BATON ROUGE, La. (AP) — A $24.5 billion budget proposal for next year that uses dollars from anticipated increases in taxes and fees to protect public health care services and colleges from cuts received support Monday from the Louisiana Senate. Senators’ 36-3 vote set up the dividing line between lawmakers in the House and Senate who are trying to cobble together a deal on budget and taxes for the fiscal year that begins July 1, with only days remaining in the legislative session. Gov. Bobby Jindal, planning a presidential campaign, is threatening to veto the financing plans if the deal doesn’t meet parameters designed to protect his anti-tax record. So far, senators have been more receptive to meeting Jindal’s restrictions than the House. The legislative session must end by 6 p.m. Thursday. Senate Finance Committee Chairman Jack Donahue described the package of budget and tax measures passed in the Senate as containing “enough money to fund higher education and health care as we think is necessary.” “We tried to come up with reasonable solutions,” said Donahue, R-Mandeville. The Senate version of next year’s budget contains at least $200 million more in spending than the House version, most of it poured into health services for the poor. House leaders support many of the spending addons but object to some of the Senate tax increases proposed to pay for them. Both the House and Senate have agreed to raise cigarette taxes, close tax loopholes, shrink tax break programs and scale back business subsidies to drum up new money for next year’s budget. The Cut Off Youth Center recently underwent renovations to the building’s facilities, courtesy of a grant the parish gave the Center last fall, along with partners, the New Orleans Saints, Chevron and Offshore Liftboats, LLC. Family uses faith to draw answers after drowning Gazette Staff Reports
Seven-year-old Owen Matherne was a sweet, fun-loving child – the kind that could brighten your day just simply with his presence in the room. He was always happy. He lived with exuberance and a zest for people of all ages. Owen lived so innocently and pure. His sudden, tragic departure leaves a hole in our community that has many calling for prayers and rallying around faith for answers. The young boy died on June 1, the tragic victim of a drowning accident that took place at a residence in the 3500 block of La. Highway 308 in Raceland just two days earlier. He was at a pool party with several others when the accidental drowning occurred. Gone too soon – the victim of a terrible accident, the boy’s parents Nicholas and Sarah Matherne are asking for prayers this week as they cope with their loss. The parents said they will always love and remember their boy, but through faith, they understand that they have to accept that he’s been called by God to live eternally in Heaven. Photos of the young boy flashing that memorable smile lined the wall of the church during his wake and funeral – a testament to the happiness he shared to all. “Sarah and I want to thank everyone for their
outpouring of love and prayers for us and especially for Owen,” the boy’s father Nicholas said in a statement. “God has called our baby home where he is living forever in peace and happiness. Owen experienced life with such wonder and amazement, and we have no doubt that he is experiencing Heaven in the same way.” “The outpouring of love, prayers and generosity that we’ve experienced over the past few days has been nothing short of overwhelming…,” Owen’s mother Sarah Matherne added. “We humbly ask for continued prayers for our family as we will need them now and always, and I can promise that our family, including Owen, will pray for you in return.” The entire thing happened so fast. At 2:40 p.m., on May 30, Lafourche Parish Sheriff’s Office deputies and volunteer firefighters from the Lafourche Fire District No. 1 were called to the home in Raceland in reference to a possible drowning. Young Owen was one of many children swimming on that day. Sometime during the fun going on in the pool, he went under and wasn’t able to come up, which prompted the call. When authorities arrived, Owen was lying near the pool. He didn’t have a pulse and was not breathing. Someone at the residence had already begun chest compressions. EMTs arrived and provided further medical treatment. The efforts continued for 45 minutes, but the young boy was unable to regain a pulse or begin breathing. See Faith Page 5-A
As the Atlantic basin hurricane season of 2015 begins and residents of coastal Louisiana start to cast watchful eyes towards the Gulf of Mexico, the South Lafourche Levee District is progressing with a series of improvements on the ring levee system surrounding the 10th Ward. At the Leon Theriot lock south of Golden Meadow, a sheet pile wall has been installed to a height of 16 feet. The wall will match the height of the gates that were recently raised to that level. “The levee height in this area has been raised to a height of 18 feet, a bit higher than expected due to some extra material that we were able to make good use of,” said Windell Curole, General Manager of the District. On the west side of Bayou Lafourche, from the Leon Theriot lock north to near the Apache dock in Golden Meadow, the levee in this segment has been raised from a height of 12 feet to 16 feet. Clearing work has begun for improvements to the segment from the Apache dock north to the Oakridge Park area in Golden Meadow. This levee section will be raised from a current height of 15 feet to 16 feet. From Oakridge Park in Golden Meadow north to the Cote Blanche Connection roadway in Cut Off is a recently completed $9 million project that was the district’s largest improvement to date. Having begun over two years ago, this lengthy segment was raised to some 16 feet on the southern end and to 13 feet on the northern portion in Cut Off. Work has also been completed on the west side segment running from the Cote Blanche Connection north to the intersection of Louisiana Highway 24 in Larose. See Levee Page 3-A
Galliano man killed in Lafourche Crash
Shortly after 8:30 a.m. Monday, Troopers from Louisiana State Police Troop C began investigating a fatality crash that claimed the life of a 64 year old Galliano man on LA 1 in Lafourche Parish. The investigation revealed that a 2000 Dodge Ram was pulling out of a private drive and attempted to make a northbound turn onto LA 1. The Dodge was being driven by James Guidry, 64, of Galliano. The Dodge pulled into the path of a 2013 Chevrolet Malibu that was traveling south on LA 1. The Chevrolet was being driven by Merissa Shambach, 20, of Golden Meadow. The two vehicles struck in the southbound lane of LA 1, just south of Golden Meadow. Guidry, who was not wearing a seat belt, was pronounced dead on the scene by the Lafourche Parish Coroner’s Office. Shambach, who was wearing a seat belt, was transported to Our Lady of the Sea Hospital with minor injuries. Shambach submitted to a breath test and was cleared of any alcohol involvement. This crash remains under investigation. Impairment is not suspected for Guidry, but routine toxicology tests are pending. Motorists that witness hazardous situations are urged to call *LSP (*577) and report that activity to the Louisiana State Police.

