BATON ROUGE, La. (AP) — Louisiana’s motorists could be hit with $79 million in fee hikes if budget-balancing proposals under consideration by state legislators become law. Senators have attached a $60 million annual fee increase on two House bills that would have drivers paying $50 more in title fees when they buy a car. Also being discussed in the Senate as a possible add-on to legislation is a nearly $40 hike to the cost of a driver’s license, to raise $19 million a year. Supporters say the changes would cover the costs of providing services, noting the fees haven’t been raised in decades. Whether lawmakers are willing to boost drivers’ costs in an election year remains unclear, with only two weeks remaining in the legislative session. Gov. Bobby Jindal’s chief budget adviser, Commissioner of Administration Kristy Nichols, offered the ideas as suggestions for consideration during a Senate budget hearing this week. See Proposal Page 7-A

Wednesday, Nicholls State University and Edison Chouest Offshore together presented a partnership that will bring forth a new era in local and global collaboration between the company and the university. Chouest and Nicholls will offer Chouest employees and their family members a $40,000 Nicholls scholarship for international and out-of-state students for the next four years essentially waiving the fees for the eligible students. They will also offer internship programs and networking opportunities with Chouest headquarters each year. Students will not be required to seek a Maritime Management or Petroleum Industry related degree to become eligible. Chouest and Nicholls are combining their efforts in order to help meet their individual goals. Dr. Bruce T. Murphy, President of Nicholls State University and Dr. Neal Weaver, Vice President of Institutional Advancement for Nicholls have both expressed that one of their main goals has been to increase enrollment at Nicholls. Hurricane predictions breeze in: Feds expect light season JANET McCONNAUGHEY Associated Press
NEW ORLEANS (AP) — With six to 11 named storms predicted, this year’s hurricane season may be slower than average — but officials say that’s no reason for Atlantic and Gulf coast residents to rest easy. “Now is the time to start thinking ahead of the season. ... Get ready before the bad events are coming down on you,” Kathryn Sullivan of the National Oceanic and Atmospheric Administration said Wednesday as the group released its forecast for this year’s season, which begins June 1 and ends Nov. 30. Here are some key things to know about the forecast. What are the numbers? The hurricane center’s specialists expect: — Six to 11 named storms — tropical storms or higher, with top sustained winds of 39 mph or more.
— Three to six of those will develop into hurricanes, with top sustained winds of at least 74 mph. — Zero to two will be major storms of Category 3 or higher, with winds of at least 111 mph. From 1981 to 2010, the average has been 12 named storms, 6 hurricanes and three major hurricanes per year. Just how accurate is this forecast? Forecasters give this forecast a 70 percent degree of accuracy. That means they acknowledge there’s a 30 percent chance the numbers might fall outside the range they’ve given. But, since new climate models were developed in 2008, “we’ve been right five of the last six years,” said Gerry Bell, lead scientist in NOAA’s seasonal hurricane office. Phil Klotzbach, lead author of the seasonal forecasts put out by the Tropical Meteorology Project at Colorado State University, said NOAA does a good job. See Hurricane Page 7-A

Last Tuesday the Lafourche Parish Council met to discuss a number of proclamations and ordinances. In attendance were a number of seniors from Ward 6 and Bayou Blue. There was a proclamation recognizing the seniors for their promotion of “Lafourche on the Move” during the Senior Olympic Games. The Council also presented the Ward 6 seniors with a Lafourche Parish Council seal, signed by Council Chairman Jerry Lafont and Lafourche Parish President Charlotte Randolph. Jane Robinson of Chackbay gracefully accepted the award on behalf of the Ward 6 seniors. See Council Page 7-A

