BATON ROUGE, La. (AP) — To come up with another $100 million to help pay for the TOPS college tuition program next year, House leaders decided to divert money that people pay for some services away from the agencies providing those services. Gov. John Bel Edwards’ administration and state senators are raising concerns about the legality of the idea, their ability to use the dollars if they’re diverted and the wisdom of an across-the-board cut that falls heavily on transportation, public safety and health agencies. “This is just another way to move money around, one that we think is substantively and procedurally flawed,” the governor’s chief budget adviser, Commissioner of Administration Jay Dardenne, told the Senate Finance Committee on Sunday. The official opening of the Galliano satellite permit office was held Tuesday morning with a ribbon cutting ceremony featuring Parish President Jimmy Cantrelle, Councilmen Daniel Lorraine and Aaron ‘Bo’ Melvin, and members of the Chamber. The Galliano Permit Office is located in the South Lafourche Library Building, 16241 E. Barrios to serve as GM-Fourchon Rodeo’s first female admiral

Fourchon, LA – Golden Meadow-Fourchon Tarpon Rodeo officials have announced Ashley Barrios as their 2016 Rodeo Admiral. Barrios will serve as Admiral for the 68th Annual Golden Meadow-Fourchon Tarpon Rodeo which will take place June 30 through July 2, at Moran’s Marina in Fourchon. Barrios, a State Farm Insurance agent in Cut Off, will be the first ever female admiral in the 68-year history of the rodeo. She is a resident of Larose, is married to James Seward, and is the daughter of Susan and Don Barrios of Mathews. She has a son Riley who attends Holy Rosary Catholic School in Larose. Barrios is very involved in Lafourche Parish

as she currently serves on the Board of Directors for the Lafourche Chamber of Commerce, CASA of Lafourche and Cerebral Palsy of Louisiana. She also sponsors and volunteers for several school projects and sporting events throughAshley Barrios out the parish. A proposed pump station at Dugas Canal, which would discharge drainage water into Bayou Lafourche near Thibodaux, possibly affecting the drinking water of thousands of people, will not be built, says Parish President Jimmy Cantrelle. The long-awaited $4.5 million Dugas Canal Pump Station project, an effort to alleviate the flooding of residents and businesses in a nearly 3,000 acre area, which includes Nicholls State University, Thibodaux Regional Medical Center, Bayou Country Club, Peltier Park and other nearby neighborhoods, has for all intents and purposes been scrapped by Cantrelle. The region that the project was proposed to improve was first identified as a flood-prone area after Tropical Storm Allison in 2001. Residents continue to be affected by poor drainage. Residents have pleaded with parish government to go forward with the fully-funded and permitted project. Despite these pleadings and the apparent blessings of the Environmental Protection Agency and the Louisiana Department of Natural Resources, (and a permit from the U S Army Corps of Engineers), Cantrelle says the pump station is not the answer. Decaying matter on the bottom of Bayou Lafourche will be turned up, he and other officials say, polluting drinking water for people from Raceland to Fourchon. Terrebonne Parish could also be adversely affected as it gets some of its water from Bayou Lafourche near Shriever. “I have three or four engineers working on this project—to solve the problem without putting water into Bayou Lafourche,” he said at last week’s Council public meeting. Shell sponsors BTNEP in joint local restoration endeavor

Last week, Dean Blanchard, Deputy Director of the Barataria-Terrebonne National Estuary Program (BTNEP), announced BTNEP will partner with Shell to complete a series of projects to help restore some of Louisiana’s coastal marsh and ridge ecosystems. These restoration projects will focus on chenier ridges and adjacent marshes which are unique wetland features that provide habitat for birds, fish, and other wetland animals. Ridges stand several feet above mean sea level and are planted with a variety of woody and herbaceous plants. Surrounding these features are low-lying productive marshes. Ridges provide important habitat and sources of food for many species of Neotropical migratory songbirds including some that are on the threatened and endangered species list. Chenier ridges and maritime forests also act as speed bumps in slowing down storm surge during tropical events. “Restoring ridges and adjacent marshes are a great way to provide valuable habitat and storm protection. This type of restoration always requires multiple partners to be successful,” said Dean

