Governor agrees to legislative review of consulting contracts

BATON ROUGE, La. (AP) — Lawmakers will have new approval authority over consulting contracts signed across state agencies, in response to complaints about wasteful spending and after a state representative’s fiveyear struggle to get the provisions put in law. In the end, Rep. Jerome “Dee” Richard said he got his bill signed by voting with Gov. Bobby Jindal on another bill that was part of a state budget agreement. “I made a deal,” Richard, an independent from Thibodaux, said Monday. “I didn’t like it, but it’s an avenue to fund higher education. This was for the state of Louisiana. It’s a reform measure that we haven’t done in years. It brings transparency.” Most consulting and professional services contracts with a state price tag topping $40,000 annually will be subject to review from the Legislature’s joint budget committee for the next three years. If the committee doesn’t request a review within 30 days from receiving information about the contract, it will be deemed approved. If the committee rejects or reworks a contract, savings will go to a higher education fund. Jindal vetoed the proposal a year ago. Richard said he got Jindal’s signature in a trade for his vote on another bill the governor sought as part of a budget and tax deal. Richard said he agreed to support the creation of a tax credit, only on paper, that Jindal wanted to protect his antitax record nationally. See Governor Page 7-A

Another “Betsy” in the Gulf? Great White shark named Betsy visits Louisiana coastline

Satellite tracking data has revealed that a great white shark first tagged in Cape Cod has recently entered the Gulf of Mexico, paying an offseason visit to the Louisiana coastline. Non-profit group Ocearch has tagged numerous sharks worldwide, yet perhaps none are more famous than their great whites. While two white sharks in particular, Katharine and Mary Lee, have garnered a great deal of media attention since they were first tagged, another of their species has since decided to make her home in the Gulf of Mexico. The great white in question was named Betsy by the organization when she was tagged in August of 2013. According to the Ocearch website, the shark was first documented by the group in Cape Cod, the same region in which Katharine and Mary Lee were tagged. Un-

like those sharks, however, Betsy has kept a far lower profile, quite literally. Ocearch equips each of their sharks with a satellite tag that signals researchers when the animal’s fin breaks the surface. In the case of certain sharks, like Katharine, much of their time is spent in coastal waters or near the surface, and as a consequence they relay a great deal of data. Ocearch founder Chris Fischer has previously noted that Katharine in particular exhibits a dramatic coastal pattern and rises to the surface, “finning,” often, giving researchers a detailed record of her track. BATON ROUGE, La. (AP) — Gov. Bobby Jindal signed next year’s $24.5 billion budget Friday, along with the package of tax changes to balance the spending plan without steep reductions to public health care and colleges. The Republican governor agreed to a 50-cent cigarette tax hike that will boost the per-pack tax rate to 86 cents and to charge a new tax on electronic cigarettes and vapor products. He signed bills to cap the state’s payment on film tax credits at $180 million annually for the next three years and to scale back an array of other business subsidies by 20 percent, 25 percent and 28 percent across the board through June 2018. Signatures on the bills came despite threat of lawsuits by businesses that will be affected by the tax changes — and despite film industry claims that the cap legislation was a “death sentence” for Hollywood South and the thousands of jobs attached to it. Cheramie, a businessman, has operated grocery stores, oil field supply companies, and push boats throughout south Louisiana. Nicholls bass fishing reaches nationals, but needs help getting there

Did you know that Nicholls State University has a bass fishing team? Most don’t, so no worries. You’re not that far out of the loop. The team just started two years ago as a pipe dream of founder and Raceland native Tyler Rivet, who said he wasn’t ready to give up his rod and reel once his college days began. Today, it’s got about 20 members, and the majority of its events are in-house and are designed to raise money and awareness toward the club. “You know, I almost went to other schools – just because they had bass fishing teams,” Rivet said. “Being a collegiate angler was something that always excited me. So it turns out that I ended up wanting to be closer to home, so I went to Nicholls. When I got there, I said to myself, ‘Why don’t we make a team here?’ So we did.” But what’s perhaps more impressive than the team’s creation and inception is the success that it’s enjoyed, two years running. Rivet and partner Jess Robertson reached the Bassmasters Collegiate National Championships last year – the Super Bowl of the sport, which is growing in popularity more and more each year.

