Spring shrimp season set to open May 18
The Louisiana Wildlife and Fisheries Commission has announced the opening date for the 2015 Louisiana spring shrimp season. The inshore shrimp season will open statewide at 6:00 a.m. on Monday, May 18. In addition to the open waters of Breton and Chandeleur Sounds, all state outside waters are currently open to shrimping except for outside waters extending 3 nautical miles seaward from the shoreline from the Atchafalaya River Ship Channel at Eugene Island westward to the western shore of Freshwater Bayou Canal. Donors show support for first GiveNOLA Day Donors showed their support for 40 non-profits in Lafourche and Terrebonne Parishes Tuesday during the first GiveNOLA Day for the Bayou Region, making nearly 900 contributions valued at just under $40,000. Lafourche Parish organizations alone raised $22,313 from 400 gifts and Terrebonne nonprofits raised $17,020 from 459 gifts. Hosted by the Greater New Orleans Foundation, GiveNOLA Day on May 5 was a 24-hour online giving event that coincides with a national philanthropic giving campaign known as “Give Local America.” Over 550 organizations in the New Orleans Metropolitan Area participated in the giving day, including 40 from the Bayou Region, and raised a total of $4 million from 34,500 online donations. Locally in Terrebonne and Lafourche Parishes and Grand Isle, the Bayou Community Foundation (BCF) coordinated a Bayou Region component of GiveNOLA Day to specifically promote the

40 nonprofit organizations in Lafourche and Terrebonne that participated in the May 5 online giving day. The campaign was referred to as “Give Bayou.” In addition to online donations received, three Bayou Region organizations – Barataria-Terrebonne Estuary Foundation, Dulac Community Center, and Options for Independence - each won $1,000 prizes from random drawings during the 24-hour giving period. The 40 local organizations will also share in proceeds from the Al Danos, Jr. Memorial Lagniappe Fund established by the Bayou Community Foundation to provide the nonprofits with “a little something extra” to support the great work they are doing in the communities. The TBS Spark Foundation has pledged $10,000 to the Lagniappe fund, and $1,800 collected from lunch sales at the May 5 giving celebrations in Houma and Raceland will be contributed to the fund as well. By now, it’s pretty common knowledge that the Cut Off Youth Center’s exterior walls have a brand new coat of sparkling gold paint. That’s courtesy of a grant the parish gave the facility last fall to fund multiple renovations within the multipurpose facility. But did you know that the interior of the building is about to be turned inside-out, as well? After using the parish money to get a new paint job, as well as multiple other wrinkles in the building, COYC is movin’ on up again, thanks to a partnership the facility reached with the New Orleans Saints. The project is set to redo the building’s office spaces, creating an exercise room and media center. It will also redo the flooring in the building’s dancing room and boxing gym. The work is almost all the way done with all the new equipment set to be delivered by mid-May. The facility will have a showcase on May 28 where the public will be invited to tour the new facility and see everything it will have to offer. The Saints are partnering with Chevron and Offshore Logistics in the endeavor, which will help COYC continue to move forward, according to Director D’Lynn Boudreaux, who said she’s beaming with pride and excitement over everything that’s happening.

Today, the duo struts around their two boutiques in outfits that are, as many twenty-somethings would say, on fleek. The South Lafourche natives teamed up and opened Urban Loft, a boutique in downtown Houma, in 2013 and just recently opened a second location in Cut Off. “We knew we wanted to go into business together,” said Smith. “We both love fashion, shopping and travel and knew opening a boutique would be perfect!” After much success in the Houma market, the pair wanted to see how well Urban Loft would do in their hometown. “We opened a three-month Pop-Up Shop in Cut Off and were very successful. Fashion is on the up and up on the Bayou and we want to offer a closer alternative for locals,” said Danos. “So we decided to make it permanent!”

