Season opening numbers …
Lafourche Parish students who do not qualify for the free- or reduced-price school lunch program will pay more for their meals this coming school year. Parents can expect to pay as much as 30 cents per meal. Elementary students will be charged $1.25 for breakfast and $1.65 for lunch – 30 cents more. Middle school breakfast prices will be $1.55, while lunch will increase to $1.55 – 20 cents more. High school meals are $1.60 for breakfast and $2.10 for lunch – 10 cents more. The start of the spring shrimp season Monday brought much anticipation from trawlers and shrimpers. According to Wade Terrebonne, owner of the Leeville Seafood Shed, shrimp are in the small to medium size. Monday appeared to be an average opening day for the season but the price is also less this year as compared to the price on opening day last year. Betty Terrebonne hands a bucket of 21-25 shrimp Monday to Wade Terrebonne.
Citizens Insurance considers rate increase
A reward is being offered for information leading to the arrest of two subjects responsible for an armed robbery last week in which they broke into a Galliano home and tied up the victims during the robbery. Just after 2:30 a.m. last Wednesday, May 13, deputies responded to an armed robbery reported at a residence in the 100 block of East 150th Street in Galliano. Deputies learned a man and woman were sleeping inside their home when two subjects, who both appeared to be males, wearing masks barged into their bedroom. One of the masked subjects pointed a gun at the man lying in bed, threatening to shoot him if he moved. The other stood over the woman brandishing a baseball bat. The two masked subjects then tied up the couple and demanded money. Then they rummaged through the home and stole a safe, an undetermined amount of cash, and several other items of value. Upon leaving the home, they also stole a sport-utility vehicle from the residence. After the masked subjects left, the man and woman freed themselves and called for help. Detectives were called to the scene, and through investigation, determined the suspects made entry by breaking a rear window at the residence. Golden Meadow Police discovered the stolen vehicle abandoned on Louviere Lane, after being alerted by a concerned citizen. See Robbery Page 8-A

Lafourche policyholders could pay $160 more a year Associated Press
More than 65,000 homeowners in coastal parishes covered by the state’s insurer of last resort could see their rates jump 10 percent after Aug. 16. Under state law, Louisiana Citizens Property Insurance Corp. must charge 10 percent more than private insurance companies. However, the state Legislature passed a separate law that exempted a dozen coastal parishes from the added charge. That law expires Aug. 15, unless it is extended. The Advocate reports the Citizens board voted Thursday to prepare the new rate filing for those parishes, a process that will take roughly two
months. “If you want my personal opinion as a board member, we should move forward,” said Sen. Dan “Blade” Morrish, R-Jennings. The law was originally intended to help coastal areas recover after hurricanes Katrina and Rita, he said. But it’s been 10 years since the storms, the exemption is expiring and no bills have been filed in the Legislature to renew the exemption. That means Citizens is legally obligated to add the 10 percent charge to policies, Morrish said. See Citizens Page 8-A

WASHINGTON (AP) — For more than a decade, oil has been leaking into the Gulf of Mexico where a hurricane toppled a drilling company’s platform off the coast of Louisiana. Now the federal government is warning that the leak could last an-
other century or more if left unchecked. Government estimates obtained by The Associated Press provide new details about the scope of a leak that has persisted since Hurricane Ivan in 2004. Taylor Energy Co., which owned the platform and a cluster of oil wells, has played down the extent and environmental impact of the leak. The company also maintains that nothing can be done to completely eliminate the chronic oil slicks that often stretch for miles off the Louisiana coast. Taylor has tried to broker a deal with the government to resolve its financial obligations for the leak, but authorities have rebuffed those overtures and have ordered additional work by the company, according to Justice Department officials who were not authorized to comment by name and spoke on condition of anonymity. Senior commodities to be given out May 27, 28
The Lafourche Council on Aging and Catholic Charities will give out monthly commodities for qualifying seniors 60 years of age and older from 7 to 9 a.m. on Wednesday, May 27 at the Cut Off Youth Center and Thursday, May 28 at till Raceland Recreation Center.
