Budget has $134M gap as fiscal year nears its end

BATON ROUGE, La. (AP) — More than $134 million in piecemeal funding that Gov. Bobby Jindal and lawmakers used to balance this year’s budget has yet to arrive in the state treasury, with the end of the fiscal year only days away. The dollars are largely supposed to come from hospital lease payments, property sales and hurricane recovery spending reimbursements, according to a list from Treasurer John Kennedy’s office. Commissioner of Administration Kristy Nichols, the governor’s chief budget adviser, said she expects the money to arrive and the 2013-14 budget to avoid a deficit. “Fiscal year 2014 is fully funded. Any speculation to the contrary has no basis in fact,” Nichols said in a statement.

Lafourche Parish Assessor Wendy Thibodeaux addressed the Parish Council at Tuesday night’s public meeting, introducing her office’s newest resource—an interactive geoportal mapping system for the entire parish. A project begun several years ago under then-Parish Assessor Michael Martin, Thibodeaux’s office hired Geographic Computer Technologies (GCT) of Metairie, LA to design and implement a geographic information system which can help the user find any parcel of land in the parish, identify ownership, and access the tax rolls which apply to that parcel. GCT is a full service information technology company which has been in the business of planning, development, and implementation of geographic information systems (GIS) for the past 10 years and was selected New ESRI Business Partner of the Year in 2002. ESRI is the acronym for the Environmental Systems Research Institute, an international supplier of Geographic Information System software. “Mike Martin and I worked on this project for the last seven years. We sat down each year and decided how many parcels we could afford to draw.” See Assessor Page 5-A

Galliano Pontoon Bridge to close for repairs

On Monday, June 30th, beginning at 7 a.m., the Galliano Pontoon Bridge will be closed to vehicular and marine traffic for preventative maintenance and repairs. The bridge will be closed to both vehicular and marine traffic, but will open for marine traffic later in the day. The repairs should take approximately 3 to 4 days.

Ro-Duz Ranch in Galliano, a non-profit organization, held two ‘horse camps’ this month to help offset expenses incurred in the feeding and caring of the ranch’s animals, particularly the horses. The animals welcomed children who learn everything horse – grooming, saddling and tacking, riding and safety. “The kids learn and have so much fun and the horses continue to be enjoyed and loved,” said ranch owner Cheryl Cheramie Diaz. The Horse Camp has now become a regular occurrence and has welcomed hundreds of children over the past five years. All proceeds from the camps go directly to the farm for upkeep. The Ranch also rescues other abused and neglected animals and could always use monetary donations, along with halters, feed, feed buckets, brushes, old quilts and blankets for winter, etc. To donate to Ro-Duz Ranch, or for more information, call (985) 475-7272 or (985) 637-7273. Chief Juvenile Prosecutor and former bar president announces candidacy for judge

Anthony P. “Tony” Lewis, who has served Lafourche Parish as its Chief Juvenile Prosecutor for nearly twelve years, will seek election to replace Judge Jerome J. Barbera III who will Anthony Lewis be retiring at the end of this year. As the District Attorney’s Chief Juvenile Prosecutor, Lewis is performing the same job that Judge Barbera performed prior to his becoming a judge. Lewis began his legal career as a Judicial Law Clerk for the Late Honorable Bernard L. Knobloch and served in that capacity for three years, gaining experience in legal research, judicial deliberation, courtroom procedure and administration, appellate procedure and drafting legal documents. Brothers arrested for stealing in separate incidents on same street

Two brothers have been arrested for separate stealing crimes that occurred on the same street in Larose. Dustin Allen, 19, and Dezman Allen, 18, both of 204 Sunny Acres Dezman Allen Drive in Larose, were arrested this week following investigations into separate incidents. On Wednesday, June 18, deputies responded to a report of a burglary on Gaspard Drive in Larose. During the burglary, over $1,000 in cash was allegedly stolen along with

prescription medication. Through investigation, detectives developed Dezman Allen as a suspect and brought him in for questioning on Monday, June 23. During questionDustin Allen ing, Allen confessed to his involvement and he was placed under arrest. He was transported to the Lafourche Parish Detention Center in Thibodaux where he was booked with simple burglary of an inhabited dwelling, a felony. See Brothers Page 5-A