Public invited to HRCS Fiesta on Saturday

On Saturday, May 21, Holy Rosary Catholic School will celebrate a day of faith and fun. The day will begin with Spring Fiesta dance performances at 11 a.m., followed by food booths, children’s activities, yard games, swimming, and cake bingo. A benefit for Ansena Cheramie Barbier will be held on Sunday, May 22 at the Cut Off Youth Center, 205 West 79th St., from 11 a.m. to 4 p.m. This benefit is to help Ansena with medical expenses for surgery. Two different plate lunches will be sold for $7 each. One consists of white beans and rice, grillades, bread and dessert. The other consists of shrimp jambalaya, fried fish, bread and dessert. The Lafourche Parish Sheriff’s Office will host a Concealed Handgun Training Course at the LPSO Shooting Range Facility, 3451 Hwy. 182, in Raceland. The class is scheduled for Sunday, May 29, beginning at 8 a.m. and lasting until approximately 5 p.m. with a break for lunch. The cost for the course is $110, and advance registration is suggested due to limited class size. This course is a pre-requisite for those applying for a Concealed Handgun Permit from the State of Louisiana. Cantrelle said restricted drainage from clogged and inadequate outfalls, flood waters dramatically influenced by tidal surge, and building a pump station which may never operate, are all concerns driving his decision to find another way to solve the problem. Larger culverts and a cleaned out 28 Arpent Canal could be the answer, he said. While Cantrelle said he can only find about 12 homes which flooded in that area since 2002, residents say the number is much higher. “There are 1000 homes in the watershed of Dugas Canal with more construction. At least 70 homes flooded for Allison, 15 in Brandywine,” said Gwen Cheramie, a Country Club resident. To fears that the CDGB grant could be lost because it is not used in a timely manner, administration says there is no chance of that happening. Councilman Daniel Lorraine noted that the grant money could be used for other drainage purposes within the Dugas Canal watershed, even if it is not used for a pump station. Lorraine advised residents to “be calm”, but also said “I’m not gonna jeopardize my people”, if he had to vote on the project. Jerry Lafont said simply: “If there’s any chance of my drinking water being ruined, I’m not voting for it.”

Lafourche Parish Water District General Manager Dirk Barrios says water quality is the real issue. “I don’t think we should take our drinking water impoundment and pump our drainage water into it. It is the only water in Lafourche Parish that we can use as drinking water. We will most likely have odor, taste and color issues. This makes the water more expensive to treat,” he said. And then there’s the Bayou Lafourche Freshwater District, owners of the property on which the pump station is proposed to be built, who refuse to give the land to the parish. Executive Director Ben Malbrough, P.E. of the Freshwater District says: “Our concern is water elevation. The elevation in Bayou Lafourche that you see now is the result of an increase in flow at Donaldsonville. The Dugas project will only exacerbate that problem. We did submit a formal objection to DNR. Our objection is still there.” Mike Sobert, General Manager of Terrebonne Consolidated Waterworks District #1 objected because of worries his Shriever plant will be under water. Also when water in Bayou Lafourche is high, the alternate source in Bayou Black is 35% more costly to treat because it is swamp water, he said Tuesday. District 4 Councilman Bo Melvin echoed the sentiments of his constituents

who live in the Dugas Canal area when he challenged President Cantrelle to hear their concerns, saying “people voted for Mr. Cantrelle, but it seems he won’t listen to people.” Cantrelle told Melvin and others in attendance that he was “not gonna take a problem in one area and destroy another.” “I am working on the problem. I’ve been working ever since I knew there was a problem. I haven’t given up, but evidently it doesn’t go into some people’s heads. I’m not going to take a chance of ruining 200,000 people’s drinking water. Whatever slim chance it is, I’m not taking that risk,” said Cantrelle.

