According to Daily Comet, the project faced delays after the lowest bid from Picciola Construction came in at least $74,000 over budget on Dec. 10. The council voted to move $49,592 to the project from the budget for Oak Ridge Park in Golden Meadow. The new skate park will be located near the pool at Oak Ridge Park. The proposal to pay more for the skate park came from Councilman Daniel Lorraine, who represents the district. The council previously set aside $250,000 for the project. Project engineer John Plaisance, of J. Wayne Plaisance, said officials are in the process of getting the construction contracts signed, and construction should begin next month and take about six weeks. The Spohn Ranch Skateparks in Los Angeles assisted with the designs for the park. The town of Golden Meadow and the Parish Council also took public input for the design last July at a workshop and released the proposed plans a few weeks later.

BATON ROUGE, La. (AP) — A Baton Rouge lawmaker’s bid to create payment plans for people struggling to pay unpaid fines from lapsed car insurance coverage is headed to the governor’s desk. With a 94-0 vote Tuesday, the House gave final passage to the bill from Democratic Rep. Denise Marcelle. Louisiana law requires drivers to have insurance on their vehicles. Marcelle’s bill outlines payment plans for drivers owing the Office of Motor Vehicles more than $250 in lapsed insurance fines. The state can revoke licenses and seize bank accounts and tax refunds if fines remain unpaid. The office reports 275,000 drivers are listed as owing fines in more than 550,000 lapsed insurance cases listed in its database that dates back to 1986. Fines range from $125 to $525 for each violation. The bill outlines six different payment plans, with the largest offering installments for drivers who owe the OMV more than $5,000. At risk, according to Hollier, the New Orleans health sciences center chancellor, is nothing less than the decimation of health care in the state. For new doctors who will spend three to seven years training in residency programs, choosing Louisiana can be a gamble. “Some people are saying, ‘Are we going to make it?’� said Carine Nzodom, 31, in her second year of a four-year psychiatry residence program at Our Lady of the Lake. Only a few years ago, LSU ran a statewide charity hospital system that primarily took care of the poor and uninsured patients around Louisiana. That provided the bulk of training sites for medical students. Former Gov. Bobby Jindal began privatizing that system in 2013, hand-
ing the facilities over to private managers, shuttering some hospitals and moving safety net services to other private hospitals. Our Lady of the Lake took over most of those safety net services in one such deal, and LSU’s charity hospital in Baton Rouge shut down. Few dispute the system has improved, with expanded services, shorter wait times and a broader mix of patients with which medical students train. But that comes with rising costs. Amid budget gaps, lawmakers question the spending. Hospital managers say without enough money, they could walk away from their contracts, leaving not only patients but also the doctors who train with them in the lurch. Gov. John Bel Edwards is trying to renegotiate the deals. If a safety net hospital deal craters and some of the training programs shut down, Louisiana could feel effects for decades.

If Louisiana has fewer residency slots, doctors go elsewhere. Once a state loses the federally-allocated slots, other states scoop them up, making it almost impossible to recapture them. Health and Hospitals Secretary Rebekah Gee, a medical doctor, outlined the risks to lawmakers: If the state loses some of its 1,900-plus residency positions, “we permanently lose capacity to train doctors in the state.� Eighty-one percent of Louisiana is federally designated as a health professional shortage area for primary care, according to the state health department. The state ranks in the bottom tier nationally for a list of health issues, with high rates of cancer, obesity and diabetes. Lawmakers are crafting a budget for the financial year that begins July 1 before the legislative session ends June 6. But that won’t settle the uncertainty. Edwards, a Democrat, is calling lawmakers immediately back for a special session on taxes, in hopes of raising money to stave off cuts, including those to hospitals. Hospital leaders said they may have to ration care or rethink their deals with the state if they don’t get more than the $1 billion in financing proposed. Joining other states With Louisiana’s expansion, more than half the uninsured eligible for coverage under the federal health overhaul championed by President Barack Obama will live in states that have expanded Medicaid, said U.S. Health and Human Services Secretary Sylvia Burwell. “This is another step in our country’s march toward a health care system that works better for everyone,� Burwell said in a statement. Expansion was Edwards’ top priority when he took office in January, reversing the refusal from his Republican predecessor Bobby Jindal. Jindal described the expansion as too costly and as growing an inefficient and outdated model of health care. Ed-