Port Fourchon uses Port Security Funds to build Emergency Operation Center WASHINGTON — U.S. Senator Mary L. Landrieu, D-La., the Chair of the Senate Homeland Security Appropriations Subcommittee, announced the bill to fund the Department of Homeland Security (DHS) for Fiscal Year 2015 includes $100 million for Port Security Grants. The bill passed the committee Thursday. “I’m committed to keeping our ports open for business. Debt recovery office able to seize casino winnings

BATON ROUGE, La. (AP) — A state debt collection office created by lawmakers last year now has the authority to seize casino and lottery winnings to pay off delinquent debts people owe to state agencies. But first the state Office of Debt Recovery and the casinos have to devise a computer database to check the names of gambling winners against the list of people who haven’t paid their debts. The bill allowing the seizure was sponsored by Republican Rep. Chris Broadwater of Hammond who pushed for the creation of the Office of Debt Recovery last year. Gov. Bobby Jindal’s office announced Tuesday that the governor has signed the measure into law. The first draw on any seized gambling winnings will be to pay back-owed child support. JACKSON, Miss. (AP) — One planned Mississippi Gulf Coast casino says it’s ready to start construction. The Mississippi Gaming Commission voted Thursday to approve the Scarlet Pearl casino to start construction in D’Iberville. The casino missed an earlier deadline to obtain financing, but officials say banks have now loaned the money to finance an investment of more than $250 million. Scarlet Pearl CEO George Toth says the company plans to start driving piles at its site on July 7 and hopes to open the casino and 300-room hotel tower before the beginning of 2016. Scarlet Pearl would be the 13th casino in Harrison and Hancock counties and the first new one to open since Biloxi’s $62 million Margaritaville Casino & Restaurant in 2012. ___

Stage being set for La. gay marriage rulings

NEW ORLEANS (AP) — A federal judge has set a midJuly deadline for filing briefs on multiple issues involving gay marriage in Louisiana. U.S. District Judge Martin Feldman has already heard arguments on some of those issues regarding Louisiana’s refusal to recognize the unions of gay couples legally married in other states. On Thursday, he set a July 16 deadline for attorneys to file briefs on related issues — including whether the state’s refusal to let samesex couples marry in the state violates their rights to due process and equal protection. Feldman will decide later whether to hold more arguments on those issues.

VFW Post 8538 of Larose held the Miss Hope for Equality pageant in May. Pageant winners included: Jr. Teen - Bailey Melancon, Miss - Allison Laux, Ms. - Laticia Dufrene, Ambassador Queen - Kenisha Ratcliff, Lady - Connie Becker, and Ms Classic - Pamela Andersen. Kenisha Ratcliff will be representing Lafourche in the USA National Special Olympics this summer.

Three teenagers were charged in a string of vehicle burglaries in the Larose area this week. Brody Guidry, Bryce Plaisance, and a 16-year-old juvenile all confessed to their involvement in the crimes. On Tuesday, June 24, deputies responded to reports of several vehicle burglaries from residents on several streets including West 11th, West 23rd and West 25th Streets. Several items of value were missing from inside their vehicles, including credit cards. Through investigation, detectives learned the stolen credit cards had been used at nearby stores and were able to obtain a surveillance photo from one of the stores. In doing so, they were able to identify Brody Guidry as a suspect in the burglaries. On Wednesday, June 25, Guidry turned himself in and admitted to his involvement in the burglaries. He also admitted to using a stolen credit card at multiple locations. A second subject, Bryce Plaisance, also turned himself in to detectives and admitted to accompanying

Guidry in the burglaries. Through further investigation, detectives learned a 16-year-old male was also involved. Investigators located the juvenile at his residence, and he confessed to his involvement as well. All three were charged with five counts of simple burglary of a motor vehicle, and Guidry was additionally charged with four counts of unauthorized use of an access card as theft. Guidry and Plaisance were arrested and transported to the Lafourche Parish Detention Center in Thibodaux. Guidry is currently being held in lieu of $70,000 bond, while Plaisance is being held in lieu of $50,000 bond. Both bond amounts were set by Judge Walter I Lanier III. The juvenile was released to the custody of his mother.

