New trial date set for Cut Off man
A Cut Off man’s new trial date has been set after a jury couldn’t reach a verdict in the last trial held in March. Robert Chouest, 32, is charged with second-degree murder in the May 22, 2013, shooting of Shawn Galjour, 41, of Larose. Lafourche sheriff’s deputies found Galjour’s body about 4:45 a.m. in Chouest’s grandparents’ driveway near the defendant’s home on ABC Lane. Chouest’s attorney, George Ledet Jr., of Cut Off, said the reason for the lengthy delay in retrying his client was simply that the judge’s docket was full for the rest of the year. According to a report in the Daily Comet, Chouest testified during his trial that he’d consumed beer, crystal methamphetamine, pain pills and crack cocaine before the shooting. Though he told detectives he knew the victim was human and that Galjour had been crawling toward Chouest’s grandparents’ home, he testified that he’d been awake for three days and thought Galjour was an alligator. Budget gets a boost from improved state revenue forecast
“Safety” first
MELINDA DESLATTE Associated Press
BATON ROUGE, La. (AP) — Struggling to close hefty budget shortfalls, lawmakers got an assist Thursday when the state income estimating panel added nearly $179 million to two years of financial forecasts. Action from the Revenue Estimating Conference was a welcome change for Gov. Bobby Jindal’s administration and lawmakers. In the past year, the forecasting panel has made multiple downgrades to financial projections that forced cuts and short-term budget fixes. “It’s finally good news. There’s some indications things are getting better in our state,” said Senate President John Alario, R-Westwego, a member of the conference. “Unfortunately, it’s not quick enough, not fast enough, but at least we’re not going backward.” The forecasting panel boosted the state general fund forecast for the budget year that ends June 30 by $99.4 million and for next year by $79.3 million. “It’s a good day, helps us close the gap,” said House Speaker Chuck Kleckley, R-Lake Charles, another conference member. Although some of the money was tied to improved expectations for corporate and sales tax collections, a sizable portion of the new money — $74 million — comes from a one-time, excess balance in an insurance reserve fund identified by Insurance Commissioner Jim Donelon. Donelon said lawmakers also will need to make a change in state law to spend the money. The first draw on this year’s extra cash is an estimated $56 million for gaps in the state public school financing formula, the TOPS free college tu-

Second phase of dredging project to begin
The Bayou Lafourche Fresh Water District (BLFWD) has awarded a contract for 8.3 miles of dredging in Bayou Lafourche between Belle Rose and Napoleonville. Work could begin very soon on the $15 million project. This is the second phase of a large-scale project to increase Mississippi River water flow into Bayou Lafourche and improve water quality for over 300,000 residents who depend on the Bayou for drinking water. The first phase of the dredging project included nearly six miles from Donaldsonville to Belle Rose and was completed in 2011. This second project would pick up where the
first left off. Funding is provided by the Coastal Impact Assistance Program, which sends money from offshore energy production back to the state for coastal projects. According to the Daily Comet, over the past year, engineers have been surveying and collecting data on land surrounding the proposed dredging section. Nearly 800,000 cubic yards of mud will be dredged and officials have been working with landowners on agreements to dispose the material. Bayou Lafourche is the primary water source for thousands of businesses including Port Fourchon.

Port Fourchon will receive an environmental sensor this week that will provide real time information on numerous weather activities. The advanced technology will be installed by a subsidiary of the National Oceanographic and Atmospheric Administration (NOAA). Called PORTS (Physical Oceanographic Real Time System), the real time system measures water temperature, wind speed, air pressure, air temperature and wave height in six minute intervals. PORTS is critical for protecting not only the goods and services that come in and out of the port, but also for protecting the environment from damage caused by an oil spill. The information can be accessed via the Internet, toll free telephone call or on a soon to be released app for mobile phones. “This technology will hopefully help to further minimize accidents at the port as well as provide useful real time information on weather conditions in the region. This will be a big help whenever tropical weather systems approach the area,” said Chett Chiasson, Executive Director of the Greater Lafourche Port Commission. Port Fourchon will be the 25th seaport in the United States to receive the