Robert Kennon won the governor’s race by a landslide in 1952, but after two days some local results were still undetermined. The Terrebonne votes for Clyde Caillouet were enough to declare him senator-elect over Leonard Toups; Max Rizan was reelected Lafourche Parish assessor over Dave Robichaux; R.J. Soignet had won one of two state representative seats; and Dick Guidry was 17 votes ahead of Harvey Peltier, Jr., for the other. Ambroise Landry had defeated incumbent Raoul Legendre for clerk of court and Dr. Philip Robichaux had been elected coroner in the first primary. All votes were in but the sheriff and representative races were too close to call, with Ducos slightly ahead and Guidry hanging on to his 17-vote lead. Shouts of “RECOUNTâ€? were heard. Accusations like “fraudâ€? and “stolen electionâ€? were rampant, creating openings for each party’s lawyers who galloped in like the cavalry and took over. Both sides filed petitions, restraining orders, briefs and other legal documents keeping everyone in suspense for weeks until it was announced that an agreement had been reached. Sheriff Frank Ducos was declared re-elected, and Dick Guidry became the youngest state representative ever by 17 votes. His record still stands today and in 2014 he was inducted into the Louisiana Political Hall Of Fame. He lived to receive that honor, but that’s the year he died, leaving behind a highly regarded legacy. Dick had attended my son Assessor Michael Martin’s funeral in March 2014, walking with a cane. Optimistic as always, he said: “Leroy, I don’t need this, but at our age, (one month apart), we should follow our doctors’ advice.â€? A few months later his son called telling me he had passed away. I lost a son and a best friend that year, and I frightfully suspect who’s next. Well, it’s been a great ride and I accept what the end results must be, but not eagerly. Enough self-pity ‌ back to the historic, sometimes amusing but always provocative Louisiana and Lafourche Parish political wars. Years later, a losing candidate in that election, who was by then a friend and an honored legislator, told this story to a small group of us at a social function: “We were warned by lawyers and concerned

party members that recounts were unpredictable and could go either way. We might gain a representative, but possibly lose a sheriff. The sheriff’s office was more important to us, so we threw in the towel.� There was no “victory parade� after this election as was usually the case, because neither faction was totally victorious. Although the “all parish� had elected their governor, senator, the two representatives, clerk of court and coroner, the “old regulars� had kept the powerful offices of sheriff and assessor. The Court House officials took or retained their offices while the three legislators went to Baton Rouge to help Governor Robert Kennon keep his promises. Among those were civil service laws to protect state employees, electronic voting machines to protect elections, right-to-work laws to protect all other employees, and certified drivers license examiners to protect lives on the highways. He kept his promises, which would prove to be a fatal political mistake for his future political career.

One of the promises Kennon kept was to bring stability to the drivers’ license problem in Louisiana, which was only used as a source of revenue. Licenses were issued on the front seat of State Troopers’ cars on practically any street corner ‌ just pay the fee, no questions asked. This practice had led to irresponsible drivers on the road and far too many accidents and deaths on the highways. That would soon change. New laws required that licenses should only be issued by trained, certified drivers license examiners at designated offices after written or oral and road tests. The duty to select the first of many examiners to be hired and trained, which would be in South Lafourche, rested on the shoulders of newly elected state representative Richard “Dickâ€? Guidry ‌ and guess who that would be? “Come Josephine in my automobile and away we’ll go, away we’ll go.â€? Sing along with me. More next week. BYE NOW! Figures released Monday by the U.S. Commerce Department showed growth rebounded from 0.5 percent in the last quarter of 2014. Louisiana trailed the national growth rate of 0.9 percent, ranking 35th among states. Personal income is all income received from every source, including wages, business owner profits, interest, dividends, rent and government transfers. Half of Louisiana’s growth came from transfer

payments from government sources, followed by workplace earnings. Negative performance in oil and gas extraction weighed down Louisiana’s performance. Top growth sectors were professional, scientific, and technical services; health care and social assistance and agriculture. Florida led states with growth at a 1.3 percent annual rate, while Iowa was last with a 1.2 percent decline. ___

NEW ORLEANS (AP) — With summer barely begun, forecasters are already issuing heat advisories for much of the Southeast. A heat index of 103 degrees was expected Monday in southeast Mississippi, south central and southwest Alabama and southeast Georgia. It’s expected to rise to between 103 and 109 through midweek and decrease slightly the next few days. National Weather Service forecaster John Moore III in Memphis, TN, says it’s unusual for temperatures there to rise so high in June. Temperatures nearing 100 degrees are expected in Memphis by Tuesday. He said normal is closer to 90 degrees. A heat index between 100 and 104 degrees is expected along the North and South Carolina coasts.

