Nicholls to award over 700 degrees at commencement May 16

Nicholls State University will award more than 700 degrees during its spring commencement Saturday, May 16 in Stopher Gymnasium on the Thibodaux campus. Ceremonies will begin at 10 a.m. for College of Arts and Sciences, College of Education and College of Nursing and Allied Health graduates and at 2 p.m. for College of Business Administration and University College graduates. The keynote address will be delivered by Nicholls President Bruce T. Murphy, who has led the university since January 2014. Before joining the Nicholls family, Murphy served eight years as vice president for academic affairs at Air University in Montgomery, Alabama. See Nicholls Page 5-A

Blood drives to benefit LPSO deputy

Sheriff Craig Webre and the men and women of the Lafourche Parish Sheriff’s Office are asking the public to donate blood for a fellow deputy recently diagnosed with cancer. In April, Lieutenant Courtney Curole was diagnosed with Acute Myeloid Leukemia, a rapidly-progressing cancer of the blood and bone marrow. See Benefit Page 5-A

Just when you thought it was safe to go in the water … According to officials, spotting an alligator on a Grand Isle beach is not as uncommon as one might think. Authorities apparently pick up over a dozen or so a year. It’s more common when heavy rains occur pushing the fresh water into the Gulf. This is likely what happened to this alligator, spotted on Sunday, after the heavy rains from last week’s storms. Still worried about sharks?

Jindal tax plan temporarily stalls, but revived within hours

In Saturday’s election, Lafourche Parish voters approved proposals to raise the sales tax for drainage and levee projects and redirect money for safety at parish schools. With voter turnout light, (only 6.9 percent of the nearly 46,000 voters casting ballots on this proposal), those who did make it to the polls increased the sales tax by a quarter-cent for the North Lafourche Levee District. The vote was 1,734 (57 percent) in favor and 1,307 (43 percent) opposed. Only voters within the District, which includes the northern end of the parish to the Intracoastal Waterway in Larose, voted on this measure. Money from the sales tax will be used to expedite drainage and flood protection projects for parish residents within the District’s boundaries. The tax is expected to raise an additional $2.2 million a year for the levee district, which now takes in about $3.5 million a year from property taxes. The tax takes effect July 1 and will not expire. See Voters Page 5-A

BATON ROUGE, La. (AP) — A key piece of Gov. Bobby Jindal’s proposal to balance next year’s budget sputtered briefly in the House tax committee, which initially rejected the tax plan Monday only to revive it within hours and pass it. The proposal to scale back a tax credit for companies that pay local property taxes on their inventory could save the state hundreds of millions of dollars each year. But it faces strong opposition from business groups that call it a multimilliondollar tax hike on companies ranging from local car dealerships to large chemical manufacturers. The pro-business arguments initially appeared to sway the House Ways and Means Committee, which voted 9-7 against the measure by Rep. Bryan Adams, R-Gretna. But after a recess and behind-the-scenes negotiation by Committee Chairman Joel Robideaux, the committee returned and changed course. Lawmakers then voted 9-8 to advance the bill to the full House. The committee also approved a similar bill by Rep. Julie Stokes, R-Kenner, with a 13-3 vote. Robideaux, R-Lafayette, has been urging the committee to move bills to the House floor as leg-

islative leaders continue closed-door talks about how to balance next year’s budget and close a $1.6 billion gap without devastating colleges and health services. “We are giving the entire body the ability to debate the bills. We are not committing to vote ‘yes’ or ‘no’ on the floor,” Robideaux said to explain the votes. “We want as many of these bills on the floor so that we can consider everything.” The legislative session must end by June 11, and lawmakers have yet to come up with a plan to close next year’s shortfall. If lawmakers don’t agree with Jindal’s approach, they have to find another way to raise money — or they have to deeply cut state spending. If deep cuts must be made, public colleges and health care services for the poor, elderly and disabled are the most vulnerable. That’s because those are the least protected areas of the budget. Higher education leaders encouraged passage of Adams’ bill. “We want as many options on the table as possible,” said LSU System President F. King Alexander. See Jindal Page 5-A

In June of 2013, Gov. Bobby Jindal signed into law Senate Bill 238 sponsored by State Senator Norby Chabert which created the Leeville Fishing Village and Cultural Preservation Commission. One appointee each rests with Lafourche Parish District 9 Councilman (currently, Daniel Lorraine), Parish President (currently, Charlotte Randolph), State Senator District 20 (Chabert), State Representative (Jerry “Truck” Gisclair), and the Lieutenant Governor (Jay Dardenne). Councilman Lorraine, Senator Chabert, Representative Gisclair and Lt Governor Dardenne have all appointed their representatives. Sadly, two years after its inception, this Commission has yet to hold its first meeting. Parish President Charlotte Randolph, despite numerous requests from duly appointed members of the Commission, has failed to appoint a representative of the parish to the Commission. Hence the Commission remains dormant. Until such time as President Randolph chooses to

