(AP) — W As Louisiana does the equivalent of scraping the state’s couch cushions for cash, lawmakers are realizing millions of dollars remain socked away in savings accounts that agencies, boards and commissions never told them existed. Sen. Eric LaFleur, chairman of the Senate budget committee, has been trying to get an accounting of what’s out there — and determine whether some of that money can help fill continuing budget gaps. Officials clarify school gun laws and policies after recent incidents

Lafourche Parish Sheriff Craig Webre and Lafourche Parish Schools Superintendent Dr. Jo Ann Matthews are educating the public on the issue of guns on school property. Recent incidents involving air-powered pistols have generated many opinions and questions with parents and students, especially over social media. Webre and Matthews are offering clarification with regard to laws and school board policy and asking parents to play a role in ensuring events such as these do not occur. “Any student found in possession of any gun could be criminally charged,” said Sheriff Webre. “Just like with any investigation, we will thoroughly investigate and decide what charges should be brought in every situation. It is imperative that parents know where their guns are at all times, and even check their

children’s school bags if necessary.” The term “gun” could refer to a “firearm” or one which is “air-powered.” Federal firearm laws define a “firearm” as any weapon which expels a projectile by the action of an explosive. Because non-powder guns, including traditional B.B. guns, pellet guns, and “airsoft” guns, use compressed air to expel the projectiles instead of gunpowder, they are not considered “firearms” under federal law. They do, however, discharge projectiles, often at high rates of speed and with significant force and can be considered dangerous weapons. Not only could a student be criminally charged for possession of a gun, it is also a violation of Lafourche Parish Schools policy.

Bark in the Park set for this Sunday

The Larose Civic Center will host its annual Bark in the Park on Sunday, April 9. Registration begins at 11 a.m. and the show begins at noon. Cost is $5 per dog, per category. Lions Club to sponsor youth for camp

Applications for a summer vacation full of fun for special needs youth in the South Lafourche/ Grand Isle area are now being accepted by members of the Golden Meadow Lions Club. The Louisiana Lions camp in located north of Leesville and will open on Sunday, May 28. There will be a one week session for youth with Pulmonary disorders; two one-week session for the mild mentally challenged, ages 8-19; two one week sessions for youth with Diabetes, ages 6-14; two one week sessions for visual, hearing and orthopedically impaired youth, ages 7-19. There is no cost to the parents for the campers stay. All requests for summer camp are handled locally by Lions. Each applicant required Lion sponsorship. Whether we want to hear it or not, she’s not afraid to speak,” Bourgeois said. “I think if you’re in a leadership position, you have to be able to talk to all audiences whether they like what you have to say or not and that’s really critical because the parish administrator has to be a liaison between the Parish Council and the parish president’s office. I think she’s proven to be very effective at talking to everyone.” After the vote, both Lafont and Jones said one of their primary reasons for voting against her was their difficulty finding parish employees who said they liked Eschette. “I took the employees’ advice. Over 90 percent of the parish employees I talked to didn’t want her,” Jones said. “I had two calls who said they wanted her and over 20 that said they didn’t. It’s that simple.” Lorraine argued during the special session that Eschette had done well in her previous position as deputy director of communications and said that not all bosses are liked by their employees. “I don’t see anything wrong with the resume and I think it was a good choice and I think she will help this parish a lot,” Lorraine said. “And just remember, when you’re the boss, not everyone likes you, but that’s besides the point.” Sposito said her main concern was if something happened to Cantrelle, then Eschette would become the new parish president. “I guess I look at it as the parish administrator is a really important position in the parish, so much so that let’s just say there’s a Category 5 hurricane in the Gulf and Mr. Jimmy dies. That person who’s parish administrator becomes parish president,” Sposito said. “I think that they need to be ready to handle such a thing. She’s been here for 15 months. We’ve been able to see the quality of her work, the content of her character, her education and her experience. The administrator is a heartbeat away and we’re in a very volatile area. We have to be careful.” Sposito also said she didn’t think that the position was properly advertised and would have liked to have seen more choices. Eschette and Jake Cheramie were the only people who applied for the position and Cantrelle chose Eschette. After the meeting, Eschette said via email that