Crafters, vendors sought for 7-mile sale

State police search for driver in fatal hit-and-run
HOUMA, La. (AP) — State police are searching for the driver of a vehicle that struck and killed a bicyclist along Louisiana Highway 57 south of Houma earlier this week. Trooper Evan Harrell says 56-year-old Robert Clowder Jr., of Houma, was riding his bike north in the highway’s southbound shoulder when a vehicle struck Clowder head-on, throwing him into a ditch. Harrell said police were uncertain what time the incident occurred but have discovered physical evidence of the vehicle. Officers discovered Clowder’s body about noon Tuesday. Harrell says Clowder was last seen leaving his house Monday night. ___
Man arrested in death of unborn child
HOUMA, La. (AP) — Terrebonne Parish sheriff’s deputies are investigating the death of an unborn child. Sheriff Jerry Larpenter says the death was the results of domestic violence between the child’s mother and her live in boyfriend, who was the father of her unborn child. Larpenter says 36-yearold Tyson Cheavis was arrested and booked Tuesday
with second-degree feticide and two counts of seconddegree battery. The sheriff said in a news release that Cheavis admitted multiple physical confrontations with the 27-year-old female after he was aware that she was pregnant. Bond on the second-degree feticide charge has been set at $300,000. Online jail records did not list an attorney for Cheavis. ___
House agrees to let state agents enforce sea turtle law
BATON ROUGE, La. (AP) — The Louisiana House has agreed to lift a ban that keeps state wildlife officials from enforcing federal laws requiring shrimp nets to include escape hatches for sea turtles. The measure — sponsored by Rep. Dorothy Sue Hill, a Democrat from Dry Creek — was approved on a 98-0 vote Wednesday and now moves to the Senate for consideration. Hill says need for the measure arose from boycotts of Louisiana shrimp by some businesses and retailers who objected to the state’s handling of protections for endangered and threatened sea turtles. One provision of the bill would require state wildlife officials to wear body cameras while inspecting for violations. Another provision would make any retailer that boycotts Louisiana shrimp ineligible for state tax breaks and incentives. House Bill www.legis.la.gov

Louisiana House agrees to double state littering fines
BATON ROUGE, La. (AP) — Louisiana’s littering fines will double, if the Senate agrees to a proposal that has received House passage. The bill by Rep. Johnny Berthelot, a Gonzales Republican, would earmark the new money to pay down the debt of the retirement system of the law enforcement agency that issues the litter citation. Under the bill, fines for simple littering, which are $75 for a first offense and $500 for subsequent offenses, would instead be $150 and $1,000. Fines for intentional littering, which currently range from $250 to $1,250, would grow to anywhere from $500 to $2,500. Fines for improperly disposing of larger litter, like furniture and appliances, also would double and

Lottery turns $45.2 million over to state for 3rd quarter ___
NEW ORLEANS (AP) — The Louisiana Lottery Corporation says it turned over more than $45.2 million to the state treasury for the third quarter of the state’s 2014-2015 fiscal year. The corporation said Wednesday that transfers for the year come to nearly $121 million. Thirty-five percent of Lottery proceeds are transferred to the state treasury and dedicated for K-12 public education. Retailers earn a 5 percent sales commission on Lottery tickets, plus incentives for cashing winning tickets and bonuses for selling winning tickets.

Pitt, Jolie list French Quarter home for sale
NEW ORLEANS (AP) — Brad Pitt and Angelina Jolie are selling their French Quarter home. Latter & Blum Realtors has the property listing at 521 Gov. Nicholls St., for $6.5 million. Pitt and Jolie purchased the home in 2007 after Hurricane Katrina for $3.5 million. According to the listing, the three-story, 1830s-era mansion has 7,645 square feet, five bedrooms, three bathrooms and two halfbaths.The listing says the property is in excellent condition. The couple purchased the French Quarter property after Pitt established the Make It Right Foundation to fuel development of new housing in the Lower 9th Ward. ___

New Orleans pushes for new tax to make French Quarter safer
NEW ORLEANS (AP) — Following a rash of crime in the French Quarter — the city’s historic jewel and prime tourism destination — city leaders are pushing ahead with a plan to raise $2 million a year to fund policing in the busy tourism district. The money would come from a quarter-cent sales tax the city would levy in the French Quarter. City officials say the extra sales tax would mostly be paid by tourists. The new revenue would be used to pay to keep 45 state troopers assigned to the French Quarter on a long-term basis. On Thursday the City Council voted to put the tax proposal up for an Oct. 24 election. The 4,000 residents of the French Quarter will decide the fate of the tax plan.