Man shot and killed on Interstate 10 in eastern New Orleans
NEW ORLEANS (AP) — Police are investigating a shooting in New Orleans that left one man dead. Multiple news outlets report it happened Sunday around 7:09 p.m. on Interstate 10 eastbound. Police say the victim, who has not been identified, was driving when another car pulled alongside his and opened fire. The victim’s Chevy Malibu then crashed through a chain-link fence on the right side of the interstate. The victim was struck by bullets multiple times and was pronounced dead on the scene. The three passengers in the car with the victim were not injured. Police shut down traffic lanes to collect shell casings. __________________

Friday on suspicion of negligent homicide in the death of Angel Green. Newman owns the unlicensed day care. Wright is an employee there. Authorities say Wright and Newman used a day care van to take 16 children, including Angel, to get lunch at Jehovah Ministry in Baton Rouge and forgot to get the girl out of the vehicle. Staff at the hospital told police Angel’s body temperature was 108 degrees. Newman had recently had her day care license revoked for having too few attendants for the number of children. __________________
Barnes was transported to Thibodaux Regional Medical Center, but later died from his injuries. The pickup truck was driven by 70-year-old Dale Jackson of Houma. Thibodaux man struck and killed while riding bicycle
GRAY, La. (AP) — A Thibodaux man who was struck while riding his bicycle in Terrebonne Parish has died of his injuries. In a statement released Saturday, Louisiana State Police say 55-year-old Richard Barnes was struck by a pickup truck Friday night while attempting to cross both lanes of Louisiana Highway 24 in Gray.

LSU professor killed after being struck by pickup truck
BATON ROUGE, La. (AP) — Police say a Louisiana State University professor has died after being struck by a pickup truck in East Feliciana Parish as she walked with a broken bicycle. Multiple news outlets report 63-year-old Elisabeth Oliver was walking in the southbound lane of Louisiana Highway 952 about noon Sunday after the bicycle she had been riding had mechanical problems. A pickup truck driven by a 79-year-old man came out of a right-hand curve and struck Oliver. She was taken to Our Lady of the Lake Hospital, where she was pronounced dead. State Police do not suspect impairment was a factor in the crash. Authorities say the driver showed no detectable signs of alcohol when given a chemical breath test. The crash is under investigation, and no charges have been filed. __________________
Initial unemployment claims rise in Louisiana
BATON ROUGE, La. (AP) — The state labor department says first-time claims for unemployment insurance in Louisiana for the week ending May 30 increased to 3,299 from the previous week’s total of 3,166. Health and social assistance had the largest increase in the intital claims. For the comparable week a year earlier, officials said Friday there were 2,976 initial claims. The four-week moving average, a less volatile measure, increased to 3,016 from the previous week’s average of 2,816. Continued unemployment claims for the week ending May 30 increased to 23,706 compared to 23,516 the previous week. The four-week moving average for such claims increased to 23,246 from the previous week’s average of 22,981. __________________