The Bayou Community Foundation (BCF) will host a review and planning meeting for local nonprofits who participated in or would like to participate in GiveNOLA Day for the Bayou Region. The meeting is Thursday, June 4 at 10 a.m. at the North Branch of the Terrebonne Parish Library in Gray. Forty nonprofit organizations from Terrebonne and Lafourche Parishes participated in GiveNOLA Day for the Bayou Region on May 5, raising nearly $52,000 during the 24-hour online giving event. Lafourche Parish Government to host electrical safety meeting for local residents A recent fire in Choctaw, attributed in part to improper use of electrical cords, is the topic of a safety meeting planned for 6 p.m. June 4 at the Choctaw Volunteer Fire Station, 2884 Choctaw Road, Thibodaux. Officials with Lafourche Parish Government are inviting the public to a meeting about home electrical safety as a result of this fire and others in the recent past. Entergy representatives Don Breaux and Deanna Lafont will demonstrate the proper use extension cords around the home as well as electrical safety in general. The state fire marshal’s office will be represented as well. “When it comes to extension cords, plugs and electrical outlets, there are potential dangers that can cause fires and injuries to people and property,� Lafourche Parish Office of Emergency Preparedness Director Chris Boudreaux said. “We encourage the community to attend this public meeting to learn more about preventative measures they can take to protect themselves and others from electrical dangers around their homes.� Funding assistance is available to qualified homeowners to install electrical service to the structure through the parish’s Community Action Agency. But the Institute for College Access and Success notes that many college graduates will be saddled with around $25,000 in debt upon earning their degrees. Many student loans have a six-month repayment grace period after graduation, so new grads who don’t already have a job lined up may want to use some of that grace period to travel, visit distant relatives or relax and recharge before their first payment comes due. Use the time wisely, but be prepared to buckle down when the time comes to start repaying loans. • Join an alumni association. Regardless of the size of your school, chances are strong they have a local alumni association and several chapters across the country. Take advantage of these organizations to connect with fellow alumni, who can be invaluable sources of information and provide connections that may help you find a job in your field. • Read and learn new skills. If you have yet to land that first job, use some
of your down time to reacquaint yourself with reading for pleasure instead of reading as part of an assignment. You also can use extra time to explore new skills, such as learning certain software or applications that may help you stand out in a competitive job market. • Before you decide what you want to do, you may have to figure out what you don’t like. Another way to use free time is to volunteer or apply for internships in fields you may want to work in. These experiences can help you determine your career options and find a career you find both challenging and exciting. But such opportunities can also help you determine when a given line of work isn’t for you. Oftentimes, finding the right career path takes some trial and error. Don’t get too down if an opportunity doesn’t pan out. Instead, keep your head up and take advantage of the next opportunity that comes your way. Graduation is a time of mixed emotions. Graduates can not only use graduation season to make lasting memories with friends but also to take the first steps toward the next phase of their lives.

Grand Isle School grads celebrate commencement May 24 Grand Isle High School held their graduation ceremony on Sunday, May 24 in the high school gym, at 1 p.m. Their class song was “Hall of Fame” – The Script. Mary Landrieu, aide joining Washington lobbying firm
NEW ORLEANS (AP) — Former U.S. Sen. Mary Landrieu is joining a Washington lobbying firm. The firm Van Ness Feldman said in a statement released Tuesday that Landrieu will be a senior policy adviser on public policy, strategic, and regulatory issues with an emphasis on energy, natural resources, and infrastructure. In the Senate, she had been chairwoman of the Committee on Energy and Natural Resources, the Homeland Security Appropriations Subcommittee, and the Committee on Small Business and Entrepreneurship. Bob Szabo coordinates the firm’s public policy practice. He says Landrieu — a Louisiana Democrat — has been a key leader in energy, disaster response management, coastal restoration, and balanced development of public lands and assets. Coming with Landrieu is executive assistant Marianna Knister, a native New Orleanian who worked for Landrieu in the Senate. ___
SEC to ‘substantially’ increase fines for rushing fields
DESTIN, Fla. (AP) — The Southeastern Conference has been fining its schools for rushing fields and storming courts since 2004. Now, a decade later, those penalties are going up. Way up. The league plans to “substantially” increase fines for teams that violate its on-field policy. The previous penalties started at $5,000 for firsttime offenders and increased to $25,000 for second violations and up to $50,000 fines for third and subsequent offenses. The new system is expected to be finalized this week at the SEC spring meetings in Destin, and there have been discussions about increasing the initial fine to $50,000. That would seemingly create a huge deterrent for programs, which might increase security. Then again, it might not solve the issue. LSU athletic director Joe Alleva says, “You can’t have armed guards and horses out there.” ___

The Sugar Bowl covers about 70 percent of the bid. This season’s championship game will be held in Glendale, Arizona, at University of Phoenix Stadium. The championship game after the 2016 season will be played at Raymond James Stadium in Tampa, Florida. The first championship game was played at AT&T Stadium in Arlington, Texas. Louisiana House votes down sales tax hike for road work
BATON ROUGE, La. (AP) — Lawmakers in the House have rejected a 1-cent sales-tax hike that would pay for improvements to Louisiana’s crumbling roads. Because the proposal by Rep. Karen St. Germain would increase taxes, it
needed support from twothirds of lawmakers. The House voted 52-42 for the bill, far short of the 70 votes it required to pass. St. Germain said the state has delayed its road needs: “We’ve kicked the can down the road so long that we’re still digging it out of a pothole.” After the vote, the Democrat from Pierre Part decided not to take up a separate road construction proposal that would raise the state gasoline tax by 10 cents. Louisiana unemployment rate holds steady in April
NEW ORLEANS (AP) — Louisiana’s unemployment rate remained unchanged in April. The state’s jobless rate of 6.6 percent in April remained the same as the rate in March. That’s well above the 5.7 percent the state recorded in April 2014. Nebraska had the lowest jobless rate in April, 2.5 percent. Nevada had the highest rate among the states, 7.1 percent. The District of Columbia had a rate of 7.5 percent. The report found 145,300 Louisianans were unemployed in April, a slight increase from March. Figures adjusted to cancel out seasonal changes were released Wednesday by the U.S. Labor Department. The national jobless rate was essentially unchanged from March at 5.4 percent. ___

