The Larose Regional Park and Civic Center once again is the site of the Cajun Heritage Festival, a traditional wooden duck decoy show and auction, celebrating its 39th year of culture. Attendees can watch as skilled craftsmen and artisans demonstrate the timeless tradition of decoy carving, duck calling contests and plenty of great Cajun food prepared by the Civic Center. Some of the featured menu items include jambalaya, white beans, seafood gumbo and beignets. See Festival Page 7-A

School is out for summer in the area, and kids are finally able to sleep late for a couple weeks before we do it all over again next fall. When the first bell sounds in the 2015-16 academic year, it will mark the beginning in the head coaching careers of a couple folks at South Lafourche and Central Lafourche high schools. Both the Tarpons and Trojans have been making moves in recent weeks to get themselves ready for the new year by filling coaching vacancies within the schools’ athletic departments. Lady of the Sea General Hospital receives quality system certification, is awarded 5-Star status by CMS

Lady of the Sea General Hospital has received ISO 9001:2008 certification by DNV, a leading accreditor of U.S. hospitals that integrates ISO 9001 quality compliance with Medicare conditions of Participation. Lady of the Sea General Hospital is the first critical access hospital in Louisiana to receive this certification. In April, Lady of the Sea General Hospital was notified that it had also received the newly developed “5-Star” rating using HCAHPS results by the Centers for Medicare and Medicaid Services (CMS), which is a patient experience rating system based on surveys indicating patient’s perspective of the care they receive in hospitals. Hospitals differ on the quality of care and services they provide to patients. HCAHPS (Hospital Consumer Assessment of Healthcare Providers and Systems) is the first national, standardized, publicly reported survey of patients’ perspectives of hospital care, and has been in place since 2008. In 2015, CMS began using a “star” system to make it easier for patients to recognize better quality care by facilities who participate in the HCAHPS system. To calculate the HCAHPS star ratings, the survey information from one hospital is compared to that from others. More starts indicate better quality care than fewer stars. “Lady of the Sea is proud to be the only 5-Star hospital in Lafourche

and Terrebonne parishes. In the state of Louisiana, there were 17 facilities to earn the 5Star rating,” said Karen Collins, CEO. “Our staff is committed to providing personalized, quality care, and their efforts are reflected in this patient focused accomplishment.” ISO 9001 is a quality management system recognized by business around the world, including hospitals and healthcare providers, as the benchmark for continual quality improvement. It was created by the International Organization for Standardization (ISO). The ISO 9001:2008 standards place significant emphasis on proper documentation of all processes within a hospital to ensure that the staff is consistently delivering care in the safest and most effective way. BATON ROUGE, La. (AP) — If Louisiana’s next governor wants to expand the state Medicaid program to tap into billions of available federal health care dollars, state lawmakers have given him a way to help pay for it. The Senate voted 31-8 Monday for the financing tool contained in legislation by Republican House Speaker Chuck Kleckley. The vote gave final passage to the measure, which was earlier approved by the House and can’t be vetoed by Gov. Bobby Jindal. Jindal opposes the Medicaid expansion, and lawmakers have repeatedly rejected expansion proposals. But if the next governor, to be elected this fall, wants to use the federal financing for a coverage expansion, Kleckley’s legislation offers a way to draw down the cash without the state having to put up the full cost share. Hospitals would pool their money to help pay Louisiana’s share. All four major candidates running in the Oct. 24 election for governor, three Republicans and a Democrat, have said they would consider a Medicaid expansion. “At least it gives us some opportunity for the future,” said Sen. Ben Nevers, D-Bogalusa, who has tried unsuccessfully to persuade his colleagues to embrace an expansion proposal. The financing mechanism offered under Kleckley’s legislation requires a decision quickly. It expires if Louisiana’s governor doesn’t expand the Medicaid program by April 1, 2016. Republicans who voted for the legislation sought to downplay any connections to the Medicaid expansion, though the hospital financing tool can only be used under such an arrangement. Sen. Sherri Smith Buffington, who handled the legislation in the Senate for Kleckley, told senators it wouldn’t lock the next governor’s administration into a specific model for a Medicaid expansion — or into doing the expansion at all. Groups urged to attend fundraiser planning day

The Bayou Community Foundation (BCF) will host a review and planning meeting for local nonprofits who participated in or would like to participate in GiveNOLA Day for the Bayou Region. The meeting is Thursday, June 4 at 10:00 a.m. at the North Branch of the Terrebonne Parish Library in Gray. Forty nonprofit organizations from Terrebonne and Lafourche Parishes participated in GiveNOLA Day for the Bayou Region on May 5, raising nearly $52,000 during the 24-hour online giving event. Plans are now being made for the 2016 GiveNOLA Day program.