The Bayou Blazers Summer Track registration will be held on Mondays, May 11 and 18. The Political War of 1951, Part II

Harvey Peltier, Sr. and Dave Robichaux were political icons in Lafourche Parish, both actively involved in the 1952 election and both wealthy from oil leases and royalties. Mr. Peltier, a young Thibodaux attorney was elected State Representative in 1924 and State Senator from 1930 to 1940, and was campaign manager of … take a deep breath … Huey Long. He might have been young, but sure picked the right candidate for the time. Dave Robichaux, also politically motivated, was elected Lafourche Parish Assessor in the 1940’s with the Sam Jones/Jimmie Davis factions, along with Sheriff Dr. Charles Barker and Senator Walter Lanier. All three were defeated in the 1948 Earl Long landslide which led to the combative election of 1952. Peltier and Robichaux were cordial in mutual business affairs and served on bank boards together. Both were respected citizens but were political rivals. Come election time, it

was all’s fair in love, war and politics. Long supporters held practically all public offices in Louisiana and every parish had an opposition, so called ‘reform’ ticket trying to defeat them. Some were called the Lilly Whites, others the OOO’s, (out of office, I made that up), or Jones/Davis, and in Lafourche, All Parish. The Long faction did not believe there was any reforming to be done and a great majority of voters agreed with them in 1948. I had quit my $30 per week job at Golden Meadow Diesel to become a full time musician with Dudley Bernard and the Southern Serenaders, making over $50 a week. Sundays were double gigs, one from 2 to 4 at the Lovely Inn in Chenier, then 70 miles over mostly shell roads to The Rose Room in Chauvin, (Tee Caillou), playing from 8 to 12.

We also played five other clubs Tuesday to Saturday and had a live radio program Saturday mornings on Houma’s KCIL’s remote studio in Thibodaux. There was no KTIB, KLEB or KLRZ then. Lent meant 40 days without dances, a Catholic custom, so musicians starved. (Just kidding.) Not with Mama, Grandma and beaucou aunts around. It did allow me social time to hang out with a group of young men a few years older than I called the Pa Pee Yons (butterflies), a name inherited from their

father’s nickname. (My other social life is not column fodder). Their surname was Duet and included Cliff, who had lost an arm in the war, “Pupe”, “Rom all”, “Yeff”, “Le P’tee” and Leonce (“Fee ran”), who was married but escaped sometimes, my Uncle Roy Callais and neighbor John Adams. Most were veterans of World War II, an amazing family with little education but master carpenters and boat builders who could build a boat from scratch without a blue print. The ones not drafted were in

great demand at Higgins Industries in New Orleans, building boats where my Dad also worked. Unlike today’s gangs, they were law-abiding citizens who loved dances, fairs and social gatherings. They tolerated me, so I followed. The strongest thing we drank was beer and our hobby was meeting at ones house listening to Jimmie Rodgers, Rex Griffin and Ernest Tubb records. Oh, and something else … they loved political rallies. Historically, political rallies invited all voters and candidates. NOT in 1948

Lafourche! Rallies were for supporters. Detected opponents were affronted and accused of spying. Actual spies were across the bayou recording the sound trucks. Tape recorders, a gadget invented by Germans in World War II, recorded everything and criticisms were answered at their opponents’ next rally. That’s how the game was played and every faction played it. Following them to rallies had family repercussions for me. My friends supported a young veteran, Eddie St. Marie for sheriff who was accompanied by a dynamic young speaker who kept us enthralled. This was before he became a lawyer, a state representative, a Lt. Governor candidate with Robert Kennon, (his second unsuccessful try), district attorney of Lafourche Parish, my lawyer at the Country Music Hall of Fame in Nashville, (1972), where I donated a rare and valuable Jimmie Rodgers record, and a dear friend to Vin Bruce and I. His name was Frances Dugas. BYE NOW.

Voters parishwide elected to rededicate 4 of 15.2 mills, or about $3.8 million, to pay off construction bonds, to increase safety measures in Lafourche Parish schools. In this election 3,564 votes (only 6.3 percent turnout) were cast. The measure received 2,242 (63 percent) yes votes to 1,322 (37 percent) no votes. A mill is $1 in tax levied on every $1,000 of taxable property. The measure will not increase taxes and will be renewable in 10 years. The funds generated from this tax will be used to provide additional support to public elementary and secondary schools in the District, in particular to expand the District’s comprehensive safety and security program for students and staff (including, but not limited to, creating singlepoint entry at schools, additional security cameras, alarm systems, capital improvements and School Resource Officers, and staff to address bullying/cyberbullying and student/related services).