The big-ticket fee proposals come as lawmakers look for ways to scrounge up money for next year’s budget, and as they seek to stop diverting large sums of state gasoline tax revenue away from roadwork to instead pay for state police operations. “We are clearly trying to figure out how to balance the budget, and for me, it’s about more than just balancing the budget. It’s about getting state police out of that transportation trust fund,” said Sen. Robert Adley, R-Benton. More than $345 million in gas tax money from the state transportation trust fund has been steered to the state police in the past decade, and Jindal proposed shifting another $72 million next year even as Louisiana has a $12 billion backlog of road and bridge work. “Basically, their seasonal forecasts and ours are very, very comparable,” he said. In 2013, he said, both groups predicted a very active season, and both were wrong. Last year’s predictions, with the actual numbers that occurred were: — Eight to 13 named storms forecast; eight happened. — Three to six hurricanes forecast; six happened. — One to two major hurricanes; two happened. Even more important, Sullivan said: Forecasts of where a specific storm is heading and the likelihood that it will hit shore have been “spot-on in the last couple of years.” Those predictions are made as the storm moves over the ocean. How did forecasters arrive at these numbers? Bell said they’re based on these factors, with the first being most important this year: — El Nino and La Nina: warming and cooling of one part of the central Pacific. — A much longer temperature swing, lasting 25 to 40 years, in part of the North Atlantic, coupled with changes in the West African monsoon. — Temperature changes in the Atlantic independent of climatic factors. Where will this year’s hurricanes hit?
Nobody knows. The numbers are based on global climate patterns and can’t zero in on anything that fine. Once a storm forms, meteorologists can measure its winds and other weather patterns to let them estimate where it’s heading. Sullivan noted that when Hurricane Arthur headed toward the East Coast last July 1, the area evacuated was “in pretty tight limits” around Cape Hatteras, North Carolina. “Ten years ago, we would have evacuated pretty much the entire North Carolina coast, and possibly the South Carolina coast,” she said. What is the biggest danger? “It is the water that kills, not the wind, in a hurricane,” Sullivan said. The National Weather Service will provide graphics indicating which areas are at risk of flooding from storm surge — water pushed inland by hurricane or tropical storm winds. These won’t be official warnings, but will be color-coded to help people estimate how deep the water is likely to be in their neighborhoods. The maps, which were first offered last year, are being expanded but are still considered prototypes. When and how do I prepare? Federal officials emphasized Wednesday that it takes only one storm to wreak havoc on an area, even when the season’s predictions are low. Sullivan pointed out that 1992 was a below-average season — but the first storm that year, Andrew, affected Florida for decades after its landfall. In his report he highlighted the shelter’s spay/neuter program and adoption programs which includes fully vetted and microchipped animals. The shelter will be expanding 1,620 square feet of kennel space at the rear of the shelter to help house the ever-growing animal population. The funds for this expansion are already in the budget so no additional funds will be needed. He also expressed the shelter’s encouragement of community volunteers.

Mike Edmonson, who heads the Public Safety Department, said if those dollars were stripped without a replacement, “It would be a major hit to state police. It would be layoffs. It would be possibly closure of troops.” Edmonson said the fee increase proposals stem from conversations with legislative leaders who asked him to determine whether his agency’s fees covered the costs of providing the services. So far, only the title fee has been attached to legislation, added in Senate committee to bills by Reps. Cameron Henry, R-Metairie, and Sherman Mack, R-Livingston. Both await hearings before the Senate Revenue and Fiscal Affairs Committee. The proposal would increase from $18.50 to $68.50 the title fee paid when a person buys a new or used car and the salvage title fee when a wrecked vehicle is deemed a total loss and either disassembled or sold. It also would bump from $15 to $65 the permit to sell that allows a towing company or repair facility to sell vehicles abandoned by their owners. “We can’t continue to raid the transportation trust fund and then complain that our roads and bridges are in deplorable condition,” said Henry. Adley, meanwhile, said he is looking for bills to which he could attach the driver’s license fee increase. The proposal floated by the Jindal administration would boost the fee for a basic, sixyear driver’s license by $39.50, nearly doubling the current cost of $42.75. Henry said he won’t agree to a driver’s license fee increase being added to his bill. “At this point, I’m definitely not willing to raise the cost of a driver’s license, and I don’t think the House would be willing to pass that type of increase,” he said. “We’ll be lucky to get the title fee increase.” ___

