Murder, suicide shocks community

A man shot and killed his estranged wife Friday morning in Raceland before turning the gun on himself, the Lafourche Parish Sheriff’s Office said. Chelsi Eschette, 33, died outside a home at 4182 La. 1 after she sustained multiple gunshot wounds. The suspect, Josh Eschette, 32, was in critical condition after he shot himself once in the head. He was airlifted to University Medical Center New Orleans but died Sunday from his injuries. He was kept on life support over the weekend in order for his organs to be harvested for donation. Sheriff Craig Webre said the call came in about 9:52 a.m., and deputies and detectives found the bodies in the driveway. “Both were in different vehicles and either arrived at the same time, or maybe he was waiting for her and knew what time she’d be back,” the sheriff said. “It appears that they came to the home in close proximity to one another. The vehicle he was driving was parked ahead of the vehicle she was driving, and it See Murder Page 10-A

Fiesta on the Bayou, a fun, Mexico-themed party, debuted Saturday at the Cut Off Youth Center in spite of the weather. The event included a jalapeno eating contest, a pie eating contest, delicious Mexican food supplied by El Paso Mexican Grill, games and even a jail where friends had to “pay” to get out. The fundraising event benefitted Pushing Paddles for a Cure, the Virtual Academy of Lafourche, and Relay for Life of Lafourche. Pictured is Kelly Colombel (representing Pushing Paddles) accepting money from Joachim Ougel and Jolie Ougel to help in getting her “out of jail”. Within just 5 minutes, $125 was raised for Kelly’s exit.

Minimum wage increase stalled as negotiations continue MELINDA DESLATTE, Associated Press

BATON ROUGE, La. (AP) — A push by Gov. John Bel Edwards to boost Louisiana’s minimum wage remains stalled in the Senate as the Democratic governor continues negotiating with lawmakers, trying to win support for the bill. The proposal to raise the minimum wage to $8.50 an hour, sponsored by Sen. Karen Carter Peterson, D-New Orleans, was set for a Monday hearing in the Senate Finance Committee. But the hearing was scrapped.

Edwards spokesman Richard Carbo said the governor’s office requested a delay. “We are still having conversations with legislators, but we will still move the bill,” Carbo said in an email. “We don’t have a date set yet.” The proposal narrowly won support in the Senate labor committee, but was sent to the Finance Committee because it would raise the pay of some state workers, carrying a price tag for the state budget. See Wage Page 6-A

BATON ROUGE, La. (AP) — Gov. John Bel Edwards urged a study group looking at state budget and tax policy to give him preliminary recommendations by May 15 for ways to raise money to fill financial gaps, according to a letter released Friday. A report from the task force, created by state lawmakers, is due in September. But Edwards said the state “simply cannot wait until September” and needs some ideas sooner to avoid deep budget cuts in the financial year that begins July 1. Louisiana faces a $600 million shortfall in the upcoming budget year, threatening slashing across safety net hospitals, public schools, higher education and the TOPS free college tuition program. The Democratic governor is hoping to get proposals for tax changes that would drum up new money, ahead of a planned June special session aimed at lessening cuts. “If this shortfall is not addressed before the beginning of the next fiscal year, we will have dramatic and unsustainable cuts to essential parts of state government,” Edwards wrote. Task force members have been working since March and questioned whether they could meet the governor’s timeline. See Governor Page 6-A

Through investigative methods, detectives found that Perkins was prepared to pay for a 6-year old female in a sexual encounter. He was arrested and booked into the Jefferson Parish Correctional Center. Perkins is also a Sex Offender from Michigan. The investigation is on-going and additional criminal charges are expected. Letters and Opinions SLHS FFA members recognized for impressive event

I would like to express my gratitude and appreciation to the South Lafourche High School FFA members and their advisor, Mr. Eric Zak, for hosting such impressive events for the 2015-2016 FFA Queen’s Court. The girls chosen for the court were treated to dinner earlier this month as a thank you for participating. On April 27, the ceremony was held and I couldn’t believe the work that the FFA members put into this event, which is their main fundraiser for all of their FFA events throughout the school year. All 20 of the maids, this year’s and last year’s queen

and the girls’ parents were treated to an elegant night including a steak dinner, flowers, trophies and a verywell put together ceremony that included the South Lafourche administration, award presentations and the crowning of the queen. I’d like to congratulate Jean Paul Cheramie, the President of SLHS FFA, for being honored as the Outstanding Senior FFA member. Congratulations to this year’s queen Angelle Legendre and to all of the maids who were selected. Addy Legendre Larose, LA