Toiletries sought for needy seniors
The Lafourche Council on Aging is collecting items including shampoo, body soap, hand soap, deodorant, toothbrushes, toothpaste and other toiletries in honor of Older American’s Month. Items will be donated to local, needy senior citizens. The Lafourche Parish Animal Shelter is asking the public to donate muchneeded items including cat litter, cat food and dog food. good friends, we would study together. Study together? We did everything but! Once again, nobody’s perfect, although mothers come the closest. Since our friendship dated back to grammar school, his father’s Star Theater was our headquarters. A bus transported people to and from the picture show and we rode it both ways nearly every night discussing baseball, football, food and world domination. (Just kidding). Our thoughts had not fully focused on girls yet, but they were fast heading in that direction. Our National Guard years with friends Donald Owens, Ames Savoie, Edmond Rodrigue and Roland Guidry also were memorable. Dick was company clerk, and when he earned an honorable discharge because of bad feet, he recommended me and I got the job —- no more bivouacking or field trips, until one day I raised my hand. I had forgotten the cardinal army rule: “Never volunteer for anything!â€? I had enrolled in officers’ training school in Fort Reilly, Kansas. Bad idea! I was promoted to Sgt. anticipating my 2nd Lt. rank, given a squad to train and it was back to bivouacs and field trips. Goodbye soft desk job. Enter politics! Our political adventure began in 1951 with a phone call from Dick. We didn’t have a phone so he called next door at my Uncle Lorris Callais’ house and one of my beautiful cousins, Rosemary, Camille or Bea, or not as beautiful, Lorris, Jr., came to fetch me ‌ I forgot which one. “Lee,â€? he said, “They want me to run for State Representative. What do you think?â€? I told him, “That’s a good idea, go for it.â€? And after a brief pause, I asked him, “What’s a state representative?â€? You can tell I was very politically astute. He accepted the invitation and the new “All

In the Lafourche Parish Library in Galliano stand three glass exhibits of notable citizens of South Lafourche, Ervin “Vin� Bruce, Richard “Dick� Guidry and Leroy “Lee� Martin. All three are now or were former public officials and two are musicians. Vin and Dick certainly deserve it and while I am honored, I question my worthiness, but I am proud to say that the exhibits I stand with honor two of the best friends I ever had. I have often written about Vin in other columns, but being this is the fourth in a “Political Wars� series, today I recall memories of the youngest state representative ever elected in Louisiana history, my friend, Richard “Dick� Guidry. He is gone now and is greatly missed for his personality and his political career, during which he secured many benefits for his area and his parish. He was also a good family man with his wife Phyllis, daughters Lisa, Lillian, Phyllis “FiFi� and sons Dennis and David. Another son, Paul, died in a tragic accident years ago. His departed family were parents John L. and Lillian, brothers Lloyd and Robert and sister Rosie,

As a businessman, he drilled for oil in Kentucky, had boats built in Spain, was a partner in theaters, The Jet Cinema and Drive In, (anybody remember the Jet ‌ best hot dog chili around, served with mosquitos), an insurance agency and some I probably don’t know about. He was not always successful, had ups and downs, successes and failures, but always recovered and came back stronger. That pretty much describes my friend. Our friendship had many coincidences, one being we both married a Guidry and that worked because his lasted till the end and Dot still tolerates me. I remember when he and I were in the High School Glee Club. Dick could not carry a note or tune in a bucket so Professor Wilson had him sing bass where he couldn’t do much harm. As Joe E. Brown once said to Tony Curtis in a movie, “Nobody’s perfectâ€?. Age wise, we were only a month apart, but his transfer from Cut Off High, (now LCO), set him back a year. The reason? “There is still more that can be done by Taylor to control and contain the oil that is discharging” from the site, says an Interior Department fact sheet obtained by the AP. Federal regulators suspect oil is still leaking from at least one of 25 wells