Larose VBS set for June 8 – 12

The First Baptist Church of Larose will host Vacation Bible School June 8 – 12 from 6 to 9 p.m. for children in kindergarten through sixth grade. The free, jungle-themed event will include games, Bible stories, activities, music, crafts and snacks. The church is located on West 16 Street in Larose.

Cut Off Fishing Club to host 11th Annual Fishing Rodeo On June 4-6, the Cut Off Fishing Club will again host its annual saltwater rodeo on Grand Isle. The event is a three-day tournament held at Bridgeside Marina and is open to the public. In addition to the live music, auctions, food and door prizes, the rodeo will feature 9 adult and 3 children’s categories. A “Best Fisherman” and “Best Fisherette” award will also be given. Adult categories are bull red, rat red, speckled trout, flounder, mangrove

snapper, red snapper, cobia, drum, and redfish closest to 21 lbs. Children (age 12 and under) may weigh in hardhead catfish, bronze croaker, or pin fish. Fishing tickets cost $20 and may be purchased at The Tin Shed or at Bridgeside Marina, or from any club member. Horse camp to be held June 8 - 12

Ro-Duz Ranch will sponsor a horse camp for ages 5 and up on Monday, June 8 through Friday, June 12 from 3 to 6 p.m. The ranch is located at the end of W. 190th St. in Galliano. There were two good ol’ boys from Alabama, who love to fish, and they wanted to do some ice fishing. They’d heard about it up in Canada, so they took off up there. The lake was frozen nicely. They stopped just before they got to the lake at a little bait shop and got all their tackle. One of them said, “We’re gonna need an ice pick.” So they got that, and they took off. In about two hours, one of them was back at the shop and said, “We’re gonna

Bad news … I had joined Thibodaux Company “D” National Guard a month before and I was not certain how that would affect my draft status. I had only one note left on my 1949 Ford which I gave to my Dad on condition he paid it. It was the first car he ever owned. The night after I went “honky tonking” in Grand Isle, spent the note money I had saved and arrived home at 6 a.m. finding my parents dressed for church. “Son,” Dad said, “I’m proud that for once you are coming to church with us.” Everybody knew better, but I played along. Entering the church, I grabbed the pew but 5 minutes later, I fainted dead away. I woke on the arms of two men who revived me. I survived but was haunted

The long ballot

by that episode for many years. I was playing music at the Lovely Inn in Cheniere one Sunday afternoon when my good friend Dick Guidry walked in with a beautiful girl he introduced to me as his fiancé, Phyllis Guidry. Oh! Oh! Our bachelors’ club was about to lose a member, and the president yet. Actually I was happy for them and I served as best man at their wedding. About two weeks later came his phone call that started our political adventure. That year I registered to vote and took my draft board physical. My friend Dick trumped me. In his own words: “In 1951 I got engaged, got married, registered to vote, qualified to run for State Representative, went to the draft board for my physical and started campaigning all in the same week.”

A busy week indeed! It was my first vote and I had been selected a poll commissioner. Each candidate nominated one per precinct, and five names were pulled from a hat. I had been submitted by Dick and several other candidates, and it was always hoped that all sides were equally representative, but as fate had it sometimes the selections was one sided, by luck of the draw. Poll commissioners were sacrosanct in an election, as I will relate later on. It was the last paper ballot in Louisiana and it was a long one with over 25 offices and hundreds of candidates to vote on. It took us 2 and 1/2 days to count. After 24 hours, I ripped off a ballot box sheet, wrapped it around me and went to sleep in the corner. I never lived it down. Each political ticket had