Section of Canal Street in New Orleans collapses into tunnel

NEW ORLEANS (AP) — A section of a main boulevard in New Orleans collapsed into a mostly unused tunnel last Friday, two weeks after traffic was restricted there because problems were discovered in the tunnel. No one was injured when part of Canal Street collapsed, said Mayor Mitch Landrieu, but he called the event a “catastrophic failure.” Canal Street divides the French Quarter from the central business district. It is lined with stores and hotels and serves as a main thoroughfare. Traffic was restricted on April 15 after officials noticed a bulging wall and leaking water in the tunnel, which was built in 1966 for a later-abandoned riverfront expressway project. The tunnel stretches from Canal to nearby Poydras Street. Parts of it have been used for parking at a downtown casino. Landrieu blamed the collapse on a massive leak from broken pipes under the street that undermined a wall inside the tunnel. He said it will take up to six months to fix. Cedric Grant, the head of the New Orleans Sewerage and Water Board, estimated it will cost between $3 million and $5 million to repair. Landrieu said pipes damaged by flooding from Hurricane Katrina are leaking across the city and undermining roads and infrastructure. ___

ment has set up a new website with enrollment information for the state’s planned Medicaid expansion. The site is www.healthy.la.gov Louisiana will become the 32nd state to expand the government-financed health insurance program to the working poor when the new coverage begins July 1. Enrollment for the expanded health coverage begins June 1. Medicaid expansion will cover adults ages 19 to 64 making up to 138 percent of the federal poverty level — about $16,200 for a single adult or $33,400 for a family of four. Gov. John Bel Edwards and his health secretary, Rebekah Gee, announced the new website Monday at an event beginning a series of events around the state to promote Medicaid expansion. Gee estimated 375,000 people will get insurance from the expansion. ___

‘Raise the Age’ bill passes Senate with strong support

BATON ROUGE, La. (AP) — A bid to raise the adult prosecution age in Louisiana one year to 18 years old has won strong support in the state Senate. The proposal to include 17-year-old offenders in the juvenile justice system has drawn bipartisan support across both chambers. The Senate voted 33-4 Monday to advance the measure to the House for consideration. District attorneys would still maintain their discretion to prosecute juveniles as adults for serious crimes, under the bill. Gov. John Bel Edwards supports the proposal as part of his legislative package. The Democratic governor released a statement Monday saying treating 17-year-old offenders as adults “is costing our state too much money.” ___

Louisiana’s high school graduation rate continues to improve

BATON ROUGE, La. (AP) — Louisiana four-year high school graduation rate for public school students continues its upward trend, reaching 77.5 percent in 2015, the state education department announced Monday. That marked an all-time high and the fifth year that the rate has improved. Black students remain below the average, but their improvement outpaced the state as a whole, the education department said. The graduation rate for African-American students was 71.4 percent in 2015, up from 67.9 percent the

year before and a growth of 12.5 percentage points since 2010. The public school districts with the largest improvements were in East Carroll, West Carroll, LaSalle, Iberville, Evangeline and DeSoto parishes and the City of Bogalusa. Despite the improvements, Louisiana still lags the nation. The state’s high school graduation rate grew 2.9 percentage points from the 74.6 percent rate in 2014. By comparison, the nation’s graduation rate that year was 82.3 percent, according to the U.S. Department of Education, the latest year for which national data was available. But the department said Louisiana is closing the gap.