that remain buried under mounds of sediment from an underwater mudslide triggered by waves whipped up by Hurricane Ivan. A Taylor contractor drilled new wells to intercept and plug nine wells deemed capable of leaking oil. But a company official has asserted that experts agree the “best course of action ... is to not take any affirmative action” due to the risks of additional drilling. An AP investigation last month revealed evidence that the leak is far worse than Taylor, or the government, has publicly reported during a secretive response to the slow-motion spill. The AP’s review of more than 2,300 Coast Guard pollution reports since 2008 showed a dramatic spike in sheen sizes and oil volumes since Sept. 1, 2014. That reported increase came just after federal regulators held a workshop last August to improve the accuracy of Taylor’s slick estimates and started sending government observers on a Taylor contractor’s daily flights over the site. Presented with AP’s findings, the Coast Guard provided a new leak estimate that is about 20 times greater than one recently touted by the company. In a February 2015 court filing, Taylor cited a year-old estimate that oil was leaking at a rate of less than 4 gallons per day. A Coast Guard fact sheet says sheens as large as 1.5 miles wide and 14 miles long have been spotted since the workshop. Since last September, the estimated daily volume of oil discharged from the site has ranged from roughly 42 gallons to 2,329 gallons, with a daily average of more than 84 gallons. Some experts have given far greater estimates of the leak’s extent. Based on satellite imagery and pollution reports, the watchdog group SkyTruth estimates between 300,000 and 1.4 million gallons have spilled from the site since 2004, with an annual average daily leak rate between 37 and 900 gallons. Marylee Orr, executive director of the Louisiana Environmental Action Network, said Taylor must be held responsible for stopping the leak “even if it takes 100 years.” “Every American citizen deserves to feel 100 percent confident that the response to this incident was rapid, effective and protective of the environment — and I don’t think we see that at this point,” said Orr, whose group is a plaintiff in a lawsuit filed against Taylor by the New York City-based Waterkeeper Alliance. In 2008, Taylor set aside hundreds of millions of dollars to pay for leak-related work as part of a trust agreement with the Interior Department. The company says it has spent tens of millions of dollars on its efforts to contain and halt the leak, but it hasn’t publicly disclosed how much money is left in the trust. The company sold all its offshore
leases and oil and gas interests in 2008, four years after founder Patrick Taylor died, and is down to only one full-time employee. Justice Department officials say the company approached the government concerning the trust fund, but they declined to discuss the terms of its proposal. Federal agencies responded that more work was needed, including installing a more effective containment dome system, the officials said. One official said the
company’s proposed resolutions involved trying to recoup money that was still in the trust, but those overtures were rejected. Federal officials declined to comment on the status of any negotiations. A spokesman for the company declined to comment Friday. In response to AP’s investigation, U.S. Sen. Bill Nelson last month called on federal officials to disclose technical data and other information about the leak. A spokesman for the Florida
Democrat said Nelson had confirmed with the Interior Department that Taylor “was formally asking to be excused from any further cleanup costs.” “This case illustrates how hurricanes and oil rigs don’t mix,” Nelson said in a statement. “And I’m going to keep doing everything I can to make sure the Interior Department holds this company accountable.” ____ Kunzelman reported from Baton Rouge, Louisiana. According to a report in the Daily Comet, Fletcher said the school district served 2.5 million meals last school year. Lafourche spent on average $4.26 to produce each meal. The cost, the nutrition director said, includes ingredients as well
as maintenance and labor. Fletcher said each lunch, for example, was sold at a loss of $1.26 per meal. The district spent more than $1.5 million to support the meal program, Fletcher said.