she would have welcomed the chance to discuss her appointment. “I was honored to have been nominated for Parish Administrator by Parish President James Cantrelle. I want to thank Councilman Bourgeois, Gros and Lorraine for their support and kind remarks,” Eschette said. “I am very disappointed that the other council members chose not to engage in discussion regarding my appointment. I would have welcomed the opportunity before their vote.” Cantrelle said after the meeting that Eschette not being approved was a loss for the parish. “As far as I am concerned, Lafourche Parish missed out on having a highly qualified person as its administrator,” Cantrelle said. “Caroline is extremely talented and capable. She would have done an excellent job at this position. The people of Lafourche are the ones who lost.” The parish has been without a permanent administrator since Jan. 31 when Cantrelle fired Reggie Bagala. Tommy Lasseigne is acting as interim parish administrator. In the legislative session that starts Monday, LaFleur is proposing to make it tougher to create these escrow accounts and special bank accounts, to require more uniform policies governing them and to enact tighter tracking of them. He said the money should have been tallied as lawmakers look at an agency’s expenses — and their claims of budget shortfalls. “Those dollars are out there, and they’re spent by the agency as they need it,” said LaFleur, a Ville Platte Democrat. “It should always have been counted.” He points to a recent audit that found $6 million from the prison rodeo at the Louisiana State Penitentiary was never deposited in the state treasury or included in the annual corrections budget. said. Lawmakers have asked Legislative Auditor Daryl Purpera to review a decade of financial documents from the rodeo, to determine if other dollars weren’t properly documented and where they went. LaFleur has enlisted the Treasury Department’s help for months trying to track down financial accounts that state boards, agencies and other government offices have on the books. Tens of millions in unrestricted balances have been tallied so far. It’s not that the senator wants to redirect the money to other parts of the budget — a maneuver heavily criticized when former Gov. Bobby Jindal used it repeatedly to patch together the state operating budget. LaFleur said lawmakers, however, should be able to use the information during budget deliberations to determine the needs of an agency. “If an agency has money in an account that hasn’t been counted and they’re coming to us for money, we have to count the money that’s available for them to spend,” he said. “What’s your budget need, $1 million? Well, you already have $200,000 there so you’re only going to get $800,000.” Gov. John Bel Edwards’ administration hasn’t taken a position on LaFleur’s bill. In another area, Sen. Fred Mills, a Republican from Parks, has been getting details about medical licensing boards that have millions in fund balances, questioning why they’re sitting on excess cash when the dollars are supposed to be spent on services. At a recent Senate judiciary committee hearing, senators learned the Louisiana Patient’s Compensation Fund, a medical malpractice coverage system for private health care providers, has $1 billion in its coffers to pay claims. That’s above the estimated outstanding liabilities of $800 million — and well above the statutorily required funding level. Sen. Jay Luneau, an Alexandria Democrat, applauded the fund’s executive director for “not letting the state of Louisiana raid these funds” to fill budget holes. Possession of firearms or dangerous weapons on school property, school buses, or at school-sponsored activities are listed as “suspendable acts.” The policy further prohibits possession of anything made to resemble a firearm, which includes toy guns which do not shoot projectiles of any kind. Depending on several factors, including the severity of an offense and the quantity of past and present offenses, any suspendable act can result in expulsion per the policy. “We will administer consequences to students who bring any type of weapon on school grounds, and we will suspend and

recommend students for expulsion when this occurs,” said Dr. Matthews. “We owe it to our staff and students to make our school campuses the safest possible place for students to learn. This includes numerous measures, including cameras in schools and school buses, metal detectors, School Resource Officers, training of staff, and one point of entry for schools.” “It is important to understand the differences in laws and policies, but it is also important to remember there are consequences for violating either,” added Sheriff Webre. “While an act may not be illegal, there could still be a school policy prohibiting it, resulting in disciplinary action