The weigh scales for the 68th Annual Golden Meadow-Fourchon Tarpon Rodeo will be open Friday and Saturday, July 1st and 2nd. Live music, food and drinks will be available on those dates under the pavilion, with the annual King of the Catch Cook-Off taking place on Friday, July 1. As part of this joint restoration endeavor, Shell will provide funding and volunteers to work with BTNEP on habitat restoration projects that are being designed to help to improve the coast. Like other National Estuary Programs throughout the US, BTNEP brings together citizens, scientists, businesses, and government to solve environmental problems and promote healthy, vibrant coastal wetland communities. “There are many reasons why restoring Louisiana’s coast is important to Shell including the vital role this state plays in supporting our nation’s energy needs,” said Rick Tallant, General Manager for Shell’s Gulf of Mexico East assets. “But the most important reason is because this is our home. Shell employees live here, work here and volunteer here making us a part of a resilient and vibrant Louisiana community.” The project will include growing native woody and herbaceous species that will be used for plantings. The plants will be grown at the BTNEP Field Operations Center located on the Nicholls State University farm. Once the plants are grown out, volunteers from around the country, as well as Shell volunteers, will take part in the planting of these natives. The currently scheduled plantings will take place on the Fourchon ridge and nearby marshes in Port Fourchon and in Plaquemines Parish where potential places need to be restored. The plants will be monitored and the results will be shared. “No place is a better example of how energy and the environment are interdependent than Port Fourchon. We are grateful for the outstanding restoration work BTNEP and Shell have undertaken at the Port to date, and we wel-

“In a Small Pond� By Leroy Martin A white sport coat and a pink ‘carnation’ slip I felt great that Saturday evening driving to join my band at the College Inn in Thibodaux. This was less than one year after I had joined “The Dominoes� and just that morning I had negotiated a record contract with Floyd Soileau of Jin Records to record the band with me singing one song and bandleader Leroy Trosclair’s brother Errol the other. I had written the songs and Ricky Folse, Pott Folse’s, son the arrangements. The contract was in my brief case and ready to sign. Since 1957, Jin records in Ville Platte had several million selling releases, Rod Bernard’s “This Should go on Forever�, Johnny Allan’s “Lonely Days, Lonely Nights�, and Jivin’ Gene’s “Breaking Up is Hard to Do�, and now, I thought, here come The Dominoes. My producing arrangement with Floyd for Joe Barry and Vin Bruce was still ahead. It was not to be. After the dance, before I could tell them the news,

they had news for me. I was told, “We asked you to get a Bassman amp, because your set up does not look professional. Gerald Adams from Mathews is replacing you.� I was surprised and answered, “But you said it sounds good.� I was answered, “It’s just a big box. Doesn’t look good. Gerald has a new Bassman amp and a Fender Precession bass.� I took a drink, shook hands, told them “OK, no fuss, no bother, I’ll survive.� Then, to quote an old song, “I turned and walked slowly away,� the record contract still in my brief case. I had other irons on the fire. Gerald Adams and I were and continued to be friends. My termination was either the amplifier situation or that Gerald was a better bass player. I want to believe the former, but it was probably the latter. Gerald Adams was then a better bass player. In 1962, I negotiated a recording contract for Vin Bruce with Floyd Soileau’s “Swallow� label, but that’s the next 25 years of my musical career and future columns. As we talked I asked

Every member of the band had an ear piece plugged into a transistor

radio in their pocket. Everyone but me! The legendary rivalry came down to this game and the world stood still (at least Louisiana and Missis-

sippi) as All American Billy Cannon ran over the entire Ole Miss defense for a touchdown and a big win. I kept playing until I

noticed I was playing alone—-the band had stopped in the middle of, of all songs, Tommy Edward’s “It’s All In The Game� and the band was cheering along with the crowd. Few were dancing and every table had a radio tuned to the game. That one-minute touchdown run has been played on TV every Halloween night for over 56 years. What a night! The State Library of Louisiana announced Louisiana’s winners of the 2016 Teen Video Challenge hosted by the Collaborative Summer Library Program. Deputies: 2 women die in car fleeing hit and run accident

US rig count drops 9 this week to 406, another all-time low

HOUSTON (AP) — The number of rigs exploring for oil and natural gas in the U.S. dropped by nine this week to 406, another alltime low amid depressed energy prices. A year ago, 888 rigs were active. Houston oilfield services company Baker Hughes Inc. said Friday 328 rigs sought oil and 86 explored for natural gas. One was listed as miscellaneous. Among major oil- and gas-producing states, Texas declined by seven rigs, Louisiana was down three and North Dakota, Oklahoma and Wyoming each fell by one. New Mexico gained two rigs and California one. Alaska, Arkansas, Colorado, Kansas, Ohio, Pennsylvania, Utah and West Virginia were all unchanged. The U.S. rig count peaked at 4,530 in 1981. The previous low of 488 set in 1999 was eclipsed March 11, and has continued to slide. ___