So is basketball. In addition to Rene LeBlanc, Justin’s identical twin brother Jack is also a coach. He is the current boys’ basketball coach and Athletic Director at North Vermilion High School. Justin was also a heck of a player, enjoying a standout prep career as a Tarpon before going to Millsaps, where he lettered for four-straight seasons. Millsaps is also where LeBlanc cut his teeth in coaching, having served as an assistant with the program immediately after he

To fix its maladies and to get jump-started toward a brighter future, they’ve turned to a Larose native, South Lafourche graduate and upstart coach who is quickly rising up the ranks within the game. Centenary announced in mid-April that it had hired Larose native Justin LeBlanc to be the team’s next head women’s basketball coach. The move marks the first head-coaching gig for the longtime collegiate assistant coach, who is the grandson of the late Rene LeBlanc, the former LCO and South Lafourche basketball coach who dominated the local sports scene from 1956-77. LeBlanc was previously an assistant coach with Centenary’s men’s team, helping lead the Gents to some of their most successful years in recent memory. But the challenge and grind of taking a team from the ground and building them into a contender is why LeBlanc said he pulled the trigger and agreed to coach the team. Centenary College AD Ronda Seagraves said she has no doubt LeBlanc will be a huge success, pointing to his work in helping rebuild the Gents’ men’s basketball team as a sign to his talent and ability. “He understands the culture of excellence, as well as what it takes to get better to compete each day in practice and games,� Seagraves said in a pre-released statement at the time of LeBlanc’s hiring. “I look forward to watching our women’s basketball team be competitive and successful in the very near future.� LeBlanc currently resides in Shreveport with his wife Caroline and son Jackson.

Frances was born in Colfax and raised in Shreveport. She graduated from Byrd High School and Northwestern State University with a degree in Education. Frances was a 1st runner up in the Miss Shreveport pageant her senior year, and went on the Dudley LeBlanc Hadacol Caravan Railroad Tour with Mickey Rooney, Carmen Miranda and several other movie stars. Frances was a very talented pianist, organist, teacher, and seamstress. She was a prior member of the Catholic Daughters. She loved to paint carousel horses and sold them through her business Carousel Fantasies by Frances. She loved to cook, sew, shop, go to the casino and dance in our daddy’s arms. She had a love for life, and loved spending time with her family and friends. She previously taught at Holy Savior and for the Lafourche Parish Public School System. The family would like to give special thanks to Julie Prince, friend and caregiver to Frances. Whereas, Operating & Maintenance expenses has reached a level that present rate structure does not ensure TOWN OF GRAND ISLE, LA adequate revenue to continue maintaining gas system in a safe and reliable manner as in the past; Whereas, present rate structure does not address effect on net revenue of weather patterns and large unbudgeted expense items; Whereas, present rate structure does not adequately provide revenue to offset increasing expenses associated with regulatory compliance; Whereas, TOWN OF GRAND ISLE, LA wishes to use best efforts to continue to provide its customers with a safe, reliable gas system while also providing them with services at a competitive price; Now, therefore, The TOWN OF GRAND ISLE, LA hereby adopts the following rate structure beginning April 29, 2015 for its gas system; SECTION I: GLOSSARY Mcf - Thousand Cubic Feet Ccf - Hundred Cubic Feet Weighted Average Cost of Gas All upstream cost of Gas Supply including gas, agent fees, transportation, imbalances and any other fees associated with gas supply divided by volume of city gate receipts. Gas Loss Percentage-Most recent July 1st thru June 30th comparison between gas delivered at city gate station(s) less Gas sold to city customers Revenue Stabilization Factor(RSF) Methodology Described in Section IV which is a monthly adjustment to gas markup to ensure required revenue is met for maintaining system regardless of