Governor From 1-A

“I do not know if we can have something ready by May 15,” said Jim Richardson, the LSU economist who is co-chair of the task force. “Now, we could have something

ready a little bit later than that.” Study group member Robert Travis Scott, president of the Public Affairs Research Council of Louisiana, said he didn’t want to spend so much time trying to solve shortterm budget woes that the

task force loses its legislatively-mandated focus on broader financial reform. “One concern I have is the more focus and attention we put on the special session, in particular in trying to fix a particular number for the jam they’re in right now, the less we’re going to be able to focus on the whole long-term structural purpose of this committee,” Scott said. Richardson and other task force members said the group should seek input into the special session, to make sure any tax changes proposed would conform to the goals of longstanding improvement to how the state raises and spends its money. In his letter, Edwards echoed a similar theme, asking that the recommendations by May 15 “be in accord with the Task Force’s anticipated comprehensive, long-term approach to tax reform.” ___ Follow Melinda Deslatte on Twitter at http://twitter.com/melindadeslatte

Wage

From 1-A

Peterson’s bill would raise Louisiana’s minimum wage from the $7.25 per hour federal level to $8 in 2017 and $8.50 a year later. Business groups oppose the wage hike, saying it could force companies to lay off workers because they can’t afford the higher salary costs. The vote in the Senate labor committee split along party lines, with Democrats supporting the wage hike and Republicans opposing it. That could forecast trouble in the Finance Committee, which has a majority of GOP members. But the Democratic chairman of the Finance Committee, Sen. Eric LaFleur, suggested the bill may have difficulty for a less partisan reason. He said his committee has regularly refused to advance legislation to the full Senate for debate if it would increase state expenses without a source of financing to pay for it. “We’ll see, but traditionally we don’t let bills out that have a cost for which funds haven’t been provided,” said LaFleur, DVille Platte. Louisiana is grappling with deep and persistent budget troubles and faces

having a governor involved could make the difference. “We are working to move that bill, because it’s an important way to address the situation in the state of Louisiana where we have too many families living in poverty, too many children living in poverty,” Edwards said recently when asked about the bill’s chances. Currently, 29 states have minimum wages above the federal level, according to the National Conference of State Legislatures.

an estimated $600 million shortfall in the 2016-17 fiscal year that begins July 1. A financial analysis of the minimum wage bill estimates pay increases for about 200 state workers would cost $204,000 in the upcoming budget year, while state agency costs to enforce the minimum wage would add another nearly $44,000. Even if it got out of the committee, the legislation is expected to face a tough road to passage in the majority Republican Legislature. Edwards, in office since January, hopes that

“In a Small Pond” By Leroy Martin Encyclopedias and the Electric Bass Quotes: “Try something new. Amateurs built Noah’s Ark. Professionals built the Titanic.” - Hy Wate “Life is uncertain. Eat dessert first”. - I. Lovette (Quotes are real. Authors are not.) My encyclopedias have been donated with assurance they will gather children, not dust. How did I acquire two sets? With three kids in elementary school a mutual friend approached my wife, wore her down and made a sale. At the time I was holding down a full time and two part time jobs and playing music three nights a week, trying to accumulate my first million. Didn’t happen! So I abandoned my quest for the first and started work on the second million. Didn’t happen again! Not then, not now, not ever! The purchase caused a disagreement. We compromised. First set! Definition

of compromise at my house: We argue, I give in, she wins. (Fellow husbands, does that sound familiar?) A few years later we met the best encyclopedia salesman in the world. Bar none! Our kids had not opened one book from the first set but he convinced us we needed another. Set two! What a salesman! He must be a multi-millionaire today! Electric Bass In the late 1950’s, I changed my musical instrument (Axe) from guitar to electric bass. Paul Tutmark had invented one (see picture) in 1935 with a solid body. Frets could fit in a car trunk and was designed to be played horizontally, everything the old bass fiddle was not. But it failed to catch on and few were sold because needing an amplifier made it cost prohibitive during the Great Depression. In 1951 Leo Fender modified Tutmarc’s idea and the Fender Precision electric bass was born. It caught on big time! In a few years the up-

Carver Meet Freddie Badeaux Freddie Badeaux of Raceland has been carving for approximately 15 years. He enjoys carving songbirds and Green Wing Ducks in a decorative style. He creates carvings for his collection or to give as gifts to loved ones. One of his proudest accomplishments is the look of joy on his grandchildren’s faces when they receive a carving. Freddie is part of a group of carvers that promotes Cajun heritage, decoys, carving and keeping the age-old tradition thriving. The group also sponsors the Cajun Heritage

40th Annual

Festival, which is entering its 40th year. “I enjoy the carving meetings and have never met a better group of people. Lafourche and Terrebonne have the best group of artists around,” he says. At one point, Freddie’s grandson even attended carving classes with him; something he took great pride in. “If you want to learn how to carve, this is the place to go,” he says.