METAIRIE, La. (AP) — Jefferson Parish sheriff’s deputies say two women died when the convertible they were riding in wrapped around a utility pole. The accident happened around 7:30 a.m. Monday on the Interstate 10 Service Road in Metairie. Traffic fatality investigator Anthony Cannatella says the Ford convertible exited I-10 after being involved a hit-and-run accident. Cannatella says the Mustang then got on the service road traveling at a high rate of speed and hit another car. The says the Mustang’s driver lost control, the car overturned and skidded into the pole. Both the driver and the passenger died at the scene. ___

Louisiana IceGators suspend operations for 2016-17 season

LAFAYETTE, La. (AP) — The Louisiana IceGators will suspend operations for the 2016-17 hockey season because of renovations at the Cajundome, the team’s home arena. General Manager Louis Dumont, in a statement Monday, said arena renovations will begin at the end of May and run through

November. With the Southern Professional Hockey League’s 2016-17 season starting in October, Dumont says a feasible schedule is unavailable at this time. The team’s owners and staff members met with Cajundome management to try to find options to play the season, but Dumont says they concluded suspending operations is “the best route to take.” The IceGators closed the 2015-16 season with a semifinals series loss to the RiverKings in April, which eliminated Louisiana from the league playoffs. ___

Scientists head out to study Shell oil spill in the Gulf

NEW ORLEANS (AP) — Scientists are heading out to study the latest oil spill in the Gulf of Mexico, a release of about 88,200 gallons from a Shell oil field about 90 miles off the coast of Louisiana. Last Thursday a leak from a pipeline at the Shell oil production field was spotted and clean-up vessels began to skim oil off the Gulf on Friday. The cleanup continues. The leak was contained after wells flowing into the pipeline were shut in. Now, a group of scientists hope to learn more about what effect oil spills have on the marine environment. Ian MacDonald, an oceanographer at Florida State University, said the scientists should reach the oil sheens by Wednesday. This team of scientists was set up after BP’s 2010 catastrophic spill to study spills. ___

Study: Less fertilizer in Illinois River, good news for Gulf

CHAMPAIGN, Ill. (AP) — The flow of nitrates from farm fertilizer and treated wastewater into the Illinois River that contributes to a dead zone in the Gulf of Mexico has fallen, a new study says. Researchers believe one likely factor, the use of newer, more robust varieties of corn, could make the drop a long-lasting one. The study from the University of Illinois found

that the level of nitrates dropped 10 percent between 2010 and 2014. Adding in data from 2015 that was not available when the study was being written, that level dropped by 15 percent, one co-author said. ___

Hero dog bitten saving 7-year-old girl from rattlesnake

TAMPA, Fla. (AP) — When a venomous Eastern diamondback rattlesnake appeared in the backyard of a 7-year-old girl, her German shepherd came to her rescue, refusing to back down even when the snake bit him three times. In short, Haus is a hero. Now hundreds of donors are coming to the family’s rescue, quickly topping the goal of $15,000 Friday on a GoFundMe account to help pay for the antivenin needed to keep the dog alive. By Friday afternoon, $35,000 had been raised for the dog’s care. Haus is still recovering in the Intensive Care Unit of Tampa’s Blue Pearl Emergency Veterinary and Specialty Hospital, and is being treated with antivenom and painkillers, said Dr. John Gicking. Molly DeLuca’s grandmother was watching her play with the 2-year-old shepherd in their backyard when the dog suddenly jumped in front of the girl and reared up several times. It wasn’t clear what happened at first, but they could tell Haus was bleeding, and brought him to the vet. When his leg was shaved, three bite marks could be seen — telltale signs of the rattlesnake. The snake’s venom damaged the dog’s kidneys. Vets now expect a full recovery, but it won’t be cheap: Each day in the ICU costs between $1000 to $1500, and each vial of anti-venom costs $618. Haus is averaging 4 or 5 vials per day as the poison leaves his system. A family friend started the fundraising effort. The response, said DeLuca, has been “overwhelming.” The family plans to forward any unused donations to a local rescue organization.