Sheriff asks for public’s help to locate missing Choupic man

She is currently receiving aggressive chemotherapy treatment. Curole is an 11-year veteran of the Sheriff’s Office and currently serves as a Shift Supervisor in the Patrol Division where she has spent most of her career. Many residents may recognize Curole from the Bayou Country Children’s Museum as she was the very first Coordinator of the “Safetyville” exhibit when the museum opened. At age 33, she is also a mother of two children and is engaged to Sergeant Todd Prevost, also of the LPSO. The United Blood Services Bloodmobile will be in Lafourche Parish for two replenishment blood drives in the next two weeks. The first blood drive will be Thursday, May 7 from 1 p.m. to 5 p.m. at the LPSO Criminal Operations Center, located at 805 Crescent Avenue in Lockport. The second will be held Tuesday, May 12 from 1 p.m. to 5 p.m. at the LPSO Administrative Office, located at 200 Canal Boulevard in Thibodaux. All donations will result in a monetary credit toward Curole’s medical expenses. A blood donation also ensures blood is available for the next patient in need. Anyone unable to donate during these blood drives may still contribute by donating blood at any United Blood Services location in Lieutenant Curole’s name.

Lafourche Parish Sheriff’s Office is asking for the public’s help in locating 31year-old Chad Chad Babin Michael Babin of 1526 Highway 304 in Choupic. Babin has been missing since Friday, May 1. Patrol deputies, detectives and volunteers from the local fire departments began searching for Babin on Sunday when the family initially reported him missing, and that search has continued through the day on Monday. Chad Babin is described as 5’10” tall, and he weighs around 150 pounds. He has a fair complexion, brown eyes, short brown hair, as well as a goatee and a mustache. Anyone with information on Babin’s whereabouts is asked to call the Lafourche Parish Sheriff’s Office Criminal Investigations Division at (985) 532-4326, or simply dial 9-1-1.

US oil and natural gas rig count drops by 27

Oilfield services company Baker Hughes Inc. says the number of rigs exploring for oil and natural gas in the U.S. declined by 27 this week to 905 amid depressed oil prices. Houston-based Baker Hughes said Friday that 679 rigs were seeking oil and 222 explored for natural gas. Four were listed as miscellaneous. A year ago, 1,854 rigs were active. Among major oil- and gas-producing states, Texas lost 13 rigs; Oklahoma lost seven; New Mexico and Pennsylvania were each down two; and Alaska, Arkansas, Kansas and Louisiana were each down one. North Dakota and Wyoming each gained one rig. California, Colorado, Ohio, Utah and West Virginia were unchanged. The U.S. rig count peaked at 4,530 in 1981 and bottomed at 488 in 1999. ___

Lawmakers reject pension check increase for state retirees

BATON ROUGE, La. (AP) — An effort to give retired state employees and teachers a cost-of-living increase in their pension checks has stalled. The House Retirement Committee deadlocked in a 6-6 vote Thursday on the proposal by Rep. Sam Jones, a Democrat from Franklin, effectively killing the 1.5 percent cost-of-living adjustment. Jones described escalating expenses for retirees, particularly double-digit increases in the state health insurance program. Gov. Bobby Jindal’s administration opposed the pension hike. Ben Huxen, with the Division of Administration, said the bill would violate a law enacted last year to strengthen retirement plan finances. He said it could weaken Louisiana’s standing with credit rating agencies. NEW YORK (AP) — Bobby Jindal, the Louisiana governor and possible Republican presidential candidate, has a book coming out in October. Threshold Editions announced Tuesday that Jindal has a deal with the publisher for “American Will: The Forgotten Choices That Changed Our Republic.” In a statement issued through Threshold, Jindal called the book a work of history and “a call to arms” for the future as he reviews events ranging from the Louisiana Purchase to the Cold War. In a reference to the next presidential election, Threshold’s announcement notes that the book offers “dramatic tales that demonstrate the courage, faith, and vision that we need in 2016.” Jindal has said he will decide whether to run after the state legislative session ends in June. Festival organizers released attendance figures late Monday. Overall attendance for 2014 was 435,000. The 2012 mark of 450,000 was propelled by first weekend performances by Bruce Springsteen and The Beach Boys. The festival is held over two weekends, the first of which this year was drowned by rain and forced the shutdown of some stages early. As a thunderstorm approached, country superstar Keith Urban and his band took to the stage ahead of schedule on the festival’s opening day to get some tunes in before the rain fell. However, John’s debut Saturday performance on the second weekend was sun-kissed. It was preceded by the sounds of piano legend Jerry Lee Lewis and drew thousands to the festival’s largest stage. Fans were packed, elbow-toelbow across the field and extended to the outer fence around the dirt track. The huge crowd had some fans suggesting to media there should be a cap on the number of tickets sold for the festival, especially on days drawing popular headliners such as John. New Louisiana public school student ID system developed

BATON ROUGE, La. (AP) — Public school students will soon be assigned new student identification numbers. The state education department says the Louisiana Secure Student ID system required under state law has been developed.