What ingredients are mothers made of? 1. God makes mothers out of clouds and angels’ hair and everything nice in the world and one dab of mean. 2. They had to get their start from men’s bones. Then they mostly use string, I think. What did mom need to know about dad before she married him? 1. She had to know his background; like, is he a crook? Does he get drunk on beer? 2. Does he make at least $800 a year? Did he say “no” to drugs and “yes”
to chores? Why did your mom marry your dad? 1. My dad makes the best spaghetti in the world. And my mom eats a lot. 2. My grandma says that mom didn’t have her thinking cap on. Who’s the boss at your house? 1. Mom doesn’t want to be boss, but she has to because dad’s such a goof ball. 2. Mom. You can tell by room inspection. She sees the stuff under the bed. What’s the difference between moms and dads? 1. Moms know how to talk to teachers without scaring them. 2. Dads are taller and stronger, but moms have all the real power ‘cause that’s who you got to ask if you want to sleep over at your friends. If you could change one thing about your mom, what would it be? 1. She has this weird thing about me keeping my room clean. I’d get rid of that. 2. “We think this is going to be great,” Boudreaux said. “We want everyone to come on May 28. We want to have some kids, some coaches and just people within the community to be able to take a look at all of the great things that are happening here.” This project will be a big coup to our area. The old upstairs glasswindowed office that overlooked the downstairs basketball court will be completely redone in the coming weeks, as part of the project. The Saints will donate workout equipment and benches that will turn that space from an office into a full-fledged exercise gym. Boudreaux said the gym will only be of use to adults and children with supervision of a coach. Once completed, it will be a new look for the facility. “It’s going to be organized. It won’t just be kids running around out of control,” Boudreaux said. “But it’s going to be great. We’ve painted the room, and we’re just awaiting the equipment now to put it in place.” Across the bleachers in COYC’s upstairs wing, the Saints will also provide the office areas with laptops and other equipment to create a media room where people will be able to get work done and/or relax from the stresses of their day. Across the way, the facility’s boxing gym will also be completely redone, including a new floor and an enhanced slate of punching bags and other boxing equipment. “Our current boxing gym is in horrible shape,” Boudreaux said. “This will pump some much-needed life into that area, and that’s something we’re glad for because we love our boxing program.” The endeavor will also give COYC a new basketball scoreboard, as well as a new floor for the facility’s dance room. In total, the brunt of the work is expected to be completed in the coming weeks in advance of the showcase on May 28. Boudreaux said the work is part of a continued effort at COYC to provide the latest and best in activities for people in our community. COYC currently has boxing, dancing, basketball, swimming, fencing and volleyball, among many other community activities and festivals. “We have so much going on,” Boudreaux said. “We want to make sure that everyone can find something that they can enjoy here. That’s the goal – to service as many people as possible.”

When I can’t do something, she can and vice versa,” Smith said. BATON ROUGE, La. (AP) — The Louisiana House agreed Thursday to raise $670 million for next year’s budget by scaling back tax break programs and raising cigarette taxes, diverging from Gov. Bobby Jindal’s recommendations and still falling short of the budget-balancing goal. The dollars would be used to reduce some of the $1.6 billion shortfall for the fiscal year that begins July 1, but House leaders had wanted to drum up about $270 million more than they got with the 11 tax bills approved in five hours of debate. Public colleges seem likely to be the largest beneficiaries of the tax changes, and health care would reap some of the assistance. Appropriations Committee Chairman Jim Fannin said he’ll first seek to use the money to keep higher education from cuts. That would leave only about $100 million remaining to put toward a list of health care gaps that was estimated to top $260 million. Shortfalls across other agencies wouldn’t be filled. “We’re going to fully fund higher ed, and then we will use the rest of it and fund health care as far as it goes,” said Fannin, RJonesboro, whose committee will craft its version of next year’s budget Monday. “We’re going to spend what we got, and the rest of it’s going to have to be cuts.” After days of closeddoor negotiations, bills ap-