But if the Senate decides to undo the proposal, cuts could worsen for a popular college financing program in the budget year that begins July 1. The plan, spearheaded by House Appropriations Committee Chairman Cameron Henry, would take more than 3 percent of fees paid to departments for services, along with other dedicated sources of revenue that they get from state taxes. That could include money paid for licenses, public health services or facility inspections, for example. The dollars would be steered to help pay off state debt next year, thereby freeing up other general tax revenue — known as state general fund money — that would otherwise have to be used for the debt payment. Henry, R-Metairie, said it would require some agencies that have largely been shielded from cuts to share in the reductions needed to close a $600 million budget gap next year. Treasurer John Kennedy’s office said the move is allowed under the state constitution. The diversion would shift money the agencies had expected to have next year, like $4 million from the Coastal Protection and Restoration Authority, $2.7 million from the agriculture department, $3.7 million from the labor department, $14 million from the trans-

portation department, $7 million from state police and $23 million from the health department. “It’s the equivalent of a cut to their departments,” said Sherry Phillips-Hymel, the Senate’s chief budget analyst. Senate President John Alario, R-Westwego, worried those cuts would fall too heavily on agriculture programs, transportation projects, the state police and the legislative auditor. Other senators questioned whether the dollars would meet the legal criteria for spending on ongoing services and programs. Dardenne said the state has tried a similar maneuver once before, and then deemed it unfeasible. The House version of the budget assumes $100 million will be diverted but doesn’t specifically detail which fees and other dedicated revenue sources would be transferred. It doesn’t spell out the 3.3 percent cap. And the exact process for making the transfers isn’t clear. Hymel suggested if senators wanted to move the money as the House wants, they should pass a separate piece of legislation. Every single day, firemen put their lives on the line in an effort to keep locals safe. A fishing rodeo set for May 21 aims to show its appreciation for those men and women – aiming to raise much-needed money to assist injured firemen who have been burned. The Lafourche Parish Fire District 3 Firefighters Association will hold its first-ever fishing rodeo on May 21 at the Golden Meadow Park Pavilion. Proceeds for the day will be donated to the Baton Rouge Regional Burn Center – a place where firemen and military members can go to be healed after being burned on the job. Event organizer Phil Gilligan said tickets are $30 a piece, and he hopes everyone will turn out to support the worthwhile cause. “Numbers are a little down, because the economy is struggling, but we hope for a large, fun-filled day,” Gilligan said. “We think it’s a great cause, and we’re hopeful that people will enjoy what we hope to make an annual event the community can enjoy.” There will be more than just fishing going on at the rodeo. Gilligan said beginning at 8 a.m., there will be a live DJ on hand to

Chefs will also be flipping burgers and grilling hot dogs, which obviously means that participants should come on an empty stomach. “There will be food and there will be water and soft drinks, and it will all be good, I can assure you,” Gilligan said. The format of the rodeo is loose. Unlike other rodeos, anglers at the firemen’s even will not be restricted on where they can fish. Gilligan said weigh-ins will begin at noon, and awards will be handed out at 3 p.m. A children’s rodeo has also partnered with the event, and the two will hand out awards at the same time. “For our rodeo, you can fish anywhere you want,” Gilligan said. “You can fish offshore, out in Fourchon or behind the park where we’re going to weigh in. It doesn’t matter to us. Wherever people want to fish, they’ll still be welcome.” The event will also feature a silent auction, and raffles will be sold for $1 a pop with the opportunity to win various prizes. Gilligan said event organizers will sell rodeo tickets – right through the day of the event. Folks are also planning to sell tickets this weekend at Walmart. He said the hospital receiving the funds is one of the best at what it does. “It’s the place where firemen go when they get injured,” he said. “Those adults need a quality hospital, and they do great work there. Both the Tarpons and Trojans held alumni softball tournaments this past weekend with proceeds to each going to benefit sports program at the local schools. The Trojans held their alumni tournament at the Lockport Recreation Fields,