46 new troopers graduated into Louisiana State Police ranks

BATON ROUGE, La. (AP) — Louisiana has 46 new state troopers. The Louisiana State Police announced the graduation Wednesday of its latest cadet class, the 95th in history. Graduating troopers got the gold boot badge at a ceremony held in Baton Rouge. The new troopers will next participate in a 10week field training program under the supervision of a senior trooper and will be deployed around the state. The troopers have been in training for 22 weeks since November. Sixty-four potential candidates started the training, and 46 finished it. Training areas, according to the state police, include physical fitness, crash investigation techniques, emergency vehicle operations, impaired driving detection and traffic incident management. ___

Resolve to replace your bad financial habits

Most people have at least one bad financial habit. Whether it’s impulse shopping, forgetting to pay bills on time or putting off building that emergency fund, balancing what you want to do and what you “should” do is never easy. The new year is the perfect time to identify potential financial weak points and replace bad habits with productive ones. Start by identifying your bad habits. Sometimes a bad financial habit is easy to identify. For example, there might be a growing stack of bills in the kitchen that you willfully ignore. Others may be subtler, or perhaps they’ve become so ingrained that you do them without thinking twice. Not sure where to start? Looking through your previous months’ expenses can help you identify expensive trends or one-off purchases that are part of a larger theme. Online or paper bank statements can make this particularly simple. Detectives investigating shooting in Larose

Detectives are currently investigating a shooting, which took place Tuesday night in Larose. At around 12:15 a.m. on Tuesday, April 4, the Lafourche Parish Sheriff’s Office received a call in reference to a shooting in the Larose area where a bullet grazed a male subject in the head. The victim was transported to a local hospital and was later airlifted to University Medical Center in New Orleans. He is expected to recover. The investigation into this matter is ongoing. Detectives are asking anyone with information on this case to submit a tip anonymously through Crime Stoppers Bayou Region by phone at 1-800-743-7433 or online at www.crimestoppersbr.org. Two teens charged following armed robbery outside Raceland store Sunday, April 9, 2017 THE LAFOURCHE GAZETTE

Two teenagers have been charged in connection with an armed robbery that occurred Monday in the parking lot of a discount store on LA 1 in Raceland. A 15-year-old male juvenile faces several charges, including Armed Robbery, and 17-year-old Kaylum Thompkins of Raceland also faces charges stemming from the incident. At around 9:45 p.m. April 3, deputies received a call in reference to a robbery in Raceland. Investigators learned a woman had exited the store and entered her vehicle when two unknown male subjects approached her. One of the subjects motioned for the woman to roll down her window, and when she did, the subject sprayed her with pepper spray. A struggle ensued as the two male subjects pulled the woman out of the vehicle. They both entered the vehicle and drove away from the scene. Approximately four hours later, deputies located the vehicle, which had been abandoned on Recreation Drive in Raceland. Detectives developed Thompkins and the juvenile as suspects in the case after learning the juvenile and Thompkins were riding in the vehicle following the incident. Through investigation, detectives identified the juvenile as the subject who had allegedly used pepper spray in the incident. They also determined

Thompkins was with the juvenile riding in the car later that night. Deputies made contact with both suspects on Tuesday afternoon and brought them in for questioning. Following questioning, the 15year-old male was charged with Armed Robbery and placed in the Lafourche Parish Juvenile Justice Facility. Thompkins was charged with Illegal Possession of Stolen Things. He was additionally charged with Possession of Marijuana and Indecent Exposure (Parish Ordinance) due to being found wearing saggy pants and having marijuana in his possession. He was booked into the Lafourche Parish Detention Center in Thibodaux, and his bond is set at $10,350. The investigation into this incident is continuing, and detectives believe additional charges could be forthcoming.