I would like to recount a personal story that really touched me deeply. A parishioner at St. Joseph Church in Chauvin asked me to visit her daughter, Stephanie, in the hospital who had a baby and was being treated for complications after the birth. When I arrived, the grandmother, mother, and baby were all in the same room. The mother was holding the 10day-old baby named Karlie. The baby seemed to be listening to my voice and looking for me. Shortly into the visit, a nurse came to attend to the mother. I asked could I hold the baby. I am good with little children because I started baby sitting when I was 10-

years-old. I am the oldest of 10 children, and I have many nieces, nephews, grand nieces and grand nephews. I have held many babies before this but little Karlie Marie did something to me that I still don’t understand totally. She “stole my heart.” She responded to me in a way that no other infant ever had. She “melted my heart.” I keep asking myself, “What’s going on! How can this little bundle of joy have so much power over me?” I have reflected on this and I have come up with two conclusions. The first explanation is from Stephanie. She is a regular church goer. She believes that little Karlie heard my loud voice from the pew when she was in her mother’s womb and was trying to put a face with a voice. I agree with her. The second explanation relates to where I am in my life’s journey. Basically, I am in transition. I am no longer seeing patients for Journey Hospice, (though I am still associated with them) but I will not be the pastor of St. Joseph until July 1. So I

Change involves the situation we find ourselves – leaving home for college, getting married, changing jobs, dealing with a serious illness, etc. Transitions are more psychological. They involve our reactions to what is happening – how we choose to think about the changes that affect our feelings and behaviors. Someone once described transitions as similar to the space between the walls of a house. That space separates two different rooms. A person is leaving one and going to another but not yet there. An openness takes place in transitions. There are also questions. Can I handle this new situation? What is it going to be like? Transitions can be a time of growth. We have to let go of our former ways of life and be open to new possibilities. We have to make sure we say “goodbye” to the past. For example, a person getting married has to give up some of their activities from when they were single. If they don’t, the marriage is not going to work. It’s also a time to look at the areas of our lives where we would like to make some changes. Perhaps we’ve been neglectful of some important areas like exercise, healthy eating habits, using our mental capacities, etc. Transitions are an opportunity to begin practicing new habits and ways of interacting with others. Our openness during this waiting time of transition can open us up to life, to God, to deeper values, to other people. We need to look at our giftedness and ask how can we bring our talents and abilities into our new role. I believe little Karlie caught me in this transitional period of my life when I was not “in control” but open to various aspects of life. She “caught” me in a very vulnerable stage of life. I look upon this as a blessing. I thank God for sending little Karlie into my life.

He was released late Monday night after posting $25,000 bond as had been set by Judge Walter I. Lanier III. On Thursday, June 19, deputies responded to a theft complaint at a residence on Gaspard Drive where 12 containers of herbicide were stolen from a carport. Through investigation, detectives developed Dustin Allen as a suspect in that crime and obtained a warrant for his arrest. On Tuesday, June 24, detectives located Allen and placed him under arrest. He was transported to the Detention Center and booked with felony theft. He is currently being held in lieu of $10,000 bond as set by Judge Lanier. He is additionally being held for Louisiana Probation and Parole.