proved by the House include a 32-cent cigarette tax hike; limits on the state solar tax credit; temporary suspension of a 1-cent sales tax exemption on business utilities; and a reduction on tax credits businesses can receive for paying local property taxes on inventory. Expected to generate the most money was an across-the-board cut of 20 percent for most of the state’s tax breaks. That package of three bills by Rep. Katrina Jackson, DMonroe, is estimated to drum up more than $300 million for the state treasury next year. “It’s definitely not enough, but it’s more than what was in the governor’s executive budget, so we’ve been able to reduce the cuts,” said Ways and Means Committee Chairman Joel Robideaux, R-Lafayette, whose committee handles tax bills. Other tax proposals were passed that aren’t expected to provide new money for next year but could raise revenue in later years: a $200 million cap on the film tax credits Louisiana certifies each year and changes to an oil and gas tax break for horizontal drilling that would lessen the value of the tax exemption as oil and gas prices increase. The measures go next to the Senate, where they are expected to run into resistance. They’re short of the more than $1 billion that Senate leaders say is needed to plug holes in next year’s budget, and they
don’t match Jindal’s guidelines for what he’d support. The Republican governor, who is building a likely presidential campaign, won’t back anything he considers a net tax hike. Lawmakers have been trying to find loopholes to work within Jindal’s rules, but the House plan is at odds with his guidelines. Despite the divergence, Jindal didn’t threaten vetoes Thursday, instead framing the House’s decisions as part of a larger, ongoing budget debate. “We commend the House on their hard work today. This is one more step in the process towards passing a balanced budget that helps protect higher education and health care without raising taxes,” Jindal said in a statement. Before the start of debate, House Speaker Chuck Kleckley, usually a Jindal ally, urged support of the proposals. He said the list assembled by legislative leaders was “a smart approach,” shaving down tax programs to prevent local universities from closing and keep health services from deep cuts. “If you look at this list, nobody is getting hurt, but everybody is paying a share,” said Kleckley, RLake Charles. South Lafourche High School senior awarded Louisiana Sheriff’s Association Scholarship
Sheriff Craig Webre announced a South Lafourche High School senior has been awarded the 2015 Louisiana Sheriffs’ Association Scholarship for Lafourche Parish. Gabrielle Aucoin of Cut Off will receive the $500 scholarship to assist her with expenses as she plans to attend Nicholls State University in the Fall. Aucoin was notified of the scholarship award and presented with a certificate at the Senior Social at South Lafourche High School. “Congratulations to Ms. Gabrielle Aucoin,” said Webre. “Her hard work inside and outside the classroom helped her standout among the field of applicants. I wish her continued success at Nicholls State University as she pursues a career in Neonatal Nursing.” Of the 38 applications received, Aucoin was chosen from the 31 who met the criteria of being a permanent resident of Lafourche Parish with plans to enroll as a full-time, undergraduate student at Nicholls State University, L.E. Fletcher Technical Community College or South Central Louisiana Technical Community College. The eligible applications were reviewed by an impartial board, and the board then submitted their recommendations to Sheriff Webre. “I want to recognize and thank all our 2015 scholarship applicants,” Webre said. “The decision to pursue higher education is not one made lightly. I am always impressed by our applicants’ accomplishments as well as their involvement in school and community. It is always a reminder of how bright the future truly is for Lafourche Parish.” The Louisiana Sheriffs’ Educational Scholarship Program awards $500 to graduating high school students where the sheriffs are members of the Louisiana Sheriffs’ Honorary Membership Program. Funding for the scholarship is made possible through the generous support of Lafourche Parish’s Honorary Members. The goal of the program is to provide assistance to worthy Louisiana students in furthering their education and training with resources made available through the program.