A Mass of Christian Burial was celebrated at 12:30 p.m. at Holy Rosary Catholic Church with burial in the church cemetery. She is survived by her sons, Brent Savoie and wife Kathy, Dale Savoie and wife Barbara; daughter, Anne Cheramie; half-brother, Burke Landry; half-sister, Loisel Landry; 8 grandchildren; 12 great grandchildren and 2 great-great grandchildren. Jesus gave his followers this basic commandment, “Love one another as I have loved you.” Let’s face it, some people are difficult to love. They can be rude, obnoxious, controlling, domineering, passive-aggressive, paranoid, and invasive. They can be power-hungry, insensitive, phony, and unreliable. They can be unpleasant, unpredictable, unlikable, and unbelievable. Yet, Jesus tells us to love them anyway. There is an important distinction between loving and liking. We may like some people more than others. We get along with people who have similar interests. Love, however, is wanting what is best for a person. We can want what is best for a person even if they annoy or aggravate us. We can still genuinely care about them even when doing so is difficult. We must decide beforehand that we are going to be a loving person no matter what. We cannot control what others will do, but we can de-
cide that we are going to be a loving person. We have to act instead of reacting. When we react, we are allowing that person to control us. Jesus wants an intimate relationship with us. In John’s gospel he calls us friends and reveals the Father’s love for us. In turn, Jesus commands us to love one another unconditionally as he has loved us. Our status of friends of Jesus makes us partners in the work of bringing people to God. This is a great privilege. This is why we should be carrying a song in our hearts. This is the joy that Jesus told us the world could not give us. What does it take to make us human beings happy? We know things will not do it. Our lives, closets, and garages are stuffed full of things that bring us only momentary pleasure. We know other people cannot make us happy, though we often expect them to do so. Happiness has to come from within a person. People can share their happiness with each other but one person cannot make another person happy. Attaining a certain position in life will not do it. The young always think adulthood will bring ultimate satisfaction, while adults are nostalgic for the good old days of youth. We have all tried wealth, power, and fame, but these things fail to bring us happiness. Nothing we can buy, steal, hoard, or acquire can
produce this spiritual fruit. Joy is a byproduct of surrender, not acquisition. We have to empty ourselves to receive it. Eternal life comes by way of surrendering our mortal life. This is a clear example of trading up, but not everyone is keen on making that exchange. We continue to profess the paradox that crucifixion leads to resurrection, that death leads to fullness of life, that laying down one’s life is the only way to have true happiness. Most Christians are in search of a second opinion. God wants us to be happy. However, if Jesus is the Lord we follow, we will have a difficult time reconciling material gains with the teacher who told us to go through life living simply. A good friend of mine sent me the following statement expressing how he strived to become a loving person. “I accept that I am Love. I release all judgments of others and know that they are doing the best they can. I keep my life simple and follow my highest path. I stay in tune with the Highest Source within me and let it guide my ways. I am gentle and kind with myself and others. “I pace myself with one step at a time. I know the perfect circumstances present themselves for my perfect continued growth. I am Love. I am Joy. I am Peace.” When we love like Jesus, we can say something similar.

Nearly 440 4-H’ers representing every parish in the state attended the 2015 Junior Leadership Conference at Grant Walker 4-H Educational Center in March. This year’s theme was Mardi Gras: Let the Leadership Roll. The conference featured a variety of workshop tracks, including service-learning, leadership, networking/teamwork, performing arts, outdoor skills, and science, engineering and technology. 4-H club members from Lafourche Parish participating in this conference were Jack Smith, Raceland Middle School; Hailli Arcement, Daniel Triggs and Kristen Weimer, E. On Saturday April 25th, the South Lafourche High School 4H Club attended Achievement Day in Thibodaux. There the school received 2nd place for the Activity Award and 1st place for their display. Three South Lafourche High school students won top Junior Leader awards which include Ryan Guidry, Abby Dupierre and Kirsten Angelette. “Lafourche Parish 4-H Livestock Program” The 4-H Youth Livestock Program is the largest animal science project area enabling youth to develop their interest in beef cattle, sheep, goats, swine and chickens in their 4-H projects.