US oil and natural gas rig count drops by 7 to 868
HOUSTON (AP) — Oilfield services company Baker Hughes Inc. says the number of rigs exploring for oil and natural gas in the U.S. declined by seven this week to 868. Houston-based Baker Hughes said Friday 642 rigs were seeking oil and 222 explored for natural gas. Four were listed as miscellaneous. A year ago, with oil prices nearly double the current levels, 1,860 rigs were active. Among major oil- and gas-producing states, Texas lost five rigs and Colorado and New Mexico each declined by two. Arkansas, North Dakota, Ohio and Pennsylvania dropped one apiece. Louisiana gained three rigs, West Virginia was up two, and California and Kansas rose by one each. Alaska, Oklahoma, Utah and Wyoming were unchanged. __________________
Jindal’s presidential announcement to be in Kenner
BATON ROUGE, La. (AP) — It turns out Gov. Bobby Jindal’s presidential campaign decision won’t be announced in New Orleans exactly, but in the nearby suburb of Kenner. The Republican governor intends to announce his decision on the 2016 race June 24. Jindal’s chief political adviser, Timmy Teepell, had said last week that the event would be in New Orleans. A website set up by Jindal’s campaign exploratory committee shows the announcement will be in Kenner, at the Pontchartrain Center. When he was a congressman, Jindal lived in Kenner and represented the New Orleans suburbs. Teepell said Monday that Kenner’s location along Interstate 10 was convenient for people both in New Orleans and traveling from elsewhere. He also says it’s a short drive from the restaurant Drago’s “which has the best broiled oysters in America.” __________________

La. casino revenue up 10.9 percent
BATON ROUGE, La. (AP) — Louisiana’s 15 riverboats, four racetrack slots casinos and Harrah’s landbased casino brought in more than $237.1 million in May, 10.9 percent better than the $213.9 million the gambling halls won the year before. State police released the May figures on Monday. The Baton Rouge riverboats’ combined winnings were nearly $25.4 million in May, compared with more than $25.1 million in May 2014. Winnings in the New Orleans casino market were down 5.7 percent in May when compared with the year before. Lake Charles saw its winnings increase by 46.7 percent from May 2014. Shreveport-Bossier City was up 0.7 percent, with the six riverboat casinos and the slots at the Harrah’s racetrack bringing in nearly $66.8 million. The Opelousas market, represented by the slots at Evangeline Downs, was up by 2.1 percent to $8.6 million. __________________

The Senate is seeking a much higher tobacco tax rate that also would sweep in more types of tobacco products than the House sought. Also, the House disagrees with the Senate’s plan to make deeper reductions to Louisiana’s generous film tax credit program. The Senate also created a new $50 fee increase on car buyers. Sen. Karen Carter Peterson, D-New Orleans, was one of a few Democratic senators who opposed the budget proposal. She described it as “like writing a check and not knowing how much money is in the account” because it balances only if the House agrees to raise the same amount of revenue as the Senate did with a separate set of more than a dozen tax measures. “It’s very irresponsible to pass a budget without knowing how much money we have. And today we don’t know how much money we have,” she said. More than $500 million of the budget proposal would be tied to patchwork financing not expected to be available a year later — down from $1.2 billion this year, but still assuring the budget negotiations start with new gaps next year. “I don’t like a piecemeal approach to it, but I can’t do anything about that right now,” Donahue said. This portion of the flood protection system has been raised from a height of approximately 11 feet to 13 feet. Work in the Adam “Ted” Gisclair floodgates in Larose has raised the gates to a height of 13 feet from an original height of eight feet. These improvements complimented work done on the Intracoastal Canal floodwall where sheet piles were installed to bring the wall to a height of 13 feet above sea level from an original height of seven feet. On the east side of Bayou Lafourche, from Holy Rosary school to the Intracoastal Canal, sheet piles will be placed on the bayou batture, bringing the flood

Work here is bringing the levee from a height of 10 feet to 13 feet. Work in the Clovelly area on that portion of levee was recently completed and consisted of raising that levee segment to 13 feet as well. One of the first completed projects on this round of levee improvements took place on the east side section between the Clovelly area and Breton Canal in Galliano. The levee here was raised from a height of nine feet to a current height of 13 feet over two years ago. Only a few months of work remain on improvements on the east side section between Breton Canal and the LOOP area in Galliano. This $4 million project will raise this levee segment from some 10 feet to 14 feet once completed. Work was completed a few years ago on the section from the LOOP area south to the Yankee Canal in the Golden Meadow area. I don’t defend the action, after all I was opposed to Earl Long, but what Governor does not favor their supporters? A few days later I woke up to a knock on my door, and in walked Clinton Cheramie, Dave Robichaux and Dick Guidry. Dave said, “We need a campaign

He has a 5-year-old brother named Eli and a 2-year-old brother named Jack. The mother is seven months pregnant for another Matherne boy, who will be named Cole. “While we are experiencing sorrow now because he has left us, we know he is truly happy, and his smile will continue to brighten our days for years to come,” Nicholas Matherne said. “We believe Owen truly understood how special God’s gift of life to him was, and he treasured it each and every day. “We ask that you continue to pray for us, as we will most certainly need prayers. We pray for all of you and hope that you all hold your babies tight tonight and always.”