weather patterns and other variables. SECTION II: GAS RATES & FEES RESIDENTIAL: Monthly Availability Charge = $15.00 Usage = (WACOG (Weighted Average Cost of Gas) per Hundred Cubic Foot (Ccf)) X GAS LOSS PERCENTAGE) + $ 1.95 + RSF Note: all reconnect fees, shut off fees or any other fees not specifically addressed this ordinance per the Town of Grand Isle, Louisiana Gas Rates & Fees will stay at the same rate as presently established. COMMERCIAL: Monthly Availability Charge = $17.50 Usage = (WACOG (Weighted Average Cost of Gas) per Hundred Cubic Foot (Ccf)) X GAS LOSS PERCENTAGE) + $ 1.85 + RSF Note: all reconnect fees, shut off fees or any other fees not specifically addressed this ordinance per the Town of Grand Isle, Louisiana Gas Rates & Fees will stay at the same rate as presently established. INDUSTRIAL: Monthly Availability Charge = $50.00 Usage = (WACOG (Weighted Average Cost of Gas) per Hundred Cubic Foot (Ccf)) X GAS LOSS PERCENTAGE) + $ 1.80 + RSF. Note: all reconnect fees, shut off fees or any other fees not specifically addressed this ordinance per the Town of Grand Isle, Louisiana Gas Rates & Fees will stay at the same rate as presently established. SECTION III: REVENUE STABILIZATION FACTOR CALCULATION The Mayor and Council shall approve a budget for the gas system annually with an amount of Revenue in Excess of expenses which is sufficient to ensure the gas system is safe and reliable. This Revenue Stabilization Factor will be calculated monthly to ensure that the targeted net revenue is met. The RSF shall be calculated monthly based on the following methodology: Step 1. Each month the budgeted sales volumes will be compared to actual sales volumes and at any point sales do not meet the budgeted sales projections, the shortfall in dollars will be calculated. Step 2. Each month the city will calculate the total dollars for any unbudgeted expenses: Step 3. The city will then divide the projected remaining budgeted sales total into the total of Step 1 revenue shortfall + Step 2 unbudgeted expenses. Step 4. The resulting calculation will be added to the markup over weighted average cost of gas for the remainder of the fiscal year. Example: Revenue Shortfall thru current month - $20,000.00 Unbudgeted expenses thru current month - $ 2,000.00 Remaining Fiscal Year Budgeted Sales - 250,000 Ccf RSF - $22,000 ÷ 250,000 = $0.088 per Ccf SECTION IV: METER DEPOSIT, SERVICE CHARGES AND OTHER FEES THE FOLLOWING FEES ARE HEREBY SET: METER DEPSOITS: Renters - $200.00 per meter Property Owner: $125.00 per meter COMMERCIAL DEPOSITS: 1” Meter $250.00 per meter 2” Meter $500.00 per meter 3” Meter $750.00 per meter 4” Meter $1,000.00 per meter OTHER SERVICES Call out after 4:00 p.m. $45.00 per hour – 1 hour minimum Reconnect $50.00 per meter Finalize Account $30.00 per meter All other service charges $50.00 per meter SECTION V: REPEALER: All ordinances, resolutions or parts of ordinances or resolutions in conflict with the provisions of this ordinance are hereby repealed. A permit must be acquired from the Town of Grand Isle permitting office before a recreational vehicle is placed on a vacant private lot or at an existing residence or camp when it is intended to be used as a camp or residence. No more than two recreational vehicles per lot will be allowed at a camp or residence when used as a camp or residence. Recreational vehicles which are hooked up to water or gas utility or have a sanitation account on a vacant lot will be exempt from any permit fee. NOW, THEREFORE, BE IT RESOLVED BY the Town Council of the Town of Grand Isle, Jefferson Parish, Louisiana that the following millage (s) are hereby levied on the 2015 tax roll on all property subject to taxation by the Town of Grand Isle: GENERAL——6.81 mills WATER & GAS SYSTEM——5.06 mills BE IT FURTHER RESOLVED that the proper administrative officials of the Parish of Jefferson, State of Louisiana, be and they are hereby empowered, authorized, and directed to spread said taxes, as hereinabove set forth, upon the assessment roll of said Parish for the year 2015, and to make the collection of the taxes imposed for and on behalf of the taxing authority, according to law, and that the taxes herein levied shall become a permanent lien and privilege on all property subject to