October 2009, the P.A.C.T. Place has provided services to over 200 families affected by domestic violence, sexual assault, stalking, and dating violence. To date, the P.A.C.T. Place has hosted 1,350 supervised visits and 1,003 monitored exchanges. As the only visitation center in the region, these services are provided free of charge to the residents of Lafourche, Terrebonne, Assumption, St. Charles, and Jefferson parishes. For more information about the P.A.C.T. Place and its services, contact Director Pam Guedry at (985) 5324390, or visit www. LPSO.net/PACTPlace.
BATON ROUGE, La. (AP) — Cost controls would be added to Louisiana’s TOPS free college tuition program under a bill backed Wednesday by state higher-education leaders. The legislation is meant to address concerns about its ballooning price tag and is sponsored by two Senate leaders: Finance Chairman Jack Donahue and Education Chairman Conrad Appel, both Republicans. And it has the critical backing of Phyllis Taylor, wife of the program’s namesake and a fierce TOPS protector. Under the proposal, the TOPS tuition payment rate would be locked in at the 2015-16 level. Rather than the current automatic increases whenever tuition costs rise on college campuses, boosts to TOPS payments in the 2016-17 school year and beyond would have to get separate approval from lawmakers. Students would be assured their TOPS payments wouldn’t drop below the existing payment level. But they and their parents could pay more out of pocket for college if lawmakers don’t increase TOPS payments as campuses raise their tuition rates. Supporters said the changes would give lawmakers more financial predictability and ensure TOPS can be sustained. Otherwise, they said the evergrowing cost of the program threatens the state’s ability to continue it. “It is a danger to the state budget over long periods of time, said Appel, RMetairie. “However, this bill gives us the opportunity to put the brakes on that, decouple it from some of the exponential growth and ensure that TOPS will exist for future generations. Lawmakers will consider the idea in the legislative session that begins April 13. It’s unclear whether Gov. Bobby Jindal will support the measure. The nearly 20-year-old program is slated to cost $284 million in the upcoming 2015-16 year to cover more than 55,000 students, an increase of $34 million over this year. Worries about the cost of TOPS have grown as the state has faced continuing budget shortfalls and as colleges have boosted their tuition rates to compensate for cuts to their state financing. Each increase in tuition drives up the cost of TOPS. But the program is much beloved among mid-
dle-class families, who benefit disproportionately from the tuition aid. Also, the program is credited with helping more students get college degrees in a state with low levels of educational attainment. Efforts to tweak the program have repeatedly failed. Taylor’s support is expected to help the bill gain traction. She joined the senators, the Board of Regents and others at a press conference Wednesday to announce her backing. TOPS was the brainchild of Taylor’s late husband, Patrick, and the program is formally called