(Insert accused) and (insert accused) are waiting the same.” On the flip side I used “Bye Bye (insert accused sheriff candidate) instead of “Bye Bye Black Bird,” a 1920’s hit song. This was hardball politics and both sides played it. We recorded the songs at a small studio owned by a sound truck operator who was hired for the purpose of playing them all over the parish, but when he heard them it, he quit. “I ain’t driving the truck with those songs! Somebody will get sued or

shot,” he said and left. No one wanted to drive, so Dave Robichaux, who was footing the bill said, “I’ll drive the truck.” The next day the truck had a millionaire driver rolling it all over the parish, even in front of the opposing candidates’ homes. Today’s election campaigns are a shadow of their former selves; March breezes compared to yesterday’s hurricanes, dramatic events in an otherwise routine and sometimes dull life. Assessors and Clerks of Court are seldom challenged and in recent elections even a councilman and several school board members enjoyed a “free ride”. Our Sheriff, Craig Webre, who has brought stability and order to the office is serving his present term after having been reelected unopposed, which, in my research has not happened in over eighty years. Are campaigns less fun today? Some think so but a tough campaign is no fun for the candidate. My son Mike and I were certainly grateful for the three unopposed terms we both had as your Assessors. Though I will admit, those older days were certainly more exciting. BYE NOW!

BATON ROUGE, La. (AP) — LSU pitcher Jared Poche knows he isn’t going to overpower anyone, so he relies on his ability to control his pitches — and his emotions — to record outs at crucial moments. His latest exhibition of clutch pitching left Louisiana-Lafayette frustrated by all the runners they left in scoring position, gave the Tigers a reprieve from their own early inning struggles at the plate, and ultimately carried LSU to a 17th berth in the College World Series. Poche struck out seven and did not allow a run until the eighth inning, Kade Scivicque broke up a scoreless tie with a home run in the seventh, and LSU beat the Ragin’ Cajuns 6-3 on Sunday night to win the Baton Rouge super regional in a two-game sweep.

Multiple checkpoints planned for this week
The Lafourche Parish Sheriff’s Office will conduct multiple checkpoints this week in Lafourche Parish. Deputies will first conduct the weekly seat belt checkpoint during the daylight hours on Wednesday, June 10. Then on Friday, June 12, deputies will conduct another seat belt checkpoint followed by a DWI checkpoint on Friday night in Lafourche Parish, which will continue, into the early morning hours of Saturday, June 13. During the seat belt checkpoints, deputies will be checking motorists for seat belt and safety seat violation as well as other violations such as expired inspection tags. During the DWI checkpoint, deputies will be looking for drivers who are possibly impaired while checking for other traffic safety issues. Motorists suspected of DWI who refuse to submit to a Breathalyzer test will lose their driver’s license for one year (first offense). For a second offense, the penalty increases to two years. Anyone convicted of a DWI offense while their driver’s license is suspended because of another DWI offense will face automatic prison time. Lafourche Parish is also a “no refusal all the time” parish, meaning if a suspected drunk driver refuses a Breathalyzer test, deputies will seek a search warrant to have that person’s blood tested.