right bass was obsolete and relegated to the trash heap of history, along with the 78, 45 and 33 rpm vinyl records, the Walkman Cassette player, 8-track cassettes and encyclopedias. Several companies made them but the Fender Precision was the gold standard but more expensive. So I found a “Kay” brand at a pawn shop for $50 dollars. Bringing it home I learned my first lesson about a solid body electric bass. It don’t make no sound, no way, no how without an amplifier and playing it on my small guitar amp would pop the speaker. With very low volume and my ability with the guitar, the transition was easy, and I found out I was a better bass man than a guitar man. Reason: less strings, less chords to hit, less finger positions to manipulate and less brain power needed. Since less was what I had, it worked out fine. Still learning but comfortable, I sat in with friendly country, rock and pop bands using their equipment. Since no one threw me out, I assumed I had become at least adequate. I got better. (Proof: I was voted best bass player for 1972 at the Lafayette Cajun festival.) Problem two: I needed a bass amplifier and a band who would hire me. When Fender invented the Precision bass he invented its mate, the “Bassman” amplifier with a heavy duty 15-inch quality Jensen speaker, but it was expensive and too stylish to play a mere “Kay” bass on, therefore I put my brain to work, always a herculean task for me. During my music years I accumulated and stored amplifiers and a gaggle of 12-inch Jenson speakers. Coalescing four of them together would give me 33 inches more usable speaker power than a “Bassman”. My brother-in-law Johnny Curole was a carpenter so I had him build a four-foot square cabinet. Mike and I covered it with a porous blue satin cloth surrounded by 400 continuous brass tacks and screwed in four 12-inch Jensen high duty speakers from discarded amps and public address systems. My electrician brotherin-law Morris Guidry, Jr. hooked them to a 350 watts Peavey amplifier which already had several

Wisdom teeth

One day, a man walks into a dentist office and asks how much it will cost to extract wisdom teeth. “Eighty dollars, says the dentist. “That’s a ridiculous amount!, the man says. “Isn’t there a cheaper way?

“Well, the dentist says, “if you don’t use an aesthetic, I can knock the price down to $60. Looking annoyed the man says, “That’s still too

expensive! “Okay, says the dentist, “If I save on anesthetics and simply rip the teeth out with a pair of pliers, I can knock the price down to $20. “Nope, moans the man, “it’s still too much! “Well, says the dentist, scratching his head, “if I let one of my students do it, I suppose I can knock the price down to $10. “Marvelous! says the man, “Book my wife for next Tuesday.

SLHS looking for students to join JROTC

The Junior Reserve Officer Training Corps program or JROTC is thought of as a program to help introduce students to leadership and teamwork. Though this is true, there is much more to JROTC than that. Students from South Lafourche High School join JROTC for a variety of reasons, according to instructor, First Sergeant Joseph Nowakowski. “Sometimes students want to try something new, to develop leadership qualities, be part of a team; some actually join because they plan to be a future leader.” Graduating cadets go out into the real world with a head start, preparing them for college and work. If they join any branch of service Army, Navy, Air Force, or Marines they can receive a promotion to a higher rank giving them an edge when they enter the service. However, the primary reason for the JROTC program is to have the students become better citizens by letting them lead. There are a variety of teams to join and activities to do for people of all sorts. Whether you want to spin lead rifles on the competitive exhibition team, or test your intelligence against programs across the nation, JROTC has something for you. Cadet Henri Delancey, a student at South Lafourche and member of the program, was looking for something unique. “I joined because it was different and I hadn’t heard about it, so it was a new experience,” he said. Delancey enjoys the program’s community service. “We do a lot of charity and volunteer work in the community. On Veterans’ Day we visit veterans at all the local schools and get to eat with the veterans at South Lafourche High. Our food drive to collect canned goods for the needy was successful this year and we plan to conduct two next year. To honor all service members we provide funeral details in the community. Most students don’t how rewarding and fun JROTC really is at South Lafourche High until they experience it.” Cadet Gabriel Arocha said the program can be rewarding. “As much as you put into the program is what you will get out of it.” Any student may join JROTC regardless of any disabilities.