“We had fun. It was a nice weekend,” added Bobby Breaux, who competed in the Central Lafourche event. “It’s always great to see friends you haven’t seen in a while. It feels good to give back. It’s a weekend we all look forward to every year.” For the Trojans, teams in the 2000s ruled the day. Central Lafourche assistant principal Chris Arnold said there were 17 teams in the men’s bracket – a number that he said is about on par with the figures the school has seen in other events. When the final pitch was thrown, the 2007 graduating class won the tournament, outlasting the rest of the field with its allaround play. On the women’s side, Arnold said six teams signed up to compete and the 2002-03 squad took home the title in a competitive bracket. “There were a lot of quality players at the park,” Breaux said. “It was great to see everyone giving it their all. We were blessed with great weather, and it was a weekend that everyone enjoyed.” Just down the bayou

in Larose, South Lafourche’s event also went off without a hitch. On the men’s side, teams from as far back as the early 1980s competed over three days of doubleelimination play. In the end, the 2009 team was victorious, defeating 1996-98 in the finals, thanks to a walk-off, grandslam home run from Brett Dardar in the final inning. In the women’s bracket, things were just as dramatic with the 19992001 team rallying out of the loser’s bracket and emerging as the event’s champions.

He served as First Lt. of the Army Artillery during the Korean War. He was a retired member of the Lafourche Parish School Board, where he was a teacher, coach, and principal for 39 years. He served as the director of the Lafourche Parish Recreation District #2 for 43 years. He was a past president and member of the Raceland Lions Club; a member of the Raceland American Legion Post #349; and a member of the Raceland VFW Post #3665; and past member of Raceland Grand Marshall Club. Milton was a loving husband, father, and grandfather. He touched many lives through his years of teaching, coaching, and being principal fulfilling his mission of, “Putting Central Lafourche on the map.” Falgout Funeral Home is entrusted with arrangements. ___________________

TOWN OF GRAND ISLE REGULARLY SCHEDULED TOWN MEETING TUESDAY, MAY 10, 2016 6:00 P.M.