Louisiana’s unemployment rate stayed flat in May, even as more people found jobs. The state’s jobless rate remained level at 6.6 percent for the third month. That’s above the 5.9 percent the state recorded in May 2014. The number of people who told surveyors they had a job hit a record for the third month in a row. But the number of people in the labor force also hit a record for the third month, meaning the unemployment rate didn’t fall. Overall, growth in the labor force has outstripped the number of people finding jobs in the last year. While 146,000 Louisianans were unemployed in May, level with the number in April, there were 20,000 more unemployed workers than in May 2014. The national unemployment rate ticked up to 5.5 percent in May from 5.4 percent in April. It was down from 6.4 percent a year ago. ___

But in a Friday veto message, Jindal said the practice poses a “fundamental risk� to privacy. The Republican governor also said data collected through scans could be stolen or misused. Johns’ bill would have created a pilot program allowing the practice until 2021. Johns touted the technology as a way for police to cross-check license plates with police databases. If a scan showed a vehicle was stolen or uninsured, officers would have probable cause to make an arrest or issue a citation.

Also getting Jindal’s signature was a $50 fee increase for car buyers. In all, the governor supported bills that will raise more than $700 million to help finance state government operations in the fiscal year that begins July 1. The package of budget and tax bills passed in the final hours of the legislative session that ended last week, closing a difficult set of negotiations over how to address a $1.6 billion budget gap without damaging college campuses and health care programs for the poor. “The budget continues the trend of making smart reductions to the size of government, while strengthening the state’s health care system and protecting higher education,” Jindal said in a statement announcing the bill signing. Before signing the budget, he struck out more than $16 million in health care programs that would have been paid with hurricane recovery dollars. Jindal said federal restrictions don’t allow the money to be spent as lawmakers proposed. One of the vetoes was expected to shutter a program that cares for newborn and premature babies with severe medical conditions. Another Jindal veto removed language that would have barred the Louisiana State Police from paying for the governor’s security detail to travel with Jindal for “campaign purposes” as he readies a presidential campaign expected to be announced next week. To keep Jindal from vetoing the tax bills that helped balance next year’s budget, lawmakers on the last day of the session agreed to create a tax credit on paper to protect the governor’s anti-tax record. Jindal signed that measure into law Friday as well. The tax credit — called SAVE — doesn’t raise new money or cut anyone’s taxes, but was used by Jindal to claim an offset against other tax hikes balancing the budget. Jindal has closely guarded his record on a no-tax pledge he signed with an organization led by national anti-tax activist Grover Norquist. Lawmakers said they were embarrassed about the maneuver. Even those who supported the SAVE legislation called it a gimmick, but they said they’d rather pass it than face deep slashing to college campuses. Cheramie served as a member of Drainage District No.1 and currently serves as president of the Golden Meadow Carnival Club. As Nicholls State student Colby Mahfouz sat in a classroom listening to Wallace Center director Heather Benoit talking about the Beyond the Bell program a few weeks ago, he knew he wanted to get involved. After speaking to

Benoit and going to check out the center’s summer program for himself, the 22-year-old secondary education major jumped at the opportunity to become an intern at the center. “I sent in an application after talking with her (Benoit) and luckily I was

fortunate enough to get picked,” Mahfouz said. The summer program, which began June 1 and is being held Monday through Thursday from 11 a.m. to 3 p.m., is geared toward children 5 years and up. The program builds off another successful one held during the school year called Beyond the Bell. Beyond the Bell sought to assist children and teens with their homework along with providing enrichment activities throughout the week at the center. Beyond the Bell had an average of 40 children and teens attending the program daily from February through mid-May. The summer program, which explores different themes each week, has proven just as enriching for Colby as the children thus far. “I can’t say enough good things about the kids,” said the Bayou Vista native. “I’ve enjoyed helping the children grow, but in turn they’ve helped me to grow as well. It has been an amazing experience and reaffirmed my desire to be a

teacher one day.” According to Benoit, Mahfouz has quickly become an important asset to the center. “When first meeting Colby, I recognized his passion for kids instantly,” Benoit said. “Interacting with the children comes naturally to him, and the children truly enjoy his company.” Benoit said having interns and volunteers step up to assist these children is what makes programs like the summer one and Beyond the Bell work. “Volunteering in the community with the youth is not only rewarding, but life changing. You will learn more about yourself as a person and serve as a mentor to the youth,” she said. The Council for the Development of French in Louisiana (CODOFIL) is pleased to announce eight Escadrille candidates for the 2015-2016 school year. ELLA SCHOUEST Ella Mae Griffin Schouest, 85, a native and resident of Cut Off passed away Friday June 19, 2015. Visitation was held on Monday June 22, at Samart-Mothe Funeral Home in Cut Off from 5:00 p.m. till 9:00 p.m. and on Tuesday June 23, at Christian Fellowship Church from 8:00 a.m. till service time. Three people were arrested after agents discovered two active meth labs in Raceland Thursday night. Thomas Pellegrin, 57, Erik Rousse, 29, and Donna Folse, 52, all of Raceland, were arrested and each faces multiple charges in relation to the case. Agents had been conducting an investigation into the trio for several months, and on Thursday, June 18, they made contact with Folse and Rousse at their residence in the 4900 Block of LA Hwy. 1 in Raceland. Folse also had a juvenile relative present at the residence with them. They discovered Folse had just purchased pseudoephedrine and other items for Rousse who was actively making methamphetamine while the child was present at the residence. The Lafourche Parish Combined Meth Lab Response Team arrived on scene and began processing the meth lab at the residence. Rousse and Folse were arrested and transported to the Lafourche Parish Detention Center in Thibodaux. They were charged with one count each of creation or operation of a clandestine laboratory for the unlawful manufacture of a controlled dangerous substance and