The Lafourche Parish Sheriff’s Office has announced a reward is being offered for information leading to the arrest of the person or persons responsible for stealing around $48,000 of groundskeeping equipment from a golf club’s equipment barn last weekend. Detectives responded to La Tour Golf Club on the morning of Saturday, May 2 after workers noticed several items missing from the equipment barn located along LA Highway 308 in Mathews. The burglars had cut through locks, which secured the building in order
to gain entry. Among the items stolen were a Kubota utility vehicle, a John Deer Zero-Turn professional mower, and a flat-bed trailer approximately 20 feet in length. The total value of the equipment is approximately $48,000. Detectives are asking for the public’s help to solve this case. A sudden storm, a missed connection or a family emergency can turn a hard-earned vacation or important business trip into a big disappointment. Travel insurance can save the day, but picking the right coverage requires research, cost comparison and above all, reading the fine print. A quick online search can make it easy to identify and price highly rated travel insurance carriers. But personal circumstances and coverage should be examined thoroughly before any trip reservations are made. First, travelers should evaluate their own life, home, auto and health insurance coverage. It is wise to call personal insurance agents to discuss the future trip and its accommodations and activities. The idea is to see where personal coverage ends and where additional travel insurance might be beneficial. Some travelers, for example, might be surprised to know that their homeowners’ policy actually offers liability coverage for out-of-state or foreign trips and their health insurance might offer full or partial evacuation insurance. Credit card companies may offer additional protection. List specific risks and circumstances surrounding the trip to discuss with insurers to determine whether additional travel coverage might be necessary. For business trips, employees should repeat this process with their benefits or human resources departments. Employers that regularly do business in risky areas where crime, geopolitical conflict or rough weather are common may have specific systems in place for these issues. But it is important to know how extensive an employer’s protections might be to determine whether you’ll need additional coverage. Travel insurance covers these main risks: trip cancellation and/or trip interruption, baggage loss, medical and/or dental, preexisting (medical) conditions and evacuation (medical or otherwise). It is difficult to cite average premiums for trips because every trip and traveler is different. Coverage for short domestic trips with basic coverage for cancellation or lost baggage might cost some money; comprehensive coverage for a major world excursion may go well into the hundreds. Travel companies like
airlines and cruise lines sell various forms of trip insurance, but it might be wise to buy directly from an actual insurance company in the travel insurance business, better known as a “thirdparty� carrier. While travel insurance sold by travel companies might be adequate, they generally cannot match the quality of coverage or customer service that a fulltime insurance provider can. Before you buy travel coverage, it is particularly important to know what the policy’s exclusion clause says. That section of the travel insurance policy indicates particular activities or circumstances that will prevent the payment of a claim. Insurance companies respond to claims when customers file documents properly. Travelers who need to make a claim should have copies of receipts, ticketing and paperwork relevant to losses such as flight delays, lost luggage or any other potential loss indicated in the policy. If the claim is the result of a criminal act, policyholders should make sure they obtain and file copies of police, hotel or other relevant documentation safely. Finally, it never hurts to visualize potential risks on an upcoming trip. Quick on-
line searches make it easy for travelers to check on weather and potential conflicts at their destination. The U.S. State Department features its own global travel alert and warnings webpage (http://travel. state.gov/content/passports/english/alertswarnings.html) to prepare travelers for local crime, terrorist attacks or geopolitical conflict. The U.S. National Weather Service also features sites for long-term
storm and hurricane prediction, though travel insurers will generally not issue coverage after a particular storm system is named. Bottom line: Travel insurance can be a financial lifesaver. However, it’s important to thoroughly evaluate such coverage in light of personal and business coverage you already have and, most of all, to read the fine print.