The meeting was called to order by Mayor David Camardelle who led the Pledge of Allegiance to the American Flag. Council Member Bladsacker then followed with a prayer. Roll call was as follows: PRESENT: Council Members – Ray Santiny, Jay Lafont, Clifford Santiny, Jr., Leoda Bladsacker; Police Chief Euris Dubois ABSENT: Council Member Stephen Resweber Motion by Council Member Lafont seconded by Council Member Clifford Santiny, Jr. and unanimously agreed to amend the agenda as presented. Motion by Council Member Lafont seconded by Council Member Clifford Santiny, Jr. and unanimously agreed to close the agenda as amended Jean Landry was recognized and thanked the Mayor for all of the help with the school kids during the bird festival. Two hundred and fifty new people came to the Bird Festival and one hundred and forty species of migratory birds were counted. The Nature Conservancy had many volunteers working planting seedlings and working at the butterfly dome. A total of 1540 hours of volunteer work was counted. Council Member Jay Lafont thanked Jean Landry for the flowers planted at the War Memorial at the Community Center. Justice of the Peace Leon Bradberry Jr. was recognized and addressed the Council concerning a problem with an access road to the home of Frank and Marie Bradberry. Lee Mallahan the property owner on the west side of the access road has placed cement pillars along the side of the right of way making it impossible for emergency vehicle to gain access to the Bradberry home in case of an emergency. It seems like there is an ownership dispute concerning the access road that has to be settled in order to provide the Bradberry family proper protection in case of a fire or a medical emergency. After a brief discussion it was decided that the Chief of Police and the Building Inspector would meet with Mr. Mallahan to try to resolve the problem. In the mean time the Town will hire Joe Picciola to survey the right of way in order for the Town to take the proper steps to provide the Bradberry family with the lawful passage. A hearing was held on the following proposed ordinance which will be heard at the next regular meeting of May 24, 2016 at which time it will be eligible for adoption: ORDINANC NO. ___ An ordinance amending the Town of Grand Isle operating budget for fiscal year beginning July 1, 2015 and ending June 30, 2016. Police Chief Dubois was recognized and gave the following police report: For the period of April 27 thru May 10, 2016 there were 11 traffic citations issued, 8 medical calls, 3 motor vehicle accidents and 380 call outs; fines collected for the period totaled $1,065.00. The Chief then requested budget appropriations of $57.84 for tools, $1,462.76 for repairs to vehicles and equipment and $313.00 for coffee supplies. The request was approved on a joint motion by the Council. Street Supervisor Chris Hernandez was recognized and reported that a drainage discharge pipe has been received from the Parish and it will be connected to the Bayou Rigaud Drainage Pump. He then reported that Aubrey Chaisson was doing okay after his accident on the grass cutting tractor. Chief Dubois then reported that the person that hit the tractor with his automobile has been charged with multiple offenses. A joint motion by the Council was unanimously agreed upon to appropriate $2,000.00 for repairs and maintenance to vehicles and equipment in the Street Department. The following proposed ordinance was introduced with hearings scheduled for the regular meetings of May 24, 2016 and June 14, 2016 at which time it will be eligible for adoption: ORDINANCE NO. ___ An ordinance superseding Ordinance No. 602 regulating the anchoring in Caminada Pass of vessels with “butterfly” netting systems. the deadman for Slip C 800 LF Bulkhead project. They should start driving steel sheets next week depending on the weather. Engineer Picciola reported Blanchard Contractors has completed the access road for the Slip C 950 LF West Bulkhead. Concrete piles are on site and they expect the crane to mobilize next week to start driving piles for deadman. Engineer Joe Picciola reported Slip D Bucket Dredge project is complete and in the lien period. Melancon questioned how the material is settling, which Picciola replied it is drying out good. The maintenance crew should be able to start shaping material by the spring. Picciola reported bids were received on March 1st for the Flotation Canal Hydraulic Dredge project. The lowest bid was from Crosby Dredging for $1,794,464.00 which we recommend awarding later on the agenda. Airport Projects – Engineer Joe Picciola reported the Airport Pump Station project is complete. There is a balancing change order for an additional $11,363.25 for siphon breaker, aluminum drip pan, and timber piles along with the substantial completion certificate later on the agenda for approval. Airport Manager Richard Osborne reported SBL continues to work on the Obstruction Removal project. They did complete the base bid work and they are now working on the alternate work. Executive Director Chiasson requested an update on the FBO, which Osborne reported on the improvements made to the building of painting, repairs, furniture along with repairs to the fueling system. We are receiving good feedback on the service. Other Projects - Engineer Larry Picciola reported the Mooring Dolphins Phase 4 project is complete and in the lien period. Collins questioned the number of dolphins not leased, which Chiasson replied there are 6 in Bayou Lafourche and 3 in Flotation Canal available. Engineer Joe Picciola reported PSC plans to be on site March 14th for the Fourchon Bridge Repair project. The project will take 3 to 4 weeks to complete and we are working with them to get a detailed schedule of any full closures to vehicle and vessel traffic which will be forwarded to Chevron. Engineer Picciola reported the contractor is working on the last 1,000 ft. of base work for the Airport Road Paving project. They should start with asphalt in 2 weeks. Picciola reported the Steel Mooring Piles in Bayou Lafourche is complete with the clear lien later on agenda. Chiasson reported the Assumption of Maintenance Study is still under final review with the Corps office. The Section 203 Feasibility Study agreement with the District Office is later on the agenda for approval. Davie Breaux reported the contractor has started placing dirt fill along the shoulders for the LA 3090 Overlay project. They do have a couple areas that were tested for minor dipping in the asphalt. This is being addressed by DOTD. Update from Restore or Retreat – Simone Maloz stated she is pleased to have Chiasson appointed to ROR Executive Committee. She also expressed the importance of Chiasson being appointed to the Governor’s Advisory Commission. This group reviews projects such as the master plan and the annual plan. By having a seat at that table, means you are one of the first to get information and you have a venue to vet directly to the state which is very important. Maloz reported around 2 weeks ago she toured the Caminada Headland Restoration project along with MPR News and Joni Tuck. She stated that Tuck was recognized in the MPR piece explaining the importance of having coastal restoration protection infrastructure at the Port. The contractor plans to start back pumping along the beach in the next month or so. There are a few other projects that will be starting this spring such as the Caminada back barrier marsh project, West Belle Pass, Elmer’s Island, and a few other existing projects will be starting back. Finally at the end of this month, the official oil spill settlement will be filed in the courts which will start the clock on payments. There will be initial payments to the state through the Restore Act and some parishes may soon see money. Griffin questioned if it was ever discussed of public access to the beach once all the work is complete, which Maloz replied no that would be a series of serious discussions that would be very complicated. The floor was open for public comment. Melissa Cloutet with LMOGA updated the board on the macroeconomic impacts of well control study that was released last month. Industry wants safe operations in the Gulf of Mexico (GOM) however some of the technical provisions in the rule actually increase risk to safety and environment. BSEE estimated the cost of compliance to be $883 million over 10 years however the study estimates it to be $95 billion over 10 years. We believe BSEE’s estimates to be grossly flawed. It will decrease exploration drilling by 55% and reduce GOM production by 35% by 2030. The proposed rule is undergoing final review by White House Office of Management and Budget. Last week, Lori Leblanc with GEST was in DC to meet with OMB to present these findings and request BSEE do a re-analysis of the rule. She also met with congressional delegation for support. Governor Edwards is also supportive. They are preparing an advocacy letter template to have supporters sign and will request that Chiasson sign one as well. She then thanked the board for their partnership and support. Chiasson replied this well control rule could be detrimental during this slow time of oil and gas production. It is important we advocate against some of the harsh rules and make sure it is a regulation that is good for safety and also beneficial to the continuing of drilling and production in GOM. Gaudet commended the candidates who ran in the March election Vhores Trosclair, Jimmy Lafont, and Rodney Gisclair. He then congratulated Lafont and Gisclair on making the run off. Rodney Gisclair addressed the board thanked the people for their vote and announced his candidacy for the April 9th election. Lafont was absent. Councilman Daniel Lorraine questioned if the Port reapplied for a Tiger Grant for the Airport Corridor, which Chiasson replied we applied twice and we will be applying for the third time. Lorraine stated with all the money that was spent on the reports the application should be the same, which Chiasson replied yes the information we received from the past submittals will be used along with the new modeling of traffic. Councilman Lorraine stated that if it is approved it would greatly help out this community. He then thanked the Port for working together with the Parish. Committee Reports

