BATON ROUGE, La. (AP) — Senators have rejected a plan approved by House lawmakers that would have Gov. Bobby Jindal’s office pay his security detail costs for his extensive out-of-state travel, rather than the state police. The House proposed transferring $2.5 million from Jindal’s office next year to the state police to cover the price tag of state troopers traveling with the Republican governor. The Senate Finance Committee, however, stripped that plan from the budget proposal Thursday.
With the 2015 Atlantic basin hurricane season kicking off this week, the Greater Lafourche Port Commission recently held its annual hurricane preparedness meeting for port tenants at its operations facility in Port Fourchon. A large number of port tenant representatives were on hand to discuss the coming issues regarding the season and how the port is preparing for any eventual tropical weather that may effect the area. Harbor Police Chief Jon Callais addressed the audience noting that while the 2015 season is expected to be a below average one in terms of number of named storms, “it only takes one to really mess up our places of work and our homes.” Callais stressed to the tenant representatives the need for accurate contact information for all companies at the port should they need to be contacted during a weather emergency. “Please go to our website and make sure the current contact information is correct for your company,” he stressed. “We can’t get in touch with you if we don’t have correct names, telephone numbers, email addresses and the like.” See Port Page 3-A

BATON ROUGE, La. (AP) — Senators crafted a new version of next year’s $24 billion budget proposal Thursday, using dollars anticipated from a cigarette tax hike and increased fees on car buyers to stop deep cuts to public health care services. The Senate Finance Committee adopted 39 pages of changes to the House-approved budget bill in a late-evening session, adding about $250 million for programs and services. As the spending plan advances to the full Senate for debate, public colleges and health programs for the poor would be spared cuts in the fiscal year that begins July 1. “When needs were critical, we tried to fund
them,” Committee Chairman Jack Donahue, RMandeville, said after the meeting. This week, the committee made adjustments to House bills that scale back tax-break programs and raise taxes on smokers. Senators’ adjustments boosted the revenue raised from the $615 million in tax changes passed by the House to about $750 million, mainly by increasing the planned cigarette tax hike to $1 per pack. Senators plugged in that additional money, along with dollars anticipated from fee increases on car buyers and other financing maneuvers, to offset cuts in the House version of the budget. Among the biggest beneficiaries of Thursday’s action would be the operators of LSU’s privatized hospitals and the LSU medical schools in New Orleans and Shreveport. See Senators Page 3-A

The push to get required vaccinations for meningococcal meningitis was in part led by Galliano woman Jeri Acosta, who lost her son Robert to the disease in 2006. Through a push called “Rob’s Revolution,” Acosta has been educating people of the dangers that come with the disease. It’s a push that helped spark the new law, which will keep other households from experiencing the pain and heartache that the Acosta family felt when Robert was affected by the disease. The mother said she experienced the full range of emotions since the bill was passed – from happiness to tears of joy. The Legislature named the bill the Robert Michael Acosta Bill to commemorate the fight and Rob’s Revolution. “As I reply, it’s with a heavy heart,” Jeri Acosta said this week. “Tears. Joy. Thanks. Tears of why I’m sharing Robert’s story. Joy of making a difference for others. And thanks for those who helped me get there.” See Victory Page 3-A