a car with a “poll watcher” and their voters would get instructions which were: (1.) Pick a certain commissioner (2.) To vote themselves on such a long ballot, they were told to “vote only governor and sheriff, forget the rest” (their other candidates would be sacrificed for the two top offices) (3.) If illiterate, pick a certain commissioner to mark your ballot. I was well known and considered honest, so when their commissioners were busy, they would pick me. A typical conversation was “who do you want for governor? For sheriff?” I would honestly mark those. Then “how about the others?” (In-

cluded more than a hundred other state, district and local candidates). Most of the time they said “Leroy, finish the rest.” This was often the case, and I voted all the candidates I supported. I had honestly voted their choices and legally marked the ballot. First primary voting was on! “Into the breach” “Damn the torpedoes” “Geronimo” and “Remember the Alamo” were all great battle cries, but not today. Today the only one that mattered was “Don’t Forget to Vote”. BYE NOW!

DNV was authorized by CMS in 2008 as the only accreditation and certification program for hospitals that integrates the ISO quality management system with the core requirements for hospitals set forth by the U.S. government. Lady of the Sea General Hospital received their required hospital accreditation from DNV in January, 2011. The administration then chose to pursue ISO 9001:2008 certification, which is a more rigorous yearly quality assurance process than accreditation alone. To receive the certification, the hospital underwent an intense on-site

evaluation each year for the next three years, showing progress and demonstrating quality in a number of areas including but not limited to inpatient care, outpatient care, administering of medications, food service, operating and administrative procedures, medical equipment and supplies, and infection control. Microsoft Windows 10 arrives in July

NEW YORK (AP) — Microsoft will roll out the latest version of its Windows operating system at the end of July. The company said Monday that Windows 10 is designed with mobile computing in mind, allowing users to switch seamlessly between personal computers, tablets, smartphones and other gadgets. The operating system is intended to give apps a similar feel on all devices and comes with a new Web browser integrated with Cortana, the company’s voice-activated answer to Apple’s Siri. Microsoft Corp. says

Windows 10 will be available in 190 countries as a free upgrade on July 29 for anyone currently running Windows 8.1 or 7, the two previous versions of the software. ___

US rig count drops by 10 to 875

HOUSTON (AP) — Oilfield services company Baker Hughes Inc. says the number of rigs exploring for oil and natural gas in the U.S. declined by 10 this week to 875. Houston-based Baker Hughes said Friday 646 rigs were seeking oil and 225 explored for natural gas. Four were listed as miscellaneous. A year ago, with oil prices nearly double the current levels, 1,866 rigs were active. Among major oil- and gas-producing states, Texas lost four rigs, California declined by three and Arkansas, Louisiana and

South Lafourche has a new volleyball and softball coach – each who will be head coaches for the first time at the prep level. Central Lafourche has a new girls’ basketball coach, who lands with the team after working with the school’s boys’ team. For South Lafourche, two jobs became open at once when volleyball and softball coach Brittney Rogers decided that she’d step down from her positions at the end of the past academic year. To replace Rogers in volleyball, the Tarpons will turn to Jamie Lerille, a faculty member at the school, who worked as an assistant coach with the girls’ basketball team last season. The volleyball job will be Lerille’s first as a head coach at the high school level. But she’s no stranger to Lady Tarpons’ volleyball. She was an assistant coach with the team from 200607, leaving the program at that time to follow her daughter Sierra’s athletic endeavors. Since then, Lerille said she’s helped create and maintain the Tarpon Volleyball Summer League, which fosters 80 players in our area. Lerille said changing the local landscape of volleyball at the youth levels is key for a turnaround at South Lafourche – a program that has never been to the playoffs in the history of its volleyball program. “We have some returning players from last year, who will be key players,” Lerille said. “We also have a few younger players who will make a big difference on the court. I’m ready to mix them together and watch them grow as a team. It will be exciting to watch.” Lerille said Tarpons girls’ basketball coach Rainie Terrebonne and former Lady Tarpons’ volleyball coach Lonnie Rousse will be her assistant coaches. Together, the staff will work to challenge the team’s players to be better daily to create a more effective product on the floor. “We will work really hard to prepare the players for some competitive game play,” she said.

While Lerille gets ready to try and turn around Lady Tarpons’ volleyball, it will be Pete Melancon staked with the same job for South Lafourche softball. Like Lerille, Melancon has been active in local youth sports for several years, working with countless young players throughout his many years as a coach. This will be Melancon’s first crack at being a prep head coach – an honor that he said intrigues him. “It feels good,” Melancon said. “I’ve always enjoyed building world-class, high-performance teams. This is another challenge I look forward to.” Like in volleyball, the Lady Tarpons’ softball team is in need of an overhaul. South Lafourche has struggled to gain steam with its softball program throughout school history, often fielding a team that’s not competitive with like-sized schools in Southeastern Louisiana. But Melancon thinks that’s about to change. By providing stability and his experience to the team, the new coach said he plans to take young players in the area and mold them into being the best talent that they can be. After that, the coach plans to create a working relationship with parents to build a program that he wants to be “transparent” and “defined.” “As a team, we have to embrace and develop the skills of our players and acknowledge and consider the thoughts of our parent group, as well,” Melancon said. “We may not always

have 100 percent agreement on how we run softball operations, but I think you’ll find that we’ll all agree that we are a holistic team, one that realizes that coaches, players and parents are all important factors in this formula and gives all an appropriate venue to express their thoughts.” Melancon said he returns a lot of his core players, which he will mix with a talented younger group that he expects to contribute right away. Central Lafourche is making some moves, too. The Trojans announced that they’ve hired boys’ basketball assistant coach Benton Ford to take over the school’s girls’ basketball team as head coach. Ford’s first season in Mathews was the past year. He was an assistant coach for one of the most successful basketball years in the past 30 years – a season that saw the team win a district championship and advance to the Class 5A State Playoffs. Ford will replace outgoing coach Arien Fawcett, who didn’t have much luck recently with the team. The Lady Trojans were just 2-24 last year, including 14-straight losses in district play. But Ford is ready to attempt to change that – much like the Trojans’ boys were able to do. “I think we can get it back,” Ford said. “We will work hard and do the best that we can to put a winning team on the floor, a quality club that the community can rally around and support.”

“Does this expand Medicaid?” asked Sen. Ronnie Johns, R-Lake Charles. “I can assure it does not,” said Buffington, R-Keithville. Sen. Karen Carter Peterson, D-New Orleans, suggested her colleagues were voting for an expansion, no matter how they described the legislation. “Why can’t we just be courageous and call it what it is?” said Peterson, chairwoman of the Louisiana Democratic Party. When he pushed for the measure, Kleckley, R-Lake Charles, said it could help the state’s budget, saving $100 million to $200 million a year in state spending on health care that could be covered through the Medicaid expansion funds. Those dollars, he said, could be shifted to other areas. The Louisiana Hospital Association crafted Kleckley’s legislation. It uses a voterbacked plan that allows hospitals to pool their dollars and use that money to attract new federal Medicaid money to compensate them for their care for the poor. Medicaid expansion would offer governmentfunded insurance coverage to adults making up to 138 percent of the federal poverty level — less than $33,000 for a family of four. It also would pour new money into the state for

health care expenses. Jindal, a likely presidential candidate, has opposed the idea as too costly for the state and as an inappropriate expansion of government-funded health care. According to the Louisiana Department of Transportation and Development (LaDOTD), the stretch of LA 308, approximately five miles north of the intersection of the LA 182 Bayou Lafourche Bridge Crossing in Raceland, will be closed to motorists starting at 9 a.m. Wednesday, June 3, through 3 p.m. Thursday, June 4. The closure is necessary in order to allow the LaDOTD’s contractor to remove and replace the existing asphalt concrete

roadway where the 30” X 60’ cross-drain pipe was replaced under an emergency contract. The LaDOTD suggests the following alternate routes: LA 308 Northbound Traffic from Raceland: Take LA 308 northbound to LA 182 (bridge crossing) in Raceland. After arriving at the bridge crossing, take LA 1 northbound to the St. Charles Street bridge (Gobears Market) in the St. Charles community, then take LA 308 northbound to Thibodaux.