Agency spokesman Barry Landry says the department is working with school districts to test the new system and regional trainings begin Thursday. Lawmakers required the state to move away from using social security numbers to identify students in a law passed last year that also added new privacy protections for student data. Parents had pressed for more protections of the information collected on students, raising concerns about identity theft and sensitive data being improperly shared. The education department was required to complete the student identification system by last week. Local school boards must assign each student a number by June 1.

Visitation was held on Wednesday, May 6, at Our Lady of the Rosary Catholic Church from 10:00 a.m. until funeral time. A Mass of Christian Burial was celebrated at 12:00 p.m. with burial to follow in the church cemetery. She is survived by her daughters, Anna Thibodeaux and Paula T. Hebert; son Murphy J. A hearing was held on the following proposed ordinance which will again be heard at the regular meeting of May 12, 2015 at which time it will be eligible for adoption: ORDINANCE NO. ___ An ordinance amending the Town of Grand Isle Zoning Code: Appendix A 1.809 – Recreational Vehicles: regulations - allowing two Recreational Vehicles on a private lot. A hearing was held on the following proposed resolution which will be presented for adoption a the meeting of May 26, 2015. RESOLUTION NO. ____

A resolution adopting the 2015 Town of Grand Isle Property Tax Millage. NOW, THEREFORE, BE IT RESOLVED BY the Town Council of the Town of Grand Isle, Jefferson Parish, Louisiana that the following millage (s) are hereby levied on the 2015 tax roll on all property subject to taxation by the Town of Grand Isle: GENERAL —————————— ————————6.81 mills WATER & GAS SYSTEM ——— —————5.06 mills BE IT FURTHER RESOLVED that the proper administrative officials of the Parish of Jefferson, State of Louisiana, be and they are hereby empowered, authorized, and directed to spread said taxes, as hereinabove set forth, upon the assessment roll of said Parish for the year 2015, and to make the collection of the taxes imposed for and on behalf of the taxing authority, according to law, and that the taxes herein levied shall become a permanent lien and privilege on all property subject to taxation as herein set forth, and collection thereof shall be enforceable in the manner by law. Police Chief Dubois was recognized and gave the following police report: For the period of April 15 thru 27, 2015 there was 1 arrest, 10 medical calls and 3 citations issued; call outs handled totaled 346; fines collected totaled $2,072.50. The following ordinances were introduced with hearings scheduled for the regular town meetings of May 12, 2015 and May 26, 2015 at which time they will be eligible for adoption: ORDINANCE NO. ___ An ordinance amending Ordinance No. 857 dividing the property of Seaside at Grand Isle, LLC. into 10 lots, all being part of a tract of land according to a plan of Charles L. McDonald Land Surveyor, dated 20 February 2008 to include the land is in the Seaside Grand Isle Subdivision. ORDINANCE NO. ___ An ordinance amending the Town of Grand Isle operating budget for fiscal year beginning July 1, 2014 and ending June 30, 2015. A joint motion by the Council was unanimously agreed upon to accept the proposal of National Corrosion Service,

Inc. of $1,550.00 to perform an inspection required to maintain the gas system in compliance with state and federal regulations concerning pressure limiting and regulating stations testing. A joint motion by the Council was unanimously agreed upon to approve the beer and liquor licenses for fiscal year 2014-15 for Grand Isle Property Management-Island Time Bar and Grand Isle Property Management-Hurricane Hole Marina both located at 1851 Louisiana Highway One. A joint motion by the Council was unanimously agreed upon to waive the Multiplex Center rental fees for the Grand Isle Headstart graduation ceremony on May 7, 2015. Council Member Jay Lafont requests/reports: 1. Requested a “Children at Play” sign on Adam Lane pass the Shell Station. Council Member Stephen Resweber requests/reports: 1. Thanked Chris Hernandez and his crew for handling a drainage problem on Cemetery Lane next to the home of James Santiny. Mayor’s report: 1. Had meeting with FEMA representatives to close out project worksheets before the deadline of August 1, 2015. 2. Announced that the Mayor’s Conference this past weekend had a large attendance and was a great success. 3. Will be in Baton Rouge tomorrow for LMA meetings to lobby for new laws that will help municipalities. 4. Announced that there were three bids for the Levee Board project on FiFi Island and there will be a meeting to award the bid next week. 5. Working with the State Park on an agreement for the town to provide assistance in cleaning their beach. 6. Congratulated Bonnie Pizani and all the town employees who participated in the Clean City Contest. Grand Isle won 1st place in the State in our category.
