BATON ROUGE, La. (AP) — Louisiana’s penalties for having small amounts of marijuana have been lowered. Gov. Bobby Jindal signed the measure into law Monday, along with a bill that will eventually get medical marijuana to people suffering from cancer, glaucoma and a severe form of cerebral palsy through a limited number of distributors. Someone caught with less than 14 grams of marijuana now faces up to 15 days in jail and up to six months if caught with less than 2.5 pounds but more than 14 grams. A second offense has dropped from a felony charge to a misdemeanor crime, carrying a sentence of no more than See Jindal Page 6-A

Get ready for the pops and booms as the 4th of July holiday nears. Fireworks can be bought, sold and discharged in most areas of Lafourche Parish except within the city limits of Thibodaux, and are only allowed in Oak Ridge Park in Golden Meadow. Fireworks can be discharged on July 1 and 2 from 9 a.m. to 9 p.m., July 3 and 4 from 9 a.m. to midnight, and July 5 from 9 a.m. to 9 p.m. These times apply for unincorporated areas of the parish and the Town of Lockport. Officials invite everyone to the family-friendly Golden Meadow-Fourchon Tarpon Rodeo

Golden Meadow-Fourchon Tarpon Rodeo officials invite anglers and visitors to the 2015 rodeo this weekend on Fourchon. This year’s event includes the addition of an air-conditioned tent. This year’s Rodeo Admiral Eddie Callais said cold air is something to get excited about in south Louisiana, especially when the heat of summer is upon us. “This is a family-friendly event, and for the first time ever, families can enjoy the festivities inside an air-conditioned tent,” said Callais. “I encourage everyone to come out to the rodeo for great music, food, and

Lafourche Parish government is putting the finishing touches on a plan it hopes to never use: the evacuation of parish residents to shelters of last resort in the event of a major hurricane making a direct hit or very near strike on the parish. Should an approaching hurricane pose enough of a threat for parish officials to call for an evacuation, residents would be directed to three designated shelters, those being Thibodaux High School, the Raceland Recreation Center and the Larose Civic Center. “The goal is to get people as far away from harm’s way as practically possible,” said Reggie Bagala, parish Director of Community Services. “All three facilities have adequate restroom facilities,” he said. However, Bagala noted that any evacuees at the shelters must bring their own bedding, clothing, food and prescription medicines for a three day stay. See Plans Page 6-A

While most of the delta plain of the Mississippi River Delta is losing ground, new land is forming in Atchafalaya Basin at the mouths of the Wax Lake Outlet and the Atchafalaya River according to recent satellite images and a report released by the National Aeronautics and Space Administration (NASA). The main delta plain of the Mississippi River continues to disappear. A lobe-shaped arc of coastal land from the Chandeleur Islands in eastern Louisiana to the Sabine River loses a football field’s worth of land every hour. Put another way, the delta has shrunk by nearly 2,000 square miles over the past 80 years, equivalent to most of Delaware sinking into the sea. Geologists first noticed mud deposits building up in Atchafalaya Bay in the 1950s, but new land first rose above the water line in 1973 after a severe flood. Since then, both the Wax Lake Outlet and the Atchafalaya River deltas have grown considerably. According to an estimate by scientists from Louisiana State University (LSU), the Atchafalaya and Wax Lake Outlet deltas have combined to grow by one square mile per year.

Though land losses are widely distributed across the 200-mile wide coastal plain of the state, Atchafalaya Bay stands as a notable exception. The Atchafalaya is a distributary of the Mississippi River that connects to the “Big Muddy” in south central Louisiana near Simmesport. Wax Lake Outlet, an artificial channel designed to reduce the severity of floods in Morgan City, delivers about 40 percent of the Atchafalaya’s water into the bay about ten miles west of where the main river empties. A series of false-color satellite images chronicles the growth of the two deltas between 1984 and 2014. Instruments on Landsat satellites acquired all images. A combination of shortwave infrared, near infrared, and green light was used to accentuate differences between land and water. Water appears dark blue; vegetation is green; bare ground is pink. All of the images were acquired in autumn, when river discharge tends to be low. Studies of the geologic history of the meandering Mississippi have shown that—if left to nature—most of the river’s water would eventually flow down the Atchafalaya. See Land Loss Page 6-A

Registration is ongoing for a Summer Farm Camp for children ages 5 and older that will take place July 6 – 10, from 4 – 6 p.m. Children will get to live the farm life interacting with animals including horses, dairy cows, bottle feeding calves, donkeys, emus, pigs, ducks, chickens, rabbits, pheasants and more. Skate park design meeting set for July 8

The Town of Golden Meadow will host a public meeting on Wednesday, July 8 from 6 – 8 p.m., to gather opinions on the design of the Golden Meadow skate park. The meeting will be held at the Town Hall, 107 Jervis Drive in Golden Meadow, and the public is encouraged to attend.