Vitter introduces Welfare Abuse Prevention Act
(Washington, D.C.) – U.S. Senator David Vitter (R-La.) earlier in the week introduced the Welfare Abuse Prevention Act, legislation to limit the amount of money that welfare recipients can withdraw from ATMs each day using Electronic Benefit Transfer (EBT) cards funded through Temporary Assistance for Needy Families (TANF). Vitter’s legislation would limit ATM withdrawals to $25 per day. Kansas recently passed state-level legislation to curb abuse, and Vitter’s legislation would extend these reforms at the federal level. “Welfare assistance is meant to help folks get back on their feet, and that means using this extra help responsibly,” Vitter said. “Americans across the country have struggled under a depressed economy, and my legislation would make sure that taxpayer dollars are going toward real necessities, not

liquor stores and casinos.” Use of money withdrawn from ATMs using EBT cards cannot be traced, and Vitter’s legislation would ensure this assistance is used for its proper intent. His legislation would not prevent welfare recipients from using EBT cards as debit cards within approved establishments or using money orders for larger cash purchases, such as rent. ___

House votes to ban hospitals from billing victims for exams
BATON ROUGE, La. (AP) — The Louisiana House unanimously agreed to ban hospitals from billing rape victims for their medical exams.
The proposal by Rep. Helena Moreno, a New Orleans Democrat, would allow health care providers to submit a claim for payment to a victim’s insurance company. But the insurer couldn’t require a victim to pay a deductible, co-pay or other share of the costs. The hospital could bill remaining expenses not covered by insurance to a state crime victim’s board. A separate measure would tap into unclaimed gambling winnings to reimburse the board for the costs. Lawmakers in the House sent the measure to the Senate for consideration with a 95-0 vote Wednesday. The bill is part of a larger package aimed at improving treatment for sexual assault victims. House Bill 835: www.legis.la.gov.

What a Life!
Sunday, May 17, 2015 THE LAFOURCHE GAZETTE
By: Rev. Wilmer L. Todd
Jesus and all of us have to answer the question: Who are you? Bishop Shelton Fabre recently visited the people of St. Joseph Church in Chauvin, LA for his formal five-year visit. He listened to the reports of staff, the Parish Council and Finance Committee and made some suggestions regarding the parish goals for the next five years. The Bishop also preached at all the masses at the parish. With his permission, the following is a rough summary of his homily. “Who are you? is a question that is often asked of all of us. However, there are three ways in which we can understand that question. First, the question can be an inquiry into what is your family background – who’s your father, who’s your mother, where are you from? What do you do for a living? Second, it can have a deeper meaning. It can mean, “What makes you tick.” What motivates you to do what you do? What

Each HRCS Living Apostle is given a crucifixion cross to wear throughout the school year as a visual symbol of their dedication to Jesus Christ. These students’ values of respect, charity, responsibility, love and kindness are reflected within their lives. Additionally, HRCS Living Apostles are role models for peers of HRCS.
Holy Rosary Catholic School’s Living Apostles for the month of April are: 7th grader, Drake Gisclair, son of R.J. and Sarah Gisclair, and 3rd grader, Sophia Vizier, daughter of Erik Vizier and Nicolette Gaspard. Each HRCS Living Apostle is given a crucifixion cross to wear throughout the school year as a visual symbol of their dedication to Jesus Christ. stimulates you to carry on in life? What is your inner force? Third, it can have a confrontational meaning – who do you think you are? Do you think you are better than anyone else? Various people asked Jesus the question, “Who are you?” in several ways. The family background answer was “the son of Mary,” “the carpenter’s son,” “the man from Nazareth.” Some Jewish religious leaders confronted Jesus and asked him why he was doing what he was doing. Even his own hometown people thought he was “too much for them” and wanted to throw him off the side of the hill, but he slipped through the crowd. The most important
question that Jesus was asked is, “What motivates you? What makes you tick?” His basic motivation was the love he shared with his Heavenly Father. This love he wanted to share with everyone. “I want to set the world on fire” Jesus said. “I want the love I have with my Father to be part of everyone’s life.” Throughout the gospel of St. John, Jesus used the “I AM” sayings to reveal his true identity. Jesus said, “I am the bread of life. Whoever comes to me will never be hungry, and whoever believes in me will never be thirsty.” (Jn 6:35) Again Jesus said, “I am the light of the world. Whoever follows me will never
walk in darkness but will have the light of life.” (Jn 8:12) “I am the gate. Whoever enters by me will be saved, and will come in and go out and find pasture.” (Jn 10:9) “I am the good shepherd. The good shepherd lays down his life for the sheep.” (Jn 10:11) “I am the good shepherd. I know my own and my own know me, just as the Father knows me and I know the Father. And I lay down my life for the sheep.” (Jn 10:14-15) “I am the resurrection and the life. Those who believe in me, even though they die, will live, and everyone who lives and believes in me will never die.” (Jn 11:25-26) “I am the way, and the