ended up romping around in it? And out of all this what if your children, you or your family get sick or ended up with some sort of cancer you could not explain. Who then is responsible? Unrestrained passenger killed in Lafourche Parish crash
GRAY, La. (AP) — State police say a 36-year-old Houma man died when the car in which he was a passenger ran off the road and overturned. Trooper Evan Harrell said in a news release the accident happened Monday night on Bayou Blue Bypass Road in Lafourche Parish. Harrell says a car driven by 27-year-old Anzlie Naquin of Thibodaux ran off the road in a curve, struck a ditch and overturned. He says Markeith Folse was ejected from the car and died a short time later at Thibodaux Regional Medical Center. Naquin suffered minor injuries. Harrell says Naquin was booked with vehicular homicide and careless operation. She is being held in the Lafourche Parish Online jail records did not list an attorney for Naquin. _____________
Former LSU, Southern FB player convicted in murder-for-hire
NEW ORLEANS (AP) — U.S. Attorney Kenneth Polite (puh-LEET) says former LSU and Southern University football player Nemessis (NEE-messis) Bates has been convicted of hiring hit men to kill a friend who had stolen from him. Polite says federal jurors convicted the 36-yearold Kenner man Thursday of soliciting a crime of violence, use of interstate commerce to commit murder-for-hire, causing death by shooting and conspiracy to possess firearms. Bates — originally from Vicksburg, Mississippi — is called “Nemo.� He was accused of paying Walter “Urkel� Porter and Aaron “Beadie� Smith $20,000 to kill Christopher Smith in November 2010. Christopher Smith was shot at least 20 times. District Judge Sarah Vance scheduled Bates’ sentencing Sept. 9. He could get up to life in prison. Aaron Smith has pleaded guilty and awaits sentencing. Porter awaits trial on charges accusing him of shooting Christopher Smith. _____________
Psychiatrist testifies about Saints, Pelicans owner
NEW ORLEANS (AP) — A psychiatrist who examined New Orleans Saints and Pelicans owner Tom Benson is the latest witness to testify about the 87-yearold billionaire’s mental health. Dr. Ted Bloch is one of three physicians who performed a court-ordered psychiatric evaluation, the results of which have been sealed. He was called as a witness Thursday by the lawyer representing Benson’s disowned daughter, Renee, and her children, Rita and Ryan LeBlanc. He’s testified five-plus hours and is slated to continue Friday morning, after which the plaintiffs may rest their case. The estranged heirs contend their ouster from ownership positions with the teams resulted from their patriarch being manipulated by his third wife, Gayle, while he was mentally enfeebled. The courtroom has been closed to the public and participants are under a gag order. _____________
La. Senate agrees to let state agents enforce sea turtle law
BATON ROUGE, La. (AP) — The Louisiana House and Senate have both agreed to lift a ban that keeps state wildlife officials from enforcing federal laws that require shrimp nets to include escape hatches for sea turtles. A 36-0 vote Thursday from the Senate moved the proposal — sponsored by Rep. Dorothy Sue Hill, a Democrat from Dry Creek — one step from final legislative passage. Supporters of the bill say some big-box retailers have boycotted Louisiana shrimp because they object to the law being on the books and raised concerns about the state’s handling of protections for endangered sea turtles. Sen. Norby Chabert, a Houma Republican who handled the bill in the Senate, described the measure as “doing all we can for our fishermen.� House Bill 668: www.legis.la.gov _____________

Robert’s story is one that hit close to home for thousands in the South Lafourche community. A 20-year-old South Lafourche High School graduate and then-University of LouisianaLafayette student, Acosta was a normal kid his age. He loved his friends, had a zest for life and was a fan of anything creative – music, poetry, thespianism, anything of the sort. He woke up on Jan. 26, 2006 and had a problem, though no one thought it was anything overly severe. Robert had severe pain in his leg and groin. After a trip to the doctor, he was prescribed with a pulled muscle and sent home with painkillers to relax. Jeri Acosta said in a previous interview that she spoke to her son after the first diagnosis and he urged her not to worry. The two ended the conversation the same way as always. Robert told his mom that he loved her. Then, things changed. Robert soon started vomiting and suffering from a severe headache. After going to the emergency room, doctors informed Jeri Acosta that he had bacterial meningitis in his blood. Less than a day after experiencing his first symptoms, Robert had died. Robert’s death, and other cases of the disease in that year started to bring awareness to how important prevention is. Jeri Acosta never relented on that fight, which brings us to the present with the Legislature’s law requiring all incoming students to get the vaccination. Acosta said she the whole situation fills her with pride, because she knows that children in our state are now far less likely to have to suffer in the same way that Rob did. She said that it warms her soul knowing that Rob’s Revolution is making a difference, because her son wanted to do exactly that when he was here in the flesh. He wanted to always show kindness and love to those around him and make
a difference in their lives. “I was speechless and very emotional when it was motioned to name the bill after Robert,� Jeri Acosta said. “It is such a tribute to a young man who wanted to make a difference in the world, but never had a chance. I now know Robert’s Revolution will live on in others. It’s called prevention.�

All the gaps identified in the hospital deals were funded, and new money was provided to the medical schools so they wouldn’t have to absorb millions in insurance and retiree costs from the privatization deals. Additional dollars were poured into state parks, state museums and the state library to lessen planned cuts. More money was added into the state education department to shrink reductions and give the agency enough money for standardized testing plans. Dollars were provided to open a new juvenile detention facility, to continue operating a voter outreach program in the secretary of state’s office and to shrink planned cuts to the Agriculture Department. In addition to escaping cuts, higher education institutions received some addons in the Senate proposal. Funding was boosted to the LSU Agricultural Center and the Pennington Biomedical Research Center overseen by LSU. New dollars would be provided to the Southern University System, to Grambling State University and to community colleges. Nearly $26 million was restored to public health care programs, after senators were told they risked shuttering safety inspections, water monitoring programs and testing for possible disease outbreaks without the money. To help balance the budget, the committee stripped nearly $39 million

in K-12 public education increases sought by the House and the state education board and reshuffled those dollars elsewhere, but maintained a proposed increase for students with disabilities. Donahue called pulling together the financing plans “a herculean job.� The full Senate plans to debate the budget bill Monday. Senators are in a contentious set of budget negotiations with the House, with the two sides at odds over whether to conform to Gov. Bobby Jindal’s parameters for what tax changes he’ll consider. The House passed a set of financing plans that risk a veto from the Republican governor, while the Senate is trying to pull together a package of bills that Jindal would be willing to sign. Only days remain to work out a deal. The legislative session must end by June 11.