Opinions sought on Parish Mitigation Plan

The Lafourche Parish Hazard Mitigation Plan is currently being updated in a joint effort by the Lafourche Parish Office of Homeland Security and Emergency Preparedness and the LSU Stephenson Disaster Management Institute to identify and prioritize future efforts to reduce risks of damage from natural hazards such as flood and wind events. The plan identifies Lafourche Parish’s vulnerability to the effects of natural hazards and the goals, objectives, and actions required to minimize (mitigate) future losses. Completion of this plan update will allow the parish and its participating municipalities to apply for pre and post-disaster grant funding through FEMA. The draft plan will be available to the public for a two-week period beginning June 23, and ending Tuesday, July 7. To share your thoughts and opinions about the draft plan, please visit lafourchegov.org and click on the top rotator box titled “Hazard Mitigation Plan.” After clicking on the link, you will be able access the plan in its entirety as well as offer valuable insight to parish officials seeking your input before going forward with the completed plan.

Rummage sale slated for July 9-11

Our Lady of the Rosary Catholic Church St. Vincent de Paul Conference will hold its annual rummage sale in the school cafeteria on July 9, 10 and 11. In 1942, a Greyhound bus re-united me with my family in New Orleans. I had stayed behind to complete seventh grade. I enrolled at Samuel J. Peters High School, re-named Israel Augustine Middle School. Names were changed in the 1950’s during the civil rights movement. I agree that schools in an AfricanAmerican-majority city should not be used to display names of slave owners and confederate generals. They should be used for their intended purposes: (1.) to feed kids lunch; (2.) Play sports, and … oh yes, (3.) get educated. Well two out of three ain’t bad. In the city my Cajun accent got me nicknamed “Country”. When I came back home, I had lost the Cajun and acquired the “who dat” accent so naturally my new nickname became “City”. What goes around comes around. After a year at Peters High I foolishly ran for student government president. I wrote my first campaign song … for myself. I remember these lyrics: “Let’s vote for Country Martin, we all know that he’s smart in, evidently, student Gov-ernment. So at the poll we’ll gather, and we’ll all get together, and help elect him “o u r” Pre-si-dent.” Not even Edgar Allen Poe was clever enough to

rhyme “Martin” with “smart in” or to emphasize all three syllables of the words “government” and “president” and make two syllables of the word “our” to keep every line in meter. That takes deep thinking. (Actually it took deep stupidity. I was young and had a lot of that.) A kind teacher mimeographed *(ask Grand Pa*) 50 copies which I passed out on “Campaign Speech Day” and asked my fellow students to sing alone with me. When only one did, I should have sensed trouble, but I bravely sang on, off key and flat, and the result was: I was laughed and booed off the stage and slaughtered in the election, coming in 8th out of nine, beating only the much hated school bully. Later, my accent became an asset. Ms. Gadner was our drama teacher and she produced a play called “Mr. South America”. Her qualification for her job was that years earlier she had one line in a silent Greta Garbo movie. Years later I watched it on Turner Classic Movies. I saw a maid who looked

somewhat as she might have in 1925. As she moved her lips, the card read: “Coffee or tea, sir?” I’ll never be sure. It was the third year of World War II, and America was trying to cement relations with our southern hemisphere. The play was pure propaganda written in Hollywood for the war department and distributed to schools. Many years later I found the script, another casualty of Hurricane Hilda. The writers meant nothing to me then, but today one does … F. Scott Fitzgerald, author of “The Great Gatsby”. Writers, movie stars and directors were doing their bit for the war effort. Probably because of him, the play was quiet good. Ms. Gadner had picked me for the lead role of “Mr. South America” because of my accent. “But Mrs. Gadner,” I argued, “my accent is Cajun, not Latin.” “Hush,” she admonished me. “An accent is an accent. They won’t know the difference.” They didn’t and I was a hit. I didn’t shave yet, but every performance she came with a crayon and painted me a black mustache. The world turned, the years passed and in 1952 I started to write campaign songs again at the request of my friend Dick Guidry. I wrote “Insurance Checks” to the tune of “Shrimp Boats” for Senator Clyde Caillouet. He won. Wrote one for Assessor Hubert Robichaux and Clerk of Court Ambroise Landry. They won and I got a job out of that one. Two for State Representative and Congressional candidate Richard “Dick “Guidry. He won one and lost one. I batted 500 with him. I wrote two for Francis Dugas for District Attorney, one in French by Vin Bruce and an English one by me. There’s more. Next week I’ll tell the how, why, where or when I did all that. Tune in. THIBODAUX, La. (AP) — Louisiana State Police say a Raceland woman died when her 2008 Lincoln MKZ ran off the road, hit a concrete driveway and flipped onto its roof in Thibodaux. Trooper First Class Evan Harrell says 36-yearold Mindy Boudreaux was not wearing her seat belt, and was thrown from the vehicle and died at the scene about 10:30 p.m. Saturday. He says the wreck occurred on LA Hyw. 1 near Four Point Road. ___