The Board of Commissioners of the Greater Lafourche Port Commission met in special session on Wednesday, March 23, 2016 at 11:00 AM at the Operations Center 108 A.O. Rappelet Road, Port Fourchon, LA. President Gisclair called the meeting to order and Cheramie called roll. ATTENDED: Chuckie Cheramie, Perry Gisclair, Kris Gaudet, Ted Savoie, Wilbert Collins, Larry Griffin, Jimmy Guidry, and Ervin Bruce ABSENT: John Melancon Jr. President Gisclair presented for the board’s consideration the request from PSH Holdings to sublease property on site GLF604 to FCC Environmental Services, LLC. Upon motion by Collins second by Guidry, with no public comment, the board unanimously approved the sublease agreement. Notice is hereby given that the Commissioner of Conservation will conduct a hearing at 6:00 p.m., Wednesday, June 29, 2016 at the Lafourche Parish Government, Mathews Complex, Council Chambers Room, 4876 Hwy 1, Mathews, LA.

At such hearing, the Commissioner, or his designated representative, will hear testimony relative to the application of FCC Environmental Services, LLC, 1610 Woodstead Court, Suite 360, The Woodlands, Texas 77380. The applicant requests approval from the Office of Conservation to construct and operate a commercial transfer station for temporary storage of exploration & production waste (E&P Waste) located at Port Fourchon in Township 23 South, Range 22 East, Section 35 in Lafourche Parish and to transfer said E&P waste to its processing facility located in Theodore, Alabama.

The application is available for inspection by contacting Mr. Daryl Williams, Office of Conservation, Environmental Division, Eighth Floor of the LaSalle Office Building, 617 North 3rd Street, Baton Rouge, Louisiana. Copies of the application will be available for review at the Lafourche Parish Council in Mathews, Louisiana of the Lafourche Parish Public Library in Golden Meadow, Louisiana no later than 30 days prior to the hearing date.