Callais also went through the five stages the port uses when a hurricane is identified as a threat to the region. Level 1 is a “storm watch� which goes into effect when a storm enters the Gulf of Mexico. Level 2 is a voluntary evacuation of the port when

tropical storm force winds are expected at Port Fourchon within 72 hours. Level 3 is a recommended evacuation of the port when tropical storm force winds are expected within 50 hours. Level 4 is a mandatory evacuation when tropical storm force winds are expected at Fourchon within 36 hours. Callais also noted that Louisiana Highway 1 would be closed below the Leon Theriot lock south of Golden Meadow 12 hours after a mandatory evacuation is called. “Please plan accordingly to these time frames,� he said. “We have to make sure everyone has ample opportunity to leave before the low lying portions of the highway are covered in water.� Level 5 is considered “storm in port� when tropical storm force winds are expected within 24 hours and Level 6 is the recovery phase when officials will begin to clear roadways, survey damage and determine a timeline to allow company representatives back to the port to determine damage if any. Port officials will use a variety of communications measures to stay in contact with the public during weather events including telephone, email and text messages as well as updates on the port web site, public announcements through various print, radio and television media and a public information line. He concluded by noting, “let’s prepare for the worst and hope for the best.�

Visitation was held at St. Hilary of Poitiers Catholic Church on Wednesday, June 3, from 5:00 p.m. until 9:00 p.m. and on Thursday, June 4, beginning at 8:00 a.m. until funeral time. A very wealthy lawyer in a small town is notorious for never giving money to any charity that comes his way. The local animal shelter knows he has a dog and they think that this could be their way into his wallet. They go to his door and he answers, “What do you want?” One of the ladies replies, “Hello Mr. Smith. We know you are very wealthy and we know you also never give to charity. Wouldn’t you enjoy giving back to an organization that helps dogs much like your own?” The lawyer looks her dead in the eye and replies, “Do you also know that both of my parents are suffering lifethreatening illnesses and have medical bills several times their own income?” The lady, taken back, replies, “Well.. No... I thought...” He interrupts her, “Did you also know my sister’s husband left her and their two kids without a penny?” Still stuttering she replies, “Um... Archbishop Oscar Romero was Martyred for identifying with the poor
Pope Francis beatified Archbishop Oscar Romero of El Salvador on May 23. Soldiers assassinated him in 1980 while celebrating Mass. Cardinal Angelo Amato, the head of the Vatican’s Congregation for Sainthood, said, “Blessed Romero is another brilliant star that belongs to the sanctity of the church of the Americas.” Archbishop Romero went to celebrate a 6:00 p.m. Mass in San Salvador’s hospital of Divine Providence. The Mass had been widely publicized throughout the diocese. While he was celebrating Mass in the hospital’s chapel, the archbishop was shot in the chest from outside. Many have come to know his voice though they have never met him. However, they have heard often the last homily in which he pleaded with soldiers to stop killing innocent civilians. Three years later, on the occasion St. John Paul II’s visit to the country, the nuns of the hospital made a monument to Mary in the same place where they had buried Romero’s remains. “When they were digging, they ran into the box and the plastic bag where they had placed his insides. The blood was still liquid and the insides did not have any bad smell,” said the Vicar General, Msgr. Urioste. They gave the Pope a small canister with Archbishop Romero’s blood. Like Jesus, Romero often took the side of the poor and the people with no power. His homilies often pleaded for better conditions for the underprivileged, and respect for people of all social classes. His enemies accused him of being a Marxist. His Vicar General said that Romero “never had a Marxist thought or

Urioste noted that Romero “Read the Bible and there he encountered a Jesus in love with the poor and in this way started walking like him.” In Romero’s time the government was “a ferocious military dictatorship, which had ‘national security’ as its theme.” Everyone who either sided with the poor or expressed concern for them “were accused of being communist, and were sent to be killed without a trial. There were 70,000 deaths in the country then.” In a time of difficulty in
El Salvador, Archbishop Romero knew “how to guide, defend and protect his flock, remaining faithful to the Gospel and in communion with the whole church,” Pope Francis said. “His ministry was distinguished by a particular attention to the poor and marginalized. At the time of his death, while celebrating the holy sacrifice, reconciliation and love, he received the grace to be fully identified with the one who gave his life for his sheep.” In February Pope Francis signed the decree recognizing Archbishop Romero as a martyr, a person killed “in hatred of the faith,” which meant there is no need to prove a miracle for beatification. In general two
miracles are needed for sainthood – one for beatification and the second for canonization. An offertory gift during the Mass on May 23 was the book “De la locura a la esperanza” or “From Madness to Hope.” It’s a document generated during the peace accords that ended the country’s 12-year war. It chronicles some of the greatest human rights atrocities committed in El Salvador during the conflict, including the killing and rape of four women religious from the U.S., the killing of priests, catechists, as well as massacres of unarmed civilians.