Offshore helicopter company opens 35-acre Houma base

HOUMA, La. (AP) — Houston-based Era Group has opened a 35-acre helicopter base for offshore flights to and from Houma-Terrebonne Airport. The Courier reports that the base houses 30 helicopters that will carry 15,000 workers to and from oil platforms each month. President, CEO and chief financial officer Chris Bradshaw says the base includes expanded parking and baggage transfer ability and adds real-time flight status screens, automated kiosks, televisions and guest Wi-Fi. The company got its second 19-passenger Sikorsky S-92 helicopter on Friday, the day it opened what Bradshaw calls a “super base.” He says the company plans to buy two more of the $30 million helicopters next year. Era is one of three helicopter companies with bases at the airport. The others are Petroleum Heli-

copters Inc. and Bristow, formerly Air Logistics. ___

US oil and natural gas rig count increases by 2 to 859

HOUSTON (AP) — Oilfield services company Baker Hughes Inc. says the number of rigs exploring for oil and natural gas in the U.S. increased by two this week to 859, the first weekly gain since December. Houston-based Baker Hughes said Friday 628 rigs were seeking oil and 228 explored for natural gas. Three were listed as miscellaneous. A year ago, with oil prices nearly twice the current levels, 1,873 rigs were active. Among major oil- and gas-producing states, Louisiana gained six rigs. New Mexico and West Virginia each rose by one. North Dakota and Ohio declined by three apiece and Texas was down by two. Alaska, Arkansas, California, Colorado, Kansas, Oklahoma, Pennsylvania, Utah and Wyoming were all unchanged. The U.S. rig count peaked at 4,530 in 1981 and bottomed at 488 in 1999. ___

Official: Louisiana movie credit cap may send business to Ga, Miss

BILOXI, Miss. (AP) — A Mississippi Film Office official says Louisiana’s new cap on film tax credits could send more movie business to Georgia and Mississippi. Bill Webb is the office’s Gulf Coast project manager. He tells The Sun Herald that Georgia is likely to get some of the business that might otherwise have gone to Louisiana, sometimes called “Hollywood South.” He says Georgia’s among the top film locations outside of California and already has crew, equipment and production facilities. But he says Mississippi should get some additional action, too. Mississippi Film Office head Ward Emling says last year was the state’s biggest ever with 19 films and another dozen projects using the incentive program. He says Mississippi could top that this year. ___

Bagala noted that as evacuees arrive at one of the three designated shelters, they will be processed using an identification system in which their driver’s license or other identification card will be scanned. Each individual will then be given a number on a bar coded wristband in which individuals will be able to be quickly identified should the need to identify a specific individual arise. Evacuees at each designated shelter will also have their personal identifications scanned by law enforcement in order to keep known sex offenders in a secure area away from other evacuees. Individuals needing transportation to a shelter in the event of an evacuation should call now to get their names placed on a list being compiled by parish officials. Hurricanes also destroy coastal vegetation that would otherwise protect land from erosion. The Atchafalaya Basin has grown at a faster rate than its neighbor— about 0.6 square miles per year, versus .46 square miles per year for the Wax Lake delta. The difference is due to regular dredging and channel widening on the lower Atchafalaya, which delivers extra sediment to its delta. Due to the lack of dredging, Wax Lake delta is more natural in character, with a more symmetric, lobately shape. LSU Sea Grant has been deeply involved with studies on the restoration of river deltas which involves diverting sediment and water from major channels into adjoining drowned areas, where the sediment can build new land and provide a platform for regenerating wetland ecosystems. Except for local engineered structures at the points of diversion, restoration mainly relies on natural delta-building processes. Present understanding of such processes is needed to provide a basis for determining the feasibility of restoration projects through quantitative estimates of land-building rates and sustainable wetland area under different scenarios of sediment supply, subsidence, and sealevel rise. “Hurricanes damage coastal vegetation, but most healthy marshes recover quite nicely,â€? said Robert Twilley, Director of the LSU Sea Grant program. “Our research team has been working in Wax Lake for the last eight years and have seen two hurricanes strike the new delta. In both instances the vegetation recovered in several months following the storm.  This new marsh is very solid marsh that handles hurricanes very well.â€? The world’s deltas are, in both literal and figurative senses, the thin end of the wedge in terms of coastal response to changes in sea level. Their typically low surface gradients make deltas potentially vulnerable to relative changes in sea level, in particular rise in global sea level and relative rise caused by natural or anthropogenic subsidence. “It is clear that a free flowing river system creates natural fishery estuary,â€? said Gulf Seafood Institute’s President Harlon Pearce. “The channelization of the Mississippi River and salt water intrusion from