Annually, the Louisiana Veterans of Foreign Wars (VFW) have an Americanism contest for elementary grade levels (K-6) to help instill Patriotism in our youth. This year’s theme was “How I Honor Veterans.” Abram Bourg, a fifth grader at Cut Off Elementary, was recognized as the overall district winner on January 21. He then advanced to the state level. On March 15, VFW Post 8538 in Larose announced at their annual awards ceremony, that Abram was the first place winner throughout the state. His essay now competes on the national level.

What a Life!

Jesus tells us not worry about what to eat, drink or wear. Worrying can never add even a single moment to our lives. To do this, we have to “put all our trust in God. God knows what we need before we ask him.” He says, “We should seek first the Kingdom of God and God’s justice, and all these things will be given us besides.” (Matt 6:33) The prophet Isaiah gives us the similar message. We might be tempted to say to ourselves, “The Lord has forsaken me, my Lord has forgotten me. Can a mother forget her infant, be without tenderness for the child of her womb? Even should she forget.” God says, “I will never forget you.” What an incredible promise God makes to us: “I will never forget you.” Some quotations about worrying: “Worrying is like a rocking chair: it gives you something to do, but it doesn’t get you anywhere.” (Unknown) Thomas Edison once said, “As a cure for worrying, work is better than whiskey.” My favorite: “Worrying about something that may never happen is like paying interest on money you may never borrow.” Why do people worry? We worry because we don’t see how all the pieces of the puzzle will all fit together. Sometimes when we envision the future, we come up with a worse-case scenario. The puzzle might take a while for everything to come together. We need to focus on the needs of today, this very moment. When we try to handle too many things on our plate, we worry about how they will all come together. Jesus tells us that worrying does not solve our problems. It’s counterproductive. Jesus asks, “Can any of you by worrying add a single hour to your span of life?” (Matt. 6:27) The answer, of course, is “no.” Worrying can lead to a nervous breakdown, ulcers, hypertension, heart attacks, etc. All those things decrease a person’s life span. How do we overcome worry? We overcome worry by living in the present moment, focusing on what we need to do today. We can figure out how to cross tomorrow’s bridge when we get there. Jesus tells us, “So, do not worry about tomorrow, for tomorrow will bring worries of its own. Today’s trouble is enough for today.” (Matt 6:34) Is Jesus teaching us to live a life without plans or not to prepare for the rainy day? No. He is teaching us the basic truth of faith, “Unless the Lord builds the house, those who build it labor in vain. Unless the Lord guards the city, the guard keeps watch in vain.” (Psalm 127:1)

Our plans for our life, security and welfare in the future must start with our total submission to God. If God cares and provides for lower creatures like the grass of the field and the birds of the air, how much more will he care for us who are made in his own image and likeness? God who gave us life knows that life needs to be maintained. God who gave us bodies knows that the body needs to be clothed and fed. The best way to assure that the gifts will keep coming is to develop a good relationship with the giver. This is the only sure prescription to overcome worry in our lives.

Holy Rosary Catholic Church Living Apostles for the month of February were 6th grader Lennon Gisclair, son of Aric and Amy Gisclair, and 6th grader Nadia Duet, daughter of Rhett and Angelle Guidry. Each Living Apostle is given a crucifix cross to wear throughout the school year as a visual symbol of their dedication to Jesus Christ. These students’ values of respect, charity, responsibility, love and kindness are reflected within their lives. Additionally, HRCS Living Apostles are role models for their peers at HRCS.

Lastly, Jesus sees our desires to become wealthier as an addiction that makes us slaves. Wealth can become our master; it will control us. Yet Jesus says that we cannot serve two masters. We will end up hating one and devoting all our time to the other. Jesus tells us to choose God over mammon (wealth regarded as an evil influence). All things are transitory and will fade away. God, the One we should serve, takes care of the needs of all creatures. Seeking after wealth, money, drink and clothes will never last. Trust in God and we will be secure.