taxation as herein set forth, and collection thereof shall be enforceable in the manner by law. ORDINANCE NO. ___ An ordinance amending Ordinance No. 857 dividing the property of Seaside at Grand Isle, LLC. into 10 lots, all being part of a tract of land according to a plan of Charles L. McDonald Land Surveyor, dated 20 February 2008 to include the land is in the Seaside Grand Isle Subdivision. ORDINANCE NO. ___ An ordinance amending the Town of Grand Isle operating budget for fiscal year beginning July 1, 2014 and ending June 30, 2015. Police Chief Euris Dubois was recognized and gave the following police report: For the period of April 28 thru May 11, 2015 there were 6 arrests, 16 medical call and 3 citations issued; total call outs handled totaled 309; fines col-
lected totaled $1,395.00. The following proposed resolution was jointly offered by the Council: RESOLUTION NO. 2681 A resolution authorizing the advertisement for and the holding of a tax sale for the year 2014 delinquent Grand Isle property taxes on June 24, 2015 at 10:00 a.m. at the Grand Isle Multiplex Center. WHEREAS, State of Louisiana and Jefferson Parish laws require that a tax sale be held each year for the year’s delinquent property taxes. NOW, THEREFORE, BE IT RESOLVED by the Town Council of the Town of Grand Isle, Jefferson Parish, Louisiana that: the tax collector is hereby authorized and directed to advertise for and hold a tax sale for the year 2014 delinquent property taxes on Wednesday, June 24, 2015 at 10:00 a.m. at the Grand Isle Multiplex Center located 3101 Louisiana Highway No. 1. Vote thereon as follows: YEAS: Ray Santiny, Lafont, Clifford Santiny, Jr., Resweber, Bladsacker NAYS: 0 ABSENT: 0 This resolution was declared adopted this 12th day of May, 2015. Motion by Council Member Resweber seconded by Council Member Clifford Santiny, Jr. and unanimously agreed to approve payment of the presented over budget items totaling $14,923.00. A joint motion by the Council was unanimously agreed upon to approve benefits eligibility for town employee Wanda Pitts as of 4/28/15. Council Member Jay Lafont requests/reports: 1. Announced that he was working up an equipment list for the summer youth baseball program for the
town to purchase. 2. Announced the rededication of the American Legion War Memorial on May 25, 2015 at 3:00 p.m. at the Community Center. Everyone is invited and refreshments will be served following the rededication. Council Member Resweber requests/reports: 1. Requested that the three palm trees in front of the Multiplex Center be trimmed as they are blocking the view of the advertising sign. Mayor’s report: 1. Announced that Jefferson Parish Officials will be on Grand Isle on May 20, 2015 too meet with the Council on Aging to hear their concerns and requests and to discuss ideas for more participation in the senior citizens program. 2. Attended the state legislative session as LMA President to support the LMA endorsed bills and for the shrimpers TED issue. 3. Requested that the Council waive the permits and fees for the Saints Fishing Tournament and Skeet Shoot this coming weekend – approve on a joint motion by the Council. Change of Profession A gynecologist who had become fed up with malpractice insurance and paperwork decided to give up practicing medicine. Hoping to try another career where skillful hands would be beneficial, he decided to become a mechanic. He went to the local technical college, signed up for evening classes, attended diligently, and learned all he could. When the time for the practical exam approached,
the former gynecologist prepared carefully for weeks and completed the exam with tremendous skill. When the results came back, he was surprised to find that he had obtained a score of 150%.
Fearing an error, he called the instructor, saying, “I don’t want to appear ungrateful for such an outstanding result, but I wonder if there is an error in the grade.” The instructor said, “During the exam, you took the engine apart perfectly which was worth 50% of the total mark. You put the engine back together again perfectly, which is also worth 50% of the mark.” After a pause, the instructor added, “I gave you an extra 50% because you did it all through the exhaust pipe, which I’ve never seen done in my entire career.”