After that, Louisiana will pay a share that eventually increases to 10 percent. The Edwards administration estimates Medicaid expansion will save the state $677 million in its first five years, by taking advantage of enhanced federal financing rates for health services Louisiana currently provides for the poor and uninsured. More than $180 million in savings are included in the state operating budget proposal for the financial year that begins July 1. Republicans in the Legislature had blocked expansion efforts in prior years amid Jindal’s opposition. But they have not attempted to stall expansion since Edwards took office. shopping for your family. Before he or she can drive, you’ll have a chance to discuss choices and spending while you’re both in the store. If they’re not working, give them an opportunity to earn. If your middle schooler isn’t picking up a few dollars babysitting or doing chores, come up with an earning opportunity for the summer. It could mean cleaning out the basement or garage or a project around the house that they can handle. It will provide you both with an opportunity to talk about what he or she will do with that extra income. If your child has an entrepreneurial spirit, encourage converting a hobby into a summer business. If they show empathy to help others, suggest they donate their time to help elderly neighbors with simple yard work. Introduce the ‘bucket” system. It’s hard to know what to save, spend, give or invest without a system. That’s as true for adults as it is for kids. The “50-25-25” rule refers to setting aside 50 percent for everyday, nondiscretionary expenses like school lunches or transportation, another 25 percent for savings and the remainder for discretionary purchases, better known as the latest smartphone your young teen says she or he can’t live without. If your middle schooler still doesn’t have a banking relationship, it’s a good time to get started. A custodial checking account will allow you to see how your child is handling money and debit cards are a reliable means of tracking every cent. Also, for savings, you’ll have the opportunity to introduce him or her to price-comparing accounts for features, savings rates and usage fees. Banking relationships should be treated like any smart purchase. Discuss making a budget. Remind your children that if they want to maximize any part of the 50-25-25 system, they need to learn how to find value and stick to a budget. Most importantly, they need to know how to track their spending so they can stay within a budget. The number of mobile apps that allow people
young and old to track their spending grows each year. Whether it’s pen and paper or technology, let the teen find a budgeting solution they like. They’ll be more inclined to use it and stick to a budget. Consider being more transparent about your finances. There’s no single right answer to the question of how much you should tell your children about your own finances, but keep in mind that they learn by both good and bad examples. It’s important for young teens to know that anyone – even the most important adults in their lives – can make a great financial decision or a mistake. Speak openly about
money, with the appropriate safeguards for personal and family privacy. Find a way to make your personal experiences part of the summer money conversation. Bottom line: Middle schoolers may grumble they don’t have access to the car keys or the cool clothes and technology that the older kids do. But they do have something more valuable – time to learn critical lessons about money. Use this summer to build their financial knowledge for a lifetime.
Teach money skills to your middle schooler this summer
According to a 2014 University of Michigan study, the average high school senior – who may already be juggling a parttime job in addition to their schoolwork – knows little about saving or proper money management. In fact, they spend most of what they earn on entertainment and clothing – a pretty bad precedent for young adults heading off to college and the working world. At that age, the money young teens earn in the summer usually comes from parents for household chores like mowing the lawn. Most parents never have a discussion with their kids about how to spend or save that money. Young teens generally don’t think about whether something is a “want” or a “need” — it is typically a want, which would be spent on a game, candy or comics. If you’re the parent of a 12-14-year-old, that might give you pause – or provide a great opportunity to make a difference. Consider using this summer to stop your child’s bad money habits before they kick in. After all, even though most middle schoolers are shy of legal working age, many begin to work at odd jobs that are starting to put money in their pockets you don’t see. Consider these steps for an informal summer money curriculum: Introduce – or reinforce – the “Needs vs. Wants” talk. Maybe your child has a spending goal for the summer – new clothes, maybe a smartphone. It’s all about intelligent money management, even if the goal is somewhat short-term. The “needs vs. wants” talk is all about delayed gratification, the foundational behavior of healthy money management. Link it to smart shopping, encouraging the teen to price-compare purchases, gather coupons and come up with other ways to save in print and online. outside interests, can take up so much of our time and energy that there is nothing left over for our wives or husbands, children, parents or friends. Unfortunately, every relationship is not an image of the relationships within the Triune God. The relationships of the Trinity are life-giving. Some human relationships are not life-giving, but deathdealing. They take away what it really means to be human. Some relationships are evil. Some are closed or built on a selfishness of two people who do not really care for anyone else. Gang members are faithful to other gang members, but they would just as soon kill you as look at you. Some people find themselves in a cult where the community is closed in upon itself. Some friendships are built on what people can get out of the relationship. Some people are in relationships where they are being unfaithful to their committed spouse. Each time we make any relationship a little stronger, a little healthier, we are becoming more like the Triune God, who is Love. We must pay attention to all of our relationships – to nature, to one another, to God, and ourselves. When we neglect any of these, at best something is missing in our lives, but at worst, people suffer. What do we need to do? First, we have to weed out and end any destructive relationships we may find ourselves in currently. This can be a very difficult thing to do and may require the help of other peo-

The OMV is currently owed more than $250 million in unpaid fines issued to thousands of drivers with lapsed coverage, according to the OMV. Supporters say the payment plans will allow those who become insured to reclaim their revoked licenses while repaying their debts. OMV officials currently have some discretion to develop installment plans and clear cases, but no authority to reissue licenses. Marcelle’s proposal would not negate the debts, but grant that authority. In some cases, drivers have said the OMV improperly accused them of
having not paid fines when they didn’t receive collection letters, had already sold the vehicles listed with expired insurance or were registered in other states where they’ve moved. OMV officials have said such cases can be cleared, but drivers must provide the office proper documentation to show they should not have been fined. As of May 2016, the OMV had collected fines and proper documentation to clear more than 50,000 records, but OMV officials said they are waiting to start the process to collect additional outstanding lapsed coverage penalties until the governor takes final action on Marcelle’s bill. ple – either a trusted friend, a counselor, or some kind of support group. Trying to end an unhealthy relationship on our own is not the best idea. The complications involved in such a task can prevent us from completing it. The confusion and emotional turmoil that are often present in such relationships can stop us from taking the life-giving steps we need to take. We can only attain this urgent and difficult task with much prayer and support. Secondly, we need to ask where we can build or rebuild the relationships that we have now – the relationships that God has sent into our lives to help us become the persons that God wants us to be. This also can be a difficult undertaking because it usually means some significant changes. Change, even change for the better, takes a great deal of pain and effort. Thirdly, we need to repair the damages we have done to our environment. We cannot devastate parts of God’s creation and not be prepared to deal with the resulting consequences. People suffer when making money becomes the only priority. In summary, when we work at our marriages, when we pay attention to our work relationships, when we are careful not to damage or deform nature, when we are attentive to our spiritual needs and desires, then we are discovering traces of the Trinity: Father, Son, and Holy Spirit.