cruelty to juveniles. They are being held in lieu of $15,000 bond each as set by Judge Christopher J. Boudreaux. Through further investigation, agents learned Pellegrin was also manufacturing methamphetamine at his residence in the 100 block of Guidroz Drive. Agents responded to the residence where they discovered Pellegrin to have approximately 1.1 gross grams of suspected methamphetamine in his possession, as well as several pills identified as a Schedule III controlled dangerous substance, and drug paraphernalia. After neutralizing the first lab, the meth lab response team relocated to Pellegrin’s residence and processed the lab there. Pellegrin was transported to the Detention Center where he was booked with creation or operation of a clandestine laboratory for the unlawful manufacture of a controlled dangerous substance, possession of a Schedule III controlled dangerous substance, possession of methamphetamine, and possession of drug paraphernalia. He is being held in lieu of $41,000 bond as set by Judge Boudreaux.

A Larose woman was charged with more than 50 counts of forgery and theft after stealing more than $12,000 from an elderly person. Cara Dubois, 28, was arrested Friday after admitting to the crimes. On June 16, detectives began investigating the case after an elderly Larose woman reported a woman, Cara Dubois, with whom the victim is familiar, had been stealing and cashing her checks. After looking further into the victim’s finances, detectives learned Dubois had also made charges to the victim’s credit card. In all, detectives discovered 49 instances where Dubois forged signatures in stealing more than $12,000 from the accounts. Detectives made contact with Dubois on Friday,

June 19 and she admitted to committing the crimes. She was placed under arrest Cara Dubois a n d transported to the Lafourche Parish Detention Center in Thibodaux. She was booked with 49 counts off forgery, two (2) counts of theft of assets of an aged/disabled person, and one (1) count of unauthorized use of an access card as theft. She is being held in lieu of $60,000 bond as set by Judge Christopher J. Boudreaux.

The LDEQ, Office of Environmental Services, is accepting written comments on a draft Louisiana Pollutant Discharge Elimination System (LPDES) permit prepared for Bollinger Shipyards Lockport, LLC, Bollinger Larose, LLC, P.O. Box 1410, Larose, Louisiana 70373. The facility is located at 1515 Highway 24, Larose, Lafourche Parish. Upon the effective date of the final permit, the LPDES permit shall replace the previously issued LPDES permit. The principal discharge from this existing source is made into the Intracoastal Waterway, waters of the state classified for primary contact recreation, secondary contact recreation and propagation of fish and wildlife. Under the SIC Code 3731, the applicant proposes to discharge facility ballast and/or void water, external equipment and vehicle wash wastewater, hydrostatic test wastewater and treated sanitary wastewater from an existing marine vessel and barge maintenance and repair facility. During the preparation of this permit, it has been determined that the discharge will have no adverse impact on the existing uses of the receiving waterbody. Rainwater collection is a way to conserve water that can be adopted by both private homeowners and businesses. Harvesting water during peak times of precipitation ensures water will be on hand during drought or when water restrictions are implemented. Making use of rainwater reduces reliance on underground wells or municipal water systems. Harvesting rainwater also can help prevent flooding and soil erosion. The average homeowner can collect thousands of gallons of rainwater each year. the collection barrel or tank. As the rain falls, it will run down the roof and into the gutters before it streams into the downspouts. The downspout connected to the tank will deposit the water directly inside. Filters can be installed to help block the flow of debris. * Outfit the tank for overflow and water usage. A spigot and hose connection makes it easy to use the collected water for outdoor purposes. Many rainwater collection systems are designed with an overflow safeguard that will prevent the water from backing up through the system. It will divert the rainwater back out of the downspout when the barrel or tank is full. A rainwater collection system harnesses a natural source of water to be used for gardens and other outdoor purposes. This water doesn’t contain chlorine or other additives, making it relatively clean and safe to use. Homeowners should check to see if a permit is necessary to install a rainwater collection system and then begin gathering water for various uses.