CARROLL ANGERON Carroll A. Angeron, a native of Galliano and resident of Larose, passed away on Wednesday, June 3, 2015, at the age of 74. A visitation was held at Samart-Mothe Funeral Home in Cut Off on Friday, June 5 from 11:00 a.m. until 1:30 p.m. A Mass of Christian Burial was held at Holy Rosary Catholic Church in Larose at 2:00 p.m. on Friday with burial in the church cemetery. Carroll is survived by his wife of 57 years, Audrey Guidroz Angeron; 2 daughters, Tamy Lasseigne (Bud) and Pam Pitre (David); 3 sons, Reese Angeron (Stephanie), Roddy Angeron (Mattie) and Reggie Angeron (Rachael); 14 grandchildren, 15 great-grandchildren with 3 great-grandchildren on the way; brother, Kirk Angeron (Angela); sisters, Shari David (Hilton) and Trudy Pierce (Farrell). He is preceded in death by his parents, Julian Angeron and Clara Pitre Angeron; father-inlaw, Edward Guidroz and mother-in-law, Mae Guidroz. Carroll was a family man who especially loved being a paw to his grandchildren; he enjoyed working outside and was an avid NASCAR fan. A Mass of Christian Burial was celebrated at 11:00 a.m. at St. Hilary of Poitiers Catholic with burial to follow at Holy Savior Catholic Cemetery in Lockport. He is survived by his wife of 57 years, Merlin Trosclair; daughters, Paulette T. Alario (Craig), Janiece T. Carlos (Woody); grandson, Shane Alario (Gretchen); great-grandchildren, Collin and Sadie Alario; brothers, Lloyd and John Trosclair; sisters, Lois Smith and Joyce Hebert. BECKY TORGRIMSON Becky “Mrs. Becky” Gordon Torgrimson, a native of Ponchatoula and a resident of Morgan City lost her battle to cancer on Thursday, June 4, 2015 at AMG Specialty Hospital in Houma. Becky is survived by her husband of 43 years, Reggy Torgrimson; one son, Sean Torgrimson Sr. and his wife, Crystal; four brothers, Charles Gordon and his wife, Cathy, Preston Joseph Gordon, Adam P. “Buddy” Gordon Jr., and David Allan Nettles; two sisters, Frances Gordon Rodrigue and her husband, Gus, and Sheila Ann Marshall and her husband, Ronnie; one brother-in-law, Rocky Torgrimson and his wife, Becky of Burney, CA; three sister-in-law, Connie Torgrimson, Cindy Broadway, and Denise Glover; seven grandchildren, Brittany Torgrimson, Jessica Torgrimson, Lesley Torgrimson, Lynze Belle, Noah Belle, Sean Torgrimson Jr., and Grant Andrew Torgrimson; three great grandchildren, Bailey Torgrimson, Mia and Emma Torgrimson and numerous nieces and nephews. She was reunited with her son, Les Torgrimson; her father, Adam P. Gordon Sr.; her mother, Walburgia Rebecca LeBlanc; her fatherin-law, Eugene Olaf Norman Torgrimson; her mother-in-law, Virginia Reagan; and her step-father-in-law, William Reagan. Devoted to her family and friends, Ms. Becky was a people person who gave freely to others. She was the type of person who would clean the table at the restaurant…next to her. Mrs. Becky was known as a giving woman who made lasting impressions on those she met. Hobbies for Mrs. Becky included camping, sailing, and pretty much an outdoor activity. Though she didn’t like small spaces, Becky became certified to Scuba Dive and once sky dived with her son. (He said he threw her from the plane). She had a wonderful sense of humor and a lot of energy. She loved ballroom dancing and her favorite words were seriously, and I kid you not. Ms. Becky was very business oriented which showed when she managed the family business, Crew Service. Visitation was observed on Tuesday, June 9, from 6 p.m. to 9 p.m. and again on Wednesday, June 10, from 8 a.m. until 11 a.m. at Hargrave Funeral Home. Ms. Becky was laid to rest in the Morgan City Mausoleum. ____________________________

Two arrested in attempted armed robbery in Raceland
Lafourche Parish Sheriff Craig Webre announced two men were arrested in connection with an attempted armed robbery in Raceland last week. Kyron Folse, 18, and Jassumen Price, 21, both of Raceland turned themselves over to authorities after learning of arrest warrants being issued. At around 9:45 p.m. on Tuesday, June 2, detectives responded to the 600 block of Market Street in Raceland in reference to an attempted armed robbery. Upon arrival, deputies learned a man had just arrived at his residence when
he was confronted outside by two men wearing bandanas over their faces. The men held him at gunpoint and demanded he empty his pockets and give them whatever he had on him. At that time, a family member heard the commotion outside the residence and proceeded to exit the residence. Upon seeing the family member exit the residence, the two masked men fled the scene, firing multiple shots while fleeing. Through investigation, detectives developed Kyron Folse and Jassumen Price as suspects and obtained arrest warrants.
On Friday, June 5, after learning of the active warrants for his arrest, Folse reported to the Lafourche Parish Detention Center in Thibodaux to turn himself over to authorities. There, he was booked on warrants for Attempted Armed Robbery and Criminal Trespassing, as well as on another outstanding warrant for Contempt of Court. He is being held in lieu of $61,000 bond as set by Judge Walter I Lanier III. Then, at around 10 p.m. on Monday, June 8, Price also reported to the Detention Center and turned himself over to au-
thorities. He was booked on the warrants for Attempted Armed Robbery and Criminal Trespassing and is being held in lieu of $51,000 bond as set by Judge Lanier.