She called GCT a “magnificent company”, noting that the group’s product is user-friendly and that they were able to layer the mapping system to include identifying taxing districts within the parish. “You can now see who pays within those districts— who pays the school board, who pays the recreation district, and so on,” she said. When asked about how the system will know of new construction in the parish, Thibodeaux said her office will rely on the parish’s permit office for updates, and pass that information on to GCT. The system will be updated and redrawn once a month, said Thibodeaux. Councilman Daniel Lorraine, who has had many issues with delays in getting condemned structures de-

molished in his district, was pleased with the possibilities of the new mapping system. Oftentimes, ascertaining ownership of abandoned structures is the most difficult hurdle and one which causes the greatest delay in getting them cleared out. “This should be an asset to identifying owners. This way, we can track them down,” said Lorraine. During the presentation, Ronnie Volkmar of GCT, demonstrated other capabilities of the system, how it can be used at one’s computer, or with a mobile device. Searches can be performed in numerous ways, including by assessment number, subdivision name, and physical address. A “measurement” function within the program allows the user to get distances and square footage of parcels. Even oil wells are included in the map feature, with each well’s particular information attached. planned for next year’s budget. “We do have a deficit this fiscal year. We clearly do. Now, it can be papered over through a payday loan,” Kennedy said. “Even if they’re right legally, it’s not fiscally responsible.” The fiscal year ends Monday, but the Jindal administration says the year doesn’t close for accounting purposes until Aug. 14, allowing more time for the expected funding to appear. Jindal and lawmakers balanced this year’s $25 billion budget with $413 million from property sales, legal settlements, lease payments, loan repayments and other financing arrangements. About $279 million has been collected so far. Much of that piecemeal financing — plugged into what is called the Overcollections Fund — was earmarked for the state’s public colleges. The Jindal administration has borrowed $70 million from other treasury funds to keep dollars flowing to college campuses while it waits for the outstanding money to arrive. That borrowing must be repaid, presumably with the outstanding money that has yet to arrive. “The higher education seeds requested earlier this year will be repaid by the close of the fiscal year on Aug. 14, as promised,”

Nichols said. Meanwhile, the other dollars that haven’t been collected are owed to the attorney general’s office, the transportation department, the homeland security department and other agencies, said Laura Lapeze, chief financial officer for the treasury. Nearly half the money that hasn’t yet arrived is tied to lease payments owed from private entities that have taken over management of the LSU hospitals. Nearly $64 million of the lease money used in the budget hasn’t been paid. Also outstanding is $18 million from the sale of state hospital property in St. Tammany Parish and $25 million tied to disaster recovery reimbursements. Kennedy said the hospital sale will generate less money than budgeted and other financing sources won’t come in as planned. “This is a hell of a way to run a railroad,” he said. Any gaps from some sources of financing planned for the Overcollections Fund will be made up by other payments, Nichols said. She said an anti-fraud effort by the revenue department has drummed up $13 million more than expected and hospital lease payments will generate money above what was included in this year’s budget.

Operation Crackin’ Down results in twelve more arrests, four others still at large Sunday, June 29, 2014 THE LAFOURCHE GAZETTE

Forty-five people have been arrested in connection to an investigation into a crack cocaine organization. Operation Crackin’ Down netted 33 arrests as part of a roundup in January 2014. In an update announcement, Sheriff Craig Webre reported 12 more people have been arrested since then, and agents are asking for help in locating four (4) other individuals with warrants related to the operation. January’s roundup involved several local, state, and federal agencies and was the culmination of an eight-month undercover investigation into a crack cocaine organization. The investigation was conducted by the Lafourche Parish Drug Task Force, in conjunction with the U.S. Drug Enforcement Administration Group 12. The investigation included 79 cases with 45 suspects and targeted street-level to upper-level drug dealers. Prior to January’s roundup, agents had seized cocaine and crack cocaine with a total street value of approximately

$45,710 as part of the operation. The roundup left 16 individuals with outstanding warrants. Cut Off man arrested for Felony Carnal Knowledge of a Juvenile

A Cut Off man has been arrested for engaging in sexual relations with a minor. Carl Cressionie, Jr., 28, of 136 West 46th Street was arrested on an outstanding warrant on Monday, June 23rd. Through the course of an investigation, juvenile detectives learned Cressionie had allegedly engaged in consensual sexual intercourse with a minor female subject and obtained a warrant for his arrest for felony carnal knowledge of a juvenile.