the ever increasing number of petroleum industry canals has reversed the land building effect of a free flowing river system.� “We are looking carefully at the Wax Lake and Atchafalaya deltas as models for building new land and preserving some of our coastal marshlands,� said Harry Roberts, director of the Coastal Studies Institute at LSU. “If we start diverting significant portions of the water and sediment from the main channel of the Mississippi River into adjacent wetlands, lakes, and bays—as happens now in Atchafalaya Bay—we’ll be taking an important first step toward saving a significant part of Louisiana’s coastal plain.�

Legislative Briefs New law removes gun restriction for people hunting with bows

BATON ROUGE, La. (AP) — People hunting with a bow in Louisiana can now carry any size gun they want when hunting. Gov. Bobby Jindal has signed into law a bill by Sen. Rick Ward, a Republican from Port Allen, that removes a restriction on the guns that can be carried by people hunting with a bow. Previous law limited bow-hunters to carry no larger than a .22 caliber pistol with ammunition “for the purposes of killing snakes and rats.� The new law, signed Monday, removing that restriction takes effect immediately. Supporters said hunters should be allowed to carry a rifle or shotgun to shoot wild hogs or other threatening animals. Expulsions for uniform violations barred for young students

BATON ROUGE, La. (AP) — Louisiana’s public schools

are prohibited from suspending or expelling elementary school students for violating school uniform rules. Gov. Bobby Jindal’s office announced Monday that the Republican governor had signed into law the bill by Sen. Sharon Weston Broome, a Baton Rouge Democrat. The prohibition covers students in preschool through fifth grade. The bill contains an exception if the uniform violation is tied to a “willful disregard of school policies.� The measure was significantly scaled back from Broome’s original proposal. The senator initially wanted to ban schools from expelling or suspending students in kindergarten through third grades entirely, unless the behavior posed “a threat to the safety or well-being� of others. NEW ORLEANS (AP) — Two New Orleans men celebrated what apparently was the first same-sex wedding in Louisiana as the last holdout state began issuing licenses to same-sex couples after the historic U.S. Supreme Court decision that marriage is a fundamental right for all Americans. Gay rights advocates said Louisiana had been the last state to begin issuing same-sex marriage licenses when its clerks of court got the go-ahead Monday. That was a reversal from Friday, when the Louisiana Clerks of Court Association said clerks should wait 25 days after the decision, allowing time for the high court to consider a rehearing. Monday, the association said that because several parish clerks of court had or would begin issuing the licenses, clerks should begin changes consistent with the Supreme Court opinion to avoid the confusion of multiple starting dates. “So our attorney says you can issue the license as

The meeting was called to order by Mayor Pro-Tempore Jay Lafont who led the Pledge of Allegiance to the American Flag. Council Member Resweber then followed with a prayer. Roll call was as follows: PRESENT: Council Members – Jay Lafont, Ray Santiny, Clifford Santiny, Jr., Stephen Resweber, Leoda Bladsacker; Police Chief Euris Dubois ABSENT: Mayor David Camardelle Motion by Council Member Clifford Santiny, Jr. seconded by Council Member Resweber and unanimously agreed to amend the agenda as presented. Joel Bradberry was recognized and asked about lights at the park on Chighizola Park. Mayor Pro-Tempore Jay Lafont explained that Entergy will be installing a light shortly and that engineers are working on plans to install lighting with funding from Jefferson Parish. Avery Guidry was recognized and stated that he was enjoying being able to use his golf cart to bring things to the beach. Council Member Clifford Santiny, Jr. requested the Police Chief to explain to the audience how he was addressing golf carts on the beach. The Chief stated that licensed drivers are being allowed to use golf carts on the beach. Helen Besson was recognized and stated she enjoyed using her gold cart and requested that the rules for using the golf carts be obeyed. The Chief asked that if anyone witnessed someone breaking the rules that they be reported to the police department. Council Member Bladsacker stated that she had a problem with younger kids under 16 years old driving the golf carts. Michelle Chouinard was recognized and reported that there were some trees and signs at the top of Smith Lane that prevented her from seeing traffic on LA 1. The Mayor Pro-Tempore instructed this be reported to Chris Hernandez. Karl Thayer was recognized and asked the Chief if the arrows on LA 1 had anything to do with golf carts. The Chief reported that the arrows were for bicycle traffic. Darrell Lafont was recognized and spoke about the school kids not being able to use the gymnasium during the summer and that he was speaking to Ray St. Pierre concerning this matter. Alice Thomas was recognized and stated that the tourist needed something to explain the rules for the use of golf carts.