truth, and the life. No one comes to the Father except through me.”(Jn 14:6) “I am the true vine, and my Father is the vinegrower.” (Jn 15:1) “I am the vine, you are the branches. Those who abide in me and I in them bear much fruit, because apart from me you can do nothing.” (Jn 15:5) Jesus revealed himself to us in many images. The crucial point is that he is here for us; he gave his life for us so we could have eternal life. Our belief in Jesus should never be a “head trip.” It must be a “heart trip.” Lord Jesus, help us to realize that you are our way, our truth and our life. Apart from you, we can do nothing.

Elevated Wetlands Boardwalk welcomes visitors and locals alike Want to find a place to spend some quality time with your children this summer? Well, you might want to stop by the Lockport Elevated Wetlands Boardwalk soon. The boardwalk, which officially opened in January, features 440 feet of elevated decking that runs through the middle of south Louisiana wetlands property on Highway 308 in Lockport near the Lafourche Parish School
Board’s Career Magnet Center. Visitors and locals alike are welcome to check out the boardwalk and spend their time appreciating the natural scenery found all around the elevated decking. The boardwalk was made possible through grant money provided to the parish by the Louisiana Recreational Trails Program and land donated by Hugh Caffery. Recently, visitors from

Dallas, Texas, had the opportunity to walk on the boardwalk accompanied by a local resident of the area. Their interest is symbolic of what makes sites like the boardwalk worth pointing out to those living and working in Lafourche Parish. “This boardwalk belongs to the residents of Lafourche Parish,” Parish President Charlotte Randolph said. “We want people to make the time to visit this boardwalk because it gives people the opportunity to get up close and personal with natural Lafourche.” According to parish officials, the boardwalk is open from 7 a.m. to 7 p.m., seven days a week.

ition program, Medicaid services and reimbursement for local sheriffs who house state prisoners in parish jails. But the remaining money could be used to help close next year’s budget shortfall, along with other patchwork funds the conference identified as available for spending. The House made tax changes that could offset about 70 percent of the list of needs identified by House leaders for next year’s budget. That still leaves sizable gaps topping at least $200 million — much in health care programs, but also in state parks, museums and agricultural services. Without additional dollars, the LSU privatization deals are short of what the hospital operators say they need to continue providing the current level of services to the poor and uninsured who rely on the facilities. In addition, LSU’s medical schools in New Orleans and Shreveport would be left with millions of dollars in insurance and retiree costs from the privatization deals that medical school leaders say could leave them teetering on the edge of bankruptcy. How lawmakers plan to spend the newly recognized money will become clearer next week, when the House votes on bills to rebalance this year’s budget and to set state government spending plans for next year.

The four-member forecasting panel includes Alario, Kleckley, Gov. Bobby Jindal’s chief budget adviser Kristy Nichols and independent LSU economist Jim Richards. Changes to the forecast must be unanimous. The adjustments stem from estimates made by economists who work for the Legislature and the governor’s administration.

MY ONE-DAY EMPLOYMENT So after landing my new job as a Walmart greeter, a good find for many retirees, I lasted less than a day. About two hours into my first day on the job a very loud, unattractive, mean-acting woman walked into the store with her two kids, yelling obscenities at them all the way through the entrance. As I had been instructed, I said pleasantly, “Good morning and welcome to Walmart. Nice children you have there. Are they twins?” The ugly woman stopped yelling long enough to say, “Hell no, they ain’t twins. The oldest one’s nine, and the other one’s seven. Why the hell would you think they’re twins